THERE'S A PLAYGROUND THERE. THERE'S A COUPLE OF PAVILIONS RIGHT THERE WHERE 1215 IS ONE OF THE BIG PAVILIONS. GOT A BASKETBALL COURT TO THE LEFT. RIGHT NEXT TO THE BASKETBALL COURT, THERE'S AN EXERCISE AREA THAT'S COVERED, SIMILAR TO WHAT WE HAVE IN EGGANS. WE JUST HAVE EGGAN'S CREEK. NOW IT'S FOCUSED ON SOFTBALL AND T BALLERS AND THE CHALLENGER LEAGUES, WHICH BASED ON THE FIELD SIZE WOULD MAKE SENSE. THE PARKS DIVISION HAS BEEN THERE SINCE THROUGH THE EARLY 2000S. WE ALSO HAVE THE OCEAN RESCUE. I WANTED TO HIGHLIGHT THAT. I DIDN'T HIGHLIGHT THAT. THEY OCCUPIED THE FACILITY UNTIL RECENTLY UNTIL THE FIRE MOVED INTO STATION 2. THOSE FACILITIES ARE VACANT AND CAN BE REMOVED, AND THAT'LL BE PART OF THE PROJECT. THEN THE COMPLEX IS, IT CAN BE AND HAS BEEN USED BY THE LOCAL RESIDENTS. IT'S ACTUALLY ONE OF OUR MOST ACTIVE DAY TO DAY PARKS AS A WHOLE. THEN THE PAVILIONS PLAYGROUNDS ARE USED REGULARLY BY THE RESIDENTS ON ANY GIVEN WEEKEND, AND WE'LL TALK A LITTLE BIT MORE ABOUT WHAT THAT MEANS. WHY NOW? WE'RE AT LIKE A LOT OF THINGS IN OUR CITY. THEY'RE AGING OUT. THEIR USEFUL LIFE IS TAKEN UP. CERTAINLY, IF YOU WALK THE SITE AND YOU LOOK AT ANY OF THE THINGS, YOU CAN SEE THERE'S DISREPAIR. AS I SAID BEFORE ABOUT EBR AND I'VE SAID THIS ABOUT OTHER CITY INFRASTRUCTURE, THERE IS ONLY SO LONG YOU CAN MAINTAIN SOMETHING WITHOUT HAVING TO REDO IT, AND THAT'S WHERE WE ARE. THIS HAS BEEN AROUND A LONG TIME, AND IT'S REALLY DONE A GOOD JOB FOR THE COMMUNITY, AND IT'S JUST TIME TO REPLACE IT. THE SITE LAYOUT IS NOT. THIS IS ANOTHER THING THAT HAPPENS WITH SITE LAYOUTS IS WE GET INTO, WE CHANGE THE USE, AS I DESCRIBED, IT USED TO BE PRIMARILY BASEBALL. NOW IT'S A LOT OF DIFFERENT USES. THE COMMUNITY AGAIN, USES IT IN A LOT OF DIFFERENT WAYS, AND SO WE WANT TO BE ABLE TO SERVE IT IN A BETTER WAY. WHEN YOU REDO SOMETHING, THAT'S THE TIME TO, AS WE ALL DO WITH OUR HOMES. WE DECIDE TO DO SOMETHING ELSE WITH OUR KITCHEN WHEN IT'S TIME TO REDO IT. IT'S VERY SIMILAR THERE. I ALSO, I THINK I MENTIONED AN EBR BUT I THINK IT'S IMPORTANT TO TALK ABOUT THE FIELDS. YOU CAN ONLY MOW THE GRASS AND TAKE CARE OF THE GRASS SO LONG, AND IT DOES AGE AND NOT WORK AS WELL BECAUSE THE SOIL TYPES DEGRADE OVER THE YEARS. ONE OF THE THINGS ABOUT THIS SITE IS THAT IN THIS PROJECT IS IT'S ELIGIBLE FOR A NUMBER OF DIFFERENT FUNDING SOURCES, INCLUDING GRANTS AND IMPACT FEES. [00:10:04] WE ALREADY HAVE A SMALL GRANT FOR IT. WE'VE APPLIED FOR ANOTHER ONE, AND THEN OUR IMPACT FEES COULD BE UTILIZED FOR THIS PROJECT, WHICH ALLOWS IT TO BE THERE. IT'S ALSO BUDGETED FOR THIS FISCAL YEAR THAT WE JUST STARTED. WE ALSO ARE LOOKING AT MEETING THE CHANGING NEEDS OF THE CITY. THERE'S A LOT OF THOSE. THIS SITE CAN'T MEET THEM ALL. THAT'S NOT WHAT WE'RE TRYING TO DO, BUT WE'RE TRYING TO MEET SOME OF THOSE AS WE MOVE FORWARD. WE'VE TALKED ABOUT E-BALL ALVAREZ AND WHAT MIGHT HAPPEN THERE AND THE OPTIONS THERE PRIOR, AND THAT THIS IS PART OF THAT SOLUTION AS WELL. THE PROCESS. WE DID THE PRELIMINARY DESIGN WORK HAS BEEN GOING ON FOR QUITE SOME TIME NOW TO KIND OF GET AN IDEA OF HOW THINGS WOULD FIT. I WOULD SAY THAT'S BEEN GOING ON PROBABLY ABOUT A YEAR OR SO. I JUMPED INTO STEP 2 WHEN I ARRIVED, WHERE WE STARTED MEETING WITH STAKEHOLDERS. THERE HAD BEEN SOME MEETINGS PRIOR TO THAT, BUT WE HAVE TRIED TO REACH OUT TO AS MANY AS WE POSSIBLY CAN. WE'VE HAD MULTIPLE CONVERSATIONS WITH THE SPORTSMEN, WITH OTHER USERS WITH ELM STREET, HAS BEEN PART OF A NUMBER OF THE CONVERSATIONS AS WE MOVE FORWARD. THE NEXT STEP, AND THIS WENT A COUPLE OF WEEKS AGO, WE WENT TO THE TECHNICAL REVIEW COMMITTEE FOR APPROVAL. I'LL TALK ABOUT THAT IN A MINUTE ON HOW THAT WENT. THEN WE'RE HERE TONIGHT TO PRESENT THIS TO YOU AND HAVE YOU REVIEW IT AND GIVE US YOUR FEEDBACK AND HOPEFULLY A RECOMMENDATION. THEN THE CITY COMMISSION THEN WILL GET TO FINAL DESIGN. THEN AFTER FINAL DESIGN IS APPROVED, AND EVERYTHING'S READY TO MOVE FORWARD, THEN WE WILL BID THE PROJECT AND BUILD IT. I WANT TO GO THROUGH SOME OPTIONS. AS I TALKED ABOUT, THERE'S ALWAYS OPTIONS IN EVERYTHING WE DO, AND WE WANT TO MAKE SURE YOU UNDERSTOOD THE ONES THAT AS WE UNDERSTAND THEM TODAY. LIKE LAST TIME, I DIDN'T PUT THEM ALL ON HERE, SO I HAVE A FEW OTHERS TO ADD. THERE'S THE THREE FIELD CONFIGURATION, WHICH THAT'S HOW IT'S BEEN DESIGNED, AND YOU'LL SEE AT THE END THE DESIGN PIECE. THE MAIN PRO IS THE SPORTS PROGRAM WILL BE FULLY SUPPORTED. IT ALSO WILL ALLOW FOR THE SITE TO BE FULLY PLANNED. EVERY PIECE OF THE SITE WILL BE FULLY UTILIZED IN THIS RECONFIGURATION. SOME CONS. SOME USERS WILL BE IMPACTED. WE HAVE TO MOVE SOME THINGS AROUND AND TO MAKE THINGS FIT, AND THERE IS AN IMPACT. THEN WHEN THE FIELDS ARE NOT IN USE, WHICH IS NOT ALWAYS, BUT AT TIMES, THAT MEANS SOME OF THE PARK IS UNDER UTILIZED BECAUSE THERE'LL BE FEWER OPEN SPACES THAN THERE ARE TODAY TO MAKE EVERYTHING WORK. THOSE ARE SOME CONS THERE. WE HAVE A TWO FIELD CONFIGURATION, WHICH ALLOWS ALL USES. MAIN PRO THERE IS THAT ALL USES GET TO EXPAND, INCLUDING THE FIELDS. WE HAVE 1.5. BASICALLY, NOW, WE WOULD HAVE TWO FULL FIELDS. I KNOW THAT'S NOT NECESSARILY OPTIMUM FOR SOME USERS, BUT ALL USERS WOULD GET TO EXPAND A LITTLE BIT. THERE WILL BE OPEN SPACES AND HANGOUT AREAS AVAILABLE THROUGHOUT THE PARK ON ANY GIVEN DATE. IT DOESN'T MATTER WHAT USE IS WHAT IS BEING UTILIZED IN THE PARK SITE. THE CON TO THAT IS THERE ARE FEWER FIELDS FOR THE YOUTH. IT WILL FOR SURE MAKE ANY TOURNAMENTS OR ANY BIG EVENTS CHALLENGING FOR THEM TO MEET. THEN THIS IS ALWAYS AN OPTION OR ALMOST ALWAYS TO DEFER TO LATER. ONE OF THE THINGS THAT WE DISCUSSED AS A STAFF IS IF YOU DEFERRED THIS, THEN THE PARKS, RECREATION AND OPEN SPACE SPACE PLANNING, THE PROS PLAN THAT WE'RE ABOUT TO UNDERTAKE FOR THE WHOLE SYSTEM, THIS WOULD BE INCLUDED IN THAT PROCESS. THERE'S A CON TO THAT. THERE'S A COUPLE OF THEM. ONE IS NOTHING HAPPENS, WHICH HAS BEEN A CHALLENGE FOR THE COMMUNITY FOR A LONG TIME. NOTHING HAPPENS. THAT MEANS THE PLACE CONTINUES TO DEGRADE, WHICH MEANS REPAIRS HAVE TO HAPPEN AND BECOME COSTLY, OR PIECES OF THE PARK GET CLOSED BECAUSE THEY CAN'T FUNCTION, AND WE CAN'T FIX THEM AND THEN COST INCREASE. THE COST OF CONSTRUCTION INCREASES DAILY. I HAVEN'T FIGURED OUT HERE WHAT THAT MEANS YET, $1 FIGURE BECAUSE WE HAVEN'T GOTTEN FAR ENOUGH LONG TO HAVE A ACTUAL ESTIMATE. [00:15:03] BUT THAT NORMALLY ESCALATES ABOUT 7% A YEAR ON AVERAGE OVER A 20 YEAR PERIOD. EVERY YEAR THAT GOES BY, WE HAVE A 7% ESCALATION IN THIS PARK. THIS IS ESTIMATED AT ABOUT A 2 MILLION PROJECT. AT 7% EVERY YEAR, WE DON'T BUILD IT, THAT'S GOING TO HAPPEN, AND THAT HAPPENS WITH ALL OF OUR SITES. YOU WILL SEE, EVENTUALLY, AS I BRING BACK CONSTRUCTION THINGS TO YOU THAT WE WILL DO TWO THINGS. YOU CAN WALK OR BE HERE AND THEN WALK IT AND MAKE IT FULLY WALKABLE. YOU WILL SEE ON THE BALL FIELDS ITSELF, ALMOST ALL THE BUILDINGS WILL BE REMOVED AND REPLACED AND THEY NEED TO BE. IF YOU'VE BEEN DOWN THERE RECENTLY, YOU CAN SEE THEY'RE AGING OUT, YES, THEY'RE CONCRETE BRICKS, BUT THAT'S EVEN WEARING TO A POINT, AND THEN THE RESTROOM FACILITIES ARE WORN OUT. WHAT WE WOULD DO IS YOU SEE IN THE MIDDLE OF THE FIELDS, WHETHER WE DID A TWO OR THREE, WE WOULD BUILD IT SIMILAR AND THAT WE HAVE A RAISED AREA SO THAT THEY CAN HAVE ANNOUNCERS WATCH THE FIELDS UP ABOVE AND THEN YOU HAVE A CONCESSION STAND UNDERNEATH. A LOT OF THE SIDEWALKS THAT ARE CURRENTLY THERE WOULD BE REMOVED BECAUSE THEY DON'T FIT INTO THIS CONVENTION. THEY WOULD BE FULLY REPLACED.
