>> MICS ARE LIVE.

[00:00:01]

>> OKAY.

VOICE RECORD.

[Items 1 & 2]

OKAY.

WE WILL CALL THE MEETING TO ORDER OF GOLF COURSE ADVISORY BOARD OF FERNANDINA BEACH.

YOU WANT TO DO A ROLL HELEN

>>

>> LEE MURRAY.

>> HERE.

>> HARRY KEGLER, HERE.

[Item 3]

>> PHIL CHAPMAN.

I THINK YOU ALL RECEIVED COPIES OF THE MINUTES.

>> UH-HUH.

>> FROM THE LAST MEETING THAT I WAS NOT AT.

>> I MAKE A MOTION TO ACCEPT THEM.

>> I WILL SECOND.

>> AND ALL IN FAVOR, AYE.

[Item 4]

>> AYE.

AND WE'RE TO THE OLD BUSINESS.

OF THE STANTEC DRIVING RANGE PROPOSAL AND SUMMARY OF WHAT CAN WHAT WILL BE ABLE TO HAPPEN.

>> YEAH.

>> I WAS REALLY HOPING TO HAVE SOMETHING TO PRESENT TO YOU ALL TODAY.

BUT THINGS ARE IN FLUX A LITTLE BIT WITH THE REASSIGNMENT OF THE LEASE.

WE DECIDED TO STEP BACK AND ACTUALLY WORKING ON A COUPLE DIFFERENT AVENUES THAT WE CAN GO DOWN, BY NEXT MEETING I SHOULD HAVE SOMETHING TO PRESENT TO YOU AND THE CITY COMMISSION.

BUT WE KIND OF WANTED TO SEE WHAT'S GOING TO HAPPEN WITH THE MOODY RIVER AND LET CITY STAFF TALK TO THEM TO SEE WHAT THEIR FUTURE PLANS ARE AND GO FROM THERE.

WE ARE WORKING ON TWO TO THREE DIFFERENT AVENUES WE CAN ACTUALLY GO DOWN TO GET TO THAT LIGHT AT THE END OF THE TUNNEL.

>> EVERYTHING I HAVE READ SEEMS TO INDICATE THEY WANT TO TAKE THAT OVER AND JUST RUN IT AS A GOLF COURSE.

>> YES.

THEY ARE SAYING ALL THE CORRECT THINGS.

>> PROOF IS IN THE PUDDING HUH?

>> I LOOK AT THE PARTIES INVOLVED AND KNOW SOMETHING DOWN THE ROAD IS GOING TO HAPPEN.

I HAVE NO IDEA WHAT THAT IS.

MAYBE THEY JUST WANT IT AS THEIR OWN PRIVATE COUNTRY CLUB.

YOU NEVER KNOW.

>> I WAS TOLD BY SOMEONE, I DON'T KNOW IF IT WAS YOU THERE COULDN'T BE A PRIVATE CLUB ON THAT PROPERTY BECAUSE OF THE LEASE.

>> I'M NOT AWARE OF THAT.

ANYBODY ELSE?

>> THEY HOLD THE LEASE, THEY CAN PROBABLY DO WHATEVER THEY WANT WITH IT AS FAR AS GOLF COURSE.

THEY CAN MAKE IT PRIVATE, PUBLIC.

BECAUSE THEY HOLD THE LEASE AND IT'S THEIR BUSINESS.

>> YEAH, I HEARD IT WAS SOMETHING IN THE LEASE.

>> ANY OTHER COMMISSIONERS HAVE WEIGH IN ON THAT?

>> TRYING TO RECALL THE LEASE.

I CAN'T REMEMBER IF IT STIPULATES IT NOT.

>> OKAY.

>> I THINK THIS MEETING IS JUST ABOUT ONE WEEK TOO EARLY.

>> ON THE 15TH ALL OF THIS WILL BE UNVEILED AND WE WILL HAVE A LITTLE MORE INFORMATION.

SO ANYWAY.

KNOW THAT WE ARE WORKING DILIGENTLY ON GETTING THE LIGHT AT THE END OF THE TUNNEL.

HOPEFULLY BY NEXT MONTH WE WILL HAVE SOMETHING FOR YOU ALL.

>> I HAVE A QUESTION.

I DON'T KNOW IF I SHOULD WAIT UNTIL FINANCIALS.

THERE'S A $20,000 NOTE THAT EXPIRES NEXT DECEMBER.

>> A $20,000 NOTE.

>> A MONTH PAID BACK TO THE BANK.

>> THAT ACTUALLY EXPIRES IN 2021.

>> KEEPS GOING FURTHER AND FURTHER.

>> IT WAS REFINANCED.

>> OKAY.

THEN ALL RIGHT.

THAT MAKES SENSE.

SO IF YOU NOTICE, IF YOU REMEMBER THE STANTEC PRESENTATION THAT MIKE GAVE LAST WEEK SHOWED IT DISAPPEARING AT THE END OF 2021.

>> DEBT SERVICE 183.

OKAY.

THAT WAS MY QUESTION.

THAT FILTERED IN.

I KNOW YOU SORT OF SAID LEE THAT'S NOT REALLY A BIG NUMBER IN THE SCHEME OF THE THINGS.

I THINK IT IS.

>> WELL, IT IS A BIG NUMBER BUT WHEN I LOOK AT $178 MILLION BUDGET FOR THE CITY THIS YEAR.

THAT'S A PRETTY SMALL NUMBER.

>> BUT AS FAR AS THE GOLF COURSES COULD BE THE DIFFERENCE BETWEEN PROFIT AND LOSS.

>> NO, THAT'S ALL BELOW THE LINE STUFF.

IT COULD BE THE DIFFERENCE BETWEEN SELF SUPPORTING AND NOT.

PROFIT AND LOSS, NO.

BECAUSE IT'S A DEBT SERVICE.

>> I'M NOT A FINANCIAL WHIZ.

IF THE CITY HAS PUT $150,000 IN EACH YEAR.

>> YES.

WHEN THAT 183 IS GONE, SEEMS THERE --

>> THEN IT MAKES THE GOLF COURSE

[00:05:03]

MORE SELF SUPPORTING BUT DOES NOT ERADICATE THE PROBLEM.

>> THERE'S GOING TO BE INCREASED EXPENSES AND SALARIES.

YEAH.

BUT IT WOULD BE A BIG HELP.

>> IT WOULD BE A HELP, YES.

>> CORRECT ME IF I AM WRONG.

THE DIFFERENCE IS THAT THE GOLF COURSE IS CITY UTILITY PROPERTY.

>> $1.2 MILLION.

YES.

AND THAT'S THE PROBLEM.

>> SAY THAT AGAIN CHIP.

>> THE GOLF COURSE OWES THE CITY.

>> THE $183,000 AS WELL AS ANYTHING THAT HAVE BEEN ACCUMULATED SINCE THEN, EQUIPMENT PURCHASES AND ALL THAT STUFF HAS BEEN ADDED ON THAT.

THE INDEBTEDNESS TO THE GOLF COURSE IS $1.2 MILLION AS A START OF THE FISCAL YEAR.

I BELIEVE IT'S 1.293 AND THAT'S THE HOLE WE'RE TRYING TO DIG OURSELVES OUT OF.

EVEN IF HAD THAT ASPECT, YOUR $183,000 IS MINISCULE.

>> I SEE.

>> AND THAT'S WHAT YOU GUYS WANTED US TO LOOK AT AND THAT'S WHAT YOU'RE EXPLORING.

>> WE'RE LOOKING AT A FIVE AND 10-YEAR PLAN TO MAKE THAT DISAPPEAR AS WELL AS BECOME COMPLETELY SELF SUFFICIENT.

>> WE AS --

>> THE GOLF COURSE.

>> CASPER MANAGEMENT.

>> YEAH BECAUSE THEY'RE PART OF THE GOLF COURSE.

>> YEAH.

OKAY.

THANK YOU.

IS THERE ANYTHING ELSE?

[Item 5]

THERE'S NOTHING ELSE ON THAT.

NEW BUSINESS.

WE REVIEW THE FINANCIALS.

ALL RIGHT.

WITH DORIAN LAST MONTH, THE BIGGEST NONEVENT IN FERNANDINA BEACH HISTORY, NONETHELESS WE WERE CLOSED A COUPLE DAYS.

LUCKILY WE DIDN'T HAVE MUCH DAMAGE AND DAVID GOT IT CLEANED UP IN ONE DAY.

THAT WAS GREAT.

ROUNDS WERE DOWN A LITTLE BIT.

>> BUT NOW WE'RE LOOKING AT THE WHOLE YEAR.

>> NOW WE'RE 10 DAYS INTO OUR NEW YEAR.

IT'S ALL ROSES FROM HERE.

>> ROUNDS WERE UP ABOUT 300 AND SOMETHING FOR THE YEAR.

>> YEAH.

AND GOLF REVENUE, IT WAS OUR SECOND BEST YEAR IN HISTORY.

I HAVE NO IDEA WHAT HAPPENED IN 2012-2013.

IT WAS NUMBER TWO ON THE LIST AND A GREAT YEAR FOR GOLF REVENUE.

>> UH-HUH.

FOOD AND BEVERAGE REVENUE WAS DOWN A BIT FROM LAST YEAR.

ABOUT $4,000.

AND THAT WAS MOST OF THAT FELL IN THE SUMMER MONTHS.

I MEAN AUGUST.

ESPECIALLY.

AND A LITTLE IN MARCH TOO, THE BONHAMS SCALED BACK THIS YEAR.

IN WHAT THEY WERE DOING FOR FOOD AND BEVERAGE AND THEY HAVE SINCE REALIZED THEY CANNOT DO THAT.

THEY WILL BE RAMPING UP AGAIN.

>> THE CLIENTELE WEREN'T AS HEAVY AS THEY USUALLY ARE.

THEY LOVED THE FOOD BUT THERE WASN'T THE VARIETY AND THE HIGH-END.

THEY WANTED TO GO COUNTRY BARBECUE INSTEAD OF THE HOITY-TOITY FOOD.

THE STUFF THEY GO WITH IS MUCH MORE EXPENSIVE THAN BARBECUE.

>> THEY HAVE A VERY SUCCESSFUL AUCTION.

>> YES.

THEY HAD A GREAT AUCTION.

THE STEAM CARS WERE PHENOMENAL.

I DON'T KNOW IF YOU GUYS GOT TO SEE THEM.

THINK OF A CAR OPERATING ON STEAM IS JUST BEYOND ME.

BUT, THEY'RE GOING TO BE RAMPING UP AGAIN THIS YEAR.

AND WE'RE HOPEFUL, PORSCHE OF AMERICA CONTACTED US BECAUSE THEY LOST THEIR SPOT AT THE OMNI AND THEY'RE LOOKING FOR ANOTHER VENUE.

THEIRS IS A QUICK HIT.

COME IN THURSDAY, SET UP.

HAVE THEIR CARS UP TO 500 PORSCHES ON DISPLAY MUCH LIKE THE CONCOURSE BEING RAIDED AND FRIDAY NIGHT THEY'RE GONE AND CLEANED UP.

THAT'S A RENTAL FEE WE PROPOSED

[00:10:01]

A RENTAL FEE FOR THE PROPERTY OF $10,000 AS WELL AS US GETTING ALL THE FOOD AND BEVERAGE CONCESSIONS WHICH COULD EQUATE TO $5,000 TO SEARCH THOUSAND DOLLARS.

I ASSUME THEY WOULD BE UPSCALE.

>> YES.

WHERE WOULD YOU PUT THOSE CARS ON DISPLAY?

>> THE PARKING FOR THE PEOPLE TO VISIT WOULD BE RIGHT BEHIND MIKE MEADOWS HOUSE ON 1 WEST.

AND THE ACTUAL PRIZED CARS, THE ONES THAT WILL BE JUDGED LIKE THE CONCOURSE CARS WOULD BE ON 9 WEST.

THE ONES THAT PEOPLE JUST WANT TO DISPLAY THEIR CARS WHICH WOULD BE 350 TO 400 WOULD BE ON 8 WEST.

>> DID YOU RUN THAT BY MIKE MEADOWS.

>> PARKING WOULD BE ON 1 WEST IN MIKE MEADOWS DRIVEWAY AND WE WILL SHUTTLE EVERYONE THROUGH THE DRIVEWAY.

HE WAS VERY KIND TO OFFER THAT TO US.

>> HE CAN CHARGE $10 A CAR.

MAKE SOME MONEY.

SO, THAT WOULD BE THURSDAY AND FRIDAY.

>> THAT WOULD BE THE FRIDAY, THE ACTUAL SHOW WOULD BE THE FRIDAY AFTER BONHAMS. SO FOR THAT, FOR THOSE TWO DAYS, WHICH IS ACTUALLY BEEN OFFICIAL FOR BONHAMS ALSO IS THE WEST COURSE WOULD BE COMPLETELY CLOSED FOR THOSE TWO DAYS.

THURSDAY AND FRIDAY.

BUT FOR $15,000 TO $17,000 BILL, IT'S A RISK I'M WILLING TO TAKE.

AND YOU ADD THAT TO BONHAM'S 55 TO 60.

THAT MAKES MARCH VERY GOOD.

>> I DON'T KNOW IF YOU, WE DO THAT THIS YEAR, THAT WOULD PROBABLY BE SOMETHING WE COULD CONTINUE WITH THEM.

>> IT WOULD BE A THREE-YEAR CONTRACT

>> THAT'S THE BEAUTY OF HAVING 27 HOLES ALSO.

>> YES, IT IS.

>> CAN I ASK THAT.

>> SURE.

>> SHOULD YOU GO TO THE PODIUM.

>> YEAH, GO TO THE PODIUM SO WE CAN HEAR YOU.

NAME AND ADDRESS PLEASE MIKE.

>> MIKE MEADOWS.

260701.

I FORGOT WHERE I LIVE.

YOU'RE GOING TO PARK CARS ON THE WEST NUMBER ONE.

>> YES.

ALWAYS ENCOURAGING TO MAKE MONEY FOR THE GOLF COURSE BUT CAN Y'ALL GET THOUGHT ABOUT PEOPLE CUTTING BACK AND FORTH ACROSS IN THE OF A LOT OF PEOPLE WHEN THEY COME THERE FOR THE FOOT RACE, WE GET PEOPLE COMING BETWEEN THE HOUSES.

SO --

>> WELL, THERE WOULDN'T BE THAT ISSUE WITH THIS EVENT BECAUSE WHAT WE WILL DO, WE WILL BRING THE CARS IN ON THE CART PATH THAT GOES OVER TO THE SOUTH COURSE.

WE WILL BRING THEM DOWN THE CART PATH AND ESCOURT THEM UP THE LEFT SIDE OF NUMBER ONE AND PARK THEM IN THE FAIRWAY.

>> OKAY.

I CAN'T IMAGINE THERE BEING ANY ADDITIONAL REAL NOISE OTHER THAN NORMAL CAR NOISE BECAUSE ALL THE HOT RODS ARE GOING TO BE ON THE GOLF COURSE.

>> I THINK WHAT MIKE IS REFERRING TO IS PEOPLE COMING THAT WANT TO LOOK AT THE PORSCHES.

>> WE'RE NOT GOING TO ALLOW PEOPLE TO PARK ONNIL -- VILLA DELL RAY.

THEY WILL HAVE TO HAVE A TICKET TO GET THERE?

>> ANYWAYS JUST KEEP IN MIND --

>> YOU CAN ROPE IT OFF.

>> WE'RE GOING TO DO EVERYTHING IN OUR POWER TO KEEP PEOPLE FROM NOT PARKING ON VILLA DELL RAY BECAUSE WE WOULD MUCH RATHER HAVE THEM CLOSER SO THEY'RE NOT CUTTING THROUGH PROPERTY.

IT'S NOT A BIG DEAL.

>> TO ME IT'S A BIG DEAL.

I KNOW HOW THE RUNS ARE.

KIDS JUST GO WHERE THEY WANT TO GO.

WHEN YOU HAVE THIS MANY SHOW CARS OUT THERE.

THEY ANTICIPATE 500 PEOPLE TO VISIT.

IT'S GOING TO BE A LONGER WALK FOR THEM AND B BECAUSE I DON'T WANT TO DISTURB THE RESIDENTS, THEY HAVE ENOUGH PROBLEMS IN MARCH.

>> COULD THAT BE -- COULD WE FENCE THAT?

>> WE CAN ROPE ALL THAT AREA OFF SO THERE'S NO PARKING IN THE AREAS.

>> HOW DOES INSURANCE FACTOR INTO THE GOLF COURSE AND THE CAR SHOWS?

>> THEY HAVE TO HAVE THEIR OWN COI WHICH NAMES CITY AS CO-INSURED ON IT.

THE GOLF COURSE TAKES NONE.

>> YOU SIGN A CONTRACT?

>> IT'S IN THE WORKS.

>> THAT'S GREAT.

ALL RIGHT.

MOVING ON TO TOTAL REVENUE.

THIRD BEST YEAR.

I WAS REALLY HOPING FOR THE BEST

[00:15:01]

YEAR BUT AUGUST AND SEPTEMBER KIND OF HURT US A LITTLE BIT.

OVERALL IT WAS $48,000 IMPROVEMENT OVER LAST YEAR.

SO.

BUT WE'RE IN A NEW FISCAL YEAR NOW.

SO LET'S JUST KEEP EVERYTHING POSITIVE.

THIS MONTH HAS STARTED OUT JUST CRAZY FOR FOOD AND BEVERAGE.

WE HAD THE AMERICAN YANKEE ASSOCIATION AT THE AIRPORT LAST WEEK AND WE DID ALL THE FOOD AND BEVERAGE FOR IT.

WE DID A DINNER ON MONDAY.

WE DID LUNCHES ON TUESDAY.

AN ICE CREAM SOCIAL ON WEDNESDAY.

THAT WAS A LOT OF FUN.

I WAS OUT THERE SCOOPING ICE CREAM.

THURSDAY THEY HAD THEIR FARE WELL DINNER ON THE GOLF COURSE AND IT WAS A NICE SIZED BILL.

THE 27-HOLE LADIES HAD THEIR EVENT YESTERDAY WHICH WAS A SUCCESS, WHICH WAS ANOTHER REALLY GOOD CYCLE.

FOOD AND BEVERAGE KICKED OFF THIS YEAR FANTASTIC.

WE'RE JUST GOING TO TRY TO KEEP IT ROLLING.

RIGHT NOW AS OF RIGHT NOW, WE HAVE TWO DAYS LEFT IN DECEMBER FOR PEOPLE TO BOOK THEIR CHRISTMAS PARTIES.

AND THOSE ONE IS ON A TUESDAY AND ONE IS ON A THURSDAY.

EVERYTHING ELSE IS FULL.

WHICH IS ALWAYS GOOD GOING INTO OCTOBER

>> WHAT DOES FULL MEAN?

>> IT MEANS THE BANQUET ROOM IS BOOKED.

>> THROUGH THE

>> EVERY NIGHT?

>> BUT TWO.

THAT'S GREAT.

UH-HUH.

YEP.

>> THAT'S EXCELLENT.

HOW MEMBERSHIP COMING?

>> MEMBERSHIP IS GOING WELL.

WITH THE INCREASE IN MEMBERSHIP, I FIGURE WE WOULD LOSE MEMBERS.

DOLLAR WISE WE'RE WHERE WE ARE SUPPOSED TO BE.

ACTUAL MEMBERS WE HAVE LOST I CAN'T SAY WE HAVE LOST YET BECAUSE PEOPLE STILL RENEW IN OCTOBER.

WE ARE 11 BEHIND WHERE WE WERE LAST YEAR.

BUT THE DOLLARS ARE JUST ABOUT THERE.

BUT THE BEACH CARDS HAVE INCREASED BY 30.

SO PEOPLE THAT DIDN'T WANT TO SPEND THE EXTRA BIT ON THE MEMBERSHIP HAVE GONE TO BEACH CARDS, WHICH IS OKAY TOO.

THEIR MONEY IS JUST NOW ADVERTISED OUT THROUGH THE YEAR AND THEY ARE GOING TO GIVE US MORE MONEY.

THAT'S OKAY TOO.

THE UPFRONT CHUNK IS ALWAYS NICE TO HAVE.

IF I CAN SPREAD IT OUT THROUGH THE YEAR, IT'S NICE TOO.

>> OKAY.

ANYTHING ELSE?

>> ANYTHING ELSE ON THE FINANCIALS?

[Item 6]

>> I WILL WAIT UNTIL THE PUBLIC.

PHIL WILL NORMALLY DO THE MGA.

JOHN.

>> JOHN BURKE, 86006 EAST FORD DRIVE.

PRESIDENT OF THE FERNANDINA MEN'S GOLF ASSOCIATION.

WE HAD OUR MEETING IN OCTOBER AND KIND ENOUGH TO MOVE ALONG SO YOU CAN MAKE MORE MONEY WITH THE GROUP FROM THE AIRPORT.

A NEW BOARD WAS ELECTED.

CONSISTING OF PRESIDENT PRICE POOLE.

VICE PRESIDENT CARL GALPIN.

TREASURER BRUCE SMITH.

SECRETARY PHILLIP JONES.

TOURNAMENT DIRECTOR LEE MURRAY AND MEMBERS AT LARGE AMA CORBETT AND JOHN RUDD.

WE AGAIN ANNOUNCED AND ASKED FOR A REPRESENTATIVE FOR THIS COMMITTEE AND STILL HAVE NOT HAD ANY PEOPLE WILLING TO COME HERE AND DO THIS.

THE, OUR CHRISTMAS PARTY IS DECEMBER 14TH.

WE'RE ONE OF THE DAYS INTO THAT GROUP.

AND OTHER THAN THAT, WHOA.

WE --

>> WHAT THAT WAS? THE SKY IS FALLING.

>> SOUNDED LIKE THE DOOR.

SOUNDED LIKE SOMEONE KEELED OVER.

ANYWAY --

>> IS THAT THE DAY CHRISTMAS TOURNAMENT?

>> CORRECT.

CORRECT.

SHOULD BE ON YOUR, IT'S ON YOUR PROPOSED TOURNAMENT SCHEDULE AND THAT'S THE DAY.

OTHER THAN THAT, I THINK THAT'S ABOUT IT.

OUR MEMBERSHIP IS JUST STARTING TO GROW AS PEOPLE ARE PAYING FOR THEIR MEMBERSHIP INTO THE MEN'S GOLF ASSOCIATION.

I DON'T HAVE AN EXACT FIGURE ON THAT BECAUSE I'M THE PAST PRESIDENT.

ANY QUESTIONS ON THE MGA?

[Item 7]

>> THANK YOU

>> THANK YOU.

[00:20:01]

HELEN.

>> WELL, WOMEN HAD THEIR BIG GOLF TOURNAMENT YESTERDAY, AND I THINK THEY WERE 80, I DON'T KNOW WHAT THE FINAL COUNT

>> 90.

>> 90 WOMEN.

AND IT WAS VERY SUCCESSFUL AND THE WEATHER HELD OUT.

THE FIRST FEW MINUTES WASN'T BUT IT WAS OKAY.

IT WAS JUST A GOOD FOOD AND GOOD TIMES AND EVERYBODY I THINK ENJOYED THEMSELVES.

THE WINNER I HEAR, I WASN'T THERE.

THEY PLAYED 27 HOLES, TAKES A WHILE.

THE WINNER WAS FROM ATLANTIC BEACH.

WE HAD PEOPLE FROM EVERYWHERE.

WHICH MAKES IT FUN.

AND WE'RE LOOKING FORWARD TO DOING IT AGAIN NEXT YEAR.

THAT'S ALL HAVE.

NOTHING ELSE RIGHT NOW.

>> WOULD YOU GIVE ADVICE TO THE MEN'S ASSOCIATION HOW TO END UP WITH 90 PLAYERS.

>> THEY ARE 90 FROM ALL OVER.

LIKE I SAID.

ATLANTIC BEACH.

SOMEBODY CAME FROM FLEMING ISLAND.

THEY CAME FROM ALL OVER BECAUSE IT'S A GOOD TOURNAMENT.

WE HAVE, WE JUST HAVE PRETTY WELL ORGANIZED AFTER ALL THESE YEARS.

I DID IT SEVERAL YEARS AGO.

>> SO WHAT IS THE FORMAT? YOU PLAY 27 HOLES.

>> NINE HOLES ARE A SCRAMBLE WITH THE PARTNER.

OTHER NINE HOLE IS ULTIMATE SHOT.

AND THE THIRD NINE HOLE IS BEST BALL.

I GET TO SPEAK.

AND EVERYBODY SEEMS TO ENJOY IT.

OF COURSE FOR ME THE HARDEST WAS ALTERNATE SHOT.

I WAS APOLOGIZING TO MY PARTNER ALL THE TIME.

I'M SORRY, I LEFT YOU IN THAT SPOT.

BUT EVERYBODY ENJOYED THEMSELVES.

>> SO YOU CHARGE EVERYBODY TO PLAY.

>> WE CHARGE THEM $85 A PERSON.

AND THAT INCLUDES THE LADIES BRING THEIR BREAKFAST STUFF.

AND THE CLUB PROVIDES COFFEE AND JUICE.

WATER.

THAT KIND OF STUFF.

THE LUNCH IS DONE BY THE CLUB.

AND IT'S A BOX LUNCH.

THEY TAKE IT OUT BECAUSE NOBODY WANTS TO STOP AND WASTE TIME.

THEY TAKE IT OUT TO THE CARTS AND IT'S TURKEY OR --

>> THE LAST TWO YEARS, IT'S CHICKEN SALAD.

>> OKAY.

>> CHICKEN SALAD ON TOP OF THE LETTUCE BOWL.

IT'S A LITTLE LIGHTER AND EASIER.

>> THEN WHEN EVERYBODY FINISHES, THEY EAT ALL DAY.

THEY COME IN AND HAVE HORS D'OEUVRES AND DRINKS WHATEVER.

IT'S JUST A FUN TIME AND YOU GET TO MEET PEOPLE FROM DIFFERENT PLACES AND YOU'RE ALWAYS INVITED BACK WHICH MAKES IT FUN TO THEIR CLUB.

>> SO PRIZE MONEY?

>> PRIZE MONEY IS MINIMAL UNLIKE THE MEN.

THE LADIES DON'T REALLY CARE ABOUT THE PRIZE MONEY, IT'S MORE ABOUT THE EVENT.

--

>> THEY HAVE A MEETING AND PLAY GOLF AT 12:00.

>> 12:30.

>> RIGHT.

THAT'S GOOD.

I'M GLAD TO SEE THAT.

YEP.

>> BUT, WE WERE WORRIED A FEW YEARS AGO, WE DIDN'T WANT TO BRING ANYBODY UP.

THEN THE IMPROVEMENTS THAT HAVE BEEN MADE.

SO NOW --

>> THAT'S ALL I'VE GOT.

WE GET A HUNDRED PEOPLE.

[00:25:01]

SOMETHING IS WORKING FOR

>> THANK YOU.

>> WHAT IS THE TOURNAMENT?

>> 27 HOLE.

>> JUST 27 HOLE.

[Item 8]

>> INVITATIONAL.

>> OKAY.

MR. MARKETING.

>> I GOT MY SHOPPING LIST.

>> MARKETING WAS VERY BASIC BECAUSE THERE'S A FEW THINGS WE HAD TO GET OUT THERE.

MEMBERSHIP OF COURSE, STILL TRYING TO DRIVE WEEKEND ROUNDS.

AND THEN THE NEW RATES THAT STARTED OCTOBER 1ST.

SO FOR A MEMBER, CITY OR REGULAR MEMBER, THAT COMES IN, THEY HAVE BOUGHT A MEMBERSHIP, WHAT ARE THEIR GREENS FEES AND HOW MUCH DID THEY INCREASE?

>> THE ACTUAL MEMBERSHIP INCREASED $50 FOR AN INDIVIDUAL, $100 FOR A COUPLE.

THE GREEN FEE, CART FEE DID NOT CHANGE.

NOTHING CHANGED IN WHAT THEY'RE RECEIVING.

THE INITIATION FEE.

>> THE BEACH CARD INITIATION FEE DIDN'T CHANGE BUT THEIR WENT

>> BY?

>> 7%.

>> TWO BUCKS.

I DIDN'T HAVE THE NUMBERS BUT I HEARD AND RUMBLINGS LAST WEEK.

ON THE FIRST OF OCTOBER.

>> BUT THE GOLF COURSE IS IN A CONDITION NOW.

WHERE INCREASING THE RATES MAKES SENSE AND EXPECT THEM TO GO UP NEXT YEAR BECAUSE THE GOLF COURSE WILL BE NEXT YEAR.

>> NONE TAKEN.

>> OKAY.

[Item 9]

ANY QUESTIONS ON MARKETING?

>> AND DAVID.

>> WELL AS WE HAD LAST MONTH, HURRICANE DORIAN CAME THROUGH AND KNOCKED DOWN A COUPLE TREES.

WE GOT IT CLEANED UP IN A DAY LIKE STEVE DAY.

THANK GOD THE HURRICANE DIDN'T DO MUCH DAMAGE FOR US.

WE'RE IN THE PROCESS OF GETTING THE GREENS BACK IN SHAPE FROM THE RAIN AND TOP DRESSING THEM MORE.

WE'RE GETTING READY FOR OVER SEED.

GOING TO ORDER SOME FERTILIZER FOR A PRE-PLANT.

SIMILAR TO WHAT THEY DID LAST YEAR AND GET THAT PROCESS GOING.

>> HOW IS YOUR STAFF DOING? YOU GOT A FULL?

>> WE'RE DOWN.

TWO PEOPLE RIGHT NOW.

WE'RE ABLE TO GET THROUGH.

GOING TO BE A LITTLE KEEP THE COURSE OVER SEEDED AND ALLOW THE SEED TO GERMINATE AND GO ON TO THE NEXT ONE AND THE NEXT ONE.

WE WILL NOT OVERSEED THE COLLARS.

>> JOHN, DO YOU HAVE THE TOURNAMENT

>> YES.

WHAT IS NOVEMBER?

>> 16TH.

THE 16TH.

>> SATURDAY NOVEMBER 16TH IS -- THAT WOULD BE THE SECOND.

>> PINEHURST CHAPMAN.

IT WILL BE, WE HAVE NEVER DONE IT BEFORE.

LET'S START.

SO WE'LL START ON THE NORTH COURSE.

SO THAT ANSWERS THAT.

YEAH.

YEAH.

OKAY.

GOOD.

[Items 10 & 11]

[00:30:05]

OKAY.

ANYTHING ELSE ON THAT? IF NOT, PUBLIC COMMENTS.

>> JOHN BURKE, 86006.

PAST PRESIDENT OF THE MEN'S GOLF ASSOCIATION.

I SHOULD HAVE THANKED THE WOMEN'S GROUP BECAUSE THE REASON THE ROUGH GOT SHORTER IS BECAUSE OF THE WOMEN'S 27 HOLES.

ARE WE GOING TO KEEP THAT ROUGH.

THE HEIGHT IT IS NOW? I WOULD SAY ONE INCH LESS --

>> IT'S BEEN THE SAME HEIGHT ALL YEAR LONG.

WE DIDN'T DO ANYTHING DIFFERENT.

I HAVEN'T CHANGE THE CUT AND I'M NOT GOING TO CHANGE IT.

THE GRASS IS SLOWING DOWN BECAUSE OF THE WEATHER.

>> MAYBE THAT'S IT.

THREE WEEKS AGO I LOST SIX BALLS IN THE FIRST CUT.

LAST WEEK I DIDN'T LOSE ANY BALLS.

>> YEAH, WE DIDN'T LOWER THE CUT AT ALL.

>> WOW, SURE SEEMED LIKE IT.

IT MIGHT BE FOLDING ITSELF OVER A LITTLE BIT.

>> WHATEVER GRASS DOES, I CAN'T TELL YOU WHAT'S GOING TO HAPPEN.

THE ONLY OTHER THING I HAD AND THIS IS WAY OUT THERE IN LEFT FIELD, IS THE CITY NEEDS A NEW CITY HALL.

A NEW CITY HALL RIGHT HERE.

THIS BUILDING.

SO MY IDEA, YOU KNOW, I HAVE BEEN THE PRESIDENT FOR TWO YEARS.

I HAVE BEEN TRYING TO COME UP WITH SOME WAY TO MAKE MORE MONEY AND STUFF.

SOMEONE TOLD ME THAT YOU CAN'T DO WHAT I'M ABOUT TO TELL YOU, BUT ANYTHING CAN BE DONE IN MY OPINION.

EVEN IF YOU HAVE TO CHANGE STATE STATUTES OR WHATEVER.

MY IDEA WAS TO BUILD A CITY HALL AT THE GOLF COURSE.

TAKE THE DRIVING RANGE, TAKE THE BEGINNING OF THE NORTH COURSE AND BUILD NEW CITY HALL.

BUILD ANOTHER PARKING LOT BECAUSE YOU NEED ADDITIONAL PARKING.

CHANGE THE DRIVING RANGE TO ANOTHER AREA THAT WAS THE NORTH COURSE.

AND MAKE THE NORTH COURSE A PAR 3.

NOW I WAS TOLD WHETHER THIS IS TRUE OR NOT, I DID NOT INVESTIGATE, THAT YOU DIDN'T HAVE ACCORDING TO THIS FLORIDA STATE STATUTES A CITY HALL OUTSIDE OF THE DOWNTOWN AREA.

TO ME, WHAT A GREAT WAY.

THE CITY, WE CAN CHARGE THE CITY.

WHETHER WE LEASE OR SELL THEM THE LAND.

THERE'S YOUR $1.2 MILLION GONE.

YOU KNOW.

PLUS WE COULD FIX A LOT.

AND IT'S A NEW PAR 3 COURSE.

A NEW DRIVING RANGE AND BUNKER TO PRACTICE ON.

AND YOU GET A NEW CITY HALL AND THEY COULD ADJUST THE DRAINAGE AND BUILD IT ON WHERE THE DRIVING RANGE IS NOW.

>> THANK YOU.

JOHN.

>> THAT'S MY IDEA.

WHETHER IT CUTS ANY MUSTARD.

>> THINKING OUTSIDE OF THE BOX.

>> TRYING TO THINK OF SOMETHING.

THAT'S THE ONLY THING I CAN COME UP WITH TO MAKE THANK YOU VERY MUCH.

>> THANK YOU.

MIKE.

I HAVE A PUBLIC COMMENT TOO.

>> I'M MIKE MEADOWS.

VILLA DELL RAY.

CITY OF FERNANDINA BEACH.

THIS I GUESS IS MUCH ABOUT MARKETING AS ANYTHING ELSE.

I WAS REALLY PLEASED AND HAPPY WE GOT BACK TO SEE THE WORK THEY HAD DONE OUT ON THE WHERE THEY DUG IT OUT AND CLEANED IT UP AND DID A REALLY GREAT JOB.

I WOULD LIKE TO SEE THIS COMMITTEE ENCOURAGE THE CITY TO HELP MAINTAIN THAT VIEW COMING DOWN THE BILL MELTON.

COMING DOWN TO THE GOLF COURSE WHEN YOU HAVE EVENTS LIKE CAR SHOW, AND WHAT HAVE YOU.

IT'S VITALLY IMPORTANT FOR PEOPLE COMING THERE FOR WEDDINGS AND EVENTS AND WANTING TO JOIN THE CLUB.

WE ALSO HAVE A SECOND ENTRANCE TO THE GOLF COURSE WHICH IS THE STREET I LIVE ON, VILLA DELL RAY.

ONE OF THE PROBLEMS WE HAD LAST YEAR THAT I WAS CONCERNED ABOUT WAS DURING THE CAR SHOW, ONE OF THE HOMEOWNERS THERE DUMPED A LOT OF DEBRIS IN THE MEDIAN, BUILDING DEBRIS AND THAT TYPE OF THING.

IT WAS DURING THE CAR SHOW AND THERE WAS A COUPLE PLACES WHERE PEOPLE DRUG TRASH OUT TO THE MEDIAN IN BIG PILES AND LEFT IT.

THAT'S IT.

I DON'T KNOW IF THERE'S ANYTHING THE GOLF COURSE CAN DO ABOUT IT.

>> DO YOU HAVE A HOMEOWNERS ASSOCIATION IN THAT AREA?

>> NO.

>> THE REASON I'M BRINGING IT UP TO IS BECAUSE YOU'RE RESPONSIBLE FOR THAT.

ARE YOU AWARE OF THAT?

[00:35:01]

>> THE GOLF COURSE IS RESPONSIBLE FOR MOWING THE MEDIAN.

>> AND KEEPING THE AREA LOOKING GOOD ALL THE WAY DOWN TO THE PARK.

SO ESPECIALLY DURING THOSE EVENTS.

IF WE COULD KEEP THAT CLEAR AND LOOKING NICE.

>> IS IT THE RESPONSIBILITY FOR MOWING OR OVERALL APPEARANCE?

>> KEEPING THE GRASS CLEAN.

>> OVERALL APPEARANCES.

WE TALKED ABOUT THE ROADS DEPARTMENT CUTTING THAT ONE TIME.

WE GOT A FLAT NO.

IT'S A CITY GOLF COURSE RESPONSIBILITY.

THE CITY'S RESPONSIBILITY FOR THAT MEDIAN.

>> HOW DID THAT HAPPEN?

>> IT HAPPENED LONG BEFORE I GOT HERE.

>> DOESN'T SEEM TO ME THAT IS ANYTHING TO DO WITH THE GOLF COURSE.

>> WE RUN INTO THIS EVERY TIME WE HAVE A NEW GOLF COURSE COMMITTEE.

THEY'RE NOT AWARE THAT, THEY'RE NEVER AWARE YOU'RE RESPONSIBLE FOR THE MEDIAN AND THOSE PARKS ALL THE WAY DOWN TO EMILIA ISLAND.

THERE'S A GOOD REASON FOR THAT.

ALONG WITH BILL MELTON, THAT'S YOUR APPROACH TO THE GOLF COURSE.

MOST OF THE PEOPLE ON VILLA DELRAY ASK THEIR YARD PEOPLE TO CARRY THE BRUSH AWAY AND NOT PUT IT IN THE MEDIAN.

BUT WE DO HAVE STILL HAVE SOME PEOPLE THAT WANT TO, THAT PUT IT IN THE MEDIAN.

ONE OF BEST THINGS THAT HAPPENED THE APPROACH OF THE GOLF COURSE MAYBE YOU NOTICED IT, IS THAT WHEN THE GARBAGE DISPOSAL COMPANY USED THE TOP LOADER TO PICK UP TRASH INSTEAD OF ALL WEEK LONG WITH TRASH CANS DOWN THE MEDIAN, NOW PEOPLE PUT IT INTO THEIR DRIVEWAY AND IN THE AFTERNOON THEY HAUL IT BACK.

BEFORE IT WAS JUST CONSTANT THING.

THIS REALLY, DO YOU THINK THAT'S IMPROVED THE LOOKS?

>> THAT'S IMPROVED A LOT.

>> TREMENDOUSLY.

BUT EVERY DAY I DRIVE DOWN VILLA DELRAY, THERE'S NO YARD WASTE IN THE CENTER MEDIAN.

IT'S HARD FOR US TO GET OUT THERE AND MOW IT WHEN WE CAN'T.

>> YEAH.

WE WERE ASKED TO, THE GENTLEMEN THAT HAD YOUR JOB BEFORE ASK WE NOT PUT DEBRIS BY THE GOLF COURSE FENCE BECAUSE THEY HAD A HARD TIME KEEPING IT CLEAN.

I WENT TO SOME OF OUR NEIGHBORS AND SAID, THE PEOPLE WHO WERE USING IT AND SAY, LET'S STOP DOING THAT.

IT LOOKS BAD.

IT TREMENDOUSLY IMPROVED THE LOOKS OF THE APPROACH OF THE GOLF COURSE.

BUT I WOULD LIKE TO SEE Y'ALL THINK ABOUT ESPECIALLY DURING THOSE BIG EVENTS TO HOW CAN WE STOP OR IMPROVE THE LOOKS COMING DOWN VILLA DELRAY.

>> HOW CAN WE GET PEOPLE TO PUT THEIR YARD WASTE IN THEIR YARD?

>> I TALKED TO THE --

>> IS IT THE SAME PEOPLE ALL THE TIME?

>> YEP.

AND PUTTING A REFRIGERATOR OR A WASHING MACHINES AND ANYTHING THEY PULL OUT OF THEIR HOUSE INTO THE MEDIAN.

THAT'S NO PLACE FOR, TO DUMP YOUR DEBRIS AND WHAT HAVE YOU.

I DON'T THINK.

THAT'S YOUR, WE GO THROUGH THIS EVERY TIME WE HAVE A NEW GOLF COURSE COMMITTEE

>> IF THAT HAPPENS, DOES SOMEBODY CALLED MAINTENANCE TO COME AND GET IT? CITY MAINTENANCE?

>> NO, BECAUSE THEY'RE RESPONSIBLE FOR PICK UP.

THE TRASH COMPANY.

IT WOULD BE WASTE MANAGEMENT

>> THERE WAS ONE LAST YEAR DURING THE BONHAM EVENT THAT HAD, I THINK THERE WAS A WASHING MACHINE OTHER STUFF IN THE MEDIAN DURING THE EVENT.

WHAT ARE PEOPLE THINKING.

>> THE HOMEOWNER WAS REBUILDING HIS OLD PORCH AND THE WHOLE PORCH WAS SITTING IN THE MEDIAN.

I WOULD LIKE TO SEE THIS COMMITTEE AND THE CITY THINK ABOUT HOW WE CAN IMPROVE THAT.

IT'S A MARKETING THING.

IT IS A MARKETING THING FOR THE CITY.

AND THE GOLF COURSE.

THANK YOU.

>> GOOD MORNING.

>> GOOD MORNING.

MIKE L..

1586 CANOPY DRIVE.

I'M RESPONDING TO THE QUESTION FROM COMMITTEE MEMBER MURRAY ABOUT THE LEASE AT AMELIA RIVER WHICH I HAPPEN TO HAVE ON MY PHONE.

THE LIFE OF A CITY COMMISSIONER.

YOUR QUESTION REFERRED TO WHETHER IT COULD BE PRIVATE.

>> OKAY.

SO THIS IS ARTICLE IV, SUBSECTION B.

TITLED MEMBERSHIP.

THE GOLF COURSE SHALL BE OPEN TO THE PUBLIC ON A SPACE AVAILABLE

[00:40:02]

BASIS IN COMPLIANCE WITH ALL COVENANTS CONDITIONS, LAWS OR REGULATIONS IMPOSED UPON CITY BY ANY FEDERAL, STATE OR LOCAL GOVERNMENTS AND IN FULL COMPLIANCE WITH ARTICLE 12 PARAGRAPH 12.02 HERE OF.

THAT'S A NONDISCRIMINATION SUB SECTION.

OPEN TO THE PUBLIC ON A SPACE-AVAILABLE BASIS.

THAT'S WHAT THE LEASE SAYS.

>> WHAT DOES THAT MEAN?

>> THAT MEANS THEY CAN PUT ONE TEE TIME ON GOLF NOW AND THAT IS THE ONLY SPACE THEY HAVE AVAILABLE.

>> SO, THEY CAN MAKE IT PRIVATE AS LONG AS THEY MAKE A COUPLE SPOTS AVAILABLE TO THE PUBLIC.

SO IT WOULD BE TERMED AS SEMI PUBLIC.

AT LEAST THAT'S MY INTERPRETATION OF BEING IN THE GOLF

>> THANK YOU.

MIKE.

>> YOU'RE WELCOME.

I HAVE AND LEE.

YOU HAVE --

>> YES.

I HANDED OUT TO PHILIP, THAT YOU RECEIVED A LETTER FROM ED BURACOWSKI.

I THINK HE HAND DELIVERED IT YESTERDAY.

YOU HAVE READ THE LETTER I GUESS.

SO I WAS JUST CURIOUS IF YOU HAD COMMENTS.

>> I ALREADY RESPONDED.

>> PHILIP.

I READ IT.

I HAVEN'T RESPONDED.

YET.

I

>> OKAY.

MIKE.

>> SINCE YOU'RE ASKING DIRECTLY.

MIKE LEDOVICH.

THE REASON I DO THAT, I SAY THAT IS THIS HAS BEEN SOME MENTION OF CITY COMMISSIONERS ADDRESSING COMMITTEES.

AND SOME PEOPLE FEEL THAT'S APPROPRIATE.

SOME PEOPLE IT'S INAPPROPRIATE.

SO I AM ADDRESSING THIS COMMITTEE IN DIRECT RESPONSE TO A QUESTION.

THE ENTERPRISE FUNDS ARE CHALLENGING AND PERPLEXING.

THE GOLF COURSE, AS DISCUSSED, AS YOU HAVE ALREADY DISCUSSED, YOU OWE TWO MORE YEARS ON THE DEBT AND YOU OWE THE CITY $1.2 MILLION.

SO YOUR DEBT IS ABOUT A $1.5 MILLION TO THE CITY.

THE MARINA AS WE KNOW IS CONSIDERABLY MORE IN DEBT.

AND SO THE CHALLENGE IS HOW DO WE MAKE THESE OPERATIONS NOT PROFITABLE BUT BREAK EVEN.

OR HOW DO WE AT LEAST MITIGATE THE DEBT SO WE'RE NOT TAKING MONEY OUT OF THE GENERAL FUND TO PROP THEM UP.

AND WE ALL MY VIEW IS THAT THESE ARE CITY ASSETS.

THEY ARE ASSETS TO THE CITIZENS AND THE QUESTION ALWAYS IS, HOW

[00:45:01]

MUCH BURDEN DO WE WANT TO PUT ON TAXPAYERS FOR THESE AMENITIES? THAT'S ALWAYS THE BALANCING ACT THAT YOU'RE FACED WITH.

SO I SUPPORT THE GOLF COURSE.

BUT AS WE, AS I SAID PREVIOUSLY.

WE HAVE TO FIGURE OUT A WAY TO LESSEN THAT BURDEN.

I THINK THAT'S THE PROCESS WE'RE INVOLVED WITH NOW.

THANK YOU.

>> THANK YOU.

>> WELL, ED'S LETTER CAN BE MADE PART OF THE MINUTES.

SINCE YOU'VE BROUGHT IT UP.

>> OKAY.

IN THE RECORD.

ARE THERE ANY OTHER COMMENTS?

>> DO I HAVE TO RETYPE IT?

>> YES.

EVERY SINGLE WORD INCLUDING PUNCTUATION.

>> THE ATTACHED IS PART OF THE MINUTES.

>> OKAY.

IT WILL BE FINE.

SO WHEN YOU DO THE MINUTES, JUST ATTACH THAT TO THE BACK END OF IT.

IF THERE ARE NO OTHER COMMENTS, NO OTHER BUSINESS --

>> I MAKE A MOTION TO ADJOURN.

>> WAIT A MINUTE.

>> SORRY CHIP.

YOU WERE STILL THINKING.

CHIP

>> JUST SO YOU UNDERSTAND A LOT AMPLIFY WHAT COMMISSIONER SAID IN RESPONSE TO YOUR QUESTION, IS THAT THE $1.2 MILLION DEBT DOESN'T REALLY, IT HAS TO BE PAID BACK BECAUSE THE AUDITORS CAME IN ANDED YOU CAN'T IN PERPETUITY DO WHAT YOU'RE DOING.

THERE HAS TO BE SOME MECHANISM FOR PAYING BACK THAT DEBT SO THAT'S WHAT IS DRIVING A LOT OF THIS WHETHER IT'S OVER FIVE YEARS, 10 YEARS, 15 YEARS, IT'S STILL UNCLEAR.

AND THE REASON IT'S AN ENTERPRISE FUND, PEOPLE THINK THAT'S REALLY AN ACCOUNTING MECHANISM.

AND IT'S BECAUSE IT'S UNDER STATE AND COUNTY LAWS THAT IT HAS TO BE IN AN ENTERPRISE FUND AND HAS TO DO WITH OUR FUND BALANCES AND RESERVES.

THAT'S THE REASON FOR, YOU CAN'T JUST IN PERPETUITY TAKE FROM THE UTILITY FUND WHICH IS WHERE THAT MONEY COMES FROM.

AT SOME POINT, THE CITY HAS TO BITE THE BULLET AND PAY IT OFF OR HAVE A MECHANISM FOR PAYING BACK THE UTILITY FUND.

YOU CAN'T JUST KEEP DOING WHAT WE'RE DOING, ONCE A YEAR BORROW THE MONEY AND GIVE IT BACK.

SO THAT'S THE REASON.

AND I TOO, THINK IT'S A GREAT RESOURCE.

IT'S A COMMUNITY ASSET.

AS I DO WITH THE MARINA.

AND THE AIRPORT HAS A SUGAR DADDY, THE FAA WHICH TAKES CARE OF THEM.

THAT'S WHERE WE ARE.

>> I WOULD LIKE TO COMMENT, I APPRECIATE THE ATTENTION THAT THIS COMMITTEE GETS BY HAVING COMMISSIONER ROSS AND LEDOVIC AND COMMISSIONER CHAPMAN BEING ON OUR COMMITTEE.

I APPRECIATE YOU GUYS BEING HERE AND GIVING US YOUR OPINION WHEN YOU'RE ABLE TO.

WE'LL SEE.
