WOULD YOU LIKE TO DO ABOUT ROLL CALL? >> AND CALLING THE ROLL.

WE DO HAVE A FORUM. DO YOU WANT TO DO ONE PERSON SAY PLEDGE OF ALLEGIANCE HE SAID IT IS WEIRD BECAUSE THEY ARE BEHIND US. THOUGH IT IS EASIER WHEN YOU DO

ONE PERSON. >> I PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. ANSWER THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD

INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. >> SHE IS FROZEN. SCOTT INFORMED ME THAT THE CHAIRPERSON OF THE BOSQUE BELLO

[Item 4.2]

COLUMBARIUM WOULD LIKE TO PULLED THE WOULD LIKE TO PULLED IT. >> WE CAN PUT IT BACK ON NEXT

MONTH. >> THAT WILL GIVE YOU MORE TIME TO LOOK AT IT.

>> THAT IS YOUR CALL. >> WILL, I MEAN, HE WANTS TO PULL IT, YEAH.

AND HE WANT TO PUT IT BACK ON NEXT MONTH. >> IS FOUND STILL HERE?

>> HE DOESN'T WORK FOR THE CITY HERE BUT HE IS STILL CHAIRMAN OF THE BOSQUE BELLO COLUMBARIUM.

>> WHAT DID I MISS WHILE I WAS FROZEN? >> PULLING THE BOSQUE BELLO COLUMBARIUM. THAT WAS A REQUEST FROM THE REQUESTER.

>> WAS THE REQUESTER? >> SOUND. CHAIR SO HE WAS GOING TO MAKE A

PRESENTATION? >> YES WE SENT YOU A COPY AND IT WAS ATTACHED.

>> HE WAS GOING TO ZOOM INTO US. BUT I GUESS HE IS UNAVAILABLE. >> IT IS SUPPOSEDLY GOING TO BE

PUT ON THE NEXT MONTH'S AGENDA. >> YES, MA'AM. >> THANK YOU.

>> OKAY, IS THERE ANY WAY TO CHECK IN FOR QUESTIONS? >> THERE IS A HAND.

>> IS THERE ANY WAY TO INDICATE YOU HAVE A QUESTION. I DON'T SEE IT RIGHT NOW.

>> YOU GUYS CAN RAISE HER HANDS IN THE AIR WHEN YOU WANT TO SAY SOMETHING.

OR YOU CAN CLICK ON THE RAISE YOUR HAND BUTTON. HOWEVER YOU WANT TO HANDLE IT.

>> AND JOINT MAY WANT TO RECOGNIZE THAT PERSON. >> ABSOLUTELY.

>> I JUST WANTED TO, IN TERMS OF THIS PRESENTATION, I THOUGHT WE TRIED TO MAKE SURE WE UNDERSTAND THAT IF WE ARE GIVING A PRESENTATION IT BE LISTED AND WE KNOW WHO IS COMING TO SPEAK TO

[00:05:06]

US. AND I THOUGHT WE CLARIFIED THAT IN THE BYLINES.

I WOULD LIKE TO KNOW IF IT WILL BE A PRESENTATION RATHER THAN AN INTERNAL DISCUSSION.

SO I WOULD APPRECIATE IF IT WAS PUT ON THE AGENDA. >> THEY WERE NOT COMING TO

SPEAK. >> THEY WERE PLANNING ON ZOOMING IN.

>> AND GIVE A PRESENTATION THAT WAS GIVEN THAT WAS E-MAILED TO EVERYONE.

SO AT THE NEXT MEETING YOU CAN POSTED ON THE MEETING AS A PRESENTATION AND WHO WILL GIVE

IT. >> WE GOT IT THE DAY OF THE AGENDA.

>> I AGREE WITH THAT. IT IS CONFUSING. >> I WOULD LIKE TO ASK A

QUESTION. >> SINCE WE ARE HERE TO TALK ABOUT THE CAPITAL IMPROVEMENTS PLAN, THE BOSQUE BELLO COLUMBARIUM HAS SOME RELATION TO THAT SINCE IT IS IN THE BUDGET.

MY QUESTION HAS TO DO WITH, NOT SO MUCH WHAT THE PLAN IS, BUT HOW IT WILL BE FUNDED.

WILL THIS BE A PROJECT THAT THE CITY FUNDS SO IT IS MY UNDERSTANDING THERE IS A GROUP OF PEOPLE WHO SUPPORT THIS. WHAT IS THEIR RELATIONSHIP TO THAT.

>> I GUESS YOU COULD SAY IT IS A SUB COMMITTEE THAT CREATED THEMSELVES TO THE RESTORATION FOUNDATION SO THEY CAN GO AND GET ASSISTANCE WITH FUNDING. SO THEY CAN'T TAKE DONATIONS.

BUT I ALSO HAVE A QUESTION. WHEN, I WAS LOOKING AT THE ACTUAL AREAS WHERE PEOPLE WOULD BE PLACED, THERE SEEMED TO BE LARGER OR SMALLER UNITS. I DON'T KNOW IF MAN CAN ANSWER THIS OR NOT BUT IS IT POSSIBLE TO GET A RATE SCHEDULE SO WE KNOW HOW MUCH MONEY THESE THINGS WILL GENERATE. TO ANSWER THAT QUESTION, RIGHT NOW THERE IS A CONSULTANT THAT WAS HIRED BY THE CITY TO DO THE PLAN. AND SCOTT CAN CHIME IN HERE BUT BASED ON MY UNDERSTANDING WE DON'T ACTUALLY HAVE A PRICE. UNIT AT THIS POINT.

BUT BASED ON THE OVERALL COST THAT IS WHEN IT WILL BE SET TO COVER THE COST.

BUT IT IS STILL VERY EARLY. >> SO WE HAVE A WIDE RANGE OF PRICES THAT YOU CAN CHARGE, IT CAN BE AS MUCH AS WHAT A NORMAL GRAVESITE WOULD BE OR LESS. BASICALLY, WHAT OUR PLAN WOULD BE GOING FORWARD IS THAT THIS WOULD BE A REVENUE GENERATOR. IT WOULD MAKE MUCH MORE MONEY.

CAN SOMEONE MUTE THERE MIKE. >> BACK INFORMATION DOESN'T SEEM TO BE THE TRUST FUND, SO WILL THAT COVER THE MAINTENANCE OF THAT BECAUSE I HAD SOME QUESTIONS AND WE WILL GET TO IT IN A LITTLE BIT. THERE WERE SOME MAINTENANCE CONCERNS I HAD WITH THIS THAT WE

[00:10:02]

NEED TO MAKE SURE THAT WE COVERED THAT. >> SO LONG TERM, BUILDING THE COLUMBARIUM WILL CONTINUE TO ALLOW MUCH MORE MONEY TO COME INTO THE CEMETERY.

AS WE MOVE FORWARD LIKE RIGHT NOW 70% OF THE BURIALS, AND I FEEL THAT NUMBER WILL CONTINUE TO GROW. SO THIS, NOT TAKING UP AS MUCH SPACE, WILL ALLOW US TO CONTINUE

TO GENERATE REVENUE OTHERWISE WE WILL RUN OUT OF SPACE. >> YES.

>> GO AHEAD. >> BY THE SAME LINE I WOULD SAY I SEE A BUDGET COMING FROM IMPACT FEES. THIS IS TWO QUESTIONS ARE THERE ANY GENERAL FUNDINGS COMING OUT

OF THIS. >> NO. >> AND THE OTHER QUESTION I HAVE, HOW, IS 85 THE LIMIT, IT'S HARD FOR ME TOO UNDERSTAND HOW YOU CAN SPEND MONEY IF YOU DON'T HAVE ANY PROJECTION OR REVENUE FROM THE PROJECT. MAYBE SPEND 100,000 OR LESS.

I WOULD HOPE THEY SAY IF WE ADD SOMETHING, WE HAVE AN AREA FOR WHATEVER.

>> THAT WILL BE PRESENTED TO YOU. >> OKAY.

WE ARE NOT QUITE THERE YET. I HAVE A QUESTION THE ESTIMATED COSTS AND THE ESTIMATED REVENUES

WILL BE PRESENTED TO YOU BEFORE ANYTHING STARTS. >> I ALSO HAD ANOTHER QUESTION AND LOOKING AT THE DRAWINGS THERE ARE SOME TREES THAT NEED TO BE REMOVED.

SOME WILL HAVE TO BE TAKEN OUT. NOT MANY, BUT SOME OF THEM. I KNOW IT COST MONEY TO TAKE THE TREES DOWN IS THERE ANYTHING IN THE BUDGET THAT WILL PAY FOR THE TREES TO BE TAKEN DOWN.

>> IT WOULD ALL BE INCORPORATED INTO THE PROJECT. >> I'M SORRY, I LOST CONNECTION

SO I DON'T KNOW WHAT WAS SAID PRIOR. >> THE TREES, NO I HAVE A QUESTION. I DON'T UNDERSTAND HOW YOU CAN ESTIMATE THE COST WANT TO SPIN UNLESS IT WAS REVENUE. THE EXPECTED COSTS IN RELATION TO TO WHAT WOULD BE CHARGED AND

HOW MUCH REVENUE IT WOULD GENERATE. >> I HAVE ONE MORE QUESTION.

>> WE WILL HAVE THAT FOR THE MEETING. >> THAT IS CORRECT.

GO AHEAD. JUST FOR PROCEDURE. IS IT BEST TO TABLE THIS DISCUSSION BECAUSE WE HAVE THE PRESENTATION OR IS THERE A VOTE FOR INFORMATION THAT IS NEEDED IN ORDER FOR THINGS TO GO MOVING FORWARD. I THINK EVERYTHING SHOULD BE TABLED UNTIL YOU HEAR THE PRESENTATION AND THEN WE WILL DISCUSS THAT.

>> CAN YOU HEAR ME. >> PERHAPS IN ADVANCE OF THE PRESENTATION WE SHOULD SUGGEST IT INCLUDES AS THE GROUP WOULD PROBABLY NOT SUPPORT THE DAMAGE OR REMOVAL OF GRAVE MARKERS AND FINALLY THE LOOK AND FEEL SHOULD BE SPECIFIC WITH THE LOOK AND FEEL OF THE LOCATION.

[00:15:06]

THESE ARE ISSUES THAT I KNOW I FOR ONE WILL SUPPORT. >> I FEEL THOSE QUESTIONS WILL

BE ANSWERED. >> I THINK YOU CAN TELL WE ARE ITCHING TO TALK ABOUT IT.

>> >> PERHAPS YOU SHOULD ALERT THE PERSON WHO IS GIVING THE PRESENTATION THAT THERE IS AN AREA OF CONCERN WHERE THERE ARE A GREAT SPIRIT ARE THEY MOVING

THEM? >> NO. IF I MAY, IF YOU DO HAVE QUESTIONS IT WOULD BE GREAT IF THEY COULD E-MAIL THEM TO US AND I CAN FORWARD THEM.

>> WE CAN PULL SOMETHING FROM THE MINUTES. >> THERE WILL BE NOTHING.

IF YOU COULD, YOU GOT THE PACKETS AND YOU GOT AN E-MAIL, SO PLEASE GO OVER IT THIS MONTH

AND DEVELOP THOSE QUESTIONS. >> OKAY, SINCE WE HAVE ALREADY SKIPPED AHEAD, IN THE ORDER OF THE AGENDA, SHOULD WE GO BACK AND EVERYONE'S THE DARK BACK WITH THE CAPITAL BUDGET UPDATE, I KNOW IT'S A SURPRISE BUT IT MAKES MORE SENSE TO DO THIS. SO LIKE YOU SUGGESTED, LET'S PULL THE QUESTION AND WE WILL COME BACK TO IT WITH EVERYTHING PULL TOGETHER.

>> THAT SOUNDS GOOD. >> SOUNDS GOOD. >> ALL RIGHT, DO YOU TAKE OFF

[Items 4.1 & 7]

WITH THIS UPDATE. SURE, I CAN -- I APOLOGIZE. I MADE MY OWN BIGGER ONE.

BASICALLY WHAT YOU ARE LOOKING AT IS WHAT WAS SUBMITTED TO THE FINANCE DEPARTMENT AND THE CITY MANAGER. THIS WAS FOR THE REQUEST. I KNOW THIS HAS CHANGED BECAUSE THEY ARE WORKING ON MINIMIZING THE BUDGET. SO I DO NOTE THAT THE TENNIS COURTS WITH LED LIGHTNING HAS BEEN REMOVED. AND I BELIEVE THE ROOF, TO REPLACE THE FENCING HAS BEEN CUT IN HALF. HALF BUT NOT REMOVED.

I DON'T KNOW WHAT WILL BE DONE. AND THEN ONE OF THE THINGS, STANDBY, SOMETHING THE LOCKER ROOM ROOF THAT WAS REMOVED. SO THOSE THREE THINGS LIKE CONFIRM TODAY HAS CHANGED.

THE OTHER ITEM THIS ROOF IS STILL IN THE BUDGET. THE REJECTION OF NORTH BEACH PARK IS STILL IN THE BUDGET. AND RESURFACING THE KIDDIE POOL IS STILL IN.

THIS IS A BIG ITEM THAT HAS TO BE REDONE. AND THOSE ARE THE REGULAR CAPITAL IMPROVEMENTS. NOT INCLUDING THE IMPACT FEES WHICH AS WE DISCUSSED, THERE IS THIS ONE FOR 85,000. THERE IS THE REQUEST FROM ELM STREET AND THE WALKOVER

[00:20:01]

ADDITION. AND THIS IS POP WARNER FOOTBALL FIELD.

>> SA QUICK QUESTION ON THE FOOTBALL FIELD. >> THERE WERE SHADE STRUCTURES -- LIKE THERE WAS ONE PUT OVER THE BLEACHERS BUT BUT AT HALFTIME THE PLAYERS COME OFF OF THE FIELD AND THEY GO INTO THE CORNER AND THEY ARE IN THE SON SO THEY REQUESTED THIS SO THE PLAYERS COULD COOL DOWN. IT IS AT MINIMAL COST. ALL OF THESE, ITEMS THAT YOU

JUST MENTIONED WHICH ARE FUNDED DOES NOT AFFECT THE MILITARY. >> NO, SIR.

>> SO THAT'S A DIFFERENT GROUP. >> SO THE ONES I TOUCHED ON AND TOLD YOU HAD BEEN REDUCED OR ELIMINATED. THOSE COME OUT OF THE GENERAL FUND.

>> IF I MAY. I'D LIKE TO ASK A COUPLE MORE QUESTIONS REALLY QUICKLY.

THE REPOINTING OF THE TECH CENTER, THE FUNDING IS SHOWN THAT IT IS STATE FUNDING.

I BELIEVE THEY ARE APPLYING FOR A GRANT. SO IN THE REVENUE PORTION OF THE BUDGET, YOU WILL SEE A REVENUE SOURCE HOWEVER, SHOULD THE GRANT NOT BE RECEIVED, THE COMMISSION MAY DECIDE IT IS IMPORTANT TO DO THIS PART OF THE BUILDING NOW BECAUSE SO YOU ARE PROPOSING

HALF OF THE PROJECT. >> IF YOU LOOK HERE, 33% OF IT WILL.

IF WE DON'T RECEIVE THAT REVENUE , THE CITY DOESN'T HAVE $750,000 OF ITS OWN.

THAT IS TAKING INTO CONSIDERATION THAT A GRANT IS BEING RECEIVED AND IT WOULD SHOW IN THE REVENUE PORTION OF THE BUDGET. SO 67% AND 33%, THE CITY PAYS

THE 33%. >> YES THAT IS MY UNDERSTANDING. >> SO, IF YOU DO GET THE GRANT, COULD THAT $750,000 BE REDUCED. IF YOU GET THE GRANT. IT IS ALREADY SHOWING.

YOU DON'T SHOW IT HERE BUT THERE IS A REVENUE PORTION OF THE BUDGET THAT IS SHOWING THE REVENUE FROM THE GRANT. SO, IN THE OVERALL BUDGET WE ARE ONLY PUTTING IN 33%.

>> IT IS NOT REALLY $750,000 ADDED TO THE GENERAL FUND. >> WE DON'T KNOW WHAT THAT

AMOUNT IS AT THIS POINT. >> ONLY IF WE RECEIVE THE GRANT. >>) THAT IS TYPICAL WITH GRANTS.

IF WE DON'T GET IT SOMETIMES THE CITY WILL MAKE A DECISION BASED ON WHETHER OR NOT TO PULL THE FUNDING FROM SOMEWHERE ELSE. SO THAT IS STILL A? WHERE THEY WILL GET THE GRANT AND IF THEY DO, HOW MUCH MONEY YOU WILL SPEND OUT OF THE GENERAL FUND TO DO SOME PORTION.

THE CITY WOULD BE IN CHARGE OF 33% OF THE $700,000 YOUR CHURCH WHATEVER THAT THAT COMES IN.

SO IT IS DOWN THE ROAD, THE GRANT. >> I ALSO HAVE SOME QUESTIONS JUST SO THE PUBLIC KNOWS, AT THE BEGINNING WHEN WE WERE REPLACING THE VEHICLES, IF THEY ARE TALKING ABOUT CUTTING PROGRAMS, THE VEHICLES, THE PASSENGER VAN, I GET IT.

THEY NEED REPLACING. WHAT PROGRAMS ARE THEY ASSOCIATED WITH.

>> ASSOCIATED WITH MULTIPLE. >> OF THE FORD ESCAPE TOO? >> THAT THE REPLACEMENT VEHICLE

[00:25:05]

FOR THE 2007 FORD ESCAPE. THAT IS A ROTATION. >> THAT'S JUST FOR STAFF.

>> RIGHT AND WHAT ABOUT THE INTERNATIONAL BUS? THAT'S A SCHOOL BUS WE HAVE TO SCHOOL BUSES. ONE COMPLETELY CRASHED AND BURNED.

SO WE HAVE BEEN WITHOUT ONE SCHOOL BUS AND USING VANS AND ANOTHER OLD BUS, ONLY ON THE

IT'S MULTIPLE TRIPS. >> SO IT'S KIDS. >> YES ONLY CHILDREN.

OKAY. I PROBABLY KNOW THE ANSWER WITH CRYSTAL THE PUBLIC YOU KNOW,

THIS MANLIFT, AND I THINK THAT WAS REMOVED. >> I THINK IT WAS REMOVED.

BUT IT'S NOT OUT OF YOUR YET. >> I'M PRETTY SURE, I DIDN'T ASK ABOUT THE VEHICLES BECAUSE DAN

WORKED ON THAT BUT I'M SURE THAT WAS REMOVED. >> JUST OUT OF CURIOSITY.

>> IT IS FOR MULTIPLE THINGS. RIGHT NOW IT BLOCKS TRAFFIC AND THIS IS A LIFT YOU CAN PULL BEHIND THE TRUCK AND PUT THE OUT RIVERS DOWN AND TRIM TREES AND REPLACE LIGHTING, IT IS MORE FUNCTIONAL. BUT I DO BELIEVE, MY ONE 100% SURE, IT WAS REMOVED FROM THE BUDGET, I JUST GOT THE SIGNAL OKAY I'M REALLY GLAD YOU ARE REPLACING THIS.

>> BUT THAT'S NOT THIS COMING YEAR. THEY ARE REALLY LOOKING.

>> WE REPLACE THEM NOT TOO LONG AGO. WE HAD AN OUTSIDE CONTRACTOR

COME IN TO WORK ON IT. >> ARE YOU TALKING ABOUT THE ACTUAL GRANT.

>> THE SURFACES NOT A LOT OF USE I WORRY FOR SAFETY SAKE. THAT TYPE OF ITEM TO REPLACE TO HAVE THE MATERIAL REPLACE, WOULD NOT BE A HIGH EXPENSE. I KNOW THERE'S A COUCH THAT WE NEED TO ADDRESS. THAT WOULD BE SOMETHING WHERE WE COULD ORDER THE SURFACE AND TRY

TO SELL IT OURSELVES OR HIRE BUT THE DOWN THE ROAD STRUCTURES >> I PROBABLY ASKED THIS QUESTION BEFORE BUT I WILL ASK IT AGAIN BECAUSE I DON'T REMEMBER.

THIS IS -- I KNOW WE HAVE TO SPEND IMPACT FEES WITHIN SUCH A PERIOD OF TIME.

THERE MUST BE A DEAL TO TRACK ALL OF THIS. DO YOU HAVE A FIGURE ON HOW MUCH YOU CAN SPEND IN THE BUDGET YEAR BASED ON A MINIMUM OF WHAT WILL HAVE TO BE SPENT TO COMPLY WITH

THE REQUIREMENT. >> NO. >> THAT IS NOT PROVIDED TO ME.

>> SO HOW DO YOU KNOW, HOW DO YOU KNOW, HOW MUCH OF IT HAS TO BE SPENT BECAUSE IT WOULD HAVE TO BE GIVEN BACK IF WE DIDN'T. AND ACCOUNTS FOR THE NEXT BUDGET YEAR.

>> MY UNDERSTANDING IS, WE USUALLY SPEND EVERYTHING WE GET. WE PROJECT OUT THE MORE DOLLARS COMING IN. IT'S MY UNDERSTANDING THAT MAY BE WRONG.

>> THERE IS A REJECTION BASED ON GROWTH THAT IS CALCULATED EACH YEAR.

[00:30:01]

OVER THE PAST MANY YEARS AGO, IMPACT FEES WERE NOT BEING SPENT AND MORE PROJECTS WERE BEING DONE IF YOU LOOK IN THE CAPITAL IMPROVEMENT BUDGET, YOU WILL SEE TWO LARGE AMOUNTS THAT WERE NOT BUDGETED BY THE PARKS AND RECTOR DEPARTMENT WHAT IS THE WATERFRONT AND ONE IS THE FRONT STREET SIMMONS PROPERTY. WHEN YOU LOOK AT THE SMALL AMOUNTS THAT WE ARE BUDGETING, IT IS OBVIOUS THE CALCULATIONS FROM THE PLANNING DEPARTMENT. WE DON'T, WE HAVEN'T REQUESTED A

LOT TO USE. >> WE CANNOT HEAR YOU. ARE YOU TALKING?

>> YES, YOU ARE MUTED. MAYBE I'M MISSING A DOCUMENT. WAS THERE A SECOND DOCUMENT?

>> NO IT IS THE WHOLE THING. THAT IS THE WAY IT COMES TOGETHER.

>> HOW DO I KNOW IT WASN'T REQUESTED BECAUSE IT WASN'T IN THE FIVE-YEAR PLAN.

>> WAS REQUESTED BY SOMEBODY. >> BALLPARK AND THE FRONT STREET PROPERTY ARE BOTH LISTED FOR 2021. THAT WOULD PROBABLY BE FROM THE CITY MANAGER'S OFFICE.

THEY HAVE THEIR INPUT ON WHAT THEY WANT REQUESTED. >> IT SAYS IMPACT FEES AS A SOURCE OF FUNDING. UNLESS WE HAVE YOUR REQUEST, I DON'T KNOW WHAT YOU REQUESTED

AND WHAT THE CITY PUT INTO USE. >> THE ONES I WENT OVER WITH YOU, ARE THE ONES THAT WE

REQUESTED. >> COULD YOU PROVIDE US WITH THE SEPARATE REQUESTS.

YOU HAVE DONE THAT PREVIOUSLY. IT WAS A LIST -- >>, YES, I CAN TYPE THIS UP

INDIVIDUALLY. JUST IN AN E-MAIL. >> THANK YOU.

>> SURE. >> THAT WAY I CAN REMOVE THE ONES THAT HAPPEN TAKEN OUT.

>> YOU HAD A QUESTION YOU ARE ON MUTE. >> SORRY ABOUT THAT.

I DON'T SEE CASE NUMBERS BUT I'M LOOKING AT THE FIRST PAGE OF THE SPREADSHEET, JUST UNDER THE GENERAL FUND NUMBERS. THERE IS THE ITEM OF THE TREE TRUCK.

I'M WONDERING, I HADN'T HEARD OF A TREE TRUCK BEFORE. COULD YOU CLARIFY WHAT THAT IS?

>> THAT IS NOT PART OF THE PARKS AND RECREATION DEPARTMENT. IT SHOULDN'T BE UNDER MY ITEM.

>> IT IS NOT. >> IS NOT. IT'S A SEPARATE ITEM BUT I'M HOPING IT'S NOT THE LAND CONFERENCE -- LAND CONSERVATION TRUST.

>> NOW. IT IS A FUND, A MITIGATION TYPE FUN WHEREVER YOU BUILD A HOUSE OR YOU HAVE TO TAKE OUT TREES YOU HAVE TO TAKE OUT A CERTAIN AMOUNT OF MONEY AND IS USED TO REPLACE TREES IN DIFFERENT AREAS. IT'S NOT ANYTHING TO DO WITH THE

CONSERVATION FUND. >> THANK YOU. ANYONE ELSE HAVE ANY OTHER QUESTIONS OR COMMENTS QUICKSAND I HAVE ONE. I THINK IT IS PROBABLY ON THE LAST PAGE. IT IS FOR THE BOARDWALK IMPROVEMENTS.

IT'S IN THE MARINA FUN. WHY IS IT THERE HIMSELF PARKS AND REX.

IF IT IS THE BOARDWALK THAT RUNS ALONG THE SHORT LINE, WHICH EVERYONE UNDERSTANDS THAT IT IS A PARK. AND NOT PART OF THE MARINA. I DON'T HAVE THE PAGES IN FRONT OF ME. BUT IT IS ON THE PAGE WHERE THE HEADING SAYS MARINA.

[00:35:03]

>> THE VERY LAST PAGE WITH A SHORT LIST. ONLY A FEW ITEMS ON IT.

>> I THINK IT IS 500,000 WHERE IT IS BUDGETED FOR 300,000. >> THAT'S THE ENTERPRISE FUND.

>> IT LOOKS LIKE A GRANT, IT SAYS 5050. I'M JUST GUESSING BUT IT LOOKS LIKE A MATCHING GRANT SO YOU CAN SEE REVENUE SOMEWHERE ELSE AND $250,000.

>> I WAS JUST CONCERNED THAT IT MAY BE ANOTHER CONCERN. >> I'M NOT REALLY -- I WISH I KNEW MORE BUT I'M JUST GUESSING THERE. I DON'T HAVE ANY MORE QUESTIONS.

>> DOES ANYONE ELSE? >> I DON'T, I AM GOOD. >> I AM GOOD AND I DON'T HAVE ANY. I WILL GET THAT E-MAIL OUT TOMORROW WITH THE ITEMIZED SO

YOU DON'T GET CONFUSED WITH THE OTHER THINGS ON THEIR. >> THANK YOU.

>> SURE. ALL RIGHT, AND I BELIEVE ALICIA SAID, YOU DON'T NEED US TO VOTE

OR ANYTHING ON THIS. >> IT IS JUST SO YOU ARE IN THE LOOP AND WHAT TO EXPECT.

>> OKAY GREAT. >> AND ALICIA MENTIONED THERE WAS SOMEONE WHO WANTED TO SPEAK.

I LOOKED AT THE NOTIFICATION BUT I CANNOT SEE THAT SO IF YOU CAN DO IT FROM YOUR SIDE.

>> I DON'T KNOW IF YOU COULD SEE HER HAND RAISED. >> SORRY.

>> SO NOW PUBLIC COMMENT. >> NO MA'AM. >> OKAY.

SO THAT WOULD BRING US TO OTHER BUSINESS. I DON'T KNOW, IS THERE ANYTHING, WE HAD AN E-MAIL I DON'T KNOW IF YOU WANTED TO SPEAK ON THAT DURING THIS TIME OR IF ANYONE

ELSE HAD ANYTHING. >> I WOULD LIKE TO TOUCH ON THAT BRIEFLY.

IT SEEMED INTERESTING THAT EVERYONE SEEMS TO PASS THE DOG PARK AROUND.

WE DIDN'T KNOW WHAT TO DO WITH IT. SO WHEN I DID LOOK AT THE DOG PARK AND WHERE IT WAS IT IS IN A MUNICIPAL ZONING AREA. I WASN'T SURE AFTER READING THE PLANS, NOTHING IN THERE ADDRESSES A DOG PARK. SO, IT MAY BEHOOVE US ALL TO TAKE A LOOK AT THAT FROM THE PLANNING DEPARTMENT'S POINT OF VIEW.

WE DID HAVE A NUMBER OF PEOPLE IN HERE WHO WERE NOT HAPPY WITH THE DOG PARK DUE TO THE NOISE.

IF NOISE IS AN ISSUE, IT MAY SERVE IT BETTER TO BE IN AN AREA WHERE IT IS NOT NEXT TO RESIDENTIAL HOUSING AND CHOOSE ANOTHER ZONING AREA TO PUT A DOG PARK.

SO I WROTE THE E-MAIL THAT I SENT TO EVERYONE, CITY COMMISSIONERS AND ASKED MS. GIBSON IF IT IS POSSIBLE TO SEND IT TO THE PLANNING BOARD TO SEE WHAT THEY THINK ABOUT IT.

EVERYTHING I HAVE READ, AND I TOOK IN THE COVEN -- COVID-19 THINGS, THE MOST SUCCESSFUL ONES ARE DONE WITH KENNEL CLUBS AND HUMANE SOCIETIES. AND, I PERSONALLY DON'T KNOW HOW THE STAFF COULD HANDLE A DOG PARK PARTICULARLY FROM THE SAFETY STANDPOINT THAT THE ANIMALS BE SPAYED. SO HOW DO YOU KEEP TRACK OF THAT? IT IS A TASK. SO WE WILL SEE WHAT HAPPENS WITH IT.

I DON'T KNOW FROM THIS POINT. I WOULD LIKE TO BRING UP ANOTHER SUBJECT.

>> GO AHEAD. >> MY QUESTION. >> IS JUST THAT I BELIEVE THIS COMMITTEE OBJECTED HAPPEN ANOTHER DOG PARK IN THE CITY FOR THE MAIN REASON, MR. BARTLETT

[00:40:08]

BROUGHT UP WE WANT TO SUPPORT THE HUMANE SOCIETY AND A NUMBER OF US RAISE QUESTIONS ABOUT THE LIABILITY IF THE DOG BITES SOMEONE. I THOUGHT WE HAD PRETTY MUCH NOT

WANTED A DOG PARK THERE. >> SOMEHOW IT MANAGED TO GET PUT ON THE CITY COMMISSION AGENDA.

AND ONE OF THE COMMISSIONERS RECOMMENDED THAT IT BE SENT BACK TO THE PARKS AND RECREATION

COMMITTEE. SO, -- >> SO WE GET A BITE AT THAT

APPLE AGAIN. >> THE QUESTION I HAD, THE RESIDENT HAS A RIGHT TO GO TO A CITY COMMISSION WITH THE REQUEST. IT DOESN'T HAVE TWO STOP WITH US. MY QUESTION IS, IT SEEMS WITH THE COMMISSION, WHERE THEY CONFUSE AND I APOLOGIZE I DID WATCH THE MEETING, IT SEEMED, WERE THEY NOT AWARE THAT WE ADDRESSED IT WAS IT NOT PRESENTED TO THEM OR DID OUR LIAISON NOT WEAK ABOUT IT I WAS

CONFUSED ON THAT ISSUE. >> I BELIEVE THAT, THE PREVIOUS CHAIR ADDRESSED THAT IN HER LETTER OF RESIGNATION SO, I DON'T KNOW, AND I AM AT A LOSS. ALL I KNOW IS IT WAS RECOMMENDED

THAT IT GO BACK TO THE PARKS AND RECREATION COMMITTEE. >> DO YOU KNOW, CAN I ASK BY

HOME? >> IT WAS INITIATED BY COMMISSIONER KRIEGER TO SEND IT

BACK TO PARKS AND RECREATION. >> SO IT HASN'T BEEN TOLD TO ANYONE ON THE COMMITTEE OR THE

PARKS AND RECREATION STAFF? >> I JUST HAPPEN TO HEAR IT WHEN I WAS LISTENING.

>> SO TO ANSWER YOUR QUESTION HOW HAS IT BEEN COMMUNICATED TO COME BACK AS FAR AS STAFF, WE ONLY HAVE A VIEW AT THIS POINT. YOU GUYS HAVEN'T HAD A DIRECTION AND NEITHER HAS THE STAFF TO PUT

IT BACK ON THE AGENDA. >> ALL RIGHT. I CAN C'EST --

>> I HAVE A QUICK QUESTION ON THAT. WHEN THESE ISSUES COME UP, WHERE DOES THE FUNDING COME FROM, THE $35,000 FOR 2024 AND 2025. HOW WOULD THAT AMOUNT DIVIDE.

IT WAS MY UNDERSTANDING IF WE DID IT, EVEN IF WE CAME AROUND TO DOING IT AND PUTTING IT SOMEWHERE THAT WAS MORE APPROPRIATE IT WOULD BE SELF-FUNDED.

>> WHEN YOU LOOK ATTIC CAPITAL BUDGET IT'S GOOD TO LOOK AT ALL OF THE DIFFERENT THINGS THAT ARE PROJECTED AND THE EXPENSES. THIS HAS A LOT OF MOVING PARTS. JUST BECAUSE IT IS IN THE CAPITAL IMPROVEMENT BUDGET DOES NOT MEAN IT WILL BE AN APPROVED BUDGET THAT DESIGNATED YEAR OR EVER. THEY COULD MOVE DOWN THE ROAD OR BROKER.

>> I WAS JUST CURIOUS BECAUSE IT GOT A PRIORITY. IT LOOKS LIKE IT IS HIGH ON THE

PRIORITY LIST. >> IT DOESN'T SEEM TO BE HIGH ON THE PRIORITY LIST BASED ON WHAT

WE HAVE HEARD FROM THE COMMITTEE HERE OR THE COMMISSION. >> AM I MISREADING THAT.

IT DOES SAY ALPHA SIX, DOESN'T IT. >> IT DOES.

I WILL TAKE IT FOR WHAT IT'S WORTH. SOMETIMES THINGS ARE PUT IN THE BUDGET DOWN THE ROAD BECAUSE THERE MAY BE AN OPPORTUNITY FOR GRANT.

WHEN YOU HAVE THINGS IN THE CAPITAL IMPROVEMENT BUDGET YOU GET ADDITIONAL.IF IT IS IN THAT PLAN. IT'S NOT LIKE YOU SAY IT. SOMETIMES IT'S BEST TO HAVE THE PLACEHOLDER CASE THERE'S AN OPPORTUNITY, AS MEMBER ROSS POINTED OUT IT'S NOT IN THE MASTER PLAN. HAVING UP PLACEHOLDER DOESN'T MEAN IT NEVER WILL OCCUR.

[00:45:02]

WE HAVE REDUCED THE NUMBER OF THINGS WE HAVE REQUESTED OVER THE YEARS BECAUSE WE ARE INTO THE PHASE OF REPAIR AND UPKEEP IN FACILITIES. SO HAVING THAT, IF YOU WANT TO HAVE THAT REMOVED IT DOESN'T MEAN ANYTHING WE CAN HAVE IT TAKEN OUT.

IT CAN BE PUT BACK IN NEXT YEAR. >> I WAS JUST CONCERNED BECAUSE IT SEEMED TO HAVE A HIGHER PRIORITY. SOMEBODY PUTS THAT THERE FOR A REASON.

>> THESE GO THROUGH MANY PEOPLE'S HANDS. IT'S LIKE FIVE YEARS DOWN THE ROAD. IF IT IS EVEN FUNDED. BUT YOU CAN MAKE A

RECOMMENDATION TO TAKE IT OUT OF THERE. >> PERSONALLY I WOULD LIKE TO SEE A RECOMMENDATION THAT IT IS PLACED IN THE HUMANE SOCIETY'S BUDGET, IF THAT IS A POSSIBILITY THAT THEY WOULD BE THE AGENCY THAT SPONSORS IT. IF THEY RECEIVE.

>> IT'S A DISCUSSION THAT THEY SHOULD HAVE. I DON'T KNOW HOW THE DEPARTMENT IS EQUIPPED TO HANDLE THIS AS A SPONSOR. IT'S JUST A THOUGHT.

IT MAY BE AN OPTION. BUT IT IS TRULY UP TO. >> YOU MADE IT CLEAR, THAT YOU WERE NOT INTERESTED IN DOING A DOG PARK RIGHT NOW. I DON'T THINK, I DON'T THINK THE

DEPARTMENT. >> THE FACT THAT IT WAS REFERRED BACK, BY THE COMMISSIONER OR WHOEVER, AND IF THAT HAPPENS WE CAN TELL HIM, OR WE CAN SAY -- WE HAVEN'T RECEIVED THAT REQUEST. WE CAN TALK ABOUT IT EVERY MEETING.

BUT NOT WITH THE SAME RESULT. A MEETING IN WHICH WE DISCUSSED IT BEFORE, WERE CONCLUSION WAS, WE DIDN'T THINK IT WAS A SUITABLE PLACE FOR IT. BUT I THINK WE LEFT THE DOOR OPEN IF THEY HAVE A BETTER LOCATION, AND IT CHECKS ALL OF THE BOXES FOR BEING A GOOD PROJECT AND THE SAFETY ISSUES ARE TAKEN CARE OF AND FUNDING, THAT WE MAY CONSIDER THAT.

IF IT COMES BACK WITH A DIFFERENT LOCATION, AND THINGS TO SOLVE THE PROBLEM, THEN MAYBE

WE WILL WANT TO TALK ABOUT THAT. >> I LIKE THAT THOUGHT BUT I SENT AN E-MAIL WITH THE THOUGHT THAT PERHAPS THE PLANNING DEPARTMENT, IN THE LAND DEVELOPMENT CODE THEY HAVE PLACES FOR SPECIAL USES. THOSE PLACES CAN BE DESIGNATED ON THE CITY ZONING MAP, SO THERE ARE PREARRANGED PLACES WHERE THAT CAN HAPPEN. THEN YOU GET SPECIAL CONDITIONS PUT ON THAT PARTICULAR USE. SO THAT THEY ARE REQUIRED TO HAVE A SPONSOR, THERE IS A NUMBER OF THINGS THAT CAN BE REQUIRED BEFORE IT BECOMES A REALITY.

THAT WOULD GO THROUGH THE PLANNING BOARD TO DO THAT. THERE ARE A NUMBER OF WAYS TO APPROACH IT AND THERE WOULD HAVE TO BE A HEARING REQUIREMENT IF IT IS A SPECIAL REQUEST.

YOU ALSO HAVE PUD IN THE DEVELOPMENT. THAT CAN BE PART OF THE OPEN SPACE PROJECT WITHIN THE DEVELOPMENT THAT THEY WANT A DOG PARK.

WE COULD ADDRESS IT THROUGH OPEN SPACE. THERE'S A LOT OF OPTIONS.

WE JUST GOT IT AND IT CAME AT US. I THINK IT NEEDS A LOT OF THOUGHT. AND HOWEVER THEY ADDRESS IT. I GUESS IT WILL WORK ITSELF OUT.

[00:50:18]

>> HI. THE ONLY MENTION OF SIMMONS I SAW WAS THE PROPERTY, I'M STILL CONCERNED ABOUT SIMMONS PARK AND I HAD A BIT OF NEWS AND THERE SEEMS TO BE A WILLINGNESS ON THE PART OF THE ARCHITECT TO REDESIGN AND AND THERE ARE EXPERTS AND THE AREAS AND IT APPEARS TO BE THE CONTRACT WITH THE BUILDERS DOES NOT PRESENT ANY OF THIS FROM HAPPENING, THE ONLY OBSTACLE -- OBSTACLE MAY BE IS THE ADVISORY COMMITTEE DECIDING THAT WE DON'T WANT ANY CHANGES TO THE PLAN. BUT WE ARE OPEN TO A SMALLER FOOTPRINT.

THE WHOLE COMMUNITY CAN BE HAPPY. >> DO YOU WANT TO SPEAK TO THAT?

I KNOW IT'S HARD TO SEE,. >> I THINK THERE IS SOME CONFUSION.

THE SIMMONS PROPERTY ON FRONT STREET, IS A DIFFERENT PIECE OF PROPERTY.

>> WHERE IS SIMMONS PARK ON THIS PAGE. >> THAT IS THIS YEAR IT IS AN APPROVED PROJECT AND IT ALREADY HAS A CONTRACT AND IT IS FUNDED IN THIS CURRENT YEAR.

>> OKAY I WOULD STILL LIKE TO ASK THE QUESTION ANYWAY. BUT SIMMONS PARK, IS THERE OPENNESS TO MAKE IT A SMALLER FOOTPRINT THAT'S MORE WILDLIFE FRIENDLY.

>> THE EXISTING HAS BEEN SCALED DOWN, IT'S ALREADY BEEN APPROVED THROUGH THE TECHNICAL REVIEW COMMITTEE. THROUGH ST. JOHN'S WATER MANAGEMENT SO ALL OF THAT IS SET. HOWEVER, DURING THE ACTUAL CONSTRUCTION IS NOT A VERY BIG PROJECT IN THE SENSE OF LAND WISE, DURING THE ACTUAL, DURING THE PROJECT WE WILL BE ABLE TO DETERMINE AND MANIPULATE THE TRAIL BASED ON -- THERE'S BEEN A SURVEY AND THE DESIGN HAS BEEN BASED ON MINIMIZING THE IMPACT ON THE EXISTING TREES. THERE WILL BE, MORE THAN LIKELY SOME CALLS IN THE FIELD WHICH WILL ADJUST THE ROUTE OF THE PATH BASED ON WHAT'S ACTUALLY OUT THERE WHEN THEY GET INTO THE FIELD. WHEN YOU LOOK AT THE PROPERTY IT IS PRETTY THICK AND TOUGH TO GET INTO AND WALK AROUND. SO, THE STRUCTURES WILL BE THE SAME IN THE PARKING WILL BE THE SAME. THE PATH MAY BE DIFFERENT THAN

WHAT YOU SEE ON THE DESIGN. >> WITH ALL DUE RESPECT, SINCE CONSTRUCTION IS NOT YET DONE, IT COULD BE THAT WE SHOULD NOT CONCEDE JUST BECAUSE WE HAVE AN APPROVED PLAN IF THE ARCHITECT IS WILLING TO WORK TO ADJUST THE PLAN TO GET A DIFFERENT SET. THAT IS LESS IMPORTANT THAN SAVING WILDLIFE AND SAVING THE TREES IF IT CAN BE WORKED OUT THAT THE GOAL IS MET ONE 100% FOR A BEAUTIUL NATIONAL EXPERIENCE FOR PEOPLE WITH DISABILITIES WHO CAN ENJOY IT CN BUDGET, WHY NOT ALLOW THAT CREATIVITY AND ADAPTATION TO OCCUR.

[00:55:01]

>> I'M NOT SURE HOW FAMILIAR YOU ARE WITH THE PLAN. >> I'VE SEEN IT.

>> THE BATHROOM IS A REGULAR BATHROOM. IT'S NOT A HUGE STRUCTURE WITH A LOT OF TOILETS. THERE'S TWO TOILETS. THE PAVILION IS 20 BY 15 IT IS NOT HUGE. THEN WE HAVE A PARKING AREA THAT IS GRAVEL.

THEN THERE'S A WALKING PATH. I'M NOT SURE,. >> WHY HAVE A 5-FOOT WIDE HORSESHOE WHEN IT DOESN'T HAVE TO BE. THE PARKING LOT IS LARGE WITH TWO RETENTION PONDS PLUS ONE UPON SPIRIT IF THE PARKING LOT WAS SMALLER WE COULD HAVE FEWER PONDS AND MORE TREES, THIS IS NOT ME SPEAKING THIS IS THE ENVIRONMENTAL EXPERTS HAVE MADE

THOSE SUGGESTIONS. >> YOU KNOW, I UNDERSTAND THERE'S BEEN A LOT OF CONCERNS, HOWEVER EXPERTS HAVE BEEN INVOLVED DURING THE DESIGN, ST. JOHN'S WATER MANAGEMENT DISTRICT HAS BEEN TRYING TO WORK WITH THE CITY TO MINIMIZE THE REQUIREMENT.

I THINK OVER THE TWO-YEAR PROCESS THE CHANGES THAT HAVE BEEN MADE TO REDUCE THE IMPACT TO THE ENVIRONMENT IF IT WERE STUNNED BY THE ARCHITECT AND THE ENGINEER, THE CITY IS EASIER BECAUSE WE ARE THE CITY. WE WILL REACH OUT TO WE WILL BE REACHING OUT TO A COUPLE OF FOLKS SO THEY CAN, AS WE WORK TO INSTALL THEY WILL BE ABLE TO DO AND THAT'S WHERE WE ARE NOW.

THINGS WILL BE CALLED IN THE FIELD. IF WE CAN REDUCE SOMETHING WE

WILL. >> HAVE ALL OF THE PLAYGROUNDS BEEN FINALIZED?

>> NO. THAT WILL BE THE LAST THING THAT GOES IN.

IT WILL GO IN THE OPEN LITTLE AREA. IT'S NOT PART OF THIS PROJECT

LET'S PUT IT THAT WAY. >> I GOT YOU. YOU HAVE THE PARKING AND THE TRAIL AND THE PAVILION ON THE TOILET. THEN THEY COME IN AT THEIR

PORTION. >>) THEY HAVEN'T FINALIZED IT. WE DID PURCHASE SOME BENCHES AND A FEW SMALL PIECES OF EQUIPMENT LAST YEAR THAT KIND OF FIT THE THEME BUT THERE HASN'T BEEN A BIG EXPENSE BECAUSE THEY WILL FOOT THE BILL FOR THE SURFACING AND THE EQUIPMENT.

AS A MATTER FACT WE HAVEN'T EVEN AT THE FIRST MEETING TO TALK ABOUT THAT.

>> BUT I WILL KEEP YOU POSTED WHEN THEY DO GET AROUND TO LAYING OUT THE PLAN.

I'M SURE THEY WILL PROBABLY COME TO PRESENTED SO YOU CAN SEE WHAT THEIR IDEAS AND THOUGHTS ARE.

>> OKAY GREAT. >> I HAVE ANOTHER QUESTION. AND MAYBE THIS WAS DISCUSSED IN THE LAST MEETING. I DIDN'T SEE THE DATE THAT WE DISCUSSED PREVIOUSLY.

I DO SEE THE UPDATED EQUIPMENT. IS ALL OF THIS DEAD NOW QUICKSAND IT STILL IN THE THERE.

>> COME BACK. MORE THAN FIVE YEARS OUT, -- >> I HAVEN'T REALLY LOOKED AT

THIS YEAR. >> NOT THIS COMING YEAR BUT THE NEXT ONE.

>> IT'S ON THE PAGE WITH IMPACT FEE FUNDING. IT IS INSTALL WALKING TRAIL AND LARGE PAVILION AT CENTRAL PARK. THAT IS BUDGETED FOR 2021 AND 2022.

[01:00:02]

>> SO IF YOU'RE TALKING ABOUT THE PLAYGROUND THAT WAS BUDGETED THIS YEAR, THAT HAS BEEN PLACED ON HOLD AS WELL AS OTHER THINGS LIKE FITNESS. BUT AS ALL -- THAT HAS ALL BEEN

PUT ON HOLD. >> CENTRAL PARK DOES NEED SOME UPDATED EQUIPMENT BUT RIGHT NOW

IT IS NOT AN OPPORTUNE TIME. >> OKAY. DID YOU HAVE SOMETHING? I WAS JUST GOING TO MENTION, THERE HAS BEEN A REQUEST BY INDIVIDUALS IN THE COMMUNITY AND OTHERS THAT THE CITY RUNS ITS BUDGET BACK TO THE ROBOTIC RATE WHICH WOULD BE A CUT OF ONE HALF MILLION DOLLARS TO THE CITY'S BUDGET. WHICH WOULD BE A LARGE HIT SINCE 52% OF THE BUDGET IS FOR SAFETY, FIRE, POLICE, EMS AND 8% FOR ROADS AND 60% PARKS AND RECREATION WHICH IS AN EASY TARGET. THEY ARE LIKELY TO HAVE MORE CUTS IN THE FUTURE. SO WE MAY WANT TO LOOK AT THINGS MORE CLOSELY.

WHEN HE DID THE MASTER PLAN AND ANOTHER CONSULTANT WAS BROUGHT IN WE WERE SOMEHOW SUPPLICATING THE SERVICES READILY AVAILABLE TO THE COMMUNITY. I DON'T KNOW IF WE WANT TO TAKE A LOOK AT THAT BUT WE WILL REALLY HAVE TO TAKE A LOOK AT SOME OF THE BIGGER PRIORITY ITEMS AND MAKE HARDER DECISIONS ABOUT WHAT GETS FUNDED. THOSE ARE JUST THOUGHTS.

>> BASED ON WHAT YOU SAID ABOUT PROJECTS NOT BEING DONE WOULD YOU BE ABLE TO PUT TOGETHER A QUICK LIST OF WHAT THOSE ARE. THIS IS TIED TO WHAT THEY WERE SAYING.

IT WOULD BE HELPFUL WHEN PEOPLE ASK WE CAN SAY THIS WAS DEFERRED, THE SPENDING IS NOT

THERE. >> I'VE SEEN IN MY REPORT EACH MONTH BUT THAT IS TO THE CITY MANAGER. I WILL SEND THAT IN THE SAME E-MAIL AND I WILL PUT IT THERE.

THAT WAY YOU KNOW WE ARE NOT DOING THAT WAY. >> THIS WOULD BE HELPFUL BECAUSE OF THE TYPE OF THINGS THEY'D SPOKE OF A SENSE OF WHAT IS BEING CUT BACK, IS NOT BEING COMMUNICATED SO I WOULD LIKE TO KNOW SO I CAN SEE HOW DECISIONS ARE BEING MADE WHEN THERE'S QUESTIONS OF FINANCIAL SITUATION OF THE CITY BUT BASICALLY THINGS THAT WE PROVIDE LIKE THE BASEBALL FIELDS THE TENNIS COURTS, YOU CAN FIND THEM AT OTHER AREAS BUT MANDATORY POOLS WE ARE PRETTY MUCH, WE MAY HAVE THINGS THAT ARE OFFERED THAT PHONE NO CAPS BUT THE SERVICE AND THE USAGE IS HEAVY SO IT'S BASICALLY HERE'S A TYPICAL CITY PROGRAMS THAT YOU WILL FIND AFTER THINGS LOOK IT LOOKED AT CLOSELY, IF THEY DON'T WANT TO PROVIDE BASEBALL FIELDS OR SOCCER FIELDS OR TENNIS COURTS, BUT THAT DISCUSSION HAS HAPPENED MULTIPLE TIMES OVER MY YEARS HERE. IT'S GOOD TO LOOK AT THOSE THINGS AND REVIEW, DO WE NEED TO. THAT IS A COMMISSION DECISION. YOU KNOW, I THINK IT IS ALWAYS

WISE TO LOOK AT THE THINGS WE DO PROVIDE. >> ONE OTHER THING.

I KNOW THAT PARTS AND RECREATION IN THE COUNTY ARE COLLECTING IMPACT FEES, AT SOME POINT IF WE

[01:05:01]

NEED FENCING OR OTHER THINGS, WE MAY WANT TO DEVELOP SOME SORT OF MECHANISM FOR REQUESTING FUNDING. WE ARE A COUNTY, WE DON'T GET ANY OF THEIR MONEY SO, WHO DO YOU PAY THAT MONEY TO. I DO KNOW THE CITY MANAGER HAS SENT A LETTER TO THE COUNTY MANAGER REQUESTING SOME FUNDING, I DON'T BELIEVE THEY'VE GOTTEN A RESPONSE BUT THERE HAS BEEN A

REQUEST. >> $500,000. >> OKAY.

DOES ANYONE ELSE HAVE ANY OTHER BUSINESS TO BRING UP QUICK STAND YES.

I GUESS WE SHOULD PUT ON THE NEXT AGENDA. AN ELECTION.

>> I TOTALLY FORGOT. >> S, JEWELL NO. CHAIRMAN RESIDE RESIDE YESTERDAY SO WE WILL NEED TO SELECT ANOTHER CHAIR. WE CAN PUT THAT ON THE NEXT AGENDA. WE HAVE NOTIFIED THE CLERKS OFFICE THAT THEY ADVERTISE FOR ANOTHER COMMITTEE MEMBER. SO IF YOU KNOW ANYONE, THAT YOU WOULD LIKE TO -- LET PEOPLE KNOW WE DO HAVE A POSITION OPEN. WE WILL PUT THAT ON SO YOU GUYS CAN THINK ABOUT YOUR CHAIR FOR THE NEXT MEETING. THAT IT WILL BE IN AUGUST, BELIEVE IT OR NOT.

>> THINK YOU. >> I DO HAVE ONE SMALL QUESTION. THIS IS REGARDING THE PLANTING OF TREES IN CITY PARKS. I HAVE NOTICED OVER THE LAST FEW MONTHS OR SO, OCCASIONALLY A TREE POPS UP IN CENTRAL PARK. IS THERE A PROGRAM THAT THE DEPARTMENT HAS THAT YOU FOLLOW

IN TERMS OF PLANTING TREES? >> WE HAVE BEEN WORKING WITH KEEPING US BEAUTIFUL.

WE'VE BEEN WORKING ON MULTIPLE TREE PLANTINGS. WE HAVE TWO LOCATIONS.

WE HAVE ALSO USE THE FUNDING THAT WE TALKED ABOUT EARLIER TO PLANT MULTIPLE TREES.

WE HAVE DONE THIS SO, THERE HAS BEEN A TREE PLANNED THAT I RECEIVED A WEEK AGO AND I DON'T THINK IT HAS BEEN PRESENTED YET. I WOULD BE HAPPY TO SEND YOU GUYS THE TREE JUST SO YOU HAVE

IT FOR YOUR INFORMATION. >> THAT WOULD BE GREAT. >> DOES THE CALLS COME OUT OF

YOUR BUDGET OR THE TREE BUDGET. >> OUR BUDGET. SO WE HAVE TWO DIFFERENT FUNDING SOURCES. THE TREE IS PURCHASED AND INSTALLED WITH THE TREE FUND OR FIGHT SOMEBODY THAT WANTS TO BUY A TREE. WE DO HAVE PEOPLE WHO DONATE TREES. ONCE IT IS INSTALLED, OUR STAFF TRIES TO ENSURE THEY BAG IT AND THE WATER IS MAINTAINED. THEN THEY CHECK THE TREES. SO WE MAINTAIN THEM.

>> SO A NUMBER OF TREES GET PLANET. YES AND IT IS RECORDED.

>> SO THAT IS INITIATED BY THE PLANNING DEPARTMENT OR YOU GUYS? >> TOGETHER.

SO THEY WILL MEET WITH US AND WE WILL SAY WHERE WE NEED TREES. WE WORK TOGETHER FOR WHAT I'M

GETTING AT, HOW DO WE GET MORE OF THEM. >> WE ARE WORKING ON IT.

THAT IS WHY WE HAVE THE TREE PLAN. WE HAVE IDENTIFIED SEVERAL PLACES LIKE THE AND DIFFERENT AREAS WE HAVE. THE HARDENED AREA TO PLANT TREES IS THERE. THE REST OF THE PARK, THEY ARE COMING.

[01:10:05]

EVERY NONDAIRY SEE A TREE POP UP. IT IS OUR GOAL TO CONTINUE TO INSTALL TREES AND MAINTAIN THE OPEN SPACE DO YOU KNOW IF THERE ARE TREES SCHEDULE.

>> THAT'S MY KNOWLEDGE. BUT IT WOULD BE INTERESTING TO KNOW WHETHER THERE ARE TREES

OTHER THAN PARK TREES THAT WILL GO. >> I MEAN THAT IS SOMETHING I

CAN TALK TO DAVE ABOUT. >> I WAS AT MAIN BEACH THE OTHER DAY BAKING, WE HAVE SOME TRADE PAVILIONS BUT BOY DO WE NEED SOME TREES OUT THERE. IT'S HARD WITH THE WIND.

>> NOTES IF THERE'S ONE, MAYBE WE CAN FIGURE THAT OUT, I LIKE THAT IDEA.

>> THAT IS ALL I HAVE. >> WILL THAT IS A GOOD ONE. >> THAT IS GOOD WHO DOESN'T LIKE

TREES. >> IT WILL BE CRAZY. >> OKAY.

WELL, I DON'T HAVE ANYTHING ELSE SO UNLESS ANYONE ELSE DOES, WE CAN CALL IT A WRAP.

>> YES. >> AND RAISE A MOTION TO ADJOURN.

>> I SECOND THE MOTION. ALL IN FAVOR.
