HOW ARE YOU? >> THROUGHOUT THE YEAR, THE FRIENDS OF THE LIBRARY RAISE CRITICAL FUNDING WHICH ENABLES THE LIBRARY. TO PROVIDE VALUABLE RESOURCES WHICH OFFERS OPPORTUNITIES FOR CITIZENS TO ENGAGE IN LIFELONG LEARNING.

LIBRARIES ARE THE CORNERSTONES OF COMMUNITY SPIRIT ACCORDINGLY THEY UNDERSTAND THE CRITICAL NEED FOR WELL-FUNDED LIBRARIES AND ADVOCATE TO ENSURE THE PUBLIC LIBRARY RECEIVES THE RESOURCES NEEDED TO PROVIDE PUBLIC SERVICES INCLUDING RESEARCH, ADDITIONAL PROGRAMMING, EQUIPMENT, SUPPORT CHILDREN PROGRAMS, AND SPECIAL EVENTS.

WHEREAS LIBRARY PROGRAMS OPEN POSSIBILITIES BY HAVING FREE ACCESS TO PRINT AND ELECTRONIC MATERIALS AND RESOURCES AND TECHNOLOGY. AGAIN, JUST A REMINDER, THE BOARD HAS SEVEN MEMBERS. HERE ARE THEIR NAMES.

AND HERE IS A QUICK VIEW OF THE RULES AND RESPONSIBILITIES. WE ARE THE LOCAL PLANNING AGENCY DEFINED UNDER THE STATE LAW. I CAN ALMOST MEMORIZE THAT NOW. WE FOCUS ON ZONING AND FUTURE LAND USE AMENDMENTS, COMPREHENSIVE PLAN AND HOLD AN ANNEXATION.

PRELIMINARY AND FINAL PLATS AND REQUESTS FOR ABANDONMENT. WE MEET REGULARLY ON THE SECOND WEDNESDAY OF EVERY MONTH. WE DO HOLD WORKSHOPS AND SPECIAL MEETINGS AS REQUIRED.

WHICH MEANS ON THE SAME PIECE OF PROPERTY, IT MAY BE ZONED COMMERCIAL AND RESIDENTIAL.

ACTUALLY WITHIN THE LAST SIX MONTHS. PROBABLY THE MOST SIGNIFICANT ONE IS THE MEDICAL CENTER. WE RECENTLY, THIS PAST MEETING DID WORK ON AN ANNEXATION REQUEST OF THE AREA HERE. THOUGH THESE ARE CONTINUING TO GROW AND WE ARE GETTING MORE

EVERY DAY. >> SO TO TALK ABOUT THE BOARD AND THE STAFF.

WE BASICALLY HAVE A NEW BOARD. THERE ARE FIVE OF THE SEVEN MEMBERS WHO HAVE BEEN ON THE BOARD BARELY A YEAR OR LESS. WE HAVE HAD THREE WITHIN THE LAST MONTH.

I HAVE BEEN ON THE BOARD ABOUT 18 MONTHS. MEMBER BENNETT AND SCHAEFER ARE THE ONES WHO HAVE BEEN THERE THE LONGEST. WE OFTEN REFER TO MEMBER BENNETT AS OUR MUCH APPRECIATED HISTORIAN WHO CAN HELP US UNDERSTAND WHERE WE ARE GOING.

THE PLANNING DEPARTMENT IS FULLY STAFFED, THIS IS THE FIRST TIME THAT THEY HAVE BEEN COMPLETELY STAFFED AS WELL. AND THEY HAVE IMPLEMENTED A NEW ONLINE WORKFLOW MANAGEMENT SYSTEM WHICH IS ALLOWING THEM TO FOCUS ON REDUCING PERMIT REVIEW TIMES, BETTER RESEARCH AND FOCUS

ON INTERNAL PROCESSES. IT HAS REALLY GIVEN THEM, THE PLANNING DIRECTOR SOME ADDITIONAL TOOLS TO HELP HER BETTER MANAGE ACROSS HER DEPARTMENT.

>> SO I AM SURE YOU HAVE SEEN THIS BEFORE. IT COMES OUT OF THIS PLAN.

IT JUST TALKS ABOUT HOW THE WHOLE THING WORKS. SO THE COMPREHENSIVE LAND IS A DOCUMENT THAT SHOWS THE GENERAL DIRECTION FOR THE PHYSICAL DEVELOPMENT OF THE CITY.

THEY SET THE FRAMEWORK FOR WHICH WE CAN IMPLEMENT THE TOP PLAN. I ALWAYS TELL PEOPLE THE COMP PLAN IS A VISION AND A MAP. WE SET THE PLANT -- THE PLAN IS ON THE IMPROVEMENT PLAN FOR ENROLLING FIVE YEARS AND THE POLICIES AND PROCESSES FOR MAINTAINING AND UPGRADING ASSETS FOR THE CITY. THIS LETS THE CITY ACHIEVE SMART GROWTH WHICH ALLOWS THE

ADMINISTRATION TO BE PROACTIVE IN PLANNING FOR THE CITY. >> SO NOW, I WANT TO CHANGE COURSE A LITTLE BIT AND TALK MORE ABOUT, THE PROPOSED REWRITE PROJECT THAT IS ON THE AGENDA FOR LATER THIS EVENING. I WANT TO GIVE YOU A BRIEF OUTLINE HERE FOR THOSE OF YOU THAT MAY HAVE GONE THROUGH THESE PROCESSES TOWARD THESE PROJECTS BEFORE, THIS IS A STANDARD APPROACH TO GATHERING INPUT, REVIEWING AND ASSESSING AND PROVIDING DRAFTS.

TRADITIONALLY A VERY SMALL APPROACH WHERE YOU GET VOLUME ALONG THE WAY.

SO WE TALK ABOUT PUBLIC PARTICIPATION PROGRAMS, DOING REVIEWS, ASSESSES AND CHANGES TO THE COMP PLAN AND THAT WILL BE BROUGHT IN FRONT OF YOU AS WELL AS THE COMMUNITY SO WE CAN OBTAIN CONSENSUS AND THEN HAVE FINAL RECOMMENDATIONS ON HOW WE WOULD DO THE REWRITE SPIRIT.

A PUBLIC INVOLVEMENT PROGRAM AND DATA ANALYSIS, DRAFTS, AND FINAL DELIVERIES.

>> THERE'S BEEN A LOT OF CONVERSATION ON WHAT TO DO ABOUT THE EA ARTWORK THAT WAS DONE.

WE HAVE DONE SOME ANALYSIS ON THE FEEDBACK. THE MAJOR TAKE AWAY IS FOCUSING ON IMPLEMENTATION AND ENFORCEMENT IN THE LAND DEVELOPMENT CODE.

SO, FOR OUR PROPOSAL AND APPROACH, OR THE COMP PLAN WE ARE NOT PROPOSING A FULL REWRITE. WE ARE PROPOSING A REWRITE IN CERTAIN SEGMENTS AND CERTAIN COMPONENTS OF THE PLAN, AND TRANSPORTATION IS AN EXAMPLE. WE WOULD MAINTAIN THE CURRENT DIRECTION AND UPDATES. THIS IS AN EXAMPLE. REMOVE OUTDATED REFERENCES AND TIME FRAMES AND STRENGTHEN POLICIES. THE REAL WORK NEEDS TO BE DONE IN THE LAND DEVELOPMENT CODE WHERE WE NEED TO TRANSLATE POLICY INTO COAT THAT IS SIMPLE TO UNDERSTAND AND EASY. WHAT HAS HAPPENED IS, THEY HAVE BEEN THIS TYPE.

WHETHER IT IS A SET OF RULES OR REGULATIONS OR SYSTEM, YOU BEGIN TO GET INCONSISTENCIES.

AND YOU FIND ONE THING OVER HERE AND IT CONFLICTS OVER HERE. WE THINK THAT IS WHERE A

SIGNIFICANT PORTION OF OUR WORK WILL BE HELD. >> THIS IS A PROPOSED PLAN AND VIEW AND ONE OF THE WAYS WE WILL APPROACH THIS. IMPORTANT TO INCLUDE, WE THINK IT IS IMPORTANT ESPECIALLY ON THE ADVISORY COMMITTEE TO INCLUDE UPPER REST -- UNDERREPRESENTED COMMUNITIES SUCH AS THE AFRICAN-AMERICAN COMMUNITY. WE ALSO HAVE THE CHAMBER REACH

PARKS AND BRAD WILL HAVE A ROLE AND WE WILL BRING THE POLICE AND AT SOME POINT. SO IF YOU LOOK AT IT AS TWO PIECES, THE COMP PLAN AND THE LAND DEVELOPMENT CODE. WHERE WE WANT THE MOST SUPPORT, IT WOULD BE IN TRANSPORTATION, ADAPTATION, AND FLOODING. CONSERVATION AND A SUB- ELEMENT. WE THINK THOSE ARE THE PRIMARY ELEMENTS THAT NEED FOCUS. AND THE STAFF PLAYS AN IMPORTANT ROLE THEY WOULD REMOVE REDUNDANCIES. WE HAVE A LOT OF CHANGING AND REMOVING DATES AND UPDATING TIME FRAMES. MODIFY OUTDATED REFERENCES. AND TO WORK ON OTHER ELEMENTS AS REQUIRED. AND NO MATTER WHAT KIND OF CONSULTING FIRM VIEW BREAK-IN, THEY WILL NEED STAFF SUPPORT. PEOPLE HAVE TO UNDERSTAND WHY WE ARE WHO WE ARE AND WHY THIS WORKS. THERE WILL BE A LINK ON HOW THEY WANT TO MOVE FORWARD.

IT IS MORE ABOUT PICTURES AND CONCEPTS AS OPPOSED TO ZONING AND MRS. GIBSON CAN GIVE YOU A LONG DETAILED EXPLANATION. SO WE WILL LOOK AT FORMATTING. WE WILL LOOK AT MAKING IT MORE SIMPLE. AND THE STANDARDS THAT NEED TO BE REVIEWED.

ADMINISTRATIVE PROCESS AND THERE ARE A LIST OF OUTSTANDING REVISIONS THAT HAVE BEEN SITTING ON THE PLANNING DIRECTOR'S DESK FOR A WHILE. SO WHAT ARE OUR NEXT STEPS.

WHAT WOULD WE LIKE TO DO. I WOULD ASK THAT TONIGHT, YOU HAVE THESE ITEMS ON YOUR AGENDA.

I ASK THAT YOU APPROVE THEM. FROM THAT, WE CAN DELIVER MORE DELIVERABLES AND WE CAN BEGIN NEGOTIATIONS WITH TOP VENDORS SO WE CAN GET TO ACTUAL CAUSE. AT THIS POINT WE HAVE NO IDEA WHAT THIS WILL CAUSE BECAUSE WE DID AND RFQ. SO WE HAVE NO MONEY AT ALL, IN TERMS OF WHAT IT WILL COST US. SO WE NEED TO QUICKLY GET TO THAT, AND FIND OUT WHAT OUR DELIVERABLES WILL BE. THEN WE WILL HAVE A PROJECT PLAN.

WE WILL HAVE A PROJECT KICKOFF WHICH WILL BRING THIS TO THE COMMUNITY AND ESTABLISH COMMITTEES TO DETERMINE THE GOALS, THE MEETING SCHEDULE AND OF COURSE WE WOULD PROVIDE YOU, AS WELL AS THE PAB REGULAR UPDATES. ON A MONTHLY BASIS AS WE WORK WITH THIS PROJECT. WE ARE NOT SURE HOW LONG IT WILL BE, BECAUSE WE NEED TO SIT DOWN AND DO THE DEEP DIVE WITH VENDORS AND WORK OUT THE NUTS AND BOLTS.

I WOULD LIKE TO LET THE PLANNING ADVISORY BOARD DO THEIR JOB AND THEN IT WILL COME BACK TO THE GOVERNING BOARD FOR APPROVAL.
