NEW BUSINESS. WE'VE GOT SOME INTERESTING FUN THINGS TODAY.

THE CRA AND MARINA TOUR.

TALKING WITH LISA, WE THOUGHT IT'S JUST GOOD TO HAVE A REFRESHER AND JUST REALLY UNDERSTAND WHAT THE CRA IS ALL ABOUT.

WHAT ENCOMPASSES THE CRA.

IT'S ACTUALLY AMAZING HOW MANY PEOPLE DON'T EVEN KNOW WHAT IT IS.

I THINK IT'LL BE GOOD FOR US ALL TO GET IDEAS AND ACTUALLY WALK THE WALK. ANYTHING YOU WANT TO ADD TO THAT?

YOU SHOULD ALL HAVE A HARD COPY OF THE PROPERTY MATRIX SHEET THAT WE USE AT EVERY MEETING.

THIS WILL BE OUR GUIDE AS WE GO THROUGH, AND THERE'S EXTRA COPIES HERE FOR ANYBODY THAT WANTS TO PICK ONE UP, TAKE ALONG.

REALLY, LIKE JENNY SAID, WITH THE GOAL OF EVERYBODY LAYING EYES ON THE CRA BOUNDARIES.

WE'RE CERTAIN WHERE THEY ARE, THE PROJECTS WITHIN THEM, THE IMPROVEMENTS THAT HAVE BEEN MADE THAT CONTRIBUTE TO THE FUNDING THAT'S AVAILABLE FROM THE CRA TO BE USED WITHIN THE CRA.

JUST AN EDUCATIONAL AND INFORMATIONAL PIECE TONIGHT.

IT'S JUST PURELY INFORMATIONAL.

THEY MENTIONED HOW MUCH, WAS IT SINCE 2015 OR JUST YEAR TO DATE, HOW MUCH TAXES HAD BEEN GENERATED? I DIDN'T LOOK AT THAT BEFORE THE MEETING.

>> SORRY. I DON'T KNOW THAT OFF THE TOP OF MY HEAD.

OUR BASE YEAR FOR THE CRA IS 2013.

WHAT THAT MEANS IS THEY TAKE THE VALUE OF THE PROPERTIES AT THAT TIME, AND EVERY YEAR, IT'S COMPARED TO THAT NUMBER.

THEN THAT DIFFERENCE, THERE'S AN INCREMENTAL AMOUNT OF FUNDING THAT COMES BACK INTO THE CRA THAT CAN ONLY BE SPENT IN THE CRA.

BY VIRTUE OF IMPROVING THE CRA AND RAISING THE PROPERTY VALUES, IT GENERATES MONEY THAT THEN CAN BE USED TO DO THE PUBLIC INFRASTRUCTURE PROJECTS THAT WE'VE DONE.

>> WELL, THERE WAS ANOTHER QUESTION BY COMMISSIONER ASKED YOU ABOUT, CAN WE JUST CALL ALL OF DOWNTOWN A CRA? COMMISSIONER POYNTER SAID THAT AT THE TIME WHEN THEY WERE DESIGNING THE BOUNDARIES OF THE CRA, IT WAS FOR BLIGHTED PROPERTIES ONLY.

AS WE GO AROUND AND TOUR TODAY, YOU CAN SEE THE LEFTOVER BLIGHTED PROPERTIES.

I GUESS MY QUESTION WAS IS IT JUST FOR INFRASTRUCTURE OR CAN IT BE SIDEWALKS, LIGHTING, ALL OF ANYTHING? ANYTHING THAT THE CRA NEEDS?

>> THERE'S ACTUALLY A WIDE RANGE BEYOND INFRASTRUCTURE PROJECTS AS WELL.

YES, SIDEWALKS, LIGHTING.

ALL OF THAT WOULD BE INCLUDED IN THAT.

BUT THERE ARE OTHER THINGS TOO.

IT CAN GO AS FAR AS PROMOTION OF THE AREA.

IF FOR EXAMPLE, IT WAS A DOWNTOWN AREA,

AND THERE WERE EMPTY STOREFRONTS AND YOU WANTED TO DO SOME TYPE OF ECONOMIC DEVELOPMENT, PROMOTION TO DRAW BUSINESSES IN, WHICH ISN'T OUR SITUATION, BUT IT COULD BE.

IT CAN BE USED IN THAT WAY, TOO.

THERE ARE DIFFERENT WAYS.

I DID DO A LITTLE BIT OF RESEARCH AFTER VICE MAYOR ASKEW YOU BROUGHT THAT UP AT THE MEETING.

WHILE HE'S POINTING OUT THAT SOME OF OUR INFRASTRUCTURE ELEMENTS DOWNTOWN ARE WHAT HE MIGHT CONSIDER BLIGHTED OR IN NEED OF REPAIR, THE REALITY IS THE AREA IS NOT.

THE BUILDINGS ARE PRETTY MUCH FULLY LEASED, THEY'RE IN GOOD SHAPE.

PRIVATE PROPERTY OWNERS ARE MAINTAINING THEM.

IT DOESN'T APPEAR TO MEET THAT DEFINITION.

CERTAINLY, IF WE WANTED TO PURSUE THAT FURTHER, WE COULD HAVE SOMEONE WITH MORE KNOWLEDGE LOOK INTO IT.

>> THERE IS SOMETHING IN THE STATUTE THAT DEFINES WIDE. [OVERLAPPING]

>> THERE IS. WE CAN CERTAINLY LOOK AT THAT, PROVIDE THAT AT OUR NEXT MEETING AND TAKE A LOOK AT THAT.

THEN WE WOULD HAVE A BETTER RESPONSE FOR HIM.

>> I THINK IT WOULD BE INTERESTING TO SEE THAT DEFINITION, AND ALSO TO SEE, LIKE YOU WERE SAYING, WHAT TYPES OF THINGS THAT MONEY COULD BE USED FOR.

IF THERE'S A DEFINITION THAT SPECIFICALLY SPELLS THAT OUT, THAT WE COULD GET AN IDEA.

>> WE HAVE A CRA PLAN THAT'S BEEN IN PLACE FOR A LONG TIME.

SOME MEMBERS OF THIS BOARD WORKED ON UPDATING THE OBJECTIVES AND STRATEGIES WITHIN THAT PLAN.

BUT ALSO CONTAINED WITHIN THAT PLAN ARE SOME OF THOSE DEFINITIONS AND SOME OF THAT INFORMATION.

I THINK CHAIR SCHAFFER AND I SPOKE ABOUT WHAT OUR NEXT STEP AFTER THIS WOULD BE.

WE TALKED ABOUT SOME ADDITIONAL EDUCATION ON CRAS AND HOW THEY CAN BE USED TO BENEFIT THE DOWNTOWN AREA OR THE CRA AREA WHERE THEY'RE LOCATED.

WE'RE LOOKING AT SOME OPPORTUNITIES FOR SOMEBODY THAT IS VERY KNOWLEDGEABLE IN CRAS AND THE FINANCING PIECE OF IT SPECIFICALLY TO COME AND SPEAK TO THE GROUP.

THEN ALSO AT THE COMMISSION MEETING OR AT THE WORKSHOP, IT WAS MENTIONED THAT WE PLAN A JOINT WORKSHOP WITH THE COMMISSION TO TALK ABOUT WHAT IS THIS GROUP WORKING ON AS WE GO FORWARD? WE WILL LOOK TO DO THAT.

MAYBE WE'LL DO THE EDUCATIONAL PIECE IN NOVEMBER, AND THEN THE JOINT WORKSHOP EITHER DECEMBER OR JANUARY WHERE THE SCHEDULING FITS.

BUT AHEAD OF THEIR VISIONING SESSION EARLY NEXT YEAR, AND THAT WAY, WE CAN HAVE A SENSE FOR WHAT THEY'RE THINKING THERE.

I THINK THAT WOULD BE A GOOD EXERCISE AS WELL.

>> I THINK MAYBE IF WE COULD JUST EMAIL THE WHOLE TEAM, AGAIN, THE CRA PLAN THAT WE ALL WORKED ON.

THEN JUST EVERYONE INDIVIDUALLY, JUST REALLY DO A DEEP DIVE ON ALL THE CAPABILITIES OF IT.

BECAUSE I DO WANT TO MAKE SURE THAT WE'RE STAYING BUSY AND STAYING BUSY WITH THE RIGHT THINGS.
