IT'S BEEN RECONSTITUTED.

I BELIEVE IT IS NOW THE GOLF CLUB ADVISORY BOARD.

THE MEETING WHICH WAS PREVIOUSLY HELD ON THE WEDNESDAYS AT 9:00 AM IS NOW HELD ON THE SECOND THURSDAY OF THE MONTH AT 4:00 PM.

WITH THAT, MEETING IS CALLED TO ORDER.

THEN THERE IS A LOT OF THESE GOLF INDIVIDUALS IF THEY TEACH LESSONS, THEY MIGHT BE COMPENSATED FOR THAT AS WELL.

HOWEVER, LEADING THE GOLF COURSE AS A COMPLETE ENTITY IS IMPORTANT.

THAT'S OUR MAIN FOCUS.

YOU CAN HIRE OTHER INDIVIDUALS TO BE THE GOLF PROS AS WELL.

BUT THERE'S SO MUCH MORE THAN JUST, OBVIOUSLY GOLF IS IMPORTANT, ONE OF THE MAIN ASPECTS, BUT YOU GOT YOUR FOOD AND BEVERAGE.

THE WHOLE ENTITY NEEDS TO BE MANAGED NOT JUST PARTICULARLY GOLF.

[6.2 Fiscal Year 2024-2025 Budget]

>> YEAH. ULTIMATELY, I DID PUT THIS ON OUR PARKS AND RECREATION AGENDA AS WELL, AND I THOUGHT IT APPROPRIATE TO PUT IT ON YOUR AGENDA.

THE BUDGET FOR FISCAL YEAR 24/25, WHICH WE CALL FISCAL YEAR 25, HAS PRETTY MUCH COMMENCED BEHIND THE SCENES.

WE'RE WORKING ON CAPITAL IMPROVEMENT PROJECTS AS WELL AS AT THE DEPARTMENTAL LEVEL, SUBMITTING OUR BUDGETS TO THE COMPTROLLER AND THE CITY MANAGER FOR THEN DEPARTMENT LEVEL REVIEWS.

THAT'S HOW THE PROCESS GOES.

WE WILL AS A DEPARTMENT, SUBMIT THESE TO THE COMPTROLLER'S OFFICE AND THEN HAVE DEPARTMENTAL ONE ON ONE WITH THE CITY MANAGER AND THE COMPTROLLER AND WORK THROUGH THAT.

WE HAVE STARTED THAT PROCESS, PARKS AND RECREATION BUDGET I'VE BEEN WORKING ON NOW FOR QUITE A LITTLE WHILE HERE.

THEN WE'LL BE SHIFTING OVER TO AND ULTIMATELY, I FEEL LIKE I WILL BE HELPING DEVELOP THE GOLF COURSE BUDGET FOR FISCAL YEAR 25.

ONE THING THAT IS GOING TO BE IMPORTANT IN THAT AND I WAS TALKING TO CHAIR PELICAN ABOUT THIS, IS LOOKING AT HISTORICAL DATA TO DEVELOP OUR BUDGET, WE REALLY HAVE TO LOOK AT WHAT WE HAVE PRODUCED HISTORICALLY REVENUE WISE, SO WE CAN ULTIMATELY BUDGET FOR OUR EXPENSES.

WE CAN'T PUT THESE NUMBERS UP HERE PROBABLY IT'S A GOOD GOAL, BUT CAN WE HIT THOSE? IF WE KNOW WE'RE NOT GOING TO HIT THOSE, WE NEED TO CUT BACK OUR SPENDING.

AS WE GO THROUGH THAT PROCESS, AND I'LL BE WORKING WITH PM CLOSELY ON DEVELOPING THAT BUT THESE ARE ITEMS THAT WE HAVE TO LOOK AT CLOSELY AND WE DON'T HAVE THIS HUGE POT OF MONEY SO WE NEED TO REALLY LOOK AT THIS DATA AND OUR REVENUE

TO ULTIMATELY THEN BUILD OUR EXPENSE BUDGET IN HOPES THAT WE CAN ULTIMATELY BREAK EVEN OPERATIONALLY.

AS WE GO THROUGH THAT PROCESS, THAT WILL BE IT.

I JUST WANTED TO BRING THIS UP TO YOU AND LET, DO YOU HAVE ANY CONCERNS FOR DEVELOPING THE BUDGET OR PEOPLE THAT ARE TALKING AROUND THE GOLF COURSE OR SOME ITEMS THAT YOU THINK NEED TO BE ADDRESSED IN FISCAL YEAR 25 BUDGET.

IF YOU DO, THAT'S THE WAY I WANTED TO INTRODUCE IT TO YOU.

I WANTED YOU GUYS TO HAVE A CONVERSATION, I'LL SIT BACK AND LISTEN, AND THEN I CAN COME BACK UP AND ANSWER ANY QUESTIONS YOU MAY HAVE.

JUST ANY KIND OF KNOWLEDGE WE COULD BRING TO A SECOND LOOK AT THE DATA, ASSUMPTIONS OF THE BUDGET.

AND I KNOW YOU OBVIOUSLY HAD TOLD US, AND WE CAN TALK ABOUT THAT TOO, BUT IS OKAY, LET'S LOOK AT THAT HISTORICAL DATA AND AVERAGE IT AND SAY WHAT IS OUR BEST EDUCATED GUESS ON WHAT THOSE REVENUES ARE GOING TO BE? AND IF WE FEEL THAT THE GOLF COURSE IS MOVING IN THE RIGHT DIRECTION, DO WE FEEL LIKE WE WILL BE ABLE TO GET A FEW MORE ROUNDS OF GOLF THIS COMING YEAR? DO WE FEEL LIKE WE'RE GOING TO HAVE A LITTLE BIT BETTER PROGRAMMING? DO WE FEEL LIKE WE'RE GOING TO HAVE A LITTLE BIT BETTER MONEY COMING INTO FOOD AND BEVERAGE.

A 30% JUMP, IS THAT REALISTIC? PROBABLY NOT.

BUT DO WE THINK THAT WE CAN HAVE A SMALL JUMP? I THINK WE CAN IF IT'S MANAGED APPROPRIATELY.

EVEN IN PARKS AND RECREATION, IS YOU HAVE ALL THESE ITEMS THAT ARE COMING DOWN THE ROAD, IS THOSE ARE ALL YOU HAVE YOUR CAPITAL STUFF THAT YOU ARE PLANNING FOR OUT FIVE, 10, 15 YEARS THAT YOU KNOW.

BUT ULTIMATELY, YOU HAVE TO BE GAINING THIS REVENUE, AND THAT'S THE TRICKY SIDE IS, WE'RE NOT MAKING MONEY RIGHT NOW.

FIRST OF ALL, THAT'S HARD, BUT YOU ULTIMATELY HAVE TO PLAN FOR THAT AND CAN YOU MEET THOSE GOALS? BUT THEN IN ADDITION TO THOSE YEARS, IT'S THE OPERATION, DAY TO DAY STUFF THAT YOU'RE BUDGETING FOR YEAR AFTER YEAR.

AND THE GOLF COURSE IS AN ENTERPRISE FUND SO THE ULTIMATE GOAL IS FOR IT TO PAY FOR ITSELF.

CAN THAT HAPPEN? THAT'S ANOTHER QUESTION.

MY POINT IS THAT AS FAR AS NOT SEEING A BUDGET UNTIL IT'S FINALIZED, YOU GOT WHEN THE PRELIMINARY BUDGET COMES OUT, CAN BE BROUGHT HERE AND PEOPLE COULD SEE IT AND IF THERE'S ANY CONCERNS GO FROM THERE.

IT'S JUST SOME OF THE BIG REVENUE NUMBERS AND JUST SO YOU CAN GET A HISTORICAL PERSPECTIVE ON HOW THEY'VE DONE OVER THE YEARS.

YOU CAN SEE THOSE GREEN FEES THE LAST TWO YEARS.

IT'S BEEN QUITE A DRAMATIC JUMP, WHICH IS GOOD.

MEMBERSHIP HAS GONE UP NICELY.

CARTS HAVE COME DOWN.

BREWS AND BEVERAGE IS PRETTY MUCH THE SAME BUT SLIGHTLY BETTER.

THEN THE DRIVING RANGE NUMBER, I BELIEVE THAT'S ONE OF THE BIG QUESTIONS I COME UP TO IS HOW EVERYTHING IS COMPUTED REGARDING THE DRIVING RANGE.

SINCE WE HAVE NOT ONLY THE DRIVING RANGE BUT TOPTRACER AND A BIG CHANGE THAT WAS MADE IN THAT WAS MR. DEMAY, PREVIOUS GENERAL MANAGER AT THE BEGINNING OF THIS FISCAL YEAR, ON THE ADVICE OF TOPTRACER, CHANGE THE PRICING IN REVENUE COLLECTION MODEL WHERE IT'S INCLUDED IN THE BUCKET OF BALL, SO THAT'S A MAJOR CHANGE THAT'S BEEN PUT INTO EFFECT.

LET ME PUT THAT ASIDE FOR A SECOND.

AT THE LAST MEN'S ASSOCIATION MEETING, ONE OF THE MEMBERS BROUGHT UP FOR DISCUSSION WITH THE UTILITY OF CONTINUING TOPTRACER.

I'VE QUESTIONED THE UTILITY IN THE PAST.

BUT IF YOU LOOK AT THE NUMBERS, YOU SEE, YOU'VE GOT TO ALMOST GIVE, I THINK, THIS REVENUE MODEL THE CHANCE TO PLAY OUT TO SEE WHETHER IT WILL WORK OR NOT.

BUT IT'S THE ONLY HALFWAY THROUGH A FISCAL YEAR, IT MIGHT BE KIND OF EARLY TO MAKE THAT DETERMINATION.

THE ONLY REASON I BRING THAT UP SPECIFICALLY IS AN ITEM LIKE THAT COULD AFFECT HOW YOU APPROACH THE BUDGET BECAUSE IT'S A WHOLE LOT OF PERSONNEL INVOLVED AND RENTAL FEE COST AND IT MAY ALL WASH OUT, BUT IT MAY HAVE A SIGNIFICANT EFFECT.

IF SAY YOU BUDGET FOR IT OR DON'T BUDGET FOR IT MAKES A BIG DIFFERENCE.

THERE'S GOLF, THERE'S THE PRO SHOP, THERE'S FOOD AND BEVERAGE AND THERE'S TOPTRACER, SO FOUR BUDGETS IN THERE.

WHEN SOMEONE BUYS A BAG OF BALLS RIGHT NOW, HALF OF THAT MONEY GOES INTO GOLF, HALF OF THAT MONEY GOES INTO TOPTRACER.

THAT'S WHAT CHAIR PELICAN WAS REFERRING TO.

I THINK THE PRO SHOP SHOULD CONTINUALLY TRY TO INNOVATE WITH MANAGEMENT TO CREATE THESE SHORT TERM MEMBERSHIPS, IF POSSIBLE, JUST TO GET PEOPLE LOCKED INTO THE CITY COURSE, WHETHER IT'S A THREE MONTH MEMBERSHIP THAT'S ALL THEY'RE THERE.

JUST BE WILLING TO WORK WITH PEOPLE TO GET A FAIR PRICE FOR PLAYING GOLF THERE INSTEAD OF SOMEWHERE ELSE.

I THINK THAT WOULD GO A LONG WAY BECAUSE AS GREAT AS THESE ASSOCIATIONS ARE, I THINK THEY TEND TO BE CLIQISH, PEOPLE HAVE THEIR FRIENDS GOING BACK 10, 20, 30 YEARS.
