THIS IS A FOLLOW-UP ITEM FROM OUR AUGUST 4 MEETING. THIS IS ONE OF THE REMAINING LAND DEVELOPMENT CODE AMENDMENT. IT WAS A MINOR AMENDMENT, BUT ONE THE COMMISSION DIRECTED.

AT THE PRIOR BOARD MEETING WE DISCUSSED THE DEFINITION OF A RACE TRACK.

WE ALSO WENT THROUGH THE ADDITIONAL PROVISION OF THE TABLE LAND USES AND TABLE ACCESSORY USES WHICH WOULD HAVE A RACE TRACK AS BLANK, MEANING IT IS PROHIBITED IN ALL ZONING DISTRICTS. THE REQUESTED FOLLOW-UP THIS EVENING IS BASED ON YOUR DIRECT REVISION TO INCORPORATE WHERE IT MIGHT ALLOW FOR RACE TRACKS LIKE SPECIAL EVENTS FOR MORE SPECIAL USE. BUT ALSO TO MAKE SURE IT WAS INCUMBENT, THAT IT DIDN'T APPLY JUST TO AUTOMOBILE, ALL PHASES OF RACING. I BELIEVE THAT THE DEFINITION THAT WAS CIRCULATED TO YOU NOT ON THE WEBSITE AT THIS POINT IN TIME, BUT ON THE SCREEN.

ALL OF THESE PROPERTY OWNERS SUBMITTED VOLUNTARY ANNEXATION PETITIONS. AND THE CITY IS ACTING ON THESE REQUESTS BECAUSE THEY ARE CONTIGUOUS PROPERTY OWNERS AND WE'RE ASSIGNING LAND USE AND OWNING THAT MOST CLOSELY RESEMBLES THE EXISTING NASSAU COUNTY LAND USE AND ZONING.

SO THE FIRST CASE TONIGHT 2020-0008 IS FOR A GROUP OF PROPERTIES OFF OF SIMMONS ROAD.

HERE WE GO. SO THIS VOLUNTARY ANNEXATION ASSIGNMENT OF FUTURE LAND USE MAP CATEGORY FOR ALL 11 PARCELS OF LOW DENSITY RESIDENTIAL WITH THE R-1 ZONING DISTRICT.

THE PARCELS INCLUDE TEN PARCELS IN THE SUBDIVISION CALLED THE PLANTATION HAMMOCK SUBDIVISION ON THE SOUTH SIDE OF SIMMONS ROAD. THAT APPROVAL, OR EXCUSE ME, THAT VOLUNTARY ANNEXATION REQUEST WAS MADE BY THE DEVELOPER IN 2014 BEFORE THE SUBDIVISION WAS SUBDIVIDED AND APPROVED THROUGH NASSAU COUNTY. THE PARCEL ON THE NORTH SIDE OF SIMMONS ROAD, 847 SIMMONS ROAD, REQUESTED VOLUNTARY ANNEXATION FOR WATER SERVICES IN 2018.

THESE PROPERTIES BECAME CONTIGUOUS TO THE CITY LIMITS IN 2016 WHEN THE LAKE SIDE SUBDIVISION WAS ANNEXED INTO THE CITY WHICH YOU CAN SEE ON THE MAP HERE, IT'S NOT A LEGEND, WHICH THERE SHOULD HAVE BEEN, BUT THE YELLOW BOUNDARY ON THE LEFT SIDE OF AMELIA ROAD IS THE CURRENT CITY BOUNDARIES. AMELIA ROAD AND SIMMONS ROAD, WHILE BETWEEN THE CITY BOUNDARY AND SUBJECT PARCELS DOES NOT PROHIBIT THE EXPANSION OF THE CITY BOUNDARIES.

SO IN TOTAL, THERE'S APPROXIMATELY 4.32 ACRES OF LAND, AGAIN, CONSISTING OF 11 PARCELS, 10 OF WHICH ARE SINGLE FAMILY HOMES AND ONE COMMON STORM WATER POND FOR THE SUBDIVISION. AGAIN, THE CITY IS REQUESTING ASSIGNMENT OF THE LOW DENSITY RESIDENTIAL FUTURE LAND USE CATEGORY AND THE R-1 ZONING DISTRICT.

CURRENTLY THE PROPERTIES HAVE A NASSAU COUNTY RESIDENTIAL SINGLE FAMILY 2 ZONING AND NASSAU COUNTY MEDIUM RESIDENTIAL WHICH MOST CLOSELY ALIGNS WITH THE CITY'S R-1 LAND USE AND ZONING REQUIREMENTS THAT WE'RE REQUESTING TONIGHT. THE VOLUNTARY ANNEXATION IS COMPLIANT WITH ALL OF THE APPLICABLE FLORIDA STATE STATUTES, CITY'S MUNICIPAL CODE AND IS CONSISTENT WITH THE COMPREHENSIVE PLAN AND LAND DEVELOPMENT CODE.

ALL OF THESE PROPERTIES, WHETHER REDEVELOPING OR EXPANDING, WOULD HAVE TO COMPLY WITH CITY ZONING CODE REQUIREMENTS FOR THE R-1 ZONING DISTRICT. AND AS SUCH, FOR PAB CASE 2020-0008, STAFF REQUESTS STATES ACTION IS CONSISTENT WITH CITY'S COMPREHENSIVE PLAN AND LAND DEVELOPMENT CODE. STAFF RECOMMENDS APPROVAL OF THE VOLUNTARY ANNEXATION ASSIGNED AS A LOW DENSITY FUTURE CATEGORY IN THE R-1 ZONING DISTRICT. FOLLOWING TONIGHT'S RECOMMENDATION, THESE WILL APPEAR AS THREE SEPARATE ORDINANCES, ANTICIPATED FOR THE

THE WATER AND SEWER RESOLUTION EXTENDING THE SERVICES OUTSIDE CORPORATE LIMITS FOR 2246 SADLER ROAD WAS APPROVED THROUGH 2017-193. THIS ALLOWED FOR CONSTRUCTION OF THE 103-ROOM HOME TO SUITES HILTON. 2233 SADLER ROAD ON THE NORTH SIDE OF SADHRER WHERE THE HOME IS LOCATED REQUESTED ANNEXATION IN JUNE 2020 WHEN THEIR SEPTIC SYSTEM FAILED. WE HAVE THAT SIGNED AGREEMENT AND THE CITY EXTENDED THOSE SERVICES TO CONNECT TO THE SEWER AN ALLEVIATE THEIR PROBLEM AT THAT PARTICULAR TIME.

I HAVE GOT A TABLE WITH ALL THE VARIOUS LAND USE AND ZONING. I'LL GO TO A MAP THAT SHOWS THE CURRENT FUTURE LAND USE AND ZONING MAP OF NASSAU COUNTY. CURRENTLY, THIS AREA ON SADLER ROAD HAS A FUTURE LAND USE OF COMMERCIAL ON THE COUNTY. ON THE LEFT-HAND SIDE YOU CAN SEE THE NASSAU COUNTY ZONING MAP. YOU CAN SEE REFERENCES TO VARIOUS ORDINANCES AND THE PURPLE SHADE IS RESIDENTIAL ZONING.

MOST OF THE RECENT, OR COUPLE, 2018 ZONING MAP CHANGES, THOSE CORRECTED THE MISMATCH BETWEEN THE NASSAU COUNTY LAND USE AND ZONING MAP AND PROVIDED A NASSAU COUNTY GENERAL COMMERCIAL ZONING. ON THE SOUTH SIDE OF SADLER ROAD -- KEEP GETTING THE ADDRESSES WRONG. THE 2246, THE HOTEL. CITY IS REQUESTING A GENERAL LAND USE C-1 COMMUNITY COMMERCIAL ZONE. ON THE NORTH SIDE, THE CITY IS REQUESTING ASSIGNMENT OF A MIXED USE LAND USE CATEGORY. NOW, THIS LAND USE AND ZONING DESIGNATION WILL INTRODUCE RESIDENTIAL, CITY'S RESIDENTIAL DENSITY OF EIGHT DWELLING UNITS AN ACRE AND ALLOW FOR THOSE ANCILLARY COMMERCIAL USES THAT ARE PERMISSIBLE IN THE MU-1 ZONING DISTRICT. THIS WILL ALSO PROVIDE FOR A ZONING THAT DOESN'T CREATE A NONPERFORMANCE SITUATION WITH REGARD TO THE EXISTING SINGLE FAMILY HOME.

I HAVE REFERENCED THE APPLICABLE POLICIES, COMPREHENSIVE PLAN AND CODE IN THE STAFF REPORT.

SHORTLY AFTER THAT RESOLUTION TO EXTEND THE SERVICES, THE CITY AMENDED THE SUPPLEMENTAL STANDARD SECTION OF THE LAND DEVELOPMENT CODE TO ACCOUNT FOR THE OFF SITE SIGNAGE THAT IS NEEDED FOR THE HOSPITAL AND TO AMEND THE MAXIMUM ALLOWABLE HEIGHT TO 60 FEET TO ACCOMMODATE THE HOSPITAL'S NEEDS.
