AREA STORY MAP, THEN A PROPERTY MATRIX THAT HINKLE STEIN WILL BE TAKING US THROUGH A PRESENTATION JUST TO GIVE US AN IDEA OF WHAT'S GOING ON IN THE CRA. TAKE IT AWAY.

SO ONE OF THE THINGS THAT WE'VE BEEN WORKING ON WITH STAFF IS THE, THE CRA STORY MAP, AND THE IDEA HERE IS THAT THIS IS A WAY TO COMMUNICATE WITH THE PUBLIC AND WITH STAFF AND OTHERS THROUGH MAPS AND TEXT AND IMAGES AND ALL SORTS OF THINGS. SO IT'S A MUCH MORE INTERACTIVE WAY TO COMMUNICATE ONLINE.. SO WE STARTED WITH THE CRA. THAT WAS THE FIRST KIND OF TEST CASE THAT WE'VE HAD. AND REALLY, THE PURPOSES FOR DOING THIS WERE TO BE ABLE TO VISUALIZE THINGS A LITTLE BIT MORE, TO SHOW THINGS LIKE ZONING AND EVERYTHING ON THE MAPS TO ENGAGE THE PUBLIC TO SUPPORT ANY DECISION-MAKING THAT WE WOULD MAKE, AND THEN TO DOCUMENT PROGRESS ON OUR PROJECTS. SO I AM PRESENTING TONIGHT, BUT I'M PRESENTING IN LIEU OF MIA SADLER, WHO WAS ONE OF OUR PLANNERS FROM OUR PLANNING AND CONSERVATION DEPARTMENT. SHE IS THE MASTERMIND BEHIND THIS, BUT WE'VE ALL CONTRIBUTED TO THE CONTENT. BUT SHE IS, SHE'S OUT OF THE OFFICE TODAY, SO I AM DOING THIS. SO I JUST WANT TO, WOULD LIKE TO WALK YOU THROUGH THE HIGHLIGHTS, AND THEN THIS IS NOT ON OUR WEBSITE YET, BUT THE IDEA IS THAT THIS WOULD REPLACE A LOT OF THE CONTENT THAT'S CURRENTLY ON OUR CRA PAGE ON OUR WEBSITE. IT'S JUST, YOU'LL SEE MUCH MORE INTERACTIVE THAN WHAT IS NORMALLY ON THE WEBSITE. SO WE START WITH AN INTRODUCTION AND INFORMATION ABOUT WHAT A CRA IS, TO GIVE PEOPLE THAT. AGAIN, YOU KNOW, THE THINGS THAT YOU MIGHT NEED TO KNOW A LITTLE BIT OF SUMMARY INFORMATION AND THEN LINKS TO MORE DETAILS. AND, YOU KNOW, HERE, FOR INSTANCE, IS , WE HAVE A LITTLE JUMP IN HERE, SO LIKE I SAID, THIS IS A PROTOTYPE. STILL NOT QUITE REFINED. BUT WHEN WE GO BACK UP HERE, THE, THE TAX INCREMENT FINANCING, WHICH IS A, A REAL BENEFIT OF THE CRA, IS EXPLAINED HERE SO THAT PEOPLE CAN UNDERSTAND WHAT, YOU KNOW, WHAT IS THE PURPOSE OF HAVING THE CRA. AND THEN WE GO INTO THE HISTORY OF THE, THE NEED FOR THE CRA, AND THIS IS REALLY THE INFORMATION THAT'S TAKEN FROM THE FINDING OF NECESSITY, WHICH WAS DONE BACK IN 2004. THE STUDY OF THE AREA, THE DETERMINATION THAT IT COULD BE DESIGNATED AS A CRA, AND WHAT THE ISSUES WERE WITHIN THE CRA. SO YOU CAN SEE, YOU KNOW, SOME OF THOSE THINGS THAT WERE STILL DEALING WITH TODAY. AND THEN WHERE IS THE CRA? SO THIS IS THE MAP. THE MAP IS INTERACTIVE IN THAT YOU CAN BLOW IT UP, YOU CAN MOVE IT AROUND, YOU KNOW, YOU CAN, AND LOOK AT IT IN DIFFERENT WAYS, BUT THIS SHOWS ALL OF THE PARCELS WITHIN THE, WITHIN THE CRA BOUNDARIES. AND THEN AS WE MOVE DOWN, WE HAVE A, ANOTHER MAP. THIS ONE IS REALLY FOCUSED ON THE ZONING. AND AS WE MOVE DOWN, AND THIS ONE IS REALLY COOL. SO THIS IS ANOTHER MAP SHOWING PROJECTS. AND THIS ONE CAN BE UPDATED AND CHANGED CONTINUALLY. AND AS YOU SCROLL DOWN TO LOOK AT THE PROJECTS, THERE'S A LITTLE BIT OF INFORMATION ABOUT EACH PROJECT, AND THEN THE MAP WILL SHIFT AUTOMATICALLY TO WHERE THAT PROJECT IS. SO, FOR INSTANCE, NUMBER TWO ON THE MAP

SO THESE ARE THE TOWNHOUSES THAT ARE LOCATED RIGHT BEHIND US, AND THEN AS YOU GO THROUGH, YOU CAN SEE ADDITIONAL PROJECTS, AND THE MAP WILL MOVE WITH YOU. YOU CAN READ ABOUT IT AND SEE WHAT HAS ACTUALLY HAPPENED IN THE CRA, OR WHAT IS CURRENTLY HAPPENING NOW.

AND THE, IT'S QUITE EXTENSIVE HERE. AND THEN WE CAN FILL IN WITH EVEN ADDITIONAL INFORMATION. WE CAN -- GOOD EXAMPLE OF THAT. HAS A LITTLE BIT OF HISTORY ABOUT THIS BUILDING, INCLUDED, AND THEN IT TALKS ABOUT THE FACT THAT THIS PROJECT TO, TO HELP RESTORE THE BUILDING OR REHABILITATE THE BUILDING WAS THE RECIPIENT OF THE FIRST MAIN STREET GRANT, AND THEN, YOU KNOW, TALKS ABOUT THE HERITAGE OF THE, OF THAT STRUCTURE. WE'VE EVEN GOT HISTORICAL MARKER ON HERE, SO REALLY EXCITING, AND, YOU KNOW, AND A GREAT PLACE TO LOOK TO SEE THE, TO SEE THE DIFFERENT PROJECTS. SO THEN , THIS IS CHANGES OVER TIME, AND AGAIN, WE CAN, YOU KNOW, WE'LL CONTINUE TO MODIFY AND UPDATE THIS. SO IF YOU LOOK AT THIS, IF WE GO THIS WAY, IF WE SLIDE IT THIS WAY, WE SEE A LOT SHE WAS STREET, WHERE IT NOW CROSSES OVER THE RAILROAD TRACKS, AND THAT IF WE SLIDE BACK THE OTHER WAY, YOU CAN SEE THE PROJECT THAT'S COMPLETE AS IT STANDS NOW. SO A REALLY NEAT, YOU KNOW, WAY TO, TO HAVE A GLIMPSE IN TIME OF HOW THINGS HAVE CHANGED. THE SAME WITH THIS. THIS IS THE WATERFRONT PARK. SO WE HAVE THE PARK PRIOR TO CONSTRUCTION STARTING, AND NOW WE HAVE IT IN PROGRESS, AND YOU CAN SEE THAT AS WELL. SO THEN AFTER THAT, WE GO DOWN, REALLY, INTO THE, AGAIN, THE, THE THINGS THAT ARE CONTAINED IN THE CRA PLAN. SO THIS IS YOUR TYPICAL SWAT ANALYSIS OF THE STRENGTHS, WEAKNESSES, OPPORTUNITIES, AND THREATS, AND THEN THE PATHWAYS TO ACHIEVE GOALS. THESE ARE TAKEN DIRECTLY FROM THAT OBJECTIVE AND STRATEGIES DOCUMENT THAT WE BROUGHT TO YOU TO REVIEW BACK IN JANUARY OF THIS YEAR. THAT WAS SOMETHING THAT CAME OUT OF THE CRA ADVISORY BOARD AS PART OF AN UPDATE TO THE CRA PLAN. SO THIS TALKS ABOUT RESILIENCY, IT TALKS ABOUT, YOU KNOW, ALL OF THE DIFFERENT ELEMENTS OF THE WATERFRONT AND THE CRA AND WHAT THE GOALS ARE AND THE VISION.

AND THEN, REALLY, SOME RESOURCES. A LOT OF DIFFERENT LINKS LIKE YOU WOULD NORMALLY FIND ON THE WEBSITE NOW. SOTHIS IS, LIKE I SAID, THIS WILL GO ON TO THE CRA PAGE ON OUR CITY WEBSITE. WE HAD JUST A FEW LITTLE GLITCHES THAT WE NEED TO ADDRESS, BUT OTHER THAN THAT, IT'S PRETTY MUCH READY TO DO THAT. SO DO YOU HAVE ANY QUESTIONS, ANYTHING THAT YOU'D

>> SO I THINK TIS IS GREAT, THANK YOU VERY MUCH. ON FRIDAY, I WAS AT FLORIDA LEAGUE OF CITIES LEGISLATIVE POLICY COUNCIL MEETING, AND ONE OF THE ISSUES WE TALKED ABOUT, YOU KNOW, LAST YEAR IN THE LEGISLATURE, IT WAS A BILL TO ELIMINATE CRA'S. AND THE EXPECTATION IS, AND IT DIED, BUT THE EXPECTATION IS IT'LL BE BACK THIS YEAR. SO IT'S A HIGH PRIORITY FOR, FOR MANY OF THE CITIES THAT WERE IN THE MEETING.

AND WE WERE ASKED TO PULL TOGETHER, BECAUSE THE CRITICISM FROM THE LEGISLATURE IS THAT SOME CITIES ARE SPENDING THEIR CRA MONEY FRIVOLOUSLY, AND HOWEVER YOU WANT TO DEFINE FRIVOLOUSLY. AND SO WHAT WE WERE ASKED TO DO IS TO PULL TOGETHER SOME KIND OF SUCCESS STORIES. I TALKED A LITTLE BIT TO CITY MANAGER ABOUT IT, AND THIS STORYBOARD IS ACTUALLY A PERFECT EXAMPLE AND SAY THIS IS WHAT A CRA CAN DO WITH A COMMUNITY. THE THING THAT'S MISSING OUT OF THIS, AND I DON'T KNOW IF YOU

PLAN TO PUT IT IN, BUT I THINK IT NEEDS TO BE, EVEN FOR THE PUBLIC, IS SOME FINANCIAL DATA. SO WHAT WAS THE BASELINE STARTED, YOU KNOW, WHAT'S THE INCREMENTAL TIF MONEY THAT'S COME IN, AND FOR SOME OF THESE BIGGER PROJECTS, LIKE, HOW MUCH DOES IT COST, WHERE DID THE MONEY COME FROM, WAS IT TIF MONEY, AS IT IMPACTS THE MONEY, YOU KNOW? AND SO WE, I HAVE ASKED THE, THE STAFF TO DO THIS SO WE CAN GIVE IT TO TALLAHASSEE, BUT I THINK MORE IMPORTANTLY, IT, IT FINISHES UP THIS WHOLE PIECE OF , OF WHAT THIS STORYBOARD IS REALLY TELLING. SO EACH MONTH WHEN WE MEET WITH OUR WATERFRONT ADVISORY BOARD, WHAT WAS THE CRA ADVISORY BOARD AND IS NOW COMBINED WITH MARINA ADVISORY BOARD, SO WHEN THAT GROUP MEETS, WE USE THIS DOCUMENT THAT WE CALL THE PROPERTY MATRIX. AND THIS IS REALLY, THIS IS A LISTING OF ALL OF THE PROPERTIES WITHIN THE CRA BOUNDARIES. AND, AND THEN IT'S, IT'S REALLY A WAY OF, A WAY FOR US TO TRACK WHAT'S HAPPENING WITH THEM, WHERE YOU SEE X IS IN THE KNOW COLUMN, THAT NEEDS NOTHING IS HAPPENING RIGHT NOW, EITHER BECAUSE THEY'RE COMPLETE OR THERE'S JUST NO MOVEMENT.

SO YOU'VE MENTIONED THAT THAT IS WHERE ALACHUA STREET ENDS WHEN YOU CROSS OVER THE RAILROAD TRACKS THERE HAVE BEEN BARRIERS UP TO KEEP PEOPLE FROM GOING INTO THE RIVER, AND JUST LAST WEEK, THERE WERE BOLLARDS THAT WERE PLACED IN THAT LOCATION .

THERE IS SOME CURBING THAT IS PLANNED TO, TO SURROUND THE UTILITIES THAT ARE LOCATED THERE. JUST TO REALLY PROTECT THEM AND DEFINE WHERE THAT SPACE IS SO THAT WE DON'T HAVE AN ACCIDENT. SOME SIGNAGE HAS BEEN ADDED, AND THERE'S SOME PLANS AS WE GO FORWARD TO ADD SOME PLANTS IN THERE TO, THERE WAS A LOT OF CONCRETE DEBRIS THAT HAD BEEN GATHERING AT THE WATERFRONT. THAT'S BEEN, FOR THE MOST PART, REMOVED OR , AND KIND OF REDISTRIBUTED, SO THAT HAS BEEN CLEANED UP AS WELL. SO THE GOAL IS TO GET THAT PIECE CLEANED UP FOR NO PURPOSE OTHER THAN THE FACT THAT IT CITY PROPERTY AND IT, IT SHOULD LOOK BETTER THAN IT DOES. SO WE, WE'VE BEEN WORKING ON THAT.

THAT'S WHERE THAT STANDS RIGHT NOW, BUT IT IS IN PROGRESS.

BRETT'S AND ATLANTIC SEAFOOD, I THINK YOU ALL ARE RELATIVELY FAMILIAR WITH WHAT'S GOING ON THERE, BUT, YOU KNOW, TALKS CONTINUE AS FAR AS WHAT THE PROCESS WILL BE FOR TAKING BRETT DOWN AND FOR REPAIRING THE WALL THERE, AND THEN ATLANTIC SEAFOOD IS GOING TO COME BEFORE YOU AT A FUTURE MEETING. IT'S SCHEDULED TO GO TO HDC IN, I BELIEVE, NOVEMBER. THOSE ARE MORE WELL KNOWN. STANDARD MARINE BUILDING -- HERE, BUT THAT IS ALSO, MOVING FORWARD WITH A NEW PLAN TO STABILIZE THE STRUCTURE AND MAKE IT SO THAT, YOU KNOW, IT IS 30 AND, AND RESTORED, AT LEAST

ON THE EXTERIOR, AND THEN TO DETERMINE WHAT THE NEXT STEPS WILL BE AS FAR AS THE INTERIOR AND THE ULTIMATE DISPOSITION OF THAT BUILDING. AND THEN, IF WE GO DOWN HERE, SO THESE ARE PROJECTS THAT ARE NOT NECESSARILY PARCELS, THEY'RE PROJECTS THAT ARE HAPPENING WITHIN THE, THE CRA BOUNDARIES GOOD SO WE ALWAYS PROVIDE AN UPDATE ON THEM. THE SHORELINE RESILIENCY, THE SEAWALL PROJECT IS, WE'RE WORKING ON SOME PERMITTING BY THE END OF OCTOBER FOR THAT. THEY AMELIA RIVER WATERFRONT PARK, WE HAVE AN UPDATED TIMELINE FOR IT, AND WE JUST RECENTLY RECEIVED T-MOBILE HOMETOWN GRANT THAT WILL PAY FOR A GOOD PORTION OF THE PLAY STRUCTURE THAT IS GOING INTO THAT PARK, AND SO WE'RE CONTINUES THERE. THE AREA SIX DRAINAGE PROJECT IS THE ASH STREET STORM WATER MANAGEMENT PROJECT. THAT, WE EXPECT WORK TO BEGIN EARLY IN 2026 ON THAT AREA. DOWNTOWN REVITALIZATION, AGAIN, THAT WILL BE COMING BEFORE YOU. BECAUSE WE'RE MOVING FORWARD WITH HAVING THE ADDITIONAL SIDE STREETS DESIGNED, CENTER STREET DESIGN IS COMPLETE, AND THE NORTH SECOND STREET, NORTH AND SOUTH SECOND STREET DESIGNS ARE MOSTLY, MOSTLY COMPLETE AS WELL.

NORTH SECOND STREET FROM ALACHUA TO BROOME , GETTING SIDEWALKS.

PAVING IS SET FOR NEXT WEEK. SO, AND THEN LANDSCAPE WILL FOLLOW AS WELL, SO WE, YOU KNOW, ANTICIPATE SOMEWHERE IN THE BEGINNING OF NOVEMBER THAT THAT WILL BE, THAT PROJECT WILL BE COMPLETE. LIKE I SAID, ATLANTIC SEAFOOD IS GOING TO HDC ON THE 25TH OF NOVEMBER, AND THEN THE SIDEWALK AND FENCING THAT HAVE GONE FROM NORTH FRONT STREET TO ALACHUA, THAT IS NOW SUBSTANTIALLY COMPLETE . THE SIDEWALK IS, IS IN, AND THE FENCING IS IN, AND YOU CAN NOW CONNECT, AND IF YOU WALK THAT WAY, YOU'LL SEE LOTS OF PEOPLE USING IT, SO VERY HAPPY ABOUT THAT.
