THERE HASN'T BEEN A LOT TO TALK ABOUT FRANKLY UNTIL NOW BECAUSE IT'S A GOVERNMENT PROCESS. NO OFFENSE.
WELL, PART OF THE PROBLEM IS WE DIDN'T SUBMIT INFORMATION THE WAY THAT THE FAA ACTUALLY WANTED IT.
WE NEEDED TO SUBMIT A FOIA REQUEST, FREEDOM OF INFORMATION ACT REQUEST.
WE SUBMITTED A LIST OF QUESTIONS LIKE THEY ASKED US TO DO, NOT LONG AFTER THE INITIAL MEETING.
THEN CAME BACK MONTHS LATER, OH, YOU NEED TO SUBMIT A FOIA REQUEST, AND SO WE FINALLY FIGURED OUT HOW TO DO A FOIA REQUEST.
SUBMITTED THAT, THEN THERE WAS MORE DELAYS. I WON'T GET INTO ALL THAT.
WE FINALLY GOT THE DATA WE NEEDED FROM THE FOIA REQUEST BACK IN JUST ABOUT A MONTH AND A HALF AGO.
THE KEY PIECE OF THAT DATA WAS WHAT THEY CALL THE STAFF STUDY.
THE STAFF STUDY IS THE STUDY THE FAA TEAM DID COLLECTING THE DATA AND THE EVIDENCE THAT SUPPORTED THEIR PROPOSAL WITH ENOUGH INFORMATION THAT ALLOWED THEM TO MAKE THEIR RECOMMENDATION.
JUST FOR THOSE OF YOU WHO HAVEN'T SEEN IT, AND I DIDN'T BRING ANY SLIDES, BUT ESSENTIALLY, WHAT IMPACTS US THE MOST WAS AN ADDITIONAL FIVE-MILE EXTENSION FROM THE EXISTING 10-MILE OUTER RING OF THE CLASS CHARLIE AIRSPACE AROUND JACK'S AND A WEDGE THAT GOES OUT OVER FERNANDINA WITH A FLOOR OF THAT SHELF OF 1,200 FEET AND THE CEILING OF 4,000 FEET.
THAT PARTICULAR SECTION WAS THE PART THAT WE WANTED TO TALK ABOUT BECAUSE IT RAISES SOME CONCERNS.
WE TALKED ABOUT THESE LAST TIME AND JUST BRIEFLY, THE SAME CONCERNS ARE STILL THERE.
FUNDAMENTALLY, THE BIGGEST ISSUE IS THAT IT WOULD REALLY CRAMP THE PURE VFR, NO RADIO TRAFFIC DOWN TO A MUCH TIGHTER LIMITED AIRSPACE, WHICH WOULD COMPRESS TRAFFIC.
WE FEEL THAT CREATES ITS OWN SAFETY ISSUES JUST BY COMPRESSING TOO MUCH TRAFFIC TOGETHER.
IT PUTS QUITE A BIT OF A BARRIER OVER THE ISLAND AND WHERE PILOTS CAN FLY.
I ANALYZED THE DATA THAT THEY PROVIDED.
THEY PROVIDED A MATRIX OF WHERE THEY HAD SEEN CONFLICTS IN TERMS OF VFR TRAFFIC THAT WAS CONFLICTING WITH IFR-CONTROLLED TRAFFIC COMING INTO JACK'S.
ALMOST EXCLUSIVELY, IN OUR SITUATION, IT HAS TO DO WITH TRAFFIC LANDING ON RUNWAY 26 AND JACKS, BECAUSE THEY WANT TO BRING THEM IN, BRING THEM OVER THE AIRPORT AND LAND HIM ON 26.
IN FACT, AS I WAS WALKING IN TODAY, THERE WERE TWO AIRCRAFT.
ONE CAME IN AT 2,700 FEET, ONE CAME IN AT 3,000 FEET RIGHT OVER FRONT OF TO LAND OVER AT JACKS 26.
THAT WAS THE ISSUE, AND THAT'S WHAT THEY'RE TRYING TO RESOLVE.
BASED ON THE STAFF STUDY AND THE DATA THAT I WAS ABLE TO SEE, I FEEL LIKE IT'S JUSTIFIABLE BECAUSE MOST OF THE CONFLICTS DO NOT EXIST ALL THE WAY DOWN AT 1,200 FEET.
IN FACT, MAYBE ONLY A SMALL HANDFUL EXIST THAT LOW.
MOST OF THE CONFLICTS ARE IN THE 2,500-4,000-FOOT RANGE THAT THEY IDENTIFIED.
INTERESTINGLY, EVEN THOUGH THEY CLAIMED THAT THE CONFLICTS WERE MOSTLY ON WHAT WE CALL MARGINAL VFR DAYS, YOU ALL KNOW WHAT THAT MEANS, BUT MARGINAL VFR DAY REALLY WANTED TO GET TRAFFIC BELOW THAT CEILING TO LAND, DO A VISUAL APPROACH INTO JACKS.
BUT IF YOU LOOK AT THEIR DATA, THAT'S NOT WHAT'S HAPPENING.
I FOUND A HISTORICAL METAR SITE WHERE I COULD GET METARS FOR THE EXACT TIME OF THE INCIDENTS.
IT'S ALL 8,000-FOOT CEILINGS SCATTERED OR 10 MILES OF VISIBILITY.
THERE ARE OTHER REASONS THAT THEY'RE TRYING TO BRING TRAFFIC IN LOWER NOT MY PLACE TO SPECULATE ON WHAT THOSE ARE.
WE COULD SPEND HOURS DOING THAT.
BUT WHAT IT DID LEAD TO IS A RECOMMENDATION WE BELIEVE HAS MERIT.
OUR PRIMARY PROPOSALS ARE, I DON'T WANT TO PUT THEM OUT HERE YET BECAUSE THEY'RE NOT PUBLIC. WE HAVEN'T FINALIZED THEM.
I PRESENTED THEM TO THE REST OF THE COMMITTEE TODAY, BUT ESSENTIALLY, WE ARE AGREEING TO THAT EXTENSION WITH A COUPLE OF CHANGES.
WE WANT TO RAISE THAT FLOOR OF THAT SHELF TO A MORE REASONABLE LEVEL, AND WE'VE ASKED THAT THE OUTER BOUNDARIES OF THAT SHELF, RATHER THAN JUST BEING A PURE CIRCLE OFF AN ARC, WE WANT TO ACTUALLY HAVE THE OUTER BOUNDARIES THAT STOP AT THE SHORELINE.
VFR TRAFFIC COMING UP AND DOWN THE SHORELINE, DON'T HAVE TO WORRY ABOUT LOGGING IN AND CHECKING IN WITH ATC, AND IT MAKES THE SHORELINE A VERY VISIBLE, DISCRETE BARRIER, SO PILOTS WILL KNOW WHEN THEY'RE IN OR OUT OF THE JACK'S AIRSPACE.
THAT WAS OUR REQUEST FROM THE FERNANDINA PILOTS, WHICH MANY OF YOU ARE IN THE AEA MEETINGS, WHERE WE TALKED ABOUT ALL THIS.
WHAT WE'VE DONE IS I MET WITH THE REST OF THE ADDO CHAIRMAN TODAY.
THEY WANT TO LOOK AT WHAT THEY WANT TO DO ON THE SOUTH AND WEST SIDE BECAUSE THE EXTENSION WAS NOT JUST OVER FERNANDINA.
THE EXTENSION ALSO INCLUDED COMPLETION OF THE CIRCLE ON THE SOUTH SIDE AND AN EXTENSION ON THE WEST SIDE TO COVER TRAFFIC COMING INTO LAND ON 108 THEY WANT TO TWEAK THAT A LITTLE BIT.
BUT ULTIMATELY, BY NEXT WEEK, WE EXPECT TO HAVE A FINAL PROPOSAL.
THE PROCESS IS THAT WE WILL THEN PRESENT THAT PROPOSAL TO THE REST OF THE MEMBERS OF THE ADDO COMMITTEE, ABOUT 25 FOLKS WHO ARE ALL AT THE INITIAL MEETING.
DON'T EXPECT A LOT OF FEEDBACK FROM THEM, FRANKLY, BECAUSE THEY HAVEN'T BEEN VERY PARTICIPATORY SINCE THE FIRST MEETING.

THEY WILL ULTIMATELY ISSUE A REVISED PROPOSAL, A NEW RULE, WHICH WILL GO OUT FOR PUBLIC COMMENT, NOTICE OF PROPOSED RULE-MAKING AND ALL THAT STUFF.
IT'S STILL A LONG WAY AWAY FROM ANYTHING ACTUALLY HAPPENING, BUT OUR PIECE OF THE WORK IS ALMOST DONE.

WE'VE HAD OUR ANNUAL CAPITAL MEETINGS WITH THE FAA AND DOT TO LAY OUT THE ROAD MAP AND REFINE OUR CAPITAL PLAN GOING FORWARD.
I WANT TO WALK THROUGH FIRST THE PROJECTS THAT WE HAVE ALREADY INITIATED.

ONE OF THE LARGEST PROJECTS THE AIRPORT IS GOING ON RIGHT NOW IS THE TAXIWAY REHABILITATION.
WE'RE REHABILITATING THE PAVEMENT, THE LIGHTING, AND STORMWATER ASSOCIATED WITH TAXIWAY ALPHA.

SCOPE AREAS BETWEEN TAX WAY DELTA AND RUNWAY 22.

WHAT HAPPENS WHEN YOU HAVE A LEAKING JOINT AND A CONCRETE PIPE IS OVER TIME, SEDIMENT WILL DROP INTO THAT PIPE.
OFTENTIMES IT CAUSES A SINKHOLE.
THAT SINKHOLE CAN BE IN A FIELD OR IT CAN BE ASSOCIATED WITH ASPHALT OR PAVEMENT.
LINING THE PIPES RESOLVES THAT ISSUE AND PROTECTS YOUR INFRASTRUCTURE ABOVE IT.
THIS PROJECT IS LINING A STORMWATER PIPE FROM THIS CORNER UP TO THE DITCH.

WE DECIDED THERE WAS A NUMBER OF YEARS OF FUNDING FOR AN AIRPORT WHERE YOU COULD EITHER USE THAT FUNDING EACH YEAR OR YOU COULD SAVE THAT FUNDING AND USE IT ON A LARGER PROJECT.
THE PROJECT WE IDENTIFIED FOR USE OF THAT FUNDING WAS TO REHABILITATE OUR T HANGER TAX LINES.
THESE ARE THE TAXI LINES IN THIS AREA AND THE ROADWAY GOING OUT TO WHAT WE CALL GATE 3.
YOU GUYS COME OFF AIRPORT ROAD AND COME INTO THE T HANGER LINE.
MOST OF THESE TAXI LANES WERE CONSTRUCTED WITH THE T HANGERS.
SOME OF THESE T HANGERS WERE THE LATE '80S, '89, '90S, SO THAT PAVEMENT IS FAIRLY OLD.
WE'VE SEAL-COATED THOSE TAX LANES A NUMBER OF TIMES.
THEY LOOK DARK THEY'RE IN BETTER CONDITION, BUT THEY'RE DEFINITELY REACHING THE END OF THEIR LIFE.

IF YOU REHABILITATE THE PAVEMENT AS IT IS RIGHT NOW, I'VE HAD PROGRAMMING ESTIMATES FROM ENGINEERS ANYWHERE FROM 3.5-$4.5 MILLION FOR THAT PROJECT WITH SOME VARIABILITY IN THERE.DURING OUR ANNUAL FUNDING PROGRAMMING DISCUSSIONS WITH THE STATE AND THE FAA, THE FAA ALLOWED US TO RECOMPLETE A CROSS-WIND ANALYSIS USING WIND DA FROM THE AIRPORT AND SUBMIT THAT TO THEM FOR THEIR REVIEW.
WE'VE COME TO REALIZE THE FAA HAS ACTUALLY ACCEPTED THAT WE HAVE ELIGIBILITY TO RECEIVE FAA FUNDING FOR REHABILITATION OF 1331 IS A CROSSWIND RUNWAY.
WE'RE ELIGIBLE FOR THAT. THAT'S GOOD NEWS BECAUSE THAT OPENS UP OTHER THINGS FOR ELIGIBILITY LIKE TAXIWAY BRAVO, WHICH IS A PARALLEL TO 1331, AND IT COULD BE GOOD FOR THE AIRPORT.
ONE OF THE CHALLENGES IN THAT DISCUSSION IS 1331 HAS SOME OLDER GEOMETRY ASSOCIATED WITH IT AND WHAT I MEAN BY GEOMETRIES, I MEAN, LIKE THIS INTERCHANGE HERE, SOME OF THESE TAXIWAYS THAT ARE COMING INTO THE RUNWAY AT A 45-DEGREE ANGLE.

IF WE TAKE THE FAA'S MONEY, WE WILL NEED TO RESOLVE THOSE DESIGN STANDARD DEFICIENCIES FOR THE PROJECT.

BUT IT'S AN APPROPRIATE TIME AND WE WANT TO DEFINITELY MAKE SURE THAT WE CAN GET THE PLANNING OF THIS FIGURED OUT BEFORE WE INVEST 6-$7 MILLION IN REBUILDING RUNWAY AND REDOING GEOMETRY AT THE NORTH END.

MASTER PLAN PROCESS CAN TAKE 12-16 MONTHS TO GET THROUGH.
WHAT THEY SAID, IS YOU DON'T HAVE TO WAIT UNTIL WE FINISH THE MASTER PLAN TO START DESIGNING BECAUSE WE ALL KNOW 1331 IS IN CONDITION WHERE IT NEEDS REHABILITATION.
AT THE FRONT END OF THAT PROCESS, LET'S WORK WITH YOU AND YOUR CONSULTANTS WHEREVER THAT TEAM MAY BE AND LET'S AGREE UPON AN ALTERNATIVE AND THEN YOU CAN GO OFF ONCE WE AGREE UPON THAT IN SOME FASHION, START THE DESIGN WORK TO REHABILITATE 1331.
