AS STATED AT OUR LAST MEETING, I DID SPEAK TO THE CITY CLERK'S OFFICE, AND FOR THIS TIME FRAME, THE ONLY TIME THAT WORKS, BECAUSE SURPRISINGLY, THIS CHAMBERS IS SCHEDULED OUT QUITE A BIT IS THE FOURTH THURSDAY AT 4:00 PM.

IT'S MY RECOMMENDATION THAT THE FOURTH THURSDAY AT 2:00 PM AS THE TIME THAT WE MEET.

THE GOAL IN HAVING IT AT THE FOUR O'CLOCK TIME IS TO GET MORE PEOPLE HERE RATHER THAN IN THE MORNING.

STAFF IS RECOMMENDING THAT WE DO THAT TIME FRAME.

A BEST GUESTIMATE IN OUR OPINION.

ON THE FLIP SIDE OF THAT, WE ARE REQUESTING WHAT WE FELT LIKE WE NEEDED TO IMPROVE MAINLY THE GOLF COURSE AT THIS TIME.

IN OUR OPINION, THE GOLF COURSE IS THE NUMBER ONE PRIORITY THAT WILL DRIVE EVERYTHING ELSE.

THERE'S A DIFFERENCE IN THOSE TWO NUMBERS.

ONE OF THE MAIN REASONS IS OUR EQUIPMENT IS FAILING.

I KNOW JEFFREY WAS GOING TO BRING THIS UP, AT THE LAST COMMISSION MEETING, THE COMMISSION DID SUPPORT THE GOLF COURSE WITH AN INTENT TO PURCHASE TWO BRAND NEW FAIRWAY UNITS.

THAT ALONE IS AROUND, I BELIEVE, $180,000.

IN ADDITION TO THE $180,000 IS THIS CURRENT BUDGET, I BELIEVE THERE WAS NO COST FOR THE GOLF CARTS BECAUSE THE SALE OF THE GOLF COURSE BASICALLY PAID THIS YEAR.

IN ADDITION FOR NEXT YEAR'S BUDGET WITH PRINCIPAL AND INTEREST JUST FOR THE GOLF CARTS ALONE IS ABOUT $165,000.

THAT WAS NOT AN EXPENSE THAT WE HAD THIS YEAR.

WE ALSO NEED TWO GREENS MOWERS.

THERE'S A SIGNIFICANT DIFFERENCE IN WHAT WE FEEL LIKE THE REVENUE THAT WE WILL BE ABLE TO BRING IN COMPARED TO THE EXPENSE.

NOW, GRANTED, IT IS GOING TO BE OUR RESPONSIBILITY TO CONTINUE TO DRIVE REVENUE. WE HAVE TO.

ROUNDS OF GOLF IS WHAT'S GOING TO DRIVE REVENUE.

I BELIEVE IN THE LAST YEAR AND A HALF, THE GOLF COURSE HAS IMPROVED TREMENDOUSLY.

WE'RE NOW COMPLAINING ABOUT HOW TALL THE GRASS IS COMPARED TO WE DIDN'T HAVE GRASS.

MY POINT IS IT WOULD BE NICE TO BE ON RECORD FROM THE GOLF CLUB ADVISORY BOARD TO SUPPORT THIS DOLLAR AMOUNT THAT WE'RE GOING TO BE ASKING.

THE MILLAGE RATE WE BASE IT ON, MAJOR PROJECTS, THE WATERFRONT PARK, THE DOWNTOWN REVITALIZATION, SOME OF THE BIG THINGS THAT THAT BUDGET WILL FUND, ORGANIZATIONAL CHANGES, A VERY BRIEF HIGH LEVEL VIEW OF THE BUDGET.

JULY 30TH, THEY SET THE MILLAGE RATE, BUT I WANT TO GO AHEAD AND SET UP THE DISCUSSION FOR AUGUST 6 BY SAYING, SOME THINGS WE NEED TO TALK ABOUT, AND IT'S NOT JUST THE GOLF COURSE.

WE NEED TO TALK ABOUT STAFFING LEVELS.

WE NEED TO TALK ABOUT FUNDING FOR THE SEAWALL, FUNDING FOR THE DOWNTOWN REVITALIZATION, FUNDING FOR THE GOLF COURSE.

THERE'S A NUMBER OF THINGS THAT THE COMMISSION NEEDS TO MAKE SOME POLICY DECISIONS ON TO HELP STAFF KNOW THE NEXT STEP.

ONE THING I WANT TO ASK OF YOU ALL, AND I KNOW IT'S SHORT NOTICE.

I KNOW YOU'RE SOMEWHAT LIMITED IN YOUR MEETINGS HERE, WHICH I'LL MEET ONCE A MONTH.

IS I WOULD BE REALLY HELPFUL FROM THIS BOARD TO HELP CITY STAFF TO IDENTIFY AREAS TO IMPROVE REVENUE.

IT'S A PHILOSOPHICAL DISCUSSION AT SOME POINT.

IS THE GOLF COURSE A BUSINESS? IS IT AMENITY? WE HAVE OTHER RECREATION PROGRAMS. THEY DON'T HAVE TO FUNCTION AS A BUSINESS, BUT THE AMENITY.

WE HAVE PICKLE BALL, WE HAVE PATO, WE HAVE TENNIS, WE HAVE ALL THINGS THAT ARE AMENITIES THAT YOUR TAX DOLLARS PROVIDE.

WELL, THE GOLF COURSE IS SET UP AS AN ENTERPRISE, SO IT'S A BUSINESS MODEL.

IS IT SUSTAINABLE TO CONTINUE TO FORCE THE GOLF COURSE TO OPERATE AS A BUSINESS? YOU HAVE TO COVER ALL EXPENSES.

THOSE ARE DISCUSSIONS THAT I'M GOING TO HAVE THAT NEED TO OCCUR.

ANYTHING THAT YOU ALL CAN BRING TO THE TABLE WOULD BE HELPFUL.

THE BIGGEST THING I CAME ACROSS, I MET WITH MR. MICHAELSON, AND THE CAPITAL NEEDS OF THE GOLF COURSE, THEY HAVE, SAY, $2 MILLION OF EQUIPMENT.

MORE THAN THAT, IF YOU INCLUDE THE CARTS, AND THE LIFESPAN OF THAT IS 5-7 YEARS.

IT NEEDS TO BE ON A REGULAR ONE-FIFTH OR SIXTH OF IT BEING REPLACED EVERY YEAR.

>> IN MY REVIEW, UNLESS WE BECOME QUANTUMLY MORE BUSY, WE'RE NOT GOING TO BE ABLE TO FUND THAT THROUGH REVENUE COMING IN FROM THE PUBLIC, THROUGH MEMBERSHIPS OR GREENS FEES.

IT'S CHANGING A MINDSET THAT THE GOLF COURSE IS JUST SOMETHING, IT'S AN EXTRA.

IT'S NOT REALLY NEEDED.

IN ALL THESE OTHER DEPARTMENTS OF THE CITY, THEY'RE VITALLY IMPORTANT.

BUT BIG PURPOSE AS WELL AS SENIOR RECREATION, AND MOST OF THE SENIORS PAY THE TAXES TOO VERSUS, SORRY LITTLE KIDS, BUT MAYBE YOUR PARENTS PAY THE TAXES, BUT YOU DON'T.

WHETHER IT'S SKATEBOARD PARKS OR ALL THE OTHER STUFF, I HAVE NO COMPLAINT ABOUT THEM, BUT IT SERVES MULTIPLE PURPOSES, AND I DON'T THINK WE'VE EVER TRIED TO REALLY PROPERLY FUND IT.

THE GOLF COURSE IS IN THE BUSINESS OF GROWING GRASS AND CUTTING GRASS, AND AS A BARE MINIMUM, YOU HAVE TO HAVE THE EQUIPMENT NECESSARY TO DO IT WITHOUT MAKING IT BETTER OR ANYTHING ELSE.

>> YOU'LL PROBABLY SEE A SIMILAR CONVERSATION WHEN WE TALK ABOUT THE MARINA.

OF COURSE, THE MARINA HAS BEEN TOUTED IN THE PAST AS BEING AN ECONOMIC HUB OF OUR DOWNTOWN. IT'S THE WATERFRONT.

IT'S WHERE THE CENTRE STREET TERMINATES.

WE'RE SUBSIDIZING THE DEBT SERVICE FOR THAT ENTERPRISE DEPARTMENT AS WELL.

THEY ARE COVERING THEIR OPERATING EXPENSES, BUT WE'RE STILL PAYING TOWARD THAT DEBT.

THE HURRICANE MATTHEW DID HELP POSITION US IN A BETTER WAY THAT DIDN'T DO THE GOLF COURSE. WE GOT ALL NEW DOCKS.

IT WAS A FIGHT, BUT WE GOT INFRASTRUCTURE IN PLACE THAT WE COULDN'T AFFORD TO REPLACE.

THAT WAS A WEATHER EVENT DISASTER THAT TURNED IN OUR FAVOR, BUT NOT SOMETHING WE WOULD EVER HOPE FOR, BUT WE REAP THE BENEFIT OF REPLACING DOCKS FROM THE '60S AND '70S THROUGH THE HURRICANES, THAT STORM.

WE STILL GOT INFRASTRUCTURE NEEDS AT THE GOLF COURSE THAT NEED TO BE ADDRESSED, AND YOU GOT TO PAY TO PLAY.

AS A RECAP, NEXT MEETING NEXT TUESDAY, HIGH-LEVEL BRIEF PRESENTATION ABOUT THE OVERALL BUDGET, AND THEN THE COMMISSION WILL ADOPT THE MILLAGE RATE JULY 30TH, AND THEN I PROCEED. YES, SIR.

THE OTHER ONE, I GOT A QUOTE ON EVERYTHING BECAUSE OUR POLES ARE NOT IN GOOD SHAPE.
