MR. COLEMAN LANGSHAW DID ATTEND THE MEETING THIS MORNING.

AND MAYBE YOU COULD GIVE US A LITTLE UPDATE.

I MIGHT ASK BOTH COMMISSIONER, TWO OF THE COMMISSIONERS WHO ARE HERE TONIGHT, COULD MAYBE GIVE US THEIR VIEW ON HOW THE MEETING

IT REALLY ENDED UP, IT WAS NOT A DISCUSSION ABOUT THE CHANNEL AT ALL. IT WAS ABOUT THE CITY AND THE PORT AUTHORITY AND TRYING TO FIND A WAY TO FIGURE OUT THEIR PROBLEMS AND ENDED UP DECIDING TO GO TO MEDIATION.

IT HAD TO DO WITH THE PILOT IN LIEU OF ANY TAXES.

I GOT UP AS A CITIZEN NOT AS A MEMBER OF THE ADVISORY BOARD.

I DID THANK BOTH BOARDS FOR WORKING ON THE CHANNEL REALIGNMENT ISSUE, WHICH WAS GOOD THAT I ALL MENTIONED I HOPE THEY CAN FIND A WAY TO WORK TOGETHER SINCE WE EXPECT THAT TO HAPPEN. AND SO, I THINK THE COMMISSIONERS MAY WANT TO TALK ABOUT IT.

THEY KIND OF BASICALLY BOILED IT DOWN TO THEY'RE GOING TO GO TO MEDIATION ON THIS TOPIC. IT'S NOT A HUGE SUM, BUT EVIDENTLY THE PORT AUTHORITY DOESN'T HAVE THE FINANCIAL MEANS TO MEET THE COMMITMENT OF THE AGREEMENT THE CITY HAD WITH THEM FOR YEARS TO GO. I PROBABLY SHOULD GO INTO MUCH MORE GREATER DETAIL. I'M NOT AN AUTHORITY ON THIS.

I DON'T KNOW IF EITHER COMMISSIONERS WANT TO ADD, IF I'M MISSING SOMETHING, OR YOU JUST WANT --

IT'S IN THEIR BALL COURT. IT'S BEEN IN THEIR BALL COURT FOR YEAR. THE CITY'S BEEN ACCOMMODATING AND THEY ALWAYS FIND SOMETHING ELSE.

SO THAT'S WHERE WE ARE WITH THAT.

AS FAR AS THE $50,000, WITH PAYMENT IN LIEU, WHAT WAS BROUGHT UP THIS MORNING IS THAT IF THOSE FACILITIES WERE BEING USED BY A NONGOVERNMENT CORPORATE -- NONGOVERNMENT ENTITY, THEY WOULD BE PAYING $183,000 A YEAR IN TAXES, JUST TO US, AND PROBABLY THE SAME AMOUNT TO THE COUNTY.

OKAY? WHAT WE HAVE HAD FOR YEARS AND WHAT THEY AGREED TO TO GET THE PORT THERE.

THE PORT, WHEN IT WAS FIRST TO COME THERE WAS A VERY CONTROVERSIAL ISSUE. COLEMAN LANGSHAW CAN TALK TO THAT. LOT OF PEOPLE DID NOT WANT THAT TO HAPPEN. THERE'S WHOLE BUNCH OF BOXES AND STUFF THAT IF YOU GO THROUGH ALL THAT HISTORY, THERE WERE MANY PEOPLE OPPOSED TO IT. SO TO GET THEM TO DO IT, THEY MADE AGREEMENT TO A LOT OF THINGS.

ONE OF THEM, AT LEAST $50,000 A YEAR IN PERPITUITY.

THE OCEAN HIGHWAY PORT AUTHORITY HAS MADE A BAD DEAL -- WELL, THEY MADE A DEAL WITH THEIR CURRENT PORT OPERATOR.

THEY DON'T GET ANY MONEY FOR YEARS.

AT LEAST FOUR MORE YEARS. AND THEY GET VERY LIMITED FUNDS.

AND THEY, QUOTE, DON'T HAVE ANY MONEY.

WELL, WHAT THEY DO HAVE, THEY INCREASED THEIR SALARY FROM $1,000 A MONTH TO $2,000 A MONTH.

IF THEY HADN'T HAVE DONE THAT, YOU CAN DO THE MATH.

THAT'S $60,000 A YEAR THAT WOULD EASILY PAY THE $50,000 A YEAR.

SO THEY CLEARLY DO HAVE THE MONEY.

THEY GO TO ONE MEETING A MONTH, MORE OR LESS.

YOU CAN DO THE MATH FOR THAT, TOO.

BASICALLY, THE CITY'S POSITION IS THAT YOU ARE HERE.

WE PROVIDE SERVICES TO YOU. AND WE THINK YOU SHOULD CONTRIBUTE. AND YOU, AS ALL TAXPAYERS, ARE SUBSIDIZING THE PORT. GOOD THING OR BAD THING, I'M NOT GONNA ARGUE, BUT YOU'RE DOING THAT.

THEY ARE NOT GOOD NEIGHBORS. THEY WANT OUR SERVICES.

I WAS UP THERE TODAY. THEY HAVE A GRAIN SHIP THAT'S COME IN. THAT GRAIN IS ALL OVER THE ROAD.

ALL OVER THE PORT. THAT GRAIN WILL GO INTO THE AMELIA RIVER. IT IS A POLLUTANT.

MEETING. TRANSFERRING OR FINDING OUT WHO'S ACTUALLY RESPONSIBLE FOR THE RAMP, WHETHER IT IS MARINA PROPERTY OR PARKS AND REC. AND COLEMAN BROUGHT THIS UP AT THE LAST MEETING. PERHAPS HIS --

>> IF I MAY? THE REASON I BROUGHT THIS UP, FIRST OF ALL, THE BOAT RAMP IS NOT REALLY A MARINA ASSET AS FAR AS BUSINESS. THERE'S SOME LIABILITY AND EXPENSE. BUT IT'S A PUBLIC FACILITY, LIKE THE OTHER PARKS AND SO FORTH, KAYAK LAUNCH AREA AND SO FORTH.

MY THINKING WAS REALLY IT'S KIND OF IN THAT QUASI UPLAND MARINA GEOGRAPHY BUT FOR ALL INTENTS AND PURPOSES, IT'S A RECREATIONAL FACILITY. IT'S LIKE ANY OTHER RAMP.

I DON'T THINK IT FITS WITH THE MARINA'S ENTERPRISE FUNDS BUDGET. IT'S GREAT THAT THERE ARE BOATS COMING AND GOING. BUT JUST FROM THE BUDGET STANDPOINT, I FEEL LIKE IT SHOULD BE A GENERAL FUND.

THAT'S MY THING. CERTAINLY, THE COMMISSION WOULD HAVE TO MAKE THAT DECISION. IF IT'S A QUESTION OF WHO WOULD WATCH OVER IT, MAYBE THE MARINA DEPARTMENT COULD BE WORKING JOINTLY WITH THE RECREATION DEPARTMENT, MAKING SURE THAT THE RAMP IS NOT BEING ABUSED AND THAT THERE'S SOME DAILY OPERATIONAL THINGS THAT MAYBE STAFF IS MORE EXPERIENCED IN DEALING WITH THE MARINA. SOMETHING HAPPENS TO THAT RAMP AND THERE'S WHATEVER, WE CAN'T PAY SOMEBODY TO MONITOR THAT OUT OF THE MARINA BUDGET. WE'RE NOT GETTING ANY REVENUE FROM THAT. I JUST WANT TO SEE US TRY TO PUSH THOSE KINDS OF THINGS FROM THE MARINA BUDGET OVER TO THE
