>>> THE MARINA ADVISORY BOARD MEETING FOR OCTOBER 28TH.

>>> LET'S DO THE PLEDGE OF ALLEGIANCE, PLEASE.

[Item 3]

>>> ALL RIGHT. THE MINUTES FOR THE LAST MEETING.

[Item 4]

A >>> PUBLIC COMMENTS.

I GUESS WE NEED TO INTRODUCE OURSELVES OUR NEWEST DOCK MASTER. COME UP AND GIVE US YOUR NAME AND A BRIEF HISTORY OF WHO YOU ARE.

>> THAT'S WHAT BROUGHT ME OVER HERE.

AND I KNOW THAT A LOT OF YOU WERE IN LOVE WITH THE PREVIOUS DOCK MASTER AND I HOPE TO DO SOMEWHAT JUSTICE IN HIS NAME.

ONE OF THE FIRST THINGS WE DID IN REGARDS TO THAT WAS WE HAD A VERY WHAT I'M GOING CALL DANGEROUS DOCK THAT WAS AN EYE SORE ON TOP OF THAT AND ONE OF THE FIRST THING WE DID AS A GROUP WAS COME TOGETHER AND REPAIR IT.

THE MORE WE REPAIRED IT, THE MORE THE GAYS STARTED WORKING IT PRETTY HARD AND IT WAS PRETTY NICE.

WE NOW CALL IT THE SUNSET DOCK AND AT SOME POINT IN THE FUTURE WE HOPE TO DEDICATE THAT TO KEVIN.

SOUTH TWO IS A NARROW DOCK. NARROWER THAN THE PREVIOUS ONES AND THE ISSUE OF DOCK BOXES ARE GHOG TO COME UP.

-- DOCK BOXES ARE GOING TO COME UP.

MY THINKING OF IT IS THE SAME SIDE AND SAME TYPE ON THE SAME SIDE AND SO POSSIBLY A DOCK WALKING BOX THROUGH THERE.

THAT'S SOMETHING WE HAVE NOT DECIDED ON.

AND THE THING I WOULD LIKE TO LET YOU KNOW IS THIS WEEK WE'RE NOW TAKING RESERVATIONS FOR TRANSYOUNTS, FOR THOSE WHO LEFT AND WANT TO COME BACK TO THE MARINA AND WE'RE TAKING RESERVATIONS FOR SHRIMPFEST. THANK YOU VERY MUCH.

>> THANK YOU, RICHARD. AND NOW WE'LL ALSO HAVE MR. JEFF MALONE SPEAK TO US. OUR NEW MARINA ACCOUNTANT.

>> GOOD EVENING, EVERYONE. I'M JEFF MALONE.

I'VE BEEN IN THIS COMMUNITY FOR ABOUT 15 YEARS NOW.

THE LAST NINE YEARS I'VE BEEN THE DIRECTOR OF SALES AND MARKETING FOR THE HAMPTON INN ON SADLER ROAD.

SO WHEN I HAD AN OPPORTUNITY TO JOIN THE MARINA TEAM, IT WAS AN ACCOUNTING ROLE AND I ALSO OWNED A PRINTING COMPANY IN ATLANTA, GEORGIA FOR 2 IS YEARS AND DID ACCOUNTING, BOOKKEEPING, HR, I HAD 12 EMPLOYEES. SO THIS DEFINITELY FIT MY BACKGROUND. I'M GOING TO CONTINUE FOCUSING IN ON SOCIAL MEDIA AND THAT TYPE THING.

ALSO, THE WEBSITE DID LOOK WHERE IT NEEDED HELP.

AND PART OF THE THING THAT WE WERE WAITING FOR IS THE OPENING DATE AND OBVIOUSLY WE JUST FOUND OUT THAT IT'S GOING TO BE MARCH 1ST OR SOONER. AND SO WE'RE ABOUT TO GO UNDER CONSTRUCTION ON A BRAND NEW WEBSITE FOR THE MARINA.

[00:05:02]

AND SO IT WILL BE RELEASED SOON. AND SO WE'RE EXCITED ABOUT THAT.

AND AS RICHARD MENTIONED, WE DO HAVE THE SUNSET OBSERVATION DOCK AND PUT A FEW THINGS DOWN AS FAR AS A POSSIBLE SIGNAGE AND I THINK IT'S GOING TO BE A REALLY GOOD LOCATION RIGHT BEHIND ATLANTIC SEAFOOD. RICHARD AND THE DOCK HANDS HAVE DONE A FANTASTIC JOB AND N REBUILDING THAT DOCK AND I THINK IT'S GOING TO BE A GREAT PLACE DESIGNATED AND PROVIDE AN OPPORTUNITY FOR PHOTO OPS FOR VISITING FAMILIES AND PEOPLE TO SEE THAT AND WITH THE SUNSET BEHIND WHERE THEIR PHOTO IS GOING TO BE TAKEN. I'M JUST EXCITED ABOUT BEING PART OF THE UNVEILING OF THIS -- UNVAILING OF THIS ADVENTURE.

I KNOW -- UNVEILING OF THIS ADVENTURE.

I KNOW THE DMUNT WANT US TO GET THIS DONE SOON AND WE'RE ALL EXCITED ABOUT IT AND READY TO GET SOME BOATS IN THERE SO I'M GLAD TO BE PART OF THE TEAM. IF YOU WANT, YOU CAN STAY OR GO.

I KNOW THIS IS QUITE EXCITING FOR YOU IF YOU STAY.

>> ABEXCITING EVENT.

>> AND WE NEED A REPORT FROM OUR CITY PROJECT MANAGER FOR THE MARINA, MR. BRONSON LAMB. GOOD EVENING.

>> OKAY. BRING US UP TO DATE, PLEASE.

WELL, THERE'S NEW NUMBERS SO THAT'S PRETTY EXCITING.

KIND OF SIMPLE. WE HAVE I DON'T KNOW IF Y'ALL READ THE NEWS LEADER BUT THERE'S A PRETTY ACCURATE ACCOUNT OF WHERE WE ARE IF YOU WANT TO READ THAT.

IT'S A LITTLE MORE LENGTHY THAN I WANT TO GET INTO.

BUT STARTING WITH S1 WHICH IS THE ATEN EWE WAITER SOUTH 1, WE HAVE THE DOCKS IN, THE PILINGS ARE IN, WE HAVE A BUNCH OF LITTLE TINY DETAILS, NUTS, BOLTS, WASHERS, A LITTLE OF THIS AND THAT. MAYBE 30 SMALL ITEMS TO FINISH ON THAT DOCK. ANY TIME IF ANY OF YOU WANT TO COME FOR A TOUR, I'M MORE THAN HAPPY TO SHOW YOU.

SO THAT'S THE ATTENUATOR. THE S2 WHICH IS THE P 50 FOOT -- 750 FOOT ALUMINUM DOCK. SAME THING.

THE PILES ARE IN. THE DOCK IS IN.

IT'S BOLTED UP PROPERLY I CAN ASSURE YOU OF THAT.

IT'S GOT A COUPLE OF DOZEN LITTLE NUTS AND BOLTS STILL THAT ARE NOT JUST RIGHT AND SOME RUB RAILS AND NIL NITPICKING STUFF.

WE'RE WORKING ON THOSE TOO. ONCE AGAIN, THE EWETITIES ARE PROBABLY 75% ON THAT. 50 TO 75% ON THAT DOCK.

AND THEN S3, ALL THE UTILITIES ARE IN S3, THAT'S THE OTHER NEW 220 FOOT ALUMINUM DOCK THAT WE PUT IN.

ALL THREE OF THOSE ARE NEW AND THEY LOOK GREAT.

WE'RE DEALING WITH A COUPLE OF RAMP ISSUES TODAY.

YOU KNOW, THE TIDE IS LOWER THAN HECK AND GOT A LITTLE RUB ON ONE OF THEM. COUPLE OF ADJUSTMENTS.

AND WE'RE DEALING WITH THAT TYPE OF THING.

FROM THE RAMP PERSPECTIVE. THE ADA RAMP I THINK WILL BE FINE HEIGHT WISE. THE OTHER TWO WE'RE WORKING ON THOSE. S3, AGAIN, THE UTILITIES ON IT ARE DONE BOTH FIRE AND WATER AND ELECTRIC BUT WE HAVEN'T HOOKED UP YET WHICH IS NONE OF THOSE DOCKS WILL BE FIRED UP OR LIT OFF UNTIL THIS BIG TRANSFORMER GETS PUT IN AND TODAY THEY POURED THE CONCRETE. NEXT WEEK OR TOWARDS THE END OF THE WEEK THEY'LL PROBABLY DO THE BLOCKING UP AND THEN POUR MORE CONCRETE IN ORDER TO SUPPORT THE ELECTRICAL SERVICE THAT'S GOING TO BE UP THERE AND THEN THE TRANSFORMER GOES NEXT TO IT.

SO THAT'S MOVING ALONG WITH -- THE DINGY DOCK AS IT'S CALLED IS THE UTILITIES ARE COMPLETE ON IT.

[00:10:14]

THE GUY THAT COMES IN, IN THE DINGY.

ONCE AGAIN, THAT DOCK IS JUST A DINGY DOCK.

IT HAS LIGHTS AND WATER. IT'S GOT A COUPLE OF 110 PLUGS FOR PRESSURE WASHING OR SOMETHING BUT IT'S NOT FOR YACHTERS TO COME TO. THE -- SO THAT'S THE SOUTH.

THE NORTH ATTENUATOR. MY INTENTION IS FOR US TO DESIGN IT COMPLETELY INCLUDING THE ELECTRIC AND THE WATER WITH -- ON THE ELECTRIC AND WATER, WE'LL HAVE AN ELECTRICAL ENGINEER OBVIOUSLY AND WE'RE IN HOPES TO USE THE SAME ONE THAT DID THE SOUTH FOR THE CITY WHICH IS MOFFIT AND LOFTUS BECAUSE HE UNDERSTANDS THE BIG PICTURE HERE AND UNDERSTANDS BOATING BECAUSE HE DOES MARINAS. HE UNDERSTANDS FULL LOAD INNS NOT FULL LOADS. BUT HOPEFULLY HE'LL HELP US WITH THE NORTHERN. WE HAVE -- WE'VE ORDERED THE MARINE TECH DOCK. THEY GOT THEIR CHECK ON OCTOBER 1ST. NOW WE'RE IN THE SUBMITTAL STAGE. THEY SENT US SOMETHING THAT WE'VE GOT TO MASSAGE A LITTLE BIT.

SEND BACK. THEN THEY'LL ORDER THE MATERIALS WHICH TYPICALLY TAKES SIX WEEKS TO GET THERE BECAUSE WE'RE GETTING STAINLESS THIS AND STAINLESS THAT.

AND AT THE SAME TIME WE'RE IN HOPES TO HAVE THE UTILITIES SUBMITTAL READY SO WE CAN ORDER WHICH IS REALLY THE BIG LAST DELAY ON THE SOUTHERN PROJECT, THE UTILITY PIECES THAT HAVE TO SWITCH GEAR THEY CALL IT. AND ONE OF THOSE PIECES WILL NOT BE HERE UNTIL I THINK IT'S LIKE MID NOVEMBER.

SO WE'RE TRYING TO GET AHEAD ON THE NORTHERN UTILITIES.

LET'S SEE WHAT ELSE. YOU GOT ANY QUESTIONS? I MEAN, YOU CAN LOOK AND SEE WHAT'S OUT THERE AND I'M OPEN TO

ANY QUESTIONS. >> AS FAR AS THE ELECTRICAL WORK, I ASSUME YOU'RE ALSO WORKING IN CONJUNCTION WITH THE CITY ELECTRICIAN. HE'S USUALLY THE ONE DEAL, THE

AFTERPRODUCT. >> RANDY HAS JUST BEEN

WONDERFUL. >> ALWAYS.

I JUST WANT TO -- >> ON THAT NOTE, THIS IS A MUCH MORE COMPLICATED ELECTRICAL SYSTEM AND I'M HOPING TO ADD THE CONTRACTOR WHO'S PUTTING IT IN AS A VENDOR SOURCE FOR THE CITY SO THAT WHEN NOT IF BUT WHEN JOE OR RICHARD AND THEM HAVE AN ISSUE, THEY PICK UP THE PHONE AND CALL THE COMPANY WHO IS ACTUALLY INSTALLING IT. CERTAINLY RANDY IS PART OF IT

AND HE'S BEEN WONDERFUL. >> SOUNDS LIKE YOU GOT IT

COVERED. >> I KNOW THAT BECAUSE HE'S THE LOCAL GUY ON SITE AND HE'S IN THE PAST HAS BEEN ABLE TO HELP

TROUBLESHOOT AND STREAM LINE. >> THANKS FOR BRINGING THAT UP.

>> SO THE TWO DOCKS WILL BE TOTALLY INDEPENDENT.

SOUTH ELECTRIC, POWER, WATER, EVERYTHING IS COMPLETELY INDEPENDENT FROM THE NORTHERN CORRECT?

SO TWO TOTALLY SEPARATE. >> THAT WOULD NOT BE CORRECT.

>> OKAY. >> SO SOME OF WHAT'S GOING ON IN, IN THE SOUTH TIES INTO THE NORTH ALSO? OKAY. THAT'S MY QUESTION. KIND OF BEEN FOR A WHILE NOW.

>> YEAH. >> SO WHAT'S GOING IN NOW WILL

ALSO SERVE AS THE NORTHERN -- >> SOME OF IT.

YES. >> AND NEBRASKA THE OTHER QUESTION IS FUEL. -- AND THEN THE OTHER QUESTION

IS FUEL. >> THAT'S STRICTLY UP TO THE

NORTH I THINK. >> YES, SIR.

YES, SIR. >> AND PROBABLY THE UTILITIES AND POWER FOR THAT TOO I WOULD SUSPECT.

>> RIGHT. >> YEAH.

THE UTILITIES, WE'RE EXPLORING SEVERAL OPTIONS FOR THAT.

EITHER RENEWING WHAT WAS THERE OR REBUILDING WHAT WAS THERE.

>> THAT'S KIND OF -- THE TANKS ARE IN THE GROUND.

THEY'VE BEEN MAINTAINED SOMEWHAT.

FUEL LINES FOR SOME OF THEM WERE REPLACED A YEAR OR SO AGO SO

PERHAPS THOSE ARE STILL USABLE. >> HOPEFULLY SO.

YEAH. >> ALL RIGHT.

GOOD. >> WHAT ABOUT THE PUMP OUT

STATION? >> THAT'S ABOUT THE SAME AS THE

FUEL? >> THAT'S INSTALLED.

>> IT'S SITTING DOWN THERE RIGHT NOW.

>> NOT POWER UP THERE BUT IT'S THERE.

>> YES, SIR. IT'S THERE.

>> OKAY. GOOD. >> THANK YOU.

>> GOOD. ANYONE ELSE? HAVE ANY QUESTIONS? OKAY. THANK YOU.

[00:15:15]

>> JUST THOUGHT I WOULD THROW IT RIGHT OUT THERE.

>> I CAN DO IT. >> SO WE HAVE THE PUMP OUT BOAT THAT THE CITY PURCHASED WITH A 75% GRANT FROM DEP AND WE'RE -- IT WAS DELIVERED TO US THREE MONTHS BEFORE THE HURRICANE CAME. SO IT HAS BEEN DOWN AT THE MAINTENANCE YARD. IT'S BEEN MAINTAINED BUT NOW THAT WE'RE CLOSE TO GETTING STARTED, RICHARD HAS MADE ARRANGEMENTS TO HAVE THE BOTTOM PAINT REDONE ON IT BECAUSE AFTER THREE YEARS OF SITTING THERE THE PAINT IS DEAD.

IT'S OUR INTENT TO GET IT IN THE WATER BEFORE NOVEMBER 15TH.

GETTING IT OVER TO HAVE THE BOTTOM DONE AND THEN GETTING IT USABLE SO THAT IT CAN SIT RIGHT OUT FRONT AND GIVE US ADVERTISING. IT'S CAPABLE OF 350 GALLONS OF SEWAGE. IT'S A CONSTRUCTION BOAT PADDED ALL THE WAY AROUND AND THE MOTOR SIN SET SO IT DOESN'T COME IN CONTACT WITH ANYONE. AND THEN THE IDEA BEING WE ALSO PUT A PUMP OUT OVER ON DOCK THREE, A PUMPOUT STATION SO THAT INSTEAD OF THE PUMP OUT BOAT HAVING TO COME UP AND TAKE UP PRIME DOCK SPACE, WORK, THE SCHEDULE OF THE PEOPLE THAT ARE ON THREE, IT WOULD JUST GO AROUND AND PUMP ITSELF OUT BECAUSE IT'S GOT TO BE DELIVERED BACK UP TO THE SEWAGE SYSTEM.

WHEN THE TOO MANY COMES IT WILL BE KEPT UP THE MARINA AND WILL EITHER BE ON THE WATER OR IN THE TRAILER DEPENDING ON ACTIVITIES.

FOR NOW ONCE IT'S FUNCTIONING IT GOES BACK ON THE TRIALER AND TUCKED AWAY UNTIL READY TO BE USED AGAIN.

BUT RICHARD IS ON TOP OF THAT AS FAR AS GETTING IT TO THE PAINT

FOR THE BOTTOM PAINT PLACE. >> HAVE YOU DECIDED A NAME FOR

THE BOAT? >> JOE BLANCHARD I BELIEVE.

THAT'S A GOOD MARKETING TO DO. THE BEST CLEAN NAME FOR THE

BOAT. >> ONE TIME YOU MENTIONED ROYAL

FLUSH. >> THAT'S THE NAME OF MY TOILET ON MY TOUR BOAT

>> PROPRITARY NAME. >> NEST JUST ANOTHER PIECE OF THE WHOLE MARINA SET TO GO AND PURCHASED AND MAINTAINED BY THE CITY READY TO BE TURNED BACK OVER TO US TO USE.

>> NICE TO SEE THAT IN THE WATER.

ALL RIGHT. SO THAT TAKES CARE OF THE THREE ON THE AGENDA TONIGHT BUT I HAVE SOMEONE THAT I WAS HOPING HE'D FILL OUT A PIECE OF PAPER FOR ME TO SPEAK.

COMMISSIONER ROSS. WOULD YOU LIKE TO SPEAK?

>> IT'S UP TO YOU. >> OKAY.

>> SO WE HAVE -- COMMISSIONER ROSS AND I HAD A CONVERSATION ON FRIDAY LAST WEEK. HE BROUGHT TO ME AN UPDATE ON WHERE THE DECK IS ON THE MARINA. THE COMPONENTS.

HOW MUCH IT IS IN TOTAL. AND I THINK IT'S SOMETHING THAT I WAS NOT COMPLETELY AWARE OF. I HAD A ROUGH IDEA OF WHERE THE NUMBERS WERE. AND I THINK HE'S CREATED A POWER POINT. DID YOU, SIR?

[Additional Item]

>> YES. >> OKAY. WOULD ANYONE OBJECT TO MR. ROSS TAKING A FEW MINUTES. WOULD YOU LIKE TO HEAR WHERE THE DEBT IS AND ABOUT HOW MUCH IT IS?

ANYONE HAVE AN OBJECTION? >> BY ALL MEANS.

>> VERY GOOD. >> SUBJECT NEAR AND DEER DARE TO ALL OF -- DEAR TO ALL OF US.

[00:20:14]

>>> THE AN GOING FINANCIAL VIABILITY HAVE BEEN A SOURCE OF MUCH DEBATE CONTENTION AND DISAGREEMENT SINCE THE ENTERPRISE FUND WAS ESTABLISHED IN 1996.

THE CITY AND ITS MARINA ARE AT A CRITICAL TIME AS WE'RE IN THE PROCESS OF ATTEMPTING TO COMPLETE SIGNIFICANT CAPITAL IMPROVEMENTS AND WILL BE ASSUMING ADDITIONAL DEBT BURDEN AND ARE FACING CHALLENGING ECONOMIC AND FINANCIAL TIMES.

THE COMMISSION STATED AND AM AFFIRMED THAT THE MARINA IS A COMMUNITY ARECESS AND A RECREATIONAL AMENITY FOR OUR RESIDENTS AND SHOULD BE SUPPORTED BY NONENTERPRISE FUND REVENUE. AND THAT WAS WRITTEN IN JANUARY, 2009. SO I DON'T THINK THINGS HAVE CHANGED A WHOLE LOT. JUST SORT OF INTERESTING.

SO I PUT THIS TOGETHER BECAUSE I WAS WONDERING HOW WE'RE GOING TO PAY FOR ALL OF THIS. AND THE NUMBERS THAT I'VE USED IN HERE ARE APPROXIMATATIONS BUT THEY'RE TAKEN FROM THE ACTUAL BUDGETS DISCUSSED EMBEDDED WITH THE CITY COMPTROLLER.

SO THEY'RE PRETTY CLOSE BUT ROUNDED OFF AND THERE MAY BE SOME ERROR THERE SO I DON'T WANT TO BE HELD TO THEM EXACTLY.

AND I'M NOT REALLY PROPOSING ANY SOLUTIONS. I AM ANSWERING A BUNCH OF QUESTIONS. SO THIS IS FROM THE CITY OF FERNANDINA BEACH WEBSITE AND IT'S THE MISSION STATEMENT.

IT SAYS THE FERNANDINA MARINA IS A SELF-SUSTAINING BUSINESS.

SO THAT IS THE MISSION. SO WE NEED TO FULFILL THE MISSION OR WE NEED TO CHANGE THE MISSION.

SO YOU CAN GO TO THE NEXT ONE. SO YOU'VE HEARD MANY TIMES ABOUT WHAT IS AN ENTERPRISE FUND. IT'S SIMPLE ACTUALLY.

IT'S AN ACCOUNTING THING. IT'S NOT LIKE MIGHT WANT TO ADHERE TO IT. IF WE WANT A CLEAR AUDIT, THIS IS WHAT WE HAVE TO DO. AND WHAT THE FIST ONE SAYS IS BASICALLY THE DEBT OF THE MARINA WAS SECURED BY THE WHEN WE GOT FILED FOR THE DEBT THE MARINA DEBT WAS SECURED BY PLEDGE OF REVENUES OF THE MARINA. BY THIS ACCOUNTING STANDARD, THE MARINA FUND AND MARINA ITSELF HAVE TO BE AN ENTERPRISE FUND.

THERE'S NO NEGOTIATION. IF WE WANT TO A CLEAN AUDIT WHICH WE DO. THE SECOND PART OF THIS IS THE PART THAT'S MORE TROUBLING. IT'S THE PART THAT I ACTUALLY FIGURED OUT TODAY. THE ACTIVITIES COST OF PROVIDING SERVICES INCLUDING CAPITAL COSTS DEBT ARE PAID FOR WITH FEE INNS CHARGES -- FEES AND CHARGES RATHER THAN WITH SIMILAR REVENUES OR TAXES. IN OTHER WORDS THE ADD VALOREM TAX IS NOT TO BE USED TO PAY FOR THE CAPITAL EXPENSES OF THE MARINA. SO IF MARINA FUND NEEDS TO FIGURE OUT HOW, BY CHARGES AND FEES, THEY'RE GOING TO PAY FOR ITSELF. THAT'S WHAT THE ACCOUNTING -- NOW, IN REALITY, IT'S BACKED UP BY THE FULL CREDIT OF THE CITY.

[00:27:06]

YOU HAVE TO PAY THE ASSOCIATED MAINTENANCE.

YOU HAVE TO PAY THE ASSOCIATED EXPENSES OF TAKING IT AND REPLACING IT AND SO ON. SO DEPENDING WHAT IS THE MARINA, DEFINES HOW MUCH MONEY THE MARINA HAS TO SPEND TO MEET ITS OPERATIONAL COSTS BEFORE DEBT. OKAY. NUMBER TWO.

IT ALSO DEFINES WHERE YOU CAN GET YOUR SOURCES OF REVENUE FROM. NEXT ONE, PLEASE? SO THAT'S SORT OF -- THAT'S NOT SORT OF.

THAT'S TAKEN NOT TOO LONG AGO AND IT'S WHAT A LOT OF PEOPLE WOULD CALL THE MARINA. SO CAN WE GO TO THE NEXT PAGE? I WOULD LIKE TO PRICK IT DOWN AND DO IT PART BY PART AND TALK ABOUT EACH ONE. SO I DON'T THINK ANYBODY WOULD ARGUE THAT THESE THINGS ARE ALL PART OF THE MARINA.

THAT IT'S SORT OF INESCAPABLE WHETHER THEY WANT IT OR NOT THAT PART IS THE MARINA. OR AT LEAST THAT'S PART OF THE MARINA. IF YOU HAVE QUESTIONS WHILE I'M TALKING. NEXT, PLEASE.

ALL RIGHT. SO IS THIS PART OF THE MARINA.

WHAT I MEAN BY THIS, I THOUGHT I HAD A POINTER HERE.

I LEFT IT AT HOME. DID I LEAVE IT BACK THERE? SO IS THIS WHEN I SAY THIS THE BOARDWALK IS THIS PART OF THE MARINA? WELL, BUT HERE'S THE PLUSES AND THE MINUSES. THIS BOARDWALK ALL THE METAL UNDER NEITHER IT IS RUSTED. -- UNDERNEATH IT IS RUSTED.

NOBODY HAS BEEN MAINTAINING THESE THINGS.

AND UNDER HERE AND TO REPLACE ALL THE METAL UNDER HERE, THE CONNECTING RODS AND SO ON, THEY HAD ONE BID SO FAR SORT OF INFORMALLY BUT IT'S $200,000. ADDITIONALLY WHEN YOU PUT IN SHORE PROTECTION HERE ALL THIS IS GOING THE BE TORN OUT AND TO DO WHATEVER NEEDS TO BE DONE THERE AND THEN REPLACED.

SO YOU'RE LOOKING AT SOME EXPENSIVE STUFF.

SO SHOULD THAT BE PART OF THE MARINA?

[00:30:02]

THAT'S A QUESTION. BUT THE CON OF THAT HAVING THIS BOARDWALK AS PART OF THE MARINA IS YOU'RE THEN LIABLE FOR ALL THE EXPENSES. AND THE SAME FOR THIS BOARDWALK RIGHT HERE. SO NEXT ONE, PLEASE.

AGAIN, THIS IS THE THING I THINK YOU JUST REPAIRED THE SUNSET.

YOU HAVE THE LIABILITY OF TAKING CARE OF THIS.

THE LIABILITY OF MAINTENANCE. IF THIS IS PART OF THE MARINA OR THIS IS PART OF THE MARINA. IS THIS BOARDWALK HERE PART OF THE MARINA? IS THIS WHOLE BOARDWALK ALONG HERE WHICH NEEDS TO BE REPLACED YESTERDAY PART OF THE MARINA? SO THOSE ARE LEGITIMATE QUESTIONS AND, AGAIN, THESE THINGS DON'T GENERATE REVENUE BUT THEY CERTAINLY GENERATE A

LOT OF EXPENSE. >> QUESTION.

>> SURE. >> THEY DON'T GENERATE ANY

REVENUE NOW? >> I DON'T THINK THIS IS --

>> NO, I MEAN THE PARK TOO. I MEAN, EVERYTHING THE PARKING LOT TOWARDS THE WATER SOME OF THAT COULD GENERATE WATER IN THE

FEW -- REVENUE IN THE FUTURE. >> IF YOU CAN SHOW ME HOW IT CAN

GENERATE REVENUE -- >> PARDON?

>> OKAY. I MEAN, I GUESS IT COULD.

>> WHEN YOU'RE SAYING WHAT'S PART OF THE MARINA AND WHAT ISN'T I'M SAYING WELL IF THAT PARKING LOT AND EVERYTHING

ELSE -- >> WE'LL GET THERE IN A MINUTE.

WE'LL GET THERE. >> I FIGURED I WAS JUMPING THE

GUN. >> WE'LL GET THERE.

SO LET'S GO TO THE NEXT ONE. PARKING LOT.

ARE THE PARKING LOTS PART OF THE MARINA? AGAIN, UNLESS YOU'RE GOING TO HAVE PAID PARKING WHICH I DON'T THINK IS TOO POPULAR IN THIS TOWN TO REDO THE PARKING LOTS AND MAINTAIN THEM AND ALL THAT THERE'S NO REVENUE COMING FROM IT AND IT'S AN EXPENSE. SO IT'S THAT PART OF THE MARINA.

>> THERE'S NO REVENUE EXCEPT IN SHRIMPFEST AND OTHER TIMES WHEN THERE'S ALL KINDS OF STUFF BEING SOLD AND SOMEBODY HAS TO --

>> WELL, THE CITY RIGHT NOW GIVES THAT AWAY FOR FREE.

THIS IS THE WELCOME CENTER AND THIS IS THE BATHROOM BUILDING.

WE GOT A $400,000 GRANT TO PUT SEVEN NEW BATHROOMS IN THERE.

UNFORTUNATELY, BEFORE THEY APPLIED FOR THE GRANT, NOBODY LOOKED TO SEE IF WE COULD REDO THAT BUILDING BECAUSE IT DOESN'T MEET CODE. SO I TOOK A WALK DOWN THERE WITH THE BUILDING OFFICIAL AND LOW AND BEHOLD IN THE CITY IF YOU'RE GOING TO REDO A BUILDING MORE THAN 30% OF ITS VALUE YOU HAVE TO COME UP TO CODE AND THAT BUILDING DOES NOT MEET CODE.

THE GOOD NEWS IS WE REDID THE GRANT AND NOW THEY'RE GOING TO LET US BUILD NEW BATHROOMS. UP TO CODE.

THAT'S THE GOOD NEWS. BAD NEWS IS IT'S A MATCHING GRANT. SO SOMEBODY HAS TO COME UP WITH $200,000. THIS IS THE WELCOME CENTER.

NEXT, PLEASE. PART OF THE MORE.

THIS IS ATLANTIC SEAFOOD. THEY NOW PAY THE RENT OF $1,287

A YEAR. >> NO.

THAT'S PER MONTH. >> OKAY. PER MONTH.

>> I'M IN THE WRONG BUSINESS. >> AND THEY HAVE A LEASE FOR ANOTHER NINE YEARS. THIS BUILDING, THE STORM WATER GOES RIGHT UNDER THIS BUILDING. THIS BUILDING IS GOING TO GET TORN DOWN WHEN WE PUT THE STORM WATER IN.

IT'S ALSO HELD TOGETHER BY TERMITES HOLDING HANDS.

SO AN IDEA IS TO MOVE THIS BUILDING SOMEWHERE ELSE AND WITH THE LEASEHOLDER OR SOMEBODY ELSE COME IN AND MAKE THAT A

REVENUE-PRODUCING EVENT. >> WHAT DOES THAT DO THOUGH WITH

THE NINE-YEAR LEASE THEY'VE GOT? >> YOU HAVE TO WORK WITH THE LEASEHOLDER. THE LEASE IS -- THERE'S WAYS IT

CAN BE WORKED. >> OKAY.

>> THE NEXT ONE IS BRETZ. IT WAS A LEASE BACK IN 1997 AND IT ENDS ON DECEMBER 1, 2025. THE LEASE IN ADDENDUM J SAYS

IT'S 5% OF THE LEASEOR'S PROFIT. >> IS IT WITH BRETZ?

[00:35:09]

>> IT'S WITH THE CENTER STREET CONSORTIUM.

WE GET APPROXIMATELY 22,000 PER YEAR AS OPPOSED TO 2 OR $300,000

A YEAR. >>> THIS BUILDING HAS BEEN TORN DOWN. THE CITY PAID $685,000 FOR THIS PIECE OF PROPERTY. AND THAT DEBT WENT INTO THE MARINA POT OF MONEY SO THE MARINA IS PAYING FOR IT.

THIS IS WHAT WOULD BE CAUSED IN THE BOOKS A NONPERFORMING ASSET.

IT'S COSTING A LOT AND NOT REALLY DOING ANYTHING.

THERE'S TWO WAYS TWO GENERAL WAYS TO LOOK AT THIS.

TO BE HONEST, BOTH ARE FINE. NEXT, PLEASE.

GO BACK.

YOU CAN DO SOMETHING HERE TO CREATE REVENUE OR USE IT AS A VIEW CORRIDOR AND AS PART OF THAT PERHAPS TAKE IT OUT OF THE MARINA DEBT AND PAY FOR IT WITH IMPACT FEES FROM THE PARK AND REC DEBT OR SOMETHING. SO THE TWO BUT IF YOU'RE LOOKING FOR PLACES TO GET MONEY FROM, THIS IS A PRIME SOURCE BECAUSE GENERALLY IF YOU HAD A USE THE EXAMPLE OF A BAR ON A RESTAURANT ON A BARGE 5% OF THAT IS $150,000.

SO THIS COULD GENERATE BETWEEN 150 AND $300,000 A YEAR.

BUT IT'S A CHOICE. A LOT OF THE COMMUNITY IS OPPOSED TO PUTTING ANYTHING THERE.

THEY WANT COMMERCIAL DEVELOPMENT SO IT'S A CHOICE.

NEST, PLEASE. -- NEXT, PLEASE.

SO THE REVENUES NOW COME FROM SLIP RENTALS.

THAT'S WHERE -- AND WE TALKED ABOUT FRONT STREET WHAT WE JUST TALKED ABOUT IN WATER BOAT REPAIRS AND YOU PAY FOR THE KIOSK. YOUR KIOSK RENT COULD GO TO THE MARINA. NEXT, PLEASE.

AND THAT'S A PICTURE OF WHAT YOU COULD DO WITH A BARGE.

THAT'S A BARGE RESTAURANT IN ALBANY, NEW YORK.

IT'S SIMPLE AND GENERATES I SUSPECT A LOT OF MONEY.

[00:40:41]

SHORE PROTECTION. THAT WHOLE SHORE NEEDS TO BE PROTECHED AND THAT'S NOT CHEAP PROBABLY ABOUT SOMEWHERE BETWEEN 1,500 TO $2,500 A RUNNING FOOT DEPENDING ON WHAT WE END UP DOING SO THAT HAS TO GO INTO SOMEBODY'S POT OF MONEY.

EITHER THE MARINA OR THE PARK OR SOMEBODY'S POT OF MONEY.

BOARDWALK WE TALKED ABOUT. NEEDS HELP NOW.

THAT'S ABOUT THE COST. $1,500, $1.5 MILLION GRANT SO THAT STILL MEANS YOU NEED $3.5 MILLION WORTH OF CAPITAL TO DO THAT. THAT'S ON TOP OF WHAT WE ALREADY NEXT, PLEASE. SO WHAT'S THE WAY FORWARD?

>> THESE WERE A COUPLE OF THINGS THAT I THINK THAT THE COMMUNITY NEEDS TO TALK ABOUT. ONE IS I THINK THIS ONE IS ALMOST A NO BRAINER WHICH IS -- WE MAY NEED THE COMMUNITY'S SUPPORT IN GETTING FEMA TO PAY. THIS IS ALWAYS AN AWE ONE.

INCREASING OPERATIONAL EXPENSES. HOW CAN WE RUN THE MARINA MORE EFFICIENTLY. INCREASE EFFICIENCY.

THOSE NUMBERS WERE BASED JOB A NUMBER OF 30%.

30% FULL OCCUPANCY. 100% OF 30% WHICH WAS FOR THE YEAR ROUND AND 60% OF SIX MONTHS OR FOUR MONTHS FOR TRANSIENT BORES. DOING SOMETHING WITH ATLANTIC SEAFOOD OR BRETZ OR 101 FRONT STREET.

OR REMOVE THE DEBT OF THE LAND PURCHASE FROM THE MARINA FUND.

THOSE ARE ALL AVAILABLE POSSIBILITIES ALTHOUGH THAT'S NOT GOING TO HAVE A SIGNIFICANT -- IT WILL HAVE SOMEWHAT OF AN IMPACT BUT NOT HUGE IMPACT.

IN WATER BOAT REPAIRS. DONE IN A LOT OF MARINAS.

THE PERSON COMES IN. THEY PAY THEM AND YOU TAKE A PERCENTAGE OF IT. AND THIN FINALLY -- THEN FINALLY REMOVE ASSETS FROM THE MARINA. THE BOARDWALK, PARKING LOTS, SHORELINE PROTECTIONS, OTHER, SO THAT THE MARINA IS NOT RESPONSIBILITY FOR THAT AND IT GOES TO SOMEBODY ELSE'S POT OF

MONEY. >> BUT THEY'RE NOT PART OF THE

MARINA NOW. >> ANYTHING WEST --

>> IT DEPENDS WHO YOU TALK TO. THAT'S WHY WE'RE HAVING THIS CONVERSATION. IT DEPENDS WHO YOU TALK TO.

>> SO BEEN A LONG TIME FOR ME. I KNOW GENERAL FUND BULLETTY CLEAR CUT. REVENUES, EX-TENSES, SO FORTH.

MONEYS COME IN -- THAT'S A WRONG TERM BUT IT SEEMS LIKE SOME MONEYS GO IN -- I THOUGHT THAT ANY MONEY THAT CAME IN TOWARDS THE GENERAL FUND IS PUT IN THE GENERAL FUND.

ARE YOU SAYING THAT THERE'S WAYS OF PUTTING POCKETS OF MONEY ASIDE FROM REVENUES LET'S SAY FROM RECREATION --

>> FOR INSTANCE, THE IMPACT FEE FUNDS.

>> THAT'S A COMMISSION DECISION THAT WE'RE GOING TO TAKE THESE MONEYS AND JUST GO AHEAD AND PUT THEM IN ALMOST LIKE IT WAS A HYBRID OF AN ENTERPRISE FUND BECAUSE YOU'RE TAKING REVENUES AND NOT PUTTING THEM INTO A GENERAL FUND TOTALLY.

>> I'M NOT NOONTIDE WHATTING OW SAY SAW WELL, MONEYS ARE BEING PUT INTO -- EXPLAIN TO ME THE RECREATION FUND YOU'RE TALKING

ABOUT. >> IT'S PAID OUT OF GENERAL REVENUE. IT'S RECREATION.

BUT THE IMPACT FEE FUND PART OF IT IS SOLELY FOR PARKS AND REC.

[00:45:02]

>> SO IT'S A SOURCE OF REVENUE. IT'S SORT OF A -- IT'S A FEE BUT DEDICATED BACK SPECIFICALLY TO ONE DEPARTMENT.

>> AND THEN THERE'S THE UTILITY IMPACT FEE AND THERE'S A --

>> BUT THERE'S A PRECEDENCE THERE.

>> IF THE MARINA WAS NOT AN ENTERPRISE FUND EVEN THEN IT'S NOT ONE OF THE CATEGORIES YOU CAN DO IMPACTS FOR UNDER FLORIDA

LAW IS MY UNDERSTANDING. >> SO RECREATION BRINGS IN MONEY FOR USE OF FACILITIES GOING TO THE GENERAL FUND.

DOESN'T GO TO A SPECIFIC -- BUT THEN IF YOU'RE IN THE BUDGET THEY SAY WE NEED THIS MUCH MONEY AND MAYBE THERE'S SOME THINKING THAT -- THEY'RE ALWAYS TALKING ABOUT HOW MUCH MONEY CAN THEY GENERATE TO GO TO THE GENERAL FUND.

HERE'S THE THING. WE DID NOT PLEDGE ANY DEBT AGAINST THE RECREATIONAL FAC FACILITIES. IT'S ALL GOT TO DO WITH THE PLEDGING OF DEBT. WE PLEDGE DEBT.

THAT'S GOING BACK TO THAT FIRST SLIDE.

WE PLEDGE DEBT AND SAID THIS IS WHAT'S GOING TO PAY FOR IT SO THAT'S WHAT'S DRIVING MAKING IT AN ENTERPRISE FUND.

>> AND IF IT'S NOT WORKING. >> IT DOESN'T MATTER.

WE HAVE CREATED THIS IS WHAT WE'RE STUCK WITH.

>> ALREADY BEEN LABELED. >> RIGHT BUT THE POINT BEING THAT WE DON'T HAVE THE ABILITY TO PAY IT.

>> WELL, I THINK WE'RE GOING TO HAVE TO COME UP WITH THE ABILITY

TO PAY IT. >> OKAY.

>> THAT'S ONE OF MY COMMENTS. AS LONG AS THE MARINA IS ONLY ON THE WATER THERE'S NO WAY IN HECK WE CAN EVER PAY FOR IT.

BUT IF WE COULD HAVE -- IF WE HAD THE RESOURCES YES, THERE'S DEBT CAUSED BY MAINTENANCE AND EVERYTHING ELSE BUT IF WE CAN --

>> I WOULD ARGUE WITH YOU THAT WE CAN'T PAY FOR IT.

I WOULD ARGUE THAT IF WE GOT THE SLIP RENTALS, GOT THAT HIGH OCCUPANCY, WE GOT FUEL SALES UP, WE DID SOMETHING CREATIVE WITH ATLANTIC SEAFOOD AND THE RESTAURANT GROUP AND THE VENTURA PROPERTY THAT WOULD GENERATE AROUND 4 OR $500,000 AND IN WATER BOAT REPAIRS, PROBABLY ANOTHER 50 OR 100 GRAND.

I WOULD SAY THAT THERE IS IN THOSE THINGS RIGHT THERE A WAY

FORWARD. >> WITHOUT TAKING ON THE LAND FROM FRONT STREET ALL THE WAY TO THE WATER.

>> YOU'RE GOING TO HAVE JUST THE ATTENUATOR.

>> I UNDERSTAND THAT BUT GIVING UP LAND THAT YOU CAN MAKE USE TO

MAKE REVENUE. >> I MIGHT BE WRONG BUT FROM THAT BULKHEAD WEST IS THE MARINA.

EAST IS PARKS AND REC. >> THAT IS NOT WRITTEN DOWN ANYWHERE. THAT IS WHAT EVERYBODY --

>> THAT WAS ASSUMED. >> I BELIEVED THAT.

[00:50:22]

IF YOU CAN START JEB RATING FUNDS IN EXCESS OF THE OVERHEAD, BECAUSE RIGHT NOW, WE HAVEN'T GOT A LOT OF OPTIONS.

HE'S GOT THEM LISTED. >> AND I WOULD JUST LIKE TO WEIGH THEM. I'M THE UNPOPULAR ONE IN THIS OPINION ABOUT THE PARKING. IF THE MARINA WAS RESPONSIBLE FOR THAT PARKING AND I'VE ADVOCATED ABOUT PREMIUM PAY PARKING AND JACKSONVILLE BEACH JUST INSTITUTED AND I KNOW I GET ALL THIS FROM THE PEOPLE HERE BUT SINCE WE'RE PAYING FOR PARKING ANYWAY, IF THE MARINA IS RESPONSIBLE FOR THAT PARKING LOT AND THE DEBT -- THE COMMISSION CAN MAKE A DECISION.

THEY'RE PROBABLY THE ONES WHO HAVE TO MAKE THAT LINE IN THE SAND BUT IF WE'RE RESPONSIBLE FOR IT, IF YOU'RE GOING TO PARK AT THE MARINA AND WE'RE RESPONSIBLE THEN YOU'RE GOING TO PAY FOR IT BECAUSE IT'S AN ENTERPRISE FUND AND THE TAXPAYERS DON'T WANT TO PAY THE BILL AND SOMEBODY HAS TO.

JUST LIKE WHERE BOCCE BALL IS FREE RIGHT.

AND THEIR TOURNAMENTS ARE FREE. AND THEY USE THE WHOLE PARKING LOT WHEN THEY HAVE THEIR TOURNAMENT AND THAT'S FREE.

>> THEY PAY TO THE CITY. THAT GOES TO A FUND.

IT GOES TO THE CITY. IT'S NOT THE MARINA DEPARTMENT

GETTING THAT MONEY APPARENTLY. >> THE MARINA DIDN'T GET IT SO THAT'S NOT THE MARINA'S PARKING LOT AND THERE ARE LINES BEING

DRAWN. >> I ADVOCATED FOR PAID PARKING.

>> YOU CAN PUT IT ON THE NEWSPAPER.

I THINK IT'S A GOOD POINT THAT IF MONEYS ARE BEING DERIVED FOR ACTIVITIES IN THOSE PARKING LOTS AND IT'S GOING TO THE GENERAL FUND AND NOT THE ENTERPRISE FUND THAT'S A PRECEDENCE.

WE NEED TO TALK TO THE COMMISSIONERS TO HELP US DRAW THAT LINE SO WE KNOW WHERE WE'RE STARTING FROM.

THE FISHING CLUB. TEST IF VALUE.

ALL THAT IMPOSE INTO GENERAL FUND.

ONE QUESTION TO YOU OUT OF ALL THOSE THEY'RE LISTED, REALITY, ALL WE CAN DO IS SLIP RENTAL, FUEL SALES, IN WATER REPAIR AND THE KIOSK RENTAL. CONTRACTS AND EVERYTHING ELSE IS FIVE TO NINE YEARS OUT OF THERE.

WE CAN'T DO ANY OF THESE THINGS UNTIL WE GET IT.

>> I UNDERSTAND ALL THAT. I'M JUST ASKING QUESTIONS.

I'M NOT -- >> SO HOW MANY MORE MOORING

BALLS CAN WE DO? >> THEY CAN EVEN RENT THEM OUT NOW THAT WE HAVE PARTIAL STAFF UP.

>> WE NEED A DINGY DOCK FOR THAT.

>> AND BATHROOM FACILITIES. >> SO THIS WAS NOT ON THE AGENDA TONIGHT SO WE'VE ADDED SOMETHING TO OUR PLATE TONIGHT.

IT'S GOOD TO HAVE AT LEAST SOME UNDERSTANDING OF HOW MUCH THE DEBT IS POSSIBLY WHERE IT EXISTS AND HOW WE CAN MOVE THE MONEY AROUND FROM ONE DEPARTMENT TO ANOTHER IF POSSIBLE.

SO I WANT TO THAPG COMMISSIONER ROSS FOR SHARING THAT WITH US.

HE GOT MY ATTENTION THE OTHER DAY WHEN HE RAN THIS BY ME.

I SAID I THINK EVERYBODY WANTS TO HEAR THIS.

NOW, WE DO HAVE TO FIND A CLEAR DEFINITION OF WHO IS RESPONSIBLE FOR WHAT. AND THAT'S WHAT WE'LL HAVE TO WORK ON. AND WE WON'T BE ABLE TO SOLVE THAT TONIGHT I'M AFRAID. WE'LL ADD THIS TO AN AGENDA ITEM IN THE FUTURE TO MAYBE HAVE THE COMPTROLLER COME IN AND GIVE US A CLEAR UNDERSTANDING OF WHERE THE DEBT IS AND WHO IS REALLY RESPONSIBLE FOR WHAT PART OF THAT.

>> YES. >> AND WHERE THE INCOME COMES IN. DURING THE SHRIMPFEST EVERYONE PAYS A FEE TO BE IN THE PARADE AND DO ALL KINDS OF STUFF AND THAT MONEY DOESN'T COME TO THE MARINA.

THERE'S GOT TO BE A LOT OF THINGS THAT WE HAVEN'T EVEN THOUGHT OF YET. WE'LL CONTINUE TO WORK ON THAT.

ALL RIGHT. THANK YOU.

ALL RIGHT. LET'S MOVE ON.

[00:55:01]

>> MAY I THROW A FEW COMMENTS IN?

>> SURE. GO AHEAD, JOE.

>> TEN YEARS AGO WHEN WEST TREK CAME IN THE QUESTION CAME UP WHERE DO WE WORK ON WHERE DON'T WE WORK? TEN YEARS AGO, I WAS TOLD THAT A BID IS ON THE LAND SIDE OF THE SEA WALL IT'S NOT YOURS. WITH THE EXCEPTION OF THE BATHROOM BUILDING AND THE WELCOME CENTER.

EVERYTHING ON THAT SIDE OF IT WAS THE CITY'S.

EVERYTHING ON THAT SIDE OF IT WAS OUR RESPONSIBILITY.

SO WHERE THE COMMISSIONER WAS TALKING ABOUT BAD METAL UNDERNEATH AND ALL THAT STUFF, THAT WOULD BE THE CITY AS FAR AS THAT WALKWAY DOWN THERE, THAT'S PARKS AND REC AS FAR AS WE KNOW

AND HAVE KNOWN FOR TEN YEARS. >>> WE HAD TO GO THROUGH AND COMBIF OUR BEST GUESS SE, OUR EDUCATED GUESS OF WITH THE MARINA REOPENING, WE SAT DOWN AND WE DID THIS IS WHAT WE THINK WE CAN GENERATE. THAT'S NOT KNOWING HOW MUCH FUEL IS GOING TO COST BUT IT'S STILL THE SAME PERCENTAGE.

WE ENDED UP REALIZING REAL QUICK THAT IT WAS NOT GOING TO BE ENOUGH SO THAT WAS THE REASON FOR THE SUBSTANTIAL RATE INCREASE. TO GET MORE MONEY TO COME IN BOTH FOR THE LONG TERM BORES AND ALSO FOR THE VISITORS TRYING TO GET THE MONEY UP. I THINK WHERE WE ARE WITH THIS NOW IS WE'VE KIND OF GOT ONE OF THOSE PANDORA'S BOXES.

UNTIL THE MARINA OPENS, UNTIL THE BOATERS COME BACK, WE DON'T KNOW WHAT'S GOING TO HAPPEN. THAT COULD BE FULL ON DAY ONE AND NEVER EMPTY OUT. WHAT A GREAT DAY THAT IS.

OR ON THE OTHER HAND THEY COULD DECIDE WE FOUND OTHER PLACES TO GO. THAT'S WHY WEST TREK IS SO INVOLVED IN GETTING THE WORD OUT WHY WE GOT THAT MARCH 1ST DATE SO THAT WE COULD HAVE SOMETHING TO PUBLISH.

WE HAVE THE FORT LAUDERDALE BOAT SHOW COMING UP.

THERE'S GOING TO BE ABOUT 50 REPORTERS IN FRONT OF ME THURSDAY NEW YORK WHERE I'M GOING GET -- MORNING WHERE I'M GOING TO TELL THEM MARCH 1ST. IT COULD CHANGE AND WE'RE HOPING

[01:00:03]

IT'S SOONER. ONCE THOSE REPORTERS GET THE WORD OUT TO THEIR CONSTITUENTS, IT'S GOING TO BE INTERESTING JUST TO SEE WHAT SOCIAL SECURITY GOING TO BE.

ALL RIGHT. LET'S MOVE ON TO OLD BUSINESS.

[Item 5.1]

SO I DID ATTEND THE OCEAN HIGHWAY PORT AUTHORITY MEETING LAST WEEK AND A HALF TWO WEEKS AGO.

AND THERE WAS A GOOD AMOUNT OF BOARD MEMBERS THERE AND ALL OF US HAD A CHANCE TO SPEAK. IT WAS PRETTY CLEAR WE WOULD WE WERE GIVEN A LETTER FROM AND SO JEFF HAD SENT A LETTER DATED OCTOBER 4TH THIS YEAR TO THE CITY MANAGER AND BASICALLY WHAT IT SAID WAS THAT OKAY WE'VE TALKED ABOUT THIS BACK AND FORTH FOR QUITE SOME TIME. MOVING OR RELOCATING IN ORDER FOR IT TO -- SO WE WOULD NOT HAVE ISSUES WITH OUR MARINA ENCROACHING ON THE SET BACKS FOR THE CHANNEL.

AND BASICALLY HIS BASIC THOUGHT WAS THE OVERVIEW FROM ATTEND OF HIS LETTER WAS THAT THE GENERAL THINKING WAS THAT THERE WAS NO URGENCY TO HAVE THE CHANNEL MOVED.

WOULDN'T REALLY BE SOMETHING THAT NEEDED TO BE DONE RIGHT AWAY. AND I'M AFRAID I HAD TO GET UP AND SAY MY PIECE AND MY ARGUMENT WITH THEM WAS AT THAT POINT WELL ON OCTOBER 6TH OF 2016, I WOULD HAVE SHARED THAT THOUGHT WITH YOU. THERE WAS NO URGENCY IN MOVING THE CHANNEL. ON OCTOBER 6TH OF 2016.

THE VERY NEXT DAY, HOWEVER, OUR MARINA WAS BASICALLY DESTROYED.

IN ORDER FOR US TO REBUILD THE MARINA WE WOULD HAVE TO HAVE A VARIANCE FROM THE ARMY CORPS OF ENGINEERS BECAUSE WE WERE ENCROACHING ON THE SET BACKS FOR THE CHANNEL.

WE'RE STILL TODAY IN HURRICANE SEASON.

GOD FORBID OUR BRAND NEW MARINA GETS DESTROYED ONCE AGAIN.

GUESS WHAT, IN ORDER TO REBUILD IT AGAIN, WE'LL HAVE TO COMPLY WITH THE SET BACKS REQUIRED BY THE ARMY CORPS OF ENGINEERS ON THIS DAY. SO IS THERE AN URGENCY OR NOT? WE'VE BEEN BEATING THIS HORSE FOR A DECADE OR MORE.

CAN WE AT LEAST GET THIS RESOLVED? THIS IS NOT A COMPLICATED ISSUE. AND I FEEL MANY OF MY BOARD MEMBERS WOULD LIKE TO CONTINUE TO MOVE FORWARD ON THIS.

[01:06:11]

EH >>> LET'S GO TO THOSE MEETINGS AND FOLLOW UP WITH YOUR PROPOSAL TONIGHT.

>> JOE, YOU? >> I'M NEXT ON THE AGENDA HERE

[Item 5.2]

FOR THIS CHANNEL. OKAY. I WAS AT THE --

>> YOU'RE NEXT. LET'S MOVE TO THAT.

I WAS AT THE OCEAN HIGHWAY AND PORT AUTHORITY MEETING.

THE HISTORY OF THIS THING IS INTERESTING.

THAT CHANNEL EXISTS BECAUSE THE CITY OF FERNANDINA SEA PORT AT ONE TIME WAS WHERE -- EXISTS. THAT'S WHY THE FEDERAL CHANNEL RAN THAT FAR. WHEN THE SEA PORT WAS MOVED NORTH, NO ONE ARGUED ABOUT LEAVING THE CHANNEL THERE.

WE HAVE PAPERWORK FROM 25 YEARS AGO PRETTY CLOSE THAT INDICATES NO ONE CARES IF IT GETS MOVED. THE ARMY CORPS OF ENGINEERS WHEN I TALK TO THEM SAYS YOU GET US TWO LETTERS.

ONE FROM OCEAN PORT AUTHORITY SAYING THEY DON'T CARE.

ONE FROM THE CITY SAYING THEY'LL DREDGE IT IF IT EVER NEEDS TO BE DREDGED AND WE'LL MOVE IT. I NEED TWO LETTERS.

THEY'VE BEEN WORKING ON THIS THING FOR 20 YEARS AS WELL.

NOW, THIS STARTS TO GET RIDICULOUS WHEN YOU CALL RANIER UP AND THEY DON'T EVEN KNOW THERE'S A FEDERAL CHANNEL THERE AND THEY SAY YES IT'S THE ICW AND I SAY NO IT'S TOTALLY SEPARATE. THEY ALSO REALIZE THAT IF THEY WERE TO EVER ACTIVATE THAT CHANNEL FOR THEIR BUSINESS IT WOULD COST ABOUT $300 MILLION TO DREDGE IT.

WHERE IF THEY CAN JUST TAKE THE ICW WHICH WHOLE PURPOSE FOR THE ICW IS A BANKROLL CANAL WHICH IS USED FOR RECREATION AS WELL BUT ITS PURPOSE IS BARGE TRAFFIC. OKAY. NOW ARE YOU GOING PAY $300 MILLION TO DREDGE A PIECE OF DIRT OUT OF THE WATER OR ARE YOU GOING PUT ALL YOUR STUFF ON A BARGE AND CARRY IT A TENTH OF A MILE NORTH TO A DEEP WATER SHIP TO CARRY YOUR STUFF OUT? THAT MAKES NO SENSE IN ANY WAY, SHAPE, OR FORM AND I THINK RANIER REALIZES IT IF THE MY POINT IS WE'VE BEEN STOWSING THIS AND ARGUING ABOUT IT FOR THE LAST 25 YEARS LIKE LITTLE CHILDREN WHICH ISERY DPIK LOUSE AND WHAT WE SHOULD DO IS DON'T WORRY ABOUT MOVING THE CHANNEL. ABANDON IT.

IT HAS NO REASON TO EXIST SOUTH OF THE PORT AND THE TURNING BASIN. IT'S NEVER BEEN MAINTAINED THE IT'S TOO SHALLOW. SO WHY ARE WE ARGUING OVER MOVING SOMETHING 100 FEET OUT SO THAT LATER ON THE ARMY CORPS OF ENGINEERS SAYS THE SET BACK IS NO LONGER 100 FEET.

NOW IT'S 150 FEET AND WE ALSO ARGUE WITH PERMITS AGAIN.

IN REALITY IT NEEDS TO BE ABANDONED SOUTH OF THE CURRENT PORT AND TURNING BASIN AND THAT'S WHAT WE NEED TO GET GOING ON THIS THING BECAUSE EVERYBODY WITH ANY SENSE UNDERSTANDS THAT IT WILL NEVER BE A FEDERAL DEEP WATER CHANNEL SOUTH OF THE

CURRENT PORT. >> ENI AGREE WITH YOU. THEY DID 21 YEARS AGO AND SAID THAT GUY IS LONG GONE WHEN I REFERENCED THIS I ACTUALLY WENT AND DISCUSSED IT TO THEM AND THEY SAID YOU HAVE A CHANNEL BEHIND FEDERAL CHANNEL BEHIND RANIER.

THEIR COMMENT WAS YES WE KNOW ABOUT THAT.

AND I SAID NO, THE FEDERAL CHANNEL.

NOT THE ICW. AND INTERCOASTAL WATERWAY AND

[01:10:04]

THEIR COMMENT WAS IT'S ONE IN THE SAME AND I SAID NO IT'S NOT SO THEN I SAID THERE IS A FEDERAL CHANNEL THAT RUNS DIN BEHIND YOUR ESTABLISHMENT. OKAY. AND THE ICW RUNS DOWN THERE TOO. THEY DIDN'T KNOW THAT.

THEY HAVE PUSHED THIS THING ALL THE WAY TO THEIR BOARD OF DIRECTORS AND SAY THIS IS TOO DIFFICULT FOR US TO MAKE A DECISION BECAUSE WE DON'T UNDERSTAND ANYTHING ABOUT THE

[Item 5.3]

PROBLEM. SOME OF THESE THINGS ARE THERE AT THE MARINA EVERY DAY. AND THE COMBOS DO TO TOO.

THESE ARE ALL THINGS BEING WORKED ON.

DON'T GET ME WRONG. >> GIVE US JUST A SECOND, CATHY.

>> TAKE YOUR TIME. >> THANKS.

>> AND SOME OF THESE THINGS ARE NOT GENERATORS OF MONEY OR INCOME. UNFORTUNATELY.

BUT THEY ARE THING I THINK THAT PEOPLE PICK UP ON A SUBCONSCIOUS LEVEL WHEN THEY COME TO THE MARINA.

NEXT SLIDE. THIS BOARDWALK IS PROBABLY

[01:15:09]

OBVIOUSLY GOING TO CHANGE AND WE NEED BULKHEADS BUT THE SIGN I FEEL LIKE COULD BE POSSIBLY SET IN THAT CENTER LITTLE OVERLOOK THAT LITTLE THING THAT BUTTS OUT.

THERE'S THREE OF THEM. THE MIDDLE.

THE CENTER ONE WITH THE INTENT THAT YOU COULD ALWAYS MOVE IT DOWN THE ROAD. IT DOESN'T HAVE TO PERM GNAT BUT I THINK THAT WOULD BE WONDERFUL IF WE DID THAT.

AND THIS IS THE SUNSET OVERLOOK. WE'RE WORKING ON THESE SIGNS.

MY QUESTION ABOUT THE SIGNS IS I FEEL LIKE IT SHOULD BE THE SIGNS SHOULD BE LOOK AT OR CONSIDERED BY DOESN'T HAVE TO BE THE MARINA ADVISORY BOARD IT COULD BE THE CITY COMMISSION OR AN ARCHITECT OR SOMEONE OF THAT NATURE TO LOOK AT THE SIGNS AND APPROVE THEM OR, YOU KNOW, JUST LOOK AT THEM BEFORE THEY'RE ACTUALLY PURCHASED AND -- I KNOW THERE'S BUDGETARY --

>> THERE'S A COMMITTEE FOR THAT. >> IS THAT THE CITY?

>> YES. CITY.

>> OKAY. THAT'S NOT HISTORICAL? >> I THINK SOMETIMES.

>> HISTORICAL WILL HAVE A PART IN IT.

>> I LOOK INTOED THAT AND MY RESEARCH SHOWS IT STOPS AGAIN AT THE SEPARATION OF THE BOARD WALK AND THE LAND.

-- BOARDWALK AND THE LAND SO THAT THE HISTORICAL DISTRICT WILL NOT HAVE A SAY IN THE MARINA SIGNAGE.

>> BUT WE FOLLOW IN THAT THEME JUST BECAUSE -- BUT I GUESS

YOU'RE RIGHT. >> I DON'T KNOW IF THAT'S SOMETHING THAT'S A BOARD WE WANT TO MAKE A MOTION ON OR THAT WE WANT TO APPROVE THE SIGN AND GIVE OUR VOTE TO THE COMMISSION AND THEN OF COURSE THEY'RE GOING TO MAKE THEIR DECISIONS.

I JUST DIDN'T KNOW.

WE COULD PUT BEVERAGES THERE AND PEOPLE WOULD HANG OUT IN THE SHADE AND WATCH TRAFFIC AND WHAT NOT.

THE BUILDING IS GOING TO CHANGE ALL THAT.

IT'S GOING TO BE A WHILE. YOU COULD JUST PUT DOWN GROUND COVER AND NOT WORRY ABOUT MOOING THE GRASS THAT'S STRUGGLING FOR LIFE AND JUST PUT BENCHES THERE. THEY JUST ARE SORT OF FRONT AND CENTER. I FEEL LIKE YOU COULD TUCK THE BANK TO THE NORTH AGAINST THE WALL AT BRETZ AND TAKE THESE CAN AS AND TUCK THEM IN THIS AREA AND THEN AS YOU WALK THE DOCK PROMENADE YOU'RE NOT SEEING BLUE TRASH CANS.

IF PEOPLE NEED A TRASH CAN THEY'RE GOING TO FIND IT.

IT'S JUST A LITTLE THING I THOUGHT WE COULD DO PRETTY QUICKLY. DOCK BOXES.

THAT WAS MENTIONED EARLIER. THE NEW DOCK IS S2 IS 16 INCHES MORE NARROW THAN WHAT YOU MOST GUYS ARE USED TO AND SO ANYBODY THAT'S GOING TO MOVE THAT WE SHOULD CONSIDER THE DOCK BOXES.

I KNOW JOE HAS A -- AS WEST TREK HAS ALREADY SAID THEY NEED TO ALL BE THE SAME DOCK BOX. I KNOW YOU GUYS ARE IN IT.

>> THE CITY TOOK AWAY THE DOCK BOXES A LONG TIME AGO AND DIDN'T HAVE A PROBLEM WITH IT. THE MARINA RIGHT NOW HAS NO DOCK BOXES. THEY DID HAVE THEM AND THEY DID AWAY WITH THEM. THAT'S SOMETHING THAT YOU WOULD WANT APPROVE UNLESS THE CITY WANTS TO BUY THEM OR SOMETHING.

THAT WAS JUST SOMETHING I WAS THINKING ABOUT.

IT'S GOING TO BE SKINNY WHEN YOU ADD A 24-INCH DOCK BOX.

THERE WERE SOME FISH CLEANING TABLES MOUNTED TO THE SIDE OF

THE DOCK. >> THAT'S WHERE YOU WANT THEM.

>> THE WELCOME CENTER OR THE SHRIMP MUSEUM, THE WELCOME CENTER, IS I THINK IT'S GOING TO GET STAINED OR PAINTED AND I

[01:20:03]

DIDN'T KNOW AGAIN IF THERE WAS AN APPROVAL PROCESS.

OR MECHANISM FOR THAT. >> THIS CASE WAS JEREMIAH AND SE HIS DEPARTMENT. ONCE WE GET TO THE POINT WHERE WE'RE READY TO DO IT THEN WE'LL TAKE IT TO JEREMIAH AND THAT'S THE CITY BUILDING. IT'S NOT OURS.

SO WHATEVER THEY TELL US TO DO WHATEVER COLOR THEY TELL US TO PAINT IT THAT'S WHERE WE'RE GOING.

THEIR CHOICE IS TO GO WITH THE COLOR OF THE BOATER CHECK IN, THAT BATTLE SHIP GRAY THING WITH BLUE TRIM.

>> I DON'T KNOW. UGH.

THAT'S AN INDUSTRIAL -- THAT BUILDING HAS AN INDUSTRIAL VIBE.

>> I'M NOT MAKING THAT DECISION. >> I THINK THAT BUILDING HAS A CERTAIN STYLE TO IT. I JUST FEEL LIKE SOMEONE BESIDES MAKE JEREMIAH'S DEPARTMENT SHOULD MAKE THAT DECISION.

I'LL LOOK INTO THAT AND FIND OUT WHO DOES THAT.

>> NEEDS A LADY'S TOUCH. >> IT NEEDS SOMEONE WITH A

KNOWLEDGE OF BUILDING STYLES. >> ONE THING THAT CAME UP WAS WHAT'S WRONG PUTTING IT BACK THE WAY THAT IT WAS? SOMEBODY DECIDED THAT WHENEVER IT WAS BUILT BEFORE I GOT HERE WHY CAN'T YOU JUST GO BACK AND DO THE SAME THING THAT WAS DONE THEN? WELL, LASTED TEN YEARS WE COULD.

THAT WAS ONE OF THE OPTIONS. NOT TO MAKE ANY CHANGES.

JUST PUT IT BACK THE WAY THAT WHOEVER MADE THE DECISION AT THE TIME. YOU MAY KNOW THE ANSWER TO THAT

BETTER THAN I. >> MIGHT HAVE SOMETHING TO DO

WITH IT. >> I KNOW THAT WHEN YOU GO TO PAINT THE EXPOSED BEAMS UNDERNEATH THAT PORCH YOU'LL SAVE A LOT OF MONEY LEAVING IT NATURAL

>> THE OTHER SIDE WOULD BE. I TOTALLY AGREE WITH THAT.

WHEN YOU GET UP ON THAT OBSERVATION DECK, YEAH.

>> DON'T PAINT THE RAFTER TAILS. I'LL FIND OUT ABOUT THAT.

NEXT SLIDE.

>> THE SINK HOLES. I KNOW IT'S AN OLD PROBLEM.

I FEEL LIKE I'VE BEEN THERE FOR THREE MONTHS NOW AND I'VE NOT SEEN THEM IF I WOULD ONCE. I MIGHT HAVE MISSED IT AND THEY SUNK BACK AND THE RAIN CAME THE DAY THAT I MISSED IT.

>> I READ YOUR THING ON THIS, I WENT BACK AND LOOKED AT THE CITY'S WORK ORDER MAINTENANCE AND BASICALLY WE PUT IN THE WORK ORDER THREE TIMES A MONTH. THREE DIFFERENT WORK ORDERS TO

COME FILL THIS. >> DO THEY COME THREE TIMES A

MONTH? >> WE PUT IN A WORING ORDER THREE TIMES A MONTH TO HAVE THEM COME FILL IT.

I WON'T -- I THINK THAT THEY DO THE BEST JOB THEY CAN KEEPING UP WITH IT. BUT THERE ARE ALSO TIMES WHEN IT'S RAINED HEAVILY THEY HAVE PROBLEMS ELSEWHERE.

THE IDEA IS GOOD. WE DON'T HAVE THE EQUIPMENT TO MOVE IT SO NOW I'M GOING TO HAVE LET'S GO AHEAD AND BUY

[01:25:03]

WHEELBARROWS. LET'S GET A CART.

YOU BETTER GET SOMETHING TO PULL IT WITH.

WAIT A MINUTE, THAT'S THE CITY MAINTENANCE DEPARTMENT.

THEY CAN COME DOWN THERE WITH THE FRONT END LOADER TWO GUYS GO DOWN WITH THE EQUIPMENT HAVE IT DONE AND THEY'RE GONE.

>> WE USED TO TRY IT THAT WAY. >> IT'S TOO MUCH.

>> WE TRY. I MEAN, WE DID.

WE USED TO HAVE A PILE OF DIRT AND EVERYTHING.

I UNDERSTAND WHERE YOU'RE COMING FROM.

IT'S UNFORTUNATE -- THE NEW BULKHEAD GETS DONE AND WE'RE

GOING TO BE FACING THIS ISSUE. >> AND IT'S ALL A CONSTRUCTION PROJECT AT THE MOMENT ANYWAY SO IT'S LIKE THE SIDEWALKS HAVE TO BE REPLACED AND THERE'S A LOT OF EXTRA WORK THAT'S GOT TO BE DONE. I HAD A CONVERSATION WITH REX THE OTHER DAY. THEY'RE GOING TO GET READY TO DO SOME OF THOSE SIDEWALKS RIGHT AWAY, SOON.

BUT UNTIL I THINK IT'S A FULLY FUNCTIONING MARINA THAT'S GOING TO BE ON THE BACK BURNER FOR THE CITY.

>> AND THAT'S THE WHEREIN WHY WE CONTINUE TO PUT THE STAKES UP WITH THE YELLOW TAPE.

THEY COME AND THEY DO THE MARINA, THE WHOLE PARK AREA

EVERY THURSDAY. >> FOR LAWN MAINTENANCE.

>> THEY DO THAT. THEY'RE SCHEDULED TO BE DOWN THERE. OKAY. SCHEDULE TO GO AHEAD AND

BRING DOWN SOME DIRT WITH YOU. >> THERE'S GOT TO BE A WAY TO

SCHEDULE. >> IS THERE A WAY TO EXCAVATE

THE DIRT OUT? >> THAT'S THE BIG PROJECT.

MAYBE I CAN OFFER SOMETHING REAL QUICK.

WEAVER TRYING TO PUT A BAND AID ON THIS THING.

IT IS THE BIG PROBLEM. QUITE A FEW YEARS AGO REMEMBER IN THE NORTH PARKING LOT IT LOOKED LIKE THE PILINGS WERE COMING UP AND IT WAS SINKING UNDER IT.

IT BECAME A PUBLIC SAFETY ISSUE. THIS BULKHEAD THERE IS BECOMING A PUBLIC SAFETY ISSUE. THIS IS GOING TO AFFECT PARKING.

THERE WILL BE PEOPLE WALKING IN THAT PUBLIC AREA AND GETTING HURT. THE CITY JUST NEEDS TO SAY WE'VE GOT A PROBLEM AND WE NEED TO PUSH THIS HIGHER UP THE CHAIN INSTEAD OF US TRYING TO POUR DIRT INTO A HOLE THAT'S GOING TO GO INTO THE MARINA ANYWAY. LET'S GET THAT BULKHEAD PUSHED UP THE LIST. THAT'S MY RECOMMENDATION TO COMMISSION IT'S A PUBLIC SAFETY ISSUE.

>> WE GOT TO FIND OUT WHO IS RESPONSIBLE.

>> IT'S THE GENERAL FUND. THEY'VE BEEN MAKING THE MONEY.

I THINK WE CAN MAKE OUR CASE. >> THAT'S WHY WE GOT TO TALK TO

THE COMPTROLLER. >> OKAY. OUR NEXT SLIDE IS AND THIS IS REVENUE GENERATOR. BUNKER AND FUEL OFFERING IT ON OUR WEBSITE AND IN OUR ADVERTISING.

IT'S SORT OF THAT IF YOU BUILD IT THEY WILL COME.

IF WE DON'T BUILD IT THEY CONTINUE COME.

TALKED ABOUT PROTOCOL FOR THAT IN GETTING THE LINES DOWN THERE YOU HAVE TO STATION A MAN AT EACH COUPLING, THE HOSES ARE TYPICALLY 50 FEET LONG. HE'S FAMILIAR WITH OUR MARINA.

AND IT'S 4,000 GALLONS OR MORE. 4 TO 7,000 GALLONS WHICH OUR TANK HOLDS 15,000 GALLONS BUT SOME OF THESE YACHT GUYS DON'T WANT THE FUEL OUT OF YOUR TANK. THEY'RE LIKE I DON'T KNOW YOUR TANK. THEY'RE COMING.

THEY WANT TO SCHEDULE THEIR BUNKERED FUEL.

IT'S JUST ONE OF THOSE THINGS THAT WE CAN SET UP A PROTOCOL AND WE ONLY DO IT BETWEEN 5:00 A.M. AND 10:00 A.M.

WE BLOCK OFF THE PARKING PLACES THERE SO THE TRUCK TROLLS UP.

STATIONS HIS MEN. AND WE GET THE YACHT FUEL.

IF YOU DON'T HAVE THE PROTOCOL, IT WILL NEVER HAPPEN.

IF YOU FIGURE OUT A WAY THAT IT WILL WORK, WE GET WITH OUR FUEL SUPPLIER. I THOUGHT IT COULD BE AN OPTION AND MAYBE IT'S BEEN TALKED ABOUT BEFORE I'M SURE.

>> MAYBE YOU WANT TO ADDRESS THAT.

THAT I KNOWED. WE HAVE A COUPLE OF THINGS I WOULD SAY. FIRST OF ALL, WE HAVE BIG BULK FUEL SALES RIGHT UP THE RIVER WHICH THE COMPETITION.

THESSUE ABOUT DOING -- >> CONSOLIDATED?

>> YEAH. THE OTHER THING ABOUT PUTTING UP

A -- >> I DON'T KNOW IF YACHTS LIKE

TO PULL UP -- >> THE FUEL PRICES CAN KIND OF DICTATE A LOT OF THAT TOO. THAT'S THE BIG PROBLEM.

>> WE HAVE TO WORK THAT AS PART OF THIS PICTURE.

IT'S JUST AN IDEA. >> A STATEMENT THAT YOU MADE AND IT WAS MY FIRST CONCERN IS WHEREVER THAT TRUCK PARKS YOU'VE GOT TO HAVE THE SPACE THAT'S BIG ENOUGH TO HOLD THE YACHT THAT'S GOING TO TAKE 4,000 GALLONS WHICH PUTS IT ON SOUTH ONE OR

NORTH ONE. >> YEAH.

PUTS IT RIGHT THERE. >> THAT'S 400 FEET CLOSE TO THREE OR 400 FEET FROM WALKING IT DOWN.

YOU SAID THEY HAD TO BE A PERSON AT EVERY CONNECTION.

[01:30:02]

>> I THINK THAT'S WHAT CODY SAID BUT TALKING TO HIM, HE, YOU KNOW, SEEMED TO THINK THAT IT WAS POSSIBLE.

>> AND HE SELLS FUEL? AND HE DOES THE BUNKERING

SERVICE? >>> AND THIS ONE I DIDN'T KNOW IF WE WANTED TO FIGURE OUT A WAY WHEN THE SOUTH PART OF THE MARINA OPENS AND WE DON'T HAVE FUEL YET THE BOATS TRAVEL ALL DAY. THEY'RE GOING TO NEED FUEL AND GO TO PORT CONSOLIDATED. IS THERE A WAY WE CAN CREATE A RELATIONSHIP WITH THEM TO, I DON'T KNOW, JUST HAVE OUR

STAFF -- >> I THINK THAT'S SOMETHING THAT WE CAN HAVE OUR DOCK MASTER PURSUE.

>> THAT'S A GOOD IDEA. GOING TO HAVE --

>> I HEAR THEY'RE SOMETIMES HARD TO GET AHOLD OF.

>> THEY NEED TO BE AWARE THAT THEY'RE GOING TO HAVE A LOT OF

BUSINESS. >> WE HAVE FUEL RIGHT TO THE NORTH OF US. LET ME GET YOU IN TOUCH WITH THEM. ACT AS AN AGENT FOR OUR BOAT

OWNER THAT'S GOING TO COME. >> TOCK TO THEM BECAUSE WILLIE

IS ABOUT TO RETIRE. >> THEY'RE NOT OPEN ON WEEKENDS.

THERE'S NO GAGS. IT'S ONLY DIAZ -- GAS.

IT'S ONLY DIESEL. IT CLOSES AT 5:00 BUT HE'S OPEN AT 7:00 A.M.

>> I'M GOING DOWN THERE TOMORROW.

I'LL TALK TO HIM TOMORROW. >> AND THIS GOES BACK TO THE WEBSITE WHICH I KNOW WE'RE GOING TO WORK ON.

SOME OF THESE POINTS ARE ALREADY BEING LOOKED AT BUT JUST UPDATE ALL THAT STUFF THAT'S GOING TO GO ON THE WEBSITE WE'VE ALREADY TALKED ABOUT. THIS WAS MAYBE IT WAS BEEN TAKEN DOWN. EVERY TIME I GOOGLE IT IT GOES TO THIS PAGE THAT SAYS WE'RE OPEN.

>> YEP. THAT'S A WEBSITE THAT WAS CREATED IN 2010 THAT I HAVE CONTROL OVER THAT IS BEING REWORKED BUT UNTIL I HAD AN OPEN DATE, WHAT AM I SUPPOSED TO PUT UP IN ITS PLACE? SO ON THAT WEBSITE IF YOU GO TO IT NOT ONLY DOES IT HAVE THE OLD PICTURE OF THE DOWNTOWN MARINA DURING SHRIMP FESTIVAL IT'S ALSO GOT OUR CONTACT FORM ON IT THAT WE ARE USING AND ALSO HAS OUR BLOG PAGE ON IT WHICH JEFF IS USING. IT'S JUST THE FRONT PAGE OF THAT WEBSITE THAT MY THOUGHT WAS WHY SHOULD I CHANGE IT UNTIL I KNOW

WHAT IT'S GOING TO BE. >> CHANGE IT JUST TO PUT THE

NEW -- >> THIS COULD BE CHANGED.

YEAH. >> JUST TO SAY WE'RE ALMOST READY. WE'RE NOT QUITE OPEN.

>> PICTURES OF THE NEW DOCK OR SOMETHING LIKE THAT UP.

>> THAT'S ALREADY UP ON THAT. >> I MEAN WHERE THAT PICTURE IS.

>> MOVE IT TO THE FRONT PAGE. >> THIS IS THE FIRST PAGE AND THE REST OF THE PAGES ARE UPDATE.

>> THE FIRST PAGE NEEDS TO GO AHEAD AND GET SOME OF THAT UPDATED STUFF. I WOULD AGREE WITH THAT.

>> SOUNDS LIKE JEFF IS WORKING ON THAT.

>> I TOOK THOSE PICTURES. THAT'S FUNNY.

>> OKAY. I THINK THAT'S IT. >> THOSE WERE GREAT.

WILL YOU HAVE HARD COPY POSSIBLY?

>> YOU WANT ME TO PRINT THAT? >> OR JUST HAVE SEND IT -- SO I

[01:35:03]

CAN TRY TO PUT THIS INTO THE MINUTES.

SE IT'S SUCH GOOD INFORMATION WE NEED TO PUT IT ON THE RECORD.

>> AND KEEPING ON WITH THAT, A LOT OF THIS STUFF HAS BEEN DISCUSSED. WE'VE TALKED ABOUT THE DOCK BOXES, THE SIZE OF THEM, ONE OF THE THINGS THAT WE DID FIND OUT THOUGH IF WE GO START PUTTING THE DOCK BOXES ON WE HAVE TO STAGGER THEM. IF YOU PUT ALL THAT WEIGHT ON THE NORTH -- I MEAN ON THE EAST SIDE, THE DOCK IS GOING TO LEAN.

IF IT'S ALL ON THE WEST SIDE IT'S GOING TO LEAN SO WE WERE TOLD YOU WILL NEED TO STAGGER THEM UP AND DOWN ANY OF THE NEW DOCKS. ONE OF THE THINGS I'M DOING DOWN IN FORT LAUDERDALE IS GOING AROUND TALKING TO THE VENDORS TO FIND OUT WHAT KIND OF PRICE CAN WE GET IF WE GET THIS MANY.

THEN THE DECISION THEN COMES, OKAY, DO WE MAKE ALLEN BUY ONE FROM US IF HE WANTS TO VITEAE? DO WE RENT IT TO ALLEN IF HE WANTS TO HAVE ONE.

BUT IT'S TAKING UP A LOT OF SPACE ON THE PIER.

WHEN YOU HAVE A STORM AND LIKE TO GET UNDER WAY --

>> ACTUALLY JOE WITH THAT THROUGH ALL OF THE STORMS WE

DIDN'T LOSE A SINGLE DOCK BOX. >> JUST THE LIDS.

>> YOU PUT THE HINGE TO THE WEST IT'S A GOOD IDEA.

>> MY POINT BEING IS THAT CATHY BROUGHT UP A LOT OF GOOD IDEAS THERE AND A LOT OF THEM WILL BE PURSUED JUST WORKING ON THE WEBSITE. NOW RICHARD TALKING TO PORT CONSOLIDATED TO GET A FEEL FOR WHAT'S GOING ON.

ALL OF THEM GOOD. >> GOOD.

>> ALL RIGHT. LET'S --

>> ONE LAST THING. THE TRASH CANS.

THE TRASH CANS ARE WHERE THE TRASH CANS ARE BECAUSE EVERY TIME WE MOVE THEM SOMEONE TELLS US TO PUT THEM BACK.

WE HAVE PEOPLE THAT ARE ON BIKES THAT ASK US REPEATEDLY WHERE DID YOUR RECYCLE CANS GO. WE WERE CLOSED WE STARTED MOVING THINGS AROUND BECAUSE WHY DID WE NEED TO DUMP 20 CANS? WE STARTED TO ELIMINATE THEM? WHAT HAPPENED TO THE TRASH CANS ON THE NORTH SIDE. AS FAR AS THE PEOPLE FINDING ONE. NO.

THEY'LL FIND A LEDGE. NOT EVERYONE.

BUT IF YOU WERE TO WALK DOWN THERE RIGHT NOW OR COME IN EARLY IN THE MORNING YOU'LL SEE ALONG THE WELCOME CENTER COFFEE CUPS JUST SITTING THERE INSTEAD OF WALKING 20 FEET TO THE TRASH CAN SO THE BOATERS LIKE THEM CLOSE BY.

COME UP THE DOCK. THERE THEY ARE.

>> I THINK IF THEY'RE AGAINST THE WALL.

>> WE COULD TAKE THOSE FROM THE WALKWAY DOWN TO SOUTH TWO AND THREE AND PUSH THEM OVER ON THE OTHER SIDE.

THAT WOULD NOT BE A PROBLEM AT ALL.

[Item 6.1]

NEW BUSINESS. >> SHORE LINE STABILIZATION.

I TALKED TO TOM WITH SWC WHERE IT COMES OUT RIGHT THERE WHERE THE VENTURA BUILDING WAS. AT HIGH TIDE THE LAST COUPLE OF DAYS ALL THAT TIDE BECAUSE THEY MOVED THE BUILDING THE WATER IS WASHING UP TO THE ROAD EH. IT'S DIPPING.

THE CITY CAN PUT SIDEWALK SEAS AND ALL AND RECLAIM THAT LAND.

TOM SAID THEY DON'T HAVE A PROBLEM WITH THAT.

THEY DO IT IN MASS SAW RIVER AND DID IT AT SHUCKERS TO RECLAIM

WHAT THE STORM TOOK. >> THE CITY IS DOING A SHORE

[01:40:36]

LINE STABILIZATION PROJECT AS WE SPEAK AND WILL COME UP WITH OPTIONS FOR ALL THIS. YOU CAN'T JUST GO CONCRETE IN THERE. THAT IS BEING -- AND WE SHOULD HAVE A PRELIMINARY REPORT BY NOVEMBER.

AND WHEN ACTUALLY THEY'RE LOOKING AT IS LEVELS OF PROTECTION ON LEVELS OF PROTECTION RIGHT NOW KING TIDE FLOODS AT FIVE FEET SO THAT AREA RIGHT THERE IS FIVE FEET.

AT SEVEN FEET, WHICH IS WHAT A -- THE TWO -- THEY WERE NOT HURRICANES, TROPICAL STORMS THAT CAME THROUGH HERE WENT TO SEVEN FEET. HAVE YOU TO COME UP WITH A WALL OR WHATEVER YOUR STORM PROTECTION AT SEVEN FEET.

YOU'RE CORRECT. IT NEEDS TO BE FIXED.

ABSOLUTELY. AND IT'S -- BUT IT'S BEING -- IT IS AT THE TOP OF THE LIST IN GOING FORWARD.

>> I'M GLAD YOU'RE ALREADY AHEAD OF IT.

>> THERE ARE MANY WAYS TO DO THIS.

A NUMBER OF OPTIONS. THERE'S A NUMBER OF OPTIONS.

BULKHEADS ARE ONLY NECESSARY WHEN YOU TIE A BOAT UP AGAINST IT. SO THEY'RE LOOKING AT THE OPTIONS. AND WHAT THE COSTS ARE AND HOW -- AND WE SHOULD HAVE THAT SHORTLY.

IN THE NOT TOO DISTANT FUTURE. >> IT MIGHT BE WISE FOR THE GROUP TO BE AT THAT COMMISSION MEETING TOO.

>> YEAH. WHEN THAT PROPOSAL IS --

>> I'LL GIVE YOU A HEADS UP ON IT.

I'LL KEEP YOU POSTED SO IF YOU'RE AVAILABLE I THINK IT WOULD BE WISE FOR US TO BE THERE.

YEAH.

[Item 6.2]

PAZ. >> ALL RIGHT.

ALLEN, YOU ALSO ARE CONCERNED WITH THE WEIGHT RESTRICTIONS ON THE RAMP AND THAT ONE MAKES SENSE TO ME TOO, PLEASE.

THIS RAMP IS ALSO A STEEP -- I THINK IT'S 15 DEGREES WHERE THE OTHER RAMP IS 11 DEGREES. SO YOU NEED TO LOOK AT THE LENGTH OF THE TRAILERS BECAUSE THEY BOTTOM OUT WHEN THEY COME UP. YOU CAN SEE SCRATCHES IN THE DOCK AND ALL THAT. PLUS, THE WEIGHT.

YOU CAN SEE WHERE THE BULKHEAD IS AND ON THE RECREATION SIDE YOU CAN SEE WHERE IT'S DIPPING DOWN FROM THE WEIGHT OF THE VEHICLES AND BOATS GOING IN THERE SO I THINK THAT'S SOMETHING THAT WE NEED TO LOOK AT.

WHAT KEPT THIS MARINA FLOATING ALL THESE YEARS IS THAT BOAT RAMP. IF YOU LOOKED AT IT AND IT WAS ALL FILLING IN THAT BOAT RAMP WHERE IT MOVED IN AND OUT THAT'S WHAT KEPT THAT PLACE AFLOAT AND THE WAY IT'S DESIGNED NOW THEY'RE GOING TO USE THE BOAT RAMP AND GO LONG SOUTH 2 DOCK KEEPING THAT WATER GOING. COMMISSIONER ROSS HAS AN OPINION

ON THIS ALSO. >> NO.

>> OKAY. HE UNDERSTANDS WHAT -- >> JUST A FEW FACTS.

[01:45:21]

THE BOAT RAMP WILL STAY USABLE. >> THE BOAT RAMP AS YOU POINTED

OUT THE BOAT RAMP DOES PROP -- >> NOW THAT I'VE GOT THESE GUYS

[Item 7]

WORKING AND THEY'RE DOING A LOT OF WHAT I WAS DOING I WAS ABLE TO GO BACK AND WITH HELP AS COMMISSIONER REPORTED WE DID GET THE ONE GRANT EXTENDED AND APPROVED FOR THE BATH HOUSE.

THAT WAS A $400,000 TOTAL PROJECT 200 AND 200 BUT IT ALSO INCLUDED MOORING FIELD UPDATES AND ALSO THE WELCOME CENTER AND THE BOATER CHECK IN AREA. ALL OF IT ONE BIG GRANT NOT ALL OF IT JUST FOR THE BATHROOM BUT THAT IS EXTENDED AND FROM WHAT WE UNDERSTAND IT'S GOING TO BE USED FOR BATHROOMS. SOMETHING THAT THE ADVISORY BOARD MAY WANT TO BE INVOLVED IN AS FAR AS THE LOCATION OF IT. WHEN THEY'RE GOING TO DO IT OBVIOUSLY. THE WINTER IS THE BEST TIME TO DO SOMETHING LIKE THAT BUT IT'S NOT EVEN STARTED.

THAT PART. ONE THING THAT I DO -- I DID FIND QUITE INTERESTING IS I WENT AHEAD AND IN 2010 WEST TREK CAME IN AND STARTED GETTING GRANTS FOR THE MARINA.

FOR THE DREDGING. FOR THE BOATER IMPROVEMENT.

FOR THE BOAT RAMP. FOR THE WELCOME CENTER.

FOR THE MOORING FIELD IMPROVEMENT OR BREAK WATER SAFETY FOR BREAK WATER SAFETY DREDGING DREDGING.

DOCK REALIGNMENT. MAINTENANCE DREDGING.

SO WHEN EVERYONE IS SAYING GEE WHAT ARE YOU GUYS DOING DOWN THERE, IN TEN YEARS WE'VE GONE OUT AND SOLICITED AND ACQUIRED APPROVAL FOR A MILLION AND A HALF OF GRANT MONEY SO WHENEVER A COMMISSIONER WILLIAMS IS HERE THAT'S ONE OF THE THINGS THAT THAT WE SHOULD BE WELL AWARE OF THAT MOST OF THAT MONEY CAME FROM HIS ASSOCIATION WITH -- WE'RE CONSTANTLY LOOKING FOR MORE THINGS TO DO BUT I'M ALSO I'M AT A POINT NOW TWO YEARS AGO I KNEW RIGHT WHERE WE NEEDED TO BE OR AT LEAST I THOUGHT I DID.

WE WERE GOING TO DO THIS AND THEN THAT AND WHEN THAT WAS DONE WE WOULD DO THIS AND SO MUCH IS GETTING ACCOMPLISHED RIGHT NOW

IT'S CHANGING EVERYTHING. >> ANYTHING ELSE TO ADD THIS

[Item 8]

[01:50:46]

EVENING? >> NO.

I'M JUST MORE CONCERNED ABOUT THAT BOAT RAMP BECAUSE THAT

KEEPS THAT -- >> OKAY. I WOULD LIKE TO ASK THE BOARD'S DIRECTION ON THAT. THE NUMBER OF BOATS THAT COME UP AND YOU CAN HEAR THAT CONCRETE JUST -- AS THEY'RE GOING OVER IT OR BACKING DOWN WHEN IT HITS, WE SEE THAT.

AT WHAT POINT SHOULD WE GO AHEAD AND FORCE THE ISSUE.

YOU WERE HERE. DID THAT THING START GIVING AWAY

OR JUST BREAK? >> IT JUST WENT.

THERE WAS NO WARNING WHATSOEVER. IT JUST WENT.

>> THAT'S MY CONCERN WITH THIS ONE.

I'M AFRAID IF THAT BOAT RAMP WAS TO GO AWAY I DON'T KNOW WHERE MONEY WOULD COME FROM TO PUT THAT BACK IN.

>> THERE'S AN OPEN AREA UNDER IT THAT CAN BE INSPECTEDED.

THERE'S A LOT GOING ON. ONE WHEEL IS HEMMINGING IN THE AIR UNTIL THAT WEIGHT SHIFTS AND THEN THE BACK ONE HANGS UNTIL IT PULLS FORWARD. WE MAY HAVE TO DETERMINE THE LENGTH OF THE VESSEL. THERE GOING TO HIT THAT CONCRETE WITH THEIR TRAILER ONE MORE TIME AND NOT COME BACK TO IT.

TO THE LADIES AND FELLOWS WHO COME THERE TWO OR THREE TIMES A WEEK AND BANG IN AND OUT. I MEAN, THE SAME -- I CAN TELL WHO YOU THE THREE PEOPLE ARE. I WON'T BUT I CAN TELL YOU.

ONE OF THEM WILL BE ON THAT RAMP WHEN IT BREAKS.

I GUARANTEE IT. I'LL WRITE IT DOWN AND YOU CAN PUT IT IN THE SAFE AND WE'LL SEE HOW CLOSE I WAS.

>> WHEN DO YOU THINK WE CAN USE THAT BOAT RAMP?

>> MARCH 1ST. WHEN THE -- THE WHOLE PLAN THAT WE HAVE THROUGH THIS WHOLE THING IS INSTEAD OF OPENING THE MOORING FIELD AND HAVING TO DEAL WITH THE DINGY DOCK PEOPLE OR TO OPEN THE BOAT RAMP NOW WE HAVE TO GET THE REPAIRS DONE DOWN ON THE DOCK WHERE THEY'RE GOING TO DO, WE DIDN'T WANT THEM IN HERE DURING CONSTRUCTION EVERYTHING IS GEARED THAT WE'RE GETTING THINGS READY SO THAT WHEN THE CITY AGREES THIS IS SAFE.

FIRE AND ELECTRIC SAY IT'S SAFE. WE'RE OPENING.

THAT'S THE DAY EVERYTHING WILL OPEN UP.

>> THE MARINA OPENS THE BOAT RAMP OPENS.

BOTTOM LINE. ANYBODY ASKS THAT'S WHAT WE'LL

TELL THEM. >> SO THE SOUTHERN ATTENUATOR

NOTHING OPENS UNTIL MARCH 1ST. >> LET ME SEE HOW IT'S WORDED.

[01:55:06]

HERE WE GO. AT THIS TIME, THE INTENT IS TO OPEN THE SOUTHERN PORTION OF THE MARINA FOR OPERATIONS AS SOON AS THE UTILITIES HAVE BEEN INSTALLED AND ADEQUATELY TESTED.

>> SO THERE WAS NO REAL DATE. IT WAS JUST --

>> BECAUSE OF ME GOING DOWN TO FORT LAUDERDALE AND I KNOW WHEN I GIVE THE PARENATION THE FIRST QUESTION THAT YOU'RE GOING TO

ASK ME IS WHEN ARE YOU OPEN. >> MARCH 1ST.

IT MAY BE JANUARY OR FEBRUARY. LET'S GO ON THE OUST SIDE OF MARCH 1ST. CONSERVATIVELY.

AND HOPE FOR A BETTER RESULT. >> LET'S TURN THE WATER GREEN.

ST. PATRICK'S DAY. BRING IN THE MONEY.

>> ANYHOW, WHAT WE'RE DOING AND WHAT JEFF AND RICHARD ARE DOING IS FORMS THAT WE HAVE -- WHEN THEY CALL IN AND SAY CAN I GET ON A WAIT LIST AND MAKE A RESERVATION WE'LL ACCEPT IT AFTER MARCH 1ST. WAIT LIST AFTER AND WE'VE GOT ALL THESE RULES AND RELATIONS OF WHAT'S GOING INTO IT BUT THAT'S THE DAY WE'RE USING FOR THE OPENING.

AND EVERY ONE OF THEM WHEN THEY SAY I'VE GOT A RESERVATION FOR MARCH 1ST, PROVIDED THE MARINA IS OPEN, THIS IS A CONDITIONAL RESERVATION THAT YOU'VE GOT IT BUT IF SOMETHING HAPPENS, ANOTHER STORM COMES THROUGH NEXT WEEK AND TAKES IT OUT AND WE'RE BACK WHERE WE STARTED FROM. GUESS WHAT, YOU DON'T HAVE A RESERVATION.

A LOT OF THINGS OCCUR AROUND US AND NOT THROUGH US AND I DON'T LIKE THE SURPRISES. THIS IS A WHOLE DISCUSSION ABOUT THE CHANNEL JUST FLOORS YOU IF YOU JUST START STUDYING IT AND YOU JUST GO WHY. I TALKED TO BUDDY JACOBS AND HE SAID THIS THING SHOULD HAVE BEEN MOVE TO YEARS AGO.

THE PAPERWORK IS THERE. >> UNTIL SHE DID THAT FOR US.

>> YEAH. SO I MEAN THE CITY'S -- HE SAID AS FAR AS HE'S CONCERNED THE CHANNELS TO BE MOVED UNTIL ALL THE PAPERWORK IS DONE. SO EVERYWHERE YOU TURN EVERYBODY SAYS IT SHOULD HAVE BEEN MOVED OR ABANDONED AND IT HAS NOT BEEN. IT JUST BLOWS YOUR MIND.

SORRY. BAND WAGON.

>> CATHY? >> NO.

THANK YOU. >> I'LL BE BRIEF.

JUST TO REITERATE. CAN WE TRY TO SEE IF WE CAN GET

THE COMPTROLLER TO THE MEETING? >> YES.

LET'S DO THAT. >> MAKE THAT --

>> LET'S GO AHEAD IF YOU AND I CAN LET'S FIGURE OUT WHY WE WANT HER TO COME TO JUST SAY TALK TO US ABOUT ENTERPRISE FUND.

I THINK WE NEED TO HAVE SOME VERY SPECIFIC -- I MEAN, TIME IS IMPORTANT TO EVERYONE. I'M SURE ANY CITY PERSON WE COME INTO THIS MEETING IF WE ASK THEM TO BUT WE DON'T WANT TO WASTE

ANYONE'S TIME. >> I THINK WE'LL HAVE PLENTY OF GOOD QUESTIONS FOR HER. WE'RE NOT TRYING TO GRILL HER.

JUST PICKING HER BRAINS. THAT WOULD BE SOMETHING ALSO WHICH LEADS ME TO POINT TWO, YOU KNOW, I THINK AT SOME POINT WE KEEP SAYING HOW WE'RE GOING TO COMMUNICATE WITH THE CITY COMMISSION. I THINK WE HAVE TO AT SOME POINT FIND OUT THE PROCESS. DO WE DO IT BY A RESOLUTION.

FOR EXAMPLE, DO WE PUT IT'D ON AFTER THIS DISCUSSION AND HAVE IT AS AN AGENDA ITEM TO PUT A RESOLUTION FORWARD TO THE

[02:00:04]

COMMISSION ASKING TO OFFICIALLY DELINEATE BETWEEN THE MARINA AND THE GENERAL FUND AND IF WE CAN DO IT AS A RESOLUTION IT HAS TO GO IN THEIR LAP IF I UNDERSTAND THE PROCESS MAYBE I'M WRONG HERE BUT SOMEONE SHOULD EDUCATE US. MAYBE THE COMMISSION SAYS WE'LL DIRECT STAFF TO DO MORE RESEARCH.

MAYBE THE RECOMMENDATION. WE CAN LOOK AND SAY WE AGREE IF THEY WOULD LIKE OUR INPUT AGAIN AND THEN THE COMMISSION WILL SAY HERE'S THE MAGIC LINE. BOOM.

MOVE FORWARD. >> COMMISSIONER ROSS ASKED HER DIRECTLY HOW MUCH IS THE DEBT. CAME UP AT 7.1.

SOME OF IT INCLUDES UPLAND AND SOME THE MARINA.

WE NEED TO BE CLEAR ON THAT AND WE CAN BEGIN THE PROCESS.

>> AND I THINK THAT WILL BE THE WAY THAT I APPROACH THE COMPTROLLER IS COMMISSIONER ROSS GAVE A PRESENTATION AND USED THE FE SOME NUMBERS. I'VE GOT A COPY OF THE PRESENTATION IF SHE WANTS TO GO BACK.

ALL RIGHT. I HAVE ONE MORE LITTLE THING I WOULD LIKE TO BRING INTERNSHIP THIS EVENING.

IT'S BEEN KIND OF ONE OF THESE THINGS THAT'S BEEN BUGGING ME.

I DON'T KNOW IF YOU'RE AWARE BUT IN THE AUGUST 9TH REPORT FROM LET'S SEE WHO WAS IT, IT WAS THE OTHER -- I THINK I GOT THIS OUT OF THERE. AND SO THE CITY COMMISSION APPROVED TO MOVE FORWARD ON THE CONCEPT OF THE AREA OF WATERFRONT PARK WHICH BASICALLY WOULD BE CONVERTING THE PARKING LOTS BOTH A AND B INTO A GRASS PARK ON THE WATERFRONT ELIMINATING A LARGE AMOUNT OF THE PARKING DECK.

COMMISSIONER ROSS IS GONE NOW BUT WE'VE HAD THIS CONVERSATION AND HE SEEMS TO THINK IT'S A WASH HE'S JUST GOING TO MOVE SOME OF THE PARKING AROUND BUT ALL OF THIS IS GOING PUT IT MUCH FURTHER AWAY FROM THE ENTRANCE OF THE MARINA WHICH IS BASICALLY THE WATERWAY CAFE. SO ABOUT HALF OF THE PARKING LOT A WILL BE MADE INTO A PARK. MOST OF THOSE PARKING SPACES CLOSEST TO THE RIVER WILL BE CONVERTED INTO A GRASS PARK.

AND ABOUT TWO THIRDS OF PARKING LOT B.

AND I HAVE A REAL CONCERN WITH THAT.

IT'S DEFINITELY GOING TO NEGATIVELY AFFECT MY BUSINESS.

IT'S NOT THAT I'M ARGUING TONIGHT JUST TO KEEP MY BUSINESS ALIVE. BUT I THINK IT'S ALSO GOING TOING IN AT THISLY AFFECT THE 100 SLIPS THAT WE'LL SOON HAVE AT THE MARINA THAT WE'VE SPENT THESE MILLIONS OF DOLLARS

BUILDING. >> EXACTLY.

>> AND THESE FOLKS THAT GO TO OUR BOATS WILL BE CARRYING COOLERS AND FISHING GEAR AND LUNCHES AND, YOU KNOW, ALL OF THE ABOVE AND THE BIG CONCERN WITH ME IS THAT SOMEWHERE BETWEEN 20 AND 30% OF MY PASSENGERS THAT RIDE MY VESSELS AND I DO 50,000 A YEAR, THEY CAN'T WALK.

ANY LENGTH AT ALL. THEY'RE IN WALKERS, WHEELCHAIRS TO MOVE THEM BACK AWAY FROM THE WATERFRONT HAD FOR A PARK -- WATERFRONT FOR A WASHING IS GOING TO MAKE IT SO THAT THEY WILL NOT BE ABLE TO ACCESS MY BOATS OR ANY OTHER BOATS IN THE

MARINA FOR THAT MATTER. >> YOU'RE GOING TO HAVE A BIG ISSUE WITH CHARTER FISHING BOATS, A BIG ISSUE WITH ANYTHING LIKE THAT. AND ONE OF THE COMMENTS THAT IF YOU SAW THE ARTICLES IN THE PAPER AND EVERYTHING ELSE AS WELL LOOK AT ST. MARYS. IT'S A BEAUTIFUL PARK AND MY COMMENT TO THAT IS THAT'S GREAT. THEY DON'T HAVE A RAILROAD TRACK. AND THEY HAVE NO MARINA.

SO THEY CAN AFFORD TO HAVE A PARK AND ALL THEY HAVE IS A BOAT RAMP AND THE PARKING IS CLOSE ENOUGH WHERE THEY CAN GET AWAY

[02:05:03]

WITH IT. BUT YOU START MAKING A BIG PARK OUT OF ALL THAT LAND THERE WHO'S GOING TO CLEAN UP THE DOG POOP? WHO'S GOING TO DO ALL THE OTHER STUFF THAT HAS TO BE DONE ALL THE TIME AND IT'S NOT GENERATING ONE PENNY.

>> THAT PARKING LOT IN MY OPINION IS PROBABLY THE BUSIEST PARKING LOT WITHIN THE CITY LIMITS OF FERNANDINA BEACH.

>> I THINK THAT -- >> LOOK AT THE SHRIMP FESTIVAL.

COMPLETELY CRAMMED FULL. >> RIGHT NOW THE MARINA IS EMPTY OF BOATS AND THE PARKING LOT IS STILL FULL EVERY DAY.

>> I BELIEVE THE CITY PROBABLY GOT INUNDATED FOR THE LAST SIX WEEKS ABOUT ALL THE CONSTRUCTION AND THE LACK OF PARKING IN THAT SPOT. I'VE SEEN GUYS COME ON THEIR VEHICLES WHERE THEY HAD IT BLOCKED OFF AND THEY MOVED THE B BARRICADES TO PARK THERE.

I MEAN YOU WOULD THINK THE CITY COMMISSIONERS, THERE WOULD BE SOME COMPLAINING GOING ON ABOUT IT.

>> THE COMMISSION HAS TWICE NOW VOTED UNANIMOUSLY TO MOVE FORWARD ON THIS PLAN. AND AS FAR AS I KNOW, THE PLANS ARE MOVING FORWARD. THEY'VE ALREADY HAD DISCUSSIONS WITH TECHES TO REDESIGN -- THE ENGINEERS TO REDESIGN THE WATERFRONT PARK. I LOVE PARKS.

DON'T GET ME WRONG BUT WE EITHER HAVE TO HAVE A PARK ON THE WATERFRONT OR A MARINA. I DON'T THINK WE CAN HAVE BOTH.

>> THEY CAN HAVE A PARK IN PARKING LOT C.

AND D. >> THAT WOULD BE IN MY OPINION

THAT WOULD BE THE PERFECT PLACE. >> IT'S A NICER PLACE FOR A PARK.

I BELIEVE THERE WHERE SOME REQUIREMENTS FOR MARINAS TO HAVE SOME AMOUNT OF PARKING SPACES STILL AVAILABLE FOR THE MARINA.

TYPICALLY IF YOU BUILD A RESTAURANT OR ANYTHING ELSE IN THE STATE OF FLORIDA YOU MUST HAVE ON SITE PARKING.

>> WONDER THE DEFINITION OF ON SITE.

>> BUT THINK OF THIS. IF YOU HAVE REDUCED PARKING OR YOU CAN HAVE ANY VENDORS WORKING IN THE MARINA, THEY CAN CARRY THAT EQUIPMENT ALL OVER THE PLACE.

>> AND WE'RE ALSO THE SUPPLY ROUT FOR CUMBERLAND ISLAND, THE VENDOR WITH THE HOTEL ON CUMBERLAND ISLAND.

THEY GET EVERYTHING, FOOD, REPAIR MATERIALS, CONSTRUCTION EQUIPMENT GOES THROUGH THE DOCK. I LIVE WITH THEM EVERY DAY AND IF YOU TAKE AWAY THAT PARKING IT WILL PUSH IT BACK FURTHER AWAY FROM THE WATERFRONT, IT JUST INCREASES THEIR HEADACHE BIG

TIME. >> THEY HAVE A LOADING AREA IN

THAT IF YOU LOOK. >> YOU CAN'T GET MUCH IN THERE.

YOU CAN'T GET A SEMI IN THERE. YOU CAN'T GET THE SUPPLY TRUCKS AND THE MECHANICS. IT'S PUZZLING TO ME HOW THAT CAN BE A FUNCTIONING MARINA WITHOUT A PARKING LOT.

IT JUST -- THE PARKING LOT NEEDS TO BE --

>> THAT'S WHY WE NEED TO TALK TO THE COMPTROLLER.

>> I'M SURE -- EVERY SLIP THAT HAS TO BE X AMOUNT OF PARKING

[02:10:01]

SPACES. I'M SURE THERE ARE REGULATIONS THERE.

>> BRETZ MAY HAVE A RATIO REQUIREMENT TOO.

THAT'S A BIG RESTAURANT AND THERE'S PROBABLY A PARKING --

>> BASICALLY THREE RESTAURANTS IN THAT VICINITY ACROSS THE STREET YOU HAVE THE PELICAN, THE MARINA, AND BRETZ AND THEY DEPEND ON THAT PARKING.

41 PARKING SPACES ARE REQUIRED.

SO MY OTHER ARGUMENT IS WE TO MAKE IT 41 SLIPS ARE EXCLUSIVE TO THE MARINA. I DON'T THINK ANYBODY IS GOING TO BE TOO HAPPY WITH THAT. THE SLIP OWNERS.

>> THEY GET IT --

>> THE PARK WOULD BE A BEAUTIFUL THING.

HWEVER, I DON'T THINK THEY'VE CONSIDERED ALL THE IMPACT IT WILL HAVE ON THE SHRIMP FESTIVAL AND ON EVERYTHING ELSE THAT OCCURS IN THIS CITY EVENTS DOWNTOWN.

BECAUSE SUDDENLY EVERYBODY IS GOING TO WALK A LONG WAY OR TRY TO TRYING TO CARRY STUFF WITH LITTLE CARTS.

>> IT'S HARD TO DO. >> THERE'S PLENTY OF PARKING JUST ASK MR. MARTIN. HE'LL TELL YOU THERE'S NO PARKING PROBLEMS IN THIS CITY. YOU JUST HAVE TO WALK TO GET TO

THEM. >> BUT PEOPLE CAN'T WALK TOT.

WE'RE AN EDGE AGO POP -- AN AGING POPULATION.

>> WE MAY HAVE TO MAKE A RESOLUTION TO THE CITY

COMMISSION THAT WE ARE OPPOSED. >> I WANT US JUST TO BE AWARE THAT THINGS ARE MOVING FORWARD ON THAT AND WE MAY HAVE TO

CONFRONT IT AT SOME POINT. >> I THINK SOMEWHERE WE NEED TO MAKE AN OFFICIAL ANNOUNCEMENT OF OUR OPINION TO THE BOARD.

>> YEAH. >> SO THAT THEY AT LEAST KNOW

OUR FEELINGS. >> AND WHENEVER IT COMES TO ANYTHING THAT'S ON THE COMMISSION AGENDA, ANYTHING, WHETHER THEY'VE SPOKEN TO YOU ABOUT IT OR WHETHER THEY HAVEN'T, THEY SET ASIDE A TIME THE SAME WAY WE DO FOR PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA OR ON THE AGENDA.

YOU'VE GOT THE REQUEST TO SPEAK. I MAKE A MOTION TO ADJOURN.

[Items 9 & 10]

>> SECOND. >> NEXT MEETING DATE.

>> 235TH, NOVEMBER. >> NOVEMBER 25TH -- LET'S SEE.

THAT'S A MONDAY. HOW CLOSE IS THAT TO

THANKSGIVING. >> THAT'S AFTER THANKSGIVING.

>> WAIT A MINUTE. I'M SORRY.

PLEASE. I VOTE WE TURN THE PARKING LOT FOR THE CITY COMMISSIONERS INTO A PARK.

I'M FINISHED. EVERYTHING ELSE I WOULD LIKE TO KNOW IS HOW MUCH MONEY THIS MARINA IS GOING TO TAKE IN AFTER

ALL THOSE SLIPS ARE FILLED. >> I THINK MORE THAN THEY EXPECT. VERY OPTIMISTIC.

>> I THINK SO. >> WE'RE BEING CONSERVATIVE AND I THINK THAT'S A GOOD THING TO DO.

>> ALL MY ESTIMATES WERE VERY COB SERVE TAV.

ALL RIGHT. I MAKE A MOTION TO ADJOURN.
