MARINA CAN MANAGEMENT COMPANY TELL US WHO THEY ARE.

>> CITY MANAGER AND AGAIN WHAT WAS INCLUDED IN THE AGENDA PACKET, THE CITY DID DO A REQUEST FOR PROPOSALS FOR MARINA MANAGEMENT BASED ON THAT REQUEST WE SUBMITTED ALL FIVE PROPOSALS AND THE EXISTING WRECK CONTRACT TO STANTEC AND JUST TO SHOW YOU, THIS IS INCLUDED IN THE AGENDA PACKET.

LET ME OPEN IT WITH A DIFFERENT DOCUMENT BECAUSE SOMETIMES IT -- ADOBE RE READER CLOSES. STANTEC REVIEWED THE SIX PROMOTES, FIVE PLUS WRECK. THIS IS FOR YOUR INFORMATION, THEY RATED THAT WHAT THEY FELT WAS THE BEST FOR THE CITY.

SINCE WRECK WAS RANKED NUMBER 1 ACCORDING TO THE STANTEC REPORT, I VOTED THEM TO PROVIDE A BRIEF EXPLANATION THIS EVENING, IF YOU FEEL IT APPROPRIATE TO MAKE A REGISTERS I ANTICIPATE TAKE THIS TO THE CITY COMMISSION AT THEIR JULY 16TH MEETING.

FOR FORMAL CONSIDERATION. SO IF YOU WOULD LIKE TO LISTEN TO THEM, AND IF YOU FEEL IT'S APPROPRIATE TO MAKE A CONSIDERATION FOR ANY OF THE PROPONENTS PLEASE DO.

THIS IS MR. BRIAN ARNOLD FROM OASIS MARINES.

>> I APPRECIATE THE OPPORTUNITY TO BE HERE TONIGHT.

AND THANK YOU MR. MARTIN FOR THE OPPORTUNITY TO SPEAK.

MY NAME IS BRIAN ARNOLD. I OVERSEE BUSINESS DEPARTMENT FOR OASIS MARINAS, WE ARE BASED IN ANNAPOLIS MARYLAND.

WE CURRENTLY OPERATE JUST SHY OF 30 MARINAS, WE ARE IN THE GREAT LAKES, CONNECT, NEW YORK AND FLORIDA.

I TOOK A FEW OF MY FRIENDS HERE, WE TOOK A TOUR OF MARINA, I BEGAN TOURING IT, I'VE ACTUALLY STARTED STAYING HERE STARTING FIVE YEARS AGO. WHEN I SAW THE RFP COME DOWN I WAS EXTREME EXCITED, VERY EXCITED ABOUT THE TOWN AND WHAT IT BRINGS, ITS SLA SIMILARITIESO ANNAPOLIS.

DONE QUITE A FEW STUDIES, NOT ONLY THE AREAS WHERE WE OPERATE BUT I'M ALSO ACTIVE ON THE BOARD OF THE ASSOCIATION OF BAHAMAS MARINAS. WHAT PEOPLE SPEND WHEN THEY ARRIVE IN A TOWN BY CAR OR OTHER MEANS, BEING THAT YOUR MARINA IS MERE FEET FROM RESTAURANTS, THE HOTEL AND EVERYTHING THAT IS GOING ON IN THE DOWNTOWN, I THINK THIS REPRESENTS A VERY UNIQUE OPPORTUNITY TO DRIVE UP REVENUE.

NOT ONLY TO THE MARINA BUT WITHIN THE TOWN, GET PEOPLE MORE FAMILIAR AND I THINK WE ALL KNOW THE VALUE OF WORD OF MOUTH.

WITH BEING MARKETING. IN ADDITION TO OASIS MARINAS WE ALSO OWN WHICH IS OUR MANAGEMENT ARM OUR FIRM ALSO OWNS SNAG-A-SLIP WHICH IS A TRAN CHENTD BOOKING, AND MARINA LIFE MAGAZINE, WHICH IS A CROSS BETWEEN AAA AND COASTAL LIVING.

THE REASON I BRING THIS UP, WE PURCHASED MARINA LIFE ABOUT THREE YEARS AGO, 7:50,000 PEOPLE WE DO CONCIERGE BOOKINGS, WE DON'T CONTROL THEIR BOOKINGS BUT STRONGLY INFLUENCE THEIR ABILITY TO FIND NEW LOCATIONS THAT THEY WANT TO GO TO AND AGAIN DRIVE REVENUE TO PLACES THAT WE FEEL STRONGLY COULD BENEFIT FROM.

SO I'M VERY EXCITED TO BE HERE. I WAS EXCITED TO SEE THE RFP.

I ACTUALLY BROUGHT SEVERAL MEMBERS OF MY TEAM.

JET TOWTON OVERSEES OUR CONSTRUCTION DIVISION, MANY OF THE PROPERTIES WE'VE WORKED IN THE PAST HAVE CONSTRUCTION ISSUES OR NEEDED CAPEX. JET IS VERY FAMILIAR WITH CONSTRUCTION. BOB MILTON IS ALSO WITH ME ON OUR BUSINESS DEVELOPMENT SIDE, FINDING NEW OPPORTUNITIES AS WE GO. KEVIN QUIRK AND JIM BRONSTEIN

[00:05:01]

RECENTLY ARE ARE JOINED OUR TEAM, THEY ARE MARKET PARTNERS, THEY HAVE A LONG STANDING LIFT OPERATING AND BUILDING MARINAS WITHIN FLORIDA. I FELT IT WAS VERY IMPORTANT TO BRING THE TEAM AND MAKE OURSELVES AVAILABLE TO ASK QUESTIONS. I KNOW YOU HAVE RECENTLY GONE THROUGH RECONSTRUCTION. WE DON'T OPERATE A MARINA THAT DOESN'T HAVE A FIVE OR TEN YEAR MASTER PLAN.

THIS ONE IS A NEW ONE. WE THINK THAT'S A GOOD ONE.

WE THINK IT'S ALWAYS IMPORTANT TO BE PLANNING FOR THE FUTURE.

WITH CITY GOVERNANCE IT IS EXTREMELY IMPORTANT TO BUDGET FOR THE FUTURE. OUR HISTORY HAS BEEN MAKING MARINAS PROFITABLE. WE RUN JUST SHORT OF 30.

ON AVERAGE I DON'T HAVE A MARINA THAT DOESN'T MAKE OUR AVERAGE IN THE FIRST YEAR OF OPERATIONS IS 37 PER MORE MONEY THAN THEY'VE MADE IN THE PAST. AND OUR STRENGTH AND OUR BACKGROUND COMES FROM HOSPITAL HOSPITALITY.

WE ARRIVED ALL OF OUR GAYLORD HOTELS AND OUR RIERVEL AND DPAWR STANDARDS, I THINK THAT'S REALLY WHAT'S GOING TO BRING PEOPLE BACK TO THE CITY OVER AND OVER AND OVER AGAIN.

SO I THINK, I APPRECIATE THE OPPORTUNITY TO BE HERE.

I DO HAVE A PRESENTATION. I DON'T HAVE TO DO IT NOW BUT I CAN SEND IT TO YOU SO YOU CAN DISTRIBUTE IT AND PEOPLE CAN BECOME MORE FAMILIAR WITH IT AS WELL.

>> WOULD YOU GUYS LIKE TO SEE A PRESENTATION? HE'S GOT A LITTLE POWERPOINT. WHAT DO YOU THINK? HE HAS COME A LONG WAY, A PRETTY BIG STAFF.

THE PROPOSAL IS GOING TO BE GIVEN TO THE CITY AT SOME POINT.

WOULD YOU LIKE TO SIT HERE A MINUTE AND HEAR WHAT HE HAS TO SAY? GETTING A CONSENSUS IS FAIR TO

SAY. >> SURE.

>> WE HAVE GOT TO UNPLUG THIS ONE AND EVERYTHING WENT UP.

>> RELY ON COMPUTERS. >> SO REALLY QUICK.

I KNOW I'M GOING TO BLOCK SOMEBODY SO I APOLOGIZE IN ADVANCE. SO AGAIN, OUR GOAL IS TO MAKE THIS CHANGE EXTREMELY POPULAR TRANSIENT STOP AND GET PEOPLE NOT ONLY TO COME AND STAY BUT TO USE MANY OF THE SERVICES THAT ARE ALREADY HERE WITH REGARDS TO TOURS AND CHARTERS AND THINGS LIKE THAT. YOUR PROXIMITY TO GET OUT TO THE OCEAN I THINK IS GOING TO MAKE IT EXTREMELY POPULAR.

OUR PHILOSOPHY AGAIN WITH ALL OF OUR (INAUDIBLE) FINE SO PEOPLE RIGHT NOW ARE VOTING BECAUSE VERY FEW THINGS THAT THEY CAN DO THAT ACTUALLY KEEPS THEM SOCIALLY DISTANCE AND CEEPS THEM CLOSE TO THEIR FAMILIES. BOATING IS FINE.

OUR GOAL IS AND HAS ALWAYS BEEN THE GREAT ENVIRONMENT FOR BOATERS. THEY ARE LOOKING TO EXPLORE AWESOME DESTINATIONS AND WE WANT TO MAKE -- WE WANT TO IMMERSE PEOPLE'S LIVES AND GIVE PEOPLE SOMETHING TO REALLY TALK ABOUT FROM THE MINUTE THEY ARRIVE TO THE MINUTE THEY DEPART.

I DON'T THINK THERE'S MUCH ON THIS BUT ALL OF OUR TEAM, I'VE WORKED WITH MUCH OF OUR TEAM FR CLOSE TO 30 YEARS IN HOSPITALITY. WHEN PEOPLE TALK ABOUT MAKING THE EXPERIENCE HOSPITABLE, WE WROTE THE BOOK ON IF YOU WENT TO SEE A FOUR SEASONS HOTEL. THE ITEM EVERY GUEST THERE AT THE TIME. A LITTLE BIT ABOUT THE A OASIS STORY THAT I THINK IS IMPORTANT. WE START ED BACK IN THE 80S IN THE HOSPITALITY BUSINESS. EVERY COUPLE OF YEARS WE WOULD REFINANCE OUR COMPANY. PROBABLY ABOUT TEN YEARS AGO, OUR SENIOR LEADERSHIP SAID THEY WERE GOING TO SELL CONTROLLING INTEREST IN THE COMPANY. WE ALWAYS RUN IT.

WE KIND OF JOKED ABOUT WHAT WE WERE GOING TO DO WHEN WE GROW UP. I'VE BEEN A LIFELONG BOATER AS IS BOB. WHEN WE LAUNCHED THE COMPANY BACK IN 2013, THE IDEA LITERALLY WERE WE WERE ON VACATION, WE HAVE EXPERIENCE AND I ACTUALLY HAVE RUN -- I'VE DEALT WITH SOME REALLY BIG IMPORTANT PARTICULAR GUESTS BEFORE.

I CAN ACTUALLY PROVIDE SERVICES AND BRING IN ENVIRONMENT THAT A LOT OF FOLKS ARE DOING. THE IDEA REALLY CAME ABOUT FROM A BAR NAP KICK. IN 2014 WE TOOK OVER OUR FIRST

[00:10:06]

MARINA. WE KNEW THE OWNER AND WE TOOK OVER IN HARBOR EAST. I SHARE THE STORY BECAUSE THIS WAS A PROPERTY THAT HISTORICALLY MADE A QUARTER OF A MILLION DOLLARS A YEAR. WE DIDN'T WIN NLSD THE OWNERS WON. IF I CAME BACK TO YOU IN A YEAR AND I SAY HOW DO YOU DEFINE WINNING, HE SAID YOU KNOW WHAT, I REALLY DON'T CARE IF IT MAKES MONEY BUT I'D LIKE IT TO NOT LOSE. SO IF WE COULD BREAK EVEN THAT WOULD BE AMAZING. IF WE COULD BREAK EVEN THEN I'LL DISCUSS PUTTING IN NEW DOCKS BECAUSE THE DOCKS WERE TIRED.

IF THAT'S THE CASE, HE WOULD SAY YEAH I WANT IT TO BE SUSTAINABLE, I WANT PEOPLE TO ARRIVE, I WANT PEOPLE TO ENJOY THE UPLIFTING EXPERIENCE PEOPLE ENJOY ONCE THEY ARRIVE BY BOAT.

OKAY. WE BROKE EVEN, FIRST TIME I BROKE EVEN FIRST YEAR IN 23 YEARS.

WE WERE AHEAD IN EVERY MAJOR HOLIDAY AND WE STILL HAD THE SAME TIRED DOCKS. WE WENT BACK TO OUR FIRST MEETING AND I SAID THIS BROKE EVEN.

HE SAID THIS HAS NEVER BROKE EVEN, THIS IS AMAZING.

I WANT TO BUILD NEW DOCKS. HE GOT AGRANT AND WE ACTUALLY PUT IN NEW DOCKS. THE REASON I SHARE THIS IS WE ARE COMING UP ON OUR FIFTH ANNIVERSARY.

SEPTEMBER 15TH WILL BE OUR FIFTH ANNIVERSARY.

THE BUDGET THIS YEAR WE ARE ON TRACK TO MAKE $1.1 MILLION IN PROFIT. THIS IS A MARINA HE USED TO FUND EVERY YEAR THAT NOW ACTUALLY PRINTS OFF MONEY.

I THOUGHT THAT WAS EXTREMELY IMPORTANT TO SHARE.

WE TOOK THAT EXPERIENCE 2016 WE MADE IT THREE MARINAS.

WE'VE ADDED NINE MARINAS ALREADY THIS YEAR.

THE NICE PART ABOUT OUR PLAN, IN OUR LAST COMPANY WE TOOK THAT COMPANY FROM ONE LOCATION IN ANNAPOLIS TO A THOUSAND LOCATIONS IN 38 STATES AND THE GUEST SERVICE NEVER WENT DOWN, ALWAYS WENT UP. SO THAT'S MY REASON FOR SHARING THAT. SO AGAIN ALONG THE WAY WE ACTUALLY BUILT SNAG-A-SLIP. I THINK OF OASIS AS OUR PARENT COMPANY. WE DON'T HAVE TO RUN THE MARINA FOR US TO HAVE SNAG-A-SPLIP. THOSE ONE THINGS THAT THE MARINAS CONTINUE TO ENJOY IS TRANSIENT BOOKINGS THAT THEY DIDN'T HAVE IN THE PAST. MARINA LIFE, 20 YEAR HISTORY THEY HAD, INCREASED OUR EXPOSURE ALGEBRAICALLY.

THIS IS TIM O'DONNELL, BEST IN CLASS MARINA IN BALTIMORE WHICH I DON'T KNOW IF YOU WATCHED THE NEWS BEFORE, IT SOMETIMES GETS A BAD RAP. IT NOT ONLY HELPED US ACCOMPLISH THIS GOAL BUT PROVIDING CUSTOMER SERVICE AS WELL.

YOU ARE WELCOME TO GIVE ANY OF OUR REFERENCES A CALL.

20 PLUS MARINAS RIGHT NOW, LIKE I MENTIONED WE HAD THREE LOCATIONS UP IN THE GREAT LAKES, I JUST ADDED OUR SECOND IN NEW YORK AND CONNECTICUT. THROUGH THE MID ATLANTIC.

WITH JIM KEVIN WE HAD THE FIRST TWO OVER HERE IN MIAMI AND WE ACTUALLY START IN TAMPA. WHAT'S TODAY, THE 27TH? MONDAY, WE ACTUALLY START AT THE END OF THE WEEK IN TAMPA.

SO AGAIN, GREAT EXPOSURE, GREAT EXPERIENCE WITH BOATERS AND THE NICE PART ABOUT IT IS ONCE WE PERFECTED THE MODEL, WE CAN REPLICATE IT OVER AND OVER AND OVER GHIN.

AGAIN. NOT EVERY MARINA IS THE SAME, SOME HAVE RESTAURANTS SOME HAVE HIGH AND DRY, SOME HAVE A LOT OF ANNUAL BUT THE WUNG THING THEY HAVE IN COMMON ALL THE BOATERS WANT TO BE TREATED SPECIAL. SO WE HAVE MARINAS THAT ARE MAJOR METROPOLITAN AREAS. WE HAVE MARINAS THAT ARE RURAL.

WE HAVE MARINAS THAT HAVE A RESORT THAT HAS A GOLF COURSE.

WE HAVE MARINAS THAT HAVE CAMPGROUNDS.

WE DO WORK WITH QUITE A FEW DIFFERENT MUNICIPALS, WE HAVE MARINAS WHERE THE SLIPS ARE PRIVATELY OWNED OR PART OF A CLUB. AND THE ONE THING EVERYBODY WANTS TO BE TREATED SPECIAL. COUPLE OF THINGS THAT S SET OASS APART, WHO WE ARE. WE ARE HOSPITALITY PROFESSIONALS. I THINK WHEN I WAS TALKING TO MR. MARTIN ON THE PHONE I SAID WE WANT TO BE YOUR PARTNER.

FOR ME THERE'S NO DIFFERENCE. WHEN WE TOOK OVER CAMBRIDGE AND THE EASTERN SHORE OF MARYLAND, THE YOUNG MAN THERE DID AN AMAZING JOB. WE WERE WALKING THROUGH THE FACILITY ONE DAY AND THERE WAS A TRASH CAN THAT WAS FULL.

I SAID, I DON'T KNOW WHERE THE DUMPSTER IS, WE'LL GO AHEAD AND

[00:15:01]

EMPTY THAT. HE SAID NO NO NO, DON'T WORRY ABOUT THAT. WE TAKE CARE UP TO HERE AND THEN THE CITY, WHATEVER IT WAS, TAKES CARE FROM HERE TO THERE.

AND I SAID WELL HERE'S THE PROBLEM.

MY GUESTS ARRIVE IN THE PARKING LOT, THAT LOOKS TERRIBLE.

IT SMELLS TERRIBLE, THERE'S BAIT IN IT, WHATEVER.

LET'S FIND THE DUMPSTER AND GET RID OF IT BECAUSE AT THE END OF AT THE END OFTHE DAY, THIS IS A. I DON'T WIN UNLESS YOU WIN.

SO WE ARE HOSPITALITY PROFESSIONALS.

MY FOLKS DON'T WALK PAST CIGARETTE BUTTS, MY FOLKS DON'T WALK PAST TRASH. SO LET'S SURE WE CONTINUE TO TREAT PEOPLE SPECIAL. WE'RE MARINA OPERATORS.

I MENTION THEY'D JIM HAS A LONG HISTORY OF MANAGING CXG ERIC BRADLEY, WHO WAS ON OUR TEAM PREVIOUSLY, HE HAS BEEN A MARINA MANAGER FOR HIS ENTIRE LIFE. WE KNOW THE THINGS WE DON'T LIKE AND THOSE ARE THE THINGS WE WANT TO IMPROVE ON.

AND LAST BUT NOT LEAST, WE ARE ALL VOTERS.

WE ALL VOTE. THIS CAME ABOUT BECAUSE I HAD BAD SHERNS AT A MARINA THAT YACHTING MAGAZINE VOTED BEST IN THE CHESAPEAKE BAY. THAT'S ONE OF THE BEST? I CAN SHOW PEOPLE WHAT THE BEST LOOKS LIKE.

WHAT WE DO? THERE IS A WHOLE LITANY OF WHAT WE DO. TARGETED MARKETING.

WHEN I SAY TARGETED MARKETING, HOSPITALITY, HIRING, TRAINING, WE HAVE AN ONLINE LEARNING MANAGEMENT SYSTEM FOR ALL OF OUR STAFF. SO THE MINUTE THAT SOMEBODY JOINS THE TEAM, THEY DO THEIR ON-BOARDING ONLINE.

THEY TAKE ALL THEIR TRAINING THERE IS THEN PRACTICALS THAT THEY WORK ON TO MAKE SURE THEY UNDERSTAND THE SUBJECT MATTER BEFORE THEY ARE ACTUALLY ALLOWED TO DO THAT IN A MARINA WITH A GUEST. DOCKS AND GROUNDS REPAIR AND MAINTENANCE. INVENTORY MAINTENANCE, ONE OF THE OTHER THINGS WE DO WHICH IS EXTREMELY IMPORTANT HERE, I ACTUALLY BROUGHT OUR ACCOUNTING DEPARTMENT FROM OUR LAST ORGANIZATION. WE RUN MARINAS FOR PUBLICLY TRADED CAN PANES. OUR IN HOUSE ACCOUNTING DEPARTMENT CERTAINLY FASTS MUSTER.

WE HAVE TO GIVE TO IT PEOPLE WHO GIVE TO IT SHAREHOLDERS.

THAT'S EXTREMELY IMPORTANT. WE DON'T JUST DEAL WITH SNAG-A-SLIP, THERE ARE A BUNCH EVER OTHERS UNONES OUT OF THERE, AT THE END OF THE DAY, I DON'T CARE WHERE THE GOATS COME FROM, AS LONG AS I GET MORE OF THEM. AND THEN DEVELOPMENT, WE CAN BUILD NEW THINGS. IF WE SEE SOMETHING THAT WE FEEL PASSIONATE ABOUT, WE CAN LEVERAGE OUR BALANCE STATEMENT IF WE BELIEVE THAT IT WILL MAKE MONEY TO ACTUALLY TAKE CARE OF THINGS LIKE THAT. SO I THINK WE TALKED ABOUT AT SOME POINT DOWN THE ROAD WE HAVE THE ABILITY TO POTENTIALLY EXTEND THE PEERS, ONCE THEY ARE SPILLING OFF CASH THAT'S SOMETHING WE CAN TALK ABOUT. HOW DO WE DO ITS? WE ARE METHODOLOGY ABOUT SYSTEMS AND PROCESSES, WE ARE METHODOLOGY ABOUT METRICS DRIVEN MANAGEMENT.

THERE IS PRACTICALLY NOTHING WE DON'T HAVE A PLAN FOR AND IF WE DON'T THEN WE'LL BUILD IT. AND THE IDEA IS EFFICIENCY.

SO WE TALKED ABOUT THE USE OF OUR CASH.

WE HAD TALKED ABOUT ECONOMIES OF SCALE WITH -- IN ORDER TO DO SAVINGS ON THINGS LIKE INSURANCE AND MARKETING AND OTHER TYPES OF THINGS AND THEN ATTENTION TO DETAIL.

SMALL THINGS. UP TO AND INCLUDING PICKING UP TRASH. TALKED ABOUT TRAINING AND DEVELOPMENT, GROUNDS AND MAINTENANCE, EMERGENCY OPERATIONS PLANS. THESE ARE THINGS WE DO IN HOUSE.

I TALKED ABOUT THE TRAINING DEVELOPMENT, I HAVE SEVERAL MEMBERS OF MY TEAM WHO ACTUALLY STARTED WITH US AS HOURLY ASSOCIATES. TWO OF THEM IN PARTICULAR, SANDRA AND ZION, ACTUALLY CAME TO OUR TEAM BECAUSE THEY WORKED FOR THE PREVIOUS OPERATOR. SO WHEN WE CAME BOARD THEY JOINED OUR TEAM. WE ACTUALLY TAUGHT THEM THINGS LIKE GRATUITY ENHANCEMENT TEAM, TAKING CARE OF THE GUESTS YOU NAME IT. I ASKED THESE KIDS, WHAT DO YOU PLAN ON DOING AFTER THIS SUMMER, BECAUSE AGAIN IT EVOLVES MORE.

WHAT DO YOU GUYS PLAN ON DOING AFTER THE SEASON AND THEY SAID YOU KNOW WE REALLY DIDN'T THINK ABOUT IT.

THIS IS WE THOUGHT IT WAS A SUMMER JOB.

PEOPLE TREAT US GREAT. WE STAY CARE OF THEM AND WE LOVE OUR JOB. DO YOU EVER THINK ABOUT DOING SOMETHING MORE? NO, NOBODY HAS EVER GIVEN US A OPPORTUNITY, THERE'S A MANAGER AND I CAN'T BE THAT PERSON.

I SAID LET'S THINK ABOUT THAT. THIS IS A GROWING ORGANIZATION.

I ACTUALLY SET OUT A PLAN, THE PLAN WAS, YOU GRRG TO GET NEW MANAGERS FROM THE OUTSIDE. HOWEVER I HAD A PLAN THAT I WANTED TO HAVE AT LEAST 75% OF MY MANAGERS GROW FROM THE INSIDE. AND WE'VE BEEN ABLE TO DO THAT, WE SETTLE RIGHT AROUND 81% GIVE OR TAKE.

[00:20:01]

BUT MY POINT IN SHARING IS, ZION ACTUALLY WENT FROM HOURLY ASSOCIATE, TOOK ALL OF THE TRAINING AVAILABLE, IS WAS APPROVED TO IMRUF. IMRUFED FOR ASSISTANT MANAGER'S JOB. SAME WITH SANDRA.

SHE WAS A CONCIERGE WHEN WE TOOK OVER THE MARINA.

SHE TOOK OVER THE TRAINING AND WAS APPROVED TO BE PROMOTED, WAS INTERVIEWED AND WAS PROMOTED TO ASSISTANT MANAGER.

IN THE LAST YEAR THEY HAVE BOTH BEEN PROMOTED TO MANAGERS OF MARINAS. SANDRA RUNS INNER HARBOR MARINA.

THERE IS ABOUT 1500 FEET OF TIE SIDE.

THEY HAVE FUELING OPERATIONS, THEY HAVE A RESTAURANT.

WE PUT FOUR TRACTOR TRAILERS OF FUEL, WE HAVE VERY LARGE BOATS COMING UP AND TYING UP ALL THE TIME.

TOUR GROUPS AND THINGS LIKE THAT.

SIMILARITIES ARE THERE. THE SPOINT SHE WENT OUT AND MARKETED TO GET THESE FOLKS TO COME HERE.

SHE COULD DRIVE REVENUE BY SELLING MORE FUEL AND GETTING CREATIVE ABOUT MAKING MORE MONEY.

THE NICE PART OF THAT IS THAT MONEY GOES TO THE CLIENT AND IN THIS CASE, THE CLIENT IS YOU. VENDOR MANAGEMENT, RUNNING MARINAS THERE IS ALWAYS TIMES YOU HAVE TO DEAL WITH OUTSIDE VENDORS, SOMETIMES, ELECTRIC, GUYS ARE WORKING REALLY HARD, WE DON'T DO ANYTHING ON COST-BENEFIT ANALYSIS.

WHAT DOES IT COST AND WHAT DOES IT GENERATE IN INCOME? BECAUSE IF IT'S SOMETHING THAT WE FEEL PASSIONATE ABOUT I MENTIONED WE WILL ACTUALLY LEVERAGE OUR BALANCE SHEET TO MAKE SURE THAT HAPPENS. THE TO HELP OUR PARTNER AND THE PARTNER IS THE TOWN. TECHNOLOGY, I WANT TO KNOW WHAT BOATS ARE AWARE, THIS SHOWS SLIPS, YOU CAN VERY EASILY ADAPT THIS TO T HEAD SPACE. CLEVELAND, FLORIDA, OVER A THOUSAND IN FORT LAUDERDALE, MARINA.

KNOWING HOW MANY BOATS YOU CAN FIT IN MAKE SURE YOU MAXIMIZE THAT, HOW MUCH SPACE ABOUT BETWEEN BOATS, HOW MANY BOATS ARE WE GETTING IN HERE. ARE WE TAKING ADVANTAGE TO MAKE SURE WE CAN DEVELOP BEST RETURN ON INVESTMENT.

WE ACTUALLY ARE BUILDING OUR OWN.

I AM PASSIONATE ABOUT PRESENTATION.

BRANDING. THERE'S A REASON I CAME DRESSED LIKE THIS TODAY. THIS MOST OF WHAT I'M WEARING MAKES UP THE MARINA, I WAS ACTUALLY VERY EXCITED TO SEE THAT EVERY STAFF THE MARINA WAS WEARING, THAT'S WHAT WEES ARE CUVMENTD DOING. I'M PASSIONATE ABOUT BRAND.

THE REASON I DO IT, DID I IT IN MY LAST COMPANY, BOTH SIDES SELL FUEL OUR COMPETITOR SELLS FUEL, WE SELL FUEL.

LOOK OUT, THIS BOAT AS HE LOOKS HE ALTERNATIVES THE OTHER DIRECTION HE COMES TO US. SO I WALKED OUTSIDE.

HELPED HIM WITH LINES, GOT HIS BOAT TIED UP.

I SAID I CAN'T HELP BUT ASKING, I NOTICE YOU WERE GOING THE OTHER WAY. NEITHER MARINA HAS A PRICE.

WHAT MADE YOU COME MY WAY? WHAT YOU'RE WEARING.

I JUST STAYED IN D.C, I JUST WAS IN BALTIMORE.

THE PEOPLE IN BALTIMORE SAID WHEN I WAS COMING THROUGH HERE I COULD GET FUEL. I SAID YES.

I SAID I DIDN'T KNOW WHICH ONE, I SAW THE UNIFORM.

BECAUSE I COULD EXPECT THE SERVICE I'M HERE, DON'T CARE ABOUT THE COST BECAUSE I KNOW YOU'RE GOING TO TAKE CARE OF ME.

HOSPITALITY TRAINING, NEIGHBORHOOD KNOWLEDGE.

WE HAVE PEOPLE PULLING UP AND SAY I NOTICE YOU CAME IN FROM SOUTH CAROLINA ON YOUR WAY SOUTH.

WHAT WERE YOU LOOKING TO DO WHEN YOU'RE HERE? I GOT TO TAKE CARE OF SUPPLIES, I'D LIKE TO GET OFF THE BOAT TONIGHT AND EAT. WE START AMERICAING RESTAURANT RECOMMENDATIONS, MY TEAM ACTUALLY CALLS, DOES RESERVATIONS, IT'S BEAUTIFUL WHEN YOU HAVE AN ECOSYSTEM.

YOU KNOW, FOLKS LIKE ANDY WHO IS IN THIS PICTURE KNOWS THE RESTAURANT MANAGERS OF ALL THE RESTAURANTS IN TOWN AND KNOWS THE ONES 0 HEY I WOULD LOVE TO HAVE YOUR BOATS.

SEND PEOPLE BY, IF THEY'RE STAYING IN THE MARINA I'LL GIVE THEM A LITTLE BIT OF A DISCOUNT ON APPETIZER OR A BOTTLE OF WINE. SOMETHING THAT WILL MAKE PEOPLE CONTINUE TO WANT TO COME OVER AND OVER AGAIN.

AND THEN PLACES WHERE WE HAVE ANNUALS (INAUDIBLE) THINGS LIKE THAT. FIVE DIAMOND STANDARDS.

YOU HEAR OF HOSPITALITY, THINGS WE ARE PASSIONATE ABOUT, WE TALKED ABOUT CLEANLINESS AND INSPECTIONS.

WE DO NOT OPERATE ANY MARINA THAT DOESN'T HAVE A MASTER PLAN.

BECAUSE EVERY MARINA LASTS SO LONG.

WHAT ARE WE DOING TO MAKE IT LEAS AS LONG AS POSSIBLE.

HAVING TO GO THROUGH A REDO, I'M SURE THAT'S NOT SOMETHING YOU WANT TO DO EVERY 15 OR 20 YEARS. STAYING DYNAMIC AND PROACTIVE.

IN THE MIDST OF COVID I HAD TO PROTECT NOT ONLY THE BOATERS WHO VISITED BUT ACTUALLY MY TEAM WHO PROVIDES THE SERVICES TO THE

[00:25:03]

BOATERS. WHAT WE DID WHEN PEOPLE COME TO A MARINA AND THEY ARE LIKE I NEED SUPPLIES AND BUT I DON'T WANT TO GET TO THE BOAT, I DON'T WANT TO GO TO THE GROCERY STORE.

WE STARTED DOING DELIVERY SERVICES WHERE WEE HAVE THAT AVAILABLE. OBVIOUSLY THERE IS A SLIGHT UPCHARGE BUT AT THE END OF THE DAY, THEY CAN GET THINGS WITHOUT ACTUALLY HAVING TO GO IN WHERE THE GROCERY STORE IS NOT EXACTLY CLOSE, WE CAN TAKE CARE OF THAT. EVERY FRIDAY NIGHT YOU LIVE MUSIC THAT THE MARINA PAID FOR, WE WANTED TO MAKE SURE THAT THE PEOPLE WERE ACTUALLY ENJOYING THEIR EXPERIENCE.

WITH SOCIAL DISTANCING, THAT BECAME A LITTLE DIFFICULT.

WE HAVE OASIS AMPLIFIED, WE BROADCAST IT VIA YOUTUBE, AND WE GIVE THE BOTH BOATERS WHO ARE SG IN OUR MARINA THE LINK.

KEEPING EXCITING AND IT'S ACTUALLY SANDRA'S BOAT GETTING FUELED. TARGETED MARKETING.

SO TAKING ADVANTAGE OF THE SEASON.

SO WE CREATE REASONS TO VISIT. SO FORGET ALL THE -- THERE IS A LOT HERE GOING HERE. WE CREATE REASONS TO VISIT.

WE DRIVE TARGETED AWARENESS. SO IF SOMEBODY IS BOATING NOWADAYS I CAN TELL YOU WHERE THEY ARE, HOW FAR THEY TRAVELED EACH DAY, I COULD START TO DETERMINE WHERE PEOPLE ARE GOING AND I CAN ACTUALLY TARGET SPECIFICALLY MARKETING THOSE AREAS TO TELL PEOPLE, ABOUT ME. I DID THIS AT A MARINA A COUPLE OF YEARS AGO. ONE OF OUR COMPETITORS HAD A BAR, WE HAD OBAR, I GEO-FENCED THEIR BAR AND WHAT YOU GOT ON YOUR DEVICE THE ONLY THING YOU SAW WHEN YOU WERE VISITING OUR MARINA WAS MY MARINA. I SUBSEQUENTLY MAXIMIZED REVENUE WHICH IN THIS CASE IS THE CITY'S.

AGAIN CREATING REASONS TO VISIT, THIS IS SOME OF THE THINGS WE DO. WE AT EVERY ONE OF OUR LOCATIONS I LIKE TO HAVE AN INTERACTIVE WEBSITE.

I'D LIKE THE WEBSITE TO TALK ABOUT WHAT'S GOING ON IN THE TOWN, WHAT'S GOING ON ON THE AIR.

WHY PEOPLE WANT TO VISIT. I WANT TO MAKE SURE PEOPLE CAN PAY ON THE SITE. WHILE PEOPLE ARE THERE, CAPTURE THE EXPERIENCE, IF ANYBODY HAS BOOKED AT A MARRIOTT WHILE THEY WERE THERE, THAT'S NOT EVEN MARRIOTT CAN'S, '.

MARRIOTT'S. I WANT A WAY FOR PEOPLE TO CONTACT THE MARINA, OASIS MANAGEMENT, SOCIAL MEDIA CAMPAIGN, ABILITY TO FRIEND US, YOU SCANDAL GET YUCHEDZ THINGS THAT ARE GOING ON IN REAL TIME. WE HAVE A MARINE LIFE, A PEOPLE WHO STAY, ANNUAL BOATERS WHO KEEP THEIR BOATS IN OUR MARINA, IT GIVES YOU THE ABILITY, IN OTHER AS AS MARINAS, BENEFITS THINGS LIKE THAT, WE TALKED ABOUT UNIQUE WEBSITE VISITORS PER YEAR, GET PEOPLE OUT ON THE WATER.

NOTHING DRIVES ME MORE CRAZY WHEN WITH ANNUAL VISITORS HAVE THEIR BOAT IN THE MARINA AND NEVER LEAVE.

FIND OUT HOW MUCH BETTER I AM. MAXIMIZING REVENUE THROUGH SNAG-A-SLIP. I CREATED AN INTERFACE THAT LOOKED EXACTLY AS IT WOULD ON A SMART DEVICE AND LOCATIONS ALL THROUGHOUT FLORIDA WHERE PEOPLE CAN VISITED WHEN THEY'RE TRAVELING, NORTH AND SOUTH AND DURING THE COURSE OF THE SEASON TO GIVE THEM THE ABILITY TO BOOK AND THE BEAUTIFUL PARTS THEY CAN PAY WHITE THEY'RE THERE AND THAT MAKES IT USABLE CASH FLOW FOR THE MARINA. THIS IS JET SLIDE, ALL DEVELOPMENT GUYS. BUILDING STUFF.

AGAIN THESE ARE ALL STUFF YOU JUST WENT THROUGH WITH BUILDING.

I'M SURE YOU DON'T WANT TO DO IT AGAIN FOR THE 50 YEARS, IT'S REAL, WE DO IN-HOUSE. CRITICAL PATH FOR A TRANSITION, I DON'T WANT TO GET TOO MUCH INTO THIS, BUT WE ARE TRULY METHOMETHODICAL, WHERE IS THAT H DEPOSITED, THERE ARE OVER 400 TASK FORCE THAT WE REALLY MAKE SURE SO THE TRANSITION IS AS QUICK AS POSSIBLE, ESPECIALLY FOR THE BOATERS WHO VISIT AND THE EMPLOYEES. BECAUSE AGAIN WE ARE NOT IN THE BUSINESS OF PUTTING PEOPLE OUT OF WORK.

[00:30:01]

PEOPLE WHO WANT TO CONTINUE TO WORK AND WORK HARD.

BENEFITS, AGAIN, ARE SERVICE STANDARDS, OPERATION AND A TARGETED APPROACH. AND THEN AGAIN WE WANT TO BE YOUR PARTNER SO WE HAVE THE ABILITY THROUGH BOTH PRIVATE EQUITY AND VENTURE CAPITAL TO DO IMPROVEMENTS THAT AGAIN THE MARINA WILL PROBABLY JUST NOT DEAL WITH.

BUT AT THE END OF THE DAY, WE GIVEN ALTERNATIVES TO TAKING MONEY FROM THE GENERAL FUND AND SOME OF THOSE KINDS OF THINGS TO MAKE SURE WE TAKE CARE OF PRIORITIES.

BUT AGAIN WE WANT TO GROW A PARTNERSHIP OVER TIME.

I DON'T WANT TO BE A PARTNER FOR A FEW YEARS, I'D LIKE TO BE A PARTNER FOR ALL OF THE TIME IF POSSIBLE.

AND THEN DISCOVER YOUR OASIS. SO AGAIN.

SORRY I PROBABLY TOOK UP MORE TIME THAN I WAS SUPPOSED TO BUT I THOUGHT IT WAS IMPORTANT TO COVER SOME OF THE THINGS WE HAVE DONE. WE HAVE A HISTORY OF DRIVING REVENUE, IF YOU KALE ANY OF OUR REVENUES THEY WOULD BE HAPPY TO TELL YOU SOME OF THE THINGS WE ARE DOING FOR THEM.

>> DO YOU WORK AT ANY OTHER MUNICIPALITIES OARNG --

>> WE DO. >> HOW MANY OF THOSE DO --

>> CAMBRIDGE, MARYLAND, LORRAINE OHIO, THE CITY OF CLEVELAND, I HAVE A SMALL PIECE OF THE CITY OF MINNEAPOLIS DOCK, AND THEN I HAVE THREE PRIVATE-PUBLIC PARTNERSHIPS IN BALTIMORE.

I HAVE THREE PRIVATE-PUBLIC PARTNERSHIPS IN D.C.

SO WE DEAL WITH MUNICIPAL QUITE A BIT.

ACTUALLY ONE OF OUR LOCATIONS IN D.C. IN ADDITION TO DEALING WITH THE LOCAL GOVERNMENT IT'S ACTUALLY A -- IT'S ACTUALLY THE LOCATION WHERE THEY DO FEDERAL EVACUATIONS IN THE EVENT THAT SOMETHING WAS TO HAPPEN IN D.C. SO I DEAL WITH MOST OF THE COAST GUARD AND THE DEPARTMENT OF NATURAL RESOURCES AND THE NAVY.

>> THOSE ARE ALL MANAGEMENT OR DO YOU LEASE THEM FROM THEM?

>> ALL OF THEM ARE MANAGEMENT WITH THE EXCEPTION OF LORRAINE

OHIO. >> HOW MANY OF THOSE ARE CITY-OWNED OR GOVERNMENT-OWNED, OF THE 20 THAT YOU HAD UP THERE?

>> HALF OF THEM. >> 10? WHAT YOU ARE DESCRIBING A LOT OF THAT IS PRIVATE.

>> THE CITY OWNS THE LAND, THE CITY TONES BOTTOM, THE CITY OWNS THE MARINA. I WORK FOR HARBOR EAST.

BUT AS FAR AS WHO OWNS IT, THE CITY OWNS ALL OF OUR D.C.

LOCATIONS, ALL OF OUR BALTIMORE LOCATIONS, ALL OF MY CLEVELAND LOCATIONS, CAMBRIDGE, MARYLAND, PROBABLY BETTER THAN HALF.

>> AND YOU SAID THAT Y'ALL MADE A PROPOSAL THAT THE REVENUE

WOULD BE $850,000 VS. THE 675. >> CORRECT.

>> HOW DO YOU COME UP WITH THAT? >> TRANSIENT, LOTS AND LOTS OOF TRANSIENT. I DON'T HAVE A LOCATION THAT DOESN'T MAKE 37% MORE THAN IT USED TO.

AGAIN I CAN INFLUENCE WHERE PEOPLE GRO.

BUT THE NICE PART ABOUT THAT IS, THE COMPREHENDS ASSOCIATED WITH THAT ARE THERE, TOO. BUT I MEEK -- EXPENSES ASSOCIATED WITH THAT ARE THERE TOO.

ANYBODY THAT PERMITS ME TO SHOW YOU THEIR BOOKS, WHEN IT COMES TO TRANSIENT REVENUE, THIS IS A MECCA.

IT'S LIKE THE PERFECT EXAMPLE WOULD BE WE TOOK OVER NORTH COAST HARBOR ROCK N DOCK IN CLEVELAND ON THE 22ND OF MAY.

I HAD 201 TRANSIENT SNAG-A-SLIP BOOKINGS ON THE FIRST DAY.

FIRST DAY. >> THIS PAST TRANSIT SEASON IS THE FIRST WE'VE BEEN OPEN IN FOUR YEARS.

IT WAS BOOKED ALMOST EVERY NIGHT.

HOW CAN YOU BRING IN MORE THAN WE CAN HANDLE?

>> DRIVE RATE. >> SO MANY SLIPS, YOU CAN ONLY

RENT SO MUCH. >> DYNAMIC PRICING.

DRIVING RATE, DRIVING RETURN VISITS.

I WAS HERE FIVE YEARS AGO, I OFFERED SNAG-A-SLIP UP, I WASN'T TAKEN UP ON IT. TO MY KNOWLEDGE, NOBODY TAKES ANY SORT OF OUTSIDE TRANSIENT BOOBOOKING AGGREGATORS.

THE NUMBER OF BOATS OUT THERE IS ACTUALLY PRETTY NICE BUT AGAIN THE RATE IS OFF. I THINK THERE'S QUITE A BIT OF OPPORTUNITY NOT ONLY FROM FAMILIARITY, BUT HAVING DONE THIS IN NOT ONLY THIS INDUSTRY BUT OTHER INDUSTRIES.

FIRST YOU GET FULL THEN YOU GET PROUD.

YOU HAVE A LOT TO BE PROUD ABOUT.

>> SO YOU'RE TALKING ABOUT THE PERMANENT RENTAL SLIP GOING UP AND THEN THE TRANSIT OR JUST TRANSITS?

>> TRANSIT. >> JUMP IN ON IN.

BIG BATTLE THAT'S ALWAYS BEEN ABOUT OUR MARINA HAS BEEN THE DELICATE BALANCING ACT BETWEEN TRANSIENT BUSINESS WHICH OBVIOUSLY IS A GREAT REVENUE GENERATOR.

>> YEP. >> BUT WE DO HAVE A LOT OF LOCAL COMMERCIAL ENTITIES HERE BIG PART OF THE COMMUNITY.

>> THAT'S FANTASTIC. >> IT'S A HARD THING BECAUSE THE DOCK AN RATES, THE VERY EXECUTIVE DIRECTOR SO IT'S A

[00:35:03]

DOCK SPACE ALLOCATION. I'M CURIOUS IF YOU HAVE DEALT WITH THAT SITUATION, HOW DO YOU UNDERSELL STOCKS AND THEN TRY TO DO WHAT YOU'RE TRYING TO DO WHICH MAKES SENSE.

>> I DEAL WITH IT IN A LOT OF PLACES, CAMBRIDGE, 50% OF MY REVENUE IS TRANSIENT. THE LIFE BLOOFD EASTERN SHORE OF MARYLAND, IS THE CRABBING, PRICE CONSCIOUS WHEN IT COMES TO THAT BECAUSE IT'S THEIR LIVELIHOOD, IT'S A VERY DELICATE BALANCE.

WE HAVE A LOT OF LOCAL WATERMAN DISCOUNTS.

IT IS MUNICIPAL PROPERTY, IT IS NOT ENCOURAGING THE STATE'S (INAUDIBLE) HOWEVER SOMEBODY VISITS, FOR EXAMPLE IN BALTIMORE, WE HAVE HARBOR EAST WHEN WE TOOK OVER HARBOR EAST IT'S ABOUT 1 MANY 75 A FOOT, IT'S CURRENTLY 3.25 A FOOT.

IT'S FULL EVERY HOLIDAY WEEKEND AND RATES ACTUALLY POSTED DOUBLE. NEWPORT, RHODE ISLAND, I DON'T RUN ANYTHING THERE YET, NEUCHT, RHODE ISLAND, IS FULL EVERY DAY IN THE SUMMER AT 8 BUCKS A FOOT. TRANSIENT PEOPLE WILL PAY.

IT'S NOT A MATTER OF WHAT THEY PAY, IT'S A MATTER OF WHAT YOU ARE GIVING THEM, WHAT DO THEY GET? IT ALSO WOULD BE DYNAMIC. WHEN YOU HAVE A THOUSAND FEET EMPTY, IT COULD BE $3 A FOOT. MAYBE --

>> YOU HAVE A HOSPITALITY BACKGROUND.

>> YES, SIR. >> AND ONE OF THE THINGS THAT HAPPENS IN THE HOSPITALITY BUSINESS IS HEADS IN BEDS AND IF YOU HAVE ROOMS THAT ARE EMPTY YOU WILL ADJUST THE PRICE TO GET HEADS IN THOSE BEDS AND THOSE ROOMS. YOU ARE SAYING, YOU BRING SOME OF THAT HOSPITALITY EXPERIENCE

INTO THE OCCUPANCY -- >> TO MAKE THAT REALTIME.

BECAUSE AGAIN, I LIKEN IT TO AND HEADS IN BEDS IS PERFECT.

I USE THAT ALL THE TIME BUT NOT EVERYBODY KNOWS THAT.

SO HOW MUCH ARE LAST NIGHT'S CONCERT TICKETS WORTH? NOTHING. SO OEMPTY SPACE TONIGHT YIELDS YOU NOTHING TOMORROW. I'D RATHER GET SOMEBODY IN FOR A BUCK, BUCK 50 A FOOT TONIGHT, TO COME SPEND MONEY IN THE RESTAURANTS, SO EVERYBODY IN THE ECOSYSTEM BENEFITS.

BUT WHEN YOU ARE FULL YOU DON'T NEED TO POST YOUR RATE.

>> SO THAT HOSPITALITY EXPERIENCE YOU PUT THAT TO --

>> THAT AND USE THE TECHNOLOGY. >> RUN THE NEW GENERATING USE IN YOUR STRATEGY FOR RUNNING THE MARINA.

OKAY. >> BECAUSE THE LAST RUNNING ON THE LOADING DOCK MAKES NO MONEY TOMORROW.

GETTING SOMEBODY -- IT'S FUNNY, HOW MANY, HOTEL MANAGER, YOU SAY I'D LIKE TO PUT THE PRICING INTO EFFECT AND THEY GO YOU CAN'T DO THAT. YOU DO IT TEN FEET AWAY IN THE HOTEL. NOBODY -- THE HOTEL IS NEVER FULL. THEY ONLY HAVE ONE ROOM LEFT AT 11:00 AT NIGHT FOR SOMEBODY WHO WANTS TO COME COME PAY FOR ITS.

WHY CAN'T THE MARINA DO THAT? YOU GO TO A JACKSONVILLE JAGUARS GAME, THE LAST SPACE LEFT IS $50 OR WHATEVER, RIGHT?

>> WHY IS YOUR OPERATING EXPENSES $200,000 LESS THAN

EVERYBODY ELSE'S STIMENTSDZ? >> A LOT OF IT IS ECONOMIES OF SCALE. THINGS LIKE INSURANCE, THINGS LIKE MARKETING. THEIRS -- I DON'T HAVE -- I ACTUALLY BUILD OUT A LINE ITEM FOR EVERY EXPENSE I HAVE.

WHAT I DON'T HAVE IS HUNDREDS OF THOUSANDS OF DOLLARS IN MILL IN MISCELLANEOUS. , LINE ITEM, WE WENT THROUGH IN DETAIL LAST WEEK, I'M NOT MISSING ANYTHING THAT TAKES ME AROUND THE JOB. I ALSO TOOK A HAIRCUT WHEN IT COMES TO THE MANAGEMENT FEE AND I PARTICIPATE LESS.

I WANTED TO DO WHAT'S FAIR. YOU KNOW, I, BASED ON WHAT I THINK IT'S GOING TO GENERATE IN REVENUE I KNOW WHAT I SHOULD MAKE. AND AGAIN, IF I DON'T MAKE THAT, THEN I DON'T MAKE WHO I THOUGHT IT SHOULD BE.

>> I'M NOT TALK GOING THE MANAGEMENT FEE.

I'M TALKING SPECIFICALLY OPERATING EXPENSES.

WHERE IS THAT $200,000 DIFFERENCE?

>> I'D HAVE TO GO THROUGH AND COMPARE IT LINE ITEM BY LINE ITEM BUT WHAT I HAVE IN THERE IS WHAT IT TAKES ME TO RUN THE JOB.

>> A QUESTION FOR YOU. ONE COMMENT FIRST.

YOUR PROPOSAL HAS ALL THE ELEMENTS IN IT THAT ONE NEEDS IN ORDER TO MAKE AN EVALUATION, AND I THINK THAT'S GOOD.

NOT ALL THE PROPOSALS WERE THAT WAY.

OBSERVATION. BUT THE QUESTION I HAVE FOR YOU IS FLORIDA EXPERIENCE, YOU KNOW, WE ARE REBUILDING THAT ENTIRE

[00:40:02]

MARINA OUT THERE BECAUSE A HURRICANE TOOK IT AWAY.

SO MOST OF YOUR MARINAS ARE UP NORTH WHERE YOU DON'T DEAL WITH

THE HURRICANE PROBLEM. >> NOT AS MUCH.

>> A LITTLE BIT OF COMMENTARY ON YOUR BACKGROUND AND EXPERIENCE.

>> 40 YEARS, THAT'S ONOT A TRUE STATEMENT.

>> WHAT'S THAT? >> THAT'S NOT A TRUE STATEMENT.

I LIVED ON CHESAPEAKE BAY FOR 40 YEARS.

>> YOU GET A LOT MORE THINGS DONE, BUT AGAIN, JIM, YOU WANT TO TALK A LITTLE BIT ABOUT THE PLACES YOU HAVE RUN INCLUDING

THE PLACES YOU RUN NOW. >> YES, WE HAVE BEEN THROUGH TRAUMA, ONLY QUESTION REALLY IS, WE WILL PROBABLY HAVE SOME TRAUMA AGAIN IN THE FUTURE AND ONE OF THE QUESTIONS WE WOULD CERTAINLY TURN TO YOU AS OUR MARINA MANAGER TO DID IS HELP US

THROUGH THAT TRAUMA. >> EVERY PLACE WE HAVE HAS AN IMPORTANT -- I DON'T WANT TO CALL -- A SPECIFIC SNENGT PREPAREDNESS PLAN SO THE PREPAREDNESS PLAN WHAT HAVE YOU, WE HAVE THEM WRITTEN FOR ALL THE PLACES WE RUN.

>> PLEASE STEP UP A LITTLE BIT SO EVERYONE CAN HEAR.

>> GOOD EVENING, MY NAME IS JIM BRONSTEIN AS BRIAN SAID.

MY SELF AND KEVIN QUIRK JOINED UP WITH OASIS.

WE ALSO HAVE A MARINA MANAGEMENT COMPANY AND HAVE OWNED AND OPERATED MARINAS IN THIS FLORIDA REGION FOR 30 PLUS YEARS.

I OWNED FOR ABOUT 20 YEARS A COMPANY NAMED RIBOVICH, YOU MAY OR MAY NOT HAVE HEARD OF IT, KEVIN HAS OVERSEEN AND OPERATED 20 SOME YEARS, PIER 66, WE OPERATE THE HILTON DOWN IN FORT LAUDERDALE, WE OWNED OR OPERATE SOME OF THE LARGEST MARINAS IN SOUTH AN FLORIDA, CONTINUE TO OPERATE THAT.

ONE PLUS ONE EQUALS THREE IS THE WAY WE SAW IT.

TO YOUR POINT OF HURRICANES. KEVIN AND I AND OASIS AS WELL, WE HAVE EXTENSIVE HURRICANE BACKGROUND, RIGHT OR WRONG LIKE ALL OF US WHO LIVE IN SOUTH FLORIDA SO WE HAVE DEVELOPED PREANT EXHAUSTIVE HURRICANE PLANS, EVACUATION PLANS, FACILITY PLANS, EVERYTHING VERY EXTENSIVELY AND BETWEEN OUR EXPERIENCE ALL THE HURRICANES THAT CAME THROUGH ANY OF OUR PLACES, I COULD SAY PRETTY UNEQUIVOCALLY, WE HAD MINIMAL, MINIMAL IMPACTS JUST FROM -- I'VE SEEN A LOT OF MARINAS THAT DON'T PREPARE IT THE RIGHT WAY. THEY JUST SAY STORM COMING, Y'ALL MOVE YOUR BOAT BUT WE'RE OUT OF HERE AND PEOPLE JUST WALK AWAY AND THAT'S IT AND THEY JUST HOPE AND PRAY.

THAT IS NOT AT ALL WHAT THIS IS ABOUT.

THAT'S ONE PIECE OF THIS PIE. THAT WOULD BE VERY EXTENSIVE.

GIVEN THE FACT THAT THIS IS STILL A LITTLE BIT OF HURRICANE ALLEY. NOT NEARLY WHAT WE HAVE DOWN SOUTH BUT YOU'RE STILL IN IT, IT SOUNDS.

SO WE BRING SOME OF THAT FLORIDA, I MEAN WE'VE BEEN AROUND THIS FLORIDA A LONG LONG TIME AND PRETTY AWARE.

AND I'VE BEEN UP AND DOWN HERE A LOT.

CAMDEN COUNTY WHEN THE THEY WERE TRYING TO DO A MARINA PROJECT.

WE'RE FAMILIAR WITH THE AREA. DOES THAT HELP?

>> THANK YOU. >> GO AHEAD.

>> KIND OF JUMPING AROUND OLITTLE BIT, MAYBE SOMEWHERE I HAVEN'T READ IT. I'M JUST KIND OF CURIOUS ABOUT, WE'VE IN THE CITY HAVING TO SUBSIDIZE US A LOT, EVEN WITH THE MANAGEMENT WE'VE HAD MONEY AND PAYROLL COMING FROM THE CITY. I DIDN'T DO GOOD RESEARCH YET SO MAYBE YOU CAN EXPLAIN IS IT SIMILAR IS IT DIFFERENT THAN

WHAT WE CURRENT HAVE? >> SO THE MAIN I BUILT IT WAS A MANAGEMENT PHI AGREEMENT. THERE IS A FLAT MANAGEMENT FEE, A LITTLE BIT LOWER THAN THE ONE CURRENTLY IN PLACE.

THERE IS A PERCENTAGE OF REVENUE AND THAT TOO IS LOWER.

THE IDEAS OF BEING -- I DO OWN LAND BUT I DON'T KNOW MANY OF YOU OR NOT, THE EXPENSES THAT IS AS IS THE CURRENTLY DEAL, OPERATING EXPENSES WE PAY EACH MONTH AND THEN ARE SETTLED UP AT THE END OF THE MONTH. AGAIN, THE IDEA BEING REVENUE CURIOUS ALL EVILS SO IT IS OUR PRACTICE TO DRIVE REVENUE.

YOU KNOW EVERYTHING IS BUDGETED SO THAT PROCESS SHOULDN'T BE DIFFERENT. THE MANAGER AND OUR SENIOR LEADERSHIP SHOULD BE PARTICIPATING IN BUDGET SEASON PRESENTING A BUDGET THROUGH WHATEVER PROCESS IS NORMAL WITHIN THE CITY. ONCE APPROVED THEN THAT IS THEIR PERMISSION SLIP IF YOU WILL WITH REGARDS TO OPERATIONS.

OUR COMMUNICATION PLAN, EACH WEEK, WE DO A PROOF OF PERFORMANCE DOCUMENT. THAT PROOF PERFORMANCE DOCUMENT WAS WHAT WAS SPENT, WHAT WAS MADE, WHO WORKED, I DON'T

[00:45:03]

WANT -- THE REASON I DO IT THAT WAY, DONE IT THAT WAY FOR 30 YEARS, THE REASON WE DO IT THAT WAY IS BECAUSE WE WANT EVERYBODY TO KNOW WHAT'S GOING ON THAT NEEDS TO KNOW BEFORE IT'S UP FRONT BASICALLY. SO IF SOMETHING'S HAPPENING GOOD, I WANT YOU TO KNOW ABOUT IT.

IF SOMETHING HAPPENED THAT WAS BAD, YOU GOT TO KNOW ABOUT IT.

THAT GOES OUT MONDAY MORNING TO EVERYONE WHO NEEDS TO SEE IT, CITY MANAGER, MAYOR, CITY COUNCIL, HOWEVER THAT'S HAMED.

MONTHLY USUALLY BY THE 10TH BUSINESS DAY OF EACH MONTH WE HAVE A SIT DOWN, BRING THE MANAGER, SENIOR LEADERSHIP SITS DOWN WITH WHOMEVER NEEDS TO BE INVOLVED AND WE ACTUALLY HAVE A RUN DOWN OF WHAT HAPPENED THAT MONTH, WHERE WE ARE YEAR TO DATE PROFITABILITY. INITIATIVES AND THINGS THAT THEY ARE WORKING ON. WHO IS COMING TO THE MARINA WHAT THEY'RE SPENDING FORECAST, OUR FORECASTS ARE REALLY REFORECASTED EVERY MONDAY THROUGH YEAR'S END.

SO MY MANAGERS ARE MASTERS OF FORECAST AND THEY ALL HAVE AN INCENTIVE AND THEIR INCENTIVE IS BASED ON BEATING THE PREVENT YEAR'S PROFITABILITY. THE MANAGER, AGAIN I FEEL LIKE EVERYBODY IS PULLING THE ROPE IN THE SAME DIRECTION.

THE TOWN HAS A MEASUREMENT. THAT MEASUREMENT IS, I WANT THE MARINA TO BE PROFITABLE. I HAVE A MEASUREMENT.

I WANT THE MARINA TO BE PROFITABLE.

THE MANAGER HAS AN INCENTIVE ON THE LINE THAT HE OR SHE DOESN'T GET TO PARTICIPATE IN IF THEY'RE NOT PROFITABLE.

THE IDEA IS EVERYBODY IS PULLING THAT ROPE IN THE SAME DIRECTION.

AND AT THE END OF THE DAY, MOST OF MY MANAGERS ALSO HAVE OWNERSHIP INTEREST IN OUR COMPANY AND THAT'S HOW I GET PEOPLE TO ACTUALLY WORK REALLY HARD WHEN I'M NOT WATCHING THEM IS BECAUSE IT'S THEIR COMPANY TOO.

>> AND IF I COULD SORT OF LITTLE FOLLOW UP.

WHEN YOU MENTIONED THE OWNER YOU SAID I AM NOT INTERESTED IN MAKE MONEY BUT WE WANT TO STOP PAYING FOR THIS THING.

ONE STEM IS FOR US NOT TO BE PAYING FOR THINGS.

>> MR. MARTIN TOO. >> THE CITY HAS A BURDEN OF PROVIDING FOR THE SALARIES AND WAGES AND STUFF.

AND THERE'S DIFFERENT WAYS THAT THERE KIND OF GETS RUN AROUND AND I'M JUST HOPING THAT, YOU KNOW, I DON'T SEE THAT WE'RE REALLY STILL PAYING SALARIES AND SO FORTH THAT WE HAVE IN THE PAST. OR SOMETHING LIKE THAT IF

THERE'S -- >> SO.

>> MY MODEL, AKD I INCLUDED SALARIES AND WAGES, AND I BELIEVE IT WAS, THERE WAS A GOOD GUY THERE IF YOU WILL.

I ALSO BOOK, I DON'T BIK ANY HOUR INCREMENTS.

MOST OF MY TEAM WORKS IN FOUR HOUR INCREMENTS SO IF I NEED SOMEBODY TO COME IN FOR A PERIOD OF TIME BECAUSE I'M HEAVY ARRIVAL PERIOD THEY WILL DO THAT AND GO OH, THE REASON I DO IT THAT WAY IS BECAUSE I DON'T WANT PEOPLE STANDING AROUND.

AND AGAIN IF YOU DON'T SOMEWHERE SOMETHING TO DO THEN -- DON'T HAVE SOMETHING TO DO YOU DON'T NEED TO BE THERE.

I'M NOT IN THE BUSINESS OF PUTTINGS PEOPLE OUT OF WORK, BUT I GIVE THEM ADDITIONAL WAYS TO MAKE MONEY.

I DON'T WIN IF YOU DON'T WIN. >> LET ME ASK WHAT HE JUST COMMENTED. OUT OF THE 76,887, YOU ARE PAYING THE WHOLE STAFF, THAT MEANS THE CITY IS NOT WRITING THEIR CHECK? TOTAL MANAGEMENT DATA THERE.

>> NO, THAT'S TO ME. >> THAT'S WHAT YOU'RE MAKING A

YEAR? >> IF THAT'S TOTAL, THAT'S TO

ME, NOT SARLTS. >> THEN THE CITY IS STILL PAYING THE PEOPLE THAT WORK AT THE DOCK AND IF DOCK MASTER --

>> THE COMBINATION OF THE MANAGEMENT FEE THE INCENTIVE AND THE SALARIES WAS LESS THAN WHAT WAS BUDGETED IN THE CURRENT

MODEL. >> THAT'S TRUE BUT STILL THE CITY'S PAYING FOR ALL EMPLOYEES AND EVERYTHING ELSE, OKAY,

THAT'S ALL I WANT TO KNOW. >> BUT THE IDEA WAS THAT THERE WAS A BETTER RIGHT THERE. AND AGAIN, I --

>> BETTER MARINA NOW TOO. >> IT WOULD BE A LOT BETTER.

>> SO I GOT A QUICK QUESTION, SIR.

ON YOUR ANALYSIS ON THE CITY, MAYBE NOT ANALYSIS IS NOT THE RIGHT WORD, BUT IF YOU HAD TO DESCRIBE OR THE THEN, OR ICW 7 BE 16, HOW WOULD YOU CAPTURE IT IN YOUR WORDS? WHAT IS THE TOWN LOOK LIKE TO YOU?

WHAT KIND OF FEELING? >> OTHER THAN OPPORTUNITY? THAT'S A BIG ONE. THERE IS RICH HISTORY.

THAT'S WHY I POINT OUT SOME OF THE PLACES WHERE I COMPARE TO LIKE A NEWPORT, AN ANNAPOLIS, A CHARLESTON, IF YOU WILL.

THOSE ARE OPPORTUNITIES BECAUSE THOSE OARE ALL TOWNS WHERE ALL OF THE DOWNTOWN IS RIGHT BY THE MARINA.

IT'S NOT -- THERE IS A TOWN WE HAVE -- THERE IS A TOWN WE HAVE IN THE CHESAPEAKE BAY CALLED ROCK HALL AND ROCK HALL ALWAYS PREPARES THEMSELVES TO BE LIKE A ST. MICHAELS.

CAN'T WE EVER BE SUCCESSFUL LIKE ST. MICHAELS? WHEN YOU DOCK IN ST. MICHAELS YOU ARE LITERALLY 400 STEPS FROM

[00:50:06]

EVERYTHING. YOU AREN'T EVEN THIS.

NEWPORT IS LIKE THAT. WHEN YOU TURN INTO ANNAPOLIS, IT IS LIKE THAT. IT IS FULL EVERY DAY.

BUT IF YOU GET THERE, IT IS A HOLD ON MARKETING CAMPAIGN.

THERE IS A LOT OF THINGS THAT HAVE TO HAPPEN.

AND WE HAVE A VERY CREATIVE USE OF MARKETING MOSTLY BECAUSE I HAVE QUITE A FEW MARKETING THINGS AVAILABLE TO MY.

ME.I ACTUALLY HAVE MY OWN DIGITL AD CAMPAIGN, PEOPLE IN THAT BUDGET. RATHER THAN PAYING AN AD COMPANY HOW TO FIGURE OUT HOUSE TO DRIVE SEARCH OPTIMIZATION USING GOOGLE, WE DO THAT, THAT'S WHAT MY MARKETING TEAM DOES.

THE POINT BEING IS WITH FAMILIARITY, GIVING PEOPLE A REASON TO WANT TO COME AND THEN MAKING SURE YOU CAPITALIZE ON THAT ONCE THEY GET HERE. THAT'S WHAT A LOT OF US FEEL.

LIKE HARBOR EAST FOR EXAMPLE, HE WAS $1.75 PER FOOT, NOW HE'S $3.25. THE ANNUALS, YOU PROBABLY DON'T WANT TO HEAR THAT. BUT GU AGAIN HE'S A PRIVATE OWN.

IT IS UP TO THE CITY, WHAT THEY WANT TO DO.

BUT AFTER THE MARINA GOT REBUILT, WE GO SPEND $9.5 MILLION WHICH IS WHAT HE PRIVATELY PAID FOR THE MARINA, HE WANTED TO BE THE MARKET LEADER.

AND HE'S THE MARKET LEADER, GREAT.

IT IS CURRENTLY FORMULATE% MORE MONEY THAN IT WAS FIVE YEARS AGO, NOT ONE PERSON HAS EVER LEFT BECAUSE THEY LOVE WHAT THEY'RE GETTING. THEY DON'T CARE WHAT THEY'RE PAYING. BUT BEEN THAT'S A PRIVATE NUMBER. HE GETS TO MAKE THAT DECISION.

WITH THE CITY WE COULD BE CREATIVE, THERE'S NO REASON THAE REASONS THE PEOPLE ARE GOING TO WANT TO COME, WHETHER THERE'S FISHING CHARTERS OR ABILITY TO TAKE TOURS, THAT'S THE STUFF YOU DO ONCE YOU GET HERE. WE CERTAINLY DON'T WANT TO MAKE PEOPLE NOT WANT TO DO THAT. WE WANT TO GIVE THEM MORE AND MORE REASONS TO COME. TRANSIENT USERS, FULLY PREPARED TO SPEND $25,000 OR $30,000 OR MORE CRUISING, SHOULD YOU GET YOUR FAIR SHARE OF THAT BECAUSE YOU HAVE A LOT TO OFFER AS COMPARED TO SOME OTHER TOWNS WHERE PEOPLE GO AND DUCK IN THERE'S NOTHING TO DO, LIKE NORTH CAROLINA, PEOPLE ARE PAYING $3 A SQUARE FOOT THERE, YOU HAVE A TON OF STUFF TO DO.

AGAIN IT'S NOT WHAT YOU PAY, IT'S WHAT YOU GET.

AND THE WHOLE TOWN PULLING THE ROPE IN THE SAME DIRECTION, THE WHOLE TOWN GETS TO BENEFIT FROM THAT PARTICIPATION.

>> THAT'S WHAT I'M KIND OF ASKING.

MAYBE IT'S A TOUCHY FEELY QUESTION, I GET THE METRICS, ALL THAT, I GUESS WHAT I ASK YOU WE ARE DIFFERENT THAN OTHER TOWNS.

IF YOU WOULD SHORTLY JUST DESCRIBE WHAT YOU ARE THINKING.

>> HISTORY. SO IT'S FUNNY, I DON'T KNOW SOMEBODY SAID TODAY, SAID DO YOU KNOW, THEY HAVE THE OLDEST BAR IN FLORIDA? I DIDN'T READ THAT ANYWHERE.

I SAW THAT WHEN I WAS HERE FIVE YEARS AGO, I SAID IN THE SAME HOTEL AND LOOKED AT IT. BUT I DON'T MEAN TO MAKE LIGHT OF THE OPPORTUNITY THING. WE NEED TO TELL A STORY AND THAT STORY IS WHY PEOPLE WANT TO COME HERE.

I HAD PEOPLE TELL ME LAST WEEKEND WHEN I WAS OUT ON MY BOAT IN THE BAY. IT WAS OUR FAVORITE TOWN.

I SAID, HOW MANY PEOPLE DID YOU TELL? I DON'T KNOW, FIVE. LET'S MAKE YOU TELL 50 AND THEN LET'S GET REVIEWS AND THEN LET'S TELL A STORY AND WHEN WE TELL THAT STORY WE'LL GET TO DO SOME OF THE THINGS, CREATE REASONS TO VISIT, TELL A COMPELLING STORY AND MAXIMIZE REVENUE.

BUT THERE'S NO REASON LIKE IN CAMBRIDGE, THERE'S NO REASON THAT LOCALS CAN'T KEEP THEIR BOAT LIKE THEY ALWAYS DID.

THE BUSINESS PERSON CAN DEAL WHAT THE BUSINESS PERSON'S ALREADY DID AND BENEFIT FROM THAT.

BUT AT THE SAME TIME, REMEMBER IS THE BUSINESS PERSON GOING TO BENEFIT WHEN I BRING MORE PEOPLE HERE ON TOURS? RIGHT? AGAIN I DON'T WANT ANYBODY TO LEVER. I WANT MORE PEOPLE TO COME.

THAT'S THE STORY I'M TELLING. BUT YOU KNOW, IT'S, I HAVE A RESTAURANT GUY IN OHIO. IN THE MARINA WE JUST TOOK OVER IN LORRAINE, HE SAYS I DON'T WANT TO STAY.

I FEEL WHEN YOU APPROVE THE NEW BUILDING, THE BUILDING WAS FALLING DOWN. HE SAYS I THINK MY RESTAURANT RENT IS GOING TO GO UP. EITHER I'M GOING TO BUILD A NEW BUILDING BECAUSE IT'S A LEASE OR IF YOU WANT TO, YOU CAN BUILD IT, AND THEN CAN YOU GO ON A 30 OR 40 YEAR YOU LEASE ON THE PLACE AND IT'S YOUR BUILDING ON THE PROPERTY.

HE GOES LET ME THINK ABOUT THAT. HE COMES BACK AND SAID I'D RATHER YOU DO THAT. WILL MY LEASE GO UP?

[00:55:04]

I DON'T KNOW, AS THE BOATERS ARE GOING TO BE COMING THEY ARE GOING TO BE EATING THERE MILLION HE'S LIKE OH MY RENT IS GOING TO GO UP 50% BUT I'M GOING TO MAKE THREE TIMES THE REVENUE, OF COURSE WE CIRCULATE PROBABLY DO THAT.

WE HAVE ALREADY -- WE SHOULD PROBABLY DO THAT.

WE HAVE ALREADY HELPED HIM WITH HIS MARKETING CAMPAIGN.

WE ARE USING OUR IN-HOUSE MARKETING TO HELP HIM.

BUT TELLING THE COMPELLING STORY.

>> OUR BIG ISSUE HAS BEEN OVER THE YEARS IS THAT OUR TRANSIENT SEASON AS IT IS IN MOST PLACES IT'S SHORT.

SHORT IN THE SPRING, HURRICANE SEASON NOW, UNTIL NOVEMBER, WE CAN'T HAVE ANY TRANSIENTS HERE. SO WE HAVE JUST A FEW WEEKS IN THE SPRING, IN THE FALL, EXCUSE ME AND THEN IN THE SPRING IT'S STRETCHED A LITTLE LONGER. BUT ABOUT SIX MONTHS OF THE YEAR WE HAVE TRANSIENTS, SIX MONTHS WE DON'T.

AND WE'VE GOT ALL THIS TRANSIENT SPACE AVAILABLE THAT GOES EMPTY.

THAT'S THE ONLY WAY YOU CAN GENERATE MORE INCOME IS IF YOU FILL THOSE SLIPS. YOU HAVE GOT TO BE CREATIVE WITH YOUR MARKETING TO BRING OFF SEASON TRAFFIC THROUGH TO STAY

FOR SEVERAL DAYS, PERHAPS. >> YES.

>> AND INCREASE YOU KNOW THE DOCK AN AGE THAT WAY.

THAT'S A MARKETING SCHEME. I DON'T KNOW IF WE HAVE HAD A

TRUE MARKETING -- >> THERE IS A LOT OF DIFFERENT IDEAS, BUT YOU DPLO A LOT OOF THE DEALERS IN FLORIDA HOST REN DRENDEZVOUSES. RENDEZVOUS.

ONE OF OUR MUSIC GUYS IS PLAYING MUSIC.

FISHING TOURNAMENTS IS ANOTHER ONE.

WE HAVE A WALLEYE TOURNAMENT THAT IS GOING ON IN THE RAIN AND IT'S REALLY NICE, 250 BASS BOATS CAME, THEY ARE ALL PAYING TO STAY, ALL EATING AT THE RESTAURANTS.

IT IS A GREAT EXPOSURE. >> IT'S NEVER BEEN MARKETED --

I'M SORRY POP. >> THAT'S THE KIND OF IDEAS THAT I HAVE FOR THE MARKETING DOLLARS THAT WE HAVE, THE GREAT PART ABOUT IT, IF SOMEBODY HAD A $20,000 MARKETING CAMPAIGN, SAID I HAVE A $20,000 MARKETING CAMPAIGN, I OWN THE MODEL STUFF IT COSTS. $20,000 GOES A LOT FURTHER WHEN

I CONTROL THE SPEND. >> WE HAVE A INITIATIVE THAT WE REALLY CAN'T DEVELOP OUR UPLANDS, THAT'S THE COMMUNITY, AS YOU SAID WE GOT A GREAT DEAL OF RESOURCES HERE.

AND I WAS HEARING WHAT YOU WERE SAYING ABOUT WORKING PARTNERSHIP WITH BUSINESS WITH SOMETHING AT THE WATERFRONT.

BUT CAN YOU -- DO YOU HAVE PROGRAMS THAT ARE ENVISIONING MAYBE WORKING WITH A LOT OF OUR LOCAL MERCHANTS IN LIEU OF DEVELOPING, MAYBE WORKING WITH, BUSINESSES? I DON'T KNOW THOSE HAVE BEEN IN OUTREACH.

I DON'T KNOW HOW COMPLICATED IT IS TO WORK IN CONJUNCTION WITH THE MARINA. BUT I THINK OUR DOWNTOWN CAN BENEFIT GREATLY IF THEY HAD A COOPERATIVE --

>> IS THERE A F F -- >> IT'S PART OF THE MARKETING.

>> A LOT OF IT IS THAT DON'T NECESSARILY SKI THE BENEFIT OF THE MARINA TO THE POTENTIAL TO SOME OF THESE, INCLUDING HOTELS, YOU SPEAK TO THAT, THAT THERE ARE SOME BENEFITS.

WHAT I THINK WE NEED TO HAVE IS A REAL CONVERSATION WITH THIS ENTITIES THAT'S WORKING TO PROMOTE TOURISM AND UNDERSTAND AND LEARN WHAT THE MARINA IS ABOUT.

I THINK THIS IS WHERE WE'RE MITTSING AUTO ON SOME OF IT.

HEY CAN WE GET SOME MONEY FROM YOU GUYS, THAT'S NOT NECESSARILY THE THING. BUT MAYBE SOME OTHER KIND OF RELATIONSHIPS. SEEMS LIKE YOU TALKED TOO THAT A

LITTLE BIT. >> TYPICALLY, MY GUYS AND GALS, MY TEAM USUALLY WILL PARTICIPATE OR MOLD A SEAT ON THAT BOARD.

SO I HAVE IN CONNECTICUT AND GREAT LAKES, YOU KNOW, THE MANAGERS THERE, ARE PARTICIPATING IN THE LOCAL MARINA TRADES, THEY DO THAT BECAUSE THEY CAN PICK THE FRESHEST TALENT FROM A TALENT DEVELOPMENT STANDPOINT.

THEY PARTICIPATE ON THE VISITORS CONFERENCE BOARDS, REMEMBER, THE MORE PEOPLE THAT COME TO VISIT THE MORE TO DRIVE REVENUE AND HAVE AN INCENTIVE. THEY DO THAT BECAUSE THEY UNDERSTAND HOW IMPORTANT IT IS TO THE MARINA THAT IS THEIR LIVELIHOOD. SO FOR EXAMPLE, I PARTICIPATE IN THE ANNAPOLIS VISITORS CONFERENCE, HAS TOO MUCH INITIALS FOR WHAT IT STANDS FOR, AND I GO TO THAT SPECIFICALLY BECAUSE ALL THE PEOPLE COME IN AND THEY PARTICIPATE IN ALL THE BUSINESS JUST LIKE THEY SHOULD HERE.

AND IN THOSE MEETINGS, THEY TALK ABOUT WELL, WE DON'T REALITY

[01:00:02]

CARE THAT MUCH ABOUT THE MARINA, THEY STAY ON THE BODE, IING SAY

ADO YOU KNOW HOW MUCH -- >> THAT IS THEIR ATTITUDE HERE.

I'M SORRY. DO YOU HAVE MARKETING DOLLARS WITHIN YOUR BUDGET HERE? I'M NOT SURE IF I SEE A LOT --

>> YES THERE IS A MARKETING LINE THERE ALWAYS.

>> AND SO MY CONCERN HAS BEEN, FOR MANY YEARS, IS THAT OUR MARINA HAS NEVER REALLY BEEN MARKETED, WE HAVE NO MARKETING DOLLARS FOR THAT. AND I HAD A DIFFICULT TIME CONVINCING THE TDC THAT COLLECTS MILLIONS OF DOLLARS IN TDC DOLLARS IN MARKETING, THEY SAID THEY DO BUT THERE'S NOT MUCH MONEY SPENT THERE. SO I THINK MARKETING COULD BE

THE KEY. >> OH MARKETING IS ALMOST ALWAYS

THE KEY. >> IT IS.

>> TIMES ARE TOUGH IT IS THE FIRST THING PEOPLE STOP

SPENDING. >> ONE-THIRD OF MY BUDGET IS MARKETING. ONE-THIRD.

IF I SAT AT THE DOCK AND WAITED FOR PEOPLE TO COME TO THE BUSINESS I COULDN'T HAVE DISPIEIVED.

MARKETING IS WHAT BRINGS MY BUSINESS TO ME AND WE'VE NEVER HAD THAT HERE. GTION.

>> I HAVE A LOT OF OTHER IDEAS THAT I'M DOING AT OTHER PLACES, THAT SOUND SUPPORTIVE THERE, IT REALLY IS.

>> JUST A QUICK COMMENT. I'VE BEEN SITTING ON OUR TDC

BOARD. >> COME UP PLEASE.

>> I'VE BEEN SITTING ON OUR TOURIST DEVELOPMENT COUNCIL BOARD FOR 20 SOME YEARS AND WHAT YOU DESCRIBED IS EXACTLY WHAT USED TO HAPPEN. AND THROUGH OUR MARINE INDUSTRY AND THROUGH A CONSTANT ENCOURAGEMENT AND DEMONSTRATION THAT YES A MARINA SLIP DOESN'T PAY A BED TAX BUT THE INCREMENTAL BENEFITS THAT COME WITH IT, IT TOOK SOME EFFORT AND SOME FOCUSED ATTENTION FROM A MARINA POINT OF VIEW.

BUT NOW TODAY, IF YOU LOOK BOBOATING AND DIVING AND FISHING AND CHARTERS IS AS MUCH THE MARKETING OF PALM BEACH COUNTY AS ANYTHING ELSE, ZOO OR HOTEL, SO WHILE IT'S PAID FOR AND CERTAINLY HELPS WHEN YOU SIT ON YOUR TDC AND YOU'RE IN THE MARINA BUSINESS BUT HAMMERING YOUR POINT WITH INFORMATION? STATISTICS, AND GETTING A PARADIGM SHIFT.

>> THAT'S RIGHT, THAT'S WHAT IT'S GOING TO TAKE.

>> AND IT DOES. ONE OF THE FOCUS OD EFFORTS --

>> AND THE OTHER PROBLEM THAT THIS LITTLE TOWN OF FO FERNANDIA HAS, IF YOU CAN SHOW THAT TO US AND CONVINCE THE CITY FATHERS THAT THE BENEFIT OF HAVING A FULLY FUNCTIONING MARINA AT THE WATER FROND IN DOWNTOWN FERNANDINA WILL MOREOVER OVERCOMMORE THANOVERCOME THE DEE HAVE TO FIGHT, MANY OF THE VOTERS IN THE CITY THINK THAT MARINA IS COSTING THEM A FORTUNE AND THEY DON'T UNDERSTAND THE ECONOMIC IMPACT.

IF YOU CAN PROVE THAT TO US. >> FEFERNANDINA AND THE MARINA, YOU THINK OF JACKSONVILLE, YOU THINK OF SAVANNAH --

>> WE ARE LITERALLY MISSING THE BOAT.

>> THERE IS A REASON WHY IT SHOULDN'T BE.

>> IT IS A BEST KEPT SECRET WITH UNBELIEVABLE OPPORTUNITY.

>> THANK YOU. >> IF I CAN BUILD ON WHAT KEVIN WAS ASKING AND ASK FOR A LITTLE MORE SPECIFICITY? THAT'S ALWAYS BEEN THE CENTRAL QUESTION, YOU HAVE YOUR COMPANY, I'M JUST THROWING A HYPOOUT HYPL OUT THERE.

IT SEEMS LIKE THE MARINA AS A WHOLE STAYS BLANK AND EVERYBODY LOOKS AT IT AS A DREAM. THE BUSINESSES MAKE MONEY, DOWNTOWN MAKES MONEY. CHARTER BOATS, EVERYBODY THAT'S IN HERE MAKING MONEY AND NORMALLY BASH THE MARINA.

WHAT IS IT THAT YOU SAY WE HAVE? >> OTHER THAN ECONOMIC IMPACT STUDIES ON OTHER TOWNS THAT HAVE INVESTED IN THEIR MARINA JUST LYING YOU JUST HAVE AND THE COST BENEFIT ANALYSIS THAT'S HAPPENED OVER TIME, ONCE THAT'S BEEN DONE, SO TAKE A COMPARABLE TOWN, THE COMPARABLE MARINA, TAKE A LOOK THREE YEARS AGO DOWN THE ROAD AND SEE WHAT THAT'S MEANT IN THE FORM OF INCOME, THE MARINA IS ACTUALLY A SELF SUSTAINING OPERATION THE TOWN MAKES MONEY. SO IN ADDITION TO HAVING THAT, THEN I HAVE ECONOMIC IMPACT STUDIES ON THE MARINA INDUSTRY,

[01:05:01]

AND WHAT VOTE IS COMING TO THEIR TOWN GENERATE IN THE MATTER OF FUEL SALES, HOTEL SALES, THAT SORT OF THING.

IT IS INTERESTING THAT ONE OF THEM I DID IS IN THE BAHAMAS, THE MONEY THAT THEY GENERATE FOR THE MARINA, THE STAND-ALONE ENTITIES IS SIGNIFICANT. I MEAN LIKE HARBOR EAST, WE TURNED A MARINA THAT LOST A QUARTER OF A MILLION DOLLARS EVERY YEAR FOR 22 YEARS, BROKE EVEN WITH OLD DOCKS THAT WERE REALLY BAD. AND WE PUT IN NEW DOCKS WHICH JUST TO KIND OF GIVE YOU A SECOND TIME, YOU JUST DID, YOU'VE NOW GOT NEW DOCKS AND THIS IS A MARINA THAT IS GOING TO SPIN OVER $1 MILLION IN PROFIT AFTER MAKING ALL THE EXPENSES AFTER THE PEOPLE THAT RUN BUSINESSES, ALL THAT STUFF OUT OF THERE IF THE OWNER IS GOING TO REALIZE $1 MILLION OF PROFIT AND A PROPERTY THAT FOR 22 YEARS NEVER MADE A DIME AND ACTUALLY COST HIM MONEY. HE WAS WILLING TO DO IT BECAUSE HE SAW THE ECONOMIC IMPACT THAT IT PROVIDED HIS UPLAND SO HE IS LIKE IF I LOSE A QUARTER OF A MILLION DOLLARS THERE AND MAKE 20 MILLION THERE I DON'T CARE. NOW THAT IT'S ACTUALLY MAKING MONEY HE'S TICKLED TO DEATH BECAUSE NOW OIT'S A STAND AOLOAN OPERATION AND IT DOES MAKE MONEY.

>> FOR SOMEONE LIKE ME WHERE CAN I LOOK ATS LOOK AT WHAT YOU HAVN

US? >> THERE ARE PEOPLE'S CONTACT INFORMATION, WE TOOK OVER NATIONAL HARBOR 18 MONTHS AGO.

AND I THINK THE OWNER'S EXACT RESPONSE, HIS CONTACT INFORMATION IS IN THE PACKAGE, I WOULD ASK SOMEBODY CALL ON BEHALF OF EVERYBODY, SO HE DOESN'T RECEIVE 37 SEPARATE

PHONE CALLS. >> WE DO HAVE A DASHBOARD THAT'S SET UP. LIKE A DASHBOARD THAT --

>> WITH ALL THAT CONTACT INFORMATION?

>> YES, I CAN DO THAT, IF YOU WOULD RATHER ME DO IT THAT WAY.

>> THAT WOULD BE GREAT. >> HIS EXACT COMMENT WAS HE GOT STRUCK BY LIGHTNING TO HAVE FUEL SERVICE FOR A YEAR AND A HALF.

AND (INAUDIBLE), MY GUY TOOK OVER IN OCTOBER AND HAD FUEL

SERVICE BEFORE CHRISTMAS. >> OCTOBER THE 6TH IT WILL BE FOUR YEARS THAT WE HAVE NO FUEL. YOU LOST A DOCK.

YES, I CAN GET THE SAME PACKAGE AND EVERYBODY WANTS THIS, THAT'S FINE. I WAS JUST (INAUDIBLE) I DON'T WANT TO GET TIRED OF SPEAKING ON MY BEHALF.

>> I CAN MAKE SOME OF THOSE CALLS.

ALL RIGHT ANY MORE QUESTIONS? WE'VE BEEN QUITE A WHILE THROUGH THIS SO ANY MORE QUESTIONS ANYONE?

OKAY. >> I HAVE ONE.

WHAT PERCENTAGE OF TRANSIENT VERSUS PERMANENT SLIPS DID YOU

FIGURE ON? >> 75-25 IS THE WAY I BROKE IT

DOWN. >> HOW DO WE STAND TODAY?

>> 60-40. >> IT WAS KIND OF HARD BECAUSE THERE WAS NO HISTORICALS IN THE PACKAGE I GOT.

ALL I HAD WAS THE BUDGET. I HAVE A FOUR YEARS OLD, I GOT THIS YEAR'S BUDGET AND THERE WAS A BUDGETS FOR TRANSIENT

AROUND -- >> THAT'S WHY I QUESTION THE SLIP RENTAL REVENUE $175,000 ABOVE EVERYBODY ELSE'S.

YOU ARE LOW ON OUR PERCENTAGE BUT A HIGH ON YOUR REVENUE PROJECTION. I'M CURIOUS HOW THAT GOT THERE

LIKE THAT. >> TRANSIENT WILL SPEND MORE MONEY. THEIR RATE WILL BE HIGHER.

IT WOULD APPEAR THAT WAY. BUT I DIDN'T TO ANYBODY OVER THERE, AGAIN THAT'S PO NOT MY DECISION TOO MAKE.

IT'S THE TOWN'S AGREEMENT. THE REVENUE ASSOCIATED BY ANNUAL SLIP HOLDERS REMAINS PRETTY CONSTANT.

I COULD SEE WHAT IT LOOKED LIKE, IT WAS OFF KILTER BUT THE TRANSIENT REVENUE WAS CERTAINLY SUBSTANTIALLY HIGHER THAN IT HAD

BEEN EVEN WHAT WAS BUDGETED. >> 70-30, JUST THE DEEP WATER SLIPS WE HAD 70% TRANSIENTS AND 30% HERE.

IT WAS ABOUT 70-30. >> OKAY.

>> THANK YOU, BRIAN. >> MY PLEASURE.

ABSOLUTELY, THANK YOU FOR THE OPPORTUNITIES.

>> DOES ANYBODY ELSE HAVE ANY QUESTION?

>> YES, ANYBODY IN THE AUDIENCE FOR THAT MATTER.

COME ON NOW, GOT TO BE A QUESTION OUTS THERE.

[01:10:07]

OUT THERE. >> DO YOU HAVE A QUESTION ROSS?

>> YES. >> CHIP ROSS, 210 NORTH THIRD STREET. APPARENTLY EVERYTHING IS FINE.

I ACTUALLY HAVE CALLED A BUNCH.PEOPLE ALREADY.

I LIVED OUTSIDE OF CAMBRIDGE, HAD A FARM THERE, VERY FAMILIAR WITH THAT ARENA, TALKING TO THE CITY MANAGER.

AND (INAUDIBLE) CAMBRIDGE SAID VERY NICE THINGS TO YOU AND ANNAPOLIS DID NOT. JUST TELLING YOU.

BUT I HAVE A COUPLE OF QUESTIONS.

IF YOU LOOK AT THIS NUMBER LIGHT HERE AND YOU LOOK AT THIS NUMBER RIGHT HERE THE DIFFERENCE IS $170,000.

SO WITH YOUR TRANSIENT THEN YOU'RE MAKING THAT THE MORE

TRANSIENT, CORRECT? >> YES, SIR.

>> AGAIN WHAT WAS THE PERCENTAGE YOU WERE GOING TO USE FOR

TRANSIENTS? >> I'LL GIVE YOU MY SLIP MAKEUP.

MAKEUP WAS 4875 TRANSIENT STAYS PER YEAR.

>> WHICH IS WHAT PERCENTAGE OF? >> OF THE REMAINING SLIP SPACE WAS ACTUALLY -- IT WAS ON ANY GIVEN MONTH IT WAS ROUGHLY 30% OF THE AVAILABLE SPACE AS A WHOLE PER MONTH.

>> FOR TRANSIENT. WHAT SIZE BOAT WERE YOU USING?

>> MY AVERAGE WAS 45 FEET. >> SO YOU'RE USING THE SAME ABOUT, AVERAGE (INAUDIBLE) AND SO HOW DID YOU PROJECT WHAT YOUR FUEL RATES WERE, I MEAN HOW MANY GALLONS --

>> THE FUEL RATE I'M USING NOW WAS 3.45 FOR DIESEL, 3.75 FOR

GAS. >> HOW MANY GALLONS?

>> I'M SORRY. >> I CAN'T TELL, I DON'T THINK

ANYBODY CAN TELL -- >> THE MAKEUP WAS 275,000

GALLONS A YEAR, GAS WAS 60,000. >> YOU KNOW HISTORICALLY?

>> I TOOK WHAT THE ACTUAL RATE COMPETITORS OUT THERE, TOOK THE

BUDGET BACK DOWN IN PRICE. >> WHAT WAS YOUR PROFIT ON

GALLON OF GAS? >> 30 CENTS.

ACROSS MY PORTFOLIO. >> SO 30%.

THE NUMBER THAT REALLY STRUCK ME HERE WAS THE DIFFERENCE BETWEEN YOUR OPERATING EXPENSES AND THESE TWO NUMBERS IS $277,000.

>> SO YES. SO I WAS -- ACTUALLY AFTER I BACKED OUT SOME OF THE THINGS THAT I TALKED ABOUT THAT WERE MISUNDERSTANDINGS AS TO WHERE THAT MONEY WENT, MY MARKETING WAS BETTER, MY MANAGEMENT FEE WAS BETTER.

MY PARTICIPATION AS A PERCENTAGE OF REVENUE WAS BETTER.

MY MARINE OPERATORS LIABILITY COVERAGE WAS BETTER.

I THINK I MADE SOME (INAUDIBLE) ALREADY AND THEN I DID REPAIRS AND MAINTENANCE. I TOOK IT DOWN FROM WHAT WAS BUDGETED BECAUSE AGAIN IT'S NEW SO I HAD A HARD TIME IMAGINING 60 SOME THOUSAND DOLLARS WORTH OF REPAIRS AND MAINTENANCE ON (INAUDIBLE) SO I ACTUALLY HAVE THAT IN AS 40.

UTILITIES AND WATER WAS ACTUALLY A WASH.

THE ELECTRIC WAS A WASH. SO I GUESS MY QUESTION IS, AS COMPARED TO HISTORICAL WHAT I NEED TO OUNDERSTAND WAS THE

[01:15:04]

$492,000 WORTH OF OUTSIDE SERVICES IN THE PAST THAT WAS BUDGETED, WE DON'T DO THAT MUCH OUTSIDE SERVICES, WE DO THE SERVICES IN HOUSE. SO THIS IS WHAT IT TAKES TO RUN THE JOB AND WOULD PASS MUSTER NOT ONLY WITH MY TEAM, MY OPS TEAM AND THE GUYS THAT DO OOPERATIONS FOR US IN FLORIDA, MY QUESTION IS, WHY SO MUCH LESS? MY QUESTION IS, WHY IS THE BUDGET SO HIGH?

>> WELL, (INAUDIBLE) QUESTION -- >> I THINK IT'S LEGITIMATE.

>> THAT'S WHY I'M ASKING YOU. >> BECAUSE AS A GENERAL RULE MARINA EXPENSES ARE 50 TO 60% OF REVENUE AND THE EXPENSES HERE ARE VERY, VERY HIGH. WITH REVENUE THAT'S NOT.

>> HOW WOULD YOU DURING -- I MEAN TRANSIENT SEASON HERE IS SIX MONTHS. SO DURING THE INCREASE TO GET TO THESE NUMBERS YOU HAVE TO HAVE MORE TRANSIENTS DURING THE OTHER

PART OF THE YEAR. >> CORRECT AND THAT'S WHERE BOAT CLUBS, REAS RENDEZVOUSES, A LOTT WOULD HAPPEN DURING THE SUMMER.

YOUR TRADITIONAL NORTH SOUTHING TRAVEL THAT HAPPENS IN THE SPRING AND FALL WILL BE AUGMENT ID WITH A LOT OF STUFF THAT CURRENTLY DOESN'T HAPPEN. SO THE GOOD NEWS IS WORD IS GETTING OUT. JUST HOW MUCH MORE WE'RE GOING TO GET OUT WITH THE APPROPRIATE MARKETING CAMPAIGN, AGAIN, THESE ARE THE RESULTS THAT MY OTHER MARINAS ARE HAVING WHICH IS ONE OF THE REASONS WHY I WOULD ENCOURAGE YOU TO TALK TO THE REFERENCE IS, CAN SEE WHAT THEY'RE ENJOYING, YOU SHOULD BE

ENJOYING THEM TOO. >> I'VE ALREADY CALLED.

>> I HAVE NO DOUBT THAT ANNAPOLIS DOESN'T LIKE ME BECAUSE I COMPETE COMPACTLY ACROSS THE WATER.

I'M TAKING THEIR TRANSIENT BUSINESS.

I'M SURE THAT'S NOT MAKING THEM HAPPY.

>> DREDGING, HOW DOES THAT GO INTO ALL THIS?

>> IT'S AN ONGOING -- ACTUALLY BUDGETS, DREDGING IS AN ONGOING PROCESS, NEVER ENDING. I HAVE IN HERE 44,500 FOR DREDGING ONGOING. ACTUALLY, SORRY ABOUT 35,000 TRENCHING. IS.

>> ANYONE ELSE? YES.

PLEASE. >> I JUST WE OPERATE OUTSIDE --

>> COME UP. WE'RE ON TV HERE.

>> SORRY. I'M KEVIN QUIRK.

THIS IS A MARINA THAT WE OPERATE OUTSIDE OASIS, JUST AS A COMP, $1.5 MILLION IN REVENUE, PROBABLY DOUBLE WHAT YOU GOT THERE BUT WE RUN AN 80% PROFIT MARGIN.

SO HIS NUMBERS ARE PRETTY REASONABLE IN MY OPINION.

I JUST PULLED THAT UP, FOR THE FULL YEAR CAN OF 2019 IN FORT

LAUDERDALE. >> WOW, THANK YOU.

ALL RIGHT THANK YOU GUYS. APPRECIATE IT.

WITH ALL RIGHT SO WE'LL MOVE ON WITH OLD BUSINESS.

[Item 6.1]

AND I'M HOPING THAT THE BOARD MEMBERS HAD A CHANCE TO READ THE MINUTES FROM FEBRUARY. MANY OF OUR BOARD MEMBERS WHO AREN'T HERE WHEN WE HAD THE PRESENTATION FOR THE RIVER FRONT WATERFRONT PARK AND OTHER, SO I JUST WANTED -- PAUL YOU WEREN'T HERE FOR THAT MEETING THAT DAY. WHO ELSE WAS WITH US THAT DAY ON FEBRUARY? THERE WAS ONLY FOUR OF US.

>> I WAS NOT. >> SO I WAS JUST WONDERING IF THEY HAD ANY COMMENTS. DO YOU HAVE ANY THOUGHTSEN THE WATERFRONT PLAN? WATERFRONT PLAN E WAS THE ONE THAT WAS APPROVED BY THE CITY COMMISSION.

>> MY BIGGEST CONCERN WAS TO MAKE SURE THAT THE WATERFRONT PARK IS ACTUALLY -- MEETS LIKE THE INTENT OF WATERFRONT, NOT A

PARK-PARK. >> WHAT IS HE SAYING? I CAN'T HEAR YOU. WHERE.

>> THE WATERFRONT ACTUALLYINGING BLENDS AND MEETS THE MISSION OF A WATERFRONT PARK, WHEN I WAS OUT ON VACATION AND WROTE BACK, I WAS LOOKING AT IT, SEEMS LIKE THERE ARE SOME ITEMS THAT DON'T GO, THAT MAKES A SUCCESS. THE MARINA IS ALREADY BATTLING A

WHOLE BUNCH OF OBSTACLES. >> ALL RIGHT, THEN WHAT ARE YOUR

[01:20:04]

THOUGHTS? >> ABOUT I'M CAN CONCERNED THAT THINGS WILL MORPH TO LESS AND LESS PARKING AND FOR MARINA OPERATIONS. I KNOW THAT THE PLAN CALLS FOR STABLE NUMBERS, SO FORTH, THAT'S ALWAYS BEEN A CONCERN FOR ME.

I THINK I'M REALLY PLEASED TO HEAR ABOUT SHORE STABILIZATION.

AND THAT'S GOING TO BE CRITICAL FOR BOTH THE MARINA AND FOR THE COMMUNITY DOWNTOWN. BECAUSE A LOT OF OUR ISSUES WE HAVE AT THE PARKING LOT CAVING IN THE PIPING AND SO FORTH.

SO I WAS PLEASED ABOUT THAT. I JUST WANT TO SAY GENERICALLY SPEAKING, I HOPE ALL CONSIDERATIONS GOING FORWARD ABOUT PARKS AT THE WATERFRONT ALWAYS COMES BY THE MARINA ADVISORY BOARD OR SOME OTHER ENTITY SO WE MAKE SURE THE MARINA'S VOICE IS HEARD. IT IS VERY DIFFICULT FOR AN OPERATOR DO HAVE HANDCUFFS PUT ON BY DIFFERENT THINGS HAPPENING, ADJACENT TO THE UPLANDS.

I'M NOT SPEAKING SPECIFICALLY BUT JUST REMEMBER WE'VE GOT A MARINA TO RUN. TAKE THAT INTO CONSIDERATION FOR

ANY PARK. >> ANYONE ELSE HAVE ANY COMMENTS ON THAT BEFORE WE MOVE ON? GO AHEAD.

>> WHEN THIS CAME UP AT THE, WHAT, MONTHS NOW.

>> LONG TIME AGO. >> WE WERE ASKED FOR AN OPINION ON CONCEPT E. AT THAT TIME, MY POSITION WAS, KEEP IT AS SIMPLE AS POSSIBLE. WE HAVE AN ISSUE, RIGHT NOW IF YOU GO OUT TO THE MARINA, FATHERS WHO WANT TO TAKE THEIR KIDS OUT FOR A TRIP CAN DO SO, THEY HAVE A PLACE TO WALK THE TRAILER. PEOPLE WHO WANT TO WALK ON THE BOARDWALK AND ADMIRE THE VIEW WE HAVE A PLACE FOR THAT.

PEOPLE WHO WANT TO RIDE YOUR CRUISE BOAT OR ANY OTHER CRUISE BOAT YOU HAVE, WE NOW HAVE ADEQUATE ARRANGEMENTS FOR THAT TO HAPPEN. PEOPLE WHO JUST WANT TO ENJOY THE AMBIENCE, PEOPLE WHO WANT TO FLAY THEIR PATANQ, THERE IS A PLACE FOR THAT. THE MORE I'VE THOUSANDTH ABOUT IT, I THINK WHAT WE HAVE AS A WATERFRONT PARK RIGHT NOW IS PRETTY GOOD. AND TO JIGGER IT AROUND AND CREATE SOMETHING WHICH CREATES MORE PROBLEMS, I THINK, THAN IT SOLVES IN LINE WITH MO MR. LAURS COMMENTS, MY POSITION RIGHT NOW IS I WANT TO KEEP IT SO SIMPLE THAT YOU DON'T CHANGE VERY MUCH.

>> I AGREE. PLUS WITH THE THREE NEW HOTELS IN CITY LIMITS. YOU'VE GOT A 478 LOOM UP ON ATLANTIC THAT'S FIXING TO OPEN, YOU HAVE ANOTHER ONE ON SANDLER THAT'S GOING TO GO UP AND YOU HAVE ANOTHER ONE BY THE CHAMBER, THERE HOLIDAY EXPRESS. WE'RE GOING TO NEED MORE

PARKING. >> AND ALSO, THE OTHER ASPECT OF IT IS, IT'S GOING TO COST $2 MILLION, I BELIEVE, TO PUTS THIS PARK INTO POSITION. AND GIVEN THE SITUATION THAT WE'RE POSSIBLY FACING WITH THE MARINA AND FEMA, WHATEVER, AND ALL THE OTHER IMPORTANT THINGS THAT THE CITY NEEDS DO.

IT DOES NOT SEEM TO ME THAT IMPLEMENTING CONCEPT E ACTUALLY

BENEFITS THE COMMUNITY. >> PLUS CORONAVIRUS NAH.

CORONA. >> I HAVE A HARD TIME GETTING MY AHEAD AROUND THAT. AS MUCH AS I LOVE THE CONCEPT, MARINA, YET WE'RE TALKING ABOUT BUILDING SOMETHING ELSE.

IT JUST DOESN'T MAKE SENSE. >> JUST TO MAYBE BRING THE OASIS GUYS UP. THE WATERFRONT PLAN IS SOMETHING WE HAVE BEEN KICKING AROUND HERE FOR 50 YEARS SO --

>> WE HAVE A NICE WATERFRONT NOW IS MY CONTENTION.

MAYBE A LITTLE BEAUTIFICATION, MAYBE A LITTLE LANDSCAPING HERE

AND THERE. >> IT NEEDS SOME TLC DEFINITELY.

>> YOU CAN DO SOMETHING WITH THE GRAVEL PARKING THAT'S OVER HERE ON THE SOUTH END. SO THERE ARE A FEW THINGS CAN YOU DO FOR A FEW HUNDRED THOUSAND DOLLARS, NOT $2

MILLION. >> MY CONCERN HAS BEEN AND I EXPRESSED THAT AT OUR LAST MARINA ADVISORY BOARD MEETING, MY PROVIDER LIST BEGINS WITH THE STABILIZATION OF THE SHORELINE.

THAT'S BY FAR GOING TO BE THE MOST EXPENSIVE PART OF THAT ENTIRE OPERATION. IT'S GOING TO BE MOST INVASIVE PART OF THAT WATERFRONT UPGRADE. IT'S GOING TO HELP WITH SEA

[01:25:05]

LEVEL RISE AND THE OTHER ISSUES THAT WE'RE CONCERNED WITH.

THE FLOODING OF FRONT STREET. AND I THINK BEFORE WE CAN EVEN THINK ABOUT A PARK, WE NEED TO DO THE SHORELINE STABILIZATION.

THAT WILL BE IN MY OPINION -- >> I CAN CERTAINLY SUBSCRIBE TO

THAT. >> THE MARINA ADVISORY BOARD, WE'RE GOING TO KEEP THAT ON TO AGENDA FOR A WHILE, THE WATERFRONT PARK. BUT I THINK WE SHOULD CONSIDER THE STABILIZATION OF THE SHORELINE, NUMBER 1 PRIORITY.

ONCE THAT'S COMPLETED EVERYTHING ELSE SHOULD NATURALLY FALL INTO

PLACE. >> I LOOK AT IT, LIKE WHEN YOU ARE BUILDING A HOUSE YOU ARE DEFINITELY GOING TO TAKE CARE OF THE FOW FOUNDATION FOR THE CONTS INSIDE.

ALSO, IT'S COMING UP SOON, THE LEASE AT BRETT'S.

>> IN FIVE YEARS. >> TO MAKE SURE THOSE THINGS ARE SOLID, THAT'S REPURPOSED, RELEASED, AND EVEN THAT BUILDING IS STRUCTURED CORRECTLY BEFORE YOU EVEN THINK ABOUT DOING A PARK. I JUST DON'T GET THAT.

>> I THINK YOU KNOW WITH THE EXPENSE OF THAT SHORELINE STABILIZATION COULD BE DIFFICULT FOR US NOW WITH THE EXPENSE THAT

WE HAVE WITH THE MARINA. >> ISN'T THAT PLAN TO BE DONE? I ASSUME THERE IS A PLAN TO DO THAT, ISN'T THERE? THE STABILIZATION IS THERE NOT A PLAN FOR THAT?

>> IT WAS KIND OF ALL INCLUSIVE. THE STABILIZATION --

>> I DON'T SEE HOW COULD YOU DO THAT.

>> THE SHORELINE, THE PARK ITSELF, PARKING AND TRAFFIC AND ACCESS ACROSS THE STREET. A LOT OF COMPONENTS TO THAT, A

LOT. >> THEN IT NEEDS TO BE SEPARATED

OUT A BIT. >> AND WE DID PRIORITIZE IT THAT NIGHT AND I KIND OF SEPARATED IT.

AND THE RAILROAD IS INVOLVED IN IT.

AND ALL OF THIS IS GOING TO IMPACT THE NEW MARINA MANAGEMENT COMPANY KIM RIGHT? MARINA IS GOING TO HAVE TO DEEMO DEAL WITH THIS HEAVY CONSTRUCTION GOING ON, LIVING SHORELINES OR HOWEVER WE MANAGE IT.

BERMS AND ALL THAT -- >> SO I GUESS I'M HEARING FROM THIS BODY HERE, WE NIGHT AN ANSWER FROM SOMEBODY WHAT IS THE

PLAN FOR STABILIZATION. >> THAT WAS IN THE SUBMISSION.

IF YOU WANT TO, PLEASE. COMMISSIONER AND I GO ROUND AND ROUND AND ROUND WITH THIS. NO, WE DON'T, WE GO GOOD.

>> THIS HAS BEEN DISCUSSED MANY, MANY TIMES.

SO I'M GOING TO GIVE YOU MY SANDWICH THING AGAIN.

THERE IS TWO PIECES OF BREAD. ONE IS THE SHORELINE.

ONE IS THE ROAD, OKAY? WITH THE DELI MEAT IN BETWEEN IS THE PARK, WHATEVER. PASSAROW, AN ENGINEERING FIRM AS WE SPEAK IS COMING ONE A SHORELINE STABILIZATION PLAN.

YOU ARE CORRECT. BEFORE YOU CAN DO ANYTHING IN THE PARK, YOU NEED TO KNOW WHAT THAT PLAN IS AND HOW IT WOULD GO FORWARD. AND THEY ARE TO MAKE A PRESENTATION IN THE NEXT MONTH OR SO.

ON THAT VERY PLAN. >> GOOD.

>> ALSO CONCOME TANTDLY WHAT IS GOING ON IS PASSAROW IS ALSO LOOKING UNDERNEATH BRETT'S, COMING UP WITH A PLAN THAT WHAT NEEDS TO BE DONE TO EITHER REPAIR OR REPLACE THAT BLOD.

THE THIRD THING IS THE OTHER SIDE OF THE SANDWICH IS THE ROAD, FD.O.T. HAS ALREADY COMMITTED MONEY TO THIS.

THIS IS GOING DO HAPPEN IN THE NEXT YEAR.

AND TO RECONFIGURE ASH STREET AND CENTER STREET.

AND THOSE STREETS ARE -- THE INTERSECTIONS ARE GOING TO GET PUSHED TOWARDS THE WATER. SO THE ROAD IS GOING TO NEED TO BE RECONFIGURED IN SOME PLACES. THE ROAD PART OF IT IS OAN GOING IS ONGOINGAS WE SPEAK AND THE SE STABILIZATION.

YOU ARE CORRECT IN MY VIEW THAT THOSE NEED YOU CAN FIGURE OUT WHAT GOES ON. DOES THAT ANSWER YOUR QUESTION?

>> IS THAT GOING TO PARTICIPATE A LITTLE BIT IN THE

STABILIZATION COSTS? >> CONSUME EXCUSE ME?

>> IS THAT GOING TO PARTICIPATE IN THE STABILIZATION COSTS?

>> F D.O.T. IS NOT GOING TO PAY FOR THE STABILIZATION.

>> DOES THAT ROAD NOT DEPEND ON A GOOD STABILIZATION PROJECTS?

>> GOOD TRY. I DON'T THINK SO.

[Item 6.2]

[01:30:20]

>> WE'LL JUST KEEP IT ON THE AGENDA.

MR. ROSS, HOPEFULLY HE CAN HELP US WITH THE CHANNEL RELOCATION.

TRUST ME, WE'VE BEEN ROUND AND ROUND WITH THIS ONE, ALSO.

BUT HE'S HAD SOME RECENT UPDATES.

>> THE REPEAT RECENT UPDATE IST CAME UP WITH A PLAN, WHICH THEY DOESN'DOESN'T TAMMY BACH. AT THE END OF THE DAY, I DON'T THINK THERE'S EVER GOING TO BE A MEETING OF THE MINDS.

BECAUSE THE PORT WANTS US TO BE ON THE HOOK FOR WHATEVER THEY WANT TO DO, WHENEVER THEY WANT TO DO IT.

>> YOU HAD A LETTER A WEEK OR SO AGO.

>> YES DID I. I TRIED TO SEND YOU GUYS THIS STUFF. BUT PLEASE ONLY RESPOND EITHER TO ME OR THE CITY. DON'T RESPOND BACK TO ALL THE

BOARD MEMBERS. >> COLEMAN HAD SOME INTERESTING

THOUGHTS ON THAT. >> FIRST OF ALL, I DON'T MIX THE PORT AUTHORITY ANSWER POSITION, TO HAVE THE FEDERAL CHANNEL, BECAUSE THIS HAS TO DO WITH THE CORPS OF ENGINEERS, FIRST AND FOREMOST. SECONDLY, BACK IN HISTORY WHEN WE HAD THIS DEAL SUPPOSEDLY WORKED OUT AND I EVERYBODY WAS FINE WITH IT, IT WAS A CONTINGCONTINGENCY, THAT IF WE A REALIGNMENT, AND FEDERAL CHANNEL ACTIVE, THE CITY WAS GOING TO BE ON THE HOOK ONE TIME. PAY FOR THAT WIDENER OVER THERE THEN IT BECAME THE RESPONSIBILITY OOF THE CORPS OF ENGINEERS LIKE IT WOULD, I'M GOING TO TAKE THIS OFF, THEY WOULD ANY OTHER PART AFT CHANNEL.

WE KNOW THAT CHANNEL IS NOT BEING MAINTAINED FOR A LOT OF REASONS. IT'S RIDICULOUSLY EXPENSIVE DMOM SP, NOSPONSORING AGENCY, THE POT AUTHORITY ISN'T GOING TO FOOT THE BILL, INTERESTED STAKEHOLDER, $50 MILLION OUT THERE, IT'S KIND OF A MOOT POINT.

I DON'T THINK THE CITY SHOULD BE, ANY TIME THEY WANTS TO DO A LITTLE BIT OF DREDGE ACTIVITY, IN THIS PORTION OF THE MARINA, THE CITY'S GOING TO BE ON THE HOOK FOR THAT.

THAT WAS NOT THE INTENT OF IT, ONE TIME DEAL AND IF ONLY AS A CONTINGENCY. NOT BECAUSE HMM, WELL, THIS PART SHOULD BE MAINTAINED SO LET'S GET THE CITY TO FOOT THE BILL.

WE'RE NOT -- NO. >> I THINK THE CITY'S POSITION

ALIGNS WITH YOUR POSITION. >> I ASSUME SO.

I KIND OF WANT TO ARTICULATE THAT.

SO WHERE DO WE GO FROM HERE? >> DECOMMISSION THE CHANNEL.

>> THAT'S THE NEXT THING I'M GOING TO START LOOKING AT.

>> WHEN PEOPLE ARE AFRAID OF THIS I THINK AT THIS POINT IT IS A REALITY. SOMEBODY'S GOING TO PONY UP AND SAY, WE'RE GOING TO PUT 50 OR 70 MILLION THERE, WE'RE NOT GOING TO PUT A PORT IN THERE ANYWAY. THE CONGRESS NEEDS TO KNOW, FOR YOUR COMMUNITIES'S BENEFIT, LET'S BE DONE WITH THIS.

>> ANYONE ELSE HAVE COMMENTS? THE NEXT OLD BUSINESS WAS PROFIT

[Item 6.3]

CENTERS AND INCOME STRATEGIES. NOW, JERRY HAD SOMETHING ON THIS

LAST MEETING I BELIEVE. >> YES, THAT WAS A SHEET LONG LIST OF THINGS THAT HAVE BEEN DONE.

>> AND YOU KNOW, NOW THAT WE HAVE A NEW MANAGEMENT COMPANY THAT'S GOING TO BE ALL OVER THE PLACE TOO SO WE COULD BE A LOT OF NEW THOUGHTS COMING FORWARD SOON.

ON WAYS TO INCREASE PROFITABILITY WITH THE MARINA.

AND WE DID HAVE -- WE DID HAVE A FULL-ON MEETING ABOUT THAT A

YEAR OR SO AGO. >> RIGHT, AND A LONG LIST OF

IDEAS, SOME GOOD ONES. >> THERE WE GO, THERE'S OUR LIST. SO --

>> I DON'T THINK WE NEED TO GO THROUGH THIS, DMLINGS SOMEBODY

UNLESS SEWINGSOMEBODY WANTS TO . >> I THINK THAT'S SOMETHING THAT IS GOING TO REMAIN ON THE AGENDA GOING FORWARD ALSO, HOW DO WE

[01:35:01]

REMAIN PROFITABLE. >> I DO WANT TO COME UP AND I WOULD LOVE FOR IT TO COME FROM THIS BOARD.

I ALSO THINK I'M GOING TO GO ON THE OTHER SIDE AND POUND IT OUT IN THE PUBLIC, IS DOWN THERE FUNDING FROM THE TDC.

WE HEARD IT AGAIN TONIGHT. WE HEARD OTHER TOWNS, YOU KNOW, WHERE THEY WERE IN THE SAME POSTURE CULTURALLY WHERE THE MARINA JUST GOT NO ATTENTION. WE KNOW HOW MUCH THE MARINA DOES

AND IS INVOLVED IN TOURISM. >> YES.

>> AND I FEEL VERY STRONGLY AS A BOARD THAT WE SHOULD HAVE A VERY STRONG POSITION IF THAT IS THE CASE.

IF WE DON'T ALL AGREE TO IT THEN THAT'S OKAY.

BUT IF WE HAVE A MAJORITY THAT GRACE TO IT C, I THINK WE SHOULD ASK THE COMMISSION FOR AN YUCHED, HAVE ANY OF OUR COMMISSIONER REACHED OUT TO THE TDC? IT IS AN ITEM THAT THE PUBLIC TALKS ABOUT CONSTANTLY.

WE'VE TALKED ABOUT IT HERE AND YET THERE IS NO LOOP AROUND, TO FIND OUT, IF WE HAVE COMMUNICATED WITH THE TDC IN ASKING FOR FUNDING. FOR SOME SOURCE OF FUNDING

TOWARDS THE MARINA. >> PAUL, I HAVE SPOKEN WITH THEM SEVERAL TIMES ABOUT THIS. AND MOST OF THE TIME WAS ACTUALLY THE TDC USING SOME OF THAT TDC MONEY FOR MARKETING.

NOT DIRECTLY GIVEN TO THE MARINA, RIGHT, OR EXPENSES.

AND I THINK THAT WOULD -- IT'S SOMETHING THE TDC SHOULD CONSIDER DOING. BECAUSE WE HAVE TO PUT HEADS IN BEDS, ABSOLUTELY THAT MARINA PUTS HEADS IN BEDS, IT DOES.

SO IF THE TDC SPENDS IT, THAT'S SUPPOSED REPLY WHAT TDC MONEY IS SUPPOSED TO BE SPENT FOR, MARKING.

>> FOR AMELIA ISLAND. ALTHOUGH THEY ARE SUCKING WIND

RIGHT NOW. >> BUT HERE IS MY THING KEVIN, I'M NOT CHALLENGINGS THIS, I'M JUST ASKING.

>> I KNOW. >> THERE IS SUCH A MAJORITY THAT GOES TO MARKETING. I WOULD BE CONCERNED IF A BUSINESS COMES IN AND SAYS WE'LL DO THIS WITH MARKETING, CENTRIC TO THE BOATING COMMUNITY. TO ME IT WOULD BE A WASTE THAT NOW THE TDC IS DOING MARKETING INSTEAD OF SOMETHING COMING

TOWARDS THE INFRASTRUCTURE. >> THEY WON'T DO ANYTHING BUT MARKETING. THEY WON'T PUT ANY MONEY IN --

>> BUT THEY GIVE 10% TO THE BEACH.

>> YES THEY DO BEACH RENOURISHMENT STUFF, BEACH

CLEANINGS. >> THEY WON'T DO -- YOU'RE

RIGHT. >> WE HAVE ONE OF THE BOARD MEMBERS ALSO. YOU SHOULD HAVE JUST PUT A CHAIR

UP. >> FIRST OF ALL, THE TDC, THEIR MAIN, AS YOU HAD POINTED OUT IS TO BRING TOUR IFORTS TO THE CITY, THE ISLAND, THEY'RE 10% AND THIS IS ALL SET BY THE COUNTY AND ALL IN STATUTE. THERE IS MANY, MANY ATTORNEY GENERAL'S OPINIONS ON THIS. BUT THEY CANNOT PUT MONEY DIRECTLY INTO A MARINA, IT'S JUST OUTSIDE THEIR PURVIEW.

AND ALL THE BEACH RELATED STUFF IS BECAUSE ALL THE HOTELS AROUND THE BEACH MOSTLY AND THAT'S WHAT THEY'RE TRYING TO DID POP.

>> IF I CAN THEN REALLY IT'S HOTEL-CENTRIC.

>> IT IS. >> OH ABSOLUTELY.

>> THEY'RE VERY UP FRONT ABOUT THAT.

THAT'S HOW THEY GET PAID, IS HEADS IN BEDS.

>> BUT WE CAN WORK THAT IN A DIFFERENT WAY.

WITH THIS POSSIBILITY OF A NEW ENTITY IN HERE, MAKING THEM SEE THAT MARKETING THE HOTELS BUT HAVING TO MARINA AS A PART OF THIS PLAN AS THEIR MARKETING, THEY COULD CONTINUE TO SPEND THE MONEY AS THEY HAVE TO DO BUT THE APPROACH HAS TO BE DIFFERENT.

THAT THE MARINA HAS TO BE YOU KNOW, WE TALK ABOUT BEAUTIFUL AMELIA ISLAND, BEAUTIFUL AMELIA ISLAND WITH IS MARINA.

THIS IS THE JOB OF THE MARINA MANAGEMENT IS TO FIND A WAY TO WORK IN CONCERT WITH THEM. WE WON'T GET DOLLARS FOR MARINA BUT WE COULD CERTAINLY GET SOME KIND OF SYNERGY BETWEEN MARKETING AND ACTIVITY. THERE IS MORE THAN ONE WAY TO

SKIN THE CAT IS WHAT I'M SAYING. >> SORRY I'M A LITTLE BIT BULLISH ON THIS ONE. HAS THE TDC NEVER GIVEN I DON'T KNOW IF THE RIGHT WORD IS ENDOWMENTS BUT GIVEN MONEY TO THE MUSEUM OVER HERE, THE HISTORICAL MUSEUM?

>> THAT WASN'T THE T DFERLTC I THINK THAT WAS --

>> THIS IS A PRIME EXAMPLE HOW THE MARINA --

>> I WANT AN ANSWER TO THAT. I THINK THEY HAVE, I GUESS THAT'S WHERE I GET CONFUSED AT, IS IF THEDC HAS GIVEN THE MUSEUM MONEY THEN I'M WONDERING WHY THEY CAN'T GIVE THE MARINA SOME

[01:40:03]

MONEY. >> WHY DON'T WE ASK BILL, ASK

HIM. >> WHY DON'T OYOU SW INVITE HIMO

THE NEXT MEETING. >> I THINK THAT'S A GREAT POINT.

>> PUT THAT ON THE AGENDA MAYBE NEXT TIME.

>> INVITE MR. LIVELY TO COME. >> NEXT MEETING.

>> HERE IS A PRIME EXAMPLE THAT THE MARINA DOES PUT HEADS IN BEDS, THEY CALLED, ALLEN IS THE MARINA OPEN? YES IT IS. YOU GOT BED AND BREAKFAST, THEY WANT TO COME DOWN PARK THEIR BOAT, HANG OUT, STAY IN THE HOTEL AND STAY ON THE BOAT DURING THE DAY.

I DON'T KNOW HOW MANY OFFICE CALLS JUST FOR THAT NOW.

I TOLD THEM WE DON'T HAVE FUEL, THE MARINA IS THERE, WE HAVE EVERYTHING ELSE, THERE IS ANOTHER MARINA JUST DOWN THE RIVER THAT YOU CAN GET FUEL BUT CAN YOU STAY HERE AND WALK TO ANYTHING YOU WANT TO DO. SO THAT FOLLOWS THROUGH OUR

HEADS IN BEDS. >> I THINK IT WOULD BE OF GREAT ADVANTAGE OF THE TDC IF THEY WORKED WITH THE MARINA MANAGER AND THEY SPENT THEIR MARKETING DOLLARS --

>> MY WITH ANSWER IS WHY DON'T YOU HAVE GIL LANGLEY COME HERE

NEXT MONTH. >> THEY WORK WITH THE RITZ AND THE ARMY AND WHY CAN'T THEY ALSO WORK TOGETHER WITH THE MARINA

MANAGING COMPANY? >> LET'S ASK THAT QUESTION.

LET'S ASK THOSE QUESTIONS -- >> BRINGS MORE VOTES TO THE ISLAND AND MORE HEADS IN BEDS AND EVERYTHING ELSE --

>> JULY THE 27TH, TO BE AT A MEETING.

NO DISCUSSION, LET'S DO IT. >> LET ME OFFER ONE OTHER THOUGHT. THERE IS AN OPENING ON THE TDC BOARD RIGHT NOW. THEY ARE LOOKING FOR APPLICANTS, ANOTHER TWO DAYS TO DO THAT. MAYBE ONE OF YOU TWO GENTLEMEN COULD APPLY TO BE ON THE TDC AND YOU COULD HAVE A DIRECT

INFLUENCE. >> YOU DON'T HAVE TO BE IN THE

HOTEL INDUSTRY? >> ABSOLUTELY NOT.

>> BECAUSE REALLY I MEAN, THE T DFORTC TO --

>> I DON'T MEAN TO SAY THAT BECAUSE I HAVE WORKED WITH THEM

BEFORE. >> THE T DMPTC MADE UP FROM THE

COUNTY, CORRECT? >> THE ENTIRE COUNTY.

>> AND THE CITY. >> IT'S DIRECTED THROUGH THE

COUNTY RIGHT? >> IT IS A COUNTY PROGRAM.

>> WE ARE PART OF THE COUNTY. >> BUT I THINK IT'S REQUIRED TO

HAVE A CITY REPRESENTATIVE ALSO. >> TWO.

>> TWO CITY REPRESENTATIVES. EVEN THOUGH OIT'S A COUNTY INTHT

IT IS STILL THE CITY. >> BECAUSE WE ARE THE COUNTY.

>> LET'S GO NEXT TIME AND SEE WHERE THE SPOTS ARE.

>> KEVIN TO YOU AND THE BOARD, FOR US TOO, IT WOULD ALSO BE MORE ADVANTAGEOUS FOR US TO HAVE A RELATIONSHIP WITH THE COUNTY, AND TO GO OUT TO THEIR COUNTY MEETINGS A LITTLE BIT MORE TO ADVOCATE THAT THAT IS PART OF THE THERE.

YOU KNOW OWHEN I LOOKED AT WHEN COVID HAPPENED AND TO ME AND THE BEACH AND THE WAY WE OPENED, THERE SEEMS TO BE A VERY MY KNOWLEDGE RELATIONSHIP. AND THAT'S THEIR ASSET JUST AS

MUCH AS IT'S THE CITY'S ASSET. >> IT IS.

YES, ARE YOU -- >> THERE IS ONE LAST THING.

>> OKAY. >> JUST SO I DON'T HAVE TO COME UP HERE AGAIN. I DON'T MIND.

BUT HOPEFULLY BY THE END OF JULY THE FUEL, THE ATTENUATE IS IN AS I'M SURE YOU ALL KNOW AND THEY STILL HAVE TO COME BACK AND PUT

THE CAPS ON. >> THAT'S EASY.

>> WE HOPE. >> STILL HAVE TO PUT THE CAPS ON. AND THE FUEL AND UTILITIES

PEOPLE ARE HERE STARTING TODAY. >> THIS WEEK.

JUDGE HOPEFULLY THAT WILL BE DONE BY THE END OF THE MONTH.

>> ALL RIGHT. >> MAKE OUR LIFE MUCH EASIER.

JUDGE. >> ENDING WITH GOOD NEWS.

>> HAVE SOMEONE ELSE THAT WOULD LIKE TO ADDRESS US?

>> KEVIN. >> I'M SORRY.

HANG ON JUST A SECOND. >> LITTLE BIT DIFFERENT SUBJECT.

IEFERRED I'D LIKE TO GO BACK TOT OF REVENUE STREAMS AND GO TO THE GAMBLING BOAT I BROUGHT UP WAY BACK WHEN.

JUST AS A CONCEPT AND I'D LIKE TO THROW THIS OUT.

I KNOW THERE ARE SOME GAMBLING BOATS THAT ARE INTERESTED IN COMING HERE STILL. MAYBE WE COULD OFFER -- HAVE THEM PUT A BARGE IN DOWN WHERE THE LOT IS, AND TIE UP TO THAT CONCEPTUALLY, AND HAVE A LANDING PLACE TO PUT THEM ON THE BOAT, WE COULD UTILIZE THAT TOO. I DON'T KNOW WHETHER WE HAVE ANY RESTAURANTS LINE AING UP FOR IT. AND THE PARK SIDE OF IT THEY'RE DMOIRL GOING TO PUT THEIR CAR SOMEWHERE ELSE AND BUS THEM IN.

BUT THAT WILL GIVE THEM AN OPPORTUNITY FOR THE CITY TO GET

[01:45:01]

A BUILDING BUILT ON THE BARGE POSSIBLY.

I DON'T KNOW IF THAT'S SOMETHING THAT THE COMMISSIONERS WOULD BE

KIND OF OPEN TO OR NOT. >> MY HAVE TO KICK THAT ONE

AROUND A LITTLE MORE HMM? >> BUT I THINK THAT COULD BE

DEVELOPED. >> COULD WE PUT THAT AS AN

AGENDA ITEM? >> WE CAN ADD THAT TO THE NEXT.

>> WOULD YOU HAVE TIME TO SPENT LOOKING INTO IT FOR US FORREST?

WE'RE PUTTING IT ON THE AGENDA. >> LET'S SEE IF THERE'S AN INTEREST, GAMBLING BOATS IN THE PAST HAVE NOT BEEN

OVERWHELMINGLY SUPPORTED. >> THAT'S TRUE.

>> NO USE GOING THROUGH A BUNCH OF EFFORT IS NOBODY IS INTERESTED IN. BUT CONCEPTUALLY THAT'S HOW MISSISSIPPI STARTED OFF ALL THEIR CASINOS DOWN THERE.

>> THEY BUILT BARGES. >> THEY STARTED OFF GOING OUT TO THE 12 MILE LIMIT WITH BOATS AND STUFF.

I MEAN NOT TO SAY WE WANT TO GET INTO A GAMING INDUSTRY BY ANY STRETCH. BUT IT MIGHT BE A WAY TO PRODUCE

SOME REVENUE. >> YES.

>> I'M MIKE MEADOWS, 2601 VIA DEL ROAD.

IS THERE ANYBODY HERE THAT WILL VOLUNTEER TO APPLY FOR THE BOARD? GREAT IDEA BUT YOU HAVE GOT TO

FIND SOMEBODY TO DO IT. >> I'VE BEEN APPROACHED BY SEVERAL PEOPLE THAT MAY BE APPLYING.

BUT I'M RUNNING OUT OF TIME. >> ONLY GOT GO DAYS.

>> ONLY TWO DAYS SO MAYBE YOU SHOULD PUT SOME REAL EFFORT TO GET THAT DONE. GREAT IDEA.

>> I'VE GOT TOO COUPLE OF PEOPLE THAT ARE PUSHING FOR IT.

THEY MEET QUARTERLY, SO IT'S NOT A ONCE A MONTH.

>> I KNOW YOU'VE GOT A FULL PLATE BUT HOPEFULLY YOU'VE GOT A

LIMB MORE -- >> I'VE BEEN INVOLVED IN THE TDC OVER THE YEARS WHEN I WAS IN THE RESTAURANT BUSINESS SO I'M QUITE

AWARE OF WHAT THEY DO. >> I DON'T KNOW IF WE CAN MAKE ANOTHER AGENDA ITEM BUT ASK THE CONSENSUS IF YOU ARE WILLING, SHOULD YOU BE INTERESTED, THAT THE MARINA ADVISORY BOARD BE A MEMBER, WE COULD START IT THE MARINE ADVISORY BOARD ABO --

>> AS THE CITY HAS MEMBERS AND THE COUNTY HAS MEMBERS, PERHAPS THIS BOARD, IT MIGHT NOT BE A BAD THING TO DO.

WE'VE GOT ONE PERSON THAT IS CAMPAIGNING PRETTY HEAVILY FOR IT. I'LL LOOK IT UP IN THE MORNING.

>> KEVIN I WILL THROW MY RESUME IN THERE.

>> YOU COULD BOTH APPLY. >> I'LL LOOK AT IT TOMORROW.

[Item 6.4]

ALL RIGHT, THEN THE NEXT ONE, THE NEXT OLD BUSINESS ITEM IS THE FEMA. AND JERRY, YOU HAVE -- YOUR NAME

SHOWS UP ON IT. >> WELL, THAT'S, THIS WAS PUT ON THERE LIKE MONTHS AGO WHEN I WAS JUST EXPECTING THAT WE OWOULD GET SOME SORT OF UPDATE REPORT. BUT NOW THE ROOF HAS FALLEN IN I GUESS IN SOME SENSE AND FEMA HAS SPOKEN, ISN'T THAT WHAT THEY SAY? AND WE HAVE A SITUATION.

SO I GUESS WHAT I'D WANT TO DO IS, I DON'T KNOW, WE DON'T KNOW WHERE IT'S GOING TO GO. AN APPEAL IS IN PROCESS.

AND WITH ANY HOPE AND LUCK IT WILL BE SUCCESSFUL.

BUT WE DON'T KNOW AND IT WILL BE MONTHS BEFORE WE DO.

SO I GUESS THE ONE POINTS THAT I POINT THAT IWANTED TO MAKE IS UU SAID EARLIER, THIS MARINA AND THE ENDEAVOR IS 15 MILLION, $15.1 I THINK. WELL, FOR THAT AMOUNT OF MONEY YOU COULD BUILD THREE ATLANTIC REC CENTERS.

YOU COULD PROBABLY REPAVE MOST OF THE ROADS IN THE CITY.

IN OTHER WORDS IT'S A LARGE CHUNK OF MONEY ON ONE PROJECT.

AND THAT'S GOOD. THERE'S NOTHING WRONG WITH THAT.

BUT WHAT I DO SEE WHERE THERE IS A PROBLEM IS, WHEN ALL OF THIS WAS UNDERTAKEN, THERE WAS NO PLAN AS TO HOW TO PAY FOR IT.

IT'S FINE TO HAVE A $15 MILLION CIVIL PROJECT BUT WHERE IS THE PLAN TO PAY FOR IT. SO NOW THAT WE HAVE GOTTEN THIS LETTER FROM FEMA SAYING OH GUYS WE'RE NOT GOING TO GIVE YOU WHAT WE THOUGHT, WELL ALL OF A SUDDEN PEOPLE ARE STARTING TO THINK ABOUT HOW ARE WE GOING TO PAY FOR THIS PUPPY? OKAY. AND MY CONCERN IS THAT WHEN WITH YOU UNDERTAKE A PROJECT OF THAT MAGNITUDE, OF THAT SIZE, AND THERE'S NO CORRESPONDING PLAN THAT YOU'RE GOING TO PUBLISH, HERE'S HOW WE'LL PAY FOR IT, SOME WILL BE FEMA, SOME WILL BE THIS, SOME WILL BE THAT, BUT THERE IS A PLAN.

WITHOUT THAT PLAN, I THINK THE WHOLE DECISION PROCESS IS FAULTY

[01:50:04]

AND I HAVE A PROBLEM WITH THAT, AND I HOPE IT DOESN'T GET REPEATED IN THE FUTURE. I HOPE THAT THE NEXT TIME THE CITY UNDERTAKES A MAJOR CAPITAL PROJECT WHEN IT SAYS WE'RE GOING TO DO SUCH AND SO BIG THING HERE'S HOW WE'RE GOING TO PAY FOR IT. BECAUSE RIGHT NOW WE HAVE GOT DR. ROSS OF COURSE PUBLISHED A PIECE A COUPLE OF DAYS AGO SUGGESTING WAYS THAT IT COULD BE PAID FOR, OKAY? WELL THAT'S ALL AFTER THE FACT. I GUESS THE SENSE I HAVE OF IT AND I DON'T WANT TO BE FLIPPANT OR DISRESPECTFUL BUT THE SENSE I HAVE OF IT IS, WE WEBSITE OFF AND SPENT $15 MILLION AND SAID, FIGURE OUT HOW TO PAY FOR IT LATER.

I DON'T THINK THAT IS THE WAY WE OUGHT TO -- OKAY.

I'LL BE HAPPY TO BE TOLD I'M WRONG.

THAT'S THE IMPRESSION I HAD. >> THAT'S THE PROBLEM, GO AHEAD.

>> I'D BE HAPPY TO HAVE MY IMPRESSION CORRECTED, I HAVE NO

PROBLEM WITH THAT. >> FIRST OF ALL YOU ARE A LITTLE LATE TO THE GAME. I MEAN THIS HAS BEEN GOING ON FOR FOUR YEARS. AND I WILL TELL YOU, YOU MADE THE COMMENT THAT IT'S GOING TO BE FOUR YEARS SINCE --

>> OCTOBER THE 6TH. >> -- IT HAPPENED.

ALL RIGHT. IMMEDIATELY AFTER THAT AND IT WAS BEFORE I GOT ELECTED, EITHER ONE OF US WAS ELECTED, THE MAJOR CLAMOR FROM ARE THIS PLACE RIGHT FROM THIS PLACE WAS, WEGOT TO FO FIX THE MARINA. THE NUMBER IS REALLY CLOSE TO 14.7. AND HALF OF THAT HAS GOT NOTHING TO DO WITH FIXING THE MARINA. THERE WAS A CONSCIOUS DECISION GOING BACK MANY YEARS AGO, WITH ATM, I'M NOT GOING TO GO THROUGH THE WHOLE HISTORY BUT THE MARINA IS CONFIGURED PREVIOUS TO THIS SO IT WAS PERPENDICULAR TO THE FLOW OF WATER.

SO IT WAS A HIGH SEDIMENTATION RATE AND THE THING FILLED UP WITH MUD. AND JUST BEFORE MATTHEW STRUCK, IT WAS SUPPOSED TO BE DREDGED. AND THEY WERE WORKING ON THAT.

AND THEY WERE JUST GOING TO DREDGE OUT THE CHANNELS.

IT WAS HARD TO DREDGE THAT MARINA.

SO WHEN THE HURRICANE CAME, AND THEN ATM CAME AND THEY BASICALLY SAID, THIS MARINA IS TOAST, IT'S GONE, IT'S MORE -- IT WOULD COST MORE TO REPAIR IT THAN TO REBUILD IT.

ALL RIGHT? AND SO WE APPLIED TO FEMA AND ALL THIS. BUT MY POINT IS, THERE WAS A PLAN THROUGH THIS WHOLE THING. IT IS NOT LIKE THIS ALL OF A SUDDEN CAME UP AND EVERY MEETING I GOT UP AND SAID THIS IS WHAT IT IS GOING TO COST, DID I NOT? THE TWO AND A HALF OF THAT MILLION CAME FROM FRAIGHT LOSSES OPERATINGLOSSES FROM THE PAST.

I'M GOING OFF THE TOP OF MY HEAD, THE NUMBERS MAY NOT ADD UP. WE DRE DREDGED IT OUT, THAT WAS1 MILLION. THEN WE PUT IN NEW SLIPS SO THEY'RE PARALLEL TO THE WATER NOT PERPENDICULAR.

SO HALF OF THAT MONEY HAD NOTHING TO DID WITH THE ATTENUATOR AND FEMA WAS NEVER GOING TO TAKE FOR IT AND WE ALWAYS KNEW THAT FEMA WAS ONLY PAYING 75%.

AND THEN 12.5% WOULD BE PAID FOR BY THE STATE AND 12 AND A HALF.

SO THAT SIX, SEVEN, $8 MILLION THE CITY WAS ALWAYS ON THE HOOK FOR THAT AND IT WAS ALWAYS THOUGHT THAT IF YOU GO BACK AND LOOK AT THE MARINA AND I'M HAVING THEM PULL THOSE NUMBERS NOW, WAS $500,000 POSITIVE CASH FLOW, WITHOUT DREDGING IN THE AREA PRIOR TO MATTHEW. AND THE IDEA WAS TO PAY FOR IT USING THAT KIND OF PROFIT MONEY. SO THERE WAS PLANS, YOU CAN FROWN AND LOOK AND WE CAN LOOK AT THE NUMBERS AND ALL THIS.

BUT THERE ALWAYS HAS BEEN A LOOSE PLAN HOW TO PAY FOR IT.

>> I GUESS -- >> AND PART OF IT IS FOR YEARS, THAT EVERYBODY LIKE IGNORED THE FACT THAT ONCE A YEAR THEY BALANCED THE BOOKS BY PUSHING IT INTO THE UTILITY FUND AND PUSHING IT BACK. AND THAT'S BEEN GOING ON FOR TEN YEARS. SO IT'S NOT AS THIS CITY MANAGER AND NOT THIS COMPTROLLER BUT THE PREVIOUS COMPTROLLER AND THE PREVIOUS CITY MANAGER'S. SO THIS IS THE CONFLUENCE OF A LONG HISTORY OF MANY, MANY THINGS OCCURRING.

AND WHICH IS WHY WE ARE IN THE POSITION THAT WE ARE NOW.

NOW AS TO GETTING FEMA AND THE -- I'D HEARD OVER AND OVER AGAIN THAT FEMA NEVER AGREED TO THIS.

FEMA, FEMA COMBS, COMES, THEY N EVALUATION, AND THEN FEMA, IT'S

[01:55:08]

CALLED A 90 -- I FORGET -- >> 9091.

>> A 9091 FORM. AND THEY SAID THAT THE MARINA WAS -- NEEDED TO BE REPLACED OKAY, THEY PUT MOISTEN ON THE TABLE AND THEY SAID THAT. THEN THEY CIEMG BACK AGAIN AND THEY SAID OH, THE SOUTHERN MARINA ONLY, THEY BOTH NEED TO BE REPLACED, THEY WANT TO BREAK IT INTO TWO PROJECTS, THEY WILL GIVE YOU $6 MILLION FOR THE SOUTH NOT THE NORTH.

THE FINAL THING THEY WOULD AGREED UPON IS A FINAL OBLIGATION. SO THIS DAY, THE SOUTHERN MARINA ISN'T OBLIGATED, THEY HAVEN'T DONE OIT.

WE WOULD STILL BE WAITING, TO REPAIR THE MARINA IF WE WAITED

FOR OFEMA TO DO THAT. >> BUT THAT IS NOT MY POINTS.

>> WHAT IS YOUR POINT SIR? >> MY POINT IS, AN ACTUAL COHERENT PLAN. WE ARE EVOLVING A PLAN AS THINGS CHANGED, THAT IS WHAT YOU JUST DESCRIBED IN YOUR PRESENTATION NOW. THIS BIG PROJECT REQUIRED SOME

SORT OOF COORDINATED PLAN. >> WHEN YOU SAY THIS BIG PROJECT

WHAT DO YOU MEAN? >> WELL, THE WHOLE MARINA.

THE ENTIRE $15 MILLION PACKAGE THAT HAS BEEN SPENT OVER TIME.

>> PART OF THAT IS SPENT PRIOR TO MATTHEW.

>> I GUESS THAT'S MY POINT. THE MARINA IS A BIG ENOUGH ENTITY THAT DEMANDS A BIG ENOUGH CHUNK OF THE CITY'S MONEY THAT A COHERENT SORT OF, THE GENTLEMAN FROM OASIS TALKED ABOUT IT.

A MARINA WITHOUT A LONG TERM PLAN ISN'T A MARINA, OKAY? I GUESS THAT'S WHAT I WAS LOOKING FOR.

IT'S UNFORTUNATELY WE DIDN'T HAVE THE THAT LONG TERM PLAN.

>> I WOULD AGREE. >> THAT'S MY BASIC COMMENT.

AND NOW WE'RE SORT OF HAVING TO FIGURE OUT WHAT TO DO.

AND WITH ANY LUCK WE WILL GET THE FEMA MONEY WE EXPECTED TO GET. THERE IS ALSO THE POSSIBILITY WE WILL NOT. AND SO WE DON'T KNOW WHERE WE STAND RIGHT NOW. IN THAT SITUATION.

>> AND THE DIFFERENCE IS -- >> AND I GUESS I WOULD --

>> THE DIFFERENCE IS ABOUT $4 MILLION.

THAT'S CORRECT. >> AND SO DID ABSENCE OF I GUESS THINKING THROUGH THE ALTERNATIVES --

>> WHICH WERE? >> WELL, WHAT IF FEMA CHANGED -- YOU DIDN'T HAVE -- YOU HAD A FEMA ANALYSIS.

>> WE DIDN'T HAVE A FEMA ANALYSIS.

FEMA DID THEIR OWN ANALYSIS AND THEY SAID --

>> AND THEY GAVE YOU A PIECE OF PAPER, RIGHT?

>> AND WE HAD HAD AN ANALYSIS DONE BY ATM, ATM SAID, IF YOU NEED THIS MARINA FUNCTIONAL YOU NEED TO REPLACE IT.

THEY SAID THE SEDIMENTATION WAS COLLECTING BECAUSE OF THE PERPENDICULAR FLOW, IF YOU WANT TO FIX THAT YOU GOT MAKE IT PARALLEL. SO WHAT YOU ARE TELLING ME IS THE CHOICE WAS MARINA, NO MARINA.

>> NO. >> OKAY.

>> THE CHOICE IS WE'VE GOT A MARINA THAT WE NEED TO FIX,

OKAY? >> OKAY.

>> LAYING OUT A PLAN FOR THAT IS WHAT I DON'T -- I DON'T SEE.

WE ARE EVOLVING THE PLAN. MAYBE THE ANSWER IS, WE DON'T HAVE ANY CHOICE BUT TO EVOLVE BECAUSE THINGS ARE OUT OF OUR CONTROL. THAT IS POSSIBLE.

THINGS ARE OUT OF OUR CONTROL RIGHT NOW WITH FEMA.

WE DO NOT CONTROL WHAT FEMA WILL OR WILL NOT GIVE US.

OKAY? WE CAN SIMPLY TRY TO GET, MAKE OUR APPEALS WHICH WE WILL DO, BUT WE DON'T CONTROL IT.

AND MAYBE THE ANSWER TO ALL OF THIS LACK OF A LONG TERM PLAN WHICH I FEEL IS SOMETHING MISSING, MAYBE THE REASON IT DOESN'T EXIST, IS BECAUSE A LOT OF THIS STUFF WE DON'T CONTROL.

AND IF THE ANSWER IS OKAY, WE CAN UNDERSTAND, UNDERSTAND THAT, I CAN UNDERSTAND WHY WE WOULD SORT OF JUMP AHEAD AND HELP THAT

FEMA WOULD COME THROUGH. >> IT WASN'T A HOPE.

I MEAN FEMA, WE HAD ALL THE PEOPLE IN THIS ROOM, WERE OWN THESE BOARDS AND WHATNOT, DID FIVE CITY COMMISSIONERS, THERE WAS A CONSCIOUS DECISION TO REPLACE THE MARINA.

THERE WAS A CONSCIOUS DECISION MANY THE PLAN WAS REPLACE THE MARINA WITH A MARINA THAT IS PARALLEL TO THE FLOW, TO DREDGE THE MARINA AND REPLACE THE DAMAGED ATTENUATORS THAT OUR OWN ENGINEER SAID SHOULD BE REPLACED AND NOT REPAIRED.

>> SO THE ISSUE IS NOT THE STATEMENT OF WORK.

[02:00:01]

THE ISSUE IS NOT WHAT YOU JUST SAID WAS THE STATEMENT OF WORK.

THE ISSUE I'M BRINGING UP IS NOT THAT THERE EXISTS A STATEMENT OF WORK BUT WHERE IS THE MONEY TO PAY FOR THAT STATEMENT OF WORK? WHERE IS IT COMING FROM? THAT WAS NEVER LAID OUT.

YOU HAD YOUR STATEMENT OF WORK. YOU DIDN'T HAVE THE FUNDING TO BACK IT UP. NOW IS THAT HORRIBLE?

NO, IT'S JUST UNFORTUNATE. >> LET ME JUMP IN A LITTLE BIT ON THIS. AND I HAVE A LONG HISTORY WITH THIS MARINA. FIRST OF ALL A LOT OF THESE EXPENSES ARE OVER A LONG PERIOD OF TIME.

COMMISSION DECISIONS, CHANGE OF MIND.

CHANGE OF ENGINEERING. ALL ALONG COST -- SO SOME OF THESE COSTS ARE GOING HISTORICALLY FAR FAR BACK.

FEMA IS NOTORIOUSLY SLOW ON GETTING MONEY.

YOU CAN COME ISLAND NATIONAL SEASHORE HAS STILL GOTTEN NO MONEY TO REPAIR THEIR DOCKS. I THINK THAT COMMISSIONER ROSS, WE MADE A DECISION REGARDLESS OF FEMA.

LET'S TAKE FEMA OUT OF THE EQUATION A LITTLE BIT.

WE HOPE WE ALL GET THAT. WE ALL KNEW, THE GROUND SWELL OF THE COMMUNITY, PART OF WHAT WE DID WITH THIS SITUATION WE WERE GOING TO HIRE A MANAGEMENT COMPANY THAT WAS GOING TO PRODUCE ALL THAT INCOME THAT WILL SAVE THE CITY.

THAT IN MY POINT HAS NOT PANNED OUT.

SOME OF THE REVENUE STREAMS THINGS GOT DEFERRED AND THEN THE HURRICANES AND SO FORTH. BUT WE ALWAYS HAD, THE DEBT SERVICE WAS ALWAYS AN ISSUE. BUT THE SITUATION WAS ALWAYS SOCIOLOGY VENT AND WITH A VIABILITY FACILITY REDESIGNED.

THE NUMBERS DO SHOW WE CAN MAKE THIS THING PAY FOR ITSELF.

WE CAN BRING THE REVENUE CHANGE THE DESIGN A LITTLE BIT.

BUT I'M JUST SAYING WHEN WE DON'T HAVE A PLAN PART OF IT'S PEACE MEAL FROM THE PAST BUT WOULD I LIKE TO SAY I FEEL LIKE WE HAVE A PLAN. WE WERE TRYING TO GO WITH A PLAN. SOME THINGS HAVE GOTTEN IN THE WAY OF THE PLAN. BUT --

>> WELL OUR PLAN WAS NEVER WRITTEN DOWN WAS IT?

>> THERE WAS A LOT OF DISCUSSION.

WE HAD A LOT OOF ENGINEERING DISCUSSIONS.

WE HAVE. THE PROBLEM IS IT'S HARD TO TRY TO BRING THE ALL INTO ONE BUNDLE BECAUSE THERE IS A LOT OF COMPONENTS ON THAT. I DO UNDERSTAND WHY YOU WOULD BE CONCERNED. I GET THAT POINT.

BUT I WILL SAY I THINK THE MARINA, THERE HAVE BEEN A LOT OF PLANS COMING FORWARD, A LOT OOF WORK ON BEHALF OF MANY COMMISSIONS TO GET THERE. I'M JUST SAYING I DON'T THINK IT WAS A TOTAL LIKE WE'RE GOING TO DO IT AND WE'LL HOPE FOR MONEY.

THERE WAS A LOT OF DISCUSSION BUILDING TOWARDS THIS OVER TIME.

JUST MY VIEW OF THIS. SURE, SOME OF THESE NUMBERS AREN'T COMING TOGETHER BUT DO I KNOW THAT THERE ARE A LOT OF PLANNING AND MONEYS AND TRYING TO STRUCTURE LOANS WITHIN THE CITY. THERE IS A LOT OF DISCUSSION THAT HAS COME FORTH AND I DON'T KNOW MAYBE I SHOULD LET YOU BE

MORE ARTICULATE ON THAT. >> YOU ARE THE ONE WHO LIVED

THROUGH IT. >> I APPRECIATE ABSOLUTELY TO THE HEART OF IT, LET'S HAVE A GREAT PLAN.

I 30 RIGHT NOW DID THERE IS EVER A PROBLEM THAT DIDN'T HAVE SOME PLANNING WE CERTAINLY LEARNED ABOUT IT.

>> LET ME STATE WHAT I THINK THE PLAN IS, OKAY JUST TO CUT THROUGH ALL THE NUANCES THAT JUST COMPLICATED THINGS.

THE PLAN BASICALLY IS WE WILL PAY FOR OIT WITH TAXES.

>> HOPEFULLY NOT. >> YO PROBABLY NOT.

>> WHERE IS THE MONEY GOING TO COME THROUGH? LET'S SAY THERE'S A REVENUE STREAM AND NOW WE HAVE AN OPPORTUNITY TO LAY OUT WHAT THAT PLAN WILL BE, THAT WILL PRODUCE THAT REVENUE STREAM SO LET US DO THAT.

>> I THINK YOU'RE RIGHT. COMMISSIONER ROSS HAS --

>> THEN I'M A QUIET LITTLE CAMPER.

>> COMMISSIONER ROSS'S RECENT LETTER WAS, HE FOUND A WAY TO HAVE THESE LOANS SORT OF APPLIED TO IT.

AND THEN THE INCOME STREAM NOW WILL HAVE TO DEVELOP.

>> SO THE CUTS ARE JUST TO REPACKAGE EVERYTHING.

20 YEARS WORTH OF DEBT, RESTRUCTURING, WE STILL GOT TO MAKE THOSE 20 YEARS OF PAYMENTS. SO WHERE DID THAT COME FROM?

>> WELL JUST RIGHT ALONE FOR THE LAST THREE MONTHS WE'VE BEEN OPEN THROUGH THIS PANDEMIC THE MARINA IS PRODUCING $62,000 A YEAR, THAT'S $740,000 A YEAR WITHOUT FUEL CELLS AND WITHOUT

THE SOUTH END. >> OKAY THAT --

>> THAT'S PRETTY GOOD. >> IF WE'RE GOING TO LOOK AT NUMBERS LET'S ACTUALLY LOOK AT THE NUMBERS, OKAY AND THE ONES THAT WE HAVE RIGHT 90 ARE THE ONES THAT DR. ROSS GAVE ALL OF US, I DON'T KNOW, TWO, THREE WEEKS AGO, HE GAVE US THAT HUMONGOUS BIG PRINTOUT. THAT'S THE NUMBERS I'M USING,

[02:05:05]

THOSE ARE THE NUMBERS THAT I GUESS REPRESENT THE BEST ESTIMATE THAT WE HAVE AND ABOUT WHAT THE REVENUES FROM TRANSIENT AND PERMANENT AND ALL THE REVENUE THAT WE EXPECTED TO GET

AND ALL THE EXPECTA EXPENSES. >> HERE IS THE DEAL, YOU WANT TO

CUT TO THE CHASE? >> YES.

>> IF FEMA PAYS THAT $4 MILLION DIFFERENCE, REMEMBER THEY ARE NOT GOING TO PAY US NOTHING, THEY ARE GOING TO PAY US SOMETHING AND THE DIFFERENCE IS ABOUT $4 MILLION.

IF THEY DO PAY US THAT $4 MILLION, I DON'T KNOW, I HAVE THE NUMBERS IN FRONT OF ME, DEPENDING ON WHO YOU BELIEVE.

AND HISTORICALLY, IN THE LAST YEAR, THEY WERE, THE MARINA WAS POSITIVE CASH FLOW ABOUT $550, 000.

I$550,000. AT 550 OR $550,000 SHOULD BE

ABLE TO PAY -- >> I DON'T AGREE WITH YOU THERE.

WE CAN SIT DOWN ON THE NUMBERS. I DON'T WANT TO DO THAT.

IF THE $500,000 WORKS WHY ARE WE PUTTING IN $300,000 A YEAR?

>> WE HAVE BEEN PUTTING IN $300,000 A YEAR ON AVERAGE FOR

MORE THAN TEN YEARS. >> BUT THE POINT IS A PLAN IS WHAT IS SORT OOF NEEDED TO HELP MOVE THIS SHIP FORWARD.

AND IF WE'RE SAYING THAT OKAY, WERE WE GOING TO MAKE AN ASSUMPTION ABOUT WHAT FEMA WILL DO AND WE THINK WE CAN GET THE MARINA TO GENERATE ENOUGH MONEY, LET'S WORK IT OUT.

LET'S SIT DOWN, TAKE THE TIME, ASK THE MARINA MANAGER WHOEVER IT IS, GIVE US SOME ANALYSIS WHICH SHOWS UP HOW THIS DEBT CAN BE PAID OFF, ASSUMING DR. ROSS AND COMPANY CAN GET IT RESTRUCTURED FOR US. OKAY? SO GET IT RESTRUCTURED SO WE HAVE 20 YEARS TO PAY IT OFF.

WILL THE MARINA BE ABLE TO GENERATE ENOUGH MONEY TO PAY THAT PLUS DO THE PERIODIC DREDGING AND MAINTENANCE AND SO FORTH. ASSUMING THERE IS NO MORE MATTHEWS, ASSUMING WE DON'T GET HIT BY SOME GOD AWFUL THING, ASSUMING THE WORLD IS GOOD FOR THE NEXT 20 YEARS OR SO, LET'S LAY IT OUT, ONCE DO YOU THAT, PEOPLE WILL SAY, PEOPLE WILL SAY THE MARINA IS COSTING US A BOAT LOAD BECAUSE PEOPLE DON'T KNOW WHAT THE PLAN IS. IF PEOPLE KNEW HERE IS HOW IT'S GOING TO WORK, HERE IS HOW WE'LL LAY IT OUT, WHAT WE'RE DOING, IT ALL KIND OF GOES AWAY. BUT UNTIL WE HAVE THE PLAN THERE'S THIS CONSTANT TURMOIL ABOUT IT.

YOU KNOW? SO NOW WE HAVE AN OPPORTUNITY TO

HAVE A PLAN, I HAVE NO PROBLEM. >> I THINK MIKE HAS GIVEN US A

LOT OF THOUGHT TOO. >> I JUST HAD SOMETHING TO MR. DECKER'S POINT ABOUT A PLAN. SO THE CONVERSATION YOU JUST HAD, TWO CITY COMMISSION MEETINGS AGO, WE HAD THIS VERY

CONVERSATION. >> COULD BE.

>> AND THE CONSENSUS OF THE COMMISSIONER ACOMMISSIONERS WASY MANAGER TO BRING US A PLAN. HE HAS BEEN TASKED TO BRING US A PLAN FOR HOW WE'RE GOING TO DO WITH THE FINANCIAL STRAITS OF

THE MARINA. >> DO WE HAVE A PLAN DO YOU

KNOW? >> PART OF HIS PLAN WILL BE INCORPORATED IN THE UPCOMING BUDGET.

>> PART OF THE -- >> PART OF THE PLAN.

AND THAT BUDGET WILL BE BITS AND PIECES HAVE BEEN RELEASED, I POSTED IT ON FACEBOOK. ALL THE INFORMATION I HAVE.

AND THEN THE PRELIMINARY BUDGET WILL BE GIVEN TO THE COMMISSIONERS THE 18TH. IT WILL BE AVAILABLE TO THE PUBLIC ON THE 21ST. BECAUSE THERE'S A WORKSHOP.

>> RIGHT, YOU -- I DO RECALL READING THAT, THAT YOU GENTLEMEN HAD TASKED THE CITY MANAGER TO COME UP WITH.

THAT'S KIND OF WHAT I'M DRIVING AT.

IF WE HAVE A PLAN, EVERYBODY KIND OF CAN REST EASY.

KNOWING THE PLANS MIGHT CHANGE. BUT AT LEAST YOU GOT A PLAN.

>> EXACTLY, EXACTLY. AND THE FEMA THING THREW US --

>> ONE THING I WOULD ASK YOU THOUGH.

>> YES, SIR. >> IS THERE'S ACTUALLY TWO SCENARIOS. IT'S THE SCENARIO WHERE WE GOT THE FULL BOAT THAT FEMA ORIGINALLY SAID WE WOULD GET.

>> YES. >> AND THEN THE OTHER IS WHERE THEY CHANGED THEIR MIND AND HAD AMNESIA AND REDID IT ALL AND GOT THE SMALLER NUMBER. PERHAPS THERE NEEDS TO BE A CONTINGENT IN THE PLAN, HERE IS WHAT WE DO, IF WE GET THE MONEY WE ARE EXPECTING TO GET, HERE IS WHAT WE DO IF WE DON'T.

[02:10:01]

I DON'T KNOW -- >> I KNOW IT'S GETTING LATE BUT LET ME VERY QUICKLY ANSWER THAT. YOU'LL REMEMBER THAT THE CITY HIRED AN INDEPENDENT ANALYTICAL CONSULTNT.

TO LOOK AT THE MARINE, STANTEC. AND STANTEC SAID IN ORDER TO GET MARINA RIGHT-SIDED, WE WOULD HAVE TO CONTRIBUTE FROM THE GENERAL FUND $6 MILLION IN -- OVER THE NEXT FOUR TO FIVE YEARS. THAT HASN'T GONE AWAY.

FEMA OR NO FEMA. THAT SCENARIO IS STILL IN PLAY.

>> OKAY. >> SO IT'S HOW TO DO WE DEAL WIH

THAT? >> SO THERE HAS BEEN A LOT OF WORK AROUND THIS. GOOD SO I GUESS WE ALL AWAIT THE

PLAN. >> COMPACTLY.

>> THANK YOU SIR. >> CAN I MAKE SOME COMMENTS?

>> PLEASE. >> FIRST OF ALL, I WAS CURIOUS,

WE ONLY HAD ONE -- >> GIVE US YOUR NAME.

>> JACK NOKE, 2809 OCEAN VIEW COURT.

WE HAD ONLY ONE OF THE BIDDERS PRESENT TODAY YET WE HAD MULTIPLE QUOTES. IS THERE ANY CURIOSITY THAT WE WOULD HAVE THE OTHER BIDDERS COME IN AND GIVE US THEIR PERSPECTIVE ON HOW TO DEVELOP A MARINA AND WHAT THE COSTS ARE AND LOOK AT THOSE OTHER LINE ITEMS?

>> I THINK THAT WAS KIND OF IMPROMPTU.

I DON'T THINK IT WAS ON THE AGENDA TODAY.

>> IT WAS LIKE FIVE DIFFERENT BIDDERS.

>> THEY ARE RANKED. >> THEY WERE RANKED.

THEY WERE NUMBER 1. THE CITY MANAGER MAY HAVE DONE THAT SO I'M NOT AWARE OF HOW THAT HAPPENED.

>> I'M NOT SURE HOW HE -- >> WE DON'T KNOW WHO WAS INVITED

AND WHO DIDN'T. >> WE ONLY KNOW WHO PRESENTED.

>> I KNOW WESTREC WANTED TO -- >> I CAN UNDERSTAND WHY HE

DOESN'T WANT TO BE HERE. >> I WAS CURIOUS IF WE HAD A MARINA PLAN FOUR YIERGS BECAUSE WE HAVE BEEN LOSING MONEY ALL THIS PLAN. SEEMS LIKE WE SHOULD HAVE A MARINA PLAN A LONG TIME AGO, IT CONCERNS ME THAT WE ARE DOING ONE NOW. WE HAVEN'T ASKED FOR A FIVE YEAR PLAN OR REVENUE FORECASTS, WE JUST KIND OF GET THE --

>> I WASN'T HERE PRIOR TO THAT. >> THIS WAS YOUR FIRST YEAR?

>> YES. >> THE ABOUT MARINE ADVISORY MAS

JUST CREATED. >> YOU SHOULD ASK WHAT YOUR MISSION IS. I'M VERY ENCOURAGED BY WHAT OASIS SAID TODAY, THAT THEY CAN ACTUALLY DELIVER.

WE SHOULD GO ON RECORD THAT THIS IS NOT YOUR ISSUE BUT THE CITY MANAGERS DID VOTE TO UPGRADE AND PAY FOR THE MARINA, WITHOUT HAVING A COMMITMENT BY FEMA TO PAY FOR OIT SO NOW WE HAVE TO

PAY FOR IT. >> I THINK OFTENTIMES THOUGH, WHAT HAPPENS IS IN THAT PROCESS WE THOUGHT WE HAD FEMA ON BOARD.

IN MANY CASES THE CITY WOULD HAVE HAD TO HAVE SPENT THE MONEY FIRST TO COMPLETE THE PROJECT AND THEN FEMA REIMBURSES.

I BELIEVE THAT IS WHAT I WAS TOLD, WAS THE PROCESS.

SO WE ASSUMED THAT FEMA WAS ON BOARD.

I THINK WE GOT -- >> I THINK WE GOT SOLD A BILL OF

GOODS OBVIOUSLY. >> I THINK FEMA STEPPED UP TO THE PIPELINE AND FEMA DOESN'T HAVE THE MONEY, THEY THOUGHT THEY WERE GOING DO HAVE DMOW, N, BECAUSE EVERYBODY IS HAVING A HARD TIME GETTING PAID BY FEMA, NOT JUST HERE.

>> AND WE ALSO AGAIN NOT EVERYTHING WAS PREDICATED ON THE MARINA IMPROVEMENTS AND CHANGES, NOT ALL OF THIS BECAUSE OF FEMA.

WE HAD PLANS DOING THIS GOING FORWARD.

WE ACTUALLY HANDLED WESTREC ALONG TIME AGO, PART OF PLAN WAS TO BRING IN A PRIVATE OPERATOR TO MAKE MONEY FOR THE MARINA.

>> TO MAKE IMPROVEMENTS. >> TO MAKE IMPROVEMENTS AND ALL THAT KIND OF THING. I WANT TO BE CAREFUL GOING FORWARD, SOME OF THIS HAD TO DO WITH THE PLAN OF THE MARINA OPERATIONS AND IT JUST HASN'T BORNE FRUIT.

>> RIGHT. >> FOR WHATEVER REASON, I KNOW WE HAD HURRICANES, WE HAD OTHER ISSUES.

I'M NOT GOING TO SAY WHAT, WHO, WHERE.

BUT PART OF THE PLAN WAS TO HIRE AN OPERATOR A LONG TIME AGO AND THERE WAS EVEN A RENEWAL PRIOR TO THESE GUYS.

I KNOW IT'S HODGEPODGE POP THE PLANS HAVE BEEN PRETTY SCREWED UP, BUT I'M GOING TO SAY THERE IS A HISTORY HOW THIS ALL IS

THERE. >> ARE YOU GOING DO ASK THE CITY MANAGER TO BRING THE OTHER BIDDERS IN?

>> NO, I DON'T THINK SO. I KIND OF -- THAT WAS KIND OF MY THOUGHT TONIGHT. I WAS THINKING ALL WE WERE GOING

[02:15:02]

DO HEAR FROM TONIGHT WAS THE CITY MANAGER.

AND WE DIDN'T HEAR FROM HIM AT ALL.

BUT WE SPENT ENOUGH TIME. >> THAT AIN'T GOING TO HAPPEN BECAUSE THEY ARE FIXING TO HAVE AN AGENDA ON THIS MEETING.

IT IS UNDER JULY 21ST. >> JULY 21ST.

>> AGENDA A WEEK BEFORE OUR -- >> IT SAYS WHAT IS THIS MARINA MANAGEMENT BID, THAT'S COMING UP.

THAT'S WHAT WE LISTENED TO. >> WE HAVEN'T DONE THAT.

>> THE AGENDA OF BIDS IS WHAT I WAS ASKED TO PUT ON THE AGENDA

BY THE CITY MANAGER. >> THAT'S COMING UP HERE.

>> UNDER NEW BUSINESS. >> IT'S UNDER NEW BUSINESS.

>> IT WENT UP TO KEVIN BEFORE THE MEETING AND MADE THE REMARK, DONE OTHER PEOPLE AND THEY SHOWED UP, ONLY ONE? I GUESS THE PROCESS WE'RE NOT -- THIS POINTS IS WELL TAKEN.

>> MY ONLY KNOWLEDGE OF THIS WAS THE CITY MANAGER ASKED ME TO ADD THIS TWO LAST MONTH'S AGENDA THEN CHANGED IT TO PLEASE PUT IT ON THIS MONTH'S AGENDA AND I'LL PROVIDE YOU WITH THE PAPERWORK THAT NEEDS TO GO WITH IT. WHICH HE PUT IT UP.

>> WE MISSED LAST MONTH'S MEETING AND NOW EVERYBODY IS

MOVING FORWARD ON IT. >> OTHER PEOPLE HAVE HAD THAT

PRESENTATION. >> YOU KNOW THE CITY COMMISSION IS ULTIMATELY GOING TO MAKE THAT DECISION REGARDLESS.

>> THEY'RE GOING TO HEAR WHAT WE THINK ABOUT IT.

THEY SHOULD. >> I'LL CLEAR IT UP SOME --

>> MIKE LEDNOVICH, 1586 CAP ME DRIVE.

IT IS ON THE CITY COMMISSION AGENDA FOR JULY 21ST.

THE CITY COMMISSION AFTER GETTING A RECOMMENDATION FROM STANTEC WILL RECOMMEND OASIS. THAT IS WHY HE IS HERE TONIGHT, HE WANTED YOU TO HEAR FROM THE FIRM THAT HE WAS GOING TO RECOMMEND AND THAT YOU COULD ASK QUESTIONS OF THEM, OKAY? SO AT OUR MEETING, ON THE 21ST, THAT'S WHO HE'S GOING TO RECOMMEND TO US. OKAY? AND I MADE THAT STANTEC REPORT PUBLIC.

SO ANYBODY WHO WANTS THE NUMBERS, WANTS TO SEE ALL THE FIRMS WHO BID, CAN MAKE THEIR CALLS AND CAN APPEAR AT THE JULY 21ST MEETING. OKAY?

>> IT'S IN THEIR PACKET. RIGHT?

>> IT'S IN OUR PACKETS. >> JUST AS A CLARIFICATION, WE WERE NOT BEING ASKED TO MAKE A RECOMMENDATION, WE ARE HERE TO HEAR WHAT THE CITY MANAGER AND ASK THE QUESTIONS.

THAT'S APPARENTLY IF THAT ANSWERS YOUR QUESTION.

>> I DON'T THINK THERE'S ENOUGH DETAILS THAT REALLY GIVE YOU THE ANALYSIS OF IT. JUST LIKE ON THE REVENUE, AND ON THE OPERATING EXPENSES YOU'VE GOT APPLES AND ORANGES HERE.

>> THAT'S CORRECT. >> I DON'T THINK -- YOU'VE GOT APPLES ORANGES AND BANANAS WITH THE LEASE GUY COUPLE AND I DON'T THINK YOU HAVE ENOUGH HERE TO SIT HERE AND LOOK THROUGH ALL

THE DETAILS. >> WE SHOULD HAVE PUT YOUR CHAIR

HERE. >> SO MR. SCOTT YOU'RE RIGHT.

ANY TIME YOU GET A PROPOSAL, ONE OF THE KEY FACTORS IS, WHAT ARE YOUR UNDERLYING ASSUMPTIONS. AND SO I'D ASKED THE CITY MANAGER TO PROVID ME AND MY FELLOW COMMISSIONERS, ALL OF THE UNDERLYING ASSUMPTIONS ON ALL OF THE PROPOSALS.

>> WHAT DOES THAT MEAN, UNDERLYING ASSUMPTIONS?

>> SO WHEN HE TALKS ABOUT TRANSIENT BOATING, WHAT ARE HIS UNDERLYING ASSUMPTIONS ABOUT TRANSIENT BOATING.

>> IN HIS PRO FORMA YOU MEAN? >> HIS PRO FORMA, RIGHT.

WHAT IS HE SAYING JUNE WILL BE AND WHY.

>> OKAY. OKAY.

>> OKAY, THE RATES, REMEMBER HE SAID IS THE RATES WERE SOFT.

OKAY. WELL TELL ME HOW O.

HOW DID YOU COME TO THAT CONCLUSION? GAVE ME COMPARATIVE RATES HERE IN THE STATE OR FOR TRANSIENT

BOATING. >> I'M A LITTLE BIT CONFUSED, MAYBE YOU CAN CLARIFY IT. IS ONE OF THE BID CRITERIA, THE BID EVALUATION CRITERIA, IS ONE OF THOSE CRITERIA THE REASONABLENESS OF THEIR ESTIMATE OF FIRST YEAR'S PERFORMANCE? WAS THAT PUT IN THE RFP, WE WANT YOU TO GIVE US YOUR PRO FORMA ESTIMATE OF YOUR FIRST YEAR OF BUSINESS AS A MARINA OPERATOR?

>> YES. >> WAS THAT IN THE ARTICLE?

>> YES AND NO. >> BECAUSE NOT ALL OF THEM DID

IT. >> CORRECT.

>> THAT WOULD LEAD ME TO BELIEVE, I'VE GOT 40 YEARS OF GOVERNMENT CONTRACTING BEHIND ME, THAT WOULD LEAD ME THAT THE

[02:20:01]

RFP DID NOT DEMAND THAT. >> I'M NOT FAMILIAR WITH THE RF-

>> IF THE RFP DID NOT SPECIFY THAT A PRO FORMA BE SPECIFIED AS PART OF YOUR BID THEN IT CAN'T BE REALLY USED IN EVALUATING THE BID, OKAY, JUST CAN'T DO THAT. SO WHAT YOU CAN EVALUATE, SO THESE PLOAMPLES, PRO F PRO FORMN ANYTHING.

HOW CAN YOU EVALUATE THAT UNDERLYING DATA? I'M GOING DO SAY TO YOU 600,000 AND YOU'RE GOING TO SAY NO,

BASED ON WHAT? >> THAT'S THE REASON I QUESTION HOW STANTEC DID THEIR THING. I DON'T KNOW WHAT HE DID OTHER

THAN -- >> STANTEC'S REPORT IS NOT IN MY OPINION, I THINK YOU AGREE, IS NOT PARTICULARLY HELPFUL IN EVALUATING THE PROPOSALS. BECAUSE THE PROPOSALS ARE APPLES AND ORANGES. IF YOU'RE GOING TO EVALUATE BIDS YOU'VE GOT TO HAVE A STANDARD BASIS AND YOU'VE GOT TO EVALUATE

EACH BID AGAINST THAT BASIS. >> I GOT THAT, I GOT A QUESTION.

>> THAT DOESN'T EXIST IN THE STANTEC REPORT AND I'M VERY DISAPPOINTED IN THE QUALITY OF THAT REPORT BECAUSE OF THAT FACT. I THINK IT'S NOT A GOOD REPORT.

>> MY QUESTION IS ON ALL THESE BIDDINGS, I DON'T KNOW IF THE COMMISSION IS JUST DONE WITH WESTREC OR WHAT.

BUT BEFORE THE STORM HIT WAS THE FIRST TIME IN TEN YEARS THAT THE MARINA WAS CLOSE TO MAKING A PROFIT.

AND THEY'VE BEEN THROUGH THE PANDEMIC, THE RESTORATION, THE REBUILDING OF THE MARINA AND THEY HAVE A CHANCE NOW TO SHOW THE CITY WHAT THEY'VE INVESTED IN FOR THE LAST TEN OR 12 YEARS THAT THEY'VE BEEN IN HERE, WHAT THEY CAN CAN DO.

SO WHY WOULDN'T THE CITY GIVE THEM A CHANCE? BECAUSE THEY ALREADY KNOW WHAT THEY HAVE TO WORK WITH AND GIVE THEM A YEAR'S CHANCE TO PROVE IT.

>> QUELWELL, I THOUGHT THAT WASR RECOMMENDATION PREVIOUSLY.

>> THE MINUTES OF THE PREVIOUSLY MEETING, ALLEN, YOU BROUGHT IT UP AND WE UNANIMOUSLY, THOSE THAT WERE HERE TONIGHT, 4-ZERO MADE A MOTION TO GIVE WESTREC ONE MORE FULL YEAR AFTER THE MARINA WAS COMPLETELY FUNCTIONING WITH FUEL TO SEE HOW THEY DID AT THAT POINT. BECAUSE WE HAVE NO GOOD DATA.

IT'S OLD AT FOUR YEARS OLD. >> WE DID HAVE SOME GOOD DATA.

THE LAST FULL YEAR OF 2016, THEIR REVENUE WAS 2.2 --

>> IT WASN'T A FULL YEAR BECAUSE THEY WERE CUT OFF IN OCTOBER.

>> OKAY. THE BEST YEAR THEY'VE HAD SINCE THE LAST FIVE YEARS WAS 2014, WHEN THEIR REVENUE WAS

$2,352,000. >> AND THAT'S WITH 70% OF THE

SLIPS FILLED. >> WELL, I DON'T KNOW WHAT IT WAS. GOING TO TELL YOU THE REVENUE IS

THE REVENUE GUYS. >> WE MADE THAT MOTION AND --

>> WELL, ALL WE CAN DO IS RECOMMEND, KEVIN.

>> I UNDERSTAND. I UNDERSTAND.

>> IT WAS AT THE VERY NEXT CITY COMMISSION MEETING THEY DECIDED

TO PUT OUT AN RFP FOR -- >> SO WE DON'T THINK AN RFP

SHOULD HAVE BEEN PUT OUT. >> WELL, WE WERE RECOMMENDING

THAT WESTREC STAY. >> AND SAVE THAT MONEY TO TAXPAYERS AND LET THEM GO. THEY'VE ALREADY MADE IN THE LAST THREE MONTHS THROUGH EVERYTHING, THE WORST THAT THEY'VE BEEN OPEN, THEY ARE NOT EVEN OPEN 100%, THEY ARE ALREADY AVERAGING

$62,000 A MONTH. >> THAT'S GOOD.

>> AND THAT'S WITHOUT FUEL OR ANYTHING ABOUT ELSE.

I BELIEVE THEY'RE GOING TO BE DOING GOOD, THEY HAVE THE MARKETING, THEY HAVE BROUGHT OTHER BIGGER SHIPS FOLKS IN HERE

THAN WE HAVE EVER HAD BEFORE. >> THERE IS ONE THING ABOUT THIS THAT BOTHERS ME. I AGREE I DON'T KNOW WHY THEY DECIDED TO PUT THE RFP OUT, THEY DID.

OKAY. BUT WHAT DISAPPOINTED ME IN THIS BID PROCESS IS THAT WESTREC DID NOT SHARPEN ITS OFFER.

OKAY? WE HAVE -- THEY KNEW A BID WAS ON THE STREET, RIGHT, IT WASN'T A SECRET.

I BELIEVE THE COMMENT I HEARD THEY DIDN'T WANT TO BID AGAINST THEMSELVES, OKAY, THEY SHOULD HAVE SHARPENED THEIR OFFER.

IF YOU LOOK AT THE NUMBERS RIGHT NOW WESTREC IS NOT THE WINNER.

OKAY? >> YOU COULD SAY THAT.

YOU DON'T HAVE ENOUGH DATA. IT'S APPLES AND ORPTION.

>> I HAVE ALL THE DATA THAT'S NEEDED TO MAKE A DECISION.

>> I DISAGREE WITH YOU. >> I'LL BE HEAN TO EXPLAIN TO

YOU WHY I THINK I DO. >> KEVIN CAN I COMMENT?

>> PLEASE. >> JERRY JUST TO GO BACK ON THAT

[02:25:01]

THE LETTER THAT WESTREC WROTE, PART OF THE PACKAGE, IT SAYS REPEATEDLY WE HAVE ASKED THAT THERE ARE SPECIFIC NIENTS SHOULD BE DISCUSSED INSTEAD OF JUST COMING IN AND SAYING WE'LL PAINT THE WHOLE SHIP GRAY, WHY DON'T OYOU TELL US WHAT IT IS YOU THINK WE SHOULD BE LOOKING AT. LET'S SIT DOWN AND HAVE THIS CONVERSATION. INTERESTING THAT WE WERE GIVEN THIS INFORMATION 30 MINUTES BEFORE A PHONE CALL TO DISCUSS THAT VERY TOPIC. KIND OF MADE IT TOUGH TO HAVE THAT CONVERSATION. BUT WE STATED IT IN THE LETTER, JIM FRY STATED IT IN THE LETTER, WE'RE STILL BEHIND IT.

IF THERE'S ANYTHING THE CITY FEELS SHOULD BE ADDRESSED WE WILL CERTAINLY SIT DOWN AND ADDRESS IT.

>> I THINK IT SOUNDS LIKE IT'S GOTTEN BEYOND THAT AT THIS POINT, OBVIOUSLY BECAUSE THE RFP WAS PUT OUT AND BIDS WERE SOLICITED, PEOPLE INVESTED PREPARING A BID.

AND YEAH, THERE IS ENOUGH DATA ACTUALLY IN THE BIDS, I BELIEVE, DO MAKE A DECISION CAN ON -- AT LEAST ON THE NUMBERS.

NOT ON THE QUALITATIVE SIDE OF THINGS NECESSARILY.

BUT CERTAINLY ON THE NUMBERS. THERE'S ENOUGH INFORMATION THERE TO DO ITS. BUT THE STANTEC BID DIDN'T DO IT. BUT I'M SURPRISED THAT WESTREC DIDN'T SHARPEN THEIR NUMBERS. IT REALLY DOESN'T SAY DO YOU WANT TO KEEP THIS JOB OR NOT? THE FACT THAT THEY DIDN'T RESPOND AND SAY, WE CAN REDUCE THIS EXPENSE, WE CAN IMPROVE, IN OTHER WORDS, SHARPEN UP IMHA THEY THINK THEY CAN DO, KIND OF

SENDS A MESSAGE. >> THEY MAY NOT HAVE WANTED TO MOVE FORWARD WITH THIS. IT COULD BE --

>> RIGHT, THAT'S KIND OF THE MESSAGE YOU GET.

>> MY CONCERN IS THAT NOW WE FINALLY GET EVERYTHING UP AND OPERATIONAL AND WIECH GOT A STATE-OF-THE-ART MARINA SITTING HERE IN FRONT OF US. AND WE'RE GOING TO HAVE TO GO THROUGH A TRANSITION PERIOD IF WE HIRE ANOTHER MANAGER.

>> THAT IS A RISK. >> IT IS NO RISK IT'S A --

>> YOU GOT TO ADMIT THERE IS A TREMENDOUS AMOUNT OF LOCAL KNOWLEDGE YOU HAVE GAINED OVER THE LAST TEN YEARS.

YOU GOT A LEARNING CURVE OVER THE NEW GUY.

>> WAIT WAIT WAIT WAIT, THEY HAD A LEARNING CURVE WHEN WESTREC CAME IN. LET'S NOT MAKE IT LIKE WESTREC IS THE ONLY PERSON WHO CAN DO THE JOB.

>> A LOT OOF PEOPLE CAN. >> SECONDARILY, AS A SIDE NOTE, WE SAY WE HAVE THE BIGGEST BOATS HERE, IT IS NOT THE MEASURE.

IT IS IN NUMBER OF BOAT FIGHTS AND DOLLARS YOU'RE BRINGING IN.

IF 250 FOOT SHIP IS IN AND IT LOOKS REALLY GOOD YOU COULD BE TURNING, FOLKS, I DON'T KNOW IF THEY GOT ANY DISCOUNT FOR THE LONG TERM PROBABLY NOT BUT WHEN THE FUEL IS BACK UP AND RUNNING, TO BE HONEST WITH YOU, WOULD I RATHER HAVE A BUNCH OF NIGHTLY TRANSIENTS COMING THROUGH, BUY MORE FUEL THAN ONE BOAT SITTING THERE FOR TWO MONTHS THAT'S JUST GOING TO GET CHARGED ONE THING.

THAT'S SOMETHING. MAYBE WESTREC DIDN'T GET A GREAT OPPORTUNITY TO SHOW THEIR GREAT MARKETING POTENTIAL.

>> IF THEY HAD FUEL THEY WOULD HAVE BOUGHT 30,000 GALLONS

WORTH. >> MAYBE.

>> WE COULD HAVE SOLD IT TO THEM.

>> THAT'S NOT NEITHER HERE NOR THERE.

IF THAT HAPPENED, THAT WOULD HAVE B BEEN GREAT.

I DON'T THINK THERE'S ANYTHING WRONG, WHAT I'M GOING TO SAY, IF WESTREC IS GOING TO DO A GOOD JOB, VERY POSSIBLY COULD OR WOULD, IT NEVER HURTS US TO GO OUT AND SAY LET'S SHARPEN THE PENCIL. BECAUSE TO YOUR POINT WESTREC SHOULD HAVE COME UP WITH MORE NUMBERS THAT COULD PIQUE OUR INTEREST, DON'T GET COMPLACENT WHERE YOU ARE.

GIVE THEM A YEAR THEY'LL HAVE A LOT TO SHOW I BELIEVE IT IS A GOOD THING TO HAVE EXECS. THE NEW MARINA EXCEPT FOR THE FLUMTION YOU'RE SHOWING IT'S NUMBERS YOU'RE SHOWING.

WHETHER IT'S PANDEMIC, HURRICANES, THEIR EXPERIENCE WHATEVER, I THINK WE SHOULD HAVE A ROUTINE REVIEW OF WHOEVER'S THERE. THAT SHOULD BE PART OF A PLAN.

>> SO I THINK -- >> YOU MEAN IT'S GOT TO BE PART

OF A PLAN. >> SO I THINK TONIGHT WE WERE INTRODUCED TO THE MARINA MANAGEMENT ENTITY THAT WILL BE RECOMMENDED BY THE CITY MANAGER, FOR THE CITY COMMISSION TO APPROVE. SO OUR ROLE IN THIS IS ONLY THAT WE GOT DO MEET WITH THEM AND ASK THEM SOME QUESTIONS.

>> I THINK SO, IT APPEARS SOME WAY.

>> I THINK COLEMAN IS ON TO SOMETHING HERE.

MAYBE THE MARINA ADVISORY BOARD, FROM THIS POINT ON, AS SOON AS THEY TAKE CONTROL, THIS NEW MANAGEMENT EVERY 12 MONTHS WE'LL REVISIT THAT AND HAVE SOME KIND OF PROGRAM THAT WE CAN DO THAT.

IF WE WANT X AMOUNT OF INFORMATION FROM THE MARINA

[02:30:01]

MANAGER EVERY YEAR TO MAKE A REPORT SO WE CAN LOOK AND SEE

WHAT THEIR PROGRESS IS. >> EVENTUALLY IT SHOULD GO TO

THE COMOITION. >> IT PROBABLY IS SOMETHING WE SHOW HAVE BEEN DOING FOR A WHILE.

IT'S NOT A BAD THING TO HAVE EVERYTHING IN THE IS UP LIGHT TO

SEE WHAT'S GOING ON. >> IT DIDN'T SAY HOW LONG THE LEASE WAS THAT THEY GRANTED IN THERE.

>> WHAT IS WESTREC? >> FIVE YEARS.

>> THEY ARE YEAR BY YEAR. >> WAS WITH IT ORIGINALLY YEAR

BY YEAR? >> ORIGINALLY IT WAS THREE YEARS PLUS ONE PLUS ONE. WE WERE INTO ABOUT THE FOURTH YEAR THAT IT WAS RENEGOTIATED THAT WE REDUCED THAT.

>> I COULDN'T FIND THAT WHEN I WAS LOOKING THAT UP.

>> ANOTHER YEAR TO YEAR. >> REALLY WE DON'T HAVE MUCH THAT WE CAN MAKE A DECISION ON TONIGHT.

NOW WE UNDERSTAND WHAT WE SAW TONIGHT.

I'M SORRY I DIDN'T -- I WASN'T AWARE THAT --

>> IN NOT YOUR FAULT. >> THAT THIS WAS BEING PRESENTED

AS -- >> THE PACKAGE THAT WE GOT THAT STANTEC -- THE PACKAGE BASICALLY SAID THE WINNER IS --

>> THAT'S RIGHT. YES IT DID SAY THAT.

>> AND SO WHEN THEY APPEARED TONIGHT, AND I THOUGHT I SORT OF SAT HERE AND SAID OH, OKAY, WE'RE GOING TO GET A CHANCE TO HEAR FROM THE WINNER. I MEAN AND WE DID.

>> WE DID. SO LET'S MOVE ALONG.

THAT WOULD COMPLETE OUR OLD BUSINESS.

[Item 7.1]

NEW BUSINESS, JOE DID YOU BRING THIS UP? MEMBER TERMS, JANUARY 1ST TO DECEMBER 31ST?

>> I ADDED THAT TO THE AGENDA BECAUSE IT CAKE UP FROM THE CLERK'S'S OFFICE THAT ALL BOARD MEMBERS WILL WORK FROM A JANUARY 1ST TO DECEMBER 31ST TERM. IF YOU OAR MEMBER THEN IT WILL BE CONTINUED UNTIL DECEMBER 31ST, NOT OCTOBER THIS BOARD SEPTEMBER FOR THIS AND JANUARY FOR THAT ONE.

>> ALL BOARDS ARE GOING TO BE -- THAT'S THE TIME FRAME.

ALL RIGHT, I DON'T KNOW IF WE NEED ANY DISCUSSION ON THAT.

>> NO. >> THANKFULLY NO.

[Item 7.2 (Part 2 of 2)]

MARINA MANAGEMENT BIDS. >> I HAVE ONE QUICK POINT.

WHAT WAS VERY IMPRESSIVE ABOUT THEIR PRESENTATION IS THE FACTSD FACTTHAT THEY COME FROM A HOSPITALITY BACKGROUND.

AND THE NOTION THAT IS GOING TO BE A POWERFUL TOOL THAT THEY ARE FINALLY AWARDED THE CONTRACT, ASSUMING THEY ARE.

THAT ABILITY TO BRING A LOT OF THE HOSPITALITY IS TECHNIQUES AS TO HOW TO TREATY A CUSTOMER AND A GUEST, AS TO WHAT HAPPENS OUT THERE ON THE DOCKS, I THINK WE WILL FIND THAT TO BE VERY

VALUABLE. >> ESPECIALLY WORKING WITH TDC

POSSIBLY. >> THEY KNOW, I THINK BRIAN SAYS HE SITS ON THE BOARD IN BALTIMORE.

TDC BOARD. >> ONE SAT ON ONE IN WEST PALM.

>> THAT'S IMPORTANT. >> I WAS IMPRESSED BY THAT.

>> IF THEY ARE THE AWARDEE I THINK WE HAVE REASON FOR HOPE AND OPTIMISM THAT THIS NEW MANAGEMENT ATTEM TEAM WILL HAVED

[Item 8]

REPORTS. >> MARINA MANAGEMENT REPORT.

>> FIRST ONE NORTH 2 AND NORTH 3 STATUS.

THE CONTRACTS, BE THAT DID GO OUT THAT WAS AWARDED OR WILL BE AWARDED TO CDW CONSTRUCTION OUT OF GEORGIA.

THEY ARE THE ONES THAT DID THE REPAIRS TO.

>> IT WAS AWARDED, OKAY. >> IT HAS BEEN AWARDED TO THAT GROUP. THEY ARE THE ONES THAT ORIGINALLY DO THE REBUILD ON THE FUEL DOCK BEFORE IT WAS HALTED AND ALSO DID THE REBUILD ON DOCK 4 BECAUSE OF THE UNEVENNESS AND

ALSO DID THE REBUILD FOR DOCK 5. >> SO WE KNOW WHO THEY ARE.

>> LAST I HEARD, THEIR SCHEDULE IS GOING TO PERMIT THEM TO COME

IN IN AUGUST. >> NEXT MONTH, WHAT KATHY SAID,

THAT STUFF WOULD TAKE 30 DAYS. >> SHE DIDN'T THINK IT WOULD BE

A MONTH. >> AND END OF JULY BEGINNING OF AUGUST THEY SHOULD BE IN. THE MOORING FIELD UPDATE, WE HAVE REPLACED ANY OR ALL OF THE BALLS WE CAN.

WE NOW HAVE NINE OF THEM AND WE HAVE LOCATED A 10TH, TEN BALLS, ALL OF THE BALLS WERE EITHER REFURBISHED OR REFILLED.

THE MOORINGS FIELD IS AFFILIATION PRACTICALLY EVERY NIGHT AS THE MOST OOF THE PLANE HAD.

OF THE MARINA.THERE WAS AN OIL T REQUIRED US TO BRING IN ENVIRONMENTAL. IT WAS THE PERFECT TIME TO REDO THE CONTRACT WITH THEM FOR MARINA, UNDER THE NEW TERMS THEY

[02:35:04]

IN. EVERYONE AGREED TO THOSE AND ALSO THE OIL DISCHARGE PLAN. IT GAVE US AN FUND TO UPDATE IT REVIEW IT. THOSE CHANGES ARE IN PLACE AS WE SPEAK. 8.6 IS THE PRECISION TANK TIGHTNESS TESTING. I HAD REQUESTED A COMPANY TO DO THE PRECISION TANK TIGHTNESS TESTING BUT THEN WAS TOLD THAT WOULD BE PART OF THE FUELING SYSTEM'S BRINGING IT ON BOARD SO THERE WAS NO REASON TO DO IT TWICE SO WE'LL LET IT BE PART OF THE FUEL COMING BACK INTO PLACE. THE MARINA MAINTENANCE UPSTAIRS, THINGS WE'VE BEEN DOING WITH THAT, THESE ARE LITTLE THINGS.

YOU HAVE SEEN THESE PICTURES, WHEN WE FIRST GOT THEM THEY WERE REALLY NICE, LET'S SEE IF I CAN GET IT TO THE OTHER SCREEN.

THIS IS AN EXAMPLE WHEN IT CLEAR UP HOW ROUGH THE WATER WAS ON THE OUTSIDE AND HOW NICE IT WAS ON THE INSIDE.

SECOND AERIAL OF IT. JUST SHOWING THAT THERE WERE SOME REPAIRS IN THERE, SOME THINGS WERE BEING DONE, INSTALLED DO COVER UP THE UGLY PIPES, THE CITY TODAY THAT, THE PAINTING JOB WE WERE ASKED TO DO, THE CITY STEPPED IN THEY PAINTED THE WOODEN PART AND WE JUST THIS PAST WEEK COMPLETED THIS END DOWN HERE. WE HAVE THE PAINT AND SUPPLIES TO GO BACK AROUND ONE SIDE OF BRETT'S AND THE OTHER SIDE OF BRETT'S AND THAT WILL BE DONE. IT WAS BEING DIFFICULT FOR US TO BE IN THE WELCOME CENTER AND IN THE BOATERS LOUNGE AND THE CHECK IN AREA, PEOPLE WERE GETTING CONFUSED WHERE TO GO.

WHEN YOU COME OFF OF A DOCK YOU IMMEDIATELY GET POINTED TO THE PLACE WHERE YOU'RE SUPPOSED TO BE GOING.

HERE AT BOATER CENTRAL WE CALL IT, DOCK 2 OR DOCK 1, 2, AND 3, ALL CONVERGED THERE ON THAT SIDE OF BRETT'S.

WE WENT AHEAD AND PUT A LOT OF SIGNAGE UP THERE POINTING PEOPLE IN THE RIGHT DIRECTION. I'M SORRY, Y'ALL CAN'T SEE THAT, SO THEY WOULD BE COMING IN AND LING IN THE RIGHT DIRECTION.

AGAIN, AS THEY'RE WALKING DOWN THE WAY THEY KEEP GETTING TOLGD GO THIS WAY, GO THIS WAY SO WE WOULD WITH KEEP THEM OUT.

ONCE THEY GET THERE, WHERE ARE THEY GOING TO GO? WHERE IS THE DOCK MASTER, HOW DO WE GET TO HIM? THERE HE IS. SINCE WE TOOK THIS PICTURE, THAT CAN BUILDING HAS BEEN REPAINTED AND WE HAVE IMPLEMENTED A STORE INSIDE OF IT. WITH THE DOCK MASTER, ANOTHER SHOT, IT TURNS OUT TO BE A NICE COLOR, LOOK AT BRETT'S AND IT'S VERY SIMILAR TO THE COLOR SCHEME THEY HAVE FOR BOTH OF THOSE.

AT THE TIME IT WAS FLIES FOR THE BOATERS TO KNOW WHERE IT IS.

WE MADE SURE THEY KNEW WHERE THE BOATERS LOUNGE WAS, AND WE WERE TOLD TO KEEP IT LOCKED BECAUSE OF COVID.

INSIDE THE BOAT OARS LOUNGE WHEN THEY DO GET AN OPPORTUNITY TO COME BACK, WE HAVE ALREADY OUTFITTED IT, BACK WALL, THAT YOU CAN'T SEE, A COMPUTER STATION AND A TV THAT'S TUNED TO THE WEATHER STATION AT ALL TIMES.

THE QUESTION WAS ASKED OF US, WHEN SOME OF THIS STUFF WAS GOING TO BE TAKEN. SO THE CITY MANAGER HAD MADE THESE REPORTS, THAT THE -- WHERE ARE WE AT? REQUEST FOR NORTHERN ATTENUATOR SECTIONS HAVE BEEN DELIVERED.

ONCE AGAIN THESE ARE DATED STUFF, THEY HAVE BEEN INSTALLED, DID TESTING, EVERYTHING IS GOING WELL WITH THAT PART OF IT.

INVITATION TO BID FOR THE NORTH DOCK REPAIRS, ALL OF THAT IS ALREADY BEHIND US. AND LET ME SEE IF I CAN THIS IS WHAT WE WERE GOING TO COULD DO L WE DECIDED WE WEREN'T GOING TO DO IT. THAT'S ABOUT IT.

WHAT THIS MEETING DID FOR ME WAS GAVE ME AN ABILITY TO PUT A CLOSURE ON QUITE A FEW OF THESE THINGS WE'VE BEEN HAVING FLOATING AROUND HERE. DID YOU HAVEN'T BEEN TO THE MARINA, ONE WHO DOESN'T GO THERE FREQUENTLY, I KNOW THERE ARE A LOT OF PEOPLE IN THIS ROOM THAT DO, I WOULD STRONGLY RECOMMEND, WALK AROUND, THINK WHAT YOU THINK ABOUT IT, SEE WHAT'S RIGHT, WHAT'S WRONG, I HEARD SOME THINGS THAT OASIS SAID TODAY THAT STRUCK HOME, I ALSO HEARD A DIFFERENCE OF OPINION AT THE TIME YOU DO OIT, BUT IT'S COMING TOGETHER VERY WELL.

THE FUEL DOCK AS WE KNOW IS GOING TO BE COMPLETED BY THE END OF JULY IS WHAT EVERYONE IS HOPING FOR.

I THINK THAT'S A REALISTIC GOAL BARRING ANY EQUIPMENT FAILURE THAT NO ONE WAS ABLE TO PREDICT. THAT'S THE ONE THING TO KEEP IN MIND HERE THAT IT MAY BE READY BUT UNTIL IT'S ACTUALLY PUMPING FUEL THAT'S THE DAY THE FUEL DOCK WILL BE OFTEN IS WHEN THEY'RE ACTUALLY PUMPING FUEL. THERE WAS A PROBLEM JUST SO THAT YOU KNOW HERE DOWN ON THE DINGHY DOCK ITSELF, WHERE THERE WAS

[02:40:02]

A -- I WON'T SAY A CUT LINE BUT A SPRINKLE COMING OUT OF ONE OF THE WATER LINES THERE THAT FEEDS THAT PART OF THE DOCK.

AND IT WAS MORE THAN WHAT WE COULD DO, MORE THAN WHAT THE CITY COULD DO. BUT I DID GET IN TOUCH WITH THE PEOPLE WHO ARE DOING MARINA UTILITIES, ASKED THEM TO COULD GO AHEAD AND BRING UP WHAT WAS NEEDED SO THAT WE DON'T HAVE TO TURN THE WATER ON AND OFF, ON AND OFF AT THE TOP OF THE DOCK.

SO THAT'S COMING ALONG. >> THANK YOU.

>> YOU'RE WELCOME SCOTT. >> IT'S A PRETTY PICTURE.

>> AND THAT'S IT. WE'RE DOING AS MUCH AS WE CAN, AS OFTEN AS WE CAN, THE BUSINESS IS GETTING BETTER, IT SLOWED DOWN, WE DIDN'T HAVE FUEL SO WE BROUGHT IN A 100 FOOT BOAT, 175 FOOT BOAT, 245, 248 FOOT BOAT THAT DIDN'T TAKE FUEL, THEN NO ONE ELSE WAS GOING TO TAKE FUEL THERE, THE BIG BOAT THAT WAS

THERE, BELLA -- >> VITA.

>> THANK YOU. THEY DID LEAVE TODAY, THEY HAD TO GO MAKE A SCHEDULED STOP IN THE CAYMAN ISLANDS.

INTERTHAT'S TOO DARN BAD ISN'T IT?

THEY HAD TO LEAVE THE STATE. >> ALL I KNOW IS THEY DEPARTED.

THEY WILL BE RETURNING SHORTLY. >> COLEMAN HAD A QUESTION.

>> I DON'T KNOW IF IT IS MAINTENANCE PER SE, FIGURED I WOULD JUMP IN ANYWAY, IF IT'S COMMENTS.

ALL THE RECYCLE BINS HAVE BEEN REMOVED.

>> YES THEY HAVE. CHOCK ABLOCK FULL.

I'LL TELL YOU MY PERSONAL OPINION AND THEN THE REASON AFTERWARDS. I'M A BIG PROPONENT OF RECYCLING SO I HOPE THAT THAT IS JUST A TEMPORARY MEASURE BECAUSE I'M CARRYING RECYCLES HOME FROM MY CHARTERS TO MY HOME.

AND I KNOW THEY'RE USING THEM BECAUSE THOSE THINGS ARE FULL THERE. SO I WAS WONDERING IF YOU COULD

ENLIGHTEN ME ON THAT. >> I WILL.

SEEMS THAT THERE WAS A SITUATION IN THE CITY NOT JUST THE MARINA WHERE THE RECYCLE BINS WERE BEING CONTAMINATED WITH REGULAR GARBAGE. WHEN THE PERSON DID IT PROPERLY SOMEONE WOULD DROP A HAMBURGER IN THERE OR WHATEVER.

AND THEN THE WHOLE THING ENDED UP BEING TRASH.

WE WERE ASKED BY THE CITY TO REMOVE ALL OF OUR TOTES, WHICH WE DID, TO JUST HAVE EVERYTHING GO INTO TRASH.

WE ALSO WORKED WITH THE CITY SO NOW THEY'RE ACTUALLY DOING THE STREET SIDE PICKUP SO DUMPSTERS, OUR DUMPSTER DOESN'T GET FILLED SO GAS BECAUSE THEY ARE DOING A GOOD JOB PICKING THEM UP.

THE PROBLEM WE RAN INTO THOUGH WE EMPTIED ALL THE RECYCLE BINS AND HID THEM. DARN IT IF THOSE BUGGERS DIDN'T FIND THEM. NOW THEY ARE TRYING TO COME IN THIS WEEK TO PICK UP ALL THE TOTES.

THE RECYCLE PROGRAM HAS ENDED AND IT WILL ALL GO INTO THE

GARBAGE CANS. >> CAN WE OFFER A SUGGESTION, WE KNOW WHAT THE YELLOW TOP MEANS BUT ALL THE VISITORS DON'T KNOW.

COULDN'T WE MAYBE THINK ABOUT MAYBE EDUCATION AND ACTUALLY SAY RECYCLES MAYBE A LITTLE MORE? I UNDERSTAND THAT BROB AND I GET IT. I'VE SEEN FISH STUFF GO IN THERE AND EVERYTHING ELSE. BUT I HATE TO JUST THROW THE, WHATEVER, I JUST HOPE THAT WE COULD DO A LIMB BETTER SIGNAGE GIVE IT ANOTHER TRY. THIS IS CITYWIDE, WE'RE NOT --

>> I CAN'T SPEAK FOR THEM. >> DO YOU GUYS KNOW THE CITY ANYMORE? I DON'T KNOW HOW YOU GUYS FEEL, I JUST THINK WE GOT TO DO BETTER THAN THAT.

I UNDERSTAND THE PROBLEM, DON'T GET ME WRONG I'VE BEEN IN YOUR SHOES I GET IT. YOU KNOW? WE NIGHT TO BE A LEADER. LET ME ASK FROM THE CLEAN MARINA STANDPOINT AREN'T WE MEANT TO BEING DOING RECYCLING?

>> YES. >> I'M GLAD YOU COMMISSIONERS WERE HERE JUST FOR THIS PART OF THE CONVERSATION.

>> JUST SO YOU KNOW COLEMAN, WHEN THIS STORY CAME UP, I MADE THE PAGE 2 BOTH THE DUMP PEOPLE AND TO THE CITY.

YOU DON'T COMPREHEND HOW IMPORTANT RECYCLING IS FOR PEOPLE WHO GO OUT ON FRESH WATER LOVE TO CHASE THE SUNSET AND TO COME IN AND THROW THEIR STUFF AWAY.

WE HAVE ALWAYS HAD PEOPLE WALKING AROUND LOOKING FOR A RECYCLE BIN. THIS IS ONE OF THE ONES WHERE A DECISION WAS MADE. AND I WAS ASKED TO --

>> I UNDERSTAND, PLEASE DON'T THINK I'M SHOOTING THE MESSENGER, I THINK THIS BOARD OUGHT TO THINK ABOUT THIS, YOU MAY HATE RECYCLING, I DON'T KNOW, BUT WE HAVE AN OBLIGATION THROUGH CLEAN MARINA, WE OUGHT TO BE A LEADER AND NOT BE -- YOU KNOW. SO.

>> ON THE TRASH PICKUP SO THEY'RE PICKING UP JUST LIKE THEY DO THE CITY. PICKING UP ON TUESDAY AND

FRIDAY? >> CORRECT.

ACTUALLY, NO, WHAT THEY'RE DOING WITH US BECAUSE WE ARE 90 CONSIDERED PART OF THE DOWNTOWN LOOP.

IF THERE ARE CANS IN THE MORNING THEY WILL DUMP THEM FIVE DAYS A

[02:45:01]

WEEK. >> OKAY, AS YOUR GUYS EMPTY THEM

IF THEY GET FULL IN AGAIN? >> YES, AND THE WEEKEND HAS BEEN THE HARDEST PART FOR THEM SIMPLY BECAUSE OF THE INCREASED TRAFFIC THAT WE GO TO THE DUMPSTER AND WE FIND THINGS LIKE BOOKSHELVES AND BEDS AND THINGS LIKE THAT IN OUR DUMPSTERS.

>> IF IT IS FULL THEY WILL GO EMPTY AND BRING IT BACK SO WE ARE NOT LOOKING AT A FULL TRASH CAN.

>> I TELL THIS TO EVERYONE, IF YOU SEE IT TELL US.

IT WAS POINTED OUT TODAY THAT ONE OF THE DOCKS WAS LEFT WITHOUT A TRASH CAN. I'M AWARE OF THAT.

I'LL MAKE SURE ONE IS DOWN THERE FOR A WHILE BUT YES POINT THAT STUFF OUT TO US BECAUSE THAT'S ONE OF THOSE GROUP THINGS ALL PULLING IN THE SAME DIRECTION. YOU DON'T WANT TO SEE THE GARBAGE ANY MORE THAN YOUR CUSTOMERS WANT TO SEE IT.

>> THANK YOU JOE. WELL, IT'S GETTING LATE.

SO DOES ANYONE HAVE ANY COMMENTS THAT THEY NEED TO EXPRESS BEFORE

WE -- ANYBODY? >> I'LL MAKE A MOTION WE

ADJOURN. >> HANG ON.

[Items 10 & 11]

WE WANT TO DO THE NEXT MEETING IS JULY THE 27TH.

WE'LL MAKE SURE THAT'S ALL GOOD WITH EVERYONE.

AND IF THAT'S OKAY? >> YES, THAT'S --

>> MOTION TO ADJOURN THEN WE WILL ADJOURN.

>> THANK YOU, APPRECIATE IT. >> IT WAS NICE T
