QUEST PROCLAMATION. >> ITEM 5 THIS IS A COMMISSION

[Item 5.1 ]

DISCUSSION ITEM 5-POINT 2, THIS ITEM IS PLACED ON THE AGENDA

REQUESTED -- >> THANK YOU MR. MAYOR.

HONESTLY WITH COVID, IN MY DISCUSSION WITH THE CITY MANAGER YESTERDAY, THE JULY 11TH PUBLIC INPUT HAS BEEN DELAYED.

I'M SORRY I'M ON THE NEXT ONE. UPDATES CITY MANAGER ON LAND

ACQUISITION ON THE CONSERVATION. >> ON BEHALF IN COOPERATION CITYICIDES CONTINUING TO APPROACH PROPERTY OWNERS OR PROPERTY OWNERS ARE APPROACHING THE LAPPED TRUST.

AN OFFER WAS MADE FOR ONE SUBJECT PROPERTY.

THAT OFFER WAS REJECTED. SO A SECOND PROPERTY IS BEING CONSIDERED BY THE NORTH LAND TRUST AND THEY'RE DOING THEIR DUE DILIGENCE AND GETTING APPRAISAL ON THEIR PROPERTY.

THIS ONE SEEMS MORE LIKELY TO MOVE FORWARD THAN THE PROPERTY THAT WAS APPROACHED. SO NORTH -- TRUST TO WORK WITH

THE CITY ON THOSE PROPERTIES. >> THANK YOU.

>> THAT'S ALL I HAVE. >> OKAY.

[Item 5.2]

ITEM 5.2 WATERFRONT DEVELOPMENT. THIS WAS PLACED ON THE AGENDA.

>> THANK YOU MR. MAYOR. NOW I CAN TALK WITHOUT THE JULY 11TH PROPOSED PUBLIC INPUT ON THE PARK DESIGN.

AND IN MY DISCUSSION WITH THE CITY MANAGER THAT OBVIOUSLY IS GOING TO BE POSTPONED. DO WE HAVE ANY PLANS TO

RESCHEDULE IT? >> RIGHT NOW WE'RE LOOKING AT NO EARLIER THAN AUGUST, AND IN ALL LIKELIHOOD SOMETIME IN SEPTEMBER. SO THERE WILL BE PLENTY OF OPPORTUNITY TO PROMOTE IT, AND SOLICIT PUBLIC INPUT.

>> SAME TYPE OF PLAN OUTSIDE. >> YES, SIR.

WE LOOKED AT POSSIBLY LOOKING AT THAT AREA OR ALSO THE OPEN PORCH AREA. I NEED TO WORK -- POSSIBLY COMING TO SEE ME ABOUT USING THE LARGE PORCH AREA.

THE WELCOME CENTER. GIVEN ELEVATED PERSPECTIVE OF 2 AS WELL. SO WE'LL WORK OUT THE LOGISTICS TRY TO MAXIMIZE PARTICIPATION AS WELL AS COMPLY WITH ALL THE

SOCIAL DISTANCING. >> THANK YOU.

>> THAT'S ALL I HAVE. >> THANK YOU, SIR.

AND LET'S TAKE A BREAK FOR ONE SECOND.

I BELIEVE -- IS HERE. >> IF YOU HAVE NOT MET THE QUEEN

[00:15:46]

YOU ARE IN FOR A TREAT.

[Item 4.3]

>> I CAN'T SEE THE GULLAH/GEECHEE NATION IS A GEOGRAPHIC AREA OF THE SEA ISLANDS OF NORTH CAROLINA, SOUTH CAROLINA, AND GEORGE. THIS HOME IS THE HOME TO THE ONLY AFRICAN AMERICAN POPULATION.

IDENTIFYING THEM AS A DISTINCT PEOPLE, IN THE LOAN SPEAKERS OF THE ONLY TRUE AFRICAN AMERICAN LANGUAGE OF THE CONTINENTAL UNITED STATES. WHEREAS AFRICANS BEGAN ARRIVING IN THE SEA ISLANDS. THE POPULATION INCREASED AS THE -- GREW IN THE 1600S. THEY BEGAN TO ENGAGE WITH AND STARTED FAMILIES WITH INDIGENOUS AMERICANS IN THE REGION.

THE DESCENDANTS WHICH ARE KNOWN AS THE GULLAH/GEECHEE.

THE GULLAH/GEECHEE PEOPLE THROUGHOUT THE SEA ISLANDS, BANDED TOGETHER TO PROCLAIM THEIR HUMAN RIGHT OF SELF DETERMINATION, WITHIN ONE YEAR INSTILLING A ST. HELLENA NATIVE, QUEEN QUET. WHEREAS THE PAST 20 YEARS QUEEN QUET HAS SERVED AS THE GULLAH/GEECHEE NATION WITH HONOR AND DISTINCTION, AND AS THE OFFICIAL SPOKESPERSON, IN HEAD -- THE CITY OR FEBRUARY PROUDLY SUPPORTS THE CULTURE OF HERITAGE AND FLEXIBILITY OF THE GULLAH/GEECHEE NATION AND DELIGHTS IN PREPARING WITH QUEEN QUET TO CELEBRATE THE 20TH ANNIVERSARY OF THE GULLAH/GEECHEE NATION.

NOW THEREFORE, I JOHN MILLER BY THE VIRTUE OF THE AUTHORITY INVESTED IN ME AS THE MAYOR OF CITY OF FERNANDINA BEACH.

[00:20:02]

PROCLAIM JULY 20, 2020 AS GULLAH/GEECHEE NATION APPRECIATION WEEK. I CALL UPON CITIZENS, TO

CELEBRATE THE GOP 2020. >> VIRTUAL EVENTS AND TO GENEROUSLY SUPPORT THE GULLAH/GEECHEE BUSINESS AND INSTITUTIONS THROUGHOUT THE YEAR.

SO WELCOME MA'AM. >> THANK YOU.

>> IT'S OFFICIAL IT'S SIGNED. >>

SO GOOD EVENING. >> OKAY.

SO I I KNOW THE LAST TIME WE RENTED A BAR AND ALL THE REST OF THE PIRATES CELEBRATED. SO I TELL THEM -- THE MER AND AND I ALWAYS TEASE HYMN, WHEN HE SAID HIS LAST NAME I SAID I'M RELATED TO THE MILLERS. AND EVER SINCE I SAID THAT YOU CAN'T TELL HIM HE'S NOT MY COUSIN.

DEFINITELY I TELL FOLKS I SAY THE MAYOR OF FERNANDINA BEACH.

YEAH, I SAY COUSIN MILLER. AND SO I'M SO HAPPY TO BE HERE WITH YOU AGAIN AND AS YOU SAID THE 7TH YEAR CELEBRATING WITH US. AND IT HAS BEEN A BLESSING.

EVERYWHERE FROM THE BAR TO THE BEACH.

WE ARE CELEBRATED HERE, AND IT REALLY HAS BEEN A DIFFERENT FLAVOR IN FLORIDA. AND FLORIDA ALWAYS DOES IT DIFFERENTLY AND IT'S BEEN WONDERFUL.

WE HAVE GREAT MEMORIES. THE ONLY THING MISSING IS THE HUGS AND THE EMBRACES, BUT WE DEFINITELY STILL HAVE A LOT OF LOVE FOR YOU HERE. AND WE APPRECIATE ALL YOU'VE DONE THE ONLY THING YOU HAVE TO DO BEFORE YOU END YOUR TERM IS WITH MY FLAG. MY FLAG ISN'T ADDED UP THERE.

WE HAVE TO GET IT ADDED AND MOUNTED.

>> YES. AND ONE OF THE THINGS I DEFINITELY WANTED TO SAY TO YOU THOUGH, AND SAY TO YOUR ENTIRE TOWN COUNCIL. IT'S REALLY IMPORTANT TO US AT THE GULLAH/GEECHEE NATION AT THIS HOUR IN PARTICULAR.

WE ARE WORKING ON STAFFING AREAS FROM -- PLANTATION.

BECAUSE WE ARE PAST THE PLANTATION ERA.

AND SO, ANYONE HERE WHO HAS AN INTEREST A VESTED INTEREST IN A ISLAND PLANTATION PLEASE MAKE SURE TO TELL THEM THE QUEEN SAID FOR THE SIGNS TO CHANGE. BECAUSE THE TIMES HAVE CHANGE.

AND SO WE DEFINITELY NEED YOU TO WORK ON THAT HERE.

IN THIS TOWN ON THIS BEAUTIFUL ISLAND.

THAT IS THE ONE THING THAT TAKES AWAY FROM THE BEAUTY OF THE ISLAND, IS THAT WE STILL HAVE A PLACE CALLED PLANTATION THAT OUR INVESTORS COME AND SEE AND SAY WHAT IS THAT WHAT I'M CONTRIBUTING TO. SO WE'RE GOING TO CELEBRATE OUR CULTURE, LEGACY, AND TELL THE TRUE STORY WE HAVE TO STILL SEPARATE THE SELF-DETERMINATION OF THE PEOPLE THAT LONG SINCE LEFT THE PLANTATION. SO I DEFINITELY APPRECIATE ALL YOU'VE DONE SO FAR BUT THERE IS SO MUCH WE CAN DO AGAIN.

AND SO LET'S DO IT THE RIGHT WAY.

SO WHEN WE BREAK THAT BOTTLE OF CHAMPAGNE WE CAN ALL HOLD UP A GLASS. I KNOW YOU ALL LIKE BEER AROUND HERE. BUT I'LL GRAB THE CHAMPAGNE.

AND DEFINITELY I HOPE I SEE YOU AGAIN BEFORE YOU ACTUALLY GIVE UP YOUR SEAT. BUT I'M GOING TO HOLD ON TOMORROW -- HOPEFULLY FOR ANOTHER 20 YEARS.

SO THANK YOU FOR WHAT YOU'VE DONE TO LET THE WORLD KNOW HOW MUCH YOU STABBED WITH THE GULLAH/GEECHEE NATION, AND HOW MUCH YOU CELEBRATE OUR CULTURE. THANK YOU ALL.

HONOR TO HAVE YOU VISIT US AT THIS TIME, AND ALL THE WORK YOU'VE DONE. FOR THOSE THAT DON'T KNOW THE GULLAH/GEECHEE NATION HAS BEEN PIVOTAL.

THE LAND IS AS IMPORTANT TO THEM AS IT IS TO US.

DEEP-SEATED CONNECTION TO THE 1500S, WHEN WE VISITED WASHINGTON, D.C. THE QUEEN AND I ENTERED SEVERAL ROOMS TOGETHER AND SPOKE ON DIFFERENT OCCASIONS.

WHEN SHE WALKS UP TO THE DESK OF A CONGRESSWOMAN OR SENATOR IT'S A DIFFERENT VOICE AND HASTRONG AND POWERFUL VOICE AND I WANT TO

[00:25:03]

THANK YOU AND YOUR NATION FOR EVERYTHING YOU'VE DONE TO

PROTECT OUR COASTLINE AS WELL. >> THANK YOU IT'S GREAT TO SEE YOU.

>> BACK TO SECTION 5 CITY COMMISSION ITEMS.

[Item 5.3]

ITEM 5.3 COVERS BEACHES THIS WAS PLACED BY VICE MAYOR KRUEGER.

>> THANK YOU. I HAVE A COUPLE OF ITEMS, 7 TO BE EXACT THAT I'M GOING TO GO THROUGH BRIEFLY.

THESE ARE JUST INFORMATION RELATIVE TO THE BEACH.

AND BEACH PLANNING. THE FIRST ITEM IS DISAPPOINTING AS IT'S THE FIRST IN FIVE YEARS WE HAVEN'T RECEIVED ANY STATE FUNDING IN THE STATE BUDGET. WE HAD 5HANDLE THOUSAND DOLLARS IN THERE TO COMPLETE THE WALK-OVERS BUT THE CIRCUMSTANCES ARE SUCH THAT THE STATE SAW FIT TO VETO ALMOST EVERYTHING WHICH IS APPROPRIATE CONSIDERING WHAT'S HAPPENING.

THAT BEING SAID, THERE WILL OF COURSE BE JUDGMENTS TO OUR CAPITAL IMPROVEMENT, WHICH BEATS WALK-OVERS AND OUR CITY ENERGY WORKING ON THAT AND THERE WILL BE A GRANT AVAILABLE THAT WE CAN GET $75,000 WHICH WOULD GET AT LEAST ONE WALK-THROUGH TO WALK OVER RESILIENCY AS WE DID LAST YEAR FOR ONE OF THEM.

>>> SECOND ITEM IS BEACH RENOURISHMENT.

THERE WILL BE REKNURLINGSMENT THIS YEAR.

IT'S TOTALLY NAVY FUNDED. 2 WAS SUPPOSED TO GO OUT ON THE STREET THIS WEEK. IT WAS DELAYED BY THE NAVY RAN OUT OF MONEY. THEY WILL USE NEXT YEAR'S PHYSICAL MONEY IT WILL STILL OCCUR FROM DECEMBER 15TH TO THE 31ST OF MARCH. MOST OF THE WORK WILL BE ON -- AND MAYBE SOME OF THE NORTH END FROM NORTH BEACH PARK AND THAT AREA SOUTH. BEACH MANAGEMENT FUNDING ASSISTANCE PROGRAM. I BROUGHT THAT UP A COUPLE OF WEEKS AGO AND ARE THE COMMISSIONERS ARE RECEIVING AN EMAIL FROM THE GRANT ADMINISTRATOR.

THAT IS FDEP CONTRACT THAT SUPPORTS OUR NASSAU COUNTY SHORE PROTECTION CONTRACT THE STATE HAS PAID 9% OF OUR RENOURISHMENT. THEY REESTABLISHED THE RULES AND IT MADE COMPETITIVE AND IT LOOKED INITIALLY LIKE IT WOULD BE A LOT MORE DIFFICULT BECAUSE IT FAVORED SOUTH FLORIDA AND YOU ALL HAVE THAT RULE 62 AS I LOOK AT IT I THINK WE'LL BE OKAY.

AND 1% WHAT MIGHT BE A FULL RENOURISHMENT COULD BE UP TO $600,000 MORE LOCAL MONEY. NEXT ITEM IS A SHORE PROTECTION PROJECT ENGINEERING. IT'S A -- RESILIENCY.

I SAID APPROVAL. THAT'S THE CORE OF ENGINEERS, DUNE MANAGEMENT PLAN WHERE THEY WANT TO INCORPORATE DUNES INTO BEACH RENOURISHMENT. IT'S NEVER BEEN THERE.

THAT'S SITTING ON SOMEBODY'S DESK IN WASHINGTON, D.C. LOOKING FOR APPROVAL. JACKSONVILLE, WHICH IS ALSO IN A SIMILAR PLAN IS LOBBYING TO GET THAT APPROVED.

AND THE CORE OF ENGINEERS THIS WEEK RECEIVED OUR RESOLUTION AND THEY'RE GOING TO LOBBY TO SEE IF THEY GET IT APPROVED.

IT WILL TAKE A YEAR AND INCORPORATE ACTUAL DUNE ESTABLISHMENT INTO THE RENOURISHMENT.

NEXT ITEM IS TDV INFRASTRUCTURE FUNDING.

DALE HAS A DRAFT HE'S WORKING ON.

I THINK WE ALL KNOW THAT. I THINK WE'RE GOING TO ASK FOR THE TDC TO FUND THE SATLER WALK OVER RENOVATION.

>>> NEXT THING -- >> WHAT ARE WE FUNDING?

WHAT ARE WE GOING TO FUND? >> THE SATLER SEA SIDEWALK OVER.

WE'RE GOING TO ASK, CORRECT DALE?

>> THE BOARDWALK. NOT A WALK-OVER.

>> OKAY. >> AND YOU ON THE AGENDA THE IS AN 85-PAGE NASSAU COUNTY VULNERABILITY ASSESSMENT DUE STUDY. IT'S AN INTERESTING STUDY IT'S THE COUNTY STUDY. THERE ARE 80 PAGES OF DOCUMENTATION OF THE -- IN NASSAU COUNTY.

THERE IS ONE PAGE THAT SAYS WE'RE VULNERABLE.

BUT IT HAS SOME VERY GOOD INFORMATION ABOUT SEA LEVEL RISE. ALL OF THE DIFFERENT MAPS.

AND THAT'S THERE YOU KNOW I FORWARDED THAT TO THE CITY, IT'S OUT TO THE PUBLIC AND IT'S ON THE AGENDA.

AND THE LAST ITEM IS PROBABLY IT SHOULD BE IN THE -- THEY WILL BE DREDGING THE CHANNEL THIS YEAR. SO FROM THE PRETTY MUCH THE

[00:30:03]

TURNING BASIN INTO THE YELLOW BUOYS OUT THERE.

WE ARE NOT THE LOCAL SPONSOR. WE DON'T HAVE ANYTHING TO DO WITH THAT. THE CORE IS, BUT IT'S GOING TO HAPPEN SO THAT MAY AFFECT THE CITY IN SOME WAY.

AND THAT'S IT. IF THERE IS NO QUESTIONS.

>> YES, THANK YOU FOR BRINGING UP THIS RESILIENCY STUDY.

THE ONE THING I FIND QUITE INTERESTING ABOUT IT IS ON PAGE 25, IT TALKS ABOUT AMELIA ISLAND AND WHAT HAPPENS IN A CATEGORY 1 STORM. AND WHAT HAPPENS IN A CATEGORY 1 STORM IS 826 PARCELS OF THIS CITY WILL BE UNDERWATER.

AND 21 COMMERCIAL PROPERTIES. AND A CATEGORY 2 STORM IT GOES UP TO 3,000 PROPERTIES UNDER WATER, AND 130 COMMERCIAL.

AND A CATEGORY 5 STORM, ESSENTIALLY 11,000 PARCELS, AND 623 ARE MOST OF THE ISLAND. SO I THINK THAT FLOODING IS A BIG ISSUE ON THIS ISLAND AND WE NEED TO PURSUE THAT.

THANK YOU. >> I HAVE A QUESTION FOR YOU ABOUT BEACHES. THE WALK-OVER, 9A, THE ONES OVER THERE WE TALKED ABOUT BEFORE AS YOU'RE WALKING OVER THE

WALK-OVER. >> 7N.

>> SO I WAS GOING DOWN THERE PERIODICALLY SINCE WE HAD THE DISCUSSION, AND YOU'RE CORRECT. THERE ARE VERY IN-SHAPE SURFERS WALKING AROUND THAT THAT AREN'T PULLING TRAILERS OR TRYING TO GET STROLLERS. I DON'T SEE A DIFFERENCE BETWEEN THAT AND THE OTHER WALK-OVERS. PEOPLE TALK ABOUT STAIRS BEING TOO STEEP. THEY'RE STAIRS.

THERE IS NOTHING TO KEEP PEOPLE FROM WALKING AROUND.

IF YOU GOT RID OF THE FENCING IDEA, WHAT ABOUT SOMEBODY HAD SUGGESTED I CAN PAUL SENT AN EMAIL JUST A 2 BY 4, SOMETHING TO KEEP PEOPLE FROM WALKING THROUGH THERE, EVERY TIME I GO DOWN THERE IT'S LOWER AND LOWER. ARE WE DOING ANYTHING ABOUT THE WALK-AROUND THE WALKOVER. IT SEEMS TO BE THOSE TWO ARE REALLY THE ONES. THE REST OF THEM HAVE CACTUSES

AND SIGNS. >> WE HAVE THE SIGNAGE IN PLACE, AND WE'VE HIM PEDIMENTS BEFORE THAT HAVE BEEN FREQUENTLY REMOVED. SO AGAIN MOST OF IT IS EDUCATION. I THINK THE RESILIENCY PLAN THAT WAS REFERENCED BY VICE MAYOR KRUEGER.

MORE PUBLIC AWARENESS ABOUT THE IMPORTANCE OF THE DUNES.

AND WE'RE WORKING ON PLANS TO DEVELOP RAMPED WALKOVERS, AND MORE FREQUENT INTERVAL ON THE NORTH END.

>> IS THIS A WALK-THROUGH NOT TOO FAR FROM THE ONES WE'RE WALKING PAST. IT'S NOT A LONG WALK TO GET TO THE ONES YOU'RE WALKING THROUGH. AND THE SIGNS ARE THERE, AND WE SEE ALL THAT AND WE'VE TALKED ABOUT IT.

AND MAYBE IT'S TIME TO SOME KIND OF PHYSICAL BARRIER SO PEOPLE DON'T WALK PAST THAT. WE DON'T EVEN NEED TO WALK OVER

THERE BECAUSE WE'RE NOT USING -- >> THAT'S THEY BE DONE A GOOD JOB MOST PLACES. ACTUALLY, THERE WILL PROBABLY BE THAT WAS THE WALKOVER WHERE WE HAD THE BIG PROBLEM, AND ACTUALLY THE DEP WAS CALLED IN. AND THEY DID TAKE PICTURES BECAUSE THERE WAS SOME SEA OATS AND OTHER STUFF INVOLVED.

AND I ANTICIPATE I HAVEN'T TALKED TO THEM BUT I'VE HEARD THEY'RE GOING TO SEND US A REMEDIATION PLAN TO DEAL WITH

THAT ISSUE. >> YEAH.

BUT WE SHOULDN'T HAVE TO WAIT FOR THE GOVERNMENT -- IT'S OUT OF HAND. IT REALLY IS.

IT'S JUST BLATANT DISREGARD FOR WHAT WE'RE ASKING FOR PEOPLE TO

DO AT THIS POINT. >> YOU BROUGHT UP A CHAINLINK FENCE. YEAH, I'M SPEAKING TO MYSELF I DON'T KNOW HOW THE REST OF YOU FEEL ABOUT IT, BUT I THINK IT'S TIME TO DO SOMETHING IT'S JUST BLATANT DISREGARD FOR THAT WALKOVER. OKAY.

[Item 5.4]

ITEM 5-POINT 4, MARINA. THIS ITEM WAS PLACED ON THE AGENDA REQUESTED COMMISSIONER ROSS, MR. ROSS YOU HAVE THE

FLOOR. >> THE ONLY THING I WOULD LIKE TO TALK ABOUT IS THERE WAS A RECENT LETTER TO THE EDITOR ON THE WEDNESDAY JULY ONE OF THE NEWS LEADER.

IT SAID DEATH WOES OF THE MARINA, AND WHAT IT TALKED ABOUT WAS DREDGING. AND IN THAT LETTER TO THE EDITOR IT PREDICTED THAT THE DREDGING COST TO THE CITY WOULD BE $338,000. ALMOST $350,000 A YEAR.

AND THAT'S A REALLY SCARY NUMBER.

BUT, AND IF YOU USE THE ASSUMPTIONS MADE IN THAT ARTICLE IT WAS A CORRECT NUMBER. HOWEVER, BECAUSE OF THAT ASSUMPTION, THEY ASSUMED THAT 30,000 CUBIC YARDS OF SEDIMENTATION WOULD HAVE TO BE REMOVED EVERY FOUR YEARS.

THAT WAS THE NUMBER, THE WAY THEY CAME UP WITH ALMOST $1.35 MILLION EVERY FOUR YEARS. BUT WITH THE NEW CONFIGURATION OF THE MARINA, WAS ORIGINALLY RECOMMENDED BY -- IN 1996 BUT NOT DONE. ORIGINALLY ATM WANTED THE MARINA TO GO PARALLEL TO THE SHORE. AND WHAT IT WAS EVENTUALLY BUILT FOR A WHOLE BUNCH OF REASONS WAS PERPENDICULAR.

[00:35:02]

SO AS THE WATER CAME THROUGH, SLID DOWN THE SEDIMENTATION DROPPED AND THE DREDGING COST WENT UP.

AND THE AREA BETWEEN THE SOUTHERN ATTENUATOR, WHICH IS A NEW ACTINUATOR. NEST 2, THE DOCK IN THE MIDDLE WILL PROBABLY NEVER NEED TO BE DREDGED NOW.

IT HAS REALLY GOOD -- AND IT SEEMS TO BE WELL FLUSHED OUT.

THERE APPEARS TO BE AN INCREASE IN THE RIVER FLOW THERE, AND THE BOAT TRAFFIC PREVENTING THAT SEDIMENTATION.

THE AREA BETWEEN S2, WHICH IS THE ONE IN THE MIDDLE AND THE DINGHY DOCK WILL LIKELY NEED TO BE PERIODICALLY DREDGED IN THE FUTURE. TO DATE, AND GOING OUT EVERY WEEK, AND DROPPING A LINE THERE HAS BEEN NO SIGNIFICANT SEDIMENTATION IN THAT AREA. SO THAT'S A GOOD SIGN.

AND, ESTIMATING THE FUTURE SEDIMENTATION CONSULTATION SPECULATIVE AT BEST. IF YOU TAKE THAT AREA 750-FEET LONG AND 40-FOOT WIDE. 30,000 SQUARE FEET AND THE DEPTH INCREASES -- DECREASES FROM 8 FEET WHICH IS CURRENTLY NOW THE 5 FEET IN FOUR YEARS, WHICH OVER THE LAST YEAR IT HASN'T GONE DOWN AT ALL. THAT WOULD BE 3400 CUBIC YARDS OF MATERIAL WOULD HAVE TO BE REMOVED.

AND AT $45 A CUBIC YARD, AND YOU PUT IN THE MOBILIZATION COSTS, THAT WINDS UP TO $200,000 AT THE MOST EVERY FOUR YEARS.

OR A LITTLE LESS THAN 50,000 PER YEAR.

NOT THE 135,000 OR 3 -- $1.35 MILLION, OR $338,000 PER YEAR. SO, THAT'S GOOD NEWS.

SO I THINK THAT WAS JUST WANTED TO POINT OUT I DON'T THINK THE DREDGIC WITH YOUR NEW CONFIGURATION WILL BE AS DRACONIAN AS POINTED OUT IN THE ARTICLE.

AND WITH THAT -- >> YES P I HAVE RECEIVED A LOT OF CONCERNS WITH THE PROCESS OF SELECTION OF THE RFP FOR THE MARINA. AND THE INVESTIGATION HASN'T BEEN MADE OR THE RECOMMENDATION BUT IT WILL COME ON THE 21ST.

I UNDERSTAND. AND I HAVE TALKED TO PEOPLE AND I HAVE CONCERNS AS IS THE MARINE ADVISORY COMMITTEE AND I'VE ADVISED THE CITY MANAGER TO EXPECT TO BE ABLE TO FULLY JUSTIFY WHAT IS RECOMMENDATION WILL BE.

>> THANK YOU SIR. >> OKAY.

[Item 5.5]

ITEM 5.5, THIS IS THE CORONAVIRUS 19 UPDATED.

AND THIS ITEM WAS PLACED ON THE AGENDA BY THE VICE MAYOR.

>> BECAUSE OF LEAD TIME I ACTUALLY PLACED THIS ON THE AGENDA JUNE 18TH. AND MY ACTUAL COMMENT AT THAT TIME WAS YOU KNOW -- IT IS NOT OVER YET.

AND LOW AND BEHOLD, IT'S NOT OVER YET.

THERE ARE A COUPLE OF THINGS I WANT TO KIND OF ACKNOWLEDGE WHAT WE DID WITH THE MASS. FIRST OF ALL I WANT TO COMPLEMENT MY FELLOW COMMISSIONERS FOR DRIVING MANY ISSUES ON THIS, THE FUNDING FOR THE NON-PROFITS AND THE MASK WAS DRIVEN BY THE COMMISSIONERS. AND WE DISCUSSED THIS WITH THE COUNTY AND OVER AND OVER, AND THE COUNTY DID THE SAME THING.

AND I THINK THAT SHOWS SIGNIFICANT COOPERATION.

AND IT'S POSITIVE. I ACTUALLY WENT TO PUBLIX, THEY'VE DONE A GREAT JOB OF MAKING ANNOUNCEMENTS.

THE PEOPLE WERE ALMOST P EVERYBODY HAD MASKS, SOME PEOPLE DIDN'T AND THEY'RE NOT ARRESTING THEM, BUT I THINK THE SOCIAL PROFPRESSURE WILL WORK. THE SECOND ITEM IS ACTIONS.

WHEN WE DISCUSSED MASKS MIKE HAD TALKED ABOUT OTHER ISSUES AND WANTED TO TALK ABOUT BEACHES. AS YOU LOOK THROUGHOUT FLORIDA YOU'VE SEEN A LOT OF DIFFERENT STUFF HAPPENING.

YOU CAN SEEN MIAMI GOING BACK GYMS CLOSED DOWN, BARS HAD CLOSED BEFORE. RESTAURANTS ARE CLOSING, I BELIEVE TAMPA IS DOING THE SAME. I DON'T KNOW THAT WE'RE IN THAT SAME SITUATION. BUT I THINK WE NEED TO DISCUSS WHAT ACTIONS WE CAN TAKE. WE CAN TAKEGY ACTION WE WANT, AM

I CORRECT? >> THE CITY --

>> WITHIN REASON -- >> THE CITY OF FERNANDINA BEACH

[00:40:02]

HAS HOME RULE POWERS AND POLICE POWERS THAT INCLUDE PROTECTING THE PUBLIC HEALTH, SAFETY, AND WELFARE.

IF THE CITY COMMISSION AT ANY TIME DECIDED THAT -- I'M NOT SAYING IT'S POPULAR OR TALKED ABOUT ANY OF THIS.

YOU HAVE THE POWER TO DO ANYTHING LIKE A MANDATORY MASK ORDER. YOU HAVE THE POWER TO HAVE BUSINESSES THAT SERVE THE PUBLIC, CLOSE THEIR PUBLIC SERVICE AREAS. YOU HAVE FEES YOU CAN PUT INTO PLACE BY ORDINANCE ONLY IF YOU NEEDED TO COLLECT FEES FOR SOME EXTRAORDINARY WORK THE CITY WAS DOING.

YOU HAVE THOSE TYPES OF POWERS. THE SAME POWERS THAT THE STATE HAS TO -- THAT THEY'VE PUT THE EXECUTIVE ORDERS IN PLACE THAT WE'VE FOLLOWED YOU ALL HAVE THOSE POWERS WITHIN THE CITY LIMITS. AND LET ME JUST MAKE IT CLEAR NOT TO BE ADVERSARIAL AT ALL. THE COUNTY KNOWS THIS.

I'VE SAID IT BEFORE. NASSAU COUNTY IS A NON-CHARTERED COUNTY. AWARD TO EMERGENCY POWERS THEY'RE NON-CHARTERED STATUS MEANS FOR THE CITY THAT IF THEY PASS AN ORDINANCE, I'LL USE AN EXAMPLE FOR SELLING ALCOHOL, FOR EXAMPLE, THAT SAID YOU CAN ONLY SELL ALCOHOL ON SUNDAY AT 2:00 P.M. IT WOULD NOT APPLY IN THE CITY LIMITS IF THE CITY DIDN'T WANT IT TO APPLY IN THE CITY LIMITS.

THAT'S A LITTLE BIT EXPANDED IF THEY PASS SOMETHING IT'S GOEGTO APPLY IN THE CITY LIMITS. BUT, IF THE CITY PASSES SOMETHING, YOU DON'T NEED THE COUNTY OR THE STATE TO SAY THAT IT'S OKAY. PASSES SOMETHING SUCH AS CURFEWS, HAVING TO CLOSE DOWN CERTAIN PUBLIC SERVICES AND BUSINESSES IF YOU NEED IT TO. SO --

>> SO -- LET ME FINISH MY POINTS AND THEN I'LL OPEN IT UP.

I REALLY PUT THAT ON THERE BECAUSE WE HAD THAT DISCUSSION.

ANOTHER REASON I PUT THAT ON THERE.

THAT I ACTUALLY PUT THISOND THE AGENDA WAS THE BUDGET.

I HAVE CHALLENGED THE CITY. I -- TO TELL ME WHY WE CAN'T GET BACK TO THE ROLLBACK RATE. I DON'T GET INTO THAT BUT I'M JUST SAYING. I THINK WE'RE GOING TO BE IN A FINANCIAL CRISIS LIKE EVERYBODY ELSE.

NASSAU COUNTY UNEMPLOYMENT TODAY 12.9.

TDC HERE SO I WON'T SAY ANYTHING MORE IS GOING TO MAKE COMMENTS LATER. BUT BASICALLY TDC MARKETING IS ON HOLD. SO WE'RE NOT TRYING TO GET PEOPLE TO COME HERE RIGHT NOW. AND THE CARES FUNDING I UNDERSTAND THE COUNTY HAS $3.8 MILLION WHICH 2.2 IS GIVEN TO ECONOMIC SYSTEMS TO BUSINESSES AND I HOPE WE'RE GOING TO GET MONEY FROM THOSE GUYS.

MAYBE TOMORROW OR SOMETHING. NOW I'M GOING TO OPEN IT UP

TO -- >> THANK YOU MR. MILLER.

AS OF 11:00 THIS MORNING WE HAD NASSAU COUNTY HAD 353 CASES.

HALF THOSE CASES CAME ABOUT THE PAST WEEK.

THINK ABOUT THAT. HALF.

THAT'S WHERE WE'RE AT. I JUST WANTED TO MAKE THAT POINT. WE NEED TO KEEP WATCH THAT GRAPH. AND HOW WE'RE TRENDING.

NUMBER 2, THE TDC IS NOT STOPPED MARKETING.

AND THE REASON I KNOW THAT IS BECAUSE I'VE BEEN WATCHING TV, AND THERE IS THE AMELIA ISLAND AD.

YOU WERE THE NICE BEACH, THE COUPLE ON THE BEACH.

COME TO AMELIA ISLAND. AND EVEN THE HOLIDAY WEEKEND I MUST HAVE SEEN THAT AD 6 OR 7 TIMES.

SO, WE'RE STILL INVITING PEOPLE TO COME TO OUR ISLAND.

AND MAYBE GIL COULD TALK ABOUT THAT AND WHAT THE PLANS ARE FOR THAT. BUT MY EXPERIENCE WITH MASKS HAVE BEEN THAT THE MAJORITY OF PEOPLE THAT I SEE NOT WEARING MASKS ARE VISITORS. 9 OUT OF 10 PEOPLE I SEE ARE WEARING MASKS. BUT THAT TENTH PERSON WHEN I ASK THEM ABOUT A MASK OR IF THEY'RE VISITING THEY SAY YES.

THEY EITHER DON'T KNOW ABOUT THE MASK OR THEY'RE NOT GOING TO COMPLY. SO, WE NEED TO BE VERY, VERY CAREFUL ABOUT THIS. GIVEN THE NUMBERS THAT I JUST CITED. THANK YOU MR. MAYOR.

>> OKAY. WORKING WITH MS. HAMBURG THIS MORNING AS WELL AS MS. DUNCAN FROM THE CHAMBER OF COMMERCE, WE'VE DESIGNED AS COMMISSIONER CHAPMAN REQUESTED WE DESIGNED A FLIER OR POSTER THAT'S GOING TO BE DISTRIBUTED TO THE BUSINESSES THAT INDICATES THAT THE CITY WE PASSED THE EMERGENCY ORDER AND THAT NASSAU REQUIRED. THAT HAS THE CITY LOGO, MS. DUNCAN WAS SUPPOSED TO SEND THE COUNTY LOGO TO MS. HAMBURG TO CREATE THE ONE THAT MS. DUNCAN WILL DISTRIBUTE TO COUNTY PEOPLE. SO YOU SHOULD START SEEING THOSE SIGNS THERE. THEY'RE UP IN LOCAL BUSINESSES LATER THIS WEEK.

>> COMMISSIONER KETCHUP. >> I HAVE SEVERAL WISHES.

[00:45:03]

ONE LAST WEEK WE HAD THE MARCH TO SUPPORT THE POLICE.

AND SADLY, THERE WAS VERY FEW PEOPLE WITH MASKS ON,ER AND VERY LITTLE SOCIAL DISTANCING IN THAT MARCH.

PEOPLE DON'T GET IT. I GET UPSET WHEN THEY SAY WELL ONLY ONE PERSON DIED. WELL, PLEASE, EMAIL ME AND TELL ME THE MAGIC NUMBER THAT HAVE TO DIE BEFORE PEOPLE IN THIS COUNTRY TAKE IT SERIOUSLY. BUT TO ME AN EXTRA ONE IS ONE TOO MANY. I THINK THAT THE NUMBERS I'M HEARING ON THE NEWS. JUST BUT WE MY MIND.

AS A NATION. AND PEOPLE SAYING YOU KNOW IT'S MY FREEDOM. WELL I THOUGHT THAT WHEN THIS COUNTRY WAS AT WAR ASK, EVERY COMMUNITY HAD AN -- WHO WOULD GO AROUND AND YELL AT YOU TO LOWER YOUR BLINDS SO THE ENEMY COULDN'T SEE THE LIGHTS OF YOUR HOUSE.

AND NO AMERICANS WERE STANDING THERE SAYING IT'S MY RIGHT TO KEEP MY BLINDS UP. LADIES AND GENTLEMEN WE ARE AT WAR. JUST LIKE IN THE VIETNAM WAR WITH, ANY WAR WE'RE HAVING -- THIEVES.

STATE AND NATIONAL LEVEL SAY -- WELL, HOSPITALIZATIONS ARE DOWN.

WELL THAT'S FINE AS LONG AS IT'S NOT ONE OF YOUR FAMILY MEMBERS.

I DON'T KNOW WHAT IT TAKES TO GET PEOPLE TO TAKE THIS SERIOUSLY. AND THAT'S MY BIGGEST ISSUE.

I'VE BEEN AT PUBLIX. I'VE BEEN AT WALMART.

AND, YEAH, THERE ARE PEOPLE THAT WEAR THEM.

BUT THERE ARE ALSO PEOPLE THAT DON'T WEAR THEM.

AND I DON'T BELIEVE THAT WE SHOULD PUT THE BURDEN ON A STORE OWNER TO SAY EXCUSE ME BUT -- IF YOU DON'T PUT A MASK ON YOU CAN'T COME IN. I WOULD LIKE TO KNOW HOW MANY TIMES WE'VE CHECKED FOR SOCIAL DISTANCING IN OUR RESTAURANTS AT NIGHT. SOME OF THEM HAVE LINES OF PEOPLE WAITING FOR TABLES. ARE THEY KEEPING SIX FEET APART? HAVE WE EVER CHECKED ON THAT? I DON'T THINK SO.

WELL, IF WE HAVEN'T, SHAME ON US.

SHAME ON US. I THINK THAT IF WE DON'T AS A GOVERNING BODY STEP UP AND SET THE TONE WHAT WE GET WE DESERVE.

THANK YOU.

>> THANK YOU, SIR. >> VICE MAYOR KRUEGER YOU'RE

RECOGNIZED. >> YEAH, WHEN I SAID FUTURE ACTION GENERAL, IT'S MORE THAN A DISCUSSION.

SO WHAT IS IT WE WANT TO LOOK AT, AND IF DO WE WANT TO LOOK AT WHAT KIND OF CRITERIA WE NEED BEFORE WE TAKE FURTHER ACTION? I'M NOT A BIG FAN OF WAITING FOR THE STATE OR COUNTY TO DO ANYTHING. SO, WHAT KIND OF CRITERIA -- WHEN DO THE NUMBERS TELL US WE NEED TO DO SOMETHING FURTHER? AND THAT'S A HARD THING TO DO. SO, I THINK WE NEED -- THAT'S WHAT THE WHOLE POINT IS. WE DID THE MASS AND THAT'S A GREAT THING, AND THE SOCIAL DISTANCING T SHOULD HELP.

BUT AS PHIL SAID IT'S NOT WORKING.

I WAS WITH PHIL IN THE POLICE THING.

WE HAD OUR MASKS ON. BUT SOMEHOW CAN WE TASK -- I WAS ON THAT RECOVERY COMMITTEE, AND YOU KNOW TWICE AND I DIDN'T SEE ANY PROJECTING. SO WHEN DO WE CONSIDER FURTHER ACTION? THAT FURTHER ACTION WOULD BE CURTAILING OPERATIONS. YOU KNOW WHEN DO WE DO THAT, AND HOW DO WE DO THAT? AND I DON'T HAVE THE ANSWER BUT THAT'S WHAT THIS IS ALL ABOUT, IS MOVING FORWARD.

SO, GYMS ARE STILL OPEN. RESTAURANTS AT 50%.

DO WE WANT TO LOOK AT THAT, AND WHEN DO WE LOOK AT IT? BEACHES ARE ANOTHER CONCERN. I DON'T THINK PERSONALLY MOST OF OUR BEACHES ARE WELL -- WELL SOCIAL DISTANCED WHATEVER, BUT WE DO HAVE TWO HIGH-DENSITY AREAS WHICH IS SEASIDE AND MAIN BEACH. WE COULD DO SOMETHING THERE.

I'M NOT SAYING WHAT OR WHEN, BUT WHEN DO WE LOOK AT THAT? SO -- YOU KNOW I'M LOOKING FOR KIND OF IDEAS -- I DON'T WANT TT ADVOCATING WE DO ANYTHING. BUT IF THE NUMBERS KEEP INCREASING WE'RE GOING TO HAVE TO MAKE DECISIONS.

AND LET'S BE PROACTIVE AND LEAD FROM THE FRONT.

[00:50:02]

>> I APOLOGIZE FOR NOT MENTIONING THIS.

IF YOU TAKE A RIDE AROUND THIS CITY ON A WEEKEND, YOU KNOW -- OUR NUMBERS DON'T TELL THE WHOLE STORY.

BECAUSE A LOT OF OUR VISITORS ARE COMING FROM GEORGIA.

AND WHEN THEY GET TESTED POSITIVE, IT'S ON THAT STATE'S NUMBERS. NOT OURS.

AND IF ANY OF THOSE PEOPLE SHOULD BE HOSPITALIZE SAID, THEIR NUMBERS NOT OURS. SO AGAIN, PEOPLE ARE SAYING WELL IT'S NOT SO BAD. WE NEED TO LOOK AT ALL OF THE WHOLE PICTURE. BECAUSE, AGAIN, A RIDE THROUGH THE CITY AND RIDE DOWN THE BEACHES ON A WEEKEND, IT'S A HECK OF A LOT OF GEORGIA PLATES. THANK YOU.

>> TO TRY TO FIT SOME METRICS TO WHAT YOU'RE ASKING.

IF YOU RECALL DURING THE EMERGENCY MEETING THAT WE HELD.

I QUOTED THE FIGURE OF 1.4 CASES PER DAY THAT WE WERE AVERAGING FOR THE FIRST 3 MONTHS. AND THEN THAT JUMPED UP TO 9.4, 9.8. AND THAT WAS THE DAY BEFORE -- THAT WAS THE DAY WE HIT THAT HIGH POINT.

AND WE HIT EVEN ANOTHER HIGH POINT AFTER THAT.

SO IT WAS 9.4, THE PAST WEEK THAT I DECIDED IT'S 20, 1 POINT 4, 9.4, 20. SO IN ONE WEEK SINCE WE MET, WE'RE NOW AVERAGING 20 CASES. SO I WOULD SAY IF WE SEE THAT NUMBER AT 20 PER DAY CONTINUE, THEN WE SHOULD TAKE SOME ACTION.

BECAUSE THAT'S -- IT'S TRENDING THE WRONG WAY, OBVIOUSLY.

SO, AND THAT'S -- IT'S AND WHAT IT'S TELLING US IS WHAT WE'RE

DOING ISN'T WORKING. >> COMMISSIONER ROSS.

>> I'M CURIOUS WHAT ACTION YOU WOULD LIKE TO TAKE.

>> YOU KNOW WHAT MY SUGGESTION IS.

WHAT IF WE COME UP WITH A PLAN TO WHAT THE NUMBERS DO AND WE DON'T HAVE TO COME AND TALK ABOUT IT.

WHY DON'T WE PLAN FOR THAT NOW AND PULL THE TRIGGER ON THE PLAN, WHAT THE STATE DID LIKE A PHASE ONE OR A PHASE TWO, OR PHASE THREE AND WHAT THAT WOULD MEAN SO WE DON'T HAVE TO HAVE

THE DISCUSSION AT THE MOMENT -- >> I THINK THAT'S A VERY -- WHAT COMMISSIONER ROSS SAID, AND I THINK COMMISSIONER CHAPMAN SHOOK HIS HEAD. WHAT ACTION AM I PROPOSING, AND I THINK HE HIT THE NAIL ON THE HEAD.

WE GO BACK TO PHASE ONE. WHERE WE CONSIDER RESTAURANTS AT 25 PERCENT. BUT THERE IS CERTAINLY MEASURES CLOSED GYMS, THERE IS CERTAINLY THINGS WE CAN DO TO TRY TO

MITIGATE THIS DISEASE. >> AND THE CRITERIA FOR THAT TAKING PLACE SHOULD BE TALKED ABOUT AS WELL.

WHAT PERCENTAGE OF TEST RESULTS. THE PROBLEM I SEE TOO IS THE FACT THAT I SEE A LOT OF 3, 2, 0, 4, NUMBERS MENTIONED.

BUT WE KNOW HOW FAR THAT EXTENDS OUT OVER THE COUNTY AND BRIDGE.

AND SO IT'S HARD TO PINPOINT WHERE THE HOTSPOTS ARE.

ARE THEY GETTING IT DOWNTOWN? ARE THEY PICKING IT UP IN THE BEACHES AREA. ARE THEY GETTING IT FROM VACATION RENTLES. SO IT'S HARD TO TELL.

WE DON'T WANT TO AIM THE GUN IN THE WRONG DIRECTION.

>> CORRECT, I AGREE. >> SO HOW TO WE WANT TO GO ABOUT THIS? ANY SUGGESTIONS?

>> >> I THINK WE SHOULD HAVE A

WORKSHOP PRETTY QUICK. >> OKAY.

>> I AGREE. >> SO WE CAN SIT DOWN AND GET SOME -- WE NEED SOME GOOD MEDICAL INPUT.

I THINK WE NEED OTHER INPUT. YOU KNOW THESE ARE DRASTIC THINGS WE'RE TALKING ABOUT. BUT YOU KNOW PUBLIC HEALTH TRUMPS ECONOMICS RIGHT NOW. IN MY MIND.

>> I WOULD LIKE TO HAVE SOMEBODY FROM THE HEALTH DEPARTMENT HERE IF POSSIBLE. AND WE COULD DO THIS AS AN EMERGENCY ACTION MEETING SO WE DON'T HAVE TO ANNOUNCE A

WORKSHOP LIKE THAT. >> YOU STILL HAVE TO HAVE NOTICE OF YOUR MEETING. BUT YOU NEED 24 HOURS NOTICE.

>> OKAY. >> SO IF YOU WANT TO FIGURE THAT

OUT. >> DO WE ALL AGREE WE ALL NEED

THAT WORKSHOP? >> I'M JUST PICKING UP SHIFTS

PEOPLE NEED ME TO WORK. >> YOU TELL ME AND I'M GOOD.

>> ANY TIME IS GOOD FOR ME. >> STAFF ROOM AVAILABILITY IS --

>> WE'LL SCHEDULE WITH YOU TOMORROW.

WE'LL SEND EMAILS AND CALENDAR DATES.

THE WE CAN OF JULY IS QUALIFYING PERIOD AND WEDNESDAY OF THE SAME WEEK YOU HAVE THE OPA CONFLICT RESOLUTION MEETING SO THAT'S

[00:55:01]

PROBABLY NOT A GOOD WEEK. WE CAN PROBABLY PULL SOMETHING TOGETHER FOR THURSDAY OR FRIDAY OF THIS WEEK IF EVERYONE IS

AVAILABLE. >> LET'S WORK ON A TIME FOR THAT. COMMISSIONER ROSS YOU'RE

RECOGNIZED. >> I'M STILL NOT CLEAR WHAT YOU

WANT -- >> WHAT YOU WANT TO ACCOMPLISH WITH THIS. BECAUSE THE MOST EFFECTIVE THINGS FOR STOPPING THIS COVID HAVE TO DO WITH CONTACT TRACING AND THE HEALTH DEPARTMENT. WHICH WE CAN'T DO.

>> RIGHT THAT WHY I SAID I WOULD LIKE TO HAVE TIME TO FIGURE

OUT -- >> SO I DON'T UNDERSTAND WHAT THE PURPOSE OF A WORKSHOP IS. WHAT ARE WE GOING TO ACCOMPLISH?

>> I THINK WHAT YOU'RE DOING IS GOING TO SET SOME CRITERIA THAT SAYS WHEN WE REACH THIS NUMBER, WE GO TO PHASE ONE.

>> AND ASSUMING THE STATE DOESN'T TAKE ACTION BEFORE THAT.

>> CORRECT THE STATE IS NOT GOING TO TAKE ACTION BEFORE THAT

Y DOUBT SERIOUSLY. >> AND IT NEEDS TO BE A REALISTIC NUMBER. I'M NOT SURE HOW MUCH REAL CONTRACT TRACING IS HAPPENING. YOU KNOW -- BUT A REALISTIC NUMBER. I MEAN FROM EXPERTS WHO SAY IT.

WHAT IS THAT NUMBER. SO IF YOU GO FROM 1-20 -- YOU KNOW -- WHEN DO WE NEED TO DO THAT? AND YOU PICK A NUMBER BASED ON THE BEST INFORMATION YOU HAVE,

AND YOU DO IT. >> SO WHAT EXPERTS ARE WE GOING

TO HAVE AT THIS MEETING. >> AND IF THE HEALTH DEPARTMENT COMES. I THINK IT'S ESSENTIAL WE HAVE .

>> I DON'T THINK THERE IS MUCH POINT OF HAVING THAT MEETING WITHOUT THE HEALTH DEPARTMENT HERE.

>> I'M GOING TO MAKE A SUGGESTION ABOUT ASKING EXPERTS TO COME. ESPECIALLY THOSE THAT ARE OFFICIALS OF THE COUNTY. BUT LIKE DR. ROSS I KNOW HER PRETTY WELL. AND I'M SURE I CAN CALL HER CELL PHONE AND I THINK WE HAVE TO KNOW WHAT WE WANT.

IF YOU HAVE AN EXPERT IN HERE, AND YOU TRY TO PIN DOWN LIKE WHAT THEY THINK. THEY'RE NOT GOING TO TELL YOU WHAT THEY THINK, AND GIVE YOU -- THEY'RE LETTING YOU OFFICIALS MAKE THAT DECISION. THEY'RE PUBLISHING THE STATISTICS. BUT THEY'RE NOT GOING TO BE ABLE TO BECAUSE WE'VE TRIED. DR. ROSS HAS HAD CONVERSATIONS AND BEEN ON PASS PANELS, AND THS LIKE THAT.

YOU'RE NOT GOING TO GET THE EXPERTS TO SAY FOR FERNANDINA BEACH THIS NUMBERS MEANS YOU NEED TO SHUT RESTAURANTS.

THEY'RE NOT GOING TO PUT THEMSELVES IN THAT KIND OF

POLITICAL HOT SEAT. >> RIGHT WE'RE GOING TO PICK THE

NUMBER. >> WELL, I KNOW, BUT WHAT I'M SAYING BEFORE WE HAVE A WORKSHOP IF YOU'RE DISCUSSING IT NOW, TRY TO SO THAT DALE AND/OR Y CAN HELP GET THE EXPERTS HERE.

THEY'RE GOING TO WANT TO KNOW WHAT TO EXPECT WHEN THEY GET HERE. SO I WOULD SUGGEST YOU HAVE QUESTIONS ABOUT THE STATISTICS. QUESTIONS ABOUT PROTECTING OURSELVES. BUT YOU ULTIMATELY HAVE TO MAKE

THAT DECISION ABOUT -- >> MIAMI-DADE.

THEY WENT BACK. THEY HAD A PLAN.

TAMPA WENT BACK. IT WOULD BE INTERESTING TO SEE WHAT THAT IS. THERE ARE BIGGER PLACES BUT THEY'RE STILL -- YOU KNOW THERE IS STILL A FORMULA THEY USED.

SO IF WE HAD THAT FORMULA, IT'S CONSISTENT AT SHOWING THEY'RE CONCERNED. THEY'RE AT THE CUTTING EDGE OF PROTECTING THEIR PEOPLE. SO IF WE SAY MIAMI-DADE DID THIS BECAUSE THEIR NUMBERS INCREASED POINT WHATEVER --

>> AND IF YOU ARE ALL WILL TO DO THAT BUT I'LL TELL YOU WHAT HAPPENS TO BE MY HOMETOWN AND YOURS.

VERY DIFFERENT POPULATIONS. VERY DIFFERENT PEOPLE WITH THAT DOESN'T MEAN WE DON'T PROTECT THEM THE SAME.

BUT DOWN THERE IN MIAMI, AND MIAMI BEACH THEY SAY THAT'S IT.

AND PEOPLE ARE USED TO THAT. THEY'RE NOT USED TO THAT HERE.

AND I'M NOT SAYING WE DON'T TAKE THE SAME MEASURES.

BUT BE PREPARED IF YOU DO YOU'RE GOING TO HAVE A HUGE PUSHBACK JUST LIKE WE HAVE ON THE MASKS SOMEWHAT.

I'M SAYING NOT WE HAVE TO TAKE IT SERIOUSLY.

THE WORKSHOP AND THE DISCUSSION TO HAVE CRITERIA -- I DEFINITELY WITH THE CITY MANAGER AND STAFF CAN GET THOSE STATISTICS IF THEY'RE WORKING ON PERCENTAGES IN MIAMI.

AND TAMPA. AND FIND OUT WHAT THOSE MARGINS ARE, IF THERE IS A CERTAIN PERCENTAGE.

WE CAN HAVE BUNCH OF DATA AVAILABLE FOR YOU ALL TO HELP

MAKE THAT -- >> WE CAN FIGURE STUFF OUT.

WE CAN LOOK AND SAY 31-POINTAL% OF OUR POPULATIONS ARE OVER 65.

WE KNOW DIFFERENT STUFF SO WE CAN -- BUT WHEN WE HAVE DATA WE CAN APPLY THAT AND LOOK AT IT. AND WE MAY NEVER GET TO THAT NUMBER. THAT NUMBER MIGHT BE WAY OUT THERE. BUT -- BUT MY REAL POINT TO THIS

[01:00:03]

WHOLE THING IS IT'S OUR RESPONSIBILITY TO DO THIS AND TO BE AHEAD OF THE -- I CALL THE POWER TURN --

>> RIGHT. AND MR. MARTIN AND I ASK, STAFF WE HAVE ALL THE CAPABILITIES TO GET YOU ALL THE STATISTICS THAT YOU NEED. BUT BEFORE WE INVITE EXPERTS, LET'S MAKE SURE WE KNOW WHAT THEIR PURPOSE IS GOING TO BE.

SO WHEN WE ASK THEM TO COME WE CAN TELL THEM WHAT THEIR PURPOSE

IS HERE. >> ONE OF THE THINGS I HOPE COMES OUT OF THIS IS THAT WE TAKE THE STEPS TO ENFORCE THE RULES WE MAKE. WE NEED MANDATORY MASKS INDOORS.

WHAT ENFORCEMENT HAVE WE THE CITY TAKEN TO SEE THAT'S BEING FOLLOWED? BECAUSE IF WE TOOK STEPS, WE MISSED A LOT OF PEOPLE. SO WHEN WE HAVE THIS WORKSHOP, IF WE'RE GOING TO PUT IN STEPS, I WANT TO SEE THE STEPS THAT WE'RE GOING TO TAKE TO ENFORCE THEM, AND MAKE SURE THOSE STEPS

ARE FOLLOWED. >> SO I WOULD AGREE WITH COMMISSIONER CHAPMAN, THAT AND TO COMMISSIONER ROSS'S POINT ABOUT WHAT ACTION WE SHOULD TAKE.

IF YOU'RE TURNING 20 CASES A DAY, SO I HAVE TO SEE CODE ENFORCEMENT WORK AT NIGHT. WORK A NOON-9:00 SHIFT.

AND BE IN RESTAURANTS MAKING SURE THAT THE MASKS ARE BEING ENFORCED. NOW I'LL TELL YOU A VERY QUICK STORY. I WENT TO A LOCAL -- SATURDAY MORNING. HAD MY MASK.

PLACED MY ORDER. THE OWNER WAS STANDING IN THE CORNER AND I LOOKED AT HIM AND SAID WHERE IS YOUR MASK? HE WAS HOLDING IT IN HIS HAND. AND I SAID YOU KNOW THERE IS A MASK OVER IN THE CITY, CORRECT? AND HE SHEEPISHLY LOOKED, PUT IT ON AND DIDN'T HAVE IT OVER HIS NOSE.

WENT OUT TO MY CAR WITH MY WIFE WAITING FOR OUR ORDER.

THE OWNER COMES OUTSIDE, NO MASK, AND STARTS TALKING TO CUSTOMERS. NOT 6 FEET AWAY, FACE-TO-FACE.

TO YOUR POINT. SO THIS IS THE BEHAVIOR THAT IS GOING ON. PEOPLE ARE NOT -- SOME PEOPLE ARE TAKING IT SERIOUSLY, BUT WE HAVE OTHER PEOPLE WHO ARE NOT.

WHICH IS ACCOUNTED FOR THE INCREASE IN CASES.

PART OF THE INCREASE. SO WE NEED TO ENFORCE.

>> ALSO I THINK WE'RE GOING TO HAVE TO GET THE COUNTY INVOLVED IN THIS DISCUSSION AS WELL. BECAUSE YOU KNOW PUBLICLY I WENT FORWARD WITH AN ISSUE I HAD WITH THE WAY THE GOVERNOR CLOSED DOWN THE BARS, WITH A DAY AND A HALF NOTICE AFTER WARNING HE WAS GOING TO SPOT CHECK DIFFERENT PLACES THAT WEREN'T PROPERLY DOING SOCIAL DISTANCING. AND A DAY AND A HALF LATER HE BRITAINANTLY SHUT DOWN. THE PROBLEM WITH THAT IS, THE BEACHES WERE OPEN, THE HOTELS AND RESTAURANTS ARE OPEN.

AS YOU MENTIONED THEY SHOW COMMERCIALS ON TV.

NOBODY IS CHANGING THEIR PLANS ONCOMING TO AMELIA ISLAND BECAUSE THEY CLOSED THE BARS. THEY'REERALITYING ON THE DOORS OF THE PLACES THAT ARE CLOSED, AND THEY SAY WHEN THEY'RE NOT GOING TO NOT DRINK. AND GO TO THEIR HOTEL ROOM AND ORDER ROOM SERVICE. NOW WHAT TO WE DO.

THIS RESTAURANT, AND THIS RESTAURANT ALL HAVE ALCOHOL LICENSE YOU CAN GO THERE AND DRINK.

NOW YOU'VE TAKEN THE PEOPLE AND COMPRESSED THEM INTO A SMALLER AREA. IF WE DO SOMETHING IN THE CITY LIMITS, TAKING ACTION IN THE CITY RIGHT ACROSS THE CITY LINE THERE IS A RESTAURANT THAT IS GOING TO GET SLAMMED BECAUSE THE REDUCTION IS NOT THERE. SO THE THING THE PURPOSE -- IF THE PURPOSE IS TO KEEP PEOPLE SPREAD OUT AND SEPARATED, FORCING THEM INTO A SMALLER AREA IS GOING TO BE COUNTER-PRODUCTIVE, I THINK. I THINK WE NEED TO GET THE COUNTY INVOLVED TO MAKE SURE WE'RE ALL ON THE SAME PAGE.

>> I WAS GOING TO SAY THIS IS THE END OF THE MEETING BUT I'LL SAY IT NOW. SO FOR THE LAST THREE MONTHS I HAVE NOT WORKED IN THE EMERGENCY ROOM.

BECAUSE PATIENT VOLUMES WERE DOWN AND I GAVE MY SHIFTS UP TO OTHER DOCTORS. THE ER VISITS TRULY HAVE RISEN IN THE LAST WEEK OR TWO. AND THE VOLUMES ARE INCREASING.

BUT I DID GO BACK TO WORK YESTERDAY.

AND, IT WAS AN EYE-OPENING EXPERIENCE.

FROM MY TEN-HOUR SHIFT, I WORE GOGGLES AND A FACE MASK.

AS DID ALL THE OTHER HEALTHCARE PROVIDERS.

THE PRIMARY WAY OF NOT GETTING SICK FOR HEALTHCARE PROVIDERS AND -- IS TO WEAR A MASK. EXCEPT TO EAT AND DRINK.

I NEVER TOOK THAT MASK OFF THE ENTIRE TEN HOURS.

IF WE DON'T FLATTEN THE CURVE AND CASES KEEP GOING UP IT IS TRUE OUR HEALTHCARE FACILITIES ARE GOING TO BE OVERWHELMED.

[01:05:01]

THERE SEEMS TO BE A THOUGHT OUT THERE THAT YOU CAN GET SICK AND INCREASE THE HERD IMMUNITY. WHICH MEANS A CERTAIN PERCENTAGE OF PEOPLE IN THE POPULATION HAVE ANTIBODIES AGAINST THE DISEASE AND SO WHEN YOU VACCINATE FOR MEASLES YOU'RE GIVING A HERD IMMUNITY. SO THERE CAN BE A FEW PEOPLE NOT VACCINATED BUT THE DISEASE DOESN'T GET TRANSFERRED.

AND THE NUMBER FOR HERD IMMUNITY IS SOMEWHERE DEPENDING ON WHICH EXPERTS YOU WANT TO TALK TO AND DEPENDING ON THE DISEASE IS SOMEWHERE BETWEEN 50 PERCENT OF THE POPULATION AND 90 PERCENT OF THE POPULATION. THAT MEANS 50 PEST TO 90 PERCENT OF THE PEOPLE WOULD HAVE TO BE INFECTED TO CONFER HERD IMMUNITY TO OUR COMMUNITY. THAT'S A LOT OF PEOPLE BEING SING. AND I'M NOT GOING TO TALK ABOUT THE VACCINE AND ALL OF THAT STAFF.

THAT'S THE HERD IMMUNITY. THAT'S THE IDEA OF GETTING SICK, AND WE'RE ALL GOING TO GET HERD IMMUNITY IS NOT PARTICULARLY HELPFUL. WE DON'T WANT TO GET THIS DISEASE. PEOPLE CAN DIE FROM THIS.

MANY LONG-TERM EFFECTS ARE COMING FROM THE DISEASE.

IT SEEMS TO BE A DISEASE OF THE BLOOD VESLES, IT CAUSES BLOOD CLOTS IT IS FOUND ON OPTSIES, WHICH IS A REASON A LOT OF PEOPLE DIE FROM THIS AND EVEN IF YOU DON'T GET PARTICULARLY ILL YOU'RE STILL NOT GOING TO BE ABLE TO WORK FOR TWO WEEKS AND NOT GOING TO BE DOING ANYTHING FOR TWO WEEKS EXCEPT SITTING HOME. BUT THE MOST IMPORTANT REASON TO CUT THE DISEASE DOWN TO FLATTEN THE CURVE IS YOU DON'T WANT TO PASS IT ON TO YOUR FAMILY, FRIENDS, CHILDREN, YOUR WORKERS, THE HEALTHCARE WORKERS OR ANY OTHERS.

SO WHAT DO YOU HAVE TO DO NOT TO GET SICK? AND THIS IS WHY I'M A LITTLE SKEPTICAL ABOUT HAVING A WORKSHOP AND CRITERIA AND WHAT NOT.

SOMEHOW YOU HAVE TO GET PEOPLE TO BUY INTO THE FACT THAT THEY SHOULDN'T BE GOING INTO CROWDED PLACES.

IF YOU DON'T HAVE A CROWDED PLACE IT'S DIFFICULT TO THAT.

WE HAVE TO GET PEOPLE TO FORTY TWO -- TO THE FACT THAT YOU HAVE TO STAY SIX FEET APART. PRIOR TO THIS MEETING I WAS WATCHING PEOPLE AND THEY WOULD COME UP TO EACH OTHER.

AND THEY WERE 2-3 FEET APART AND TALKING TO EACH OTHER.

THE PROBLEM IS NOT POSED -- THE PROBLEM IS US -- WE HAVE TO GET THE WORD OUT THAT YOU CAN'T DO THE THINGS THAT WE LIKE TO DO AS A GROUP OF PEOPLE. NOBODY HAD THIS FAR APART THICK.

YOU WANT TO GET TOGETHER, YOU WANT TO HUG, AND THAT'S WHAT IS DISEASE. AND THEN YOU NEED TO GET PEOPLE TO WEAR MASKS. AND IT'S MOSTLY IN INDOOR PLACES. AND YOU SAY WE NEED TO ENFORCE THIS. WELL, WE HAVE TWO CODE ENFORCEMENT PEOPLE. WE'RE GOING TO HAVE THEM SEND PEOPLE 250 JAIL FOR THIS? IT HAS TO BE RAVOLUNTEER THING TO GET PEOPLE TO WORK TOGETHER TO DO THIS.

THIS PANDEMIC WILL PASS. I BELIEVE THE KIND OF MEETING THAT WE'RE HAVING NOW IT'S VERY LIKELY WE'RE GOING TO BE DOING THIS A YEAR FROM NOW. EVERYBODY THINKS IT'S JUST GOING TO GO AWAY MAGICALLY, IT IS NOT. WITH THE WHOLE THING WITH THE VACCINE NOT ONLY DO THEY HAVE TO COME UP WITH AN EFFECTIVE VACCINE WHICH HASN'T BEEN DONE. THEY HAVE TO MANUFACTURE MILLIONS OF DOSECHISE IS DIFFICULT.

AND THEN THEY HAVE TO GET MILLIONS OF PEOPLE TO TAKE IT.

YOU HAVE TO GET 70-80 PERCENT OF THE COUNTRY TO GET VACCINATED WHICH IS A DIFFICULT THING AND IT HAS TO BE AN EFFECTIVE VACCINE, AND THAT IS GOING TO TAKE TIME.

I THINK WE CAN FLATTEN THE CURVE, WE DID IT BEFORE WE CAN DO IT AGAIN. I CAN IT HAS TO BE MORE OF RAPOINT FOR THE PUBLIC WORKING TOGETHER AS OPPOSED TO MORE THE CARROT THAN THE STICK. I DON'T THINK WE HAVE ENOUGH POLICE OFFICERS, ENOUGH CODE ENFORCEMENT, TO REALLY ENFORCE THIS. SO THOSE ARE MY THOUGHTS, AND YOU KNOW I GO TO WORK AND I'M EXPOSED TO THIS.

WITH THE WAY -- GOING INTO A ROOM WITH SOMEBODY YOU'RE GOING TO WEAR A MASK, AND DISTANCE AS MUCH AS YOU CAN FOR MOST OF THE TIME. BUT THAT'S THE PRIMARY THING IS WEARING A MASK. SO WE NEED TO GET PEOPLE -- I HAVE NOT TO GET CLOSE TOGETHER, NOT TO GO TO CROWDED PLACES AND TO WEAR A MASK.

>> I THINK THERE COMES A TIME WHEN YOU HAVE TO DEAL WITH

ENFORCEMENT. >> THERE IS NO QUESTION THAT DRUNK DRIVING KILLS PEOPLE. WELL, IF WE DON'T ENFORCE THE DRUNK DRIVING LAWS HOW MANY MORE PEOPLE ARE GOING TO GET KILLED BY A DRUNK DRIVER? YES, WE ONLY HAVE TWO CODE

[01:10:01]

ENFORCEMENT PEOPLE. BUT YOU KNOW WHAT? AND I SUGGESTED THIS TO MR. MARTIN SOME TIME AGO.

LET'S THINK ABOUT HIRING ANOTHER ONE EVEN IF IT'S PART-TIME.

WE HAVE MONEY IN THE SALARY ACCOUNT WE COULD DO THIS.

PUT POLICEMAN ON OVERTIME? HEY, IT'S TOO BAD IF YOU GET A TICKET BECAUSE YOU DON'T WEAR A MASK.

BUT YOU KNOW WHAT? IF YEW A GUY DRIVING 50 IN A 15 MILES-PER-HOUR ZONE YOU GET A TICKET.

IF YOU ARE GOING TO MAKE RULES AS A SOCIETY, YOU DAMN WELL BE ENFORCING THEM, OTHERWISE LET'S JUST GET RID OF THEM.

LET ANYBODY DRIVE AS FAST AS THEY WANT.

THIS IS SERIOUS. THIS IS KILLING PEOPLE.

AND IF IT TAKES ENFORCEMENT AND THAT GETS PEOPLE UPSET YOU KNOW WHAT? THE WORD WILL GET OUT.

WHEN I WAS A TEACHER I HAD AN UNRULY CLASS.

ALL I HAD TO DO WAS TAKE ONE KID TO THE OFFICE AND THE WORD GOT OUT. AND THE REST OF THAT CLASS BEHAVED. WELL YOU KNOW WHAT? IT'S TIME WE TAKE THAT MENTALITY.

ENFORCE THE RULES. OTHERWISE LET'S GET RID OF THEM.

SAY YOU DON'T WANT TO WEAR A MASK, DON'T -- FORGET ABOUT SOCIAL DISTANCING. BECAUSE IT'S NOT WORKING AND I AM AT THE POINT WHERE, YEAH, I DON'T MIND THE STICK OVER --

THANK YOU. >> COMMISSIONER ROSS.

>> >> SO WE'RE GOING TO SCHEDULE A

WORKSHOP? >> YEAH, IT SOUNDS LIKE WE

HAVE -- >> AND TAMMY YOU'RE GOING TO TRY

TO GET US CRITERIA FROM -- >> YEAH --

>> I WOULD LIKE TO KNOW HOT THE NUMBERS ARE.

>> YOU WANT TO WAIT A WEEK TO HAVE THE WORKSHOP?

>> THAT'S FINE -- >> SEE HOW WE'RE TRENDING.

>> I CAN TELL YOU WHAT HAPPENED BASICALLY THE NUMBERS WE'RE SEEING ARE PROBABLY FROM THE THREE-DAY WEEKEND.

AND I THINK THAT'S 4TH OF JULY WEEKEND I THINK A WEEK FROM NOW WE'RE GOING TO SEE NUMBERS HIGH AGAIN.

SO -- YEAH. >> 14 DAYS AFTER.

>> IS THAT RIGHT? >> WHEN DO YOU THINK WE'LL START SEEING THE NUMBERS ON THE 4TH OF JULY WEEKEND?

>> IT WILL BE AT LEAST 2 WEEKS. >> MR. MAYOR, IF I MIGHT, WE HAVE MEDIATION ALREADY SCHEDULED ON JULY 15TH WHERE WE'RE ALL GOING TO BE ON THE SAME PLACE, AND WE MARKED OUR CALENDARS, WE COULD THINK ABOUT DOING IT THEN. WE'RE SCHEDULED FROM 9-4 AT THE GOLF COURSE T ALLOWS FOR PLENTY OF SOCIAL DISTANCING SO WE CAN INVITE MORE MEMBERS OF THE PUBLIC TO BE THERE IN PERSON, AND THE MANAGER AND I THINK THAT IF IT IT'S OKAY WITH YOU THAT MIGHT BE A GOOD TIME TO SCHEDULE IT.

>> THAT'S WORKS FOR ME. >> SO YOU WANT TO DO THAT AFTER

THAT MEETING. >> LET'S GO AHEAD AND SCHEDULE

THAT THEN. >>

[Item 5.6]

>> OKAY, ON TO 5.6. THIS IS THE PORT OF AUTHORITY.

>> JUST A FEW THINGS. THE MOTION PORT AUTHORITY MEETING TOMORROW FROM THE AGENDA IS SIMPLY FROM THE AGENDA THERE IS SOME INTERESTING THINGS THAT ARE GOING TO BE ON THE AGENDA.

ONE OF THEM IS THE ATTORNEY'S WE APPARENTLY SENT BACK THEIR PROPOSAL CITY ATTORNEY SENT BACK THE PROPOSAL ABOUT DEALING WITH THE CHANNEL. AND THEY'VE JUST SAID WE HAVE RECEIVED SUGGESTED REVISIONS FROM THE FERNANDINA BEACH INTERLOCAL AGREEMENT. TO ASSUME FINANCIAL LIABILITY ASSOCIATE WOULD THE WESTWARD CHANNEL REALIGNMENT, AND THERE IS A COPY AND I ASSUME THEY'LL TALK ABOUT THAT IF ANYBODY IS

INTERESTED IN THAT. >>> SECOND THING IS THEY PUT ON THEIR SCHEDULE THEIR FUNDING REQUESTS FOR THE SEA FUND.

AND IN THOSE REQUESTS IT'S INTERESTING, WITHOUT A MASTER PLAN WHICH WE STILL DON'T HAVE. THEY'RE REQUESTING TO EXTEND THEIR BIRTH WHICH MEANS MAKE THEIR DOCKS BIGGER.

AND PUTTING IN UPLAND RECOVERY BY RAISING ELEVATIONS OF THE WATER SIDE LAND. SO IT APPEARS THEY'RE CONSIDERING FILLING SOMETHING. AND THEN THE THIRD THING ON THE -- TWO OTHER THINGS ON THE AGENDA ONE THEY WANT TO PUT UP A VINYL BUILDING WHICH IS 70 BY 220 FEET BY 35 FEET, AND THE BEST OF MY KNOWLEDGE THEY HAVEN'T COME TO TALK ABOUT ANYBODY WHETHER THAT MEETS OUR BUILDING CODE OR NOT.

AND FINALLY THEY WANT TO BUY A PIECE OF PROPERTY ADJACENT TO THE PORT TO CONSTRUCTION A 30,000 SQUARE FOOTWAREHOUSE AND THE PROPERTY IS ABOUT 30,000 SQUARE FEET.

SO THAT MEANS THEY CAN'T -- THEY WOULD HAVE A DIFFICULT TIME MEETING THE IMPERVIOUS SURFACE REQUIREMENT WHICH IS 40 PERCENT

[01:15:04]

HAS TO BE PERVIOUS SURFACE. PUTTING A 30,000 SQUARE FOOT BUILDING IN A 30,000 SQUARE FOOT PROPERTY ELIMINATES THAT.

IF ANYBODY IS INTERESTED, BOARD MEETING IS TOMORROW AT 6:00 THE

COUNTY COMMISSIONERS MEETING. >> THANK YOU, SIR.

>> OKAY, BEFORE WE MOVE ON TO ITEM 6, PUBLIC COMMENT REGARDING ITEMS NOT ON THE AGENDA. I WANT TO POINT OUT WE HAVE TWO -- WE HAD THREE CO CANDIDATS HERE.

WELCOME. >> SO, WE'RE GOING TO TAKE A BREAK-IN ABOUT 15 MINUTES IF ANY CONSTITUENTS HAVE ANY QUESTIONS THE CANDIDATES WILL ANSWER THEM FOR YOU.

[Item 6]

ITEM 6 PUBLIC COMMENT REGARDING ITEMS NOT ON THE AGENDA OR THE EXTENDED AGENDA. I HAVE A COUPLE OF REQUESTS TO SPEAK, THE FIRST SOMEONE REVEREND ANTHONY DANIEL.

WELCOME SIR. >>

>> ANTHONY HALE, MACEDONIA CHURCH PASTOR.

I WASN'T GOING TO COME HERE -- MR. MAYOR, THANK YOU.

COMMISSIONERS, GOOD TO SEE EVERYONE THIS EVENING.

I WASN'T GOING TO COME HERE THIS EVENING BUT I FOUND IT NECESSARY AFTER THERE WAS A MARCH ON DAYS THAT PASS -- AND I WANTED TO COMMENT ON BLACK LIVES MATTER. BECAUSE THE RACIAL EQUALITY COALITION HAD A MARCH ON JUNE 13TH.

AND TO SUPPORT BLACK LIVES MATTER IN RESPONSE TO MR. FLOYD'S SITUATION BEING KILLED.

AND BLACK LIVES MATTER IS NOT AN ORGANIZATION SET UP AGAINST LAW ENFORCEMENT FOR THE RECORD. NO ONE WOULD THINK IF THAT -- IF YOU WOULD SPEAK IT YOURSELF, BECAUSE BLACK LIVES MATTER SIMPLY BECAUSE THEY HAVEN'T MATTERED FOR OVER 400 YEARS.

SO PUBLICLY, SAYING BLACK LIVES MATTER IS NOT AN ANTI-POLICE MOVEMENT. IT DOES NOT DIMINISH OR UNDERSCORE ANY OTHER LIVES. BLACK LIVES MATTER.

BECAUSE AS I SAID, THEY HAVEN'T MATTERED.

I HEAR PEOPLE TALK ABOUT HOW POLICE BRUTALITY DOESN'T EXIST HERE IN FERNANDINA BEACH. IT MIGHT NOT BE AS PREVALENT HERE AS TO WHAT WE HAVE WITNESSED ALL ACROSS AMERICA.

BUT YOU KNOW WHAT DOES EXIST? ALIVE AND WELL AS ACROSS THE COUNTRY, RACISM IS STILL ALIVE AND WELL.

IN NASSAU COUNTY, AND FERNANDINA BEACH.

EVEN IF NO ONE BUT MYSELF WOULD -- WILL OR WOULD SPEAK ABOUT IT. WHAT INTERESTS ME A LOT IS WHEN PEOPLE TALK ABOUT RACISM, THE PLAN THAT THERE IS A CONSPIRACY.

YOU SEE YOU DON'T HAVE TO HAVE A CONSPIRACY THEORY IF YOU HAVE INSTITUTIONS THAT PROMOTE RACISM.

EINSTITUTIONAL RACISM. CONTRARY TO POPULAR BELIEF, YOU DON'T HAVE TO HAVE A ROOM FULL OF WHITE FOLKS SITTING IN A BACK ROOM SOMEPLACE SINGING ALL IN FAVOR DISCRIMINATED AGAINST BLACK PEOPLE RAISE YOUR HAND AND SAY AH, THAT'S NOT HOW IT WORKS.

THAT'S NOT WHAT IT COMES DOWN TO.

YOU SET UP UNEQUAL STRUCTURES THAT PROVIDE UNEQUAL OUTCOMES.

A PERSON OR POLICY IS RACIST BUT IT SUPPORTS THE IDEA THAT PEOPLE ARE UNEQUAL. YOU COULD ONLY BE ANTI-RACIST.

THERE IS NO IN BETWEEN. ANTI-RACIST PERSON WORKS TO UNDERMINE AND ERADICATE RACIST POLICIES AND IDEAS.

MAY I? >> YES, SIR, COMPLETE THAT

THOUGHT. >> RACISM IS ANYTHING, IS ANY TIME WE PERCEIVE THE PROBLEM AS THE PEOPLE INSTEAD OF ADDRESSING THE PROBLEMS OF THE PEOPLE. RACISM IS A POWERFUL COLLECTION

[01:20:01]

OF RACIST IDEAS AND POLICIES THAT LEAD TO PUBLIC INEQUALITY.

RACIAL INEQUALITY IS THE IS A -- DISCRIMINATORY LEGAL SYSTEM THAT IMPRISONS BLACK MEN AND INCLUDES THE BIAS AND EDUCATION THAT AFFECT BLACK CHILDREN AND A RAMIFICATIONS OF PUBLIC

HEALTHCARE. >> THANK YOU, SIR.

>> THANK YOU. >> CAN I ADD ONE MORE PIECE.

>> JUST KEEP IT SHORT. >> I WOULD LIKE TO SEE THE CITY OF FERNANDINA BEACH GRATEFUL GO AFTER THE PREEXISTENT SYSTEMS OF RACISM TO PARTNER WITH ANY GROUP, ANY OTHER GROUP CRACKING THE CODES, AND ADOPTED AN AGGRESSIVE CAMPAIGN IN COMMENT AND COMMITMENT TO ADDRESSING RACISM IN OUR BELOVED COMMITTEE SAID. STARTING WITH WILLINGNESS FOR SETTING THE PROGRESSIVES AND PRAGMATIC APPROACH FOR CLOSING

THE GAP OF AFRICAN AMERICANS. >> WELCOME SIR.

>> >> FIRST OF ALL THANK YOU FOR YOUR SERVICE Y APPRECIATE WHAT YOU DO TO SUPPORT OUR CITY.

ESPECIALLY MAYOR KRUEGER WITH ALL YOUR BEACH ACTIVITIES.

I APPRECIATE YOU FOR WATCHING OUT FOR OUR BEACHES.

I'VE MET WITH SEVERAL OF OUR -- >> WE NEED YOUR NAME ADDRESS,

AND CITY. >> JACK KNOCHY, OCEAN VIEW PARK.

>> SO I MET WITH SEVERAL OF THE COMMISSIONERS INCLUDING THE CITY MANAGER TO TALK ABOUT THE BUDGET.

AND QUITE FRANKLY I'M VERY DISAPPOINTED BECAUSE THE TRANSPARENCY OF THE BUDGETING PROCESS IS TERRIBLE.

WHEN I GET UP LAST YEAR TO TALK ABOUT THE 32% INCREASE IN THE MILITARY, IT WAS THE DAY YOU WERE VOTING, AND IT WAS VOTED FOR. AND SO I FOUND OUT I WAS TOO LATE TO THE PARTY. SO I TRIED TO GET VERY INVOLVED THIS YEAR. A LOT OF FREEDOM INFORMATION REQUEST SAID BECAUSE NOTHING HAS BEEN FORTHCOMING PROACTIVELY TO US WITHOUT BEING VERY AGGRESSIVE AT TRYING TO GET DETAILED INFORMATION. THERE IS NOTHING THAT'S PUT OUT TO THE PUBLIC TO TELL ANYBODY WHAT THE INTENTIONS ARE, AS FAR AS THE MILITARY INCREASES, OR TAX INCREASES, OR SPENDING.

I THINK IT'S REALLY NOT VERY FAIR THAT WE PUT THIS BUDGETING PROCESS BEHIND THE CURTAIN, AND NOT GIVE PEOPLE A CHANCE TO WEIGH IN ON IT, AND SEE WHAT'S GOING ON.

MY ASK FOR YOU IS TO -- I LOVE THESE MASKS.

THESE ARE REALLY GREAT. MY ASK FOR YOU IS TO GO BACK TO THE ROLLBACK RATE AS A STARTING POINT FOR THE BUDGET.

IN FACT MY ASK HAS BEEN GO PACK TO LAST YEAR'S ROLLBACK RATE AS A START TO THE BUDGET. THIS WAS MY ASK TO THE CITY MANAGER, AND SEVERAL OF THE COMMISSIONERS WE MET WITH.

BECAUSE THAT'S A REASONABLE BUDGETING PROCESS.

START WITH THE BARE BONES BEFORE THE 32 PERCENT INCREASE.

AND SAY WHAT DO WE HAVE TO HAVE? AND THEN IF SOMETHING IS NEEDED BEYOND THAT, THEN WE SELL. WE JUSTIFY IT.

AS OPPOSED TO, CONTINUING TO ADD STAFF, ONCE WE ADD THE STAFF WE HAVE TO ADD A CAR FOR THE STAFF. NOW WE HAVE A REQUEST TONIGHT AT ANOTHER STAFF MEMBER. IF YOU LOOK AT THE STAFFING LEVELS OVER THE YEARS THEY'VE GROWN.

EVEN THOUGH WE'VE OUTSOURCED ACTIVITIES WE'VE STILL GROWN STAFF. AND WE HAVEN'T REALLY GROWN OUR POPULATION TO JUSTIFY THAT. SO MY REQUEST IS LET'S TAKE THE BUDGET AS A STARTING POINT WITH ROLLBACK RATE PREFERABLY FROM LAST YEAR AND BUILD IT UP FROM THERE.

AND PLEASE BE MORE PROPERTY TRAT ABOUT THE BUDGET.

THE LAST THING IS COVID-19 DISCUSSION.

I'VE HEARD TWO THINGS, ONE IS CONTACT TRACING TELLS US WHERE IT IS COMING FROM AND HOW WE CAN STOP IT.

WE DIDN'T TALK A WHOLE LOT ABOUT CONTACT TRACING.

DO WE KNOW IT CAME FROM PEOPLE NOT WEARING MASKS IN THE GROCERY STORE? DO WE KNOW IT CAME FROM ONE OF THE BARS IN TOWN THAT HAD A BAND PARTY THAT HAD 200 PEOPLE PACKED IN THERE. IT WOULD BE INTERESTING TO KNOW FROM CONTACT TRACING WHERE IT IS COMING FROM BEFORE WE SHUT DOWN THE CITY. I WANT TO BE SAFE BUT I THINK THAT'S A KEY THING WE SHOULD THINK ABOUT.

[01:25:02]

LET'S GET THE FACTS IF WE COULD. >> OKAY.

>> ANYBODY HAVE ANYTHING? >> I DO.

>> THANK YOU. >> I'M A BISDISTRESSED OVER MATERIALS NOT BEING PROVIDED TO YOU.

I KNOW I HAVE DILIGENTLY, EVERY BUDGET DOCUMENT THAT HAS BEEN HANDED TO ME I'VE MADE PUBLIC. EVERY SUNGAL ONE.

AND SO TO YOUR POINT, WE DON'T GET OUR BUDGET BOOK UNTIL PROBABLY 3 DAYS BEFORE THE JULY 21ST -- 2 #EST IS RIGHT?

>> YOU'LL GET THE BUDGET ON THE 20TH.

>> ON THE 20TH OR I THINK YOU WERE CONSIDERING THE FRIDAY

BEFORE. >> I DON'T EVEN HAVE THE BUDGET BOOK. I'M A CITY COMMISSIONER.

SO -- THE CITY MANAGER IS WORKING ON IT WITH THE COMPTROLLER. I HAVE MADE IT VERY CLEAR TO THE CITY MANAGER I WANT TO START AT THE ROLLBACK RATE.

ESPECIALLY GIVEN THE FINANCIAL SITUATION THE STATE IS IN, THE COUNTY IS IN, THIS IS NOT THE TIME TO BE SPENDING A BUNCH OF MONEY. SO, I WANT TO LET YOU KNOW THAT EVERY DOCUMENT THAT I HAVE, I'VE PROVIDED AND MADE PUBLIC.

>> I APPRECIATE YOU DOING THAT. >> AND I KNOW YOU SENT SOME OF THAT DIRECTLY TO US. AFTER YOU HAD YOUR MEETINGS, AND I APPRECIATE THAT. IT SEEMS MINIMAL THOUGH AS FAR AS A BUDGET AS BIG AS OUR BUDGET.

AS FAR AS WHAT WE CAN GET. AND THE DETAIL LEVEL JUST ISN'T VERY MUCH THERE. NOW, I -- WHEN DO YOU GUYS VOTE

ON THE MILITARY? >> JULY 28TH.

>> SO YOU GET THE BUDGET ON THE 20TH? AND YOU VOTE ON THE MILITARY ON THE 28TH?

8 DAYS LATER. >> SO FOR YOU TO BE ABLE TO HAVE A BUDGET THAT STARTS AT THE ROLLBACK RATE.

IF IT'S BEEN BUILT NOT AT THE ROLLBACK RATE THEN YOU'RE JUST WHAT DO YOU DO FOR THOSE EIGHT DAYS?

>> I CAN GUARANTEE YOU THE CITY MANAGER HAS BEEN INFORMED AND IF YOU DON'T MIND ME QUOTING MR. MARTIN, HE'S NO DUMMY.

HE WILL HAVE A BUDGET AT THE ROLLBACK RATE, A BUDGET AT THE MID-RATE, AND A BUDGET AT THE PROPOSED RATE.

SO THERE WILL BE THREE SCENARIOS THAT WE WILL BE PRESENTED WITH.

NOW OUR JOB IS HOW DO WE PICK THE BEST SCENARIO.

THERE MAY BE PARTS OF ONE THAT WE INCORPORATE IN THE OTHER.

BUT WE WANT TO GET TO A CERTAIN POINT AND HAVE A CONSENSUS

AROUND THAT. >> HAVE ALL THE COMMISSIONERS REQUESTED A STARTING BUDGET AT THE ROLLBACK RATE AS A STARTING

POINT. >> I CAN ONLY SPEAK FOR MYSELF.

>> I'M ASKING IS THAT A REASONABLE QUESTION.

>> THE QUESTION IS DIRECTED TO ME AND I CAN ASK IF ANYBODY

WOULD LIKE TO ANSWER THEY CAN. >> I HAVE, I'D I SAID THAT EARL.

>> I HAVEN'T. >> IT IS THE CITY MANAGER'S JOB TO PRODUCE THE BUDGET, AND I'M WAITING FOR THAT BUDGET.

>> OKAY. THANK YOU.

>> QUESTION. >> QUESTION.

YOU COMMENTED THAT ABOUT CITY HIRING? AND THEN LATER YOU TALKED ABOUT CONTACT TRACING.

HOW WOULD YOU SUGGEST WE PAY FOR PEOPLE TO DO THE CONTACT

TRACING? >> I HAVE NO IDEA.

>> THANK YOU. >> I THINK THAT'S FOR THE COUNTY TO DO. I THINK THE COUNTY IS ALREADY DOING CONTACT TRACING. THEY SHOULD HAVE INFORMATION ON THAT. AND IF THEY'RE NOT DOING THEIR JOB, THEN SOMEBODY ELSE SHOULD LOOK INTO IT.

IS SOMEBODY CONTACT TRACING? DO YOU KNOW?

>> THAT'S A FUNCTION OF THE COUNTY HEALTH DEPARTMENT.

>> YEAH, SO SOMEBODY SHOULD PROBABLY TALK TO THE COUNTY AND FIND OUT WHAT THEY'RE DOING BECAUSE THAT WOULD BE THE STATS WE NEED TO BE ABLE TO FIGURE OUT WHAT WE SHOULD, IF ANYTHING, SLOW DOWN TO KEEP THE DISEASE UNDER WRAPS.

THANK YOU ALL. >> WE HAVE TIME I THINK FOR THE NEXT SPEAKER BEFORE WE TAKE OUR BREAK.

MR. LANGLEY, WELCOME YOU HAVE THREE MINUTES.

>> YOU SURE YOU DON'T WANT TO TAKE A BREAK BEFORE?

>> WE'RE ABOUT 3 MINUTES AWAY SO YEW FINE.

>> GIL LANKLY I THOUGHT I WOULD COMMENT AND SHARE SOMETHINGS WITH YOU THAT THE CDD IS DOING ON BEHALF OF THE TOURST DEVELOPMENT COUNCIL. AND CORRECT SOME MISIMPRESSIONS ABOUT WHAT WE'RE DOING. MARCH 12TH THE WORLD CHANGED

[01:30:01]

FOR ALL OF US. IN DRASTIC WAYS NONE OF US COULD HAVE PREPARED FOR. THE TOURISM INDUSTRY WENT FROM A FULL ROBUST FIRST SIX MONTHS OF THE FISCAL YEAR TO OVER 2,000 EMPLOYEES IN HOSPITALITY INDUSTRY BEING LAID OFF.

AT THE POINT WE REALIZED WHAT WAS HAPPENING BACK IN -- ON MARCH 12TH. WE STOPPED ALL THE MEDIA PLANS WE HAD INDEPENDENT MARKETPLACE AND HAD MOST OF THAT WAS TRADITIONAL MEDIA, MAGAZINES, TELEVISION, WHICH TAKE A BIT OF TIME TO CANCEL OFF. WE HAD A QUESTION ABOUT AN ARTICLE IN THE "NEW YORK TIMES" ON SUNDAY MARCH 14TH THAT HAD BEEN PLACED IN OCTOBER THE YEAR BEFORE.

BRING IT UP TO THE CURRENT LEVEL I KNOW YOU SAW TV SPOTS ON SUNDAY. WE HAD CANCELED ALL THOSE A WEEK EARLIER. BECAUSE OF THE STRETCH AND PLACEMENT WE BOUGHT EVEN THOUGH WE CANCELED THE ADVERTISING.

IT HAD TO WORK THROUGH THE CYCLE AND IS NO LONGER BEING AIRED.

WE'VE CANCELED OVER $254,000 WORTH OF ADVERTISING IN THE PAST WEEK. WHAT WE HAVE DONE AS FAR AS THIS IS CONCERNED. WE'RE IN THE TOURISM MARKETING BESIDES. TOURISM IS THE LIFEBLOOD OF OUR COMMUNITY. WE'VE TAKEN STEPS THAT AREN'T TRADITIONAL TOURISM MARKETING. THE FIRST STEP WE TOOK, WE GAVE $50,000 TO BARNBUS THE CITY RESERVES TO HELP FIND SERVICES FOR DISPLACED HOSPITALITY AND WE WERE ASKED BY THE COUNTY TO DO THE DAILY SURVEYING OF WHERE VISITORS WERE COMING FROM.

WE SURVEY OVER 365 BAD TAX COLLECTORS EVERY DAY AND THEY SPECIFICALLY HAVE TO IDENTIFY WHETHER THEY'RE FROM THE TRI-STATE OR LOUISIANA. LOUISIANA BROKE OFF THAT LIST.

THOSE REPORTS GO TO THE HEALTH DEPARTMENT.

AND THE BOARD OF COUNTY COMMISSION FOR ACTION AND TRACING. WE CREATED A WEBSITE DEDICATED TO COVID-19 INFORMATION TO TELL PEOPLE WHAT THE ORDINANCES WERE SAYING THAT WERE ADOPTED BY THE CITY AND COUNTY.

ONE POINT I WOULD MAKE ALL THE INFORMATION IS OUT THERE, THERE IS NOT A COHEATSIVE MARKETING EFFORT TO EDUCATE THE PUBLIC.

YOU'RE RELYING ON THE MEDIA TO GET THE WORD OUT.

THERE ARE A LOT OF PEOPLE WHO DON'T READ THE NEWSPAPER OR WATCH TV. WE CREATED A WEBSITE DEDICATED TO SMALL BUSINESS SO THAT PEOPLE THAT COULDN'T AFFORD TO HAVE AN ONLINE PRESENCE HAD ONE AT NO CHARGE WHETHER THEY HIT OFF OF PRODUCT OR SALES, TAKE-OUT ORDERED.

WE DID OVER $8,500 OF BUSINESS IN THE FIRST 30 DAYS THAT WAS OPEN. WE'VE CREATED EDUCATIONAL MATERIALS FOR EMPLOYEES IN THE BACK OF THE SHOP.

AND BETTER EDUCATION MATERIALS FOR EMPLOYEES ON THE FRONT-END.

DO YOU WANT ME TO -- >> GO AHEAD AND FINISH YOUR

THOUGHTS. >> WE'VE DISTRIBUTED OVER 200 SOCIAL SEPARATION KITS TO BUSINESSES DOWNTOWN.

INCLUDING A DECAL FOR THE FLOOR, A TAPE MEASURE TO FIGURE OUT WHAT SIX FEET IS. A BROCHURE OF CUSTOM DESIGNS TO EXPLAIN PEOPLE HOW TO DO IT. AND WE'VE DISTRIBUTED OVER 2,000 FACE MASKS SINCE LAST WEDNESDAY TO CUSTOMERS AND BUSINESSES ALIKE. THE SITUATION WE'RE DEALING WITH BY PULLING BACK WE'RE TAKING THE APPROACH THAT TOURISM IS GOING TO SUFFER GREATLY, AND THE IN THE REMAINDER OF THIS FISCAL YEAR. WE'RE NOT RUNNING ADVERTISING FOR THE NEXT FOUR MONTHS. WE'RE NOT DOING ANY PROMOTIONS.

WE'RE ANSWERING QUESTIONS FROM THE MEDIA.

AND TRYING TO DO WHAT WE CAN TO HELP THE BUSINESSES ESPECIALLY IN THE DOWNTOWN AREA THAT ARE DEPENDENT ON TOURISM.

WE WILL LOSE BUSINESS BECAUSE OF THE ATTENDANCE WE'RE EXPERIENCING AT THE PEAK OF THE SEASON.

JOHNNY, AS YOU KNOW 4TH OF JULY IS NORMALLY 100 PERCENT OCCUPANCY WEEKEND FOR THE HOTELS AND LOGIC FACILITIES ON THE ISLAND. IT LOOKS LIKE THEY RAN ABOUT 60%. OUR BUDGET WHICH IS DEVELOPED BY BED TAX -- THE BUDGET THIS YEAR WAS $7.5 MILLION.

WE'RE NOW PROJECTING IT COMES IN AT 4.4 MILLION.

THAT'S MORE THAN $3 MILLION THAT WE'RE TAKING OUT OF THE MARKETPLACE, AND THE OTHER PROGRAMS WE DO.

AND IT'S SOMETIMES POINTING TO THAT NUMBER REPRESENTS ALL OF MARKETING. BUT IT AFFECTS OUR ABILITY TO BRING SUPER STARS IN TO SUPPORT THE SHRIMP FESTIVAL.

TO SUPPORT SPECIAL EVENTS OVER 25 SPECIAL EVENTS SUPPORTED BY OUR FUNDING. AND OF COURSE, THE REPUBLICAN CONVENTION IS COMING TO JACKSONVILLE, AND THEY HAVE SIGNED CONTRACTS FOR EVERY ONE OF THE HOTELS ON THE ISLAND.

WE HAVE TO MAKE SURE THEY HAVE A GOOD EXPERIENCE WITHOUT ADVERSELY IMPACTING THE CITIZENS WHO LIVE HERE.

SO HERE'S THE SITUATION. WE'VE GOT BEACHES THAT ARE UNDER

[01:35:01]

A CLOUD. OPEN OR CLOSED WE DON'T KNOW WHY. IT IS WHAT THE CONSUMER TELLS US. HURRICANES AT THE HEIGHT OF THE SEASON. THE ECONOMY IS CRAVING.

WE HAVE COVID-19, AND TODAY WE FOUND OUT FLORIDA NOW HAS BRAIN-EATING AMOEBAS WHICH MADE NATIONAL PUBLICATIONS.

WE'RE AT A WAR BUT WE'RE TAKING THE STEPS TO ADDRESS THE ISSUES, AND WE'LL GET THROUGH THIS. I'LL BE HAPPY TO ANSWER ANY

QUESTION ANYBODY HAS. >> ANYBODY ELSE?

>> SO THESE ADS I'M SEEING WHEN WAS THE BUY PERIOD THROUGH?

>> WELL, WE CANCELED OUR ORIGINAL PLACEMENTS ALL THAT WE COULD CANCEL ON MARCH 12TH. ON MAY 25TH, THE CITY AND COUNTY HAD DECIDED TO OPEN THE BEACHES OVER MEMORIAL DAY.

SO WE STARTED SMALL RANGE CAMPAIGNS ON THAT DAY.

ON JUNE 22ND WE STOPPED A ALL F OUR ADVERTISING ON SOCIAL MEDIA WHICH IS THE MAJORITY OF OUR -- AND IS ALMOST INSTANTANEOUS.

AND ON JULY 3RD, ALL ADVERTISING REPLACED IN EVERY OUTLET CREASES. SO WE EXPECT ALL THAT WOULD RUN THROUGH THE SYSTEM WITH TRADITIONAL MEDIA TAKING THAT LONG. AND WE'LL BE DONE BY FRIDAY AS FAR AS ANYTHING BEING ON THE AIRWAYS.

>> OKAY. THANK YOU.

>> ANYBODY ELSE? >> THANK YOU.

>> I WOULD LIKE TO RECOGNIZE COMMISSIONER KRUEGER, AND COMMISSIONER FOR THEIR SERVICE ON THE TDC.

OUR BOARD HAS BEEN TREMENDOUS IN THESE DIFFICULT TIMES AND THE CBC, MR. HELAND IS OUR CHAIRMAN, THANK YOU TO MR. ROSS AND KRUEGER, AND MR. HEELENED. THANK YOU.

>> OKAY, WE'LL GO AHEAD AND TAKE A

>> LADIES AND GENTLEMEN WE'RE BACK IN CESSION AGAIN.

THANK YOU. >> ITEM 7.1.

[Item 7.1]

THIS IS RESOLUTIONS. 7.1 A BUDGET AMENDMENT FOR THE

INFORMATION OF TECHNOLOGY. >> THIS IS A BUDGET AMENDMENT TO ADD ADDITIONAL FUNDING DUE TO THE CITY'S INCREASED IN DEMAND FOR BANDWIDTH DUE TO SECURITY CAMERAS AND ALL THE REMOTE MEETINGS WE'RE RUNNING. LET ME GET TO THIS.

APPROVAL IN THE AMOUNT OF $23,100.

>> I RECOMMEND APPROVAL. >> SECOND IT.

>> I HAVE A MOTION TO SECOND. SEEING NO -- PLEASE CALL THE

VOTE NOW. >> VICE MAYOR KRUEGER?

>> YES? >> COMMISSIONER CHAPMAN.

>> YES. COMMISSIONER ROSS.

>> MAYOR MILLER? >> YES.

[Item 7.2]

>> ITEM 7.2 AMENDING THE RESOLUTION FOR 28-130 CITY

MANAGER. >> YEAH, I'LL TAKE THIS ONE ON BEHALF OF THE CITY ATTORNEY THIS WAS DISCUSSED AT THE JOINT MEETING WITH THE CHARTER REVIEW COMMITTEE IS DUE TO THE COVID-19 THEY'RE REQUESTING MORE TIME TO COMPLETE THE REVIEW OF THE CHARTER. THIS EXTENDS IT UNTIL.

>> SEPTEMBER 30 -- >> THANK YOU.

>> I RECOMMEND APPROVAL. >> SECOND.

>> MOTION TO SECOND AND MADAM CLERK.

>> VICE MAYOR KRUEGER. >> YES.

>> COMMERCIAL LICENSE PLATE. >> YES.

>> COMMISSIONER CHAPMAN. IT.

>> YES. >> COMMISSIONER MILLER.

[Item 7.3]

>> YES. >> THIS MOVES FORWARD WITH THE PROJECT THAT WAS BUDGETED FOR A TOTAL AMOUNT OF $495,000.

THE CITY PUT OUT BIDS FOR HORIZONTAL WORK.

THAT IS TO REBUILD THE T-BOXES AT THE DRIVING RANGE.

RE-BUILD THE GREENS TWO GREENS ON THE NORTH COURSE.

AND BUILD A PRACTICE FACILITY IN THE VICINITY OF THE DRIVING RANGE. CITY RECEIVED THREE BIDS.

UPON EXAMINATION BY MR. MURPHY. HE IS RECOMMENDING A BID AWARD TO GULF SCULPTARDS INTERNATIONAL LLC.

THE AMOUNT OF $129,435. MR. MURPHY IS NOT HERE THIS EVENING, BUT OF COURSE SUPERINTENDENT DAVID IS HERE TO

ANSWER ANY QUESTIONS. >> AND I DID SEE MR. MURPHY'S ANSWERS TO THE QUESTION. I THINK HE DID A GOOD JOB OF ANSWERING THE QUESTIONS OF ON THIS BUDGET ISSUE.

>> THIS WAS AN INVITATION TO BID.

BASED ON COMPETITIVE BIDDING. AND THEY RECOMMENDED THE THIRD HIGHEST BIDDER. THAT SOMEWHAT CONCERNS ME AND

[01:40:02]

I'M TOLD THAT THAT'S BECAUSE OF SCHEDULING.

SO MY QUESTION WOULD BE WAS THAT IN THE BID SPECS WHEN WE GO OUT AND GET FOUR BIDDERS AND TAKE THE THIRD HIGHEST, THAT'S DISCONCERTING, AND IT'S $30,000 HIGHER.

SO. RIGHT THAT WAS NOT -- AS YOU INDICATED IT WAS A STRAIGHT INVITATION TO BID.

AND AS OUR POLICY SAID WE CAN MAKE THE DECISION BASED UPON WHAT IS THE BEST INTEREST OF THE CITY.

DUE TO THE TIME LAG MANY OF THE OTHER VENDORS OFFERED, WE BELIEVED IT WAS IN THE BEST INTEREST OF THE CITY TO MOVE FORWARD THE MOST QUICK TO IMPLEMENTATION.

>> I'LL RECOMMEND APPROVAL WITH A WARNING.

>> I'LL RECOMMEND APPROVAL FIRST, AND THEN I'LL COMMENT.

>> I'LL SECOND IT. >> MOTION IS SECONDED.

>> YOU'RE RECOGNIZED SIR. >> I'M NOT GOING TO SUPPORT THIS. I'VE TALKED ABOUT TOP TRACER, AND NON-ESSENTIAL SPENDING. AND THE REASON VICE MAYOR THAT WE'RE ACCEPTING ON IS -- IS BECAUSE WE'RE IN A HURRY TO GET THIS BILL FOR THE REPUBLICKEN NATIONAL CONVENTION IN AUGUST.

YOU JUST HEARD MR. LANGLEY SAY. 4TH OF JULY THEY HAD 60 PERCENTS OCCUPANCY. WHAT DO WE THINK THE OCCUPANCY IS GOING TO BE FOR THE REST OF THE SUMMER WHICH IS WHAT THIS PROJECT DEPENDS ON. IT DEPENDS ON TOURISTS.

IT'S A TOURIST ATTRACTION. WE'RE SPENDING $300,000 ON TOP TRACER, IT'S NOT ESSENTIAL. WHEN WE PLAN IT FOR NEXT YEAR AND TAKE THE PROPER BID. BUT WE'RE PAYING THE PRICE BECAUSE WE'RE RUSHING THIS AND WE WANT TO GET IT DONE.

SO I AM NOT SUPPORTING THIS. >> MR. ROSS, YOU'RE RECOGNIZED

SIR. >> YEAH.

SO, LET'S LOOK AT THE OPTIONS WE HAVE PREVIOUSLY PROPOSED TO PAY OFF THE GOLF COURSE DEBT. THE GOLF COURSE DEBT IS ONE OF THE THINGS THAT IS ONE OF THE PARAMOUNT THINGS THAT'S GOING TO DRIVE ANY BUDGET BECAUSE IT'S A LOT OF MONEY.

IT'S WELL OVER A MILLION DOLLARS.

AND SO, WE CAN CONTINUE THE CURRENT ARRANGEMENT.

AND THAT MEANS THAT THE GOLF COURSE WILL PAY THE OPERATING EXPENSES WHEN INCLUDE KEEPING 29 PEOPLE EMPLOYED.

WHICH IS WHAT THE GOLF COURSE DOES.

HOWEVER, IT WILL NOT PAY OFF THE MORE THAN A MILLION DOLLARS DEBT WHICH IS -- WILL HAVE TO BE SUBSIDIZED BY THE TAXPAYER DOLLAR FOR THE FORESEEABLE FUTURE.

SO, ANOTHER OPTION THAT'S BEEN MENTIONED IS WE CHANGE PART OF THE COURSE TO A PAR3 THAT CONSTRUCTION IS OVER A MILLION DOLLARS. NO SAVINGS ON SIGNIFICANCE IT DOESN'T PAY OFF THE DEBT SO IT DIDN'T SEEM LIKE A VERY GOOD OPTION. ANOTHER OPTION IS TO ELIMINATE 9 HOLES OF THE GOLF COURSE. IT DECREASES THE OPERATING EFFICIENCY. THERE IS NO CHANGE IN THE OPERATING COSTS. NO ADVANTAGE BECAUSE IT DOESN'T PAY OFF THE DEBT EITHER. ANOTHER OPTION IS MAKE THE COURSE A PARK. IT'S A GOOD IDEA.

HOWEVER THE SIGNIFICANT COST IN CONVERTING IT.

WE LOSE 39 JOBS. THERE IS NO REVENUE TO COVER THE COST OF ANY MAINTENANCE OF THAT PARK.

AND AGAIN, THAT DOESN'T PAY OFF THE DEBT.

ANOTHER OPTION THAT'S BEEN MENTIONED BEFORE, AND I DO NOT ADVOCATE THIS OPTION IS THAT WE SELL THE LAND.

AND NEED TO DO 3 CITY COMMISSIONERS AND A VOTER REFERENDUM, AND THE BEST AND HIGHEST USE OF THAT LAND WOULD BE ANOTHER -- WOULD BE HOUSES SO WE CAN PUT ANOTHER 1200 HOMES IN. I DON'T THINK THAT IS A VIABLE OPTION. ANOTHER OPTION THAT'S BEEN MENTIONED 2002 IS LEASE THE LAND TO A PRIVATE ENTERPRISE.

YOU NEED 3 CITY COMMISSIONERS AND A VOTER REFERENDUM.

THE USE OF THE PROPERTY IS RESTRICTED BECAUSE OF THE PROXIMITY TO THE AIRPORT AND THAT WILL NOT PAY OFF THE DEBT.

SO, THE OPTION WE HAVE BEFORE US TONIGHT IS TO PASS THE CURRENT PROPOSAL, WHICH WILL FUND PART OF THE INFRASTRUCTURE THAT'S NECESSARY TO INCREASE REVENUE TO PAY OFF THE DEBT.

IF WE DO NOT PASS THIS RESOLUTION TONIGHT THE DRIVING RANGE WILL NOT BE FUNCTIONAL. AND WE WILL LOSE ANOTHER ADDITIONAL $85,000 IN THE NEXT YEAR AND WHICH WE'LL AGAIN INCREASE OUR DEBT. SO, THIS COMMISSION VOTED UNANIMOUSLY PREVIOUSLY TO PROCEED WITH THIS PROJECT AS A PATH FORWARD TO END THE TAXPAYER SUBSIDY OF THE GOLF COURSE.

AND THEN COVID-19 STRUCK. AND YOU'RE CORRECT SMALL BUSINESSES WERE STRUGGLING. MANY HOUSEHOLDS WERE STRUGGLING

[01:45:03]

TO KEEP FOOD ON THE TABLE AND TO REMAIN IN THEIR HOMES.

UNEMPLOYMENT AS YOU POINTED OUT EARLIER IS AROUND 12 PERCENT OF THE COUNTY. IF THE COUNTY THAT THE CITY WANTS TO CONSIDER LOWERING THE PROPOSED TAXES AS MENTIONED BY GOING BACK TO THE ROLLBACK RATE TWICE TONIGHT.

AS PART OF THE COVID-19 RESPONSE, THEN WE MUST GET OUT OF OUR DEBT PAYMENTS, WHICH INCLUDE THE GOLF COURSE.

NO MATTER WHAT WE VOTE ON TONIGHT WE'RE GOING TO SPEND MONEY. WE'RE GOING TO SPEND MONEY PAYING DEBT. WE'RE GOING TO SPEND MONEY DOING A PROJECT THAT HOPEFULLY WILL PAY FOR THAT DENT.

SO, IF WE DO NOTHING AND WE DON'T SUPPORT THE EXPENSE, WE'LL SPEND MONEY BY CONTINUING TO PAY THE GOLF COURSE DEBT.

BY APPROVING THIS REVOLUTION OR SUPPORTING A BAY FORWARD TO RELIEVE THE TAXPAYERS OF SUBSIDY OF THE GOLF COURSE DEBT WHICH CAN LEAD TO DECREASES TAX RATES. AND WE WONDER WHAT ARE THE

ALTERNATIVES TO DOING THIS? >> MAYOR KRUEGER RECOGNIZED.

>> YEAH. INTERESTING POINT.

WE VOTED UNANIMOUSLY AND FOR THAT SUPPORTED -- I WANT TO MAKE A POINT THAT'S GOING TO MAKE THE MOTION.

MY CONCERN IS THAT WE ARE PAYING $30,000 MORE THAN THE LOWEST BIDDER ON A COMPETITIVE BID. NOW THAT SHOULD NOT HAVE HAPPENED IF THIS BID WAS STRUCTURED PROPERLY ALL THE SCHEDULING DATA WOULD BE IN THERE.

WE ARE SENDING A TERRIBLE MESSAGE AND WE HAVE ADDRESSED THIS BEFORE. WHY WE DON'T GET BIDDERS.

WHILE THESE OTHER TWO LOWER BIDDERS ARE GOING TO WONDER WHAT'S GOING ON HERE. THAT'S MY WARNING IS WE HAVE TO DO A BETTER JOB -- IF WE JUST WANTED TO GIVE IT 250 SOMEBODY WE COULD HAVE DONE IT BY IRT. THAT'S DECIDED ON THE NEEDS.

YOU KNOW -- COMPETITIVE BIDDING SHOULD BE COMPETITIVE BIDDING.

SPECIFICATION SHOULD SPECIFY WHAT WE WANT.

IF WE'RE SLOPPY WE SHOULDN'T HAVE TO SPEND $30,000 MORE.

WITH THAT SAID, I AGREE WE VOTED UNANIMOUSLY AND WE SHOULD MOVE

FORWARD WITH IT. >> THANK YOU MR. MAYOR.

>> WHEN WE PASS THIS BY A 5-0 VOTE.

DURING NORMAL TIMES WITH THE EXPECTATION WE WOULD HAVE A FULL TOURIST SEASON. IN MARCH THAT ALL CHANGED.

DOES ANYBODY THINK THIS IS A GREAT TIME TO OPEN A BUSINESS? I A NEW BUSINESS THAT IS DEPENDENT UPON FOOD AND BEVERAGE. SO COMMISSIONER ROSS, YOU'RE RIGHT. THE GOLF COURSE IS IN DEBT, BUT WE MAY OPEN A NEW BUSINESS THAT MAY INCUR MORE DEBT.

IT WILL BE A LOSING BUSINESS, BECAUSE IF WE DON'T HAVE TOURISTS, WHO ARE GOING TO USE THIS NEW BUSINESS.

SO MY POSITION IS WE CAN WAIT. WE CAN WAIT UNTIL OUR ECONOMY REBOUNDS. WE DON'T NEED TO SPEND THIS MONEY. THANK YOU.

>> I WOULD STILL LIKE TO POINT OUT THERE IS GOING TO BE BECAUSE WHAT IS THE DRIVING RANGE HAS BEEN TORN UP BECAUSE WE ALL AGREED TO GO FORWARD UNANIMOUSLY THAT IF WE DON'T DO THIS WE'RE GOING TO BE LOSING AN ADDITIONAL $58,000 A YEAR.

THAT'S NUMBER ONE. AND NUMBER TWO THIS IS AN OUTDOOR ACTIVITY. ($85,000).

THE GOLF COURSE OF PEOPLE THROUGH THIS WHOLE THING WHICH IS PRETTY AMAZING TO ME. IT'S AN OUTDOOR ACTIVITY AND THE MORE OUTDOOR ACTIVITIES WE CAN PROVIDE THE BETTER OFF WE ARE FOR THIS BUSINESS. I MEN THIS IS A BUSINESS.

AND EVERYBODY WANT TO RUN IT AS A BUSINESS MODEL.

AND I THINK THAT THIS IS THE ONLY WAY WE'VE SPENT HOURS AND HOURS ON THIS. AND THIS IS THE ONLY WAY I'VE GONE THROUGH ALL THE OPTIONS AND YOU'RE NOT PROPOSING ANY OTHER OPTION EXCEPT WAIT AND PAY THE DEBT.

YOU ALSO HAVE ASKED FOR A ROLLBACK RATE.

YOU WILL REMEMBER THE STAN TECH MODEL WAS PREDICATED ON THE CITY HAVING A SUSTAINABLE BUSINESS BASED ON NOT GOING BACK TO THE ROLLBACK RATE BUT TAKING A HALF MILLION AWAY.

THAT WAS THE EMPHASIS OF THE STAN TECH REPORT.

SO I'M CURIOUS HOW YOU WANT TO FUND THE DEBT, AND CUT CITY

TAXES. >> YOU JUST SAID THE KEY WORD COMMISSIONER ROSS, SUSTAINABILITY.

HOW ARE YOU GOING TO SUSTAIN A NEW BUSINESS DURING COVID WITH

[01:50:06]

NO TOURISM, REGULAR TOURISM, AND VERY LITTLE TRACTION? GOLF IS AN OUTSIDE SPORT. BUT REALIZE CURRENTLY, GOLFERS ARE USING THEIR OWN GOLF COURSE. THEY'RE SEPARATED.

THIS IS AN ACTIVITY IN WHICH PEOPLE SIT TOGETHER AT A TABLE AND WATCH EACH OTHER PLAY THIS TOP TRACER GAME WHILE THEY'RE HAVING FOOD AND BEVERAGE. SO HOW THEY'RE GOING TO MAINTAIN 6 FEET OF DISTANCE IN THAT RESTRICTED DRIVING RANGE -- IS BEYOND ME. AND I CAN TELL YOU RIGHT NOW, PEOPLE AREN'T GOING TO DO IT. SO, YOU KNOW WE'LL SPEND THIS MONEY AND WE'LL LOSE MORE MONEY. THANK YOU.

>> ANYONE ELSE? >> OKAY.

>> I HAVE A MOTION TO SECOND AND MADAM CLERK PLEASE CALL THE

VOTE. >> VICE MAYOR KRUEGER.

>> YES. >> COMMISSIONER CHAPMAN.

>> YES, COMMISSIONER ROSS. >> COMMISSIONER L.

>> COMMISSIONER ROSS. >> SO ONE OF THE COMPLAINTS IS THAT ONE OF THE PEOPLE TRYING TO OPEN BUSINESSES AND PUT COMMERCIAL DEVELOPMENT AND IMPROVE THEIR BUSINESSES IS THAT WE CAN'T GET THIS THROUGH THE CITY FAST ENOUGH.

AND THAT IT GETS DELAYED. AND THIS WILL HELP THAT PROCESS

Y TAKE IT? >> IT WILL MAINTAIN THE SERVICES AS WE HAVE THEM. SO LIKE I SAID IF SOMEONE TAKES A VACATION WHO IS OUR PLANS EXAMINER, AND THERE IS PLANS COME IN, WE WANT TO KEEP THEM IN THE QUEUE AND KEEP THEM GOING.

WE WOULD HAVE THE OPTION OF JUST GOING TO ONE OF THESE APPROVED VENDORS FOR THOSE SERVICES, AND SAME THING WITH INSPECTIONS.

PEOPLE PRETTY MUCH EXPECT NEXT-DAY SERVICE ON INSPECTIONS BECAUSE CONSTRUCTION NEEDS TO KEEP ON MOVING.

SO, IF SOMEONE IS OUT ON PLANNED TRAINING FOR EXAMPLE FOR A WEEK FOR THE STAFF THAT WE WOULD HAVE A FILL-IN SERVICE SO THAT THE INSPECTIONS DON'T SUFFER -- DON'T SLOW DOWN.

SO REALLY TO MAINTAIN THE SERVICES THAT WE PROVIDE AT THIS POINT WHICH IS PRETTY QUICK TURN-AROUND AS IT IS.

SO -- >> THANK YOU.

>> THANK YOU SIR. >> THANK YOU.

>> STEVE? >> WE HAD A MOTION.

>> WE HAVE A MOTION TO SECOND? >> PLEASE CALL THE VOTE MADAM

CLERK. >> VITAMIN MAYOR KRUEGER.

AND SEVERAL LAW ENFORCEMENT MEMBERS WHO ARE NOT IN OUR JURISDICTION. AND HE SUPPORTED IT.

BUT HE ASKED THAT I TOLD HIM ABOUT THE INTERIOR BEING TAKEN OFF THAT WE -- HE DID ASK THAT IF WE DON'T DO THE INTERIOR THAT WE AT LEAST PUT OUT A PUBLIC INFORMATION STATEMENTED THAT HE THINKS THE PEOPLE NEED TO KEEP THEIR WINDOW SAID ROLLED UP AS MUCH AS POSSIBLE. HE'D HAD A COUPLE OF INCIDENTS WHERE HE'S HAD ANIMALS LEAP FROM INSIDE OF CARS AS WELL AS TRUCKS. IF THEY'RE NOT RESTRAINED KEEP THE WINDOWS UP HIGH ENOUGH. ONE HAD RIGHT IN FRONT OF HIS FACILITY. THEY WERE PULLING IN TO HAVE A DOG GROOMING. PEOPLE IN THE PARKING LOT THE DOG DECIDED TO BE THERE, AND WAS STRUCK BY A LOGGING TRUCK IN

[Item 10]

>> YES. ITEM 10 CITY MANAGER REPORTS.

>> THANK YOU MR. MAYOR. WE WILL MEET ABOUT THE APPEAL

[02:05:04]

PROCESS TOMORROW. THE APPEAL IS DUE AT THE END OF AUGUST. WE'RE SCHEDULED TO CONDUCT INTERVIEWS FOR THE HUMAN RESOURCES DIRECTOR POSITION LATER THIS WEEK. AS WAS INDICATED EARLIER BY COMMISSIONER L. AS WE'LL ALSO DISCUSS THIS EVENING THE PROPOSED BUDGET WILL BE PRESENTED AT THE NEXT CITY COMMISSION MEETING AND FOR THE PUBLIC'S INFORMATION, YOU ACTUALLY DON'T VOTE ON THE BUDGET UNTIL SEPTEMBER, THE ENTIRE MONTH OF AUGUST, AS AVAILABLE FOR BUDGET WORKSHOPS.

THERE ARE TWO WORKSHOPS SCHEDULED SO THERE SHOULD BE ADEQUATE TIME FOR COMMUNITY REVIEW OF THE BUDGET THAT I WILL PRESENT TO YOU NEXT WEEK. OR TWO WEEKS.

>> BUT WHAT WAS ALSO REFERENCED IS THE SPECIAL MEETING ON

JULY 28 TO SET THE TENTATIVE -- >> YOU CAN ALWAYS GO LOWER THAN THAT. THERE ARE MEASURES YOU CAN GO HIGHER IF YOU WANT TO GO DOWN THAT ROAD.

BUT THAT IS THE MAXIMUM RATE YOU SET ON JULY 28.

SO YOU'RE NOT LOCKING THAT MILLAGE RATE IN.

THAT IS THE HIGHEST YOU CAN GO UNLESS YOU HAVE TO TAKE OTHER PROCEDURAL STEPS. SO PENDING THAT, THAT'S MY

REPORT FOR THIS EVENING. >> THANK YOU, SIR.

>> COMMISSIONER L. >> THANK YOU MR. MAYOR.

CITY MANAGER SHARED WITH US A LETTER TO THE COUNTY MANAGER.

REQUESTING THAT THE COUNTY HELP WITH FINANCING MAINTENANCE OF OUR RECREATIONAL FACILITIES. DID YOU EVER HEAR BACK FROM THE

COUNTY? >> NO, SIR.

>> NOT YET THEY'RE IN THEIR BUDGET PROCESS AS WELL.

>> OKAY. >> YOU HAD ALSO REQUESTED TO

ATTEND ONE OF THEIR MEETINGS AN- >> CORRECT.

>> AND THEY HAVEN'T CONTACTED YOU ABOUT THAT EITHER?

>> CORRECT. >> SO-SO I WAS JUST WONDERING IF OUR FOLLOW-UP IS IF WE DON'T HEAR FROM THEM.

>> I REMAIN IN CLOSE CONTACT WITH THE COUNTY.

I'VE LET IT KNOWN THAT THIS IS A REQUEST ON BEHALF OF YOU THE CITY COMMISSIONERS AND WE EXPECT AN ANSWER ONE WAY OR THE OTHER.

SO I DO HAVE -- AND YOU'RE QUESTION ABOUT THE ECONOMY REMINDED ME -- IT WAS A REFERENCE BEFORE ABOUT THE CARES ACT. I JUSTS I THINK IT WAS YOU M VICE MAYOR KRUEGER. WE DO HAVE A MEETING SCHEDULED.

THE COUNTY IS IN THE PROCESS OR THEY'VE ALREADY RETAINED A FINANCIAL ASSISTANCE TO PROCESS AS IT IS WITH MOST FEDERAL PROGRAMS, THERE IS A LOT OF PEOPLE WORK AND BUREAUCRACY, AND SO THEY HAVE TO FIRST DEVELOP THE PROTOCOL THEY DEVELOP THE PROTOCOLS FOR THE VARIOUS CONSTITUTIONAL OFFICERS, THE BOARD OF EDUCATION. THE DEPARTMENT OF HEALTH AND THE AS WELL AS THE TOWNS AND THE CITIES IN NASSAU COUNTY.

AND WE HAVE A KICK-OFF MEETING SCHEDULED WITH THE COUNTY

TUESDAY AFTERNOON. >> SO ONCE I GET THAT THEY DID PROVIDE ME A POWERPOINT WHICH I'LL SHARE WITH YOU TOMORROW MORNING TO GIVE YOU BACKGROUND ON WHAT THE COUNTY -- HOW THEY'RE PROCESSING THAT MONEY.

BUT IT WILL BE A LONG, SLOW PROCESS.

THINK FEMA. >> SO MY UNDERSTANDING IS WE CAN APPLY FOR COSTS THAT WE -- THE CITY HAS INCURRED, BUT WE WILL NOT GET A BLOCK OF MONEY WE CAN GIVE TO BUSINESSES OR ANYBODY

ELSE, IS THAT CORRECT? >> THAT'S GOING TO BE PART OF THE PROTOCOL THE COUNTY SETS UP. AND I THINK SOME OF THAT IS EXPLAINED IN THE POWERPOINT I'LL SEND TO YOU.

>> THANK YOU. >> ANYONE ELSE?

>> WHERE ARE WE ON THE BANNER FOR THE COVID SIGN ABOVE THE

STREET? >> WE'RE GOING TO TAKE THE DESIGN THAT MS. HAMBURG DID AND GET THAT INTO A BANNER FORM AS

WELL. >> AND I THINK YOU MENTIONED SOMETHING ABOUT SIGNS DOWNTOWN? DID YOU MENTION SOMETHING ABOUT LIT-UP SIGNS YOU WERE LOOKING FOR.

>> NO JUST PAPER ONES TO PUT IN THE WINDOW.

THOSE ARE BEING PRINTED AND PREPARED TO BE DISTRIBUTED.

>> THANK YOU VERY MUCH SIR. >> CITY ATTORNEY?

[Item 11]

>> REMEMBER JULY 15TH, BUSY BUSY DAY FOR YOU ALL.

I WANTED TO THANK YOU ALL FOR YOUR LEADERSHIP.

I'VE EXPERIENCED SINCE LAST WEEK THE NEWS MEDIA, YOUR ORDER THE COUNTY'S MASK ORDER, BUT I DON'T GO OUT THAT MUCH BECAUSE I'M TIED TO MY DESK. BUT I HAVE NOTICED REALLY A LOT MORE PEOPLE ARE WEARING MASKS. IT DISTURBS ME WHEN I SEE THEM NOT. I DO SEE A LOT MORE.

I THINK AT LEAST THAT PART IS WORKING.

THANK YOU. >> THANK YOU VERY MUCH.

[Item 12]

>> CITY CLERK. >> YES, SIR.

THE GENERAL ELECTION CANDIDATE QUALIFYING PERIOD AS I SAID EARLIER IS JULY 13TH-17TH AS SCHEDULED MEETINGS WITH ALL THE CANDIDATES AT THIS TIME. ASIDE FROM WEDNESDAY WHICH IS FOR THE OPEN MEETING THE CONFLICT RESOLUTION AND

[02:10:01]

HOPEFULLY FOR THE SECOND MEETING FOR THE WORKSHOP RELATED TO COVID. WE HAVE SOME VACANCIES, CODE ENFORCEMENT AND APPEALS BOARD HAS TWO ALTERNATIVE VACANCIES.

AIRPORT ADVISORY COMMISSION HAS ONE VACANCY.

THE GOLF COURSE ADVISORY BOARD HAS ONE VACANCY.

THE PLANNING ADVISORY BOARD RIGHT NOW HAS TWO VACANCIES BUT WE HAVE FOUR APPLICANTS THAT ARE ON THE JULY 21ST MEETING.

FERNANDINA BEACH HOUSING AUTHORITY HAD ONE VACANCY.

AND BOARD OF TRUSTEES FOR THE FIRE AND POLICE PREVENTION PLAN

HAVE ONE VACANCY. >> I HAD ONE QUESTION.

>> CARE LINE I WAS TRYING TO LOOK AT CAMPAIGN FINANCE REPORTS AND THE WEBSITE SAID THEY WEREN'T AVAILABLE.

HAS THAT CHANGED? >> NO THEY'RE THERE.

I'LL SEND YOU THE LINK TOMORROW. >> OKAY, I APPRECIATE IT.

>> WHEN YOU GET TO THAT LINK, IT WILL SAY COUNTY RACES ON THE TOP AND YOU HAVE TO SCROLL DOWN TO CITY RACES SAID.

>> IT'S A DROP DOWN -- >> IT'S NOT EASY.

>> SHOULD BE THE OTHER WAY AROUND --

>> YEAH. WE -- RIGHT.

>> THANK YOU VERY MUCH, MA'AM. >> COMMISSIONER ROSS.

[Items 13 & 14]

>> I WASN'T GOING TO TALK ABOUT COVID.

BUT YESTERDAY WAS TRULY A REMARKABLE EXPERIENCE.

THE WAY WE DELIVER HEALTHCARE HAS CHANGED DRAMATICALLY IN THE LAST 3 MONTHS. IT REALLY HAS.

I JUST WANT TO SIMPLY COMMEND THE CHAMBER OF COMMERCE FOR HANDING OUT OVER 8,000 MASKS LAST FRIDAY AND THE TDC SUPPLY MANAGE TO DOWNTOWN VISITORS WHICH WAS AN IMPORTANT THING TO DO AND A SHOUT-OUT TO THEM. AND THAT'S ALL I HAVE.

>> THANK YOU VERY MUCH. >> I DID TAKE PART IN THE SUPPORT THE BLUE MARCH WALK WHATEVER IT WAS.

AND I WOULD LIKE TO SAY THANK YOU, AGAIN TO OUR FIRST RESPONDERS. POLICE AND FIRE.

THIS IS NOT THEIR JOB IS ALWAYS DIFFICULT.

THIS IS NOT AN EASY TIME. AND I JUST WANT TO SAY I TRULY APPRECIATE THEIR EFFORTS ON THE PART OF ALL THE CITY RESIDENTS.

>> THANK YOU, SIR. >> COMMISSIONER L.

>> THANK YOU MR. MAYOR. WE'RE LOSING A GREAT ASSET IN RICK -- HE WAS THE CHAIRMAN OF THE PAB.

AND HE WAS ALSO ON THE CHARTER REVIEW COMMITTEE.

RICK AND HIS WIFE MOVES HERE 3-4 YEARS AGO.

THIS WAS GOING TO BE THEIR FOREVER HOME.

HIS WIFE ACCEPTED A JOB WITH THE OPERA IN ATLANTA.

SO IMAGINE MOVING FROM FERNANDINA BEACH TO APT LANTA.

SO BUT I JUST WANTED TO GIVE RICK SOME RECOGNITION FOR BEING VERY INVOLVED IN OUR COMMUNITY AND CARING ABOUT FERNANDINA BEACH. AND THANK HIM FOR HIS SERVICE.

AND WE'RE GOING TO MISS HIM. THE SECOND SHOUT-OUT I WOULD LIKE TO GIVE I WAS AT THE TECHNICAL REVIEW COMMITTEE MEETING LAST WEEK AND WENT FOR MY MORNING WALK.

I WAS WALKING ALONG FRONT STREET UP BY THE PORT, AND IT WAS A MESS. GARBAGE IN THE STREET, GARBAGE ON THE SIDE OF THE STREET. AND TYPICAL THOUGHTS DOESN'T ANYBODY CLEAN THIS CRAP UP? AND IT WAS LIKE A LITTLE ALARM WENT OFF. COMMISSIONER ON PATROL.

COMMISSIONER ON PATROL. AND BEFORE I COULD TURN AROUND, THERE WAS GEORGE WELLS FROM CODE ENFORCEMENT PICKING THE CRAP UP.

SO I WANTED TO GIVE A SHOUT-OUT TO THEM THAT THEY WERE JOHNNY ON THE SPOT AND THEY WERE TAKING CARE OF THAT.

AND IT'S JUST HOW GREAT OUR STAFF IS, THAT THEY'RE WATCHING AND TAKING CARE OF. SO I WANTED TO GIVE GEORGE A

SHOUT. >> THANK YOU.

>> VICE MAYOR KRUEGER. >> BARNBUS IN THE SPORTSMAN'S CLUB THEY DO THAT TWICE A MONTH, AND I BELIEVE THERE WILL BE ONE ON THE 23RD. I HAVE TO TELL YOU THESE GROUPS ARE DOING A FABULOUS JOB OF GETTING FOOD OUT TO PEOPLE.

PEOPLE PULL UP, GOES IN THEIR CAR THEY DON'T GET OUT OF THEIR CAR. EVERYBODY HAS MASKS ON.

AND YOU ARE ALL WELCOME TO COME AND HELP IF YOU LIKE.

>> GREAT, THANK YOU VERY MUCH. >> AND I REALLY HAVEN'T HAD A WHOLE LOT. I WANT TO PIGGYBACK WHAT THE CITIES ABOUT LEADERSHIP. TONIGHT WE HEARD ABOUT THE BIG BRAIN EATING AMOEBAS. WE'VE BEEN THROUGH A LOT THIS YEAR. BUT I CAN HONESTLY SAY WITH ALL

[02:15:04]

SINCERITY I WOULD -- I COULDN'T THINK OF ANYBODY ELSE I WOULD RATHER BE UP HERE MAKING THE DECISION WITH.

I'VE RECEIVED SOME VERY INTERESTING CORRESPONDENCE VIA SOCIAL MEDIA AND EMAIL AND PEOPLE THAT I TALKED TO.

A LOT OF PEOPLE VERY APPRECIATIVE OF THE THINGS WE'RE DOING AND SOME OF THEM ARE OBVIOUSLY VERY UPSET ABOUT IT.

AND I GET THAT. I MEAN THINGS ARE TOUGH.

PEOPLE ARE STRESSED OUT. SOME OF THE CORRESPONDENCE HAS BEEN VERY COLORFUL. THERE ARE STRONG FEELINGS IN OPPOSITION TO THIS. AND I GET THAT.

AND I'VE ANSWERED IT AS POLITELY AS I COULD.

I KNOW WHERE THEY'RE COMING FROM.

AND FOR PEOPLE THAT ARE UPSET ABOUT THIS, I FEEL LIKE THEY'LL BEING INFRINGED UPON. FEEL FREE TO VENT, THAT'S FINE.

DON'T FEEL BAD ABOUT IT. BUT TO TALK ABOUT THE MASS SITUATION IN PUBLIC. PEOPLE THAT AREN'T WEARING MASKS ARE BECOMING THE UNNORMAL. AND PEOPLE WITH MASKS ON IS BECOMING THE NORMAL. IT LOOKS UNUSUAL PEOPLE NOT TO HAVE A MASK ON. WHEN JUST A COUPLE OF WEEKS AGO IT WAS IMPRESSIVE TO SEE PEOPLE WEARING THEM.

WHEN PEOPLE AREN'T WEARING THEM IT'S STANDING OUT A LOT MORE.

THAT GOES A LOT WAY TO PUBLIC OPINION.

I WANT TO THANK THE COUNTY AS WELL.

I THINK WE COULDN'T HAVE DONE IT WITHOUT THEM.

I WANT TO THANK THE COUNTY COMMISSION AND MANAGER FOR BEING A PART OF THE TEAM. ONE TEAM, ONE FIGHT.

AND WITH THAT WE'RE
