SO I JUST WANTED TO LET YOU KNOW THOUGHTS THAT MAY BE OUT THERE OR SOME OF THE RESEARCH THAT'S BEEN PUT TOGETHER INCLUDING AIRCRAFT EMISSIONS. I HAVE NOTHING AGAINST AIRPLANES.

THE FAA HAS BECOME CRITICALLY AWARE OF THE DIFFICULTY OF MAINTAINING HEALTHY AIR STANDARDS IN THE COMMUNITY. THE PACKET INFORMATION YOU RECEIVED DISCUSSES IT IN GREAT DETAIL. THEY ACKNOWLEDGE THAT PARTICLE MATTER IS A GREATEST HEALTH CONCERN TO THE EPA. SMALL PARTICLES LESS THAN 2.5PM'S ARE TYPICAL OF AVIATION EMISSIONS AND TEND TO POSE A HIGHER RISK SINCE THEY MIGRATE DEEPER INTO THE BLOODSTREAM.

ALSO, THEY ARE PARTICULARLY DAMAGING FOR CHILDREN. THEY STUNT THEIR LUNG DEVELOPMENT AND CAN CAUSE NEUROLOGICAL DAMAGE. AND LUNG DAMAGE IS PERMANENT.

SO THE CONCERN IS REAL. MOST OF THE AVIATION RELATED PM ON THE AIRPORT COMMUNITIES REACHES THE AIRPORT COMMUNITIES ACCORDING TO YOUR REPORT DURING GROUND OPERATIONS AND LANDINGS.

IT WOULD BE AN EPA RECOMMENDED MONITOR THAT WOULD GIVE PARENTS THE OPTION OF LOOKING ON THE PHONE AND SAYING, OOPS, NOT A GOOD DAY TO GO TO THIS PARK. IT ALSO PROTECTS YOU AND THE AIRPORT FROM POSSIBLE LITIGATION IN THE FUTURE. WE HAVE AN AMARENESS AND WE NEED

ACCORDING TO YOUR REPORT, YOU HAVE 50 AIRPORTS THAT ARE NOT IN AREA FORCE AIR QUALITY.

I'M NOT SAYING THIS IS ANYWHERE NEAR THAT. HEAVEN HELP US.

BUT WHAT THEY WILL DO, WHAT THE EPA WILL DO, IF OUR AREA, IF WE DON'T LIMIT THE CAR TRAFFIC, IF WE DON'T LIMIT THE EMISSIONS AROUND THE ISLAND, LIKE THE SHIP TO SHORE POWER, ALL THOSE OTHER THINGS, IT ALL ADDS UP. WHO DO THEY GO TO TO ACTUALLY CUT THE EMISSIONS? THEY'RE NOT GONNA TELL THE CAR DRIVERS. THEY'RE NOT GONNA TELL -- EVENTUALLY, IT BOILS DOWN TO, AND I HATE TO SAY THIS. THEY'RE GONNA GO TO THE MOUTHS AND SAY, OKAY, WE HAVE SO MANY CAR EMISSIONS, WE HAVE ALL THESE OTHER EMISSIONS.

FIRST OF ALL, THIS CAME FROM A RECOMMENDATION FROM THE PARKS AND RECREATION COMMITTEE FOR SIMPSON PARK. IN THE DISCUSSIONS AT THE COMMITTEE, THE QUESTION WAS, WHAT ABOUT THE REST OF THE PARKS AND WHAT ABOUT THE REST OF THE CITY.

TOMORROW WITH THE APPROVAL OF THE CITY COMMISSION IS YOU ALL KNOW THE EPA HAS A WEBSITE CALLED AIR NOW. AND AIR NOW IS A LIVE SITE. IT GOES TO NASSAU COUNTY.

WE CAN GO UP THERE AND LOOK AT THAT SITE. THAT SITE ACTUALLY HAS SIX DIFFERENT CATEGORIES, FROM GREEN TO YELLOW AND GOES DOWN TO HAZARDOUS.

EPA, SAME WITH THE FAA. WE'RE GONNA PUT THAT ON THE WEBSITE AND DO AN EDUCATION PROCESS FOR THE CITY. AIR QUALITY HERE WITH THE SHIPS IS SIGNIFICANTLY MORE.

I MEAN, THE SHIPS ARE GOING THROUGH, ELIMINATING SULPHUR, DIFFERENT THINGS.

AND THE REASON THAT I'M ADVOCATING DOING THIS AND I'M GOING TO DO IT TOMORROW BECAUSE OUR PLAN DICTATES THAT WE STAY ON TOP OF AIR QUALITY AND EDUCATE THE PUBLIC.

THIS IS AN EDUCATION PROCESS. SO THAT WILL GO ON THERE AND WE'LL LOOK AT IT.

AND THEN THE MONITORS THEMSELVES ARE A WHOLE NOTHER ISSUE WHICH WILL COME UP WHEN IT COMES UP NEXT WHEN THE DECISION OR RECOMMENDATION IS MADE TO PUT THEM IN AND SPEND THE TAXPAYERS MONEY. THIS WON'T TAKE ANY TAXPAYER MONEY, BUT IT WILL EDUCATE THE PEOPLE. I'LL TELL YOU ONE REASON IT IS IMPORTANT.

WHO WAS HERE IN 2011? DO YOU REMEMBER THE FOREST FIRES?

WHEN YOU YET TO RED, IT'S UNHEALTHY AND IT CAN HAVE SOME EFFECTS.

BUT WHEN YOU GET DOWN TO VERY UNHEALTHY AND HAZARDOUS, SOMETHING NEEDS TO HAPPEN.

WE DON'T HAVE TO TELL THE PEOPLE WHAT TO DO, BUT WE HAVE TO PULL OUR EMPLOYEES OFF AND CLOSE CITY FACILITY. WHEN'S THAT GONNA HAPPEN? IN 2011 IT HAPPENED FOUR, FIVE DAYS IN A ROW. IT'S HAPPENED SINCE. THERE WILL BE SOME OTHER ISSUES ASSOCIATED WITH IT. IT HAS NOTHING TO DO WITH AIRPORT.

IT HAS TO DO WITH CITY AIR QUALITY AN OUR EDUCATION AND RESPONSIBILITY AND COORDINATION WITH THE FAA. THE PARK ITSELF, THAT WILL COME UP LATER WHEN IT'S DRIVEN UP.

THEY DIDN'T EVEN KNOW WHAT PERSONAL PROTECTION EQUIPMENT. THEY WERE GOING TO GO TO WAL-MART AND ASK FOR DONATIONS FOR MASKS. WE NEED TO DO IT.

WE NEED TO LOOK AT IT. IT'S AN OPPORTUNITY TO DO SOMETHING RIGHT AND IT MAY BE WELL SUFFICIENT. SOMETHING ELSE WOULD BE INTERESTING, AND FAITH CAN HELP US ON THIS. AS WE MONITOR THIS, IF SOMEBODY WILL LOOK AT IT EVERY DAY IN THE CITY, WE CAN ACTUALLY LOOK AND SEE IF THERE ARE ANY RESULTS. AGAIN, NOTHING TO DO WITH THE AIRPORT, WITH THE CITY, YOU KNOW? AND, YOU KNOW, WE CAN HAVE CHIP IN THE EMERGENCY ROOM SEE IF SUCH AND SUCH IS HAPPENING. I THINK IT MAY WELL SERVE THE TOTAL PURPOSE. BUT I THINK THE WHOLE THING, IT'S AN OPPORTUNITY TO DO SOMETHING THAT'S POSITIVE AND PUBLIC, WHICH IS OUR RESPONSIBILITY AS THE CITY AT

I MENTIONED AT THE COMMISSION MEETING, THEY WERE NOT COMPLIANT FOR SULPHUR DIOXIDE RELATIVE TO A NEW LAW. LAST YEAR THE PAPER MILLS CAME INTO COMPLIANCE, EPA FIRST TIME IN THE HISTORY OF THIS COUNTRY THAT SOMEBODY CAME IN TO COMPLIANCE ON THAT PARTICULAR ISSUE.
