I DID ATTEND THE PORT AUTHORITY MEETING, FIRST MEETING IN DECEMBER. THERE WAS DISCUSSION.

THE LETTER THAT WAS WRITTEN TO THE PORT AUTHORITY WAS READ AT THEIR MEETING. THE LETTER WAS FROM THE CITY ASKING THE PORT AUTHORITY TO JOIN FORCES WITH THE CITY TO ASK TO HAVE THE CHANNEL RELOCATED, OR SLIGHTLY MOVED.

THERE WAS DISCUSSION, I HAD A CHANCE TO SPEAK, THERE WAS NO DECISION MADE AT THAT MEETING. THE CITY DOES HAVE A MEETING, I BELIEVE THE COMMISSION IS MEETING WITH THE BOARD, A JOINT

MEETING, THE FIRST OF JANUARY. I'M NOT SURE WHAT THE DATE IS.

MAYBE IT'S -- >> THE 6TH.

HOPEFULLY WE'LL HAVE THOSE TWO BOARDS SITTING TOGETHER FACE TO FACE FOR CONVERSATIONS. AND IF WE COULD GET THEM TO DISCUSS THIS RELOCATING OF THE CHANNEL, THAT MIGHT BE A GOOD

THIS IS BASICALLY TO THE CHAIRMAN OF THE OCEAN HIGHWAY AND PORT AUTHORITY. DEAR CHAIRMAN, AS YOU'RE AWARE, THE EFFORTS OF THE CITY OF FERNANDINA BEACH TO RESTORE ITS MARINA FOLLOWING HURRICANE MATTHEW WERE H HAMPERED BY THE MARINA FACILITY'S LOCATION IN PROXIMITY TO THE FEDERAL NAVIGATION CHANNEL. DUE TO CHANGES IN THE ARMY CORPS OF ENGINEERS' REGULATIONS, THE CITY HARBOR MARINA REQUIREMENTS TO REPLACE BOTH SOUTHERN AND NORTHERN ATTENUATORS IN THEIR PREVIOUS ORIGINAL LOCATION WERE NO LONGER IN COMPLIANCE, SPECIAL MER MITTS WERE REQUIRED. THE FERNANDINA MARINA HAS A HISTORY OF RELYING ON TAXPAYERS FOR SUPPORT.

FERNANDINA MARINA MUST BE EXPANDED TO THE NORTH TO INCREASE DOCKAGE REVENUE, THUS REDUCING SOME OF THIS RELIANCE.

FURTHER IMPROVEMENTS TO THE NORTH ATTENUATOR ARE NOT CURRENTLY POSSIBLE DUE TO ARMY CORPS OF ENGINEER REGULATIONS.

A SOLUTION TO THIS ISSUE WOULD BE TO HAVE THE FEDERAL CHANNEL WEST OF FERNANDINA MARINA MOVED 100 FEET TO THE WEST OR HAVE THE FEDERAL NAVIGATION CHANNEL SOUTH OF THE PORT OF FERNANDINA DEAUTHORIZED. THE AREA OF THE CHANNEL HAS NOT BEEN ACTIVE FOR MORE THAN 30 YEARS.

THE ISSUE OF HAVING THE FEDERAL CHANNEL WEST OF FERNANDINA HARBOR MARINA MOVED 100 FEET TO THE WEST HAS BEEN DISCUSSED FOR OVER 20 YEARS AND APPROVED BY ALL PARTIES.

THE CITY OF FERNANDINA HAS PROVIDED DOCUMENTATION THAT RELEASES OCEAN HIGHWAY AND PORT AUTHORITY OF ANY FINANCIAL RESPONSIBILITY IF FUTURE DREDGING IS REQUIRED.

FOR OCEAN HIGHWAY AND PORT AUTHORITY ACTING AS A LOCAL SPONSOR TO MAKE A FORMAL REQUEST TO THE AR M THE ARMY ARMY CORPS TO REALIGN THE CHANNEL. THERE WAS SOME DISAGREEMENT ON THE NEED FOR THIS REALIGNMENT. ANY EXPANSION OF FERNANDINA HARBOR MARINA WILL BE GREAT LEAY HAMPERED OR DECLINED BY THE ARMY CORP OF ENGINEERS DUE TO THE CHANNEL'S CURRENT LOCATION AND THEIR PERMITTING REQUIREMENTS. THE ADVISORY BOARD WOULD LIKE TO GO ON RECORD BY REQUESTING OCEAN HIGHWAY AND PORT AUTHORITY TO PROVIDE THE ARMY CORPS OF ENGINEERS CORRESPONDENCE THAT WILL CAUSE THE CHANNEL REALIGNMENT OR DEAUTHORIZATION SOUTH OF THE PORT. SINCERELY -- PRETTY MUCH GIVES THE WHOLE HISTORY AND WHY WE NEED IT CHANGED, AND BASICALLY

SAYING FISH OR CUT BAIT. >> I THINK SOME OF THE DISCUSSION, JOE, THAT YOU HAD IS TO JUST DECOMMISSION THE CHANNEL, WOULD BE THE EASIEST, CLEANEST THAT MAY TAKE A LITTLE

AND IT WAS MY UNDERSTANDING, I'VE COMMUNICATED WITH THEM, MY UNDERSTANDING IS THAT THE CITY HAS ALREADY COMMITTED TO THAT.
