[Item 4.2]

WE HAVE A PRESENTATION DOG OF THE MONTH.

SEEING NO DOGS -- THERE IS A DOG.

>> HE'S BACK HERE. >>

>> I WORK AT NHS. THIS IS GINGER.

SHE'S OUR DOG OF THE MONTH. SHE'S ALMOST 8 YEARS OLD.

SHE'S A PIT BULL MIX. WE BELIEVE SHE WAS USED AS A BAIT DOG. THEY CLIPPED HER EARS ALL THE WAY DOWN. WHEN SHE WAS FOUND THE COLLAR WAS EMBEDDED IN HER NECK. SHE'S STILL RECOVERING.

IT'S BEEN THREE MONTHS. SHE COMPLETED HER HEART WORM TREATMENT. SHE'S READY AND LOOKING FOR A NEW HOME. SHE'S GREAT WITH OTHER DOGS.

I'VE BEEN WALKING AROUND DOWNTOWN AND SHE'S FABULOUS WITH EVERYBODY. WE INVITE TO YOU COME BY AND CHECK OUT THE DOGS AND CATS AND STOP BY THE DOG PARK.

WE HAVE SOME DOG PARK MEMBERS. COME CHECK US OUT.

EACH MONTH WE'LL BRING IN A DIFFERENT DOG AND HOPEFULLY FIND

HOMES. >> CAN YOU EXPLAIN WHAT A BAIT

DOG IS? >> A BAIT DOG THEY'LL USE FOR DOG FIGHTING RINGS. USUALLY FIT BULLS.

THIS DOG HAD BEEN THROUGH SO MUCH AND HAD BEEN TIED OUTSIDE AND WAS LEFT OUT THERE. THEY'LL TAKE A DOG THAT IS NOT AS DOMINANT AND THEY WILL TIE THEM OUT AND THEY'LL LET THE OTHER DOG AS TACK THEM. WE HAD SEVERAL OTHERS THAT HAD BEEN USED AS BAIT DOGS WITH SCARS ALL OVER THEM.

THEY REWARD THE AGGRESSION OF THE DOGS.

THAT'S HOW THEY GET THEM TO FIGHT.

THEY'LL USE THESE GUYS AND KITTENS.

AND DIFFERENT THINGS LIKE THAT. TRYING TO GET THEM OUT OF THOSE SITUATIONS. SHE'S BEEN IN SHELTER FOR ALMOST A YEAR. SHE WAS AT COUNTY AND THEY WERE RUNNING OUT OF SPACE AND WE BROUGHT HER OVER ON THE ISLAND.

SHE'S A GOOD GIRL. SHE WOULD LOVE ANY ONE OF YOU.

>> SHE'S WELL DESERVING TO HAVE A GOOD HOME.

>> SHE'S GREAT. >>

[Item 4.3]

>> THIS IS PRESENTATION FOR THE MASONRY PROGRAM.

>> ALL MY TECHNOLOGY TODAY HAS BLOWN UP SO BE PREPARED.

I WANTED TO GIVE YOU AN UPDATE AN OUR ACCOMPLISHMENTS OF SECOND

[00:15:05]

QUARTER THE PAST YEAR. WE ATTENDED THE MAINSTREET CONFERENCE IN TALLAHASSEE THIS YEAR WHICH WAS TIMED WITH A VISIT TO THE LEGISLATURE. WE WERE ABLE TO SHARE ALL THE MAIN STREETS IN THE STATE WHO ATTENDED.

WERE ABLE TO SHARE OUR MATERIALS WITH OUR LEGISLATORS TO LET THEM SEE WHAT WE'RE UP TO. EACH GOT A COPY OF OUR STATEMENT. WE WERE PROUD TO SHOW THAT OFF.

ONE OF THE THINGS WE HEARD ABOUT THAT AT THAT PARTICULAR CONFERENCE WAS MONEY AVAILABLE FROM THE DEPARTMENT OF ECONOMIC OPPORTUNITY VARIOUS COMMUNITIES. WE ARE NOT AN OPPORTUNITY ZONE AS DEFINED BY THE FEDERAL GOVERNMENT.

WE LAUNCHED THAT BOOK TO ALMOST UNANIMOUS ACCLAIM.

I THINK THERE WAS ONLY ONE COMPLAINT ABOUT IT.

BUT IT CONTINUES TO SELL STEADILY.

WE'VE HAD ONE REPRINT SO FAR. WE'RE DIVIDING THE REVENUES BETWEEN MAINSTREET MUSEUM AND THE RESTORATION FOUNDATION.

WE EXPANDED OUR BOARD MEMBERSHIPS TO INCLUDE TWO ADDITIONAL DOWNTOWN BUSINESS PEOPLE.

SOMEONE SCOTT MOORE AND THE OTHER IS TERESA DUNCAN.

WE STAFFED THE SOUTHERN LIVING IDEA HOUSE THROUGH MARCH.

NULLER WE'RE NOT GOING TO MAKE THAT MUCH MONEY BUT WE'VE HAD 35 VOLUNTEERS WHO AGREED TO DO THAT EVERY WEEK AND WILL BE DOING IT THIS COMING WEEKEND. COMMISSIONER CHAPMAN HAPPENS TO

BE ONE OF THOSE VOLUNTEERS. >> DON'T FORGET MY WIFE.

YOUR WIFE TOO. WE HAVE AN ACTIVE SET OF 30 OR 40 VOLUNTEERS. WE ORGANIZE AND SPONSOR THE SIP AND SHOP EVENT FOR 26 DOWNTOWN BUSINESSES.

IT'S OUR PLAN TO DO ANOTHER ONE WITH THE DATE TO BE DETERMINED.

THAT EVENT WE PROVIDED THE VOLUNTEERS TO SERVE TASTING CUPS OF WINE IN EACH BUSINESS THAT CHOSE TO PARTICIPATE.

WE REQUIRE THEY STAY OPEN UNTIL 7:30 IN THE EVENING AND THAT THEY REGISTER WITH US IN ORDER TO BE CHECKED FOR VALID I.D.

ETC. WE HAVE POLICE PRESENCE DOWNTOWN. AND WITH A FEW MINOR TWEAKS WE BELIEVE IT WILL BE A HIGHLY SUCCESSFUL EVENT TO DO IT AGAIN.

WE DID IT THE COLDEST NIGHT OF THE ENTIRE YEAR.

THE WIND AT SOME TIMES WAS BLOWING AT I BELIEVE 95 MILES AN HOUR RIGHT DOWNTOWN WHERE WE WERE STANDING.

WE STILL HAD 70 ATTENDEES EVEN WITH THAT WEATHER.

THE BUSINESSES WERE PLEASED THAT IT BROUGHT CUSTOMERS TO THEM.

THEY WOULD LIKE IT EXTENDED BY AN HOUR BECAUSE THEY FELT RUSHED. NOT ONLY CHUGGING THEIR WINE BUT ALSO NOT ABLE TO SPEND ENOUGH TIME IN EACH BUSINESS.

WE WILL DEFINITELY LOOK AT DOING THAT AGAIN.

WE HAD OUR EVALUATION WITH THE STATE AND WERE DEEM AID HIGHLY FUNCTIONENING MAINSTREET ORGANIZATION.

YOU ARE INVITED TO A WEBINAR COMING UP.

CONFERENCES THAT WE ATTEND AND NETWORKING WITH OTHER MAINSTREET COMMUNITIES IN THE STATE. OUR REPORTING QUALITY IS MEASURED, OUR BOARD ENGAGEMENT, PLANNING, BUDGETING AND WE'VE BEEN REACREDITTED SO PLEASED TO ANNOUNCE THAT.

WE ALSO WITH OUR BOARD MEMBERS AND ALL OF OUR COUNCIL CHAIRS CONDUCTED A BRANDING OR VISIONING SESSION THAT WAS FACILITATED BY ORGANIZATION CHAIR WHO IS HERE WITH US TONIGHT. SHE TOLD ME SHE WAS NOT GOING TO COME GUARD LIKE THOSE KIDS DIDN'T WANT TO DO EITHER.

SHE'S A BRANDING EXPERT. SHE WORKS AS SUCH AND HAS TIES TO SEVERAL MAINSTREET ORGANIZATIONS THROUGHOUT THE COUNTRY INCLUDING THOSE THAT HER SISTER HAS BEEN THE DIRECTOR FOR. WE'RE PLEASED TO HAVE HER WISDOM. THIS WAS OUR RESULTING GRAND ARCHITECTURE. WHAT IT DOES FOR US IS ENCAPSULATES WHAT ARE WE DOING AND SHOULD WE DOB DOING THAT.

[00:20:03]

WE'RE A GROUP OF LIKE MINDED ACTIVIST WHO WILL BE THE DRIVING FORCE AKA QUARTERBACK FACILITATOR TO IMPLEMENT MULTIYEAR INITIATIVES THAT PRESERVE AND INCREASE THE DISTRICT'S BEAUTY, HISTORIC PRESERVATION AND QUALITY OF LIFE. OUR PROGRAMS IS WE'LL BE AN ENGINE TO DRIVE A VIBRANT COMMUNITY THAT IS A DESTINATION FOR ALL. ENHANCING VITALITY WHILE MAINTAINING CULTURE. THOSE FOLKS WHO CONFUSED MAINSTREET WITH A DEVELOPMENT ORGANIZATION HAVE DONE SO ERRONEOUSLY. WE ARE ALL ABOUT PRESERVATION AND KEEPING OUR HISTORIC BUILDINGS, RECOGNIZING OTHERS THAT HAVE NOT YET BEEN RECOGNIZED AROUND ALSO KEEPING SOMETHING VIBRANT IN THOSE BUILDINGS IN OUR DOWNTOWN BUSINESS DISTRICT. IT'S HOME TO A RICH HISTORY, MAINSTREET IS THE ORGANIZATION TO GATHER INFORMATION AND TELL THE STORIES THAT HONOR OUR PAST AND MOTIVATE TO US ACHIEVE GREAT THINGS. WE'RE OPEN, WE'RE COLLABORATIVE AND AMBITIOUS ABOUT MAKING SURE OUR MISSION IS ACHIEVED.

ONE OF THE EVENTS THAT I BELIEVE THAT WE'VE SPONSORED IN THE PAST SAID THE MOST ABOUT WHAT WE'RE ALL ABOUT IS THE PRESERVATION EVENT WE HELD AT THE COURTHOUSE. WE BROUGHT PEOPLE DOWNTOWN.

WE HAD JUDGE FOSTER GIVING TOURS OF THE COURTHOUSE.

WE HAD EDUCATION ON ALL PARTS OF WHAT GOES ON DOWNTOWN FROM A PRESERVATION PERSPECTIVE AND GENERATED A TREMENDOUS AMOUNT OF INTEREST IN THE HISTORY OF DOWNTOWN.

IT'S SO AMAZING HE WAS THE KIND OF PERSON WHO WOULD ADMIT.

OUR THIRD QUARTER OBJECTIVES ARE WE'LL HAVE OUR FIRST DELIVER RABBLE ON A DOWNTOWN PROJECT. THERE ARE A GROUP OF FOLKS WORKING DILIGENTLY ON THAT NOW. WE'LL BEGIN OUR EXPANSION OF BOUNDARIES. I BELIEVE IT'S ON THE AGENDA FOR THE 17TH OF MARCH AND REUPING OF OUR FINANCING ALSO ON THAT AGENDA. I'M DOING ONGOING ORIENTATION CANDIDATES FOR CITY COMMISSION TO ANSWER QUESTIONS THEY MAY HAVE ABOUT MAINSTREET, WHAT WE DO, WHAT WE ARE ALL ABOUT.

I'VE HAD FOLLOWUP CALLS FROM A COUPLE OF THEM AND THEY SEEM VERY INTERESTED. WE HAVE OUR SECOND EYE ON STOCK CONCERT EVENT THIS TIME WITH AN 80'S THEME.

THINK PLATFORM SHOES. THAT WILL BE AT THE WATER FRONT AGAIN. I WILL SAY THAT IF AND WHEN WE GET TO PRIORITIZING THE STUFF AT THE WATER FRONT, PUBLIC BATHROOMS IN THAT PARK AREA WOULD BE A HUGE BOOM IT'S SETTING US BACK A TREMENDOUS AMOUNT OF MONEY TO GET PORT POTTIES DOWN THERE BUT WE'RE DOING IT.

WE'LL HAVE A FUNDRAISING EVENT IN APRIL.

WE'LL DETERMINE THE COST AND FEASIBILITY OF PROTECTION OF OUR SIDEWALK TILES. WE HAVE AN INVENTORY OF THEM AND WE HAVE A BALLPARK ESTIMATE OF WHAT IT WOULD TAKE TO FIX THEM AND RELAY THEM SO THAT THEY ARE NOT ROCKING AND NOT BEING A PUBLIC HAZARD. AND WE WOULD ALSO WORK ON AN ORDINANCE TO PROTECT THEM BECAUSE WE DO KNOW WHEN THEY GET MESSED UP AND HOW THEY GET MESSED UP.

THOSE ARE THINGS WE WANT TO PURSUE.

WE'LL BE SELLING MORE BOOKS AND HAVING MORE BOOK SELLING EVENTS WITH WIDER DISTRIBUTION. WE OFFICIALLY WILL LAUNCH OUR NEW WEBSITE WHICH IS AVAILABLE NOW FOR ANYBODY WHO WANTS TO LOOK AT IT. IT'S COOL AND SPIV FY LOOKING.

WE WILL ALSO HAVE THE ABILITY ON THAT WEBSITE TO MAKE ONLINE CONTRIBUTIONS. IF THE MOOD STRIKES YOU.

ONLINE SALES AND IMPROVED COMMUNICATION TOOLS.

THAT'S OUR UPDATE FOR YOU FOR NOW FOR MAINSTREET.

DO YOU HAVE ANY QUESTIONS? >> THE LIGHTING.

[00:25:08]

SIDEWALKS, AND DETERMINE WHAT THE FEASIBILITY IS OR WHAT THE IMPACT COST IS. HOW BIG IS THE WIGGLE AND WHAT DOES IT COST TO FIX THE WIGGLE. SO WE HAVE INCONSISTENT LIGHTING. THERE IS ONE OPTION LEAVE IT ON.

THERE IS ANOTHER OPTION THAT SAYS WE CAN'T DO THAT FOREVER AND KEEP THE LIGHTS WORKING. SO WE ALSO WANT TO LOOK AT IS THERE A POSSIBILITY IN TRYING TO GO ONE CONSISTENT LIKE PRESIDENT LIGHT LIKE THE ONES WE HAVE THE MOST OF.

AND NOT GO ANY FARTHER THAN THEY ALREADY GO.

SO RIGHT NOW THE HISTORIC LIGHTS STOP AT THIRD STREET.

IDEALLY AND EVENTUALLY I CAN SAY THAT I WOULD LOVE TO SEE THEM GO FROM FOURTH TO EIGHTH. BUT THERE IS NO CONDUIT UP THERE. WHEN YOU START TALKING ABOUT THIS EXPENSE , THE NUMBERS GROW EXPONENTIALLY.

THEY ARE LOOKING INTO WHAT ALL THOSE OPTIONS AND WHAT COULD HAPPEN AND THEY ARE ALSO LOOKING AT THE SIDEWALKS.

>> WHO IS THEY SPARTANBURG. >> JOSE IS LEADING A TEAM OF TECHNICAL EXPERTS. ANY OTHER QUESTIONS? YOU HAD MENTIONED COMMISSIONER ROSS AND LET ME RESPOND TO IT, YOU HAD MENTIONED THERE WAS A QUESTION SENT TO YOU FROM SIDE STREET OR OFF CENTER STREET BUSINESSES ABOUT WHAT WAS MAINSTREET GOING TO DO FOR THEM. I'VE HELD ONE MEETING WHERE --

>> IT WAS A LITTLE MORE COMPLICATED THAN THAT.

HOW ARE THEY GOING TO GET THE FOOT TRAFFIC THAT GOES UP CENTER

STREET TO GO OFF SIDE STREETS? >> WELL SHORT OF PICKING SOME OF THEM UP IN A GOLF CART, THE OTHER THINGS THAT WE'RE LOOKING AT ARE WE'RE DEVELOPING A BROTHER SURE DISCOUNT COUPON CARD COMBINATION OF THINGS TO MAKE KNOWN ALL THOSE SIDE STREET OR OFF CENTER STREET BUSINESSES. AND HOPEFULLY WE CAN DISTRIBUTE THOSE IN COMMON LOCATIONS LIKE THE DEPOT ETC.

WE HAVE COMMITTED TO AND ARE DOING SOCIAL MEDIA MARKETING FOR THOSE BUSINESSES. AND THEY WERE ALSO UNDER THE IMPRESSION THAT THEY COULD NOT HAVE A PROJECTING SIGN IN FRONT ON THE BUILDING. I'M NOT SURE WHY THEY WERE UNDER THAT IMPRESSION. WE STRAIGHTENED THAT OUT FOR THEM AND GAVE THEM THE SIGN ORDINANCE INFORMATION THAT SAYS THEY CAN DO THAT. WHAT TENDS TO HAPPEN IS PEOPLE GO TO THE CORNER OF CENTER AND WHATEVER AND THEY LOOK DOWN THERE TO SEE IF THEY CAN SEE ANYTHING.

IF THEY CAN'T, THEN THEY ARE NOT TYPICALLY NOT GOING.

SO ANYTHING THEY CAN DO WITH THEIR OWN SIGNAGE IS PRETTY IMPORTANT. WE'RE HOPING THAT WE'VE DISPELLED SOME MISINFORMATION. BUT IT'S AN INTERESTING.

SIP AND SHOP WAS AN EVENT WHERE WE HOPED A LOT OF OFF CENTER STREET BUSINESSES WOULD PARTICIPATE AND RECEIVE GOOD CUSTOMER INPUT THAT NIGHT. ONE OR TWO OF THEM CHOSE NOT TO PARTICIPATE BECAUSE THEY DIDN'T WANT A BUNCH OF PEOPLE IN THEIR BUSINESS BREAKING THINGS. SO THERE IS A BALANCE THAT HAS TO BE ACHIEVED. AND THERE IS AN OWNERSHIP ON THE BUSINESS AS WELL. WE'RE WORKING WITH THEM TO DO WHATEVER IS FEASIBLE FOR US TO DO.

>> THANK YOU. >> DON'T GO ANYWHERE.

[Item 4.4]

>> WHERE WE ARE NOW WE'VE HAD SEVERAL MEETINGS SINCE MY LAST UPDATE. WE'VE COVERED A LOT OF TERRITORY. WE'VE COMPLETED ROUND ONE OF ALL THE RECOMMENDATIONS FOR CHANGE TO ANYTHING AROUND CHARTER OFFICERS ROLES AND RESPONSIBILITIES.

WE'VE ALSO COMPLETED ROUND ONE OF CLARIFICATION REGARDING ROLES AND RESPONSIBILITIES WITH THE EXCEPTION OF MAKING CLEAR WHERE THE LINES ARE DRAWN OR NOT DRAWN AND WHAT IF CONSEQUENCES WOULD BE. SO AS A GROUP WE BELIEVE 100%

[00:30:01]

THAT THE CITY MANAGER COMMISSION FORM OF GOVERNMENT ONLY WORKS WHEN COMMISSIONERS -- GNAWED HAD --. BASED ON INFORMATION THE MAJORITY OF YOU SHARED WITH HER WE SHOULD OPERATE UNDER THE ASSUMPTION THERE IS INTERFERENCE HAPPENING BETWEEN COMMISSION AND STAFF. AND THAT WE SHOULD PROCEED WITH THAT ASSUMPTION AS OPPOSED TO DOING AN EMPLOYEE SURVEY WHICH IS WHAT WE THOUGHTLE WE WOULD DO TO SAY IS THERE OR IS NOT A PROBLEM. WE ARE CURRENTLY STILL ON TARGET FOR OUR JUNE COMPLETION. THE COMMON THEMES REMAIN PRETTY MUCH THE SAME AS FAR AS STILL QUESTIONING DO WE NEED A CODE OF ETHICS AND IF SO FOR WHOM. AND ALSO THE COMMUNITY'S LEVEL OF UNDERSTANDING. WE WERE HOPING THAT WE GET MORE INPUT FROM THE COMMUNITY AND MORE PEOPLE ABLE TO ATTEND THE MEETINGS. WE ARE SCHEDULING SOME EVENING MEETING TO MAKE SURE THAT WE DO GET FOLKS WHO CAN'T MAKE IT IN THE AFTERNOON WHEN WE TYPICALLY MEET.

WE'VE ADDED ANOTHER MEETING THIS MONTH.

>> NO IN APRIL. >> IN APRIL.

WE'LL HAVE AT LEAST TWO MEETINGS IN APRIL AND EITHER LATER PART OF APRIL OR MAY IS WHEN WE'LL HAVE THE EVENING MEETINGS.

ANY QUESTIONS ABOUT THAT? >> COMMISSIONER ROSS YOU MADE A

FACE AT ME. >> CAN YOU PUT YOUR SLIDE BACK

UP SO I CAN SEE THAT PARAGRAPH? >>

>> SO THE NEXT TO LAST PARAGRAPH BASED ON INPUT FROM THE CITY ATTORNEY AND MAJORITY OF THE COMMISSION.

MY COMMENT ON THAT WAS WHEN YOU WERE CONSIDERING THE SURVEY AND IN MY MEETING WITH THE CITY MANAGER AND CITY ATTORNEY, I TALKED TO THEM ABOUT THE SURVEY AND WHAT I SAID WAS IF THE CITY TOWN OF ATTORNEY IS ADVISING YOU THAT THERE IS COMMISSIONER OR COMMISSIONERS INTERFERENCE, THAT IN AND OF ITSELF SHOULD TELL YOU THERE IS A PROBLEM. THAT IS MY TAKE ON IT.

I PERSONALLY I HAVE NO KNOWLEDGE OF ANY OF MY FELLOW COMMISSIONERS INTERFERING STAFF. I WANT TO MAKE THAT PERFECTLY

CLEAR. >> OK.

>> AND THAT'S WHAT MY SCRUNCHED EYEBROWS WERE ABOUT.

>> I THINK THAT ASSUMPTION INTERFERENCE IS INAPPROPRIATE

AND INCORRECT. >> OK.

>> ANY DISCUSSIONS WITH CITY STAFF THAT ARE MADE BY MYSELF, I CAN'T SPEAK FOR THE REST OF THE COMMISSIONERS, ARE APPROVED AND CONCURRED WITH BY THE CITY MANAGER CONSISTENT WITH THE CHARTER. WE'RE WELL AWARE OF WHAT THE CHARTER SAYS. IF YOU WANT TO PROCEED WITH

THAT, THAT'S FINE. >> I DON'T THINK THAT THE WAY THAT I SAID IT AT THE MEETING OR THAT THE BOARD HAS INTERPRETED HERE I CAN SEE -- WE'RE NOT PROCEEDING WITH AN ASSUMPTION THAT ANYBODY IS GUILTY OF ANYTHING.

BUT THAT IN DRAFTING CLARIFICATIONS TO SECTION TEN TO GO WITH WHAT OUR CONVERSATION IS.

GO AHEAD AND DRAFT IT AS IF THERE IS RATHER THAN TAKE THE TIME TO DO THE SURVEY. THAT'S HOW WE TOOK IT.

THAT'S HOW I PRESENTED IT. >> THE WAY I'VE INTERNATIONALLY WHERE IS THE WAY I HEARD THAT STATEMENT.

WHAT WE'RE SAYING IS IF THERE IS NOT CLARITY NOW IN THE CHARTER ABOUT THE ROLES AND RESPONSIBILITIES AND THIS LACK OF CLARITY COULD LEAD TO A COMMISSIONER INTERFERING WITH AN EMPLOYEE OF THE CITY'S DIRECTION OR TAKING THEIR TIME UNNECESSARILY OR WHATEVER THE ISSUE MIGHT BE, THAT WE NEED TO

CLARIFY THAT LANGUAGE. >> THANK YOU.

>> I WAS HESITANT TO CLICK THAT. I'M GOING TO SAY THE FOLLOWING.

I DON'T THINK AMONG THE FIVE OF US THERE IS ANY DOUBT ON THE PROCESS OF NOTIFYING THE CITY MANAGER WHEN WE WANT TO INTERACT

[00:35:03]

WITH STAFF. I DON'T THINK THERE IS ANY DOUBT I'LL SPEAK FOR MYSELF AND MY OTHER COMMISSIONERS CAN CHIME IN. IS THERE A PROBLEM OR ISN'T THERE? AND IF THERE IS NOT A PROBLEM, WHY SPIN YOUR WHEELS DOING THIS WHEN WE ALL UNDERSTAND AND IT'S CLEAR THE CITY MANAGER HAS SAID TO ME IN MY MEETINGS WITH HIM THERE IS NO PROBLEM THAT HE SEES.

SO I'M JUST RAISING THIS QUESTION OF YOUR TIME

INVESTMENT. >> WHICH IS THE REASON THAT WE FIRST STARTED TALK ABOUT IT TRYING TO SIZE IT BY DOING A SURVEY. THAT SURVEY APPROACH APPARENTLY WAS NOT A GOOD THING. SO IF THERE IS NO PROBLEM, AT LEAST WE CAN ENSURE THAT THE PERSON ON THE STREET, A CITIZEN OF THIS COMMUNITY, IF YOU ALL UNDERSTAND YOUR ROLES CLEARLY, THERE MAY BE PEOPLE WHO DON'T. SO WHAT WE ARE LOOKING FOR IS THE DOCUMENT IN ITS ENTIRETY BE WRITTEN IN A WAY THAT EVERYBODY IN THE CITY CAN UNDERSTAND WHAT IT IS , WHAT IT SAYS AND WHAT IT MEANS. SO THAT IS OUR ATTEMPT.

NOW OF COURSE YOU ALL PROVIDE DIRECTION.

IF WE SHOULD STOP WORRYING ABOUT THIS, THEN YOU SHOULD TELL US

THAT. >> I WAS JUST CURIOUS TO WHAT

WAS NOT CLEAR IN THE LANGUAGE. >> WHAT IT MEANS THE INTERFERE.

THERE IS A LOT OF REVERENCE TO INTERFERING.

BUT THERE IS NOT CLARITY AROUND POLICY VERSUS IMPLEMENTATION NECESSARILY. AND MAYBE THERE COULD BE.

I'M ONE OF FIVE PEOPLE. I'M TRYING TO ANSWER QUESTIONS THAT PROBABLY SHOULD BE ANSWERED BY THE ENTIRE COMMITTEE.

BUT I'M TRYING. >> I THINK YOU ASKED TO US TELL YOU IT'S NOT A PROBLEM AND TRY OF US HAVE JUST SAID IT'S NOT A PROBLEM. IT'S KIND OF OBVIOUS WE'RE TELLING YOU THAT. IF YOU WANT TO PROCEED AND CLARIFY HAD, FINE. BUT THOSE WORDS ARE BASICALLY INCORRECT. TO PROCEED AS IF THERE IS A PROBLEM. TABLE CITY MANAGER SAID AND COMMISSIONER ROSS SAID AT THE JOINT MEETING IF IT'S NOT BROKE, LET'S NOT FIX IT GUYS. IF YOU WANT TO TRY TO FIX IT THAT'S OK. BUT I'M NOT SURE WHAT YOU ARE

GOING TO FIX. >> OK.

SO AM I HEARING WE SHOULD LEAVE THAT ISSUE ALONE?

>> YOU ARE THE CHARTER COMMITTEE, YOU DO WHAT YOU

PLEASE. >> I WILL TAKE YOUR COMMENTS BACK TO THE CITY CHARTER REVIEW COMMITTEE.

I'M HEARING A LITTLE BIT DIFFERENT THAN I HEARD AT OUR

JOINT MEETING. >> WHEN I WAS IN GRAD SCHOOL I HAD A PROFESSOR WHOEVER WEEK SAID IF SOMEBODY IN YOUR SCHOOL PERCEIVES THERE IS A PROBLEM THEN THERE IS A PROBLEM.

OBVIOUSLY SOME PEOPLE IN THE CITY ARE PERCEIVING A PROBLEM WITH COMMISSIONER INTERFERENCE WITH STAFF.

I THINK FOR TRUE TRANSPARENCY THAT NEED TO BE PURSUED.

JUST BECAUSE A BUNCH OF US MAY SAY IT'S NOT AN ISSUE, OBVIOUSLY THERE ARE SOME PEOPLE IN THE PUBLIC WHO THINK IT IS AN ISSUE.

SO FROM MY STANDPOINT, I WOULD LIKE TO SEE THE CHARTER COMMITTEE BASICALLY DECIDE THIS OR -- NOT DECIDE, DEAL WITH IT.

BECAUSE AGAIN, ENOUGH PEOPLE HAVE BROUGHT THIS UP THAT

SOMEBODY THINKS IT'S AN ISSUE. >> OK.

>> I JUST WANTED TO SAY THAT I KNOW WHAT I SAID AT THE CHARTER COMMITTEE MEETING. THERE ARE MEMBERS OF THE CHARTER REVIEW THAT WORK WITH CITY STAFF THAT HAVE WORKED WITH CITY STAFF

[00:40:01]

THAT HAVE PERCEIVED A PROBLEM. IS THAT ACCURATE?

>> THAT IS ACCURATE. >> THEN ON THAT NOTE, SINCE I'M IN THE MIDDLE OF THIS DISCUSSION, I FIND IT ODD THAT CHARTER COMMISSION HASN'T ASKED ME WHAT MY OPINION IS.

MY OPINION IS -- I STAND BY THAT IN GROUP SETTINGS AND IN INDIVIDUAL ONE ON ONE MEETINGS WHEN I ASK EVERY SINGLE DEPARTMENT DIRECTOR IF YOU THINK THERE IS INTERFERENCE, I WILL GLADLY INTERVENE ON YOUR BEHALF. OVER THE FOUR YEARS I'VE BEEN HERE NOT A SINGLE DEPARTMENT DIRECTOR HAS APPROACHED ME AND SAID THERE IS A PROBLEM. I STAND BY ALL FIVE CITY COMMISSIONERS THAT NOT A SINGLE ONE OF THEM IS INTERFERING CITY

STAFF. >> OK.

I WILL TAKE THAT MESSAGE BACK TO THE CHARTER REVIEW COMMITTEE AND DETERMINE WITH THE GROUP WHAT WE SHOULD DO ABOUT THIS LANGUAGE AND WHETHER WE BELIEVE THAT IT'S CLEAR ENOUGH TO EVERYBODY IN THE COMMUNITY. BECAUSE THE CHARTER IS NOT JUST YOUR CHARTER. THE CHARTER IS OUR CHARTER.

AND IT TELLS US HOW OUR GOVERNMENT IS SUPPOSED TO WORK FOR US. SO YOU HAVE ASKED US AS A GROUP OF VOLUNTEERS TO TAKE ON THIS EFFORT AND THIS IS WHAT WE'RE TRYING TO DO. WHICH IS BACK TO THE DISCUSSION THAT WE HAD EARLY ON ABOUT WHETHER YOU WERE GOING TO REQUIRE THAT EVERYTHING THAT WE RECOMMEND BE VOTED ON BY YOU BEFORE WE CAN PUT IT ON THE BALLOT.

YOU HAVE TO VOTE ON IT. IF WE'VE RECOMMENDED CHANGES THAT YOU PUT ALL OF THOSE RECOMMENDATIONS ON THE BALLOT.

YOU HAVE TO REMEMBER THIS PROBABLY WON'T BE REVIEWED AGAIN FOR ANOTHER 7 YEARS. THIS IS NOT ABOUT YOU.

THIS IS ABOUT OUR GOVERNMENT AND WHAT WE SHOULD BE ABLE TO EXPECT FROM IT. IT DOESN'T SAY THAT AFTER THIS ELECTION AND LET'S PRETEND FOR A MINUTE THERE ARE THREE NEW PEOPLE UP THERE, WILL THEY FEEL THE SAME WAY DO YOU? I DON'T KNOW THE ANSWER TO THAT QUESTION.

BUT I THINK THAT OUR CHARTER NEEDS TO BE ABLE TO EXPLAIN IT.

SO I'LL TAKE THE FEEDBACK THAT I RECEIVED TONIGHT BACK TO THEM.

I'LL ASK THEM TO REVIEW THE VIDEO AND MAKE SURE THAT I'M NOT MISSTATING SOMETHING THAT YOU'VE SAID.

BUT THIS IS AGAIN THE COMMUNITY'S CHARTER.

>> THAT'S A POINT I WAS GOING THE MAKE AS WELL.

YOU SAID IT BEFORE I COULD SAY ET MYSELF.

I THINK WHAT I'M HEARING ALSO IS WE'RE HAVING THE SAME PROBLEM THE NFL HAD DEFINING WHAT INTERFERENCE REALLY IS.

THEY CAN TELL BY YOUR QUESTIONS WHY YOU ARE ASKING THAT QUESTION THAT LEADS TO A CONVERSATION. I AGREE OBVIOUSLY I'M NOT GOING TO BE HERE SOME OF US AREN'T GOING TO BE HERE WHO RECOLLECTS KNOWS WHO IS GOING TO BE HERE. IT'S NOT A BAD THING.

IFTH FACT STAFF MEMBERS THINK IT'S A PROBLEM -- ENTER NOT STAFF MEMBERS. CHARTER MEMBERS THAT HAVE WORKED

WITH STAFF. >> THAT IS CONCERNING.

>> THANK YOU VERY MUCH. >> ANYBODY ELSE.

>> THANK YOU. >> THANK YOU SIR.

[Item 4.5]

>> ITEM 4.5. THIS IS A PRESENTATION FROM STORMWATER POLLUTION PREVENTION PROGRAM.

WELCOME SIR. >> GOOD EVENING.

THANK YOU. I'LL TRY TO KEEP THIS BRIEF.

WE'VE RECENTLY HAD THE STREET SWEEPER PARKED OUT FRONT.

>> GOT A LOT OF COMMENTS ON IT. >> HIGHLIGHTING OUR PROGRAM AND WHAT WE'RE DOING AND WHAT WE NEED TO CONTINUE DOING.

[00:45:05]

SO STORMWATER POLLUTION WHEN WE TALK ABOUT WHAT WE'RE DEALING WITH MAINLY OUR CULPRITS FERTILIZERS AND PESTICIDES.

SINCE WE DON'T HAVE AGRICULTURE IT COMES FROM RESIDENTIAL LAWNS.

SEDIMENT AND RODENT MATERIAL CLOGGING OUR PIPES AND WATERWAYS. MATERIAL DECOMPOSES AND GENERATES NITROGEN, FOS FORRUSS, NEWT RENTS THAT PROMOTE ALGAE GROWTH AND POOR WATER QUALITY. ANIMAL WASTE AND MOTOR OIL THAT COME FROM OUR STREETS. POLLUTION PREVENTION IS IMPORTANT FOR WATER QUALITY AND FLOOD PROTECTION.

WHAT WE'RE DOING TO ADDRESS THIS.

STEP SOMEONE PUBLIC AWARENESS. THE ROLLING BILL BOARD IS JUST THAT. IT'S CIRCLING TOWN CONSTANTLY.

WE THOUGHT IT WAS A GOOD OPPORTUNITY TO RAISE PUBLIC AWARENESS. MOST ARE RESPONSIBLE FOR MAINTAINING WHAT IS IN THE COMMUNITIES.

WE EDUCATE THEM, LET THEM KNOW HOW IT'S SUPPOSED TO WORK AND RECOGNIZE WHEN IT REQUIRES MAINTENANCE AND BE MORE AWARE OF WHAT SYSTEM IS DOING AND HOW IT SHOULD BE WORK.

THE OTHER ITEM WE SET UP AND IT'S NOTED ON THE WRAP IS THIS WEBSITE PROVIDES INFORMATION ABOUT STORMWATER AND ALSO HIGHLIGHTS THE PROJECTS THAT WE'RE DOING.

THIS SITE IS A WORK IN PROGRESS. WE'LL CONTINUE TO ADD INFORMATION TO IT AS WE POPULATE THE SITE.

THE NEXT STEP BUILDING DEPARTMENT PASSED A CONSTRUCTION SITE MANAGEMENT ORDINANCE. THAT IS ANOTHER STEP TO IMPROVE THE REQUIREMENTS FOR CONSTRUCTION SITES WHICH GENERATE A LOT OF SEDIMENT RUN OFF OR CAN IF THEY ARE NOT PROPERLY MAINTAINED. STORMWATER POLLUTION INVOLVES A LOT OF CITY DEPARTMENTS. PLANNING DEPARTMENT BUILDING STREETS, STORMWATER CODE ENFORCEMENT.

WORK CLOSELY TOGETHER TO HELP ACHIEVE PROJECT GOALS.

ALL THESE ACTIVITIES PROVIDE CREDIT THROUGH CRS SYSTEM.

WE TRY TO MAKE SURE WE MAXIMIZE THE POINTS IN ANY CATEGORY WE'RE ABLE TO THAT PROVIDES DISCOUNTS FOR RESIDENTS.

ONE OF THE BIG COMPONENTS OF OUR PROGRAM IS STREET SWEEPING.

THE SWEEPER EQUIPMENT IS FUNDED THROUGH STORMWATER DEPARTMENT THROUGH STORMWATER UTILITY FEES. IT'S OPERATED BY THE STREETS DEPARTMENT. THEY STAFF IT AND THEY PLAN THE ROUTES AND OPERATE IT. SWEEPS APPROXIMATELY 26 CURB MILES A DAY. SINCE YOU HAVE CURB ON BOTH SIDES THAT'S 13 ROAD MILES PER DAY.

EACH STREET SERVICED WEEKLY. LAST YEAR WE REMOVED 455 TONS OF MATERIAL FROM STREETS AND FROM OUR STORMWATER PIPES BOTH FROM THE STREET SWEEPER AND VACUUM TRUCK.

ONE OTHER ITEM WE HAVE ARE STORMWATER FILTERS, WATER QUALITY STRUCTURES. VORTEX SEPARATE TOSSER HELP REMOVE PRODUCENS AND SEDIMENT PROVIDE A WAY FOR TO US ACTUAL PULL THAT MATERIAL OUT. WE HAVE A COUPLE IN TOWN AND WORKING ON ADDING A COUPLE MORE. WE'VE RECENTLY BEEN INSTALLING SOME VERY BASIC TRASH SCREENS. WE HAVE THEM IN MOST OF THE DOWNTOWN STRUCTURES WHERE WE'RE ABLE TO INSTALL THEM.

IT'S AN EFFECTIVE WAY TO FILMER OUT FLOATING DEBRIS TRASH AND MAKE IT EASIER FOR TO US CLEAN OUT.

THE NEXT STEP IS COMMUNITY INVOLVEMENT.

WE THE RESIDENT AND COMMUNITY KNOW THESE NEIGHBORHOODS, THESE AREAS AS WELL AS ANYONE. THERE IS A PHONE NUMBER ON THE STREET SWEEPER. IT'S EASY TO CONTACT US IF YOU HAVE MAINTENANCE ISSUES OR QUESTIONS JUST TO KIND OF HELP KEEP AN EYE ON THINGS. LOCATING YARD DEBRIS AWAY FROM DRAINAGE STRUCTURES. IT'S A QUESTION OF WHERE DO YOU PILE YOUR YARD DEBRIS WHEN YOU ARE WORKING IN YOUR YARD.

NEXT TO INLETS THAT'S THE FIRST PLACE THAT GETS WASHED WHEN THE RAIN COMES. WHENEVER POSSIBLE WE TRY TO LOCATE THAT AWAY FROM DRAINAGE STRUCTURES AND DITCHES.

STORMWATER FRIENDLY LAWNS. NOW THERE ARE GREAT RESOURCES ABOUT HOTTER CULTURE, ZERO CAPE, DROUGHT TOLERANT PLANT.

WAYS TO MINIMIZE FERTILIZE AROUND PESTICIDES WE PUT ON THE

[00:50:01]

GROUND. WHATEVER GOES ON OUR LAWN END UP IN OUR WATERWAYS SO WE WANT TO BE MINDFUL OF THAT.

ANOTHER ITEM IS LOW IMPACT DEVELOPMENT.

WAYS THAT WE CAN BUILD IN INFRASTRUCTURE THAT MINIMIZES THE AMOUNT OF IMPACT ON OUR ENVIRONMENT.

INCLUDES RAIN GARDENS, SMALL STORMWATER CATCH AREAS, REDIRECTING ROOF DRAINS SO THEY ARE NOT JUST DUMPING ON TO THE STREET AND PERVIOUS PAVERS. THAT'S WHAT I HAD FOR YOU TODAY.

WE'LL TAKE ANY QUESTIONS. >> ACTUALLY THE SECOND SLIDE I GUESS. I LOVE THE STREET SWEEPER.

>> I HAVE MORE PEOPLE ASK ME ABOUT THAT STREET SWEEPER THAN

ANYTHING LATELY. >> I WAS WONDERING WHERE LITTER COMES INTO THIS. WE WENT OUT AND LOOKED IN A STORMWATER POND THE OTHER DAY AND IT WAS FULL OF THERE WAS PROBABLY 200 BOTTLES, CANCEL, SO HOW ARE WE ADDRESSING -- HOW CAN WE BETTER ADDRESS THE LITTER PROBLEM?

>> LITTER I DID NOT SPECIFICALLY ADDRESS HERE BUT THAT IS A BIG COMPONENT OF WHAT GETS WASHED OUT.

MOST OF THE WATER QUALITY STRUCTURES AND TRASH SCREENS, DEBRIS SCREENS ALSO FILTER OUT LITTER.

YOU HAVE SOME THAT FLOATS IN PLASTIC BOTTLES AND OTHER THAT YOU HAVE SINKS. CERTAINLY THAT'S A BIG PART OF TRYING TO KEEP OUR WATERWAYS CLEAN.

THAT'S THE FIRST THING YOU NOTICE WHEN WE DO HAVE A

PROBLEM. >> DID I HEAR YOU CORRECT WHEN

YOU SAID 450 STUNS OF EARLY TO? >> 5 E TONS LAST YEAR WE HAULED

OFF. >> I OFTEN SEE LANDSCAPE AROUND HOMEOWNERS AFTER THEY CUT THE GRASS, THEY ARE OUT THERE WITH THE BLOWER BLOWING IT INTO THE STREET U. SOUTHEAST TIME FOR TO US PUT TOGETHER AN ORDINANCE THAT SAYS YOU CAN'T DO THAT ANYMORE? I WAS SHOCKED AT 450 TONS.

>> IT ADDS UP QUICKLY ESPECIALLY DURING THE FALL WHEN WE HAVE LEAVES FALLING. BUT YES, I BELIEVE THERE IS LANGUAGE IN OUR EXISTING CODE THAT PREVENTS OR PROHIBITS STORMWATER POLLUTION. THAT IS BASICALLY INTRODUCING ANYTHING OTHER THAN WATER INTO OUR STORMWATER SYSTEM.

IT ALL COMES DOWN TO EDUCATION AND ENFORCEMENT.

IT'S DIFFICULT TO ENFORCE. BUT I THINK PART OF THIS IS RAISING AWARENESS SO THAT MAYBE THE HOMEOWNERS ASK THE QUESTION.

WHAT ARE WE DOING WITH THIS MATERIAL WHEN YOU ARE MOWING OUR LAWN. MAKING SURE THE LANDSCAPERS ARE AWARE OF PROPER PROCEDURE. WE MULCH ALL OF THAT MATERIAL AND USE IT AS FERTILIZER. IT'S TRYING TO RAISE AWARENESS AND BE MINDFUL OF THAT SO WE CAN HELP CHANGE SOME BEHAVIOR.

>> WHAT OF THAT 450 TOWNS, HOW MUCH IS LITTER, AND HOW MUCH IS

ORGANIC WASTE? >> IT'S PRIMARILY DIRT AND ORGANIC WASTE, LEAVES. THERE IS OBVIOUSLY A LITTER MIXED IN BUT IT'S ALL PILED TOGETHER SO WE DON'T HAVE A GOOD

BREAKDOWN. >> I JUST WANT TO REMIND IT'S A POLLUTION ISSUE, IT'S AN ENVIRONMENTAL ISSUE.

AND I WAS GOING TO TALK ABOUT THIS LATER BUT I'LL BRIEFLY MENTION IT. FLORIDA OCEAN ALLIANCE IS IN THE PROCESS OF A $500 MILLION GRANT TO ESTABLISH OCEAN AND SHORE RULES. AND ONE OF THEIR PRIMARY THINGS IS WATER QUALITY AND HARMFUL ALGAE BLOOMS AND TALKS ABOUT THIS VERY THING. IN THE END WHAT THEY TALK ABOUT IS TO MAKE FUNDING AVAILABLE THROUGH THE STATE OF FLORIDA FOR EAGENS CREEK IS THE DRAINAGE FOR EVERYTHING ON THE NORTH AND THAT IS GOING OUT INTO THE INTERCOASTAL.

SO IT SOUND LIKE IT'S A GOOD PROGRAM.

IT'S A POLLUTION ISSUE PARTICULAR LAY LONG THAT AREA WHICH AGAIN THEY ARE GOING TO BE LOOKING AT AS PART OF THEIR STUDY WHICH WILL HOPEFULLY LEAD TO LEGISLATION AND FUNDING.

[00:55:05]

>> THERE IS A LOT OF ASPECTS TOO WATER QUALITY ISSUE.

>> I THINK ONE THING IS IMPORTANT TO REMEMBER AND A LOT OF PEOPLE DON'T REALIZE, THEY SEEM TO THINK WHEN WATER GOES INTO THE DRAINS THAT IS GOING DIRECTLY INTO THE WATERWAY.

THIS VORTEX SEPARATOR, WHERE IS THIS LOCATED?

>> THERE IS ONE AUTOFLARES PARK. ALL THE DRAINAGE FROM THE FIELDS AND PARKING LOT GOES THROUGH BY NORTH 15TH ON THE NORTH END OF THE ISLAND. WE'RE PLANNING TWO MORE FOR THIS

FISCAL YEAR. >> ULTIMATELY ONE ON 58TH STREET DIRECTLY GOES THE ALLIGATOR CREEK.

THE ONE THAT GOES TO ALVEARIES FLOWS THROUGH THE DITCH AND GOES OUT TO THE RIVER NEAR CRANE ISLAND.

THOSE AND YOU ARE CORRECT, A LOT OF THE OLD INFRASTRUCTURE IS DIRECT DISCHARGE. THE NEWER DEVELOPMENTS THAT WERE PERMITTED AFTER WATER MANAGEMENT DISTRICT WAS PUT IN PLACE IN 1988 THEY THE PONDS OR THERE ISR THAT WATER TO ENTER THE WATERWAY. IT DOES RECEIVE SOME TREATMENT.

IT'S THE OLDER DISCHARGE SYSTEMS WE'RE TRYING TO GET SOME WATER QUALITY STRUCTRES AND SOME SYSTEMS IN PLACE.

>> IT'S SOMETHING TO KEEP IN MIND FOR ALL OF US.

>> IF YOU HAVE A STAIN IN YOUR DRIVEWAY GET IT LOOKED AT BECAUSE THAT GOES INTO OUR WATER.

THANK YOU SIR. >> ON TO PUBLIC COMMENT ON ITEMS

[Item 5]

THAT ARE NOT ON THE AGENDA OR CONSENT AGENDA.

VOL THREE MINUTES. STATED YOUR NAME AND ADDRESS FOR THE RECORD PLEASE. WELCOME SIR.

GOOD EVENING. KEENE LEER 320 SOUTH 9TH STREET. I THINK WE'LL ALL AGREE PARKING IN GENERAL IS AT A PREMIUM ESPECIALLY ALONG THE BEACHES.

WITH THAT SAID, IT WOULD MAKE SENSE THAT WE DON'T GIVE AWAY ANY BEACH PARKING AND CERTAINLY NOT ALLOW IT TO BE TAKEN.

I'M GOING TO PASS OUT A FEW PICTURES HERE.

THAT IS AN AERIAL VIEW TAKEN FROM THE NASSAU COUNTY PROPERTY ARAZORS SITE. I'M GOING TO START AT THE NORTH END. DUE TO SOMEBODY I KNOW WELL, I WAS ABLE TO -- AFTER GETTING A HE GOT A OPPORTUNITY TO -- HE WAS GIVEN A GRANT BY THE CITY AND HIS APPRECIATION, HE TOOK OVER THE CITY PARKING IN FRONT OF HIS HOUSE.

HE ANNEXED IT INTO HIS YARD. PLACED ROCKS AND ATE UP THREE PARKING SPOTS. HE WAS ABLE TO REMOVE THE ROCKS AND HE STOLE SIGNS. HE SUFFERED NO CONSEQUENCE FOR THIS. SECOND TO THAT, A GENTLEMAN YOU ARE WELL AWARE OF ARRIVED IN THE CITY.

HE MOVED INTO A HOUSE BUILT A HOUSE ADJACENT TO ACCESS 30 AND WITH THE APPROVAL AND WINK AND NOD OF THE PREVIOUS CITY MANAGER, HE WAS ABLE TO ANNEX THAT PROPERTY AND SODDED IT.

SO WE HAVE A HISTORY OF EITHER GIVE AGO WAY OR IN THE DARK OF NIGHT LOSING CITY ACCESSES. THE PIECE OF PAPER I GAVE YOU ILLUSTRATE THE BUILDING BEHIND HALL'S BEACH STORE ON SADLER ROAD. THERE ARE PARKING SPOTS WHICH YOU CAN SEE ON THE NORTH SIDE OF THE BUILDING WHICH ARE CITY PROPERTY MARKED IN RED FROM THE COUNTY SITE.

THEY CURRENTLY A YEAR AGO PUT UP NO PARKING SIGNS AND THEY ARE TELLING YOU NOT TO PARK IN PUBLIC PARKING.

NEW TENANTS AND THERE IS A MORE -- THAT'S THE SAME PEOPLE YOU HAVE CONTRACTED TO TOW ON 8TH STREET SO THEY HAVE ONE OF HIS SIGNS WHICH ARE AROUND FERN ANYONE DA.

[01:00:08]

WHILE WE'RE ON THE POINT. THE MOST AGREGOUS OFFENDER IS SLIDER THE SEASIDE BUILDING ON SADLER.

I DON'T KNOW IF YOU ARE AWARE OF THIS BUT THAT ENTITY --

>> IF IT'S TRUE ABOUT USING CITY LOTS, THAT'S PUBLIC PARKING.

THE POINT THAT KEVIN MADE ABOUT ELIZABETH STREET , THE GUY THAT PUT THE SIGNS UP THAT WAS DESIGNATED PARKING BY THE CITY IN A RIGHT OF WAY AND PROTECTION.

AND IT WAS RESTORED. THERE WAS NO PENALTY.

BUT IT WAS RESTORED. >> THREW AWAY CITY SIGNS.

>> I WOULD JUST ENCOURAGE ANY CITIZEN WHEN THEY COME ACROSS THIS TYPE OF ACTIVITY THEY SEND AN EMAIL.

THIS IS THE FIRST TIME -- I KNOW OF OTHER THINGS AND I'VE MADE COMMENTS TO CITY MANAGE AROUND IT'S BEEN TAKEN CARE OF.

PEOPLE MAKE COMMENTS ABOUT THINGS AND I ANSWER PRETTY MUMP 100% OF EMAILS WITHIN 48 HOURS. IF YOU SEND ME AN EMAIL WITH A PICTURE LIKE THIS IT WILL BE SENT TO THE CITY MANAGER AND I CAN TELL YOU HE'S VERY RESPONSIVE IN TAKING CARE OF THESE PROBLEMS. I WOULD JUST HOPE THAT ALL YOU HAVE TO DO IS SEND A PHOTOGRAPH. IF YOU WANT TO MAKE IT ANONYMOUS. I APPRECIATE YOU COMING FORWARD WITH THIS. THANK YOU SIR.

>> GOOD NIGHT. >> DIANE HER MAN.

I'D LIKE THE. THE LAST COMMISSION MEETING I WAS FORTUNATE ENOUGH TO WITNESS KELLY GIBSON ANNOUNCING THE $100,000 TO OUR LANCE CONSERVATION TRUST FUND.

I SAID CHRISTMAS HAS COME EARLY. LAND CONSERVATION IS THE MOST IMPORTANT TOOL WE CURRENTLY HAVE FOR ADVANCING THE ENVIRONMENTAL SOCIAL AND ECONOMIC SUSTAINABILITY ON OUR ISLAND.

ESPECIALLY THRILLED TO HAVE THE OPPORTUNITY BECAUSE IT'S A MATCHING FUND THAT WE COULD DOUBLE OUR CONTRIBUTION.

THEREFORE AMELIA TREE CONSERVE SI PRESENTS THE CITY WITH A CHECK FOR $5,000 TO BE USED FOR THE LAND CONSERVATION TRUST FUND. WE ARE GRATE TO FEEL MAKE A

DIFFERENCE. >> I HAVE A NEW THERMOMETER.

IT'S THE $300,000 THERMOMETER. THIS SHOULD BE ADDED TO THAT.

PERSONALLY I WROTE A CHECK AND THAT'S GONE TO THE FUND.

MY WIFE WROTE A CHECK THAT'S GONE TO THE FUND.

I'VE BEEN ON THE FUND DIALING FOR DOLLARS.

I HAVE BEEN CALLING UP INDIVIDUALS AND SO FAR I'VE DIALED ABOUT 20 AND OUT OF THOSE 1 OF THEM SAID THEY WOULD

[01:05:01]

CONSIDER OR ARE ABOUT TO DONATE TO THIS FUND.

I THINK THAT'S AN IMPORTANT THING TO DO.

I GOT A LITTLE BIT OF PUSH BACK FROM SOME PEOPLE ABOUT TWO THINGS. ONE I WANT TO MAKE IT PERFECTLY CLEAR THAT THE MONEY IN THIS FUND ONLY GOES TO PURCHASING LAND THAT IS ENVIRONMENTALLY SENSITIVE CONSERVATION LAND OR THE COST ASSOCIATED WITH ACQUIRING THAT.

AND THEN I WANT TO MAKE IT PERFECTLY CLEAR THAT IT'S THE NORTH FLORIDA LAND TRUST IS OUR BROKER IN FINDING CONSERVATION LAND AND PURCHASING IT. IT'S NOT CITY COMMISSIONER ROSS OR CHAPMAN. IT'S THE NORTH FLORIDA LAND TRUST. I'M GOING TO BE MORE DIALING FOR DOLLARS. I HOPETA PEOPLE IN THE COMMUNITY WILL COME FORWARD. THIS IS A WONDERFUL OPPORTUNITY

FOR TO US RAISE $300,000. >> THANK YOU SIR.

>>

>> CAN WE GET THIS PUT AS A PHYSICAL THING LIKE A BIG ONE IN

THE WINDOW? >> WELCOME SIR.

>> THANK YOU GENTLEMEN. I WAS THE AMELIA ISLAND BULLS CLUB PRESIDENT. IN FOUR YEARS WE GREW FROM 20 MEMBERS TO BECOME THE LARGEST CLUB IN THE UNITED STATES SURPASS NEW YORK AND CALIFORNIA CLUBS.

THAT DIDN'T HAPPEN BY ACCIDENT BUT BECAUSE OF ME.

IT HAPPENED BECAUSE WE HAVE PERFECT WEATHER YEAR ROUND AND PERHAPS THE MAIN REASON THE COOPERATION OF THE CITY.

IN 2009 THE CITY GAVE THE CLUB PERMISSION TO BUILD COURTS AT THE SOUTH END OF THE MARINA PARKING LOT.

LATE HER I ASKED IF I COULD CONSTRUCT COURTS ON TOP OF THE BASKETBALL COURT IN CENTRAL PARK I GOT A RESOUNDING YES.

MOST NOTEWORTHY EACH YEAR WHEN WE PUT ON THE LARGEST INTERNATIONAL BATON TOURNAMENT IN THE COUNTRY THE CITY HAS BEEN OUR PARTNER AND BENT OVER BACKWARDS TO HELP.

THE CLUB ONLY COLLECTS $10 A PERSON ANNUALLY FOR MEMBERSHIP DEUCE WHICH COVERS COURT UPKEEP AND MAINTENANCE.

IN SPITE OF THE SIZE OF OUR MEMBERSHIP -- THAT SAID, THE MEMBERS FEEL IT'S IMPORTANT TO GIVE BACK TO THE CITY THAT HAS BEEN SO WELCOMING. ON BEHALF OF THE AMELIA ISLAND BULLS CLUB I WANT TO PRESENT THE CITY WITH A CHECK OF $500 TO THE CONSERVATION TRUST AND WE LOOK FORWARD TO OUR CONTINUED PARTNERSHIP.

>> I THINK THAT THE PLANNING CONSERVATION -- MY CONCERN IS WE EXPEDITIOUSLY MOVE FORWARD THE LEGISLATIVE REQUIREMENTS.

CONTRACT APPROVAL FOR BEACH RAKER LLC.

>> THIS IS CONTRACT THAT WAS LET BY NASSAU COUNTY PURCHASING DEPARTMENT. UPON REVIEW EVALUATION COMMITTEE THE COUNTY RECOMMENDED AND APPROVED BEACH CLEANING SERVICE BY BEACH RAKER WHO HAD BEEN CONDUCTING THAT ON CITY BEACHES.

THEY WILL NOW BE RESPONSIBLE FOR CLEANING ALL THE BEACHES WITHIN THE COUNTY AND CITY BEACHES. THIS WILL BE PAID FOR THROUGH AMELIA ISLAND TOURIST COUNCIL. PAYING100% OF THE COST OF EACH CONTRACT. WE HAD $250,000 BUDGETED WITH THE OWN BUDGET FOR THE SERVICE SO THAT WILL FREE UP SOME ADDITIONAL MONEYS. STAFF RECOMMENDS APPROVAL.

>> I'M GOING TO VOTE TO APPROVE THIS.

I THINK BEACH RAKERS IN DEALING WITH THEM FOR AT LEAST TWO YEARS, I THINK THEY DO AN EXCELLENT JOB.

WHEN I ORIGINALLY LEARNED ABOUT THE COMPANY, I MADE A NUMBER OF

[01:15:04]

PHONE CALLS TO PEOPLE WHO HAD LISTEN BEEN USING THEM AND THEY WERE HIGHLY RECOMMENDED. MY ONE CONCERN WITH THIS CONTRACT IS I WANT TO MAKE SURE IF IT'S NOT INCLUDED IN THIS CONTRACT THAT OUR TRASH CANCEL THAT WE HAVE TAKEN OFF THE BEACH AND ADVANCE IS NOW EMPTYING THAT THE TDC PAY TO COVER EMPTYING THE TRASH CANS WHICH I THINK IS ABOUT $25,000 A YEAR.

IT'S UNCLEAR WHETHER THAT IS INCLUDED IN THIS CONTRACT OR WHETHER THAT WOULD HAVE TO BE AN ADDITIONAL APPROPRIATION SO I'M GOING TO MOVE TO APPROVE AND HOPE THE CITY MANAGER WOULD

STRAIGHTEN THAT OUT. >> I'LL SECOND IT.

>> IS THE ADVANCE IS NOT IN THE CONTRACT.

I UNDERSTAND WE ALL GOT THE EMAIL TODAY THAT THEY'LL SEND BETWEEN JEREMIAH. ARE YOU STILL THERE?

>> I JUST WANT TO SHOW YOU A COUPLE OF THINGS THAT AS PART OF LEAVE NO TRACE , THE LETTER IS GOING OUT TO ALL OF THE LEGITIMATE BEACH RENTALS AND I THINK WE HAVE 400 LICENSE AND THEY WILL BE PROVIDED WITH LEAVE NO TRACE DOCUMENTS.

THEY ARE REQUIRED TO EITHER ASK FOR THESE WHICH THEY WILL BE DELIVERED AND I'LL GIVE THESE TO THE CITY MANAGER AND THEY CAN DISTRIBUTE THEM OR THEY WILL HAVE TO NOTIFY THE LETTER SAYS THE COUNTY BUT THAT I BELIEVE MAY BE THE CITY ON HOW THEY ARE ADDRESSING THE LEAVE NO TRACE TO THEIR CLIENTS.

JOUST BE CLEAR LEAVE NO TRACE ITEMS ARE INCLUDED IN THE CONTRACT, THEY'LL GET REMOVED FROM THE BEACH UNDER THE CONTRACT. SECTION 2.4 -- 2.3 IS SPECIFICALLY DISCUSSES BEACH FRONT TRASH CONTAINER REQUIREMENTS AND IT SAYS BEACH TRASH CONTAINERS 30-50 CONTAINERS LOCATED IN UNINCORPORATED AREAS OF AMELIA ISLAND ON BEACHES EAST OF THE DUNES SHALL BE EMPTIED UNDER THE CONTRACT. THE CITY MOVED OUR TRASH FROM WEST OF THE DUNES AND SO THOSE ARE GOING TO BE COVERED UNDER A

SEPARATED CONTRACT. >> I WOULD JUST HOPE THAT THE CITY MANAGER AND CITY ATTORNEY WOULD PURSUE WORKING THAT OUT.

>> MY LAST COMMENT ON THAT IS THAT THE MANAGER ANDLY MAKE WORK ON MAKING SURE THE TDC GETS NOT JUST THE FIRST REIMBURSEMENT REQUEST. OF COURSE THE COUNTY COMMISSION HAS APPROVED THE MONEYS BUT THAT THE TDC AND MR. LANGLEY KNOW UP FRONT WHAT OUR COSTS R. YOU HAVE DISCUSSED WITH THEM?

>> ABOUT 10-DAYS AGO I RECEIVED AN EMAIL FROM CHRISTINE WHO IS HERE. THESE ARE THE NEIGHBORHOODS OF SEASIDE AND OCEAN KAY. I INVITED (M) HARMON HERE TO SPEAK ON THIS. THERE IS SOME CONCERN ABOUT WHAT MIGHT HAPPEN WITH THIS PROPERTY. IF YOU WOULD.

>> I HAVE TWO OTHER PEOPLE WHO ARE FROM THE SEASIDE SUBDIVISION WHO HAVE COME. BASICALLY IT'S A QUESTION OF THE RIGHT OF WAY BEHIND US SAND A NATURAL CORRIDOR FOR WILDLIFE.

I KNOW WE WANT TO PRESERVE LAND AND GET LAND INTO CONSERVATION.

THAT'S WHY I WANT CLARIFICATION. THEY CAN DECLARE IT CONSERVATION

[01:30:06]

EASEMENT. IF NOT THE F THERE IS ANY WAY TO DO IT OTHER THAN BUY IT. I DON'T KNOW HOW YOU BUY A PUBLIC RIGHT OF WAY. I NEED CLARIFICATION ON HOW WE

CAN PRESERVE THIS. >> I GUARDED THIS TO MRS. GIBSON IS THAT FROM KELLY OR YOU HOW CAN WE PLACE THEM IN CONSERVATION. LAND USE ZONING IS ON A PARCEL THAT IS REAL PROPERTY. MY UNDERSTANDING AND WE DON'T SEE THIS ON MAPS THERE, IS NO LAND USE OR ZONING ASSOCIATED WITH THE PUBLIC RIGHTS OF WAY WHICH IS WHY YOU SEE IT THE WAY THAT IT IS. IT WOULD HAVE BEEN AN EXTENSION HA WOULD HAVE RUN THROUGH THIS AREA.

THE CITY HAD IT FOR A SIGNIFICANT PERIOD OF TIME.

I DID OUTLINE IN RED THE STEPS YOU COULD GO THROUGH TO ACCOMPLISH POTENTIALLY PUTTING THAT IN PLACE.

THAT IS JUST ONE POTENTIAL SOLUTION AND I'VE NOT TALKED THIS THROUGH WITH MRS. BOCK ABOUT ANY OTHER SOLUTIONS THAT MIGHT EXIST ON HOW YOU WOULD ACCOMPLISH IT.

>> UNLIKE PROPERTY OWNED BY THE CITY.

RIGHTS OF WAY ARE NOT OWNED. THEY ARE HELD IN TRUST FOR PUBLIC BENEFIT. THE ONLY THING THAT THE CITY COULD DO IS ABANDON THE RIGHT OF WAY OR VACATE THE RIGHT OF WAY WHICH THEN UNDER FLORIDA LAW WOULD GO TO EITHER SIDE.

RIGHT OF WAY EACH PROPERTY OWNER ON EITHER SIDE WOULD THEN IF ABANDONED GET PRIVATE PROPERTY RIGHTS.

YOU CAN'T DO A CONSERVATION EASEMENT.

THAT IS OVERBURDENING A RIGHT OF WAY.

WE DON'T HAVE THE RIGHT TO DO THAT.

AND THE CITY CAN'T SELL IT SO TO SPEAK.

>> SO BASICALLY NOTHING TO ALLOW IT TO BE PUT IN A CONSERVATION AND PRESERVE IT. THE CITY COULD USE IT.

PERSONALLY I WOULD NOT WANT TO YOU ABANDON IT TO THE PROPERTY OWNERS. AND I AM ONE OF THEM.

I BACK TO IT. I WOULDN'T WANT IT TO ABANDONED TO US. THERE ISN'T ANYTHING TO SAY ONE OF US WOULDN'T GO IN AND REMOVE IT TOO.

I'D RATHER IT STAY WITH THE CITY AT THAT POINT.

I'D JUST LIKE TO SEE IT PRESERVED FOR THE WILDLIFE.

>> THIS CAME UP TWO YEARS AGO. AT FIRST AVENUE AND SADLER.

THEY WANTED TO TURN THAT INTO A PARKING LOT.

IT'S THE SAME ISSUE. AND WE WENT THROUGH ALL OF THIS.

AND THE ROAD ORDINANCE MAKES YOU PAY FOR WHAT IT WOULD COST TO TAKE CARE OF TO PUT IN THE ROAD THERE.

AND YOU ARE TALKING ABOUT IS THOUSAND DOLLARS A FOOT PLUS.

THAT IS ONE MORE THING THAT HAS BEEN WITH THE LAND DEVELOPMENT CODE THAT WOULD PREVENT ANYBODY FROM WANTING TO USE THIS AS A RIGHT OF WAY. OTHER THAN THAT, UNDER STATE LAW WHEN IT'S VACATED IT HAS TO GO TO EITHER SIDE WHICH I THINK IS EVEN WORSE. IT'S A CON JUNE DRUM.

>> I DON'T THINK THERE IS A GOOD OPTION TO DO ANYTHING WITH THAT.

BUT WHY WOULD WE BUILD A ROAD THERE?

[01:35:01]

WHY HAVEN'T WE BUILT A ROAD? WE'RE NOT GOING TO BUILD A ROAD.

JUST LEAVE IT LIKE IT IS. >> UNLESS IT'S ACTUALLY TO ME -- UNLESS IT'S DEDICATED AND PUT IN AS CONSERVATION SOMETHING COULD

COME ALONG IN THE FUTURE. >> IT COULD.

BUT THE LIKELIHOOD IS IT'S PROBABLY THE BEST OPTION TO LEAVE IT LIKE IT IS. YOU VACATE THE RIGHT OF WAY AND YOU HAVE REAL PROBLEMS ON YOUR HANDS.

IF IT CAN'T GO TO CONSERVATION EASEMENT LEAVE ATE LOAN.

>> SO MY QUESTION IS IF AWE BAN DON IT AND IT WENT TO YOU SAID BOTH SIDE. WE'RE TALKING ABOUT PROPERTY OWNERS ON BOTH SIDE OF THAT AREA?

>> YES. >> WOULD THERE BE A WAY IF EVERY PROPERTY OWNER WOULD SIGN OFF ON SOMETHING THAT SAYS THEY WOULD THEN DONATE THE LAND BACK INTO CONSERVATION? IF YOU COULD GET ALL THE PROPERTY OWNERS ON BOTH SIDE THAT WOULD AGREE TO PUT A CONSERVATION EASEMENT OVER IT, THEN I SUPPOSE IF THE COMMISSION WANTED TO.

BUT THERE IS ONE THING THAT MRSL TO US THAT WE CAN'T IGNORE AND THAT IS OUR COMPREHENSIVE PLAN SAYS DO NOT ABANDON RIGHTS OF WAY. THEN IT'S COMPETING WITH PROTECTING AND CONSERVING LAND. I THINK THAT'S A POSSIBILITY.

>> WHAT IF THAT PROPERTY SELLS TO A NEW OWNER.

>> IF THERE IS A CONSERVATION EASEMENT THE ORIGINAL SIGNING OWN SR. THE ONLY ONE THAT CAN RELEASE THAT EASEMENT.

A FUTURE OWNER CAN'T TAKE THAT AWAY.

>> FOUR OTHER ITEMS TO TALK ABOUT.

>> I JUST LIKE TO SAY THAT I AGREE WITH VICE MAYOR.

THIS IS A CITY RIGHT OF WAY. IF YOU LOOK AT THE TAX MAP WHICH WOULD EXPAND THE SOUTHERN END OF THIS THERE, IS NO WAY THE CITY GOING TO BUILD THE ROAD THERE. WE HAVE SO MANY OTHER ROAD NEEDS THERE IS NO REASON FOR THE CITY TO BUILD A ROAD IN THAT AREA.

FOR THE FORESEEABLE FUTURE, LONG INTO THE FORESEEABLE FUTURE, NO REASON THE CITY IS GOING THE HAVE A REASON TO BUILD A ROAD AS COMMISSIONER ROSS SAID. I THINK THAT LAND IS IN GOOD HANDS IN THE CONDITION ANYTIME RIGHT NOW.

>> ARE WE DONE WITH THAT? >> I WANT TO GO AFTER YOU.

>> SO IN CONVERSATIONS ABOUT THE CONSERVATION REFERENDUM, IT'S MY UNDERSTANDING THAT THIS COMMISSION NEVER FORMALLY TOOK A VOTE TO PLACE A REFERENDUM ON THE BALLOT.

SO I'D LIKE TO PLANT A SEED OF THOUGHT FOR FUTURE CONVERSATIONS OF HOW MUCH CONSERVATION MONEY WE WILL HAVE BY MID YEAR TO THREE QUARTERS OF THE YEAR PLUS MATCHING FUND FROM THE NORTH FLORIDA LAND TRUST AND IF IT EVEN PRUDENT OF US TO HAVE OUR OWN REFERENDUM THIS YEAR. SO I'D LIKE TO PLANT THAT SEED FOR A FUTURE CONVERSATION. AND NOW I'M DONE.

>> TO QUICKLY ANSWER YOUR QUESTION, HOW MUCH MONEY ARE WE GOING TO HAVE? WE GOT $100,000 FROM THE DEVELOPER AT AMELIA BLUFF. LET'S ASSUME WE MAX OUT OUR GRACIOUS LAND DONATION SO THAT'S ANOTHER $300,000.

THIS YEAR ALONE WE SHOULD END ONE ROUGHLY $1.6 MILLION WHICH BASED UPON OUR ONGOING RELATIONSHIP WITH NORTH FLORIDA LAND TRUST MEANS IF WE'RE GOING TO MATCH ONE TO ONE BASIS WE

[01:40:04]

HAVE $3 MILLION THAT IS AVAILABLE.

TO BE VERY CLEAR , THE HALF MILL CONSERVATION TAX WILL NOT BE IN THE BUDGET THAT I PROPOSED TO THIS CITY COMMISSION.

I PLEDGE AND YOU SUPPORTED THAT PLEDGE THAT WAS A ONE TIME AND ONE TIME ONLY LEVY AND THAT THE ONLY WAY ADDITIONAL MONEYS WOULD BE ADDED WOULD BE IF WE PREPARED FOR BOND REVENUE THAT WOULD BE SUBSEQUENT LAY PROVED AT A BOND REFERENDUM.

IF WE DECIDE TO GO A REFERENDUM ROUTE, I WILL PUT IN THE BUDGET LET'S SAY $5 MILLION FROM BOND REVENUE WE'RE GOING TO HAVE TO SHOW IN THE BUDGET. $5 MILLION OF REVENUE, $5 MILLION OF EXPENSES. IF THE BOND REFERENDUM DOESN'T COME TO FRUITION -- THERE IS NO INTENT FROM MY PART TO INCLUDE ANY ADDITIONAL MONEYS IN THE FIRST DRAFT.

NOW FROM COMMUNITY INPUT IF THERE IS INTEREST IN MOVING THAT FORWARD, THEN YOU HAVE TO WEIGH MORE HEAVILY HOW YOU INCORPORATE THAT IN THE BUDGET. BUT THE HALF MILL WAS A ONE AND DONE AND WE'RE MOVING ON JUST TO BE CLEAR ABOUT THAT.

>> THANK YOU. >>

>> MIKE MAKE ACE GOOD POINT. WE'VE NOT COMMITTED TO MOVE FORWARD ON A REFERENDUM. THERE ARE PEOPLE WHO THINK THAT MAYBE THERE ARE OPTION. I DON'T KNOW.

I THINK WE NEED TO COME TO A DECISION.

I WILL POINT OUT -- I THOUGHT THAT THE NORTH FLORIDA LAND TRUST BASICALLY THEIR GOAL WAS $4 MILLION FUNDRAISER.

I THINK WE NEED TO MOVE FORWARD AND MAKE A DECISION WE'RE GOING TO GO FOR THE REFERENDUM. EITHER WE'RE GOING FOR THE REFERENDUM ON GENERAL ELECTION OR GO WITH THE COUNTY, WHATEVER THAT IS. WE'RE IN THE COUNTY.

WE'RE IN THE COUNTY REFERENDUM. WE'RE NOT IN IT THE WAY WE LIKE BUT WE'RE IN IT. 8 MORE MEETINGS BETTER BALLOT.

>> MAY I MOVE ON? >> YES.

I GOT ANOTHER SEED TO PLANT. >> HOW DO I KNOW A CITY COMMISSION ISN'T GOING TO CHANGE THIS LAND LATER AND SELL IT OR WHAT I WOULD AND WE ALREADY DID SOMETHING WE PUT LANGUAGE ON THE BALLOT. I'M PLANTING THE SEED WE MIGHT WANT TO CHANGE THAT. WHAT IT CURRENTLY SAYS SHOULD THE CITY OF FERNANDINA BEACH CONSERVATION LONGED CAN ONLY BE SOLD OR LEASED 40 YEARS APPROVED BY VOTERS.

LAND USE MAP CAN ONLY BE SOLD IF THERE IS YUAN MOUSE VOTE BY THE COMMISSIONERS AND 70% OF THE VOTE.

IT SHOWS THERE A COMMITMENT TO OVERCOME HURD TOLLS SELL LAND MAKES IT EXTREMELY DIFFICULT AND ONCE IT GOES TO CONSERVATION

LAND IT WILL STAY THAT WAY. >> I JUST WANTED TO ADD TO THE CONVERSATION THE CHARTER REVIEW COMMITTEE.

IN ADDITION TO THE LANGUAGE 70% OF THE VOTE OF COMMISSION CONSIDER THAT I SOMEHOW AM ABLE TO MARRY ALL THESE PARAGRAPHS

[01:45:05]

INTO ONE. >> IF I UNDERSTAND IS THE CHARTER REVIEW COMMITTEE TAKING THIS UP?

>> THEY ARE BECAUSE THEY ARE LOOKING AT EVERY SECTION OF THE CHARTER. THEY ARE WELL AWARE THE COMMISSION HAS PROPOSED BALLOT LANGUAGE.

THEY WOULD BE INTERESTED TO SEE IF YOU ALL WANT THIS TO GO ANYWHERE. BUT THEY HAVEN'T IGNORED SECTION TEN. THERE IS SNOT MAJOR CHANGES.

THEY SAID IT'S A LOT OF EXTRAINOUS LANGUAGE THAT IS THERE THAT CAN BE CLEANED UP. HOW DO WE MOVE FORWARD IS MY

QUESTION. >> I WOULD NEED SINCE I'M YOUR DRAFTER I WOULD NEED MAJORITY OF YOU TO ASK ME TO BRING SOMETHING BACK IN THE FORM OF PROPOSED BALLOT LANGUAGE.

>> I HAVE NO PROBLEM WITH YOU COMING BACK WITH THE LANGUAGE.

MY QUESTION IS IF IT'S UNANIMOUS WE WOULD VOTE UNANIMOUSLY AND THEN IT WOULD GO TO THE PUBLIC. I THINK YOU SHOULD COME BACK WITH THE LANGUAGE. WHAT YOU ARE VOTING TO DO IS ADD TO THE BALLOT. I JUST BRING THAT BACK, AMEND IT, ADD THIS AND I THINK WHAT I'LL DO THEY GOT A DISTURBING EMAIL THAT A LOT HAD BEEN CLEAR CUT FOR DEVELOPMENT.

THE ASH ORIST MET WITH THE PEOPLE AND THEY CUT DOWN TREES.

ONE OF THE TREES WAS IN THE RIGHT OF WAY.

ONE OF THE QUESTIONS I'D LIKE TO BRING UP IS IF A PERSON AND THIS IS FOR THE CHIEF TO ANSWER IF YOU COULD IF SOMEBODY CUTS DOWN A CITY TREE IN THE RIGHT OF WAY COULD YOU CRIMINALLY PROSECUTE THAT PERSON FOR DESTRUCTION OF PUBLIC PROPERTY.

>> I DON'T KNOW ANY OF THE FACTS BUT IF WE HAVE A CASE THIS THE CITY WANTS TO OPEN, WE'D BE HAPPY TO LOOK AT IT AND TALK TO THE ATTORNEY'S OFFICE ABOUT PROSECUTING IT.

I ASSUME WE KNOW THE VALUE OF THE TREES AND WE HAVE EVIDENCE TO PROVE A CASE. THEORETICALLY CAN WE DO THIS.

>> I DON'T KNOW THE DETAILS. >> THEORETICALLY CAN YOU.

>> WE'LL LOOK AT IT. IF IT'S HAPPENING BECAUSE PEOPLE FEEL LIKE THEY ARE NOT GOING TO BE REALLY PUNISHED MAYBE IT'S

THE NEXT STEP. >> THANK YOU SIR.

>> NEXT ONE IS THIS IS JUST AN FYI.

THERE IS A WIBET. IT IS A WATER BODY I.D. NUMBER.

EVEN'S CREEK. WHY IS THAT IMPORTANT IS THIS IT'S IMPORTANT BECAUSE YOU CAN'T GET TO LOOK AT WHETHER A CREEK IS IMPAIRED YOU HAVE TO HAVE A WIBID NUMBER.

IN CONJUNCTION WITH THE RIVER KEEPER I'VE ASKED THAT THE FLORIDA DEPARTMENT OF ENVIRONMENT COME UP WITH A NUMBER FOR ALLIGATOR CREEK. WHY IS THAT IMPORTANT? IF YOU CAN DO THE AMOUNT OF TESTING AND SHOW THAT A BODY OF WATER IS IMPAIRED AS WAS SHOWN DURING THAT EAGAN'S AMELIA BLUFF THING THAT IS IMPAIRED BODY OF WATER.

IF YOU CAN JUMP THROUGH CERTAIN HOOPS, THEN FLORIDA DEPARTMENT OF ENVIRONMENT AND THE FEDS ARE WILLING TO PUT IN MONEY TO PUT IN SEWERS AND GET RID OF SEPTIC AND SO ON.

[01:50:01]

YOU CAN'T GET TO THE MONEY UNTIL YOU GOT A WIBID AND THEN DO YOU THE TESTING. THIS IS FYI SO NOBODY COMES BACK LATE IRAND SAYS I DIDN'T TELL YOU SO.

>> >> A WATER BODY I.D. NUMBER.

>> I HAVE A QUESTION. WHEN YOU.

>> TO QUESTION THE NUMBER DOES THAT NEED TO COME THROUGH CITY MANAGER ALLIGATOR BECAUSE ESCAMBIA BLUFF, I CALLED UP AND SAID WHAT IS THE STORY. I SAID DOES IT HAVE ITS OWN NUMBER. THEY SAID NO.

THEY ARE WORKING ON IT. I'D LIKE TO MAKE SURE WE'RE ON THE SAME PAGE AND WORKING TOGETHER.

THE WAY I LEARNED â– ABOUT WEST ROCK AND OLD TOWN AND VICE MAYOR TALKING TO THEM WAS IN THE NEWSPAPER.

AND SO IN THE PAST I HAVE TALKED TO WEST ROCK ABOUT DOING CERTAIN THINGS. AND I HAVEN'T TALKED TO THEM IN THE LAST YEAR OR SO. I WAS JUST WONDERING TO WORK FORWARD GOING FORWARD IF WE COULD GO THROUGH THE CITY -- INSTEAD OF ME GOING TO THEM AS I DID IN THE PAST, IF WE COULD ALL WORK THROUGH THE CITY MANAGER AND HAVE A UNITED FRONT.

I THINK THAT WOULD BE A BETTER WAY TO APPROACH THIS.

JUST TO ALL GO THROUGH CITY MANAGER.

>> AND THAT'S IT. >>

>> I'M PRETTY SURE THEY ARE DONE.

THE MANAGEMENT PLAN WILL BE DONE 60 DAYS AFTER.

THE ARBORIST ISN'T HERE BUT THEY ARE DUE IN FEBRUARY.

WE NEED TO MAKE SURE THEY ARE DOWN NOW THAT WE HAVE A

MANAGEMENT PLAN. >> IT ON THE SCHEDULE.

[Item 10.2]

>> TIME ONLY COMMISSIONER THAT ATTENDED ALL THE MEETINGS ON THE PARK. NOW THAT THOSE MEETINGS ARE CONCLUDED , THIS IS PROBABLY A GOOD TIME FOR THE CITY MANAGE TORE GIVE US THE CONSENSUS FEEDBACK FOR THOSE COMMITTEES AND WHAT OUR NEXT STEP IS. I FORWARDED YOU AN EMAIL.

THE GENERAL CONSENSUS AND I HAVE NOT RECEIVED ANY DIRECT FEEDBACK ONCE I SENT THIS EMAIL OUT LAST WEEK.

I ASKED THE VARIOUS BOARDS AND COMMISSIONS TO OFFER INSIGHT ON FOUR COMPONENTS. AND THOSE FOUR COMPONENTS WERE THE OUTDOOR EVENT SPACE. THE INDOOR EVENT SPACE, REORIENTATION OF FRONT STREET PARKING AND GREEN SPACE A AND B THE GENERAL CONSENSUS THAT I GATHERED FROM ALL THE COMMENTS THAT WERE FORWARDED TO ME WERE THAT WITH REGARD TO THE PROPOSED OUTDOOR EVENT SPACE IS THAT SUPPORT FOR THE IDEA OF OUTDOOR EVENT SPACE IS STRONG. INCLUDING THE PERFORMANCE

[01:55:06]

FACILITY. PROPOSED INDOOR EVENT SPACE YEN RATED THE MOST COMMENTS. THE CONCEPT WAS NOT REJECTED BUT SEVERAL CONCERNS WERE RAISED. THE SCALE OF THE FACILITY IS A KEY FACTOR AS IS THE INTRODUCTION OF NEW COMMERCIAL USE ONS THE WATER FRONT. PARKING CAPACITY AFTERS A CONCERN AND THE PROCESS OF HOW SUCH A FACILITY WAS TO BE

DEVELOPED WAS ALSO A CONCERN. >> I FORWARD THIS TO YOU.

PARKING CONCERN NOT NECESSARILY RELATED TO FRONT STREET IT WAS CONFIGURATION OF BOTH TRAILER PARKING AS DEPICTED ON THE DRAWING. FINAL THINK INTRODUCTION OF GREEN SPACE IN PARKING LOTS A ANDB.

MOST COMMENTS WERE SUPPORTIVE OF THE PROPOSED GREEN SPACE HOWEVER OTHERS VOICED CONCERN MORE PARKING INSTEAD OF GREEN SPACE NEEDED TO BE CONCERNED. IN GENERAL THE CONCEPT APPEARED TO BE WELL RECEIVED. I DID ATTACH COPIES.

I ANTICIPATE THOSE COMMENTS CAN BE LATE AREA DRESSED.

AS LAID OUT WE WOULD SOLICITS AT LEAST SOME LEVEL OF ENDORSEMENT FOR THE CONCEPT THAT WAS PRESENTED TO YOU AT THE VISIONING SESSION. SINCE THE GENERAL CONSENSUS IS THAT THERE IS ENDORSEMENT OF THESE FOUR COMPONENTS, I BELIEVE WHAT WE NEXT DO IS SCHEDULE A PUBLIC FORUM ON A SATURDAY TO BE DETERMINED, HOPEFULLY THE MONTH OF MARCH TO KEEP THIS PROCESS MOVING FORWARD WHERE WE ASK THE MEMBERS OF THE PUBLIC SCHEDULE FROM A 9:00 A.M. TO 3:00 P.M., HAVE THE MEMBERS OF THE CONSULTING TEAM THERE AVAILABLE AND ALLOW THE MEMBERS OF THE PUBLIC TO COMMENT ON THESE SAME FOUR ISSUES THAT THE STEERING COMMITTEE AND ADVISORY BOARDS COMMENTED ON.

ONCE WE RECEIVE THOSE COMMENTS, INVITE THE CONSULTING TEAM TO TWEAK THE CONCEPT, BRING THAT CONCEPT BACK TO YOU IN APRIL, RECEIVE YOUR FORMAL ENDORSEMENT AND THEN START THE TRANSITION FROM CONCEPT TO PLAN. WITH YOUR DIRECTION I WILL REACH OUT TO THE CONSULTANT TEAMS AND FIND OUT WHEN THEY ARE AVAILABLE. TO BE AVAILABLE FOR A SATURDAY

DISCUSSION. >> OK.

SO MY FOLLOWUP QUESTION WOULD BE SO THE PUBLIC INPUT MEETING ON A SATURDAY TARGETING MARCH OBVIOUSLY WE'RE NOT GOING TO DO IT THIS SATURDAY. NEED TO GIVE PUBLIC NOTICE SO PEOPLE CAN ATTEND. THAT MORE THAN LIKELY LEAVES US THE LAST TWO SATURDAYS IN THE MONTH.

SO WHAT WOULD THIS PUBLIC FORUM LOOK LIKE AND WHICH SATURDAY

SHOULD WE SCHEDULE IT? >> I THINK WHAT SATURDAY WILL REVOLVE AROUND THE AVAILABILITY OF THE CONSULTANTS.

I GET THE IMPRESSION AMONG THE FIVE OF YOU YOU WANT THIS TO MOVE FORWARD. HOWEVER EXPEDITIOUSLY, WHATEVER SATURDAY WE CAN GET THIS SCHEDULED.

I REACHED OUT TO A COUPLE OTHER COMMUNITY LEADERS AND SAID FY WANT TO MAXIMIZE CITIZEN PARTICIPATION DO, I DO IT IN THE EVENING, DO I DO IT FROM 3:00 TO K.

IN AN EVENING OR FROM A NOON TO 6:00 BEFORE CITY COMMISSION MEETING. AND THE GENERAL FEEDBACK IT WAS WEEKNIGHTS IN THIS BUILD WILLING GENERALLY BUSY.

AND THAT IF WE DO IT ON A SATURDAY THAT IS PROBABLY THE BEST WAY THE MAXIMIZE THE ABILITY OF THE PUBLIC TO PARTICIPATE. THAT'S WHY I SAID SATURDAY F.

YOU WANT TO DO A DIFFERENT DAY, THAT'S FINE.

FOR THOSE OF YOU THAT WERE AROUND WE DID NIGHT STREET WORK, BASICALLY A SUPER SIZED CONCEPTUAL SKETCH AND ASK PEOPLE TO PUT COMMENTS ON THE CONCEPTS AND SAY WHAT IS YOUR GENERAL CONSENSUS. THAT IS -- UNLESS THERE IS OTHER

[02:00:09]

DIRECTION YOU WANT TO OFFER. >> IF YOU LOOK AT THE FIRST SATURDAY IN APRIL, I THINK SATURDAY IS THE BEST DAY.

AND I THINK HAVING PUBLIC OUT PUT IS A GOOD IDEA.

>> I AGREE. I DON'T THINK THE 21ST IS THE BEST ONE. WHETHER IT THE LAST OR FIRST

THAT'S FINE. >> I WOULD LIKE TO KNOW THE CHARGE FROM THE CONSULTANTS IN THIS.

IN THE PAST WE SPENT $26,000 TO MEET WITH THE CONSULTANT FOR A DAY. ENDED UP IN NOTHING.

FROM MY PERSPECTIVE I WOULD LIKE TO KNOW THEIR COSTS COMING INTO THIS. I AGREE PROJECT SHOULD MOVE FORWARD. THIS IS ONE OF THOSE THINGS THAT CAN SLOWLY GROW OUT OF PROPORTIONS.

WE HAVE CONTINUING SERVICES CONTRACTS WITH ALL THREE OF THE CONSULTANTS. AND INCLUDED IN THAT COST EACH ONE IS APPROXIMATELY $15,000. EACH ONE OF THOSE INCLUDE PUBLIC ENGAGEMENT, PUBLIC MEETINGS AND THINGS.

WE'VE ALREADY PAID FOR IT. >> THANK YOU.

>> SO THE 28 SERGEANT THE LAST IN MARCH.

AND THE FIRST ONE IN APRIL. >> GIVE ENOUGH NOTICE I THINK

APRIL WILL BE GOOD. >> I WILL GLADLY REACH OUT TO

THE CONSULTANTS. >> I DON'T HAVE A FULL COUNT.

>> ARE WE STEPPING ON THAT HOLIDAY.

IT DOESN'T EFFECT GOOD FRIDAY EASTER WEEKEND.

>> THIS PAST WEEK ABOUT A WEEK AGO I SHARED AN EMAIL WITH ALL OF YOU PERTAINING TO THE WATER FRONT PROPERTY.

I HEARD BACK FROM TWO OF YOU. IT DID MAKE ME THINK IN THE DISCUSSION IT WOULD HAVE BEEN HELPFUL I DIDN'T GET A SURVEY BUT WHEN SOMEBODY ASKED ME IF I WANTED A WATER FRONT PARK I WOULD SAY YES. NO EVENT BUILDING.

WE WOULD JUST HAVE A GREEN SPACE WHERE PEOPLE COULD SIT AND MILL ABOUT AND HAVE KID PLAY GAMES ON THE GRASS.

WE WOULD NOT CHANGE THE WHOLE WATER FRONT.

THINGS YOU HAVE TO DO TO THE WATER FRONT SO IT DOESN'T FLOOD INTO THE CITY. I UNDERSTAND ALL OF THAT.

I'M NOT SAYING ALL WHAT YOU ARE PROPOSING IS BASICALLY DESTROY THE WATER FRONT AND REBUILD IT. I GUESS IF PEOPLE WOULD HAVE KNOWN THAT WHEN THEY FILLED OUT SURVEYS, WOULD THEY HAVE SENT BACK 70% THAT SAID YES WE WANT A WATER PARK.

I SURE WOULDN'T HAVE BASED ON WHAT I KNEW.

I WOULD HAVE SAID YES. BASED ON WHAT I KNOW NOW I WOULD HAVE SAID NO. THANK YOU AND I APPRECIATE THE PEOPLE WHO ANSWERED ME BACK. THOSE RAILROAD CARS HAVE BEEN PARKED THERE FOR ABOUT TWO AND A HALF WEEK THERE IS.

[02:05:02]

I KNOW THEY REALLY CAN PROBABLY DO THAT.

I WAS WONDERING IF WE COULD GET A CONSENSUS -- AND I KNOW THERE IS A BUSINESS OUT THERE FOR STORING CONSIDER CARS.

FIRST COAST ACTUALLY ON THEIR WEBSITE HAS A THING WHERE THEY STORE RAILROAD CARS AND GET PAID FOR THE FREIGHT CARS.

I WAS WONDERING IF THE CITY MANAGER COULD REACH OUT TO THEM APPROXIMATE A POLITE WAY AND SAY WHAT ARE YOUR INTENTIONS OF USING THIS AND GOING FORWARD IN THE FUTURE.

I THINK AS WE DO THINGS DOWN THERE, THIS IS NOT -- HOW CAN I PUT IT? IT'S NOT VERY FRIENDLY WHEN YOU BIKE DOWN THERE OR WALK BY, IT'S LIKE WALKING BY A HUGE WALL OF FREIGHT TRAINS, FREIGHT CARS LEFT THERE.

IF THE CITY MANAGER COULD REACH OUT TO THE RAILROAD AND WHAT ARE THEIR INTENTIONS AND COULD THEY THINK ABOUT MOVING THEM DOWN WHERE THE REST OF THEIR CARS ARE OR WHATEVER IN A POLITE WAY.

I WAS WONDERING WHAT OTHER PEOPLE THINK? THEY'VE BEEN THERE TWO OR THREE WEEKS AT LEAST.

I HAVE NO PROBLEM WITH DALE GOING OUT AND ASKING THEM WHAT IS GOING ON. THAT'S ALL I'M ASKING.

JUST TWO OTHER ISSUES. >> NUMBER ONE I'VE BEEN WORKING IN CRAFTING AT YOUR DIRECTION ALTHOUGH IT WAS DISCUSSED ABOUT PUTTING IN THIS REQUEST FOR PROPOSE TOLLS SELL THE MARINA BASED ON DISCUSSION WITH THE CITY ATTORNEY IS THAT IS NOT A VIABLE OPTION DUE TO SOME OF THE BOND AND THE DEBTS THAT THE CITY HAS INCURRED ON THAT. SO THE CITY ATTORNEY AND ALL OF THAT AND BECAUSE THERE ARE WEST OFFICIALS HERE, I WANT TO BE CLEAR THAT INCLUDED IN THIS REQUEST FOR PROPOSAL LANGUAGE WHICH I'LL SHARE WITH YOU TOMORROW IS THIS LANGUAGE IS SPECIFICALLY INCLUDED. THE CITY CURRENTLY HASN'T OPERATED WITH MARINAS TO MANAGE OPERATIONS.

IT HAS BEEN SEVERAL YEARS SINCE THE AGREEMENT HAS BEEN REVIEWED AND WITH RECENT RENOVATIONS THE CITY COMMISSION BELIEVES IT IS AN APPROPRIATE TIME TO EXAMINE AND CLARIFY FINANCIAL COMPONENTS OF THE MARINA. WHAT I WANT THIS RFP, I DON'T WANT THIS RFP TO LEAD TO THE IMPRESSION WE ARE KICKING WEST RECOMMEND TO THE CURB. THAT I BELIEVE LANGUAGE IS CRIED CAL. THIS IS JUST PART OF A GOOD BUSINESS PRACTICE OF REVEALING THE LONG TERM BECAUSE I THINK WE'VE ALL REALIZED SOME OF THE LANGUAGE OF OUR CURRENT OPERATING AGREEMENT NEED TO BE REVIEWED.

I WANT TO DEFINITELY INCLUDE THIS LANGUAGE AND OUT OF RESPECT FOR WEST REC THIS RFP IS NOT DESIGNED TO MEAN WE ARE LOOKING TO TERMINATE THIS RELATIONSHIP. I DID NOT BELIEVE ON MY DISCUSSION WITH YOU GUYS THAT IS THE INTENT OF THIS RFP.

SOME OF THIS RFP IS IN RESPONSE TO THE PUBLIC COMMENTS THAT YOU SCONCE ABOUT THELY RECEIVE THEY KNOW YOU RECEIVE ABOUT THE CITY OUT THE GET OUT OF THE MARINA BUSINESS.

COMMISSIONER CHAPMAN LED US DOWN THE PATH THIS ALL OF YOU GREED WITH AND SAID YOU DON'T WANT TO SELL THE MARINA.

I DON'T THINK ANY OF YOU HAVE CHANGED YOUR MIND ON THAT.

THERE IS NO INTEREST IN SELLING THE MARINA.

BUT WE NEED TO EXPLORE OR REVISIT AT A MINIMUM THE RELATIONSHIP WE HAVE WITH WEST REC.

THERE ARE SOME ISSUES WE'RE NOT SURE WHO IS RESPONSIBLE FOR WHAT AND LET'S TALK THIS STUDENT TO CLEAR THAT UP.

I WANTED TO SHARE THAT LANGUAGE WITH YOU.

I WILL GET THE LANGUAGE TO YOU TOMORROW WITH THE INTENT THAT

WE'LL GET IT POSTED. >> IF WE WANTED TO GET RID OF THEM WE WOULD. THE CONTRACT ALLOWS THAT.

I WOULD HOPE THAT THE RFP IDENTIFIED THE AREAS THAT THERE IS A SHORT FALL. WHAT WE BELIEVE THE ISSUES ARE.

[02:10:11]

>> JUST CURIOSITY. AT THE LAST MARINA ADVISORY BOARD, I BELIEVE THEY VOTED UNANIMOUSLY TO SUPPORT WEST REC FOR A YEAR. I'M WONDERING HOW WILL THAT -- WILL THAT IMPACT ON THE RFP AS FAR AS MAYBE RESPONSES WHERE THEY ARE ADVISORY BOARD. UNANIMOUSLY WE WANT TO KEEP THEM. KNOWING THAT THEY WERE ALL AT THE BO ET MEETING AND THEY DID MAKE THAT MOTION WHICH WAS ENDORSED BY THE ADVISORY BOARD TO BEFORE YOU DO ANYTHING AND I'M PARAPHRASE SING CORRECT ME IF I'M WRONG.

BUT THEY SAID BEFORE WE DO ANYTHING LIKE THIS, WHY DON'T WE LET WEST REC OPERATE STATUS QUO FOR A YEAR SO WE CAN SEE THOUSAND MARINA FINANCES OPERATE.

PART OF MY DISTINCTION WOULD BE THEY MAY BE LOOKING AT IT FROM A FINANCIAL PERSPECTIVE. WHERE I THINK YOUR EFFORTS FOR THIS RFP ARE MORE BROAD AND NOT JUST MARINA ELEVEN EWES THAT

FLOW THROUGH WEST REC. >> I SUPPORT GOING FORWARD WITH THIS BECAUSE REGARDLESS OF THEIR ADVICE WAS BE CRYSTAL CLEAR WHO IS RESPONSIBLE FOR WHAT GOING FORWARD.

I WOULD GO FORWARD WITH THIS. >> I WOULD GO TOWARD TOO.

I THINK WE GO TO RFP. WE WILL GET INFORMATION THAT WILL HELP US AND WEST ROCK MOVE FORWARD.

WE DON'T HAVE TO ACCEPT ANY OF THE RFP'S.

>> NEXT ISSUE. THANK YOU FOR THAT DIRECTION.

>> I DID MEET WITH RAILROAD. AND RAILROAD OFFICIALS, CONTRACTOR AND MR. LUSTER ABOUT MOVING FORWARD WITH THE PROPOSED SIDEWALK THAT WILL EXTEND ON THE LAND SIDE OF THE RAILROAD TRACKS BETWEEN ASH AND CENTER STREET SO CONSTRUCTION ON THAT SIDEWALK SHOULD BE STARTING SOMETIME SOON.

IT IS ANTICIPATED TO BE FINISHED BEFORE CHIMP FEST.

SO TWO MONTHS. THAT IS IN THE BUDGET.

OR I THINK WE'RE USING SIDEWALK FUNDS OUT OF THE CAPITAL FUND FOR THAT. THAT'S ALL I HAVE SIR.

>> THANK YOU VERY MUCH. >> YOU GOOD.

[Item 10.3]

>> ON TO SECTION 10.3. DISCUSSION ON BEACHES.

PLACE ON THE AGENDA AT THE REQUEST OF VICE MAYOR.

>> I HAD TEN ITEMS TO DISCUSS BUT I'M GOING TO CONSOLIDATE INTO A FEW ITEMS. ON 26TH OF FEBRUARY THE FEP REQUESTED A MEETING WITH THE CITY.

IT WAS A PUBLIC MEETING AND IT WAS POSTED.

MEETING WAS REALLY THE CONCERN THAT WE THOUGHT THE CONCERN OF THE FDEP WAS THE GRANT FOR THE WALK OVER WHICH WAS FULLY FUNDED $75,000 GRANT WHICH WESTERN BEHIND AND HAD TO GET AN EXTENSION FOR. THE WOMAN WHO WAS IN CHARGE OF RESILIENCY AND WAS INTERESTING THAT THAT GRANT HAD STARTED OUT AS A COASTAL PARTNERSHIP $10,000 MATCH GRANT, COME BACK $25,000 AND CAME BACK AT $75,000. BUT IT WAS NOT A COASTAL PARTNERSHIP GRANT. IT WAS A RESILIENCY GRANT WHICH IS A BRAND NEW DEPARTMENT. SHE TALKED ABOUT ALL THE DIFFERENT PROGRAMS THEY HAD. IT'S INTERESTING BECAUSE THEIR PROGRAMS AND THEY ARE NEW SO IT NOT NECESSARILY COMPETITIVE.

SO SOME OF THE PROGRAMS THEY TALKED ABOUT WERE TRILLIONS AND

[02:15:03]

ALLIGATOR CREEK. AND THE MONEYS THEY WOULD HAVE AVAILABLE. IT ALSO GAVE US A ADAPTED PLANNING HANDBOOK WHICH I PUT OUT HERE AND IT DISAPPEARED.

I PUT ONE FOR EACH COMMISSIONER. WHERE ARE WE AT WITH THE WALK OVERS. WE HAVE THREE 50% STATE FUNDED.

THE CONTRACTS ARE OUT. THE PERMITS ARE OUT.

THE DEP PERMIT AND THE CITY PERMITS.

THE BOARD WALK HAS GOT A LITTLE BIT OF DEMO WHICH IS ANOTHER PROJECT. NONE OF THOSE BOARD WALKS HAVE STARTED YET. WE'RE ASSURED ONE WILL BE DONE, 1 APRIL IT WAS DATE T THE FDEP DATE AND I THINK THEY ALL WILL GET DONE. WHAT ARE WE GOING TO DO ABOUT

WALK OVERS? >> I SENT OUT A DOCUMENT THAT WAS MARCH LAST YEAR THAT MOVES INTO THE DISCUSSION WE'VE HAD WITH NEVER A RESOLUTION OF WHAT DO WE WANT TO DO WITH THE 3-500-FOOT WALKERS. AT THIS POINTABLE CITY MANAGER IS GOING TO CALL IN THE ENGINEER AND LOOK AGAIN AT THOSE AND THEY'LL FIT INTO THEY SHOULD BE SUBMITTED FOR CAPITAL IMPROVEMENT PLAN. THE CURRENT CAPITAL IMPROVEMENT PLAN ONLY HAS ONE OF THE WALK OVERS IN THERE.

>> MOVE FORWARD. I THINK YOU HAVE TO ESTABLISH A BASE LINE WHERE WE'RE AT. AND YOU'LL WE NEED TO KNOW WHERE WE'RE AT. AND THAT'S THE WALKOVER PART.

AND THE ONLY OTHER THING, CAN YOU PUT UP THE STRATEGIC POLICY OF OCEAN COAST. CAN YOU PUT THAT UP PLEASE? THEY SLUSHY MIX A $500 MILLION GRANT TO ESTABLISH A PLAN.

THAT PLAN IN SOME OF THE THINGS IN THAT PLAN ARE OCEAN COASTAL RESILIENCY. THAT TALKS ABOUT ALL THE THINGS THAT WE ARE TALKING ABOUT. THEY TALKED ABOUT SECTION FOUR, WATER QUALITY AND I MENTIONED WATER QUALITY AND HARMFUL ALGAE BLOOMS. THAT WHOLE SECTION DEALS WITH SEPTIC TANGS AND THOSE TYPES OF THINGS.

AND THEN FINALLY THEY TALKED ABOUT PLANNED FINANCING.

WHAT YOU ARE GOING TO START SEEING I BELIEVE IS STATE LEGISLATION THAT WILL FUND SOME OF THESE ISSUES.

SO Y'ALL HAVE A COPY OF THE SALES, A COPY OF IT.

THIS PLAN IS DUE MANY JUNE. AND AS YOU LOOK THROUGH, YOU ARE GOING TO SEE THERE IS MASSIVE SOUTH FLORIDA INFLUENCE FOR ALGAE BLOOMS. THERE IS MEN ANY PLENTY IN THES TOO. THAT IS BEACHES.

>> SO THE BUILD ON THE COMMENT ON THE WALKOVERS.

SHORTLY AFTER WE CLOSED 1 OF THOSE THAT WERE DEEMED UNSAFE.

THEY WERE GRADED ONE TO FIVE, FIVE BEING THE WORST.

AND I POSED THE QUESTION THAT THE VICE MAYOR IS POSING NINE MONTHS LATER. WHERE IS OUR BEACH WALKOVER MAINTENANCE PLAN? HOW DO WE PRESENT THE ONES THAT WERE FOURS FROM BECOMING FIVES? HOW DO WE PREVENT THE ONES THAT WERE GRADED THREE FROM BECOMING FOURS? AND SO ON AND SO ON. I WOULD LIKE TO SEE A BEACH WALKOVER MAINTENANCE PLAN THAT ADDRESSES THAT VERY SUBJECT.

BECAUSE WE ALL KNOW IN PAST BUDGETS, $50,000 A YEAR FOR

[02:20:02]

BEACH WALKOVER MAINTENANCE IS TOTALLY INADEQUATE.

GIVEN THE SIZE AND BEGIN THE ENVIRONMENT THAT THEY FACE.

WE NEED TO COMMIT MORE FUNDS AND WE NEED TO HAVE A PLAN.

I'D LIKE TO SEE CITY MANAGER A PLAN GOING FORWARD.

>> AND THAT'S ACTUALLY PART OF THE MEETING THAT I'M SCHEDULING MR. GILLETTE TO ALSO INCLUDE PARKS AND REC BECAUSE THEY ARE NOT RESPONSIBLE FOR THE WALKOVERS.

ALL THE FOURS AND FIVES WERE DISMANTLED.

YES, GIVE US REAL EVALUATION OF WHERE THEY ALL STAND NOW AND BE ABLE TO DEVELOP A PLAN MOVING GUARD.

>> AND WE MIGHT SEE THAT? >> AS PART OF THE BUDGET

PROCESS. >> THANK YOU.

>> I WOULD ALSO HOPE WE COULD APPROACH THE COUNTER FOR HELPING US FUND THESE. THERE ARE A LARGE AMOUNT OF PEOPLE COMING OVER THE BRIDGE TO USE THESE FACILITIES.

WE HAVE BEACH PARKING THE RESIDENT ARE PAYING FOR IT AND WE HAVE BEACH WALKOVERS THE CITY RESIDENTS ARE PAYING FOR IT.

I WOULD HOPE AS PART OF THE BUDGET PROCESS THE CITY IS 14% OF THE POPULATION, 2% OF THE LAND MASS AND WE PAY 24% OF THE AD VALOREM TAX TO THE COUNTY MOST OF THAT USED ON THE OTHER SIDE OF THE BRIDGE. WE COULD APPROACH THEM TO HELP FUND THESE THINGS THAT ARE USED BY ALL THE COUNTY.

[Item 10.4]

>> ITEM 10.4 MARINA. >> I HAVE FIVE QUESTIONS AND THEY ARE ALL FOR THE CITY MANAGER.

ONE IS WHAT ARE WE DOING WITH DOCKS TWO NORTH AND THREE NORTH REPAIRING THEM BECAUSE THEY NEED TO GET REPAIRED SHORTLY BEFORE WE TAKE THE ATEN WAITER DOWN. NUMBER TWO IN A CONVERSATION WITH YOU TODAY AND I WANT TO CONFIRM THIS MUTT IN NEW BATHROOMS AND THE MARINA. THAT'S WHAT THE MONEY WAS INTENDED FOR. I'VE BEEN TOLD BY ONE OF THE FINE COMMISSIONERS IF YOU GET THAT MONEY YOU NEED TO USE IT.

WE HAVE A WAY OF NOT USING MONEY WE GET AND SIT ON IT.

>> ANOTHER FINE GRANT FOR THE REPAIR OF TWO NORTH AND THREE NORTH AN HOPEFULLY AWILL GO OUT. I'VE BEEN TOLD THAT THE PUMPOUT STATION HASN'T BEEN WORKING FOR THE LAST SEVERAL WEEKS AND TURNS OUT THERE IS AA PLAN TO GET THAT FIXED.

I WOULD HOPE THAT WOULD BE IF I CANNED AS SOON AS POSSIBLE BECAUSE ONE OF THE SOURCES WE HAVE PEOPLE COMING IN HERE AND THEY WANT THEIR BOATS PUMPED OUT.

IT WOULD BE FIXED. AND FINALLY I WOULD CAN WE GET A MONTHLY REPORT FROM WEST REC OR WHOEVER IN THE FUTURE ABOUT THE MARINA SO WE KNOW WHAT IS GOING ON AT THE MARINA AND SO ON.

IF YOU WOULD RESPOND TO THOSE I APPRECIATE IT.

>> WITH REGARD TO DOCKS TWO AND THREE, I KNOW THAT MR. SPRINGER HAS SECURED A PROPOSAL FROM BELLINGHAM TO REPAIR THAT.

WE'LL FIGURE OUT HOW TO MOVE ON THAT.

THAT TIES IN WITH YOUR THIRD POINT ABOUT THE FINE GRANT.

WE'LL PURSUE FINE GRANT FUNDING TO REPAIR DOCKS NORTH TWO AND THREE AS WELL AS PORTION OF THE MOORING FIELD.

WITH REGARD TO THE BATHROOMS, YES THAT MONEY HAS BEEN THE CITY HAS BEEN AWARDED MONEY FOR THE BATHROOMS. WE HAVE UP TO THREE YEARS TO SPEND THAT.

SOME OF THAT MOVING FORWARD ON THAT MAY DEPEND ON HOW WE MOVE FORWARD WITH THE WATER FRONT PARK.

PUMP OUT OPERATIONS. MR. SPRINGER INFORMED ME IS THERE A PLAN THIS PLACE. HE SECURE AID COST OR PROPOSAL TO REPAIR THE PUMPOUT OPERATIONS AND THE INTERIM THEY ARE MAKING USE PLANNED USES OF THE PUMPOUT BOAT.

AND MONTHLY REPORT I SHARED WITH YOU THIS EVENING THE REPORTS FROM MR. SPRINGER FOR BOTH JANUARY AND FEBRUARY OF THIS YEAR. IF YOU HAVE ANY QUESTION ON THOSE PLEASE SHARE THEM WITH ME AND I'LL PASS THEM ON THE

MR. SPRINGER. >> I FORGET IT'S A STANDARD TOPIC OR I WOULD HAVE BROUGHT UP THE RFP.

[Item 11]

>> CITY MANAGER REPORTS. >> THANK YOU.

I'D LIKE TO CONGRATULATE MY DAUGHTER MEGHAN WHO SUCCESSFULLY

PASSED HER HY TEST TODAY. >> THAT'S GREAT.

>> I TALKED TO DR. ROSS AND FIND OUT WHAT SHE'S ABOUT TO GET

[02:25:02]

INTO. OBVIOUSLY EVERYBODY IS AWARE THIS WEEKEND IS BUSY WITH AUCTION ON THURSDAY AND THE CON CORE EVENTS ON FRIDAY, SATURDAY AND SUNDAY.

PLEASE BE GRACIOUS FOR OUR VISITORS.

AND WE ARE MOVING FORWARD ON THE PERSONNEL RECRUITMENT FOR BOTH THE DEPUTY CITY MANAGER, CITY ENGINEER AND THE HUMAN RESOURCES DIRECTOR. HOPEFULLY WE'LL HAVE THAT WRAPPED UP IN THE NEXT TWO WEEKS.

>> TWO QUESTIONS. NUMBER ONE, IF YOU COULD GIVE US AN UPDATE ON FEMA. THEY OWE US A LITTLE BIT OF MONEY. AND NUMBER TWO AN UPDATE ON WHAT IS GOING ON WITH THE NEW HOTEL AT THE END OF ATLANTIC, THAT

INTERSECTION DOWN THERE. >> THE RESPONSE FOR BOTH OF THOSE IS THE SAME. THERE HAS BEEN NO COMMUNICATION.

I HAVE HAD COMMUNICATION WITH FEMA.

THEY WANTED TO SCHEDULE A CONFERENCE CALL FOR THIS FRIDAY.

I HAD TO SAY NO WE'RE NOT AVAILABLE THIS WEEK.

BUT I'VE PUT MR. JACOBS AND CONGRESSMAN RUTHERFORD OR HIGH ALERT. I'VE ASKED FOR THE FEMA DOCUMENTS. WE PROVIDED TO THE CITY TWO DAYS IN ADVANCE PRIOR TO OUR TELECONFERENCE TO ZO WE HAVE A V A CHANCE TO REVIEW THE DOCUMENTS PRIOR TO THE MEETING SO WE DON'T GO IN BLIND. I TOLD THEM I'M AVAILABLE FOR A TELECONFERENCE. MY SCHEDULE IS RELATIVELY FREE OR I WILL MAKE IT FREE WITH THE EXCEPTION OF SOME SCHEDULED PERSONNEL ACTIONS MONDAY AFTERNOON AND TUESDAY AFTERNOON.

AS SOON AS WE THAT V THAT FEMA DISCUSSION I'LL SHARE THAT INFORMATION WITH YOU. I DON'T HAVE HIGH HOPES THAT IT WILL GO AS WELL AS WE WOULD LIKE IT TO GO WHICH IS WHY I INFORMED CONGRESSMAN RUTHERFORD. I EXPECT WE'LL GET SOME MONEY.

NOT AS MUCH. THERE IS AN APPEAL PROCESS.

WE HAD A CHANCE TO MEET WITH STATE OFFICIALS.

SO I THINK WE'RE IN GOOD STEAD FOR AT LEAST.

>> DIRECTED TO FIND OUT OUR PLANS.

FLETCHER AND ATLANTIC ARE STATE ROAD.

WHAT ARE THE PLANS FOR TRAFFIC CONFIGURATION, HOPEFULLY NOT THE STOP SIGN ON 14TH STREET BUT THAT'S A DIFFERENT STORY.

WHAT ARE THE STATE PLANS FOR THAT CORNER WITH THE INCREASED HOTEL AND VISITOR TRAFFIC AT THE MAIN BEACH AREA.

>> THANK YOU SIR. >> CITY ATTORNEY.

[Item 12]

>> PLEASE MARK YOUR CALENDARS IF YOU WANT TO DO SUNSHINE AND ETHICS TRAINING IN PERSON. WE'LL HAVE AND WE'LL DO THIS THROUGH EMAIL INVITATION ALSO. THIS IS MANDATORY FOR ALL ELECTED OFFICIALS. THERE IS THREE WAYS I KNOW OF YOU CAN DO IT. YOU CAN DO IT HERE IN PERSON.

WE HAVE OUR FIRST SESSION ON WEDNESDAY APRIL 1 FROM 12:30 TO 4:30 OR APRIL 2 FROM 8:00 A.M. TO NOON.

YOU CAN DO AT THIS TIME FLORIDA LEAGUE OF CITIES IS OFFERING A WEBINAR TO DO YOUR SUNSHINE LAW AND ETHICS TRAINING.

IF YOU GO TO THE FLORIDA COMMISSION ON ETHICS WEBSITE THEY WILL HAVE OTHER RESOURCES IF YOU WANT TO DO IT IN THE COMFORT OF YOUR OWN HOME. YOU DO HAVE TO HAVE THAT TRAINING EVERY YEAR SO DON'T DELAY.

ON FRILL 15 THE COMMISSION KNOWS WE HAVE THE PUBLIC MEDIATION ALL DAY FROM 9:00 A.M. TO 4:00 P.M. WE MAY NOT GO ALL DAY BUT WE'LL START AT 9:00 APRIL 15 WHICH IS A WEDNESDAY.

AND JUST IF ANYBODY WAS THINKING ABOUT IT, I'VE BEEN FOLLOWING IT, WE THIS H 2 GROUP IN HERE THAT TALKED ABOUT VAPING AND YOUTH VAPING AND LAWS AND THINGS THAT LOCAL GOVERNMENTS CAN DO.

ONE IS RETAIL LICENSING FOR ESTABLISH WHICHS THAT SELL VAPING PRODUCTS. WE KNOW THAT FEDERAL LAW PASSED.

SO 21 AND OLDER ONLY CAN BUY TOBACCO PRODUCTS WHICH INCLUDE VAPING THAT INCLUDES NICOTINE. RIGHT NOW IN THE FLORIDA LEGISLATURE AND IT'S STILL MOVING THERE IS A BILL PENDING THAT WOULD REITERATE THE 21 AND OLDER TO BUY PRODUCTS.

NO FLAVORS AND ALSO REQUIRE CERTAIN TYPES OF LICENSING.

I THINK IT'S BEST BEFORE WE DO THAT WORK AND WE'RE PRE-EMPTED WE WAIT AND SEE WHAT THE STATE DOES AND OFFERING SOMETHING BACK

IF WE CAN'T GET THAT PASSED. >> IF YOU COULD TALK ABOUT THE

[02:30:30]

DEFICIENCY NOTICE. TWO PROPERTIES IN THE CITY HAVE BEEN GIVEN THEY ARE NOT GOING TO ALLOW THEM TO BUILD.

SPLOST. >> LET ME FINISH.

MY MONDAY MEETING WITH THE CITY MANAGER HE WAS TALKING TO MR. JACOBS. AND ON THE ADVICE OF COUNCIL SHE REFERRED ME TO MR. JACOBS AND HE WAS ON HIS WAY TO TALLAHASSEE AND. COULD YOU LOOK INTO.

THIS WILL BE AVAILABLE TO THE CITY.

>> THAT IS NOT AVAILABLE TO THE CITY.

IT'S NOT AVAILABLE TO OUR CITY PERIOD.

IT'S AVAILABLE FOR BIG CITIES, BIG COUNTIES.

THAT'S THOUSAND CONVERSATION HON STARTED.

IT'S ALWAYS GOOD FOR TO US LOOK FOR ALTERNATIVE REVENUE SOURCES AND WE SHOULD ASK THESE QUESTIONS.

THE ONLY IS WHAT LOCAL GOVERNMENTS, CITIES AND COUNTIES CAN DO IN TERMS OF RAISING TAXES OTHER THAN PROPERTY TAXES THAT WE KNOW OF AND FRANCHISE FEES. THEY LIST THE DIFFERENT CATEGORIES. THE ONLY ONE AVAILABLE TO A MUNICIPAL CITY MUNICIPAL RESORT TAX.

IT WAS FIRST ATOPPED IN 167 AND THAT'S WHY I THOUGHT MR. JACOB WAS BEST AT GETTING TO THAT HISTORY.

IT'S AVAILABLE IN ALL OF MIAMI DADE COUNTY.

I DON'T KNOW WHY THEY ARE ALLOWED IN THOSE TOWNS.

THEY ARE NOT ALLOWED ORLANDO. NONE OF THESE CITIES HAVE IT.

NOBODY ELSE HAS IT. OTHER BIG TOUREST AREAS.

MY GUESS IS I DON'T WANT TO DEFLATE THE BALLOON.

WE WILL SEARCH IT. THERE WAS A SPECIAL REASON MIAMI DADE HAS SPECIAL LAWS NOBODY ELSE GETS TO HAVE.

WE WILL LOOK TO SEE WHY AND. >> IF YOU READ THE SMALL PRINT IN THERE, BECAUSE I WENT TO THAT WEBSITE AND WENT THROUGH ASTUFF AND READ THE SMALL PRINT. THEY ARE VERY SPECIFIC POPULATIONS AND WE DON'T MEET FY OF THEM.

>> I WENT THERE YOU THE LEGISLATIVE HISTORY.

>> IT WOULD BE INTERESTING TO FIND OUT WHY THEY GOT IT.

>> AND THE CONCURRENCE SI. >> I DID SPEAK WITH AN ENGINEER TODAY THAT HAS FIRSTHAND KNOWLEDGE OF HOW THE GOES WITH SCHOOL CONCURRENCY, LIKE SCHOOL IMPACT FEES, THEY ARE ONLY APPLY TO RESIDENTIAL DEVELOPMENT. THOSE ARE THE ONLY TYPES OF DEVELOPMENTS THAT GENERATE SCHOOL AGE CHILDREN.

THE CITY HAS HAD AN INTERLOCAL AGREEMENT WITH THE NASSAU COUNTY SCHOOL BOARD SINCE 2008. IT WAS RECENTLY AMENDED.

REALLY SLIGHTLY. IT CAME HERE JUST TO SAY WE ARE GOING TO CONTINUE TO WORK TOGETHER AND WE NEED TO PLAN FOR THE FUTURE. UNDER THE 2008 AGREEMENT AND STATE LAW THE IS A REQUIREMENT THAT EVERY TIME THERE IS A RESIDENTIAL DEVELOPMENT PROPOSED.

IT COULD BE ONE HOUSE OR SIX THE SCHOOL BOARD HAS TO GET A NOTICE AND THEY HAVE TO SIGN OFF. ONE IS A SIX HOME DEVELOPMENT ,

[02:35:10]

THE OTHER IS NINE. WHEN THEY DON'T SIGN OFF THEY SAY TO THE DEVELOPER WE DON'T HAVE CAPACITY TO SERVE YOUR DEVELOPMENT. WHAT YOU NEED TO DO IS AND AS WE UNDERSTAND THIS AND THE DEVELOPER UNDERSTANDS IT IS SCHOOL IMPACT FEES WHICH ARE NORMALLY PAID AT THE TIME GOUDA TO APPLY FOR A BUILDING PERMIT WHICH IS WAY AFTER YOU CLEAR THE SITE. INSTEAD OF PAYING YOUR SCHOOL IMPACT FEES THEN YOU HAVE TO PAY IT UP FRONT BEFORE THE DEVELOPMENT EVER TURNS THE FIRST SHOVEL OF DIRT.

AND APPROXIMATELY EACH RESIDENTIAL UNIT IS $4,000.

THINK PAY IT UP FRONT. HOPEFULLY WE'LL GET NEW SCHOOLS OR EXPANDED SCHOOLS SO WE CAN HAVE THE CAPACITY FOR THE CHILDREN. THAT'S WHAT IT IS.

NOW I ASKED THIS ENGINEER THE QUESTION.

IN THE CITY HOW FAR BEHIND HAS IT PUT YOUR DEVELOPMENT BECAUSE TIME IS MONEY FOR THEM. THEY SAID IT'S AN EXTRA TWO OR THREE MONTHS. THEY ARE NOT AS WORRIED ABOUT IT OR AFFECTED IN THE CITY BECAUSE WE DON'T HAVE MUCH MORE TO DEVELOP. DEVELOPERS ARE REALLY WORRIED ABOUT THIS. THAT'S THE STORY WITH SCHOOL CONCURRENCY. THAT'S ALL I HAVE.

[Item 13]

>> >> JUST A COUPLE OF THINGS.

THE SUNSHINE LAW TRAINING TAMMY MENTIONED EARLIER.

WHEN YOU DO COMPLETE THE THAT IS REQUIRED TO BE REPORTED ON YOUR FORM ONE EACH YEAR. THAT'S A NEW LINITE 78 ON THE FORM ONE. YOU'LL GET THAT IN JUNE FROM ME TO COMPLETE. SO YOU'LL WANT TO HAVE YOUR ETHICS TRAINING COMPLETED PRIOR TO JUNE 1.

WE HAVE BOARD VACANCIES. THEY MET THE QUALIFIED PETITION PROCESS. THEY CAN CHECK THAT BOX.

CONGRATULATIONS TO EVERYBODY FOR DOING THAT.

AND THEN ALSO CONDOLENCES TO THE CITY OF WILL ON THE MANNERS ON THE SUDDEN LOSS OF THE PASSING OF THEIR MAYOR JUSTIN FLIPPEN.

MAYOR FLIPPEN'S CELEBRATION OF LIFE CEREMONY WILL BE HELD FRIDAY IN WILL ON THE MANNERS. IF ANYBODY IS INTERESTED IN ATTENDING. MANY OF THE COMMISSIONERS PLAN TO ATTEND SO THAT I CAN COORDINATE WITH THEIR CITY CLERK. THAT'S ALL I HAVE SO THANK YOU.

[Items 14 & 15]

>> >> TWO THINGS.

ONE HABITAT HAD A DINNER AND I JUST WANT TO SHOUTOUT FOR HABITAT FOR HUMANITY. PROBABLY THE ONLY AFFORDABLE ONGOING IN THE CITY AND THEY DO A GOOD JOB AND I WANT TO CONGRATULATE THEM ON THAT. I WANT TO TALK ABOUT AN INCIDENT WHERE I GOT A PHONE CALL FROM MY WIFE THAT SAID SHE GOT A TEXT THAT ONE OF OUR NEIGHBORS HAD FALLEN OFF A LADDER AND WOULD I GO FIND OUT WHAT HAPPENED. I HOPPED ON MY BIKE AND WENT DOWN. MY NEIGHBOR WAS CRUMPLED UP AT THE BOTTOM OF HER LADDER AND HAD FALLEN OFF A GOOD DISTANCE.

I IMMEDIATELY MADE SURE THERE WAS NO LIFE THREATENING INJURIES AND CALLED 911. THIS IS WHERE I WANT TO GIVE MY SHOUTOUT. VERY QUICKLY WITHIN THREE MINUTES THE FIRE AND RESCUE SHOWED UP AND TWO POLICE OFFICERS SHOWED UP. IT WAS AN INCREDIBLE, THEY WERE TOTALLY PROFESSIONAL AND KNEW WHAT TO DO.

THEY DID A GREAT JOB AND THAT IS WHY WE PAY OUR CITY TAX.

WE HAVE INCREDIBLE PROFESSIONALS WHO SHOWED UP AND I KNOW A LITTLE BIT ABOUT THIS AND THEY DID A GREAT JOB.

THEY REALLY DID. SOMEBODY WHO I WAS BRAGGING ABOUT THEY SAID WHY DID ALL THOSE PEOPLE SHOW UP.

AND I LOOKED AUTONYM AND SAID I KNOW THE ANSWER BUT I'LL GET THE ANSWER FROM THE CHIEF. THE REASON ALL THOSE PEOPLE SHOW UP IS YOU WANT AS MANY PEOPLE THERE AS POSSIBLE.

ONE PERSON CONTROLS TRAFFIC. IF THEY ARE GOING TO BRING A HELICOPTER IN, SOMEBODY COMES THERE, SOMEBODY HELP GET GEAR IN TO GET A PERSON OUT. YOU NEVER KNOW WHAT THEY ARE GOING GOING TO GODOWN. WHEN YOU HAVE, FOUR EMS PEOPLE AND TWO POLICE SHOWED UP. THAT IS AN INCREDIBLE RESPONSE.

IT IS ONE OF THE REASONS THAT WE LIVE HERE AND HAVE GREAT

[02:40:03]

SERVICES AND THAT'S WHY WE PAY EXTRA TAX.

I THINK AS I SAID BEFORE ON MY TAX I PAY ABOUT $3 A DAY TO HAVE EMS AND THE POLICE SHOW UP AT MY HOUSE IF THREE MINUTES IF I HAVE A PROBLEM. I THINK THAT'S AN INCREDIBLE BARGAIN AND A SHOUTOUT TO THEM FOR THE FINE WORK THEY DO.

>> THANK YOU. >> NOTHING TONIGHT.

>> I WAS AT AMELIA ISLAND COFFEE AS I OFTEN AM ON LAST FRIDAY.

AND THE OWNER HAD PURCHASED AMELIA ISLAND COFFEE JUST PRIOR TO THE HURRICANE. HE HEARD ABOUT HOW THE 345 RIHANNA DRIVES BUSINESS TO DOWNTOWN.

BUT YOU CAN SPOT A CRUISE SHIP PASSENGER.

IT'S PRETTY OBVIOUS. SOCKS WITH FLIP FLOPS AND SANDALS IS ONE KEY. HERE CAME THIS LINE OF 20 PEOPLE INTO AMELIA ISLAND COFFEE. I SAID HERE YOU GO.

AND HE WAS JUST BEAMING. SO THE FINANCIAL IMPACT OF THAT MARINA ON LOCAL BUSINESSES THERE WAS A GREAT EXAMPLE OF IT.

GOOD TO HAVE THOSE FOLKS HERE. >> I SAW THEM TOO.

>> I'M SURE YOU DID. >> DID THEY STOP BY YOUR PLACE

AFTER. >> THEY HAD A LOT OF QUESTIONS.

>> INQUESTIONS TIFF GROUP. >> THANK YOU FOR THAT.

>> I'LL PIGGY BACK WHAT CHIP SAID.

I WAS AT HABITAT DINNER ALSO. THEY HAVE BUILT 44 HOUSES AND NOW THEY HAVE DEVELOPMENT OF SIX HOUSES.

A MAJOR POINT THEY MADE. NEXT ITEM IS CENSUS COMMITTEE AND I'M SURE THEY WILL HAVE A PRESENTATION.

THE CENSUS IS GOING TO BE DONE SIGNIFICANTLY THIS YEAR ONLINE AND STUFF. WE NEED PEOPLE TO RESPOND TO THIS CENSUS. THE OTHER THING IS ON THE 21ST OF MARCH FLORIDA PUBLIC UTILITIES WILL BE DOING ENERGY CONSERVATION AT PUBLIC HOUSING. THAT IS SOMETHING THAT I HELPED THEM COORDINATE AS PART OF OUR COMPREHENSIVE PLAN.

I THINK THE CITY IS WELL AWARE OF IT AND OF THE OPPORTUNITY POSSIBLE FOR TO US DO SOME WATER CONSERVATION THERE TOO.

WE DON'T HAVE A HEALTH DEPARTMENT.

IT'S SOMETHING I WANT TO STAY HEAD OF.

HOPEFULLY IT STAYS GOOD AND WE STAY CALM THERE.

IS GOING TO BE A POINT POSSIBLY WHERE WE HAVE TO TAKE ACTION OUTSIDE OF WHAT EMERGENCY MANAGEMENT SAYS.

WE HAVE KID IN CHILD CARE AND PROGRAMS. THE REASON I BRING THIS UP IS BECAUSE WHEN WE HAD SIGNIFICANT HAZARD ISSUES EIGHT OR NINE YEARS AGO, WE DID NOT KNOW WHAT TO DO AND WE HAVE TO BE READY TO DO THAT.

IT'S SOMETHING WE HAVE TO WATCH CLOSE.

THAT'S IT. >> I WANT TO RECOGNIZE THE CANDIDATES IN THE AUDIENCE TONIGHT.

WELCOME. NOT MANY PEOPLE LEFT.

IF ANYBODY HAS QUESTIONS AM I MISSING ANYBODY? LET ME KNOW. THANK YOU TO THE CITY CLERK FOR ARRANGING THIS. WHEN TRAGEDY HAPPENS IN OUR WORLD, THE FIRST CALL I LIKE IS TO CAROLINE.

SHE DID A FANTASTIC JOB GETTING A LETTER PUT TOGETHER RAPIDLY.

SENT TO THE CLERK'S OFFICE TO THE COMMISSION ON THE LOSS OF THEIR MAYOR. MAYOR FLIPPEN WAS 41 YEARS OLD AND HAD AN ANEWE RICH ON THE WAY TO A COMMISSION MEETING.

THEY ADJOURNED. HE'S ONLY THERE FOR A COUPLE OF YEARS BUT HE WAS A STRONG ADVOCATE IN THE LGBTQ COMMUNITY AND WAS A DRIVING FORCE IN THAT FOR A LONG TIME.

I WILL BE ATTENDING AND I THINK I CAN SAFELY SAY THAT I HAVE YOUR CONDOLENCES I CAN SHARE AS A COMMISSION IN OFFICIAL

CAPACITY TO HIS FAMILY AND CONSTITUENTS.

WENT TO THE UNVEILING OF PEG LEG PETE DOWN AT THE DEPOT.

THERE IS AN INTERESTING STORY. THEY DID A GREAT JOB FIRST OF ALL. THAT THING HAS BEEN THERE FOR A LONG TIME. I MET THE GUY A FEW YEARS AGO, HE WORKED AT CONTAINER AND HE WAS IN THE METAL SHOP THERE.

HE WAS PROBABLY IN HIS 80'S. HE WAS SO EXCITED TO SEE THE SWORD WAS STILL THERE BECAUSE HE HAD NOT BEEN BACK IN A VERY LONG TIME. ANOTHER SHORT STORY RECENTLY WHEN THEY CAME INTO THE BAR AFTER THEY WRAPPED THEM UP AND GOT READY. I THINK YOU COULD TELL IT BETTER

THAN ME, TALKING ABOUT? >> ABOUT THE ASHES, WOULD YOU MIND COMING GUARD AND SHARING THAT STORY, I DON'T WANT TO GET

IT WRONG. >> A MAN NAMED POLLY WAS BIG IN THE PIRATE CLUB YEARS AGO AND HE PASSED AWAY.

HIS REQUEST WAS FOR HIS ASHES TO BE INSIDE PEG LEG PETE.

THE ASHES WERE IN THERE. BUT THE TERMITES STARTED GETTING IN THERE SO THEY WANTED TO PROTECT THE ASHES PERMANENTLY.

THEY'VE BEEN INTERRED INSIDE PEG LEG PETE.

HE'S BEEN FIBER GLASSED AND HE'S PROBABLY GOING TO LAST A VERY,

VERY LONG TIME. >> I WAS AT THIS FUNERAL SERVICE. THEY HAD IT AT THE AMERICAN LEGION. ALL THESE GUYS RAISED GLASSES TO THIS GENTLEMAN WHO WAS POPULAR AND THEY HAD A CEREMONY OUTSIDE WHERE THEY GOT TURNED INTO A THING THAT WENT OUTSIDE.

I FOLLOWED THEM OUT. THEY START LOADING THEIR RIFLES AND PISTOLS UP AND THEY ARE DOING A 21 GUN SALUTE.

I MADE THE COMMENT ANYBODY NOTIFY POLICE DEPARTMENT.

MY CALL WAS TO DISPATCH. I CALLED AND SAID JUST TO LET YOU KNOW THERE IS ABOUT 50 OR 60 GUNSHOTS ABOUT TO BE FIRED.

THE GUNS STARTED GOING OFF. THE DISPATCHER BOARD STARTED LIGHTING UP. SO THAT WAS GREAT.

HE ALSO HAD SOME OF HIS ASHES FIRED FROM A CANNON DURING A SHRIMP FEST PARADE. THEY TOLD ME THAT ORIGINALLY THE ASHES WERE IN THE HEAD SECTION. THEN WHEN THEY PUT IT BACK IN THEY FELL TO THE MIDSECTION. FOREVER AND EVER THERE THERE WILL FOREVER BE
