WE VERY MUCH APPRECIATE HIS PRESENCE IF HE IS INDEED THERE. THIS IS SOMETHING THAT WE DID DO LAST YEAR. THE REVIEW OF THE CIP IS IMPORTANT.

IT DOES REPRESENT ONE WAY THAT THE CITY PLAN IS IMPLEMENTED IN THE COMMUNITY.

WITH THAT, BEFORE WE OPEN IT UP FOR BOARD COMMENTS, I WOULD LIKE TO MAKE A COUPLE OF COMMENTS MYSELF. ONE IS THAT IT SEEMS TO ME THAT ONE WAY FOR US -- IF THERE ARE COMMENTS, OR SUGGESTIONS FROM THE BOARD, ONE WAY TO EXPRESS THAT WOULD BE TO SEND A LETTER TO THE COMMISSION. IF THERE IS A NEED TO DO THAT, THAT WOULD BE MY SUGGESTION IS A WAY TO DO IT. SO WE WILL KIND OF SEE HOW THE CONVERSATION GOES.

>> SURE. THIS EVENING, YOU ARE TAKING A LOOK AT THE CAPITAL IMPROVEMENTS ELEMENT AND THE CIP PLAN ITSELF. THIS IS DIRECTED THROUGH THE COMPREHENSIVE PLAN.

A GENERAL POLICY STATEMENT WHICH PEAKS TO PLANNING REVIEW OCCURRING WITH THE ANNUAL CIP.

AS CHAIR CLARK HAS POINTED OUT. THIS IS THE SECOND TIME THIS BOARD HAS TAKEN A LOOK AT THIS ITEM ON THE SECOND YEAR IN A ROW. THE PURPOSE OF THIS REVIEW IS TO ALLOW FOR THIS BOARD, AS OF A PLANNING AGENCY TO PROVIDE ANY INPUT, OR COMMENTS THAT THE COMMISSION MAY WISH TO CONSIDER AS PART OF THE DECISION-MAKING THAT THEY HANDLE GOING THROUGH THE FINALIZATION OF THE CAPITAL IMPROVEMENT PLANNING PROCESS. THE CAPITAL IMPROVEMENT PLANNING PROCESS STARTED EARLY THIS YEAR. I WILL LET CITY MANAGER MARTIN, SPEAK TO THAT, AND WHAT THAT INVOLVES. AS YOU ARE LOOKING THROUGH THE CIP, YOU WILL SEE A SERIES OF JUSTIFICATION STATEMENTS AS WELL AS THE TABLE, INCLUDING THE CIP WHICH PROVIDES A DIRECT LINKAGE TO THE PRIORITIES THAT ARE OUTLINED WITHIN THE COMPREHENSIVE PLAN EACH DIRECTOR WHO IS PREPARING THE JUSTIFICATION AND THE PROJECT DETAILS FOR EACH LISTED PROJECT DOES PROVIDE A CORRELATION BACK TO THE APPLICABLE POLICY STATEMENTS AND FALLS ON THE COPPER HAS A PLAN. YOU WILL BE ABLE TO SEE THAT AS PART OF YOUR REVIEWS.

WITH THE, I WILL TURN IT OVER TO MR. MARTIN TO DISCUSS IN GREATER DETAIL.

THIS REPRESENTS THE CAPITAL PROJECTS AS PREPARED BY DEPARTMENT DIRECTORS, OVER THE COURSE OF THE NEXT FIVE YEARS. THERE ARE PROJECTS, FOR THE LACK OF A BETTER TERM, THEY HANG OUT IN YEARS FOUR AND FIVE, BECAUSE THERE ARE TIMES WHEN OPPORTUNITIES COME UP AND WE HAVE TO DEMONSTRATE THAT THE PROJECTS ARE IN THE CAPITAL IMPROVEMENT PLAN, SO THEY SIT ON THE HORIZON. BUT, IN MANY WAYS THEY ARE PLACEHOLDERS FOR THAT.

WE LOOK FORWARD TO YOUR COMMENTS. PLEASE TAKE THE TIME TO REVIEW THE CAPITAL IMPROVEMENT PLAN AS WELL AS THE JUSTIFICATION. A LOT OF THESE PROJECTS YOU WILL SEE ARE FUNDED THROUGH THE GENERAL FUND. THERE IS A TRANSFER FROM THE GENERAL FUND TO THE CAPITAL FUND IT PROVIDES A BASIS FOR THESE PROJECTS MOVING FORWARD.

I HAVE A COUPLE OF COMMENTS BUT I'M GOING TO HOLD MINE UNTIL THE BOARD MEMBERS HAVE HAD A CHANCE TO MAKE ANY COMMENTS YOU WOULD LIKE TO MAKE. THE FLOOR IS OPEN FOR ANYBODY ON

THE BOARD WHO CARES TO COMMENT. >> THIS IS MY FIRST YEAR ON THE BOARD TO REVIEW THIS.

I MAY ASK SOME PRETTY STUPID QUESTIONS. ONE OF THE QUESTIONS I HAVE IS ABOUT THE VEHICLES, THE NUMBER OF VEHICLES THAT ARE BEING PROPOSED FOR PURCHASE IN THIS BUDGET. MAINLY, WHERE THESE PURCHASES OF VEHICLES ALREADY PLANNED IN A PREVIOUS FIVE-YEAR PLAN? HAVE THESE FINALLY ROLLED OVER INTO THIS YEAR THAT WE ARE BUDGETING FOR? THE 2021 YEAR, THE ONLY ONE I SEE IS A NEW AD IS THE FORD RANGER FOR THE ARBORIST. ACCORDING TO THE FLEET TO SURPLUS PLAN ACCLIMATE -- RECOMMENDED ACTION FORM LOOKS LIKE IT WAS A NEW AD FOR A VEHICLE.

I AM JUST CURIOUS, A LOT OF THESE VEHICLES, SOME OF THEM ARE MAYBE NOT QUITE SO OLD.

I AM USED TO DEALING WITH ALL VEHICLES, IN MY PREVIOUS EMPLOYMENT.

I WAS JUST CURIOUS WHERE THEY ARE ON THE PREVIOUS FIVE-YEAR PLAN?

>> IF I MAY, MR. CLARK. YEAH, THIS IS PART OF THE EFFORT THAT MR. GLISSON PUTS TOGETHER VEHICLE PLAN THROUGH HIS EXPERIENCE IN RESELLING CITY VEHICLES.

WE DO TEND TO GET RID OF THE VEHICLES RELATIVELY EARLY. BASICALLY BECAUSE WE GET THE HIGHEST RESALE VALUE FOR THEM. HE MONITORS THE MARKETS TO DETERMINE WHEN IS THE BEST TIME TO SELL THOSE VEHICLES. I THINK SEVERAL YEARS AGO, THE VEHICLE PURCHASING PLAN, THE ROTATION OF VEHICLES WAS NOT AS WELL-PLANNED AS IT IS NOW. WE HAVE THE SCHEDULE OF VEHICLE REPLACEMENTS, AND HE STAYS TRUE TO THAT VEHICLE REPLACEMENT PLAN.

I HAVE HEARD A LOT OF PEOPLE TALKING ABOUT UM JUST WATER UM -- LOOKING TOWARDS THE FUTURE FOR FRONT STREET IN THE AREA. I COULDN'T, YOU KNOW, THROUGH MY SEARCH SEE ANYTHING PARTICULAR TO THOSE ITEMS IF YOU COULD HELP ME WITH THAT.

TENTATIVELY, WE ARE LOOKING TO SCHEDULE VIA PUBLIC FORUM OR PUBLIC INPUT SESSION OR OUTREACH LOOKING AT JULY 11 OR JULY 18. THEY WILL BE FINALIZED TO DETERMINE IF THAT MEETING OR THAT OUTREACH EFFORT WAS SCHEDULED FOR APRIL 4. OBVIOUSLY THE PANDEMIC THREW THAT SCHEDULE. WERE GOING TO GET BACK ON THE BICYCLE AND SEE WHAT THE COMMUNITY FEEDBACK IS ON THE WATERFRONT DEVELOPMENT AND THAT COULD HAPPEN IN THE EARLY TO MID JULY MEETING. PERHAPS ADDITIONAL INVESTMENT OR DISINVESTMENT IN THE WATERFRONT.

THERE IS $300,000 THAT IS SPECIFICALLY DEDICATED FOR THE WATERFRONT. THERE ARE OTHER SOURCES OF MONIES BEING PURSUED.

HOPEFULLY CONGRESS WILL APPROVE THAT FOR US THAT WOULD PROVIDE SOME AWESOME FUNDING.

I THINK THAT IS STILL THE CORRECT INTERPRETATION. I DID NOTICE THAT YOU HAVE A CRA PROJECT OUT THERE IN 2025 THAT INVOLVES THE SEAWALL. IT IS LISTED UNDER THE PARKS AND REC SIDE, BUT IT WAS IDENTIFIED AS A MARINA PROJECT. I'M TRYING TO UNDERSTAND -- IS THAT LONG-TERM CRA PROJECT HAVE ANYTHING TO DO WITH WHAT WE ARE DOING NOW? HAS THERE BEEN UM THE EXERCISE -- I KNOW THIS WILL COME UP IN THE CITY COUNCIL MEETINGS, PERHAPS THERE ARE PROJECTS THAT WE COULD PUT OFF FOR ONE YEAR IN ORDER TO SEE WHAT OUR REVENUES ARE TO UM, YOU KNOW, PEAK THEM ON THE FIVE-YEAR PLAN, BUT DELAY THEM IN ORDER TO MAKE SURE THAT UM THE CAPITAL BUDGET UM, YOU KNOW, MATCHES UP WITH OUR RESOURCES.

HAS THERE BEEN SOME CONVERSATION OF A PROJECT THAT WE HAVE GOT TO IN LINE? JUST AS AN EXAMPLE, I'M NOT REAL FAMILIAR WITH SOME OF THE ISSUES UM OF WHY WE WOULD DO THIS? UM, OBVIOUSLY THE INDICATOR SAY UM IS TO UM WHICH ARE PRETTY HIGH, THIS IS CONVERTING THE MLK BALLFIELDS TO PLAYING FIELDS. IT IS TO $30,000. IS THAT SOMETHING THAT WE ABSOLUTELY HAVE TO HAVE FOR THIS BUDGET, OR IS THAT SOMETHING THAT COULD SLIDE INTO NEXT YEAR? UM, I ALSO LOOKED AT UM, DOWN IN THE GOLF COURSE AND, AGAIN, FORGIVE ME IF I AM ASKING STUPID QUESTIONS, BECAUSE THIS IS MY FIRST TIME, YOU KNOW, LOOKING AT THIS.

I'M LOOKING AT THE GREEN RECONSTRUCTION AS $250,000 FOR THIS YEAR, NEXT YEAR IN THE YEAR AFTER. I ASSUME THAT IS PART OF THE NEW GOLF COURSE UM MARKETING STRATEGY. IF THAT IS WHAT THAT IS, THEN THERE IS A PLAN ARE BEASTLY FOR THAT. I THINK THERE ARE TWO SEPARATE THINGS THAT ARE GOING ON. OBVIOUSLY THEY ARE RELATED TO ONE ANOTHER. I THINK THE THING THAT THE CITY IS TRYING TO GET TO NOW, BECAUSE THERE ARE STATE CODE REQUIREMENTS ABOUT HOW TO DO SOME SPECIFIC THINGS THAT SHOULD BE DONE RIGHT AWAY. MY UNDERSTANDING IS THAT THE CITY IS MOVING TO GET THAT WORK DONE QUICKLY. THAT'S WHAT I'M TALKING ABOUT. ON TALKING ABOUT THE BROADER LOOK AT THE CONFERENCE A PLAN IN THE LDC. THAT IS WHAT I'M SUGGESTING

AS CHAIR CLARK HASN'T POINTED OUT, THERE ARE TWO SEPARATE3 EFFORTS HERE.

THE FIRST IS OBTAINING COMPLIANCE WITH THE LEGISLATIVE REQUIREMENTS THAT ARE EVALUATION AND REPORTS POINTED OUT. WE ARE WORKING VERY QUICKLY TO GET THAT PROVIDED BACK TO THE STATE FOR REVIEW NO LATER THAN SEPTEMBER 1. THOSE ARE THREE PRIMARY AREAS THAT WERE POINTED OUT, PAROL FLOOD, SEASONAL POPULATION AND OUR WATER SUPPLY PLAN.

THOSE THREE TOPIC AREAS WE ARE LOOKING TO ADDRESS THROUGH MEETINGS IN JULY WITH THE BOARD, AND THEN BRINGING IT TO THE COMMISSION IN AUGUST FOR TRANSMITTAL TO THE STATE.

THOSE TOPICS IN THE WAY THAT THEY WILL BE ADDRESSED WILL BE VERY UM SORT OF BOILERPLATE, WE KNOW TO BE ACCEPTABLE POLICY STATEMENTS THAT HAVE ALREADY BEEN ACCEPTED BY THE STATE AND WILL SERVE TO ACCOMPLISH UM ADDRESSING THE MINIMUM STATE REQUIREMENTS.

THEY WILL BE ANYTHING THAT IS HIGHLY CONTROVERSIAL, NOTHING THAT IS GOING TO REQUIRE ANY ADDITIONAL EFFORTS OF THE CITY, OR FORCE ACTION THAT IS BEYOND JUST OBTAINING MINIMUM STATE COMPLIANCE. THAT IS ONE SEPARATE FACTION ON ITS OWN SEPARATE TRACK.

UM, BUT, AS PART OF THE EAR DISCUSSION IN DECEMBER AND FOLLOW-UP WITH THE COMMISSION IN EARLY FEBRUARY, UM, OR MAY LATE JANUARY, IT WAS DIRECTED THAT WE GO AHEAD AND LOOK AT TO A LARGER REVISION TO THE COMPANY HAS A PLAN UM, AS WELL AS THE IMPLEMENTATION PIECE OF IT WHICH IS OUR LAND DEVELOPMENT CODE. UM, THE MAIN THING THAT WE FOUND OUT FROM THE EAR PROCESS IS THAT IMPLEMENTATION IS EVERYTHING. OUR COMP PLAN WHILE NATIONALLY RECOGNIZED AND AWARD-WINNING, AND HAS FAILED IN ITS FULL IMPLEMENTATION INTO THE LAND DEVELOPMENT CODE.

SO, UM, I THINK WHAT MR. BENNETT IS POINTING OUT IS THAT WE MAY NOT NEED TO SPEND A SIGNIFICANT AMOUNT OF MONEY IN REVISING THE COPPER HAS A PLAN ITSELF. THERE MAY BE SOME TWEAKS THAT WE NEED TO ADJUST AND ACCOUNT FOR BEYOND THE LEGISLATIVE REQUIREMENTS.

BUT, THE BULK OF EFFORTS REALLY NEEDS TO BE SPENT IN REVISING THE LAND DEVELOPMENT CODE TO FULLY IMPLEMENT THE COMP PLAN AND THE DIRECTION THAT IS PROVIDING.

UM, TO GET US TO REALLY WHERE THE COMMUNITY HAS A VISION FOR WHAT IT SEES UM WITHIN THE DEVELOPMENT AREA. UM, AND TO MAKE SURE THAT IT REALLY IS BETTER REFLECTIVE OF THE COMMUNITY DESIRES AND VISION. SO, THAT, I THINK IS WHERE WE WILL SPEND THE MAJORITY OF ENERGY UM WITH ANY SERVICES THAT WE GO THROUGH.

UM, BUT TO PROVIDE YOU WITH A BIT OF AN UPDATE, FOLLOWING THE DIRECTIONS THAT HAVE BEEN PROVIDED TO US. THE CITY HAS RECENTLY ISSUED A REQUEST FOR QUALIFICATIONS.

JUST A QUALIFICATION BASE APPROACH AT THIS.TO OBTAIN SERVICES FROM A PLANNING AND ZONING CONSULTANT TO REVISE THE COMPREHENSIVE PLAN AND LAND DEVELOPMENT CODE.

THAT OVERALL REVISION. THAT WAS RELEASED JUNE 5 FOR PUBLICATION.

IT IS AVAILABLE ON THE CITY'S WEBSITE. UM, THERE IS ANOTHER WEBSITE THAT THE CITY USES FOR BEING ABLE TO PUSH INFORMATION OUT TO DIFFERENT VENDORS.

UM, AND THEN ONCE WE RECEIVE QUALIFICATIONS THERE WILL BE A REVIEW WITH THEM WITH A PRESENTATION TO THE PLANNING ADVISORY BOARD FIRST. UM, BASED ON THAT INITIAL REVIEW

WE ARE LOOKING AT AUGUST FOR THAT TO OCCUR. >> THE BENEFIT OF GOING WITH THE REQUEST OF QUALIFICATIONS APPROACH IS THAT WE CAN THEN WORK WITH ANY OF THOSE VENDORS THAT WE FIND TO BE THE TOP VENDORS WHO WILL BE MOST CAPABLE IN PROVIDING THE UM CHANGES TO THE CODE THAT ARE KEEPING WITH WHERE WE ARE AT IS A COMMUNITY, AND WORK WITH THEM DIRECTLY TO THEN PROVIDE FOR A SCOPE OF SERVICES THAT IS MUCH MORE DETAILED.

THAT IS WHERE I REALLY SEE THE BENEFITS OF HAVING A STEERING COMMITTEE REALLY ENGAGED AT THAT.IN DEVISING THE EXACT SERVICES AND DELIVERABLES OF WHAT WE WANT TO SEE COME OUT OF THAT PROCESS. THEN ALLOCATING INTERNAL RESOURCES VERSUS HOW WE ARE

UM, ALMOST A MONTH TO TAKE A LOOK AT THOSE MATERIALS AND THEN PRESENTATION BEFORE THE BOARD UM, BEFORE HE GOES TO THE COMMISSION. WHAT THIS WILL DO IS PROVIDE YOU WITH AN ORDINAL RANKING OF THOSE FIRMS THAT HAVE SUBMITTED THEIR QUALIFICATIONS.

UM, AND THEN HE WOULD BE ABLE TO EVALUATE THE MATERIALS THAT THEY HAVE PROVIDED.

AFTER THAT, IT WOULD GO TO THE COMMISSION FOR DIRECTION ON, YOU KNOW, PROCEEDING AND WORKING WITH THE DIFFERENT VENDORS. I THINK IT IS IN BETWEEN, SORT OF WHERE WE ARE AT WITH PAB PRESENTATION AND THEN STARTING TO WORK WITH THE INDIVIDUAL CONSULTANT TO DEVISE THAT SCOPE AND LIST OF DELIVERABLES THAT WE WANT TO SEE. THERE ARE SOME EXEMPTIONS WITHIN HISTORIC DISTRICTS BUT THEY ARE ALSO FAIRLY LIMITED. UM, IT MAY BE BETTER IN SOME WAYS TO LEAVE IT WITHOUT REGULATION TO PROVIDE A CERTAIN LEVEL OF FLEXIBILITY.
