>>> CALLED TO ORDER THE MEETING OF THE AIRPORT ADVISORY

[Items 1 - 3]

COMMISSION REGULAR MEETING. FEBRUARY 13, 2020.

ROLL CALL. >> CAROLINE.

THAT IS WHAT YOUR NAMEPLATE SAYS.

>> CALL THE ROLL. >>> WE WENT OVER DECEMBERS.

>> MADE A CORRECTION. I WENT BACK TO WATCH THE VIDEO.

AND THEY NOMINATED U.S. THE CHAIRPERSON AND WE MADE THE

CORRECTION. >> WE WILL LOOK OVER THE JANUARY MEETING MINUTES. AND WE WILL PUT IT OFF UNTIL

DAVE IS HERE TO SIGN IT. >> WE CAN APPROVE IT AND GET

DAVE TO SIGN IT LATER. >> ANY COMMENTS ON JANUARY'S

MEETING? >> NO.

>> AND DECEMBERS WAS CORRECTED. >> THIS WILL REFLECT THAT WE APPROVED EDITS TO DECEMBER AND WE ARE OKAY WITH JANUARY.

CAN I GET A MOTION. >> I SECOND.

>> ALL IN FAVOR SAY AYE. >> WE APPROVED THE MINUTES.

[Item 4]

>> NUMBER FOR PUBLIC COMMENT REGARDING ITEMS NOT ON THE

AGENDA. >> ANYONE LISTED TO SPEAK?

>> THE ONLY THING I MENTIONED IS I PASS OUT A LETTER AND AT THE MEETING, HE VOICED INTEREST IN PLANNING AN EVENT AT THE AIRPORT IN THE FUTURE. ESSENTIALLY IN THE E-MAIL HE SAID HE WOULD BE HAPPY TO LEAD AN EFFORT IF THERE WAS AN INTEREST TO HOLD A PUBLIC HOUSE. HE WAS THINKING SIMILARLY WHAT WE DID AT THE TERMINAL FACILITY WEATHERED BRING IN MORE BIRDS OR

FLYBYS. >> I TOLD HIM I WOULD PASS THIS E-MAIL ON TO THE GROUP. I THINK IF THERE IS SUPPORT FROM THE AIRPORT, THE FIRST STEP WOULD BE FINDING SOMEONE TO BE

ON THE COMMITTEE. >> I THINK THAT IS A GOOD IDEA.

WE JUST CAME BACK TWO WEEKS AGO AND THAT WAS PRETTY DANGEROUS.

I DON'T KNOW IF IT WAS THEIR FIRST ONE OR NOT BUT JUST FLYING INTO THAT THING I'VE LEARNED A LOT OF LESSONS.

SO WHEN THEY STARTED PUTTING THIS TOGETHER, WE REALLY NEED TO CONSIDER SIMPLE THINGS LIKE YOU HAVE A ROUTE STRUCTURE TO GET INTO THEIR PYRRHIC THAT MAY ELIMINATE HALF OF THE CHAOS PYRRHIC BUT I THINK YOU HAVE TO PLAN AHEAD.

THEY HAD THE C47 WITH A ROUTE PARACHUTE JUMPERS THAT WERE IN THERE. THEY HAD A LOT OF WARBIRDS.

THEY DID A GOOD JOB. >> IT WAS A CAR IN AN AUTO SHOW.

>> WAS A GOOD TIME. WE HAVE A GOOD RELATIONSHIP WITH THE NATIONAL GUARD. AND THEY WERE LOOKING FOR ADDITIONAL EVENTS WHERE THEY COULD GET TRAINING.

THAT COULD BE AN OPTION IF WE NEED ADDITIONAL --

>> I WOULDN'T SAY GOOD. I THINK IT HAS TO BE.

WHEN YOU GO AROUND, EVERYONE HAD TO GO AROUND.

DID YOU FLY INTO THEIR? I DON'T THINK ANYONE LANDED ON

THE FIRST APPROACH. >> TOM DID.

>> YOU PRETTY MUCH HAD TO GO AROUND.

BUT WHERE WE HAD THE ENTRY AND HOW IT WAS REALLY BUSY RIGHT

HERE. >> IF WE COULD ELIMINATE HALF OF THE CHAOS OR 25% IT WOULD MAKE IT MUCH SAFER.

>> THAT IS ONE OF THE THINGS THEY HAD ON THE AGENDA.

I'M NOT SURE IT IS KNOWN HOW IT WOULD BE WHETHER IT WOULD BE A

[00:05:04]

STATIC DISPLAY. >> WE HAVE A FEW DIFFERENT

CONCEPTS. >> YOU HAVE A FLYING COMPONENT WE TRY TO DO BOTH. AND WE HAD A STRONG SHOWING ON ONE SIDE AND NOT SO MUCH ON THE OTHER.

IT MAY BE HELPFUL TO DETERMINE WHAT YOU WANT.

BUT IT SEEMS A LOT GOES INTO THE SUCCESS OF WHAT THEY'RE DOING.

>> YES. >> THOSE ARE GOOD POINTS.

>> IT WAS A GOOD SHOWDOWN THERE. >> DID YOU PUT DOWN THE PURPOSE TO PROMOTE THE CITY. IF THAT WERE TO BE THE STRESS POINT IT MAY BE MORE ALONG THE LINES OF AN OPEN HOUSE.

>> AND WE CAN SEE IF OTHERS MAKE BE INTERESTED.

>> I THINK THE NEXT QUESTION WILL LEAD TO THIS.

>> OF COURSE STAFF WILL PROBABLY BE IN THE GROUP IF THERE'S ANYTHING IN HERE IT MAY NOT BE A BAD IDEA.

>> I WOULD JUST LIKE TO SEE THE SUCCESS BECAUSE WE ARE COMPETING

WITH SURROUNDING COMMUNITIES. >> THERE HAS TO BE GOOD TIMING.

>> SOMETHING THAT WE DO RIGHT ON TOP OF SOMEONE ELSE PYRRHIC OR

RIGHT AFTER PYRRHIC. >> SOMETIMES THERE IS STRATEGY AND FINDING THE GAP AND FOLLOWING THE SUBJECT AND WHERE

WE'RE GOING. >> I THINK IT CAN BE DONE.

I THINK IT WOULD BE A WONDERFUL WONDERFUL ATTRACTION FOR THE

COMMUNITY. >> COME OUT AND SUPPORT THE

AIRPORT. >> OKAY.

>> THINK YOU. >> ANY OTHER PUBLIC COMMENTS?

>> ANY FINANCIAL REPORTS PYRRHIC.

[Item 5.1]

>> NOTHING SPECIFIC TO MENTION. WE ARE IN THE SEASON NOW WHERE WE HAVE GOOD REVENUE FOR THE AIRPORT.

AND WE HAVE THE BONDS ON THE AGENDA THIS EVENING.

WE HAVE A PARKING SHARE AND VEHICLES IN WE WILL SEE INAUDIBLE ] WE RECEIVED NOTICE THAT THEY WOULDN'T BE ATTENDING THIS YEAR. IF YOU REMEMBER THAT REQUIREMENT FOR AN AGREEMENT TO NOTIFY THE AIRPORT AND OTHER COMMUNITIES IF THEY WOULD BECOME AND PICK THE PURPOSE WAS TO ALLOW US TO PLAN A BUDGET SEASON AND A SAFETY PLAN.

I KNOW WASN'T PROVIDED PYRRHIC WE WERE OUTSIDE OF THE NOTICE RANGE. WE HAD A FEW OPTIONS.

WE MAY BE ABLE TO PUSH IT PYRRHIC WE JUST SAID WE WOULD GET SOMEONE ELSE OR HAVE AN ARRANGEMENT WHERE YOU DISCUSS MONEY PAID TO THE AIRPORT TO KEEP A PLACEHOLDER FOR THAT.

MARTIN AND I HAD THAT DISCUSSION.

I SPOKE WITH THEM AND BASED ON OUR REVENUE SOURCES AND EXPENSES FOR THE YEAR IF WE RECEIVED $25,000 I THINK WE CAN HOLD OFF UNTIL THE NEXT FISCAL YEAR A NEW REVENUE THAT WASN'T ANTICIPATED.

SO YOU GET $25,000 AND WE CAN MAKE THE OFFER.

WE CAN KEEP THE AGREEMENT IN PLACE.

AND THEY CAN KEEP THE AGREEMENT IN PLACE IF THEY WANT TO COME BACK NEXT YEAR. THEY VALUE HAVING THAT PIECE OF PROPERTY IN THEIR PYRRHIC WE WILL PROBABLY HAVE A LETTER SENT WITH SOME PROVISIONS IN THEIR PYRRHIC AND A STATEMENT THAT WE

[00:10:04]

WOULD LIKE A DEPOSIT. JUST SO WE DON'T FIND OURSELVES IN THE SAME POSITION. THEY WOULD LIKE TO HAVE US SUSTAIN THAT AGREEMENT. THEY DO PLAN ON COMING BACK.

THEIR PERFORMANCE WASN'T WHAT THEY HAD HOPED.

>> QUESTION. ARE WE FREE TO MAKE THE SPACE

AVAILABLE. >> NO.

THEY ARE KEEPING THE SPACE PYRRHIC THAT WAS ONE OF THE OPTIONS WE DISCUSSED SCOTT JUST TERMINATING THE AGREEMENT.

>> WE ARE ABOUT A MONTH OUT AND WE HAVE A SAFETY PLAN APPROVED PYRRHIC WE COULD USE THE PROPERTY AND WE ARE JUST TWO) TO CLOSE TO REASONABLY GET SOMETHING.

>> WERE LEGALLY RECODED. IT'S JUST LAND.

WE DIDN'T BUILD ANYTHING. >> SO WE IF WE -- IF WE TERMINATED THE AGREEMENT WE COULD.

AND -- TRACK AND TO KEEP THE LAND AVAILABLE FOR THEM EVEN

THOUGH THEY ARE NOT USING IT. >> THEY WOULD STILL PAY MONEY.

THIS YEAR WE WILL RECEIVE $25,000.

>> AS A PLACEHOLDER. >> IS A PLACEHOLDER.

>> A GOOD NEGOTIATION. >> NOTHING ELSE FROM THE

FINANCIAL SITE. >> ONTO NEW BUSINESS.

>> WHERE IS THAT REFLECTED IN THE BUDGET?

>> OUR REVENUE THAT WE RECEIVED IS IN THE OTHER REVENUE ITEM.

36990. >> WE HAVE A NUMBER OF SOURCES THAT LEAD TO THAT. WE HAVE USE OF A CLOSE RUNWAY.

DRIVER DYNAMICS AND OTHER GENERAL USES.

THEN YOU HAVE THE PREDOMINANT OF THE BONHAMS & BUTTERFIELDS REVENUE. WE USUALLY SEE ABOUT $85,000 OR $90,000 IN REVENUE JUST FROM THAT.

>> IF YOU DO THE 25,000-DOLLAR ITEM, DOES THAT KEEP THEM IN THE

CONTRACT REX. >> YES.

>> OTHERWISE WE JUST TERMINATE THE AGREEMENT AND OPEN IT UP FOR

NEGOTIATIONS. >> THEY STILL HAVE 125 DAYS

AFTER IT IS OVER. >> THEY STILL HAVE TO PROVIDE US

NOTICE AFTER THE EVENT. >>> SIX-POINT ONE.

[Item 6.1]

SO THE FIRST TWO AGREEMENTS ON THE NEW BUSINESS AGENDA ARE BOTH RELATED TO THESE THAT WE HAVE EVERY YEAR.

THIS IS FOR THE PARKING OF AUTOMOBILES ON THE EAST SIDE OF 1970. IT IS ON THE GOLF COURSE.

IT HAS BEEN IN PLACE FOR QUITE SOME TIME.

ENTERTAIN A MOTION TO APPROVE THE BONHAMS & BUTTERFIELDS

FACILITIES. >> HAVE A QUESTION PYRRHIC I HAVE A QUESTION ABOUT BONHAMS & BUTTERFIELDS PYRRHIC HOW LONG IS

OUR AGREEMENT WITH THEM? >> THEY ENTER AN ANNUAL AGREEMENT WITH THE PARKING PYRRHIC I BELIEVE ON THE GOLF COURSE SIDE THEY DO A FIVE-YEAR AGREEMENT.

I THINK THEY JUST ENTERED A NEW AGREEMENT FOR USE OF THE PROPERTY WHERE THEY PUT THIS ON THE PARKWAY.

I HAVE ACTUALLY INTERESTED THEM -- ASKED THEM IF THEY WANTED TO DO A FIVE-YEAR AGREEMENT. IT IS AN ANNUAL AGREEMENT EVERY

YEAR. >> WHO ELSE DO WE HAVE LONG-TERM

AGREEMENTS WITH? >> THE ONLY LONG-TERM AGREEMENT WE HAVE IS WITH ONE WE HAD OVER A TEN YEAR TERM AND IT INCREASES THE RENTAL AMOUNT. THE OTHER ONE IS AN ANNUAL

AGREEMENT PYRRHIC. >> ICY.

>> WHAT'S THE REVENUE? >> $8,000.

>> WHY ISN'T THE AREA HERE INCLUDED.

CAN'T WE JUST DO ONE AGREEMENT FOR ALL OF THE PARKING PYRRHIC.

>> LAST MONTH YOU LOOKED AT AN AGREEMENT AND IT WAS A CONCORDE FUNCTION PYRRHIC WE HAVE A SEPARATE AGREEMENT WITH THEM.

ALL OF THE PARKING AREAS ARE IN THAT AGREEMENT.

THIS ONE IS FOR RIGHT HERE IN HIS TWO SEPARATE AGENCIES.

>> AND THERE IS ONE THAT IS 20,000 DOLLARS.

[00:15:06]

>> IS IT THE SIZE OF THE PROPERTY?

>> IT IS THE SIZE OF USE AND THE VALUES THAT WE ARE USING IN THEIR ARE COMPROMISED. IT HAS BEEN A LONG-STANDING VALUE. THEY ARE SPLIT UP FOR DIFFERENT USES. I THINK IT IS $5,000 FOR A BREAKFAST PARCEL AND A PIECE FOR A PLACE TO PARK A VEHICLE.

>> ARE THESE FEES ESCALATED? >> I DON'T BELIEVE THE CONCORDE FEES HAVE BEEN ESCALATED. I'M NOT SURE.

I WOULD HAVE TO GO BACK TO SEE HOW LONG THE AGREEMENTS HAVE

BEEN THERE IT PREDATES ME. >> SO THIS IS A BIG DEAL.

>> LIKE I SAID WE CAN MAKE SUGGESTIONS.

I THINK ONE THING THE AIRPORT IS DOING WELL AND THAT IS BUILDING NEW REVENUE SOURCES THAT ARE CONSISTENT.

AND IN THE LAST THREE YEAR AGREEMENT THEY HAVE NOT.

SO IT HELPS SUSTAIN THE CHALLENGES.

WE HAVE AGREEMENTS AND BONDS. AND THE PREDICTABILITY OF IT I IS -- TRACK WHAT WAS THE PROJECTED REVENUE ON THAT?

>> YOU KNOW WHAT CAP I HATE TO THROW A NUMBER OUT BECAUSE I WAS JUST CALCULATING THE SQUARE FOOTAGE.

THERE'S ONLY SO MANY PIECES OF THAT.

WHAT I HAD WAS FOR AT THIS POINT WAS JUST THE LEASE SPACE.

IDLE NO. I DIDN'T FEEL WE HAD ENOUGH

INFORMATION. >> THAT'S NOT MUCH FOR THE

IMPACT. >> HE WAS ASKING WHAT THE REVENUE WAS FOR THE FLIGHT AGENCY.

>> THE ONE THAT DISAPPEARED ON US.

>> I WAS JUST STATING THAT I DIDN'T HAVE ENOUGH INFORMATION.

I THREW A NUMBER OUT BASED ON SQUARE FOOTAGE.

WE HAVE A SERVICE COMMAND YOU CAN'T DISCRIMINATE, SO WHAT WE WERE PROVIDING TO ONE AND NOT ANOTHER.

>> MIGHT NOTES REFLECT THE SAME THING.

30,000 DOLLARS OR $40,000 BUT NOT FACTORING IN FUEL OR

ANYTHING. >> RIGHT.

>> I WOULD LIKE TO MAKE A MOTION TO APPROVE THE BOND SPACE.

>> DOES ANYONE SECOND THE MOTION?

>> I SECOND THE MOTION. >> MOTION MADE FOR THE AGREEMENT AND IT HAS BEEN SECOND. ALL IN FAVOR SAY AYE.

>> NEXT ITEM, AVIATION REGIMENT TEMPORARY AIR TRAFFIC CONTROL

[Item 6.2]

SERVICES FACILITY USE AGREEMENT. >>

>> WE NEED A MOTION ON THAT. IT MAY BE A TYPO AND NO BIG DEAL BUT UNDER WHEREAS THE NATIONAL GUARD HAS THIS PYRRHIC.

>> I ACTUALLY COST I PUT THAT IN THERE INTENTIONALLY BECAUSE THE LOA THAT IS ATTACHED SCOTT IS A DRAFT LOA AND THE FAA WOULDN'T BE ABLE TO SIGN IT. THEN I ADDED SOME ADDITIONAL LANGUAGE OF THE AGREEMENT WHICH SAYS, THEY ARE REQUIRED TO ENSURE IT IS IN THE TOP SECTION.

>> OKAY. WE HAD THE SAME DISCUSSION LAST

YEAR. >> THE SAME EXACT THING.

THEY HAVE TO APPROVE IT. >> I WOULD LIKE TO MAKE A MOTION THAT WE APPROVE THE AVIATION REGIMENT TEMPORARY AIR TRAFFIC

CONTROL SERVICES. >> I SECOND THE MOTION.

[00:20:03]

>> ALL IN FAVOR SAY AYE. >> APPROVED.

[Item 6.3]

ONTO T-HANGAR DEVELOPMENT. >> SO WE RECEIVED OUR PRIMARY GRANT FOR THE FIRST ROUND OF HANGER INSTRUCTIONS.

I KNOW IT WAS MENTIONED IT WAS A TWO-PHASE PROJECT.

MY INTENT FOR THIS DISCUSSION IS SIMPLY I JUST NOT WANT TO MAKE ASSUMPTIONS WHERE WE WOULD NEGOTIATE THE SCOPE OF SERVICES WE TALKED ABOUT THIS AND THE INTENT TO DO IT.

I THINK THAT IS A LOGICAL PLACE TO DO IT BUT I DIDN'T WANT TO MAKE AN ASSUMPTION. WE HAVE TWO PLACES WHERE YOU COULD FEASIBLY LOOK AT DESIGN TRANSCEIVER PYRRHIC THERE'S A PARCEL HERE. I JUST WANTED TO MENTION THAT.

I WORKED WITH AN ARCHITECT WHO IS HERE.

AND KNOWING THAT WE HAVE BEEN TALKING ABOUT THE PARCEL ON THE NORTH SIDE, WE ASK BEFORE WE NAIL DOWN THE SCOPE OR SERVICES, CAN WE BUILD A T-HANGAR SUCCESSFULLY AND WILL WE BE ABLE TO MAXIMIZE THE USE WITH THE LEAST IMPACTED FACE.

HE SAID I THINK WE CAN. >> ESSENTIALLY HE SKETCHED OUT SOMETHING FOR US TO SHOW WE COULD DEVELOP ADDITIONAL T-HANGAR SPACE ON THE PARCEL. THE INTENT OF THIS WAS NOT TO BE A DESIGN BUT YOU SURE WE CAN DESIGN A PROJECT HERE AND WE CAN MAXIMIZE USE OF THE FUNDING. THAT WOULD BE MY RECOMMENDATION TO WORK OUT A SCOPE ON THIS PARCEL AND WE CAN DO THAT.

>> I CAN WALK YOU THROUGH THE SCENE HERE.

", INSTEAD OF BUILDING A NEW T HANGER FACILITY, WE COULD ATTACH TO THE EXISTING T HANGER IN THE NORTH TWO ROLLS AND A DAT -- AND ADD ADDITIONAL UNITS. IT SHOWS SEVEN UNITS HERE.

BY DOING THAT, WE HAVE THE SETBACK THAT WOULD BE REQUIRED.

WE HAVE A CLEAR AREA SETBACK FROM HANGER D.

AND I THINK THIS SHOWS SEVEN UNITS BUT IF YOU CUT OUT NUMBER THREE UNIT YOU DON'T HAVE TO EXTEND THIS THIS IS THE REQUIREMENT WHERE WE HAVE IT RIGHT HERE.

WHAT I'M SAYING IS I THINK YOU GET SIX UNITS OUT OF THIS ON

THIS PARCEL. >> WE DON'T HAVE A FIRE SPRINKLE TO KEEP IT UNDER. THE OTHER STRUCTURE IS NOT IN

FIRE CODE. >> WE ADDED SIX NEW UNITS AND DO YOU KNOW WHAT THE -- THERE HAS TO BE, YOU MENTIONED A BENEFIT OF NOT HAVING TO BUILD AN ENTIRELY NEW BUILDING, WHAT

PERCENTAGE IS THAT? >> PROBABLY TOO EARLY TO GET A

NUMBER. >> THE RULE OF THE COP PROBABLY JUST UNDER 1,000 FEET. YOU BUILD EVERYTHING FRESH.

>> AND YOU HAD THIS SITE WORK. >> THIS IS THE VERGENCE SITE.

THAT. >> HOW MUCH FOOTAGE WOULD BE REQUIRED FOR THE LONG-TERM PARKING?

>> THE WAY IT'S LAID OUT IS IT IS 25 FEET FROM THE BOUNDARY LINE. IF WE PROVIDE 25 FEET ON OUR SIDE IN DEVELOPMENT ON THIS SITE, AND THEY HAVE THIS.

THEY ARE GIVING THIS THE SETBACK AREA.

>> IN AT 30 FEET IT WOULD BE TRIMMED DOWN A LITTLE BIT IF WE

[00:25:05]

GOT RID OF UNIT THREE. >> UNIT THREE IS DRIVING A TAXI LANE. I THINK YOU COULD PROBABLY CUT

THIS OUT. >> THAT IS THE CURRENT LONG-TERM PARKING PYRRHIC IT WON'T BE PART OF THE FUTURE LONG-TERM PARKING.

>> ONCE YOU GO ACROSS THIS LINE, THAT IS THE HOLD.

THEY DID THIS IN 2015. THEY CONTEMPLATED BOXING OR

DEVELOPMENT ON THIS SIDE. >> WHAT IS THE LOSS OF REVENUE?

>> IF YOU I HAVEN'T DONE ANY MARKET ANALYSIS, LET'S JUST SAY IT WAS 400 REVEALS. MONTH FOR THE NEW HANGER,.

>> SO YOU COULD SAY $5,000. >> ABOUT $5,500.

YEAR. THERE IS A SUBSTANTIAL

INVESTMENT IN RELOCATING THIS. >> BECAUSE OF THE REALIGNMENT.

>> AND WE HAVE AN OBJECT FREE AREA.

THIS IS FROM THE GATE AND IT GOES LIKE THIS.

YOU HAVE TO REMOVE THAT ROLE. >> SO IT'S A LITTLE MORE

MOVEMENT. >> I SEE.

>> ON THE IDEA OF THE ROOFLINE, THIS IS INTO THE CURRENT

ROOFLINE. >> THE T HANGERS HAVE BEEN THERE FOR QUITE A WHILE. WILL THERE BE ANY PROBLEM

ATTACHING TO THEM. >> YOU TAKE DOWN THE RESTRUCTURE

AND THAT GETS EXTENDED. >> WILL ABOUT IMPACT.

>> THE IMPACT WOULD BE TEMPORARILY.

YOU CANNOT WORK WITH ANYTHING IN THERE SO IT WOULD BE TEMPORARILY DISPLACED. BUT THIS WOULD BE THE SAME SIZE

PYRRHIC. >>> ASSUMING THAT IT GOES AHEAD AND THERE MAY BE SOME PAVING ON THE NORTHERN MOST TAXIWAY, WHAT ARE THE CHANCES OF RE- SURFING THE REST OF THE TAXIWAY WHICH IS

RAPIDLY TURNING TO GRAVEL? >> SO WE HAVE A PROGRAM PROJECT TO RESURFACE THE TAXI LANES ON THE NORTH SIDE.

>> ONE OF MY NEIGHBORS COMPLAINED TO ME ABOUT IT.

>> WE JUST HAVE TO REJUVENATE IT.

>> MAKE SURE YOU TAKE OUT WHAT IS THERE.

>> WE BUDGETED THIS DEER TO SEAL THEM.

WE WILL HAVE OUR FIRST QUOTES. IF WE DON'T FINISH IT WILL BE

DONE LATER. >> HAVE A QUESTION.

I WAS CURIOUS, UNDERSTAND 30-FOOT UP THERE, AT WHAT POINT DO THEY DECIDE THAT IS 50 FEET ON THIS BY CUTTING THE NORTH

SIDE OF THE BUILDING OFF? >> MAYBE CHRIS CAN ANSWER THAT.

>> IF YOU GO FROM ONE CORNER TO THE OTHER IT IS ABOUT 25 FEET.

I WAS WONDERING, THE 50-FOOT IS ON AN ANGLE.

>> I'M NOT SURE THAT'S A GOOD ANSWER.

>> IS A BUILDING THAT IS NOW DEMOLISHED.

>> WHAT YOU ARE SEEING PYRRHIC THAT IS WHY IT'S HERE.

>> I WAS WONDERING WHY IT WASN'T THERE.

>> RETORT DOWN THIS SPACE. >> IF WE GO UNDER THAT IT IS

CLOSER. >> WHAT WAS THE QUESTION?

[00:30:02]

>> >> THIS WILL BE THE SAME AND WE WILL HAVE AN ANALYSIS. AN WE CAN USE THE SAME DATA TO UPDATED. I DO ANTICIPATE.

>> THE WAY IT CURRENTLY WORKS, WE CAN TRANSFER AND WE WILL BE GIVEN CONSIDERATION TO THE EXISTING TENANTS.

>> WE HAVE AN OLDER UNIT RIGHT HERE.

>> BUT IT WILL BE THE SAME. BASICALLY THE ONLY DIFFERENCE BETWEEN MY HANGER AND THE NEW HANGER, IS THAT MINE IS OLDER.

>> IT WILL BE CONDITION. YOU HAVE A NEW CONDITIONING OR A

NICER ROLLING DOOR. >> YOU CAN ROLL THE DOOR WITH

ONE FINGER. >> AND I WON'T HAVE AS MUCH RUST

FALLING OFF OF THE TOP. >> AND IT WAS $450.

MONTH PRETAX PYRRHIC. >> I KNOW IT IS NEXT YEAR, THAT

THEY WILL CHANGE THE FUNDING? >> THEY GAVE US THE FIRST PART OF THE GRAPH ALREADY. WE CAN START A DESIGN PROCESS AT SOME POINT WE HAVE SOME PROJECTS AND THIS IS JUST MAKING SURE THE SCOPE OF SERVICES ARE ALL ON THE SAME PAGE.

THE REST OF THAT IS THE JULY FISCAL YEAR PYRRHIC SO WE WILL

SEE THAT LATER. >> BUT WITH THE INITIAL GRANT IN

PLACE YOU CAN START. >> IT SOUNDS LIKE BASED ON WHAT YOU'RE SAYING THIS IS THE MOST EXPEDITIOUS WAY TO GET THE HANGERS UNDER THE CURRENT LEASE PYRRHIC.

>> I THINK THIS IS PROBABLY YOUR BEST BANG FOR THE BUCK.

FOR SOME REASON THEY HAD SEVEN UNITS.

IT'S NOT LIKE WE HAVE THE PLANNING FOR THIS.

>> WE SHOULDN'T ASSUME. >> WHAT IMPACT IF ANY, AND YOU MAY BE ABLE TO ANSWER THIS, IF THE LEASEHOLD IS, YOU ARE SAYING THEY WILL BE SETBACK ANOTHER 30 FEET FROM THE IMAGINARY LINE.

>> 25. >> YES, MA'AM.

>> OKAY. >> I THINK, I'M NOT SURE, I DON'T HAVE ANY INFORMATION YET ABOUT WHAT THEY ARE THINKING.

>> COULD YOU NOT TAKE NUMBER FOUR INPUTTED IN AT THE END OF THE TAXI LANE BETWEEN TWO HANGERS GOING NORTH.

>>, I MEAN, GOING SOUTH PYRRHIC. >>

>> THERE WOULDN'T BE ANY SHARED WALLS.

>> YOU ARE SEEING MOVE THIS ONE TO THE WEST.

JUST PUT IT RIGHT THERE. >> KEEP GOING.

>> RIGHT THERE. >> AND MOVE IT TO THE LEFT.

>> >> SO, I THINK WE DO HAVE, YOU MAY BE TOO CLOSE TO THE BUILDING.

I THINK YOU COULD EVENTUALLY IF THIS GETS TO THE POINT WHERE IT IS NOT USEFUL, THAT WHOLE WORLD THERE COULD BE EXTENDED IN THE SAME FASHION. I THINK THAT IS WHAT YOU'RE ASKING. THE ONLY IMPACT YOU WOULD HAVE IS PROBABLY YOU WOULD HAVE TO -- MAYBE THIS BUILDING HERE CONNECT

TO THIS BUILDING. >> THERE IS A ROLE ON THE SOUTH

END. >> I THINK YOU MAY BE TOO CLOSE

TO THE EXISTING BUILDING. >> ISSUER.

>> YES. >>

>> GOOD USES. HE HAD A GOOD POINT ON LOSING

[00:35:06]

SPACE. >> SO GOOD QUESTION.

TOM MENTIONED A CONCERN WITH THE WAY THIS PICTURES SHOWING.

YOU COULD LOSE SPACE. I SPOKE TO CHRIS ABOUT IT.

THAT IS NOT THE INTENT. WE CAN ALIGN THE WALLS SO THEY WON'T PERMANENTLY IMPACT THIS. THE ONLY QUESTION IS IF IS -- IF YOU CAN EXTEND THIS IN YOUR PERSONAL RIGHT YOU HAVE TO GO DOWN AND AROUND. AND MAYBE PEOPLE COULD CUT

THROUGH THERE. >>

>> MAYBE YOU COULD MINDED UP. >> IS THIS A RESTROOM FACILITY?

>> >> THAT HAS BEEN A STRONG

COMMENT. >> EXCUSE ME.

THE IMPACT OF THE OTHER WAY. YOU SEE THE PURPLE, YOU CAN CREATE THE NEW T IT IS TAKING THIS AREA ADJACENT TO IT.

SO THERE WOULD BE A LOSS OF SPACE.

COULD THAT BE SLID OVER? >> WHAT HAPPENS IS WE HAVE TO START HITTING THIS AT 50 FEET. IT WILL BE LESS THAN 25 FEET.

AND IF WE SHIFTED 22 FEET THAT WILL MAKE IT UNDER 25.

AND IF WE SHIFT THE OTHER ONE IT WOULD BE UNDER 50 FEET.

>> BUT IF YOU TAKE OUT THREE THEN IT WOULDN'T.

>> BUT TAKE OUT UNIT FOUR. >>

>> ONCE WE PUT A WALKWAY THROUGH THERE.

CONTENT MAYBE WE CAN LOOK AT THAT CLOSER.

>> YET IN THE UPPER LEVEL. >> IF YOU GO ANYMORE TO THE

EAST, YOU WILL DIMINISH THIS. >> SO IF YOU WANT SHIFTED SO IT DOESN'T IMPACT THE UNIT YIELDED THIS WAY.

>> I SEE. >> OKAY.

>> YOU WERE TALKING ABOUT IF YOU DO AWAY WITH THE NORTHERN UNIT,

UNIT FOUR, -- UNIT THREE. >> YOU COULD JUST SLIDE THIS IN AND CREATE THE DISTANCE YOU NEED.

>> THIS WE WILL HAVE TO LOOK AT CLOSER.

>> IF YOU SLIDE THE ONE UP TOP, BUT YOU DON'T DO IT ON THE LOWER ONE, IT COULD GO TO NUMBER FOUR AND WILL BECOME THE SAME SIZE.

>> YES. >>

>> OKAY. THAT'S GOOD.

>> IN GENERAL DOES ANYONE THAT'S RIGHT DOES EVERYONE LIKE THE IDEA OF PUTTING THE HANGERS IN THAT LOCATION?

>> >> BASICALLY IT IS WHERE THE L7

IS, RIGHT? >> YES.

>> I WILL GO BACK AND WE WILL NEGOTIATE DESIGNS AND FOCUS ON

THAT AREA. >> DO YOU NEED A MOTION FOR

THAT? >> YET IF YOU DON'T MIND.

JUST WE HAVE IT PYRRHIC. >> THIS IS DON AND MAKE A MOTION THAT WE MOVE FORWARD WITH THE HANGER DEVELOPMENT AND WE SPOKE ABOUT MAKING PLANS FOR IT. CAN I GET A SECOND MOTION.

>> WE HAVE TO SAY LEAVING HANGER THREE OUT.

>> JUST LEAVE IT VAGUE. WE WILL MAKE IT IN DESIGN.

WE WILL REMEASURE EVERYTHING. YOU CAN JUST MAXIMIZE WHAT WE

DID. >> WE ARE GOING TO COME BACK AND

[00:40:03]

LOOK AT THIS PYRRHIC. >> WE HAVEN'T EVEN STARTED THE

DESIGN DISCUSSION. >> I WILL SECOND THE MOTION.

>> IS EVERYONE IN FAVOR? >> AYE PYRRHIC.

>> THANK YOU FOR WORKING ON IT. >> IT HAS BEEN SOMETHING ON THE LIST FOR A WHILE. IT WILL MAKE PEOPLE HAPPY.

>> OKAY. >> THE NEXT DISCUSSION WAS TO

[Item 6.4]

PUT THE MEMO IN THE PACKET ABOUT OUR LONG-TERM VEHICLE PARKING.

WE GAVE A LITTLE HISTORY. THIS DATES BACK TO THE FEES THAT ARE CURRENTLY THERE APPEAR OUR PREVIOUS AIRPORT MANAGER SAID FEES. HISTORICALLY, BEFORE WE BUILT THE TERMINAL THERE WAS LONG-TERM PARKING.

AND WE NEEDED TO RELOCATE THE LONG-TERM PARKING.

WE USE THE GRASS FIELD HERE. WHICH IS AS WE JUST DISCUSSED THE LEASEHOLD. WE KNEW WE WOULD HAVE TO FINALIZE AND FIND A NEW HOME FOR LONG-TERM PARKING PYRRHIC THIS IN THE ORIGINAL DESIGN COPTER USED TO BE A HUT PROPOSED HERE AND THERE WAS PARKING APPEAR SHOWN.

THIS IS WHAT WE HAVE PUT TOGETHER FOR LONG-TERM PARKING AND RELOCATED. THEN WE WILL LOOK AT THE PROCESS, AND THERE USED TO BE A FEE ESTABLISHED FOR PERMIT PARKING PYRRHIC OVERTIME I THINK THERE WAS A FEE COLLECTED PYRRHIC SO SOLD 12 HAVE BEEN PARKED IN THE SLOT.

AND THEY ARE NOT PAYING A FEE PYRRHIC SOMETIMES WE HAVE TO TRACK DOWN WHO OWNS THEM. THE INTEREST OF THIS WAS TO GAIN CONTROL OF THE PARKING SCENARIO. AND WE HAVE CONTACT INFORMATION.

THAT IS OUR EFFORT TO PUT TOGETHER PROGRAM AND EXCESSIVE FEE. WE DID HAVE A DISCUSSION AND THE WAY THE PROCESS WOULD WORK WE WOULD HAVE AN UNDERSTANDING.

WE COULD COLLECT THE FIELD PARKING FEE CAN'T ISSUE A PERMIT THAT COULD HANG IN YOUR WINDOW PYRRHIC AND THE VEHICLES COULD BE PARKED ON THE LOT. THEY COULD MAKE SURE THE VEHICLE HAS INSURANCE AND REGISTRATION. AND A FEE WOULD BE COLLECTED PYRRHIC AND THAT WOULD HELP COVER ADMINISTRATIVE COSTS.

>> >> THE ENFORCEMENT WOULD BE UNHAPPY -- WOULD BE ON BEHALF OF THE CITY.

IF SOMEONE DOES HAVE A PERMIT OR IT IS EXPIRED, WE WOULD SEE.

JAMES ON THE CITY POLICE WOULD COME AND SEE PYRRHIC.

>> IF YOU VIOLATED ASSIGNED PARKING PAYMENT PUT ATTACKING ON THE WINDOW AND LET THE OWNER KNOW THEY HAVE SO MANY DAYS TO RECTIFY OR DO SOMETHING. THE VALUE WOULD BE YOU WOULD HAVE YOUR WE WOULD HAVE YOUR CONTACT INFORMATION TO GET A

HOLD OF YOU. >> IF YOU DON'T RESPOND WITHIN

FIVE DAYS. >> JUST TO BE CLEAR, WE ARE TALKING ABOUT LOT C) ANB. A IS ALREADY THERE.

THAT IS RIGHT HERE. AND THIS WILL GO AWAY.

>> OR WHATEVER HE INTENDS TO DO WITH THE SPACE.

>> THIS IS FOR HANGER DEVELOPMENT.

>> RIGHT NOW IF I WANTED TO GO OUT OF TOWN AND I WANTED SOMEONE TO JOIN ME. I WOULD JUST TELL THEM TO PARKING LOT B. IN WALKED THROUGH THE FENCE.

SO MY QUESTION IS, HOW WILL IT BE ENFORCED.

SO THE SPOT WOULD BE CLOSED OFF. AND AT SOME POINT AT ONE POINT YOU WOULD RELOCATE YOUR FENCING. THIS LOT HERE, THERE IS NO SIGN BUT THE INTENT IS TO BECOME PARKING.

WE HAVE DISCUSSED EMPANADA MEMO. THEY CAN ISSUE UP TO A FIVE DAY

NO COST PARKING. >> IF YOU ARE LEAVING LONG TERM

[00:45:04]

YOU WILL BE PARKING IN THE SLOT. >>

>> WE ACTUALLY ARRANGED THE DETAILS.

WE DISCUSSED THE FEED PROCESS. LOOKING AT DIFFERENT SCENARIOS WHERE WE HAVE SEEN THIS. WE CAME UP WITH THE FEE.

THE FIVE DAY OPTION. AND PEOPLE CAN STILL USE THIS

PARKING LOT. >> SO YES TO ANSWER YOUR

QUESTION. >>.

>>> THEY ARE RESPONSIBLE FOR THE SECURITY OF THESE VEHICLES?

>> SO THEY ARE NOT. ALL OF THE THINGS THEY'RE RESPONSIBLE FOR IS ISSUING THE PERMIT, CONFIRMING THEY HAVE INSURANCE. AND A SIGNED WAIVER PYRRHIC.

>> FOR LIABILITY PURPOSES. >>

>> YOU WILL BE SIGNING WAIVERS. >> THEY DIDN'T MAKE ANY ROOM FOR

RESIDENTS. >> SO WHAT I WAS ASKING FOR THIS EVENING, THE VP SPIRIT WE HAVE A FEE AND I WANT YOUR RECOMMENDATION ON WHAT IS ESSENTIALLY UP TO FIVE DAYS THEY COULD ISSUE THE MONTHLY FEE. THERE IS A 5-DOLLAR.

DAY OPTION OR WHICHEVER IS CHEAPER.

>> THE FEE USED TO BE $70 PYRRHIC.

>> THAT IS ACTUALLY WHAT IT WAS. >> I THINK I PUT IT IN THE MEMO

THE WAY IT WAS WORDED. >> TO BE HONEST, I DON'T KNOW

THE LAST TIME IT WAS DONE. >> IS ALWAYS BEEN A FEE.

>> WE HAVE ALWAYS HAD TO HAVE A PROCESS IN PLACE.

>> THERE ARE PEOPLE PYRRHIC. >> WE HAVE 12 CARS IN THERE BUT WE HAVE HAD CAR SHOW UP AND DISAPPEAR.

I DON'T HAVE A WAY TO TRACK IT. THAT'S NOT THE BEST SCENARIO.

>> THIS IS JUST AN ITEM OF DISCUSSION PYRRHIC.

>> NOT A RECOMMENDATION ON THE FEE ITSELF.

>> >> JUST A REMINDER FOR TENANTS, YOU CAN PUT YOUR VEHICLE AND THE BULK ANGER.

SO THE TENANTS STILL DO HAVE A WAY TO DO IT PYRRHIC.

>> THERE'S 30 DAYS FREE IF YOU WANT IT.

>> SO THE 30 DAY FREE WAS THE EXISTING SCHEDULE.

>> IN THIS ONE THERE ARE FIVE DAYS.

>> THEN AFTER THAT AND HE FEELS LIKE HE WILL KEEP TRACK OF THAT.

HE WILL TELL YOU AND LET YOU KNOW.

>> THAT MAKES SENSE. THIS IS USUALLY THE FACE OF THE

AIRPORT. >> $2.

DAY IS NOTHING FOR PARKING YOUR CAR.

>> THAT'S GOOD PYRRHIC. >> PRIVATE AIRPORTS LIKE WE ARE, MOST OF THE AIRPORTS IN GEORGIA ARE NOT COLLECTING MONEY.

>> SO IT IS A BIG DEAL $5. DAY BUT I AM OKAY WITH IT.

>> LET'S HAVE A MOTION TO ACCEPT THE FEE SCHEDULE PYRRHIC.

>> I WOULD LIKE TO MAKE A MOTION TO ACCEPT IT.

>> I SECOND THE MOTION. ALL IN FAVOR SAY AYE.

>> ARE NOW THE NEXT ITEM CAPITAL PLANNING UPDATE.

[Item 6.5]

>> IS THAT TIME OF THE YEAR WHERE WE TALK ABOUT CAPITAL

[00:50:03]

PROJECTS PYRRHIC ARE USUALLY HAVE AN ANNUAL MEETING TO DISCUSS IT. WE ARE UPDATING OUR PROGRAMMING WITH THE AGENCIES. THE CITY IS ALSO WORKING ON THEIR CAPITAL PLANNING. MY PROPOSAL IS TONIGHT I JUST WANT TO GIVE YOU SOME INFORMATION FEZ OKAY.

THEN I WILL ANSWER QUESTIONS IF YOU HAVE ANY.

AND I WILL LET YOU HAVE SOME TIME TO LOOK AT THIS AND LOOK AT THE MASTER PLAN AND WHAT IS ON HERE AND ASK QUESTIONS AND WE WILL TALK ABOUT IT AT THE NEXT MEETING.

WE WANT TO KEEP IT SIMPLE SO WE WOULDN'T DIG TOO FAR INTO THIS.

WHEN WE COME BACK WE CAN SAY THAT WE HAVE HAD TIME TO THINK

ABOUT IT. >> JUST A QUICK OVERVIEW OF WHAT I'M GOING TO TALK ABOUT. I WANT TO GIVE YOU A LITTLE BACKGROUND. WHAT WE DO ON THE BACKEND.

THIS IS A SIX YEAR PLAN. WE HAVE THINGS GOING ON.

I WILL IDENTIFY A FEW THINGS AND I WILL ASK QUESTIONS AND GET YOUR FEEDBACK. OF COURSE STARTING WITH THE MASTER PLAN AND THIS CARRIES INTO THE CAPITAL PLAN.

>> SO PUTTING TOGETHER PROJECT AT THE AIRPORT.

IT IS A DRIVING SOURCE OF WHERE THE PROJECTS COME FROM.

AND THE CITY COMMISSION ADOPTED TO GIVE YOU A WAY TO HAVE A PLANNING PERIOD. THE FAA CONCURS WITH YOUR PLAN AND THE LAYOUT. CHAPTER NINE IS YOUR MASTER PLAN AND SHOWS THE PROPOSAL. AFTER THE MEETING IF YOU GO BACK TO CHAPTER NINE OF THE MASTER PLAN YOU CAN SEE WHAT PROJECTS WERE PROPOSED AT THE TIME AND WHICH ONES WERE ACCEPTED PYRRHIC WE HAVE A NUMBER OF SOURCES THAT ARE GENERALLY AVAILABLE FOR.

PROJECTS. WE MAINTAIN OUR REVENUE.

WE ALWAYS HAVE A CASH BALANCE. THE FAA HAS A SERIES OF GRANTS PYRRHIC AND THERE ARE OTHER SOURCES USED OF A GRANT SOURCE.

SO SOMETIMES THERE MAY BE A GRANT SOURCE OUT THERE THAT WE CAN PULL FROM IF IT IS APPROPRIATE.

IN ADDITION TO THE MASTER PLAN, THEY SENT THIS OUT A LITTLE WHILE AGO, THE PAVEMENT MANAGEMENT PROGRAM.

I DON'T HAVE ON THE WEBSITE BUT I COULD GIVE IT TO YOU AGAIN.

I JUST UPDATED IT A FEW YEARS AGO.

IT WILL HELP YOU PROGRAM YOUR NEEDS BASED ON WHAT WE CALL THE INDEX OF YOUR PAVEMENT. SO WHEN WE LOOK AT PROJECTS FROM CHAPTER NINE WE NEED TO CONSIDER WHAT OUR PAVEMENT ENGINEERS ARE SAYING AND WHAT WE NEED. SO THAT WILL MAKE SURE WE DON'T GET INTO PORT OR FIELD CONDITIONS.

>> THEN I GO TO THE ONLINE TOOL WHERE WE ACTUALLY LOAD ALL OF OUR PROJECT REQUESTS WITH THE FAA AND F.

>> YOU CAN PUT PROJECTS IN AN THERE ARE SOME THAT WERE IN THERE WELL BEFORE MY TIME. AND WHILE WE TRY TO FOLLOW THE CAPITAL PLAN, YOU USUALLY FOCUS ON THE NEXT TWO YEARS AND WE HAVE A LOT OF FLEXIBILITY IN MAKING CHANGES AND MAKING ADJUSTMENTS. THERE'S A LOT OF PROJECTS THAT

WE ARE LOOKING AT. >> A PROJECT COULD BE ONE 100% FUNDED OR WE COULD HAVE GRETZ SO WE ARE ELIGIBLE UNDER THE AIRPORT IMPROVEMENT PROGRAM FOR GRANT FUNDING.

WE ARE SEEN AS A NON- PRIMARY AIRPORT.

WE CAN GET $150,000. YEAR.

THAT MEANS YOU CAN GET GRANT WITH A MATCH GUARANTEE TO YOU

EVERY YEAR. >> BEYOND THAT, YOU CAN COMPETE FOR DISCRETIONARY FUNDING. WE KNOW THEY ARE USUALLY 90%

FUNDED. >> IS A MIXTURE OF THE WEIGHT THERE PROJECTS CAN BE FUNDED WITH THE DEPARTMENT TRANSPORTATION. WE ARE ELIGIBLE FOR WHAT THEY CALL READY FUNDING. WE JUST HAVE TO IDENTIFY WE

[00:55:03]

NEEDED. SO IF THEY HAVE $500,000 YOU CAN

TAKE IT. >> WHEN YOU ARE MATCHING GRANTS THE MONEY THEY HAVE IS THE MONEY THEY HAVE PROGRAM.

SO IF YOU EXCEED YOUR 5050 GRANT COMPENSATE THEY HAVE MORE YOU

ARE RESPONSIBLE FOR IT. >> OF COURSE.

>> A QUESTION. THE MINIMUM IS 150,000.

YEAR. WE CAN USE THAT FOR ANYTHING WE WANT AS LONG AS IT IS FOR CAPITAL IMPROVEMENT PYRRHIC.

>> AS LONG AS IT IS ELIGIBLE PYRRHIC THEY HAVE A VERY SPECIFIC GUIDE THAT SPELLS OUT PROJECTS ELIGIBLE FOR USE

PYRRHIC. >> I THINK WE USED IT BEFORE.

>> YOU CAN SAVE YOUR GRANT FOR THREE YEARS.

SO YOU CAN SAVE IT FOR UP TO THREE YEARS.

YOU CAN TRADE WITH ANOTHER AIRPORT CAUGHT THERE ARE DIFFERENT WAYS TO WORK THE SYSTEM.

IT IS IMPORTANT. SOMETIMES YOU WILL SAVE UP YOUR ENTITLEMENT FUNDING BECAUSE YOU HAVE A BIG PROJECT.

>> FREE MONEY. >>> I MENTIONED AN INTEREST OF SEEING HOW THIS WORKS ON THE BACK IN.

EVERYONE'S LOOKING AT THE CAPITAL PROJECTS.

I CAN SEE WHEN THEY HAVE ALLOCATED A PROJECT NUMBER.

SO THIS IS JUST A TOOL WE ARE LOOKING AT.

FOR EXAMPLE THIS IS A FUEL PUMP PROJECT.

THIS IS A DEPARTMENT TRANSPORTATION PROJECT.

I PUT ALL OF THE DESIGN PROJECTS IN HERE AND THEY APPROVED THIS THROUGH THIS. IT IS A WHOLE SYSTEM.

>> CAN YOU SEE OTHER AIRPORTS? >> IS THIS A COMPARISON BETWEEN

US AND OTHER AIRPORTS. >> YOU CAN PULL UP OTHER AIRPORTS. IT GIVES YOU A LIST PYRRHIC.

>> ARE THESE THE SAME PROJECTS WE ARE LOOKING AT.

>> THEY ARE ALL USING THE SAME TOOL.

YOU CAN PULL UP THE PROJECTS AND I'M PRETTY SURE OF THE LIST.

THIS IS WHAT THEY ARE REQUESTING PYRRHIC.

>> WE DO ALL OF OUR REPORTING FOR THIS PURPOSE.

>> THIS IS WHERE YOU GET INTO THE FLEXIBILITY AND HOW THIS IS SHOWN. THE REASON I SENT FLEXIBILITY IS, IT IS THE JULY FISCAL YEAR. THEY ARE ON THE SAME FISCAL YEAR WE ARE ON. IT EVEN CONFUSES ME EVERY ONCE IN A WHILE. I WILL MAKE A MISTAKE.

WE KNOW WHERE WE ARE AT RIGHT NOW.

WE'RE ABOUT TO REQUEST COMMISSION NEXT WEEK.

REDOING THE DESIGN RIGHT NOW. WE JUST TALKED ABOUT THE DESIGN.

SO WE ARE RIGHT WHERE WE SHOULD BE ON THE CAPITAL PLAN.

AFTER DESIGN WE WILL BE RECONSTRUCTING IN ITS EXISTING CONDITION. WERE NOT BLINKING IT OR CHANGING CHARACTERISTICS. IT IS A REHABILITATION PROJECT WE WILL DO LIGHTING AND A STORM LETTER.

THEN WE KNOW WE WILL MOVE INTO A BID WITH T HANGERS.

>> WHAT ARE YOU ANTICIPATING IT BEING AVAILABLE.

JUST A ROUGH GUESS HOW LONG PYRRHIC.

>> SO I HAD A DISCUSSION WITH THE FAA.

THEY HAVEN'T HAD AN ANNUAL MEETING.

I WILL KNOW IN ABOUT A WEEK AND A HALF BASED ON WHAT THEY ARE LOOKING AT. WE ESTIMATE THE COST COULD BE $2.4 MILLION FOR THE RECONSTRUCTION.

THEY KNOW AND DISCRETIONARY FUNDS THEY HAD $1.7 MILLION AVAILABLE. SO THEY MAY COME BACK AND SAY WE WILL DO THIS UNDER A PHASE GRANT OR ASK YOU TO PUSH IT BACK TO THE NEXT YEAR TO MAKE SURE WE HAVE THE MONEY.

SO I'M WAITING ON AN ANSWER FOR THAT.

IF WE HAD THE FUNDING AVAILABLE, OR WE COULD -- WE WOULD BE PUTTING THE BID OUT IN NOVEMBER. I WOULD SAY WE ARE 50% DESIGN.

>> GOOD PYRRHIC. >> THERE IS A LOT TO LOOK AT THERE. WE FOUND THE SOUTH END OF THE RUNWAY FOR INSTANCE, RIGHT HERE. YOU CATCH THOSE THINGS THAT YOU ARE GOING THROUGH. DESIGN IS CHANGED OVER TIME.

>> I THINK WE ASKED THAT THE LAST MEETING, CAN YOU PUT SOME

[01:00:01]

SORT OF LIGHTING. >> I SHOULD HAVE THAT ON ONE OF MY SLIDES. I NEED SOME HELP ON THE DISCUSSION. LATER ON IN THE ADJACENT FROM THE MASTER PLAN IT DISCUSSES THE EXTENSION.

THAT IS IN THERE. HOWEVER WE HAVE A CHALLENGE AT A US THAT WE NEED TO GET THROUGH. WE NEED TO FOCUS ON THAT AND

PUSH THAT DISCUSSION BACK. >> ALSO WE NEED TO MAKE A DECISION IF WE THINK THAT IS APPROPRIATE OR IF WE THINK WE WANT TO TALK ABOUT SOMETHING DIFFERENT.

SO IT IS A DISCUSSION THAT I NEED HELP ON.

>> THERE IS NO SWAPPING HERE. 1331 IS OURS.

>> THERE IS NO GRAND SPIRIT. >> SO ONE OF THE REASON I WANT TO TALK ABOUT IS, WE HAVE OUR ANNUAL MEETING COMING UP.

1331, IS TO REHABILITATE THAT. PREVIOUSLY, PRIOR TO THE PLAN, THEY DIDN'T HAVE SUBSTANTIAL FUNDS WHERE THEY COULD REVEAL A TAPE. IT WAS AN EXPERIMENTAL PROJECT.

A RUBBER MILLING PROJECT THEY DID ON IT.

THEN THEY WENT BACK AND SWITCHED 2927 AND PROVIDED FUNDING.

THAT IS 15-YEARS-OLD. THEY GOT 20 YEARS OUT OF THEIR INVESTMENT. AND IT IS IN VERY GOOD CONDITION. YOU HAVE A GOOD AMOUNT OF

LIFESPAN LEFT ON IT. >> IT WOULD BE APPROPRIATE.

WE COULD GO BACK AND ASK THAT QUESTION AND SEE IF THEY

CONSIDER FUNDING. >> WE KNOW THE ISLAND IS DEVELOPING. WE HAVE A GPS PROCEDURE.

>> OKAY GOOD PYRRHIC. >> BUT IS ONE OF MY QUESTIONS.

I WANT TO MAKE SURE EVERYONE AGREES THAT WE ARE DOING BACK

TOGETHER. >> WHAT YOU SAID MAKES SENSE.

THE INVESTMENT THEY MADE HAS FAR EXCEEDED THE ORIGINAL

EXPECTATIONS. >> IS NOT LIKE, THE AIRPORT IS TRYING TO DO A SWITCHEROO AND GET MONEY FROM BOTH.

IT MAKES SENSE TO SWITCH BACK. >> YES.

>>> >> I NEED TO SHOW YOU SOME THINGS I HAVE STARS NEXT TO. WE KNOW CHRIS BROUGHT WITH HIM SOME ROUGH DIAGRAMS OF THE DESIGN OF THE FIRE STATION PROJECT. WE DON'T HAVE A PROJECT FOR THE FIRE STATION YET. THERE WAS A DISCUSSION.

>> IS THAT OURS OR THE SCHOOLS? >> WE ALREADY HAD A PROJECT RIGHT HERE. WHAT IS ELIGIBLE IS THE DEPARTMENT TO PREP -- THE DEPARTMENT OF TRANSPORTATION WILL FUND GRANT FUNDS. AND IT WILL FUND THE COST.

WE ALSO HAVE A VEHICLE LOADED HERE.

YOU COULD TAKE THE FUNDS AND APPLY IT TO THAT.

AND IT WILL OFFSET THE COST OF THE BUILDING.

>> THAT ALL DEPENDS ON WHAT THE CITY DOES.

WHERE IS THAT RIGHT NOW? >> THAT DISCUSSION PLAN IS TO RELOCATE THROUGH THE AIRPORT AND THAT IS BASED ON GROWTH.

THERE'S ALSO DIFFERENT LEVELS OF RESPONSE TIMES.

THAT WOULD GO THERE. THE AIRPORT AND CITY FIRE STATION WE HAVE A LOT OF AREAS. AND THEN, THERE MAY BE SOME APPROPRIATE USES DUE TO GROWTH PYRRHIC THERE WOULD BE DIFFERENT THINGS. THIS IS A REALLY UNIQUE IDEA.

[01:05:04]

>> THIS IS ALL IN THE DISCUSSION PHASE.

I DON'T KNOW WHAT THE BALANCES. >> SO WE CAN COUNT ON THIS

HAPPENING IN 2021? >> WE WANT A FIRE STATION RIGHT

HERE PYRRHIC. >> WE NEED TO ASK F.-- THE DEPARTMENT OF TRANSPORTATION AND THEIR ANSWER MAY BE TO TRANSFER FROM ANOTHER PROJECT TO OFFSET WHATEVER THE COMPONENT COST WOULD BE. WE HAVE MONEY ALLOCATED BUT I DON'T KNOW. WHEN WE HAVE A DISCUSSION I WANT TO CALL IT OUT. THE CITY IS MOVING FORWARD WITH THE DISCUSSION. THIS IS CERTAINLY SOMETHING WE SHOULD DISCUSS. YOU WANT TO MAKE SURE THE DEPARTMENT OF TRANSPORTATION IS AWARE THAT THIS IS A POSSIBILITY

PYRRHIC. >> THEY ARE AWARE OF THE

CONVERSATION. >> THIS IS GOING TO TAKE CARE OF THE FUNDING FOR THE AIRPORT FOR ANY FISCAL YEAR.

>> THEY MAY SAY YOU HAVE EXISTING FUNDING ALLOCATED.

>> I DON'T WANT TO GET INTO ALL OF THE ISSUES BUT THE SOUTH STATION FOR THE COUNTY, MANY TIMES THE AREA IS EVACUATED WHEN THERE ARE CALLS TO OTHER STATIONS.

THE WHOLE THING AS TO LOOK AT WHERE WE PROVIDE LEVELS OF SERVICE AND THE TIME THEY RESPOND.

THERE RESPONSES ARE LITTLE WEIRD BECAUSE THEY HAVE TO RESPOND WITH SO MUCH EQUIPMENT AND SO MUCH TIME.

THERE ARE THINGS THEY HAVE TO LOOK AT.

BUT YOU GUYS KNOW THE QUALITY DEVELOPMENT.

>> THE CITY LIMITS AND YOU CAN'T FIGURE OUT WHERE THEY ARE.

>> >> MONEY WILL BE AN ISSUE.

THE MARINA IS UP TO $11 MILLION. THE MARINA HAS A NUMBER LIKE $20 MILLION PLUS. SO IT MAY BECOME A FACTOR

PUTTING THIS IN PRIORITIES. >> IF WE HAVE A FIRE STATION ON THE AIRPORT, THERE WILL BE A PORTION OF IT, WHAT DOES THAT

STAND FOR. >> AIRPORT RESCUE.

THERE WILL BE A PORTION OF THAT FOR THE AIRPORT?

>> HE HAS PYRRHIC. >> I JUST FOUND OUT THEY DIDN'T HAVE A FIRE STATION ON THE AIRPORT.

>> YEAH, AS MENTIONED THESE HAVE BEEN PROGRAMMED.

THIS IS THE SAME THING I SAID. YOU COULD TRANSFERRED THE USE OF THIS. THERE IS A VEHICLE ACQUISITION

FOR THAT. >> AND THEY TALKED ABOUT LEASING THAT TRANSACTION. THIS ALL DEPENDS ON WHERE THE

FUNDING IS COMING FROM. >> WE HAVE THE E-MAILS.

>> SO THIS CAN BE INSTALLED AT SOME POINT PYRRHIC IS THE SAME THING AS THE EXTENSION YOU HAVE TO JUSTIFY IT.

[01:10:08]

>> IT'S IN THE MASTER PLAN. >> WING YOU COULD INSTALL THE LIGHTS, THAT IS DISCUSSION ABOUT SOMETHING WE STILL NEED TO TALK

ABOUT. >> WE ARE LIMITING OUR DISTANCE DOWN THERE. IT IS LIKE 1700 FEET TO THE

WATER. >> YOU REMEMBER THE SYSTEM?

>> I THINK 1400 FEET OR SOMETHING PYRRHIC.

>> TO ME PYRRHIC THE ADDITION MAKES A LOT OF SENSE.

YOU HAVE A PRETTY HEAVILY TRAVELED ROAD.

JUST BE PREPARED SOME COMMUNITY RESPONSE.

I SAW THIS IN ATLANTA. THEY DID THIS.

IT IS A RUNAWAY EXTENSION. IT IS VIEWED BY MANY AS A RUNWAY EXTENSION. YOU JUST HAVE TO ARGUE IT IS NOT

A RUNWAY. >> IT DOESN'T ALLOW LARGER AND HEAVIER AIRCRAFT TO USE THE RUNWAY.

REGARDLESS OF WHAT THE FACTS ARE, THE PUBLIC'S PERCEPTION IS

CONTRARY. >>

>> A GOLF COURSE ALL TO THE EAST PYRRHIC.

>> I ALSO WANT TO MENTION, WE HAVE A NUMBER OF PROJECTS LOADED HERE. SOMETHING THAT WASN'T IN THE CAPITAL PLAN BUT IF YOU LOOK AT IT, THEY ARE ADDING 1331 YEAR PERIOD THERE ARE SOME PROJECTS LIKE DELTA EXTENSION CAR WITH LOADED HEAVY FRONT DECOR THAT MAY BE SOMETHING THAT SAYS WE WILL CHANGE THE SCOPE. SO THERE IS MONEY IN IT BUT MY RECOMMENDATION IS HOW WE WILL REHAB THAT.

>> THIS GIVES YOU A PICTURE OF THE PAVEMENT CONDITIONS.

IF YOU HAVE ORANGE AND RED RED IS BAD PYRRHIC WE HAVE THESE PROJECTS PROGRAMMED BASED ON THESE INDEXES.

>> THIS IS TO MAKE SURE WE ARE NOT MISSING A SECTION AND HAVING

SOMETHING PROJECTED FOR FAILURE. >> AS KENT MENTIONED, THESE ARE THE MORE TAXING THINGS YOU WERE ASKING ABOUT.

>> FUNDING THAT WILL BE RIGHT HERE.

TO RESPOND TO THE OLD CITY CAR YOU DON'T WANT ANY OF THAT IN

THE AIRPORT ENTERPRISES. >> WE WOULD TALK ABOUT WHAT WE ARE DOING AND WE WOULD TALK ABOUT IT NAKED POSITION.

WE WOULD ASK FOR THE GRANT FUNDING, TALKING ABOUT GAINING

[01:15:09]

SUPPORT AND FEELING SUPPORTED AND MAKING SURE WE ARE ALL OKAY WITH THAT I ALSO WANT TALK ABOUT THE MASTER PLAN DOESN'T TALK ABOUT WHAT WE'RE DOING WITH THE CLOSED RUNWAY.

THEY SHOWED IT AS THIS I WANTED TO TALK TO YOU ABOUT WHAT WERE

GOING TO DO. >> THEY WANTED TO DEVELOP HANGERS. I WANT TO PICK YOUR BRAIN A LITTLE BIT. IT COULD BE A DISCUSSION AT SOME

POINT DOWN THE ROAD TOO. >> THOSE ARE THE QUESTIONS I

CAME UP WITH. >> HOW COULD THAT NOT BE UP.

IF YOU GO TO WHERE WE WERE DISCUSSING THE HANGERS.

IF IT SHOWS THIS AIRPORT DEVELOPMENT, HOW COULD THAT BE

IGNORED. >> IS SHOWED AS AVIATION DEVELOPMENT. IT CAN SHOW THE FUTURE DEVELOPMENT. RIGHT NOW YOU HAVE A CLOSED RUNWAY. WE USE IT AS OVERFLOW PARKING PYRRHIC AT THE AVIATION LEVEL YOU CAN PUT HANGERS NEXT TO IT.

WE DO PARKING EVERY YEAR. THAT IS MY QUESTION.

MAYBE WE COULD TALK ABOUT WHAT WE THINK WOULD LIKELY HAPPEN.

SO IF SOMEONE COMES IN AND PROPOSES A HANKER I KNOW I HAVE TO PROTECT THIS BECAUSE I NEED THE SPACE.

AND THAT LEVEL OF DETAIL WASN'T GIVEN.

IF WE'RE GOING TO REHABILITATE, WHAT ARE WE REHABILITATING IT TO

PYRRHIC. >>

>> UNLESS YOU DID INVESTIGATIVE WORK, THE PAVEMENT IS ABOUT 6-YEARS-OLD. OR WHAT EVER IS UNDERNEATH IT.

>> IT'S BEEN CALLS FOR OVER 20 YEARS.

>> MAYBE IT WAS A GOLF COURSE AT ONE TIME.

>> THAT WAS SUPPOSED TO BE IT. THEY TALKED ABOUT EXTENDING IT.

I WOULD LIKE TO JUST COME BACK AND BRING THE SAME SLIDESHOW.

I HAVE AN E-MAIL GENERATED TO SHOW IT TO YOU.

AND WE CAN COME BACK NEXT MONTH. >> GOOD STUFF.

>> AND NUMBER SEVEN JUST A FEW QUICK COMMENTS PYRRHIC I THINK

[Item 7.1]

WE MAY SEE THE ARMY NATIONAL GUARD STOPPING BY TO CHAT WITH US IN A MEETING IN APRIL. THEY PROVIDE TEMPORARY TRAFFIC CONTROL SERVICES. THEY TALKED ABOUT HAVING A PRESENCE HERE NOT NECESSARILY TO PROVIDE TRAFFIC SERVICE BUT TO HAVE SOMETHING FOR THEIR UNIT. IT WOULD BE INTERESTING BECAUSE WE COULD HAVE USE OF THEIR TEMPORARY MEETING.

THEY TOLD ME THEY WOULD LIKE TO STOP BY AND HAVE A CONVERSATION ABOUT WHAT THEIR PLAN IS AND IF THEY WILL BRING A CONVERSATION TO HAVE A PRESENCE AT THE AIRPORT.

>> THIS IS THE SAME UNIT? >> HAS PYRRHIC.

>> IT'S NOT A FLYING UNIT THEY HAVE NO AIRPLANES OR

HELICOPTERS. >> THERE IS AN E-MAIL -- BACK THERE'S AN E-MAIL THAT WENT OUT ABOUT A HANKER EVENT.

THEY ARE LOOKING FOR VOLUNTARY AIRCRAFT PYRRHIC IT IS A PRIVATE HANKER PYRRHIC. PYRRHIC I HAD A LOT OF QUESTIONS ABOUT THAT. NO ISSUES I JUST WANT TO LET PEOPLE KNOW IT IS NOT OUR EVENT PYRRHIC.

>> AND THEN CHRIS WAS GOING TO HAND OUT THESE.

[01:20:04]

HE THOUGHT WHILE HE WAS HERE HE CAN ANSWER ANY QUESTIONS ABOUT WHERE WE ARE ON THE DESIGN PROCESS.

IT IS 30% DONE. >>

>> CHRIS DID YOU WANT TO -- >> SURE.

ARE YOU LOOKING AT THE DIRECTORY.

WE HAVE THE APPARATUS THERE. THIS IS WHAT THEY WERE BUILDING.

IT WILL BE BENEFICIAL TO THE SPACE.

IT GIVES THEM A LOT OF ROOM TO DESIGN PYRRHIC ALLOWS THEM TO DO MAINTENANCE PYRRHIC THEY CAN DO IT INSIDE OF THEIR APPARATUS.

WE HAVE ALL OF THE SPACE SEPARATE FROM THE LIVING SPACE.

YOU CAN SEE IT ON THE FAR SPIED -- SIDE.

AND THEN ON THE LIVING SIDE THE FUMES WILL NOT GET INTO THE LIVING SPACES. WE DID A LOT OF STUDIES ABOUT HOW FIREFIGHTERS ARE EXPLODE -- EXPOSED TO TOXIC SPIRIT THIS IS

THE BIOLOGICALS PYRRHIC. >> WE TOOK A LOT OF CARE IN THIS SPIRIT THIS WILL BE USED FOR TRAINING.

THIS IS THE TRAINING TOWER PYRRHIC THEY DON'T HAVE TO LEAVE THE ISLAND. HE IS VERY FOCUSED ON GETTING US TO A LEVEL ONE RATING PYRRHIC IT WILL BENEFIT EVERYONE.

>> IT WILL HAVE AN ACCESS HATCH. THIS IS WHAT THEY CAN DO FOR PRACTICE. THIS WILL BE FUNCTIONAL SO THEY CAN PRACTICE TRAINING. MOST OF THE ESSENTIAL THINGS YOU NEED TO TRAIN YOUR FIREFIGHTERS FOR.

ESPECIALLY SINCE WE HAVE BUILDINGS THAT ARE FOUR STORIES

HIGH. >> DO YOU KNOW IF THERE'S ANOTHER TRAINING FACILITY LIKE THAT IN THE COUNTY?

>> THE COUNTY DOESN'T. I DON'T THINK SO.

>> WILL THERE BE ANY OTHER TRAINING AT THIS FACILITY?

>> IT DOES HAVE A SMOKE MACHINE. THE WINDOWS WILL HAVE SHUTTERS ON THEM. SO WE CAN CLOSE IT.

WE CAN FILL THE ENTIRE TOWER WITH SMOKE.

>> THERE WON'T BE FIREFIGHTING FUEL FIRES.

>> NO CAUGHT THEY DON'T DO THAT ANYMORE.

>> EVEN THE NAVY DOESN'T DO THAT.

>> SO CHRIS SCOTT IF YOU HAD TO MARK ON HERE WHICH PART WAS THE AIRPORTS RESPONSE CAUGHT THE PART THAT WE ARE CONCERNED ABOUT COST THE AIRPORT WILL HAVE TO TRY TO GET SOME GRANTS.

>> THIS IS A CITY AIRPORT. PART OF IT AS AN AIRPORT PURPOSE. IF I HAD TO MARKET, WHICH PART

WOULD IT BE. >> WE WOULD CONSIDER ONE APPARATUS FOR THIS VEHICLE. YOU WILL HAVE THIS AND THE

[01:25:03]

LADDER TRUCK. >> WE WILL CALCULATE THIS TO THE

PERCENT. >> WE TALKED ABOUT THAT LAST

TIME. >> WE ARE ALSO CONSIDERING CONNECTING THE FIRE STATION WITH THE GENERATOR.

AND WE ARE HOPING TO GET GRAND -- GRANT FUNDING FOR THAT.

>> THE SPOT THAT NEEDS TO BE FILLED IN.

>> CORRECT ARE WE COLLECTING ANY PROPERTY LEASE.

>> ONE CONSIDERATION IS YOU WOULD HAVE A GROUND LEASE AND SUBTRACT THE SERVICE YOU GET FROM THE FIREFIGHTERS COMPONENT THERE ALSO GETTING FUNDING -- THERE IS AIRPORT FUNDING GOING

IN. >> UP TO AND INCLUDING BUYING A

TRUCK. >> THE TRUCK IS DEDICATED FOR AIRPORT USE IS IT DEDICATED FOR FIGHTING AVIATION FUEL FIGHTERS?

>> OUR TRUCK WILL BE USED FOR THE PUBLIC SIDE THERE WILL BE

SOME TRANSACTION. >> JUST SOME ALLOCATION.

>> HE HAS A WAY WITH WORDS. >> THE ANSWER IS YES.

>> THANK YOU CHRIS IF YOU HAVE QUESTIONS OR COMMENTS, THIS IS A GREAT TIME FOR IT. I CAN GET STUFF BACK TO

MR. MARTIN. >> YOU'VE BEEN TALKING TO THE CITY FIRE DEPARTMENT AND THEIR INPUT AND INVOLVEMENT.

>> YES THEY BEEN INVOLVED SINCE THE VERY BEGINNING THE ARMY WANTS TO COME HERE AND PUT A TOWER CAP ON TOP OF THAT.

>> THERE YOU GO. >> I WOULD JUST LIKE TO SEE THE WHOLE PROJECT IT WOULD BE A PLUS FOR THE COMMUNITY THEY DO HAVE AN INTEREST IN THE AIRPORT, BUT WITHOUT LOOKING AT THE AIRPORT

WE DID HAVE A NEGATIVE DOWNSIDE. >> LITERALLY EQUAL DISTANCE BETWEEN THE STATIONS SO IT DISPERSES EVERYTHING EVENLY.

>> THE FIRE STATION IS RIGHT HERE

[01:30:01]

>> IT'S NOT THE BEST LOCATION SO WE ARE ON THE HIGH GROUND.

>> ISSUE ARE ALL 20 FEET OF IT. >> MOST OF THE AIRPORT IS RIGHT

HERE. >> SOUNDS GOOD THIS LOOKS LIKE

IT WILL BE A PREMIER FACILITY. >> YES THAT'S WHAT WE WANT TO DO WITH THE CITY IT WILL BE BENEFICIAL TO EVERYONE INVOLVED.

>> ANYTHING ELSE ON THE BOOK. >> ANY COMMENTS?

>> JUST A QUICK ONE, THIS IS FOR MR. -- LAST MONTH.

HE SAID THEY WILL MAKE A DECISION IN ABOUT 45 DAYS FOR REQUESTING AN APPLICATION FOR CONSIDERATION.

THAT WAS IN MID-JANUARY. >> OKAY.

>> YOU KNOW THEY HAVE HAD SIGNIFICANT DISCUSSIONS.

I HAVE ALWAYS MADE THE CASE THE COMMUNITY IS A PREMIER COMMITTEE AND USE IT AS AN EXAMPLE FOR OTHER COMMITTEES TO LOOK AT THEIR DESCRIPTIONS AND HOW THEY FUNCTION.

BUT YOU GUYS -- >> ON THE AGENDA IN APRIL.

I'M GOING TO HAVE AN AGENDA ITEM TO PUT TOGETHER A PRESENTATION AND I THINK IT IS THE SECOND MEETING IN APRIL.

THEY HAVE ASKED THAT WE PROVIDE A SHORT PRESENTATION.

IT WILL BE IN THE SECOND WEEK. I CAN PUT TOGETHER A

PRESENTATION I FORGOT ABOUT IT. >> WE TALKED ABOUT THAT.

>> >> WHEN I FIRST GOT HERE TWO

YEARS AGO IT CAME UP THIS YEAR. >> I KNOW WE TALKED ABOUT WE

WOULD DO IT. >>

>> TELL US ABOUT THE RESTAURANT. >> THAT IS IN THE DISCUSSION.

THERE IS NO RESTAURANT PROPOSAL. AT SOME POINT WE TALKED ABOUT

WHAT FITS. >> LIKE THIS.

>> THEY ALL GO OUT OF BUSINESS WITHIN FIVE YEARS.

>> IT'S REALLY EXCITING. >> WE WERE TALKING ABOUT GETTING A SPECIAL EVENTS FACILITY. WE TALKED ABOUT WHAT USES WE WANT THERE WHAT WOULD FIT THERE. WE HAVE GOTTEN SOME INTEREST FROM A FEW RESTAURANT AGENCIES AND THAT IS A CONVERSATION WE WILL HAVE IF THAT WILL MAKE USE. KINDA FILLING UP THE SPACE AND PROVIDING THE SERVICE AS YOU SEE LIKE THE FIRE STATION GOING IN AND WHAT WE SEE HAPPENING IN THIS BASE PERIOD THIS HAS BEEN A TOPIC OF DISCUSSION.

>> I HAVE HAD SOME AGENCIES ASK THAT QUESTION BEFORE.

SO I SPOKE TO MR. MARTIN ABOUT IN WE TALKED ABOUT IF IT WOULD BE A GOOD FIT. WE CAN ACTUALLY APPROACH AGENCIES TO SEE IF THAT'S SOMETHING THEY WANT TO DO.

I THINK THE ORIGINAL PLAN WAS A COMMUNITY CENTER,.

[01:35:07]

>> THANK YOU IF NOTHING ELSE, MAYBE SOMEBODY WITH THE FOOD

TRUCK. >> THAT CONCRETE PAD, COULD BE

RIGHT THERE. >> WE EVEN HAVE THIS WHICH WE DON'T HAVE A PLAN FOR. THERE'S JUST A COUPLE OF RESTAURANTS THAT COME BY THAT SEEM TO BE DRIVING AND I THINK THERE'S ONE RIGHT HERE IN A COUPLE IN GEORGIA.

>> THEY HAVE ONE. IT REALLY IS NICE TO HAVE.

BUT I DON'T KNOW IF THEY CAN SURVIVE.

>> THEY HAVE THE BIG FLIGHT SCHOOL THERE.

SO THEY HAVE A LOT OF STUDENTS WHO ARE TRAPPED OUT THERE.

IT IS A GOOD FIT FOR THEM. >> WOULD LEAD TO THAT LOCATION IS IF WE HAD THE DAYCARE THEY WANTED TO CATER EVENTS, WE TALKED ABOUT WHEN WE DID THE TERMINAL PLANT WE HAVE THE PLAYGROUND RIGHT HERE. YOU HAVE A PLAYGROUND CONNECTION. THAT IS WHAT LED TO THIS.

THE USE OF THAT PARCEL. >> I THINK IT IS A FITTING USE.

[Items 9 & 10]

>> SO THE NEXT MEETING IS MARCH 12.

>> THAT IS THE WEEK. >> EVERYONE IS USUALLY PRETTY

BUSY. >> SO IT WOULD BE THAT WEEK.

>> CAN WE CANCEL THE MARCH MEETING.

BECAUSE THE PACKET WOULD BE DUE. >> SO WE WENT TO MEETINGS IN APRIL. ONE FOR US AND ONE AT THE CITY

COMMISSION. >> YES.

>> NO. WE ARE NOT GOING TO CITY

COMMISSION IN APRIL. >> THAT'S WHAT HE SAID.

>> NO I THOUGHT WE WERE GOING TO GO OVER THE PRESENTATION IN APRIL. WE WILL PUT IT TOGETHER AND I THINK IT IS THE SECOND COMMISSION MEETING.

I WILL CONFIRM IT. >> OKAY.

>> I WILL CONFIRM THAT THE NEXT MEETING.

>> IT DOESN'T HAVE TO BE A LOT OF SLIDES.

>> OKAY. >> SO REMEMBER THE AUDIENCE MAY

NOT ALWAYS BE APPROPRIATE. >>

>> APRIL 9. >> AND THE CITY COMMISSION

MEETING WOULD BE THE 21ST. >> I BELIEVE SO.

AND I WILL E-MAIL EVERYONE TOMORROW.

>> OKAY.
