AND IT WAS AN INTERESTING MORNING AND QUITE INFORMATIVE I MIGHT SAY.

I WILL TELL YOU THAT MY FIRST REACTION WAS WHEN I SAW IT, IF YOU SCROLL DOWN A LITTLE BIT JOE, JUST BACK UP A LITTLE BIT. THREE BASIC PORTIONS OF THE PRESENTATION WAS DONE AT THE WORKSHOP. ONE WAS THE ROAD WHICH INCLUDED I WOULD THINK PARKING AND OTHER ISSUES AND PARKING FLOW AND THAT SORT OF A THING. THE OTHER ONE WAS THE PARK.

AND THE THIRD ONE WAS THE SHORELINE. THOSE ARE BASICALLY THE THREE PRINCIPLES OF THE PLANT THAT WAS PRESENTED TO US AT THE WORKSHOP.

TO BE HONEST WITH YOU, MY CONCERN WAS THERE WAS ONE MAJOR COMPONENT THAT WAS MISSING

SYNOPSIS. >> I'M CANDACE WHITNEY. I AM KIND OF PREACHING TO THE CHOIR HERE BUT I WOULD LIKE TO ADDRESS THE CONVERSATION ABOUT SELLING OR LEASING THE MARINA.

IT IS JUST A STUNNINGLY BEAUTIFUL MARINA. IT IS REALLY ON THE EDGE AND STARTING TO BE PROFITABLE. MY BACKGROUND, IN 1975, I BUILT A 114 SLIP MARINA.

VERY SIMILAR TO BERNADINO MARINA. I OWNED AND SUCCESSFULLY OPERATED IT FOR 30 YEARS. I KNOW THE MARINA BUSINESS INSIDE AND OUT.

I HAVE REVIEWED THE FINANCIALS AND YOU KNOW I HAVE BEEN HERE AT THE MEETINGS FOR QUITE SOME TIME. FOR EIGHT MONTHS I HAVE BEEN COMING HERE I BELIEVE THE MARINA CAN BE SUCCESSFUL. THERE ARE SOME ADJUSTMENTS THAT NEED TO BE MADE EVERYONE IS TALKING ABOUT DIFFERENT THINGS. IT DOES NEED TO BE MONITORED. I BELIEVE IT CAN MOVE FORWARD WITHOUT ADDITIONAL DEBT IN THE FUTURE. THE DEAD ACCUMULATION IN THE PAST NEEDS TO BE DEALT WITH BUT THAT IS ANOTHER SUBJECT. THIS IS PRACTICE FOR A COMMISSION MEETING. I WANT TO SAY TO MY FELLOW CITIZENS, TO STAND BEHIND THE MARINA CALLED THE ADVISORY BOARD AND LET THE MARINA PROVE ITS WORTH.

STOP THE NEGATIVE CHATTER. THERE IS TOO MUCH OF THAT. IT DOESN'T SERVE ANYONE.

IT IS NOT CONSTRUCTIVE. >> SO WHY AM I SAYING DO NOT SELL AND MOST CERTAINLY DO NOT LEASE. WHEN I SOLD MY MARINA IN 2005, I CONSULTED WITH THE NEW OWNERS FOR A WHILE BUT IT WAS APPARENT QUICKLY THAT THEY WERE MORE INTERESTED IN PUTTING MONEY IN THEIR POCKETS AND THEY NEGLECTED TO DO A MAINTENANCE SCHEDULE AS WELL AS RUNNING AN IMPECCABLE MARINA WITH AN IMPECCABLE REPUTATION. THE BUSINESS BEGAN TO FAIL.

UNFORTUNATELY I SOLD IT WITHOUT CARRYING A MORTGAGE OR ANY FINANCIAL RESPONSIBILITY AND EVEN THOUGH I WAS OKAY FINANCIALLY IT BROKE MY HEART. I HAVE NOT WANTED TO GO THERE

FOR A LONG TIME. CANCEL IF THE CITY SHOULD SELL OR ENTER INTO A LEASE AGREEMENT IT WOULDN'T TAKE LONG, IN A BAD TIME FOR THE NEW OWNERS TO SAY, I HAVE TO TAKE CARE OF MYSELF

ACCORDING TO THIS PLAN THERE ARE FIVE FEWER BOAT TRAILER SPOTS. WHAT IS UP WITH THAT.

THIS IS A WORKING MARINA. THIS IS A BOAT RAMP. THIS IS A CITY BOAT RAMP.

THIS BOAT RAMP IS SAFER TO USE. THE OTHER ONE YOU HAVE TO WATCH FOR THE WAVES COMING IN.

THIS WAS A VERY POPULAR BOAT RAMP. WE HAVE ALL SEEN BOATS COMING AND GOING ON THE WEEKENDS. THE PARKING LOT WAS FULL OF TRAILERS.

WE CAN BEAT THAT WAY AGAIN. AS FAR AS THIS BUILDING, THIS BLOCKS THE SUNSET YOU THAT PEOPLE WANT TO SEE. A LOT OF PEOPLE ARE OLDER IT'S EASIER FOR THEM TO VIEW THE SUNSET. THEY WON'T BE ABLE TO SEE IT IF THERE IS A BIG THING BLOCKING THEIR VIEW. I UNDERSTAND IT IS THERE TO MAKE MONEY BUT THERE'S OTHER WAYS TO

THE OTHER THING I WOULD SAY ABOUT THE PLAN IS, I AM A GREAT BELIEVER IN KEEP IT SIMPLE.

BUT ADDING BUILDINGS AND SHUFFLING THINGS AROUND, MAYBE IS THE SECOND PHASE.

WE HAVE ONLY BEEN HERE 13 YEARS. SO WE ARE NOT LONG TIMERS. AS I UNDERSTAND CAUGHT THIS ISSUE OF HOW TO BEAUTIFY THE MARINA HAS BEEN FLOATING AROUND FOR DECADES.

AND A LARGE REASON IT HAS BEEN FLOATING AROUND IS NO ONE CAN AGREE.

EVERYONE HAS AND I WANT THIS I WANT THAT. WHAT WE SHOULD DO.

THAT WILL ALSO GIVE YOU BETTER ACCESS TO THE DOCKS AND THE UNLOADING AREAS. IT IS A WORKING MARINA. WE DO HAVE A MARINA THERE.

WE NEED THE PARKING SPOTS FOR THE MARINA. THE REST OF IT LOOKS GREAT.

IF YOU WANT TO DO A PARK FROM CENTER STREET NORTH AND A PARKING LOT FOR C AND D, I DON'T THINK THEY ARE FEEDING IT. THAT IS WHERE IT NEEDS TO BE. THEY HAVE A GREAT AREA.

THEY HAVE THE BAND DOWN THERE. IT WAS PACKED. IT IS A GREAT PLACE.

I THINK IT IS A GREAT PLACE TO HAVE A PARK. YOU JUST HAVE TO REALIZE YOU PUT A LOT OF MONEY IN THE MARINA AND YOU NEED TO HAVE PARKING SPOTS FOR THE MARINA AS WELL AS OTHER PARKING SPACES. I THINK IT WILL WORK. THAT'S JUST MY OPINION.

BUT TRAFFIC FLOW IN IS A BIG ISSUE. PEOPLE HAVE A DIFFICULT TIME GETTING TO THE PARKING LOT WHEN ITS HEAVY TRAFFIC. IT IS BLOCKED OFF.

SO I THINK TRAFFIC -- TRAFFIC ALONG THESE STREETS, WHEN THEY BECOME OPEN WOULD BE A BIG CONCERN. LET'S MAKE IT FLOW NATURALLY AND REGULARLY.

LET'S NOT BLOCK IT OFF. AND OF COURSE, THE STABILIZATION OF THE WATERFRONT TO THE NORTH.

I KNOW THERE WAS SOME DISCUSSION, I KNOW THAT WAS THE BIGGEST TICKET.

IT WAS TO BUILD A BULKHEAD JUST TO THE NORTH OF PARKING LOT A AND DOWN TO THE VENTURA PARKWAY.

THAT WAS THE BIG EVENT. THEY WILL RECLAIM SOME LAND. I DON'T KNOW IF THAT IS STILL DOABLE. THAT IS WHERE THE BIG NUMBER WAS.
