MY NAME IS CHIP ROSS, 210 NORTH 3RD STREET, FERNANDINA BEACH, FLORIDA.
SO WHEN I TOOK OFFICE SEVEN YEARS AGO, THE SOUTHERN PART OF THE MARINA WAS MOSTLY CLOSED IN DISREPAIR AND MIRED IN MUD.
THE NORTHERN PART OF THE MARINA WAS IN POOR REPAIR.
THERE WAS A DIFFERENT MANAGEMENT COMPANY THAT HAD LET THE MARINA FALL INTO DISREPAIR.
THE MARINA WAS HEAVILY IN DEBT, ABOUT $12 MILLION.
THERE WAS NO PLAN TO BUILD THE MARINA.
THE ARMY CORPS WAS NOT ALLOWING THE REBUILDING OF THE ATTENUATOR BECAUSE OF THE NEARNESS OF THE CHANNEL.
FIMA WAS RENEGING ON ITS COMMITMENT TO FUND AND REPAIR THE MARINA, AND THE CITY WAS SUBSIDIZING THE ARENA TO THE TUNE OF ABOUT SEVERAL MILLION DOLLARS EVERY YEAR.
CURRENTLY, THE SOUTHERN PART OF THE MARINA HAS BEEN REBUILT, DREDGED, AND IT IS FULLY OPERATIONAL.
THE NORTHERN PART OF THE MARINA HAS BEEN REPAIRED.
A NEW MANAGEMENT COMPANY, OASIS HAS BEEN HIRED, WHICH HAS EXCELLED AT OPERATING AND MAINTAINING THE MARINA.
THE DEBT HAS BEEN SIGNIFICANTLY DECREASED BY A COMBINATION OF LOAN FORGIVENESS ON FIMA PAYMENTS.
THE DEBT SHOULD BE ELIMINATED IN SIX YEARS IF THE CURRENT CONDITIONS PREVAIL.
THE MARINA WAS REBUILT DESPITE THE FACT THE COMPANY PROVIDING THE ATTENUATOR WENT OUT OF BUSINESS TWICE.
THE CHANNEL HAS BEEN MOVED SO THAT IT NO LONGER INTERFERES WITH THE MARINA.
AFTER LITIGATION, FIMA PAID THE ENTIRETY OF WHAT FIMA ORIGINALLY PROMISED, WHICH WAS $6.5 MILLION PLUS THEY PAID $300,000, WHICH WAS ORDERED BY THE COURT TO COVER THE CITY'S INTEREST COSTS.
THIS HAD NEVER BEEN DONE BEFORE IN THE HISTORY OF FIMA.
MAINTENANCE DREDGING IS ONGOING, AND THE CITY SUBSIDY HAS BEEN DECREASED TO APPROXIMATELY $700,000 A YEAR.
ALL THE ABOVE WERE PRIMARILY ACCOMPLISHED BY A FEW PEOPLE WHOM I WOULD LIKE TO THANK.

DURING THE EFFORTS HE WAS FREQUENTLY CRITICIZED BY CERTAIN MEMBERS OF THIS BOARD AND ITS PREDECESSOR MEMBERS.
BRONSON LAMB WAS THE PROJECT MANAGER WHO GOT THE MARINA BUILT.
HE WAS ABLY AIDED BY KATHY CHAPMAN AS HIS ASSISTANT.
WITHOUT THEIR EFFORT, THE MARINA WOULD NEVER HAVE BEEN BUILT.
DURING THE EFFORT THEY WERE FREQUENTLY CRITICIZED BY CERTAIN MEMBERS OF THIS BOARD AND HIS PREDECESSOR MEMBERS.
FLYNN WILLIAMS WAS THE FINE COMMISSIONER WHO SPEARHEADED THE EFFORT TO GET THE MARINA REBUILT WITH THE COURT OF ENGINEERS.
FLYNN WILLIAMS. HE ALSO PROVIDED FINE GRANT MONEY TO DREDGE THE MARINA.
TO THE BEST OF MY KNOWLEDGE, NO MEMBER OF THIS BOARD OR ITS PREDECESSOR MEMBERS HAS EVER THANKED OR ACKNOWLEDGED HIS EFFORT.
ADDITIONALLY, IN THE PAST THIS MARINA ADVISORY BOARD AND ITS PREDECESSORS HAVE CONSISTENTLY OPPOSED PRICE INCREASES NECESSARY TO FUND THE OPERATIONS OF THIS MARINA.
THEY OPPOSED THE HIRING OF OASIS, AND REPEATEDLY HAVE ASKED FOR FEE WAIVERS WITHOUT PROVIDING ANY ALTERNATIVE FOR SOURCES OF REVENUE.
I'VE ATTENDED NEARLY EVERY MARINA ADVISORY MEETING SINCE I WAS ELECTED SEVEN YEARS AGO.
I'M THE ONLY COMMISSIONER WHO HAS EVER ATTENDED ANY OF YOUR MEETINGS.
I THOUGHT IT WAS IMPORTANT TO HEAR WHAT THIS BOARD HAD TO SAY ABOUT THE MARINA.
MY TERM AS CITY COMMISSIONER ENDS AT THE BEGINNING OF NEXT MONTH.

AS YOU KNOW, THE NEW BUDGET STARTS OCTOBER 1ST, SO THAT WILL BE THE FIRST SLOT OF FC.
OUR CAPX PROJECTS WE BUDGETED FOR A LOT OF POSITIVE THINGS FOR THE MARINA NEXT YEAR.
THIS INVOLVES EVERYTHING FROM THE FUEL TANK REPLACEMENT PROJECT, WHICH HAS BEEN BUDGETED AT $420,000.

THE SHRIMP BOAT THAT WE HAVE ACQUIRED TO BE HERE FOR THE SHRIMP FESTIVAL COMMITTEE, GOT THE BOAT THAT'S GOING TO BE HERE AND TO WAIVE THAT MINUTE FEE FOR JUST THOSE TWO DAYS IS A DROP IN THE BUCKET COMPARED TO THE AMOUNT OF MONEY THAT COMES INTO THIS MARINA.
I FIND THAT OFFENSIVE FOR ANYBODY TO COMPLAIN THAT THE CITY WOULD GO AHEAD AND WAIVE THAT FEE FOR THAT EVENT BECAUSE THAT IS GENERATING MONEY TOO.
THE SHRIMP FESTIVAL GENERATES A LOT OF MONEY TO THIS CITY, AND I JUST TAKE OFFENSE TO THAT.
I'M HOPING THAT THIS NEW CITY COMMISSION WHEN IT COMES IN WILL SEE THE IMPORTANCE OF THAT MARINA AND CONTINUE TO HELP IT TO GROW.
THERE ARE THINGS THAT CAN BE DONE, BUT WE NEED PEOPLE WITH EARS THAT ARE WILLING TO LISTEN.
THIS IS A GOOD BOARD. WE'VE GOT A LOT OF PEOPLE.

DURING SHRIMP FESTIVAL, FOR THEM TO BE DOCKED, FOR THE COMMUNITY AND THE PEOPLE WHO ARE COMING HERE TO SEE THAT BOAT, THE FEE NEEDS TO BE WAIVED EVERY YEAR AS FAR AS I'M CONCERNED.

THINGS THAT WERE IN THE CONTRACT THAT SHOULD HAVE BEEN CHANGED, ONE WAS A TROUGH, ANOTHER WAS A 306 INSTEAD OF 316 STAINLESS STEEL FITTINGS, IT WOULD HAVE COST MORE, BUT THEN YOU WOULDN'T BE REPLACING AS OFTEN.
THINGS LIKE THAT THAT WE BROUGHT UP AND THINGS LIKE THE ADA RAMP THAT WAS IN THE ORIGINAL CONTRACT, THEN TAKEN OUT OF THE CONTRACT, AND WE TOLD THEM THEY HAD TO PUT IT BACK IN BECAUSE OF FEDERAL REQUIREMENTS.
THOSE WERE THINGS THAT WE HAD DISAGREEMENTS WITH.
BUT HEY, EVERYBODY HAS OPINIONS.
EVERYBODY HAS WISHES AND WANTS, AND YOU DON'T ALWAYS GET WHAT YOU WANT.
