I FEEL LIKE IT HAS BEEN IN QUESTION FOR YEARS.

HEY, WE'RE GOING TO DO SOMETHING. HEY, WE'RE GOING TO DO SOMETHING.

WHERE IT'S GETTING PUSHED OFF, IT GETS PUSHED OFF, AND NOW ALL OF A SUDDEN, THERE SEEMS TO BE A POTENTIAL TIMELINE WITH BUILDING HANGERS AT THE AIRPORT. I'M NOT QUITE SURE.

WE HAD A PLAN IN THE WORKS TWO YEARS AGO, AND WE HAD SOME MONEY FROM THE COUNTY WITH THE CITY OF FERNANDINA BEACH TO BUY LAND NEXT DOOR ON SOFTBALL FIELD TO REBUILD SOMETHING THERE.

THAT ALL OF A SUDDEN HAS JUST DISAPPEARED MAYBE.

I'M NOT SURE. I KNOW THERE'S SOME TALK OF GIVING THAT BACK TO THE COUNTY.

AMELIA ISLAND YOUTH SOCCER THIS FALL HAD ALMOST 800 KIDS OUT THERE.

I'M NOT SURE OF ALL THE YOUTH SPORTS ORGANIZATIONS IN THE CITY, BUT I KNOW 800 KIDS IS A PRETTY BIG NUMBER.

I THINK 45% ROUGHLY, I'D HAVE TO FIND THE EXACT NUMBERS, WE'RE 32034 AREA CODE.

IT'S HARD TO BREAK DOWN ALL THAT DATA BY SPECIFIC ADDRESS, SEE THE RESIDENTS OR NOT, BUT IT'S QUITE A BIT OF KIDS.

IT'S ONE OF THE LOWEST COST SPORTS IN THE ISLAND.

WE OFFER SCHOLARSHIPS TO ANY KID THAT EVER ASKED, ANY FAMILY THAT EVER ASKED, COME OUT AND PLAY.

WE HAD ANYWHERE FROM U4 ALL THE WAY UP TO ESSENTIALLY U19 GIRLS AND BOYS.

BUT MY PLAN TONIGHT WAS TO SAY THAT THERE HAS BEEN SOME MOVEMENT AND THAT CONVERSATION WITH THE COMMISSION IS GOING TO BE OUR WORKSHOP ON DECEMBER 2ND.

THE WHOLE YBOR ALVAREZ SPORTS COMPLEX WITH THE NEW APPRAISAL, AND SO STAFF CAN GET SOME DIRECTION ON HOW WE'RE MOVING FORWARD.

MR. KIMBALL IS RIGHT. THERE HAS BEEN CONVERSATIONS ABOUT PURCHASING THAT LAND.

ARE WE GOING TO MOVE FORWARD PURCHASING IT? IF WE DON'T MOVE FORWARD PURCHASING IT, IT'S HICKORY STREET GOING TO BE A STOP CARE, AND WHERE WITH THOSE POSSIBLY AWARE OF CERTAIN [INAUDIBLE].

>> I HAVE PERSONALLY HAD SEVERAL CONVERSATIONS WITH SCOTT LEMAN, WHO I BELIEVE HE'S THE PRESIDENT OF THE YOUTH SOCCER ASSOCIATION, AND FULL DISCLOSURE OF MY COUSIN'S HUSBAND, WHO'S ALSO ON THE YOUTH SOCCER ASSOCIATION.

I'VE HAD MULTIPLE CONVERSATIONS WITH THEM TO TRYING TO UNDERSTAND AND JUST SAY JUSTIN, I'VE ASKED SCOTT TO SEE IF WE CAN'T HAVE BEYOND WHAT INITIALLY NEEDS TO BE DONE HERE ON THE ISLAND FOR SOCCER, BUT ASKING THAT WE COULD HAVE WITH THE COUNTY A WORKSHOP, A SUMMIT THING WITH OUR COUNTERPARTS IN THE COUNTY TO LOOK AT WHAT DOES THIS LOOK LIKE, NOT JUST TO SOLVE THE PROBLEM THAT Y'ALL HAVE RIGHT NOW, BUT WHAT DOES THAT LOOK LIKE FIVE YEARS, 10 YEARS OUT IN THE THINGS THAT THEY'RE DOING, SO THAT WE'RE WORKING ON PROJECTS THAT ARE COMPLIMENTARY AND NOT NECESSARILY COMPETING, BUT REALLY FILLING THE NEEDS OF ALL THE YOUTH SPORTS.

>> THE DECEMBER 2ND WORKSHOP IS GOING TO GIVE STAFF MUCH NEEDED DIRECTION ON THIS.

IT ALSO IS GOING TO TIE IN, I THINK, WITH THE IMPORTANCE OF MOVING FORWARD WITH A PARKS AND RECREATION OPEN SPACE MASTER PLAN.

IT'S ALL GOING TO TIE IN TOGETHER.

>> I WOULD JUST LIKE TO SAY TOO WITH THE STUFF THAT NOW HAS HAPPENED WITH MLK BEING ON HOLD AND THREE YEARS AGO, ONE KNEE JERK REACTION CAUSED A CHAIN REACTION OF A LOT OF THESE DELAYS, AND ALL OF THESE PROGRAMS ARE SUFFERING.

THEY DON'T HAVE ENOUGH SPACE.

THE SPACE THAT THEY DO HAVE IS INADEQUATE.

IF YOU SPIT ON THAT FIELD OUT THERE, IT'S WET FOR FOUR DAYS.

BECAUSE WE'RE ALREADY THREE YEARS BEHIND, STILL TALKING ABOUT SOMETHING, NOW IT'S VERY APPARENT IT'S NOT GOING TO HAPPEN AT YBOR. THAT'S MY OPINION.

HE IS GOING TO GIVE US A PRAT AND UPDATE ON THE WATERFRONT PLAN.

I WANT TO FIND A BRIEF UPDATE ON THE WATERFRONT PARK.

WE'VE HAD SOME NEW INFORMATION THAT'S AVAILABLE NOW DUE TO SOME CHANGES IN THE USE OF THE NORTHERN PORTION OF THE PARK.

I WANT TO PROVIDE A LITTLE INFORMATION ON THAT.

KBT CONTRACTING IS THE CONTRACTOR WORKING ON THE WATERFRONT PARK AND THIS ILLUSTRATIVE SITE MAP OF THAT PARK.

PROJECT BEGAN AROUND MARCH OF THIS YEAR.

IT WAS A ONE YEAR PROJECT, SO WE KNEW FROM THE START IT WAS GOING TO MOVE SLOWLY LARGELY DUE TO THE SEASONAL PLANTINGS OF SOME OF THE TREES AND THEN THE PAVILLION STRUCTURE.

IT WAS A BACK LOG ON SOME OF THE MATERIALS RELATED TO THAT, SO THE CONTRACT LARGELY WAS SET UP WITH THAT IN MIND.

AS YOU CAN SEE HERE ON THE ATLANTIC SEAFOOD PORTION OVER HERE RIGHT HERE IN THIS AREA, THE PARK WAS DESIGNED AROUND THAT LEASE AGREEMENT.

WE HAD A LEASE AGREEMENT WITH ATLANTIC SEAFOOD AND THE [INAUDIBLE] THE SAME.

>> SALTMARSH HOSPITALITY GROUP, A LONG TERM LEASE WITH THAT EXPIRING 2028.

THIS PROJECT WAS DESIGNED AROUND THAT, KNOWING THAT THIS SEGMENT OF SEA WALL RIGHT HERE IS INCOMPLETE, AND THE RESTAURANT FORCE BEING IN THE WAY OF THAT, BUT WE COULD REALLY DO A WHOLE LOT WITH THAT FACILITY THERE, AND WE HAD TO WAIT THAT OUT.

THE PARK WAS DESIGNED AROUND THAT.

AS FATE WOULD HAVE IT, THE TENANT CHOSE TO TERMINATE THAT LEASE EARLY, TO PRIORITIZE AND FOCUS HIS EFFORTS ELSEWHERE.

THE COMMISSION APPROVED THAT EARLY TERMINATION OF THAT LEASE, AND WE HAVE GOTTEN OUT OF THAT LEASE AGREEMENT WITH THE ATLANTIC SEAFOOD ENTERPRISES.

WHAT THAT DOES IS THAT FREES UP THIS ENTIRE PORTION OF THE PARK THAT WE WERE NOT PREPARED TO ADDRESS.

WE WENT TO THE COMMISSION WITH A WORK ORDER, A BUDGET AMENDMENT TO MOVE MONEY TO INCORPORATE THE DESIGN OF THIS PORTION OF THE PARK.

AT YOUR HOME, YOU HAVE THE FRONT DOOR, AND YOU ALSO HAVE THE SIDE DOOR THAT OFTEN GETS USED MORE THAN THE FRONT DOOR.

WE KNOW THAT AS PEOPLE COME OVER FROM THE DOWNTOWN AREA FROM CENTER STREET, THEY'LL LIKELY, UNLESS YOU'RE PARKING HERE IN THE WATERFRONT PARKING LOT, YOU ARE GOING TO COME INTO THAT SIDE DOOR.

WE KNOW THAT THAT'S SOMETHING THAT NEEDS TO BE ADDRESSED.

A COUPLE OF THINGS HAVE BEEN TAKEN CONSIDERATION.

ONE, WE'VE REACHED OUT TO THOMAS & HUTTON THAT DID THE DESIGN WORK FOR THE PARK THAT'S UNDER CONSTRUCTION NOW.

THEY GAVE US A WORK ORDER TO GO BACK AND DESIGN THAT, THIS PORTION HERE, AND ALSO TO TAKE INTO ACCOUNT THAT IT NEEDS TO BE IMPROVEMENTS THAT CAN BE, HOW DO WE SAY THIS, IT CAN BE SIGNIFICANT VERTICAL IMPROVEMENTS THAT WOULD GO INTO THIS PORTION OF THE PARK BECAUSE WE STILL HAVE THIS SEGMENT OF SEA WALL HERE THAT NEEDS TO GO IN AND THAT'S A FEW YEARS OUT.

THAT WOULD BE IN COORDINATION WITH A REHAB OF THE BOAT RAMP

AND POSSIBLY A REPLACEMENT OF SOME OF THE INFRASTRUCTURE AROUND THAT.

WHAT IMPROVEMENTS NEED TO GO THERE, NEED TO BE SURFACE IMPROVEMENTS AND IT NEEDS TO BE SOMETHING THAT YOU COULD STILL WORK FROM THAT AREA HERE IN A COUPLE OF YEARS.

THAT'S SOME NEW INFORMATION ON THAT.

AS FAR AS THE STATUS OF THE PROJECT GOES, OUR CAPITAL PROJECT MANAGER CAN CLAIM OFF, COULD PROVIDE A LITTLE MORE INFORMATION ON THE GRANULAR LEVEL, BUT HE'S HAD SOME RECENT MEETINGS WITH SENIOR MANAGEMENT WITH KBT CONTRACTING AND ACCELERATED THE TIMELINE.

WE'RE LOOKING TO SEE THIS PROJECT DONE AROUND FEBRUARY 2026.

A LOT OF THE SITE FURNISHINGS THAT THE CITY IS RESPONSIBLE FOR ARE IN THE PROCESS OF BEING ORDERED, THAT'S BENCHES, TRASH CANS, THE LARGE PICK AND TABLE HERE, AND WE'RE CURRENTLY WORKING ON THE INVITATION TO BID FOR ALL THE TREES AND LANDSCAPING.

YOU REALLY SEE DECEMBER ON THROUGH FEBRUARY AT GRAY LATCH, YOU'LL SEE A LOT OF IT COMING TOGETHER.

ONCE ALL THE LANDSCAPING GOES, YOU'LL SEE IT COME TOGETHER PRETTY QUICKLY THERE.

BUT ONCE WE HAVE A CONCEPT WITH THOMAS & HUTTON, WE'LL BRING THAT TO YOU ALL FOR YOUR FEEDBACK ON WHAT TO DO ABOUT THIS SMALLER PORTION OF THE WATERFRONT PARK THAT WASN'T REALLY GOING TO BE DESIGNED INTO THIS PLAN, BUT IT WILL BE NOW.

THIS IS JUST A CONCEPT OF WHAT SOME THINGS THAT COULD GO THERE FROM A LOCAL ARCHITECT.

AS YOU CAN SEE, RIGHT NOW, THE EXISTING AREA OF THE PARK IS RIGHT HERE IN THIS AREA.

THAT'S THE EXISTING BORDER.

THIS IS SOME LOW-LEVEL LANDSCAPING AND SOME HARDSCAPE THAT COULD PROVIDE AN ENTRANCE INTO THE PART FROM THE NORTH THAT WOULD STILL FACILITATE ACCESS HERE FROM A CRANE OR OTHER WORK HERE ONCE ATLANTIC SEAFOOD GOES AWAY.

ONCE AGAIN, THIS IS JUST A CONCEPT OF WHAT IT COULD LOOK LIKE.

THOMAS & HUTTON IS WORKING ON DESIGN.

WE HAD SOME CONVERSATIONS WITH THEM ABOUT THE NEED FOR THIS TO BE SOMETHING THAT'S LOW MAINTENANCE, LOW COST BECAUSE OF FUTURE OBLIGATIONS RELATED TO SOME INFRASTRUCTURE.

REGARDING ATLANTIC SEAFOOD, THAT BUILDING, WHICH IS, AND LET'S GRAB THAT.

>> ROUND THAT STREET VIEW OF WHAT WE'RE LOOKING AT HERE.

THE ATLANTIC SEAFOOD FOR THOSE OF YOU THAT DON'T KNOW, HAS BEEN DEEMED A UNSAFE STRUCTURE.

THE BUILDING OFFICIAL SAID THAT THE STRUCTURE NEEDS TO BE DEMOLISHED, PENDING A STRUCTURE REVIEW BY ENGINEERING FIRM.

THAT BUILDING IS, UNDER REVIEW RIGHT NOW WITH THE ARMY CORP OF ENGINEERS.

ABOUT 40 SQUARE FOOT OF THE BUILDING IS OVER THE MEAN HIGH WATER LINE, WHICH NECESSITATES THE CORE TO PROVIDE A PERMIT.

AS THAT THE CORE DOES NOT MOVE VERY QUICKLY.

FROM A PERMITTING REGULATORY STANDPOINT, BUT WE HAVE ACCELERATED THIS DUE TO BE AN UNSAFE STRUCTURE, AND IT'S THE LOWEST LEVEL OF PERMITTING REQUIRED BECAUSE IT'S NOT OUT OVER WATER, IT'S JUST OVER THE MANI WATER LINE.

WHAT'S CONSIDERED A SECTION TEN MAINTENANCE PERMIT, SO IT'S THE EASIEST OF THE PERMITS THAT WOULD BE REQUIRED WITH THE ARMY CORPS.

WE DID GET WORK TODAY THAT ALL THE DOCUMENTS THAT THEY NEED, TO MOVE FORWARD WITH THIS PERMIT IS IN HAND, AND THEY'RE LOOKING AT A 30 DAY TURNAROUND.

WE ALREADY HAVE QUOTES FOR THE DEMOLITION OF THE STRUCTURE.

IT DOES GO TO HDC HERE THIS MONTH.

WE'RE HOPING TO HAVE THIS SEE DEMOLISHED BEFORE THE END OF THE YEAR.

THAT IS WHAT, AS WE FIRST BEGAN DISCUSSION, IS THE REMOVAL OF THAT STRUCTURE THAT NOW PROVIDES FOR THIS SPACE TO BECOME AVAILABLE TO BE INCORPORATED INTO THE DESIGN OF THE WATERFRONT PARK.

WE DID ABOUT 240 PLAYERS THAT DAY AND TURNED AROUND AND HAD 100 PLAYER GOLF TOURNAMENT THE NEXT DAY.

THAT WAS THEIR FIRST TIME RUNNING THIS EVENT, THE TWO OR MORE CHARITY CLASSIC RAISES MONEY FOR CAREGIVERS, NURSES.

WE LEARNED A LOT FROM IT.

THE TOURNAMENT COORDINATORS DID, BUT I THINK WE'RE GOING TO GET THEM BACK NEXT YEAR, AND THAT WAS A BIG DAY THAT TRANSITIONED OVER TO A PRIVATE PARTY WE HAD ON THE OTHER SIDE OF THE BUILDING.

WHERE WE HAD ABOUT 80-100 COME VIEW THE GEORGIA FLORIDA FOOTBALL GAME, AND I JUST WANTED TO SAY A BIG THANK YOU TO SCOTT AND PARKS BECAUSE THEY ALLOWED US TO USE A NUMBER OF TABLES AND CHAIRS THAT WE HAD TO SET UP AND OUR IT DEPARTMENT FOR SETTING THEM UP IN THAT ROOM TO HAVE TV IN THE OTHER ROOM TO WATCH THE GAME.

THAT WAS REALLY GOOD. TO RENT OUT THE REST OF THE MONTH.

WE HAVE A BRIDAL SHADOW AT THE END OF THE MONTH ON THE 29TH. THAT UPCOMING GOLF COURSE.
