HE WAS DIRECTLY INVOLVED WITH NUMEROUS LOCAL ACTIVITIES AND PROJECTS WHICH MADE OUR COMMUNITY A FAR BETTER PLACE TO LIVE AND WORK. HE FOUNDED ADULT BIKES A LOCAL FERNANDINA BEACH PROGRAM TO RECYCLE BIKES AND PUT THEM IN THE HANDS OF INDIVIDUALS WHO NEEDED THEM FOR TRANSPORTATION. HIS PROGRAM RESULTED IN THE DONATION, REPAIR, DISTRIBUTION OF MORE THAN 350 BICYCLES TO LOCAL NEEDY INDIVIDUALS. PHIL WORKED WITH THE CITY OF FERNANDINA AND THE NATIONAL PARK SYSTEM AND KEVIN MCCARTHY TO RE-ESTABLISH THE WATER TAXI SERVICES BETWEEN THE TWO CITIES. A SERVICE WE HOPE WILL SOON BEGIN AGAIN. FINALLY, WITH BILL MOORE HE [00:10:09] FOUNDED THE NONPROFIT ORGANIZATION FRIENDS OF MELIANO'S TRAIL WHICH HAS BEEN HELPED THE PROJECT MANAGER. AND PLANNING A NEW TRAIL WHICH WILL BE DISCUSSED TONIGHT, THE SCHOOLS TO DOWNTOWN WATERFRONT. HIS WORK ON THE TRAIL HAS LED HIM TO BE AN ABOUT TEUFRB SUPPORTER. ONE OF THE REASONS WE HAVE ALL THE TRAILS ON THIS ISLAND IS DIRECTLY BECAUSE OF PHIL SCANLON. HE IS A RETIRED AT&T EXECUTIVE. HE RAN CITY COMMISSION. HE WAS ACTIVE IN LOCAL COMMUNITY PROJECTS. FOR US, TRAILS WERE KIND OF AN EPITOME OF THAT WORK, BECAUSE WE SEE THE INSTANT IMPACT ON PEOPLE'S LIVES THE DAY THE TRAIL OPENS AND THE CONTINUATION OF THAT. AS THE WEBSITE SAYS, TRAILS PROVIDE RECREATION, TRANSPORTATION, ENVIRONMENTAL BENEFITS THAT COLLECTIVELY CONTRIBUTE TO THE OVERALL ENHANCED QUALITY OF LIFE IN COMMUNITIES. THIS PROJECT CAME ABOUT AS A RESULT OF WORK RELATED TO YOUR MASTER RECREATION PLAN UPDATE WHEN YOUR CITIZENS SPECIFICALLY REQUESTED A LINK BETWEEN SCHOOLS AND YOUR DOWNTOWN WATERFRONT. SOME ADDITIONAL GOALS FOR THE PROJECT INCLUDED COMPLIANCE WITH FDOT, SO THAT THE PROJECT WOULD BE ELIGIBLE FOR SUN TRAIL AND OTHER GRANTS, AS WELL AS DESIGNED TO MAINTAIN GREEN SPACE. QUICK OVERVIEW OF THE ROUTE. THE TRAIL WAS COMPLETED, WILL PROVIDE A SAFE MEANS OF TRAVEL, TEN FOOT WIDE MIXED RECREATION TRAIL LINKING SEVERAL KEY LOCATIONS ON THE TRAIL MAP ALONG HICKORY WEST, CROSSING TO POTENTIAL FUTURE MICROBREWERY ON THIRD, PAST SOME OF YOUR CULTURAL MUSEUMS AND THEATER ORGANIZATIONS AND INTO THE DOWNTOWN. THE TRAIL -- GO TO THE NEXT ONE. WHAT WILL THE TRAIL LOOK LIKE? IT'S IMPORTANT THAT IT WILL BE A MULTIUSE TRAIL ALLOWING THE MAJORITY OF ITS LANDSCAPE BUFFER, MINIMUM FIVE FEET WIDE THROUGH THE STREET SCAPE. SOME KEY AREAS POTENTIALLY AROUND LOUISIANA AS WE APPROACH DOWNTOWN HAVE SOME ADDITIONALAL AMENITIES SPECIFICALLY SIGNAGE, SPECIAL PAVING. [00:15:03] OUR PROCESS FOR THIS PROJECT WOULD BE DONE IN OCTOBER WITH THE AMELIA AISLE TRAIL AS WELL AS YOUR CITY. WE MET YOUR TEAM HERE. HAD ALREADY SPENT A LOT OF WORK ON THE GROUND TALKING TO THE COMMUNITY MEMBERS, REVIEWING TRAIL OPTIONS. THE FIRST THING YOU DO WAS LOOK AT A TRAIL. OVER THE NEXT COUPLE OF MONTHS WE TWEAKED THAT AND MADE ADJUSTMENTS BASED ON INPUT WITH CITY STAFF, BOTH THAT WERE ON THE PROJECT AND OTHERS HAD DIFFERENT INPUT SO WE COULD COME TO WHAT WAS THE BEST ROUTE PROPOSED. THAT WORK CULMINATED IN A PUBLIC MEETING IN JANUARY. WE HAD GREAT ATTENDANCE. ALL YOUR STAFF WERE THERE. 50 PEOPLE OR MORE ATTENDED. GREAT FEED BACK FROM PEOPLE. LOTS OF SUPPORT. SOME CONCERN OF OTHERS. POSITIVE FEED BACK ON THE TRAIL. SO WITH THAT, I'M GOING TO LET ADAM DO A LITTLE MORE DETAIL ABOUT THE TRAIL. >> GOOD EVENING. SO, THE TRAIL ITSELF STARTS -- THE TRAIL STARTS AT THE INTERSECTION OF HICKORY AND CITRONA. THERE ARE TRAILS THAT CONNECT TO THE SCHOOLS THERE, AS WELL AS THE GREEN WAY IS RIGHT ON THE OTHER SIDE OF HICKORY. IT'S A GREAT PLACE TO START. THE TRAIL WILL THEN CONTINUE WEST ALONG HICKORY PASSING BY BALL FIELDS. THE REASON WE'RE HAVING IT PASS THERE IS ON THE NORTH SIDE OF HICKORY THERE ARE POWER LINES. IT ALSO PROVIDES A CONNECTION TO THE AMENITIES THAT ARE EVOLVING. PEOPLE DURING THE DAY IF THEY'RE NOT AT SCHOOL HAVE A SAFE WAY TO ACCESS THOSE AMENITY FIELDS. AT 15TH STREET, WE WOULD THEN HAVE A CROSSING TO THE NORTH SIDE OF CHEER. THAT'S WHERE THE POWER LINES CROSS TO THE SOUTH SIDE OF HICKORY. CONTINUING ALONG HICKORY, WE WOULD GO WEST UNTIL WE REACH 11TH STREET. AT 11TH STREET, YOU WOULD CROSS AND THEN HIT NORTH. PART OF THE REASON WE'RE CROSSING 11TH STREET IS BECAUSE, AGAIN, THERE ARE LARGE POWER STRUCTURES ON THE EAST SIDE OF 11. AT THE TECH CENTER THIS WOULD PROVIDE ACCESS AND A SAFE WAY TO TRAVEL FROM ANY POINT ON THIS TRAIL TO THE FIELD AND CENTER. BOTH ARE COMMUNITY ASSETS THAT BENEFIT THE PEOPLE OF THIS ISLAND GREATLY. WE WOULD THEN CROSS EIGHTH. THIS IS A PARTICULARLY DANGEROUS SITUATION LOCATION PARTLY BECAUSE THERE ARE LOGGING TRUCKS THAT COME AND TAKE STUFF TO THE MILL DOWN THE WAY. EIGHTH WAS CHALLENGING BECAUSE THERE ARE ONLY TWO POINTS WHERE THE TRAIL COULD POTENTIALLY CROSS, JUST DUE TO WHERE THEY ARE. THE ISSUE WITH BEACH STREET, WHICH WAS ANOTHER OPTION WE LOOKED AT, HAD TO DO WITH KIND OF RIGHT OF WAY. SO THERE WAS NO PLACE TO BUILD A TRAIL THERE DUE TO THE STRUCTURES. SO WE REALLY WERE LEFT WITH THIS AS THE ONLY MEANINGFUL, OR LOGICAL OPTION. CONTINUING DOWN GUN, WE WOULD TAKE IT TO THIRD AT WHICH POINT WE WOULD PASS BY THE ALLEGIENT BUILDING. IT ALSO ALLOWS US TO MITIGATE SOME INFRASTRUCTURE ISSUES, REPAIRING CULVERT, PART OF WHICH WOULD BE INCLUDED IN THE CITY'S PORTION OF THE TRAIL PROJECT. WE WOULD CONTINUE ALONG THIRD NORTH. DURING THE MEETING THERE WAS SOME COMMUNITY ISSUES ABOUT THIRD. PART OF THE GREAT THING ABOUT A TRAIL IS IT GETS PEOPLE OUT MOVING. SO WHEN THERE ARE PEOPLE POSSIBLY NEXT TO THE ROAD, PEOPLE ARE LESS LIKELY TO SPEED THROUGH IT. YOU HAVE COMMUNITY INVOLVEMENT, HELPING MITIGATE SAFETY CONCERNS. THE TRAIL THEN CONTINUES ALL THE WAY NORTH ALONG THIRD PAST THE THEATER AND THE MUSEUM AND UP UNTIL BEACH STREET. BEACH STREET WE'RE DOING SOMETHING A LITTLE BIT DIFFERENT. IT'S A MIXED USE RECREATION TRAIL SO WE HAVE TO COUNT FOR PEDESTRIANS. WITH ALL THE RECENT DEVELOPMENT HERE, THERE ARE A LOT OF SIDEWALKS EXISTING. WE DON'T NECESSARILY WANT THOSE BIKERS ON THE SIDEWALKS WITH PEOPLE WALKING AROUND THE DOWNTOWN AREA SO WE'RE PROPOSING A PAVED PARKING ON THE STREET THAT DESIGNATES DRIVERS, LETS THEM KNOW THIS ROAD IS FOR BOTH VEHICLE AND CYCLIST USE. IT WOULD CON HERE DOWN SECOND. IT WOULD CONNECT DIRECTLY TO THE DOWNTOWN MARINA AREA AND THE [00:20:06] FUTURE WATERFRONT TRAIL THAT'S BEING PROPOSED. AND THIS IS JUST SOME SECTIONS WE DID ALONG THE BALL PARK, GIVE YOU AN IDEA THAT YOU HAVE THE ROAD, SMALL BUFFER, YOUR MULTIUSE TRAIL. THEN THERE'S THE ATTENTION TO BALL PARK ON THE RIGHT. AND THEN HERE WOULD BE A LOT OF THE RAIL YARD ON THIRD. WE HAVE A PLANTED BUFFER WHICH MEANS THE TRAIL AND THE ROAD WAY. AND THEN A PLANTING BETWEEN THE TRAIL AND THE RAIL YARD ON THE LEFT. WITH THAT, I WILL HAND IT BACK OFF TO SALLY. >> SO AS PART OF OUR WORK, WE WERE ASKED TO IDENTIFY CHALLENGES AND PROPOSED SOLUTIONS. WE CAME UP WITH TEN IN ORDER OF PRIORITY MOST IMPORTANCE TO LEAST. YOU'LL NOTE, HALF OF THESE WOULD BE CHALLENGES ON ANY PUBLIC DESIGN AND CONSTRUCTION PROJECT. WE THOUGHT THE GRASS AND THE PLANTING, IT WOULD BE GOOD TO IDENTIFY THEM ALL. THE PRIMARY ONE WE IDENTIFIED, THIS IS DUE TO THE FACT THAT WE DID NOT HAVE A SURVEY. THIS IS RIGHT OF WAY CONFLICT. SO REALLY UNDERSTANDING WHERE THAT RIGHT OF WAY IS AND HOW MUCH SPACE IS NEEDED. TRAIL NEEDS TO BE A MINIMUM OF TEN FEET. WE ESTIMATED 12 TO 20 FEET THROUGH THE TRAIL AND COMING IN ON THAT IS AN IMPORTANT NEXT STEP. FDOT DOES ALLOW FOR TEN FEET IN SOME AREAS. UTILITY LOCATION WOULD BE THE SECOND. WE ARE AVOIDING MANY ABOVE GROUND UTILITIES. THERE WILL BE UNDER GROUND UTILITY RELOCATION THAT WILL HAVE TO BE DONE ACCORDING TO THE PROJECT. COST. WE DID A DETAILED COST ANALYSIS WITH THIS, CAME UP WITH THE NUMBER OF $2.3 MILLION FOR THE ENTIRE TRAIL. THAT INCLUDES MULTIPLE CONTINGENCIES, ESCALATION, PRETTY MUCH EVERYTHING THAT WE COULD THINK OF. FULL UTILITY RELOCATION, EVEN THOUGH YOUR STAFF BELIEVED THAT SOME OF THAT WOULD NOT BE NECESSARY, BUT AT THIS POINT WE WANTED TO BE SAFE IN PLANNING. RIGHT OF WAY USE. THERE ARE A COUPLE OF CONDITIONS WHERE WE HAVE PEOPLE WHO USE THE RIGHT OF WAY FOR PARKING THE VEHICLES. PART OF THE OUTREACH WORK WOULD BE WORKING WITH THOSE PEOPLE AND FINDING ANOTHER SOLUTION FOR THAT. NEIGHBORHOOD EMBODIMENT. USUALLY ON MOST PRODUCTS YOU KNOW THE NEIGHBORHOOD BUY IN WOULD BE USUALLY THE NUMBER ONE ISSUE TO DEAL WITH. WE ARE SO FORTUNATE TO HAVE YOUR STAFF HERE WHO HAVE BEEN ADVOCATING ON THE GROUND, IN THE NEIGHBORHOOD. 40 PEOPLE ALONG THE WAY GETTING INITIAL REACTION TO THIS.
