BACK IN THE LATE 90S, THE COUNTY WANTED TO BUILD A NEW COURTHOUSE, AND SO THEY WERE THREATENING TO MOVE THE COUNTY SEAT OUT TO YULEE. THE CITY INITIATED A LAWSUIT TO STOP THEM. AS A RESULT OF THAT LITIGATION, THERE WAS A SETTLEMENT AGREEMENT WHERE THE COUNTY AGREED THAT THEY WOULD CHIP IN TO RESTORE THE HISTORIC COURTHOUSE. IT HAD A LOT OF DEFERRED MAINTENANCE. THE CITY, IN EXCHANGE, WOULD AGREE FOR THE COUNTY TO BUILD THE JUDICIAL ANNEX, THE NEW JAIL, NEW SHERIFF'S OFFICE AND ALSO TO UTILIZE THE THE GOVERNMENT ANNEX OR GOVERNMENT ADMINISTRATIVE BUILDING AS PART OF THAT AGREEMENT, THE BETWEEN THE CITY AND THE COUNTY. IT WAS ALSO AGREED THAT ALL THE CONSTITUTIONAL OFFICERS WOULD MAINTAIN A PRESENCE IN THE HISTORIC COURTHOUSE. AND SO THAT'S THE CLERK OF COURT, THE PROPERTY APPRAISER, THE TAX COLLECTOR, SUPERVISOR OF ELECTIONS, ETC.. WELL, SINCE COVID, THE CLERK'S OFFICE HASN'T BEEN STAFFED AT ALL. AND THIS IS A CONCERN FOR STAFF BECAUSE ONE OF THE DUTIES OF THE CLERK IS TO RECORD DOCUMENTS IN THE OFFICIAL RECORDS, AND THE CITY ROUTINELY HAS TO RECORD THOSE DOCUMENTS. AND SO WHEREAS THEY WERE WALKING OVER WITH A CHECK, NOW THEY'VE RESORTED TO RECORDING THOSE. AND THAT IS AN ADDITIONAL $15 FEE. NOW IT JUST WENT UP IN NOVEMBER PER DOCUMENT. AND SO IT'S AN ADDITIONAL EXPENSE TO THE CITY ADMINISTRATIVELY NOT TO HAVE THE CONVENIENCE THAT IS REQUIRED THERE. [01:30:01] AS A MATTER OF FACT, OUR STATE CONSTITUTION REQUIRES THAT THOSE OFFICES BE IN THE COUNTY SEAT. AND UNDOUBTEDLY IN THAT LITIGATION, IT WAS SETTLED AND AGREED UPON THAT FERNANDINA BEACH IS THE COUNTY SEAT. IN ADDITION, IT'S ALSO DEPRIVING SERVICES TO OUR RESIDENTS. AND SO THOSE ARE THE KIND OF THE CONCERNS AND NOT HAVING THAT PRESENCE IN THE HISTORIC COURTHOUSE. WHAT I WOULD LIKE FROM THE COMMISSION, IF IT IS YOUR WILL AND THERE'S A CONSENSUS TO DRAFT A LETTER AND REQUESTING THAT THOSE OFFICES BE MAINTAINED IN THE HISTORIC COURTHOUSE, AS WAS AGREED WITH THE COUNTY. AS A RESULT OF THAT LITIGATION IN THE EARLY 2000 THE TAX COLLECTOR HAS ALWAYS MAINTAINED A PRESENCE THERE THROUGH COVID AND HAS A VERY HIGH LEVEL OF SERVICE. BUT THE CLERK'S OFFICE, SAVE FOR A COUPLE OF DAYS WHERE THEY REOPENED, THEY CLOSED BACK DOWN AND HASN'T BEEN CLOSED. SO I'D REALLY LIKE PERMISSION TO REACH OUT TO THEM AND REQUEST THAT THEY CONSIDER COMING BACK TO THE HISTORIC COURTHOUSE. I GOT THREE LIGHTS. SO I JUST WANTED TO REMIND EVERYBODY ABOUT THAT AND LOOK FORWARD TO SEEING PEOPLE THERE. AND THEN I HAVE A COUPLE OF QUESTIONS FOR STAFF. SO I REMEMBER WHEN MR. LORRY WAS SIDEWAYS WITH CODE ENFORCEMENT OVER THAT BUILDING ABOUT 18 MONTHS AGO, MAYBE CLOSE TO TWO YEARS. AND I THOUGHT WE HAD RESOLVED THOSE ISSUES, THAT HE WAS UNDER A CONSTRUCTION PROJECT WITH THE BUILDING DEPARTMENT AND CODE ENFORCEMENT WAS NO LONGER INVOLVED. SO I'M CONFUSED AS TO WHY THERE ARE SOME CODE ENFORCEMENT FEES THAT HAVE ACCUMULATED OR WHATEVER. I THOUGHT THAT GOT RESOLVED A WHILE BACK. AND SO I DON'T QUITE KNOW WHY IT'S BACK ON THE TABLE, BUT I'D LIKE SOMEBODY ON STAFF TO TO SEE WHAT WE NEED TO DO TO RESOLVE THAT. IT IS A BIG, LONG PROJECT HE'S BEEN WORKING ON, AND IT IS REALLY A CONSTRUCTION PROJECT. SO I WOULD APPRECIATE IT IF SOMEBODY WOULD LOOK AT THAT. IT'S 70 DAYS LATER WHEN THE BABIES NEED TO FIND THE WATER. THE THE WHITE BREAKING WAVE NEEDS TO BE THE BRIGHTEST THING THE BABY SEES SO THAT IT WILL HEAD TO THE WATER. OTHERWISE THEY DIE AND HEAD TO THE TO THE TO THE HOUSES. SO IT IS INCUMBENT UPON ALL OF US TO CALL THE POLICE AND CALL CODE ENFORCEMENT. WHEN YOU SEE A HOUSE ON THE BEACH. BECAUSE AS A SEA TURTLE PATROL PERSON DOWN AT THE TALBOTS, WE SEE TRACKS HEADING IN THE WRONG DIRECTION ALL THE TIME, AND THEN JUST THE TRACK ENDS BECAUSE IT WAS SNATCHED UP BY A GULL GAUL OR SOMETHING BECAUSE IT JUST WALKED FOR TOO LONG. IT DIDN'T MAKE IT TO THE BEACH, SO THANK YOU. LIGHTS YOUR PHONES, BY THE WAY. YOU CAN. PHONES CAN BE TURNED TO A RED LIGHT, NOT THE ACTUAL FLASHLIGHT THAT REQUIRES A COVER, BUT YOUR ACTUAL PHONE. WHEN YOU'RE LOOKING AT YOUR PHONE, YOU CAN CHANGE THE SETTING TO A RED LIGHT. AND THEN FINALLY, IT WAS A GREAT EVENT LAST YEAR. FINALLY, THE AMELIA ISLAND SEA TURTLE WATCH, THE ALL THE VOLUNTEERS THAT THAT COVER OUR OUR TEN MILES OF CITY BEACHES OR MORE. BECAUSE OF THE COMING BEACH RENOURISHMENT THEY HAVE TO BE ON THE BEACH EVEN EARLIER THAN NORMAL TO FIND THEIR NEST. AND THEY IF THEY'RE IN A RENOURISHMENT AREA, THEY HAVE TO MOVE THE NESTS, WHICH MEANS THEY WILL. AND AND THEY HAD BREAKS. THEY'VE HAD GREAT SUCCESS MOVING NESTS BECAUSE THEY MOVED THEM TO GREAT LOCATIONS WHERE THEY KNOW THAT IT'S VERY DARK. BUT YOU WILL PEOPLE WILL BE SEEING VEHICLES DRIVING ON THE BEACH BECAUSE THEY NEED TO MOVE THEM AS FAST AS POSSIBLE.
