COMBINED SALES USE TAXES, UTILITY TAXES AND INTERGOVERNMENTAL REVENUES, AND WHAT WE MEAN BY THAT IS OUR STATE REVENUE SHARING, THE OTHER THINGS WE GET. THOSE TOGETHER COMPRISE ANOTHER 14% OF THE YEAR TO DATE RECEIPTS. JUST AN IDEA OF WHERE THE MONEY COMES FROM.>> THIS IS OUR GENERAL FUND REVENUES YEAR TO DATE.
23,663,000. 74.3% OF THE TOTAL BUDGETED FOR FY25. AN INCREASE OF $1.7 MILLION FROM THE SAME PERIOD LAST YEAR. EVEN THOUGH WE ACTUALLY REDUCED OUR MILLAGE WE HAVE INCREASED OUR REVENUE.
$970,000 OF THE $1.7 MILLION INCREASE IS ATTRIBUTABLE TO AN INCREASE IN PROPERTY TAXES COLLECTED. THE REMAINING VARIANCES IS DUE TO $354,000 MORE IN CHARGES FOR SERVICES.
AND INCREASING INTERGOVERNMENTAL REVENUES COMPRISED OF DISCRETIONARY SALES TAX RECEIPTS, WHICH WAS PERSONALLY UPSET BY LOCAL RECEIPTS OF STATE AND LOCAL GRANTS IN THE HALF CENT SALES TAX. ANY QUESTIONS SO FAR? NEXT SLIDE, PLEASE. I DID TWO SLIDES ON EXPENDITURES BECAUSE WE REPORT OUR EXPENDITURES BY DEPARTMENT. AND THEN WE HAVE STREETS, PARKS AND RECREATION COMBINED, WHICH OPERATES NOT ONLY PLAYGROUNDS AND PARKS, BUT ALSO OUR CIVIC CENTERS, LIKE THE PACK CENTER AND MLK. ADMINISTRATION IS BASICALLY ANYTHING THAT DOESN'T FALL UNDER THOSE OTHER CATEGORIES. FACILITIES MAINTENANCE AS WELL AS FINANCE, I.T., THOSE DEPARTMENTS. AND TRANSFERS AND OTHERS, OUR GENERAL FUND TRANSFERS TO SUPPORT OUR CAPITAL IMPROVEMENT. AND OTHER FUNDS. IT'S GROUPED HERE WITH THAT AND SOME SMALLER THINGS. OKAY. DEPARTMENTS EXCEEDING THE BENCHMARK OF 41.7 PERCENT ARE, CITY CLERK, NON-DEPARTMENTAL, AND LAND CONSERVATION TRANSFER.
THE 46.7% FOR CITY CLERK, THEY HAVE BEEN ON THE LIST AND YOU WILL SEE IT IS COMING AROUND TO BEING MORE TRUE TO WHERE WE ARE IN THE YEAR BECAUSE THEY PAY A LARGE PORTION OF THEIR ANNUAL MAINTENANCE CONTRACTS FOR THE SOFTWARE, LISA FISH, RECORD STORAGE AND THOSE ITEMS AT THE BEGINNING OF THE YEAR. FOR NON-DEPARTMENTAL, THAT INCLUDES QUARTERLY PAYMENTS. FOR THE MAIL MACHINE, SECURITY, AND PEST CONTROL ITEMS. THOSE YOU WILL SEE PERIODICALLY SPIKE. LAND CONSERVATION, IT CONTINUES TO LOOK ELEVATED YEAR TO DATE BECAUSE WE HAD THE ONE-TIME TRANSFER OF $25,000 FOR THE MATCH ACCORDING TO RESOLUTION .

UMBER 150 WHICH IS UTILITY TAXES NUMBER 180 WHICH IS OUR CRA, COMMUNITY REDEVELOPMENT AREA.BUILDING FUND EXPENDITURES OUR BUDGET TO EXCEED REVENUES THIS YEAR TO REDUCE THE CASH BALANCE CARRYFORWARD TO COMPLY WITH FLORIDA STATUTES. LIMITED ON HOW MUCH OF A RESERVE THEY'RE SUPPOSED TO HAVE AND THAT FUND. UTILITY TAX TRANSFERS TO THE GENERAL FUND ARE BUDGETED TO EXCEED REVENUES THIS YEAR ALSO TO REDUCE THE CASH BALANCE FORWARD. THAT FUND EXISTS TO COLLECT MONEY AND THEN TRANSFER IT FOR OTHER ITEMS. SO IF MONEY IS SITTING IN THAT FUND, IT IS NOT BEING USED. THE CRA TOTAL INCLUDES $706,000 FOR THE STREET PROJECT, THAT IS THE ONLY MAJOR PROJECT THAT IS GOING RIGHT NOW IN THAT FUND. IT IS BUDGETED FOR COMPLETION THIS YEAR. NEXT SLIDE, PLEASE. UNDER CONSTRUCTION, OUR CAPITAL FUNDS. WE HAVE THREE. TWO OF THE CAPITAL FUNDS ARE PRIMARILY FOR CAPITAL IMPROVEMENT. NASSAU COUNTY HAS ALREADY MOVED THEIR CODE ENFORCEMENT TO A MAGISTRATE PROCESS. ONE OF THE PROPOSALS IS THAT WE TAKE THE CODE ENFORCEMENT AND WE MOVE IT TO A MAGISTRATE PROCESS AND WE SENSE THAT THAT BOARD. WE WOULD SUNSET THE GOLF COURSE ADVISORY BOARD AND MOVE THE GOLF COURSE ISSUES INTO THE PARKS AND REC BOARD SINCE THE GOLF COURSE IS NOW FUNCTIONING UNDER PARKS AND REC. THE GOLF COURSE ADVISORY BOARD WAS ONLY CREATED WHEN WE WENT TO A MANAGEMENT COMPANY WITH BILLY CASPER.
