>> ALL RIGHT, THANK YOU, REVEREND. TO KICK THINGS OFF TONIGHT WE DO HAVE OUR CHIEF OF POLICE WITH US TO GIVE US AN UPDATE ON A COMMUNITY ENGAGEMENT INITIATIVE.

>> GOOD EVENING. JEFF TAMBASCO, POLICE DEPARTMENT. I JUST WANTED TO GIVE YOU SOME HIGHLIGHTS. THREE YEARS AGO WE STARTED TO LOOK AT WHAT WE CAN DO TO ENHANCE COMMUNITY ENGAGEMENT. WE DID A COMPREHENSIVE REVIEW OF POLICIES, PROCEDURES AND REALLY OUR RESOURCES, WHAT DID WE HAVE AVAILABLE THAT WE COULD USE? WE ALSO HAVE TO FOSTER OUR COMMUNITY ENGAGEMENT. WE WANTED TO STRENGTHEN AND POLISH IT SO WE TOOK IT FROM A SMALL SECTION OF THE POLICE DEPARTMENT AND MADE IT DEPARTMENTWIDE. WE TRANSITION FROM A DOWNTOWN DEDICATED OFFICER TO A CITYWIDE ENGAGEMENT SESSION. WE FOUND THROUGH OUR COMPREHENSIVE REVIEW THAT WE WERE DOING GREAT DOWNTOWN, BUT LACKING IN OTHER AREAS, SO WE WANTED TO MAKE SURE WE WERE PROVIDING THE SAME SERVICE CITYWIDE. YOU WILL SEE THE SIGNS ALL OVER THE POLICE DEPARTMENT. THEY SAY WHAT IS YOUR PURPOSE? THESE ARE MEANT TO REMIND OUR OFFICERS WHY THEY GOT INTO THE PROFESSION AND TO ALWAYS KEEP THAT IN THEIR MIND WHEN DEALING WITH THE PUBLIC. WE ARE CUSTOMER SERVICE ORIENTED AND WE WANTED TO MAKE SURE THAT WE MAINTAIN THAT THOUGHT PROCESS. YOU WILL SEE OUR CORE VALUES, WE HAVE THEM ON OUR CARS AND ON THE POLICE DEPARTMENT WALLS. IT IS A REMINDER. EVERY TIME YOU TREAT SOMEONE YOU TREAT THEM WITH PROFESSIONALISM, WITH RESPECT, WITH INTEGRITY. THAT IS IMPORTANT, SO WE WANT TO CONTINUALLY REMIND OUR OFFICERS THAT THAT IS WHAT WE EXPECT AND WE PROMOTED OUR BRAND. IT IS NOT JUST A DEPARTMENT, IT IS A CITY BRAND AND THAT IS WHAT WE GOT ACROSS TO EVERYONE THROUGH FACEBOOK AND AND INSTAGRAM AT -- AND OF COURSE OUR WEBSITE. WE WANTED TO IDENTIFY OUR COMMUNITY PARTNERS. A COUPLE EXAMPLES HERE IS WE REACHED OUT TO OUR FAITH-BASED LEADERS IN THE COMMUNITY AND WE HOLD A MEETING ONCE EVERY TWO MONTHS AND WE SIT DOWN WITH LOCAL PASTORS AND WE TALK ABOUT WHAT IS GOING ON IN THE COMMUNITY.

IT IS A WAY FOR US TO REALLY BRIDGE THAT GAP BETWEEN US AND THE CONGREGATION. WE RECENTLY HAVE REACHED OUT TO OUR HISPANIC LEADERS IN THE COMMUNITY AND WE HAVE A TREMENDOUSLY FAST-GROWING HISPANIC COMMUNITY, SO WE ARE LOOKING TO BRIDGE THAT AS WELL AND FOSTER A RELATIONSHIP WITH THEM. WE SET A STARTING GOAL OF TWO COMMUNITY OUTREACHES PER WEEK AND ONE SOCIAL MEDIA OUTREACH PER DAY AND WE ARE NOW AVERAGING FOUR OUTREACHES PER WEEK AND MULTIPLE TIMES A DAY WE ARE ON INSTAGRAM, FACEBOOK OR OUR WEBSITE, SO WE HAVE EXCEEDED OUR GOAL AND WE WILL KEEP DOING THAT AND OF COURSE WE INCORPORATE OUR COMMUNITY ENGAGEMENT SESSION INTO OUR DAILY PLANNING. SO THE COMMUNITY ENGAGEMENT OFFICER IS ASSIGNED DIRECTLY TO MYSELF AND THE DEPUTY CHIEF, SO THEY ARE INVOLVED IN THE ADMINISTRATIVE PLANNING, OUR OPERATIONAL MEETINGS. EVERYTHING WE DO IS COMMUNITY ENGAGEMENT ORIENTED AND THAT HAD TO BE IMPORTANT BECAUSE THAT PUT AN AURA OF IT IS COMING FROM THE CHIEF'S OFFICE, THIS IS OUR INITIATIVE AND THIS IS WHAT WE ARE GOING TO DO. AGAIN OUR CORE VALUES ARE ON OUR WALLS AS A REMINDER. SOME MILESTONES. WE ESTABLISHED AN ENHANCED CULTURE OF COMMUNITY ENGAGEMENT DEPARTMENTWIDE. WE EXPANDED TO A CITYWIDE PROGRAM. WE INCREASED OUR SOCIAL MEDIA PRESENCE OVER 500% THROUGH ANALYTICS. WE DID OUR VEHICLE WRAP AND THE LATEST IS OUR

CANINE AMBASSADOR, SO THAT IS ANOTHER WAY TO ENGAGE A COMMUNITY AND START A CONVERSATION. THE VEHICLE WRAP STARTED IT. THE OFFICER THAT DRIVES THAT VEHICLE GETS OUT OF IT DAILY AND SOMEONE WALKS UP TO HER AND THAT CONVERSATION STARTS AND THAT WAS OUR HOPE WITH THAT AND THAT IS OUR HOPE WITH THE DOG AS WELL. THIS YEAR WE DID OUR FIRST ANNUAL REPORT, WHICH COVERS EVERYTHING FROM OUR BUDGET TO HOW MANY PERSONNEL WE HAVE, OUR TRAINING, CALLS FOR SERVICE.

OUR VERY LOW CRIME RATE THAT WE ARE LUCKY TO HAVE IN THE CITY.

WE ARE LOOKING AT DOING THIS EVERY YEAR. IT IS ON OUR WEBSITE. PLEASE IT IS ABOUT 30 PAGES. IF YOU HAVE NOT SEEN IT, PLEASE GO TO OUR WEBSITE AND LOOK IT UP. IT IS VERY DETAILED. WHAT ARE WE GOING TO DO IN THE FUTURE? WE WILL CONTINUE TO FOSTER COMMUNITY ENGAGEMENT. WE WILL BUILD ON OUR ALREADY ESTABLISHED PROGRAMS AND MAKE THEM BETTER.

WE WILL ALWAYS EVALUATE POLICIES, PROCEDURES AND RESOURCES. COMMAND STAFF MEETS EVERY THURSDAY AND WE GO OVER OUR POLICIES. WE START AT POLICY 1 AND WORK OUR WAY THROUGH ALL 126 POLICIES BY THE END OF THE YEAR. AGAIN WE MAY NOT MAKE A CHANGE, BUT SOMETIMES WE MAKE BIG CHANGES.

WHAT I DON'T WANT IS THE STATUS QUO. WE WANT TO CONTINUALLY IMPROVE WHAT WE ARE DOING AND THE ONLY WAY TO DO THAT IS THROUGH THESE EVALUATIONS. AND THE NUMBERS BECAUSE DATA DOESN'T LIE, IN 2021 WE HAD 184 COMMUNITY ENGAGEMENT INITIATIVES THROUGH OUR COMPUTER-AIDED DISPATCH. AS YOU CAN SEE IT INCREASES EVERY YEAR. WE ARE UP TO 488 YEAR TO DATE, SO WE WILL DEFINITELY BREAK THAT 600 MARK BY THE END OF THE YEAR. WE HAVE ESTABLISHED THAT CULTURE, WE JUST NEED TO BUILD UPON IT NOW AND THAT'S IT UNLESS YOU HAVE

EXCITING 12 PIECE SALSA BAND. AND THE 21 PEACE UNIVERSITY OF FLORIDA -- UNIVERSITY OF NORTH FLORIDA, EXCUSE ME. THE JAZZ ENSEMBLE DIRECTED BY DENNIS MARKS. WITH HORS D'OEUVRES AND DRINKS AND MY TRIO WITH BONNIE AND OUR SCHOLARSHIP WINNER THIS YEAR. IT IS FREE TO THE COMMUNITY. THE FACADE IMPROVEMENT GRANT, WHAT YOU ARE SEEING A PICTURE OF IS ONE THAT WAS AWARDED IN THE SPRING CYCLE TO THERAPEUTIC SOLUTIONS ON EIGHTH STREET FOR THE NEW SHUTTERS AND REFURBISHMENT OF THE WALKWAY. ALL OF THE WOODEN WALKWAYS AND THEN WE HAVE ANOTHER ONE THAT WAS AWARDED IN THE SPRING, WHERE THE PROJECT HAS NOT BEEN COMPLETED. THAT IS A DOWNTOWN PROJECT. AND AMELIA ISLAND COFFEE SHOP. SO THAT IS COMING ONCE THAT WORK IS DONE.

THEN WE CONTINUE TO WORK ON FORMING AN EIGHTH STREET COALITION OF BUSINESSES TO HELP US WITH FIGURING OUT WHAT THOSE BUSINESSES NEED FOR SUPPORT AND MAINTAINING THAT AREA AND AGAIN, CONTINUING TO COLLABORATE WITH OTHER ORGANIZATIONS, LIKE KEEP NASSAU BEAUTIFUL, TO DO THAT. OUR ORGANIZATION COUNCIL, AS YOU HEARD THERE IS A LOT OF WORK THAT GOES IN. THIS COUNCIL OVERSEES THAT, ESPECIALLY THE FINANCES OF IT. SO THEY HELP MAKE SURE THAT THE BUDGET IS IN LINE. THIS GROUP IS ALSO FOCUSING ON OUR ORGANIZATION.

OUR PROMOTIONS COUNCIL ENCOURAGES PEOPLE THAT LIVE LOCALLY OR ARE VISITING TO COME INTO OUR DOWNTOWN AREA TO SHOP AND EAT AND DO ALL THE THINGS TO SUPPORT OUR SMALL BUSINESSES. WE HAD A SOMERSET BAND SHOP IN AUGUST. THIS IS THE THIRD TIME WE'VE DONE THAT. 30 SHOP LOCATIONS THIS TIME, SO WE HAVE MOVED UP QUITE A BIT IN THE NUMBER OF LOCATIONS AND WE HAD 315 ATTENDEES. REALLY GREAT REPORTS ON INCREASED SALES THAT NIGHT AND INCREASED TRAFFIC. WE SHIFTED TO A MONTHLY PROMOTIONAL CAMPAIGN, SO WE ARE DOING EIGHTH STREET ON THE EIGHTH AND WE ARE FEATURING DIFFERENT BUSINESSES ALONG EIGHTH STREET TO HELP SUPPORT THEM AND DRIVE BUSINESS TO THEM AND UPCOMING WE HAVE A LOT OF EVENTS, AS YOU CAN IMAGINE. IT IS FALL AND MOVING INTO THE HOLIDAY SEASON, SO WE HAVE TRICK OR TREAT. WE HAVE A NEW EVENT, THE NIGHT OF SPIRITS SIT BAND SHOP AND AN OLD FAVORITE, THE BLACK PARTY -- BLACK FRIDAY PAJAMA PARTY. A LOT OF STUFF COMING UP AND OF COURSE WE CONTINUE TO WORK ON PROMOTING BICENTENNIAL EVENTS AND WORKING ON THE CULMINATION OF THE BICENTENNIAL. SO THE TICKETS SHOULD BE ON SALE BY THE END OF THE WEEKEND WE ARE REALLY EXCITED. THIS IS A LONG TABLE EVENTS DOWN CENTER STREET WITH A LOT OF RESTAURANTS BEING INVOLVED IN SUPPLYING THE FOOD. THE MEMBER PARTNER CONTRIBUTIONS ARE UP COMPARED TO LAST YEAR AND COMPARED TO OUR BUDGETED AMOUNT, BUT EVERYTHING ELSE IS REALLY TRACKING WHERE WE THOUGHT IT WOULD BE AND SHOULD BE. ON THE EXPENSE SIDE, PAYROLL EXPENSES ARE UP. WE DID HIRE A PART-TIME EVENT COORDINATOR TO HELP OUT WITH COORDINATING AND RUNNING OUR EVENTS BECAUSE THAT IS VERY LABOR-INTENSIVE. WE ARE WORKING WITH THE NASSAU COUNTY DEPARTMENT OF HEALTH AND AARP AND THIS IS REALLY CREATING A RECOGNITION PROGRAM FOR OUR ORGANIZATIONS AND BUSINESSES THAT ARE WITHIN THE MAINSTREET FOOTPRINT. THERE ARE 1600 MAIN STREET COMMUNITIES ACROSS THE COUNTRY AND FERNANDINA BEACH IS THE ONE THAT HAS BEEN ASKED TO PILOT THIS PROGRAM. SO WE WILL BE WORKING ON FINALIZING THE PROGRAM, PILOTING IT IN OUR COMMUNITY AND THEN WE WILL BE DOING A PRESENTATION NEXT YEAR AT THE NATIONAL MAIN STREET CONFERENCE WITH AARP TO PRESENT THIS TO OTHER MAIN STREET COMMUNITIES SO THEY CAN REPLICATE WHAT WE ARE DOING HERE. ONE OF THE THINGS WE ARE VERY FORTUNATE WITH IN FERNANDINA IS WE HAVE A LOT OF PARKS, BUT HOW ACCESSIBLE ARE THE PARKS WHEN LOOKING AT WALKING? ARE THERE SIDEWALKS THAT LEAD TO THE PARK? DO WE HAVE TO CROSS BUSY ROADS? ARE THERE THINGS CHILDREN CAN DO ON THEIR OWN OR DO THEY NEED TO HAVE OLDER ADULTS ESCORT THEM ACROSS THE STREET BECAUSE THERE IS NOT AN ACTUAL SIDEWALK THAT WILL STOP PEDESTRIAN TRAFFIC FOR THEM TO CROSS EFFECTIVELY OR SAFELY? LOOKING AT BIKE PATHS. WE HAVE WONDERFUL BIKE PATHS AND HOW CAN WE INCREASE AND CONTINUE TO COLLABORTE AND LINK DIFFERENT AREAS OF FERNANDINA AND AMELIA ISLAND TOGETHER WITH OPPORTUNITIES FOR PHYSICAL ACTIVITY. LOOKING AT DEMOGRAPHIC DISPARITY. WE HAVE WONDERFUL RESOURCES. WHAT DOES IT LOOK LIKE FOR CHILDREN TO BE ABLE TO WALK TO SCHOOL BY THEMSELVES? WHAT ARE THE OPPORTUNITIES FOR THAT? COULD WE DO A WALKING SCHOOL BUS, MEANING VOLUNTEERS MEET WITH CHILDREN AT DESIGNATED POINTS, SO THAT WAY WE COULD WALK TOGETHER TO SCHOOL TO ENSURE THEY ARE SAFE? THOSE ARE ALL THINGS WE ARE LOOKING AT. SO WE HAVE DEVELOPED AN ASSESSMENT.

SURVEY. FOR US TO BE ABLE TO GO OUT AND LOOK AT THE ENVIRONMENT, TO ASSESS THE ENVIRONMENT, BUT ALSO TO RECEIVE FEEDBACK FROM INDIVIDUALS LIVING IN THAT AREA TO SEE WHAT THE BARRIERS ARE, WHAT THE PRIORITIES ARE AND WHAT ARE THE THINGS THAT WE CAN DO TO WORK COLLECTIVELY WITH THEM, WITH THE COMMUNITY, WITH MAIN STREET TO BUILD A QUALITY ENVIRONMENT FOR THEM TO ACCESS THE WONDERFUL PARKS THAT WE HAVE, TO MAKE SURE KIDS GET TO SCHOOL SAFELY, TO MAKE SURE THEY HAVE THE SAME OPPORTUNITIES FROM A LIFESTYLE PERSPECTIVE?
