IT'S A PROJECT THAT BE LED BY GARDENS OF AMELIA WHICH IS PART OF KEEP NASSAU BEAUTIFUL. WE'RE FROM THE ECONOMIC VITALITY PERSPECTIVE LOOKING AT HOW WITH DO WE USE THIS ARBORETUM TO ATTRACT PEOPLE DOWNTOWN, ENGAGE THEM, AND EDUCATE THEM ON THE NATURAL ENVIRONMENT THAT'S PART OF OUR DOWNTOWN AS WELL. THIS IS A SCREENSHOT OF ONE OF THE PAGES OR THE PAGE. IT TALKS ABOUT THE ARBORETUM ITSELF. IT TALKS ABOUT SPECIES. RIGHT NOW WE'VE IDENTIFIED 61 SPECIES WITHIN THE MAIN STREET DISTRICT. AGAIN REALLY EXCITED ABOUT THIS AND STILL EXPLORING WAYS IN WHICH WE CAN USE IT TO EXPAND THE ECO-TOURISM SIDE OF WHAT HAPPENS DOWNTOWN. OUR ORGANIZATION COUNCIL WHICH IS RESPONSIBLE FOR KEEPING US ON THE STRAIGHT AND NARROW AND RAISING MONEY, THEY HAVE BEEN VERY BUSY. THEY JUST HELD A PARTNER APPRECIATION RECEPTION. THIS WAS OUR VERY FIRST ONE. SO WE INVITED ALL OF THE MEMBER PARTNERS FROM THE CURREN YEAR TO COME AND CELEBRATE WITH US AT THE RESIDENTS INN. AND WE ASKED THEM IF THEY WOULD BE WILLING TO RENEW THEIR MEMBERSHIP FOR THEIR CONTRIBUTIONS FOR NEXT YEAR. AND WE'RE PLEASED TO SAY THAT 20 OF THEM HAVE ALREADY MADE A COMMITMENT FOR NEXT YEAR. SO VERY EXCITED, IT GIVES US A GOOD HEAD START AND ENABLES US TO START PLANNING FOR OUR PROJECTS FOR THE COMING YEAR TO HELP US KNOW WHAT TYPE OF FUNDS WE'LL HAVE AVAILABLE TO US. WE ALSO, I DON'T THINK I'VE SPOKEN TO YOU SINCE WE HELD ISLAND HOP. IT WAS VERY SUCCESSFUL ONCE AGAIN. WE HAD 1200 ATTENDEES. THIS WAS A LITTLE LOWER THAN WE'D HAD IN THE PAST. THAT WAS ON PURPOSE, WE FELT THAT LAST YEAR IT HAD BEEN A LITTLE TOO MANY PEOPLE SO WE WANTED TO CUT IT BACK SO IT WAS A BETTER EXPERIENCE FOR EVERYBODY. WE DID HAVE 22 BREWERS, DISTILLERS, AND WINE VENDORS. TEN RETAIL AND FOOD VENDORS AS WELL. WE WERE ABLE TO CUT EXPENSES BY MANAGING THAT. AND ALSO AS WE MOVE FORWARD LOOKING INTO NEXT YEAR, WE'RE LOOKING TO ENHANCE THE RELATIONSHIP THAT WE HAVE WITH OUR BREWERS AND EXPAND OUR REACH TO BEYOND OUR REGION BECAUSE NOW WE'RE MOSTLY DRAWING FROM OUR REGION BUT WE'VE EXPANDED INTO SOUTH GEORGIA. WE GO AS FAR AS TAMPA SO WE'RE LOOKING TO ADD TO THAT AS WE PLAN FOR NEXT YEAR. WE ALSO WELCOMED A NEW BOARD MEMBER WITHIN THE LAST MONTH. I BELIEVE HE'S HERE. MARK WITH THE GREEN TURTLE. HE HAS JOINED US. WE DID NOT HAVE SOMEBODY REPRESENTING THAT BAR/RESTAURANT SEGMENT ON OUR BOARD. SO I THINK IT'S VERY IMPORTANT THAT WE HAVE SOMEONE IN THAT ROLE. SO WELCOME TO MARK. SORRY, NOT SURE WHAT HAPPENED THERE. PROMOTIONS COUNCIL ALWAYS A BUSY GROUP IN THE FALL. THEY HELD TRICK OR TREAT. WE HAD A VERY SUCCESSFUL BLACK FRIDAY PAJAMA PARTY. THIS IS SUCH AN IMPORTANT DAY FOR OUR DOWNTOWN RETAIL SHOPS. WE HAD AN ESTIMATED 4,000 TO 5,000 PEOPLE DOWNTOWN THAT DAY. AND MANY OF OUR SHOPS HAVE [00:10:04] REPORTED TO US THAT IT WAS A RECORD BREAKING DAY IN SALES FOR THEM, THE BEST EVER. SO WE'RE SO EXCITED BY THAT. WE FOLLOW THAT UP WITH SHOP SMALL SATURDAY AND ALSO THROUGHOUT ALL OF THIS, WE'VE HAD THE WINDOW PAINTING THAT'S BEEN GOING ON DOWNTOWN. THAT'S A PROJECT THAT WE WORK WITH THE HIGH SCHOOL ART STUDENTS FROM THE NATIONAL ART SOCIETY AND WITH THEIR ART DIRECTOR, THOSE KIDS ARE FABULOUS. AND THIS REALLY GIVES THEM A VERY PUBLIC FORUM FOR THEIR ART. THEY PAINT ALL DAY ON A SATURDAY IN NOVEMBER AND PEOPLE CAN WALK BY AND WATCH THEM TAKE PICTURES, TALK TO THEM AND STUFF. BUT IT'S REALLY A GREAT OPPORTUNITY BOTH FOR THE STUDENTS AND FOR OUR BUSINESSES. SO THE BUSINESSES MAKE A CONTRIBUTION TO HAVE THEIR WINDOWS PAINTED AND A GOOD PORTION OF THAT GOES BACK TO THE ART DEPARTMENT FOR SUPPLIES AND OTHER THINGS. SO WE'RE HAPPY TO ALWAYS BE PART OF THAT. WE ALSO HAD AN INCREASE IN OUR BUSINESS SPOTLIGHT THANKS TO BEING DESIGNATED THE PROGRAM OF THE MONTH BY THE STATE OF FLORIDA. AND THEY FEATURED OUR LOCAL BUSINESSES THROUGHOUT THE MONTH OF NOVEMBER, SO THAT WAS A NICE LITTLE BUMP THERE. AND THEN WE'RE LOOKING AHEAD NOW TO JANUARY 2ND WHICH WILL BE YOUR CITY COMMISSION MEETING. AND THAT WILL ALSO BE THE KICK OFF FOR OUR 200TH CELEBRATION FOR THE CITY. SO WE, THE COMMITTEE HAS BEEN VERY BUSY. CITY STAFF MEMBERS AND MEMBERS FROM LOTS OF DIFFERENT ORGANIZATIONS WORK TOGETHER. WE HAVE SOME SPECIAL GUESTS PLANNED FOR THAT NIGHT TO COME TO THE CITY COMMISSION MEETING. SO WE'RE REALLY EXCITED AND LOOKING FORWARD TO UNVEILING OUR PLANS TO THE PUBLIC ON JANUARY 2ND. THE DESIGN COUNCIL ALSO HAS BEEN BUSY. THE LANDSCAPE MAINTENANCE RFP WENT OUT AND THE BIDS ARE EXPECTED BACK BY THE 13TH OF THIS MONTH. WE WERE ABLE TO WORK WITH THE CONVENTION AND VISITOR'S BUREAU THIS YEAR AND GET THEM TO EXTEND THE HOLIDAY LIGHTING THAT GETS PLACED DOWNTOWN TO THE GATEWAY AT 8TH AND LIME. SO IF YOU DRIVE BY THERE IN THE EVENING YOU'LL SEE LIGHTS IF THE TREES THERE. AND THAT'S THANKS TO THEM AND SOME OF THE TREES THAT WEREN'T ABLE TO BE DECORATED WITH LIGHTS DOWNTOWN AND THEY WERE ABLE TO MOVE THOSE LIGHTS OUT TO THAT AREA. SO WE'RE HIGHLIGHTING THAT. WE WILL HAVE PRESERVATION AWARDS AND A TOUR IN MAY FOR PRESERVATION MONTH. WE DO THAT EVERY OTHER YEAR. SO THIS IS THE YEAR FOR THAT. LOOKING FORWARD TO THAT AND JUST STARTING TO REALLY PLAN IT. ONE OF THE PROJECTS WE'VE BEEN WORKING SO HARD ON OVER THE LAST YEAR OR SO IS OUR FACADE GRANT AND THAT REALLY ENCOMPASSES ALL OF OUR COUNCILS. THEY HAVE ALL HAD A PART IN THAT. WE HAVE JUST CLOSED OUR GRANT APPLICATION PERIOD NOVEMBER 30TH. I'M HAPPY TO SAY WE HAVE FOUR VERY SOLID APPLICATIONS FROM DOWNTOWN AND 8TH STREET BUSINESSES AND PROPERTIES. SO WE ARE LOOKING FORWARD TO DOING THE EVALUATION ON THOSE APPLICATIONS AND ANNOUNCING THE GRANT AWARD OF UP TO $10,000 IN JANUARY. SO EXCITING FOR US. AND THEN JUST A QUICK SUMMARY OF OUR FINANCIAL STATEMENT FOR THE 12 MONTHS THAT ENDED SEPTEMBER 30TH WHICH WAS THE END OF OUR FISCAL YEAR. BOTH OUR FUNDRAISING AND OUR MEMBERSHIP WERE STRONG AND ENDED UP ABOVE WHAT WE HAD BUDGETED. SO WE'RE VERY HAPPY ABOUT THAT. CONSEQUENTLY, THE EXPENSES, EVEN THOUGH THE EVENT'S EXPENSES WERE HIGHER THAN EXPECTED BECAUSE THE EVENTS WERE A LITTLE MORE INVOLVED THAN WE HAD EXPECTED, THE PROFITABILITY IS THERE AND WAS UP QUITE A BIT. SO THE SURPLUS IS MUCH HIGHER THAN WE EXPECTED. BUT TWO THINGS DID NOT HAPPEN LAST YEAR THAT WE HAD BUDGETED FOR. ONE IS WE WERE PLANNING TO AWARD OUR FIRST FACADE GRANT LAST YEAR IN OUR FIRST FISCAL YEAR. BUT THAT DID NOT HAPPEN, WE WEREN'T READY TO UNVEIL THE PROGRAM UNTIL THE FALL. SO THAT WAS PUSHED BACK. WE ALSO HAD BUILT IN FUNDS TO HIRE A PART-TIME PERSON SPECIFICALLY TO FOCUS ON SOME OF THE ADMINISTRATIVE WORK TO TAKE THAT OFF OF MY PLATE AS THE ONLY EMPLOYEE. AND ALSO TO FOCUS ON 8TH STREET WE FEEL WE COULD BETTER FOCUS [00:15:16] OUR EFFORTS THERE. OUR LONG-TERM FINANCIAL GOAL IS REALLY TO BUILD A FUND SO THAT THE FACADE GRANT IS SUSTAINABLE GOING FORWARD AND WE'RE ABLE TO MEET THE GOAL OF TWO GRANT PERIODS NEXT YEAR. AND ALSO TO HOPEFULLY INVEST IN SOME OTHER PROJECTS AS THEY COME ALONG LIKE WE DID THIS YEAR WITH THE LANDSCAPE DESIGN. SIR, GO AHEAD. >> YES, A BIT OF HOUSEKEEPING, WE'VE DONE THESE IMPACT STUDIES IN THE PAST. 2004 AND MOST RECENTLY IN 2015. WHAT IS AN IMPACT STUDY FOR? IT'S TO STUDY IMPACT FEES. AN IMPACT FEE IS A ONE-TIME CHARGE ON NEW CONSTRUCTION TO COVER THE PRO RATA OR PROPORTIONATE SHARE OF THE CAPITAL COST TO PROVIDING PUBLIC INFRASTRUCTURE TO THOSE DEVELOPMENTS. WE ISSUED AN RFP, REQUEST FOR PROPOSALS EARLIER THIS YEAR. AND THE PROFESSIONAL SERVICES WERE REQUESTED TO REVIEW THE CITY'S POLICE PROTECTION, FIRE PROTECTION, PARKS AND REC, PUBLIC FACILITIES AND ADMINISTRATION. WE EVALUATE THIS TO DETERMINE IMPACT FEES TO DETERMINE WHAT WE NEED FOR THE GROWTH FOR NEW DEVELOPMENT ON THESE SERVICES. THE SCOPE OF SERVICES IN THIS RFP IS TO INCLUDE A RECOMMENDATION OF IMPACT FEES THAT ARE PROPORTIONAL AND REASONABLY CONNECTED TO OR HAVE A RATIONAL NEXUS WITH THE NEED FOR CAPITAL FACILITIES AND THE IMPACT GENERATED BY THE NEW RESIDENTIAL OR NONRESIDENTIAL COMMERCIAL CONSTRUCTION. OUR CONSULTANT WILL PREPARE A REPORT UNTIL SERVICE STARTS WITH AN IMPACT FEE STUDY AND PLAN. SOME PERTINENT EXAMPLES, THE CITY PAYING FUNDS TO A LARGE CORPORATION FOR SOMETHING THAT THEY DID AND SHOULD NOT HAVE DONE. COMMISSIONERS NOT DISCLOSING ALL SOURCES OF INCOME AND LIABILITIES. COMMISSIONERS WHO ARE SEVERELY IN DEBT ON BEHALF OF THEMSELVES OR THEIR BUSINESSES MIGHT PRESENT A CONCERN ABOUT THEIR ABILITY TO FINANCIALLY MANAGE OUR CITY. THE CITY PAYING FOR LEGAL FEES ASSOCIATED WITH COMMISSIONERS WHO ARE THE SUBJECT OF MULTIPLE ETHICS INVESTIGATIONS. CURRENT COMMISSIONERS GIVING THEMSELVES RAISES THROUGH A VOTE. OTHER VARIOUS INCIDENTS INDICATIVE OF CONFLICTS OF INTEREST. I MEAN BRETTS HAS COME UP MULTIPLE TIMES TONIGHT. MR. STURGES, I BELIEVE HAS SOME INTERESTS AT PLAY THERE AND I'VE HEARD IT COME FROM HIM. WE'VE HAD A PUSH TO REDEFINE ZONING DENSITY BY SOMEBODY WHO OWNS AND OPERATES A CONSTRUCTION REMODELING BUSINESS. WE'VE HAD A COMMISSIONER TRYING TO STRIP THE CHECKS AND BALANCES OF POWER FROM THE BOARD OF ADJUSTMENT IN THE HISTORICAL DISTRICT COUNCIL. MR. BEAN, WE'VE ALREADY TALKED ABOUT THE EMPLOYER ISSUE AND THE ETHANOL. MOST RECENTLY, WE HAVE OUR NEWLY HIRED CITY MANAGER WHO HAS BEEN IN ROLE A COUPLE OF MONTHS. ONE OF HIS FIRST ACTIONS AS MANAGER WAS TO PROMOTE THE INTERIM POLICE CHIEF TO THE COMMISSION OF POLICE CHIEF. DAYS AFTER THAT PROMOTION, OUR CITY MANAGER WAS THE SUBJECT OF A CALL OR CALLS TO THE POLICE DEPARTMENT. PER THE INFORMATION AVAILABLE TO THE PUBLIC, MR. ROSS WAS INTOXICATED WHILE RIDING HIS BICYCLE, CRASHED AND WAS ROLLING AROUND ON THE GROUND. WAS THERE ANY CITATION ISSUE? IF NOT, WHY? WOULD THAT HAPPEN TO A NORMAL PERSON? BECAUSE IT SEEMS THAT YOUR EMPLOYEES WOULD BE THE POLICE CHIEF ROLLING UP TO THE MANAGER. I UNDERSTAND FERNANDINA BEACH IS A WONDERFUL PLACE TO VISIT, BUT MR. ROSS IS NOT HERE ON VACATION. HE'S HERE BECAUSE HE WAS HIRED TO DO A JOB AND TO UPHOLD A POSITION OF LEADERSHIP WITHIN THE CITY. HOWEVER, ONCE AGAIN IT LOOKS TO THE PUBLIC LIKE A GOOD OLD BOY SYSTEM WITH THIS JUST RUNNING RAMPANT. I WOULD ENCOURAGE THE COMMISSIONERS TO CHANGE THEIR BEHAVIOR AND STOP THE MISUSE OF TAXPAYER FUNDS. WE DON'T WANT TO CONTINUE TO FOOT THE BILL FOR MISBEHAVIORS OF CITY COMMISSIONERS OR OTHER MEMBERS. OUR NEW CITY MANAGER CAME IN PROMISING THE FOLLOWING, BUILDING CONSENSUS AROUND THE NEW POLICE CHIEF, NO ONE CONTACTED THE CITY WITH NEGATIVE COMMENTS ABOUT HIM. THE MOST REASONABLE PERSON IN THE ROOM, A PERSON OF INTEGRITY. HE EXPLAINED AT MANY INTERVIEWS PUBLICLY AND IN BRIG HIS HIGHLY SCRIPTED TENANTS DO NO HARM, DON'T DO HARD STUFF ALONE, AND MAKE OTHERS PROUD. ON OCTOBER 29TH, THE CITY MANAGER WAS INVOLVED IN A BICYCLE ACCIDENT, FBPD RESPONDED TO MULTIPLE 911 CALLS OF AN INTOXICATED PERSON. UPON ARRIVAL OFFICERS NOTED AN INJURED MAN AND A DAMAGED BIKE. ALTHOUGH BIKING UNDER THE INFLUENCE IS UNLAWFUL IN FLORIDA, HE WAS NOT GIVEN A BREATHALYZER. PUBLIC RECORDS REQUESTS SHOW THAT OFFICERS ON THE SCENE MADE CALLS TO THE CHIEF PRIOR TO LOADING UP THE CITY MANAGER AND HIS BIKE AND TAKING HIM HOME. A PUBLIC RECORDS REQUEST FOR BODY CAM FOOTAGE OF THE INCIDENT ALERTED THE CITY MANAGER. INSTEAD OF GETTING AHEAD OF THE SITUATION HE DEFIANTLY DEFENDED THAT THE ACTIONS OCCURRED ON HIS OWN TIME. AMID GROWING PRESSURE AND ONLY IN RESPONSE TO PUBLIC RECORDS REQUESTS, HE RELUCTANTLY ISSUED A STATEMENT, THE PUBLIC APOLOGY WAS FOCUSED ON HIMSELF AND DAMAGE TO HIS BIKE WHILE ONLY LIGHTLY ADMITTING DRINKING AND RIDING A BICYCLE. SHORTLY AFTER THIS, A STATEMENT BY THE POLICE CHIEF INDICATED THE CITY MANAGER WAS NOT ADMINISTERED A BREATHALYZER BECAUSE HE WAS NOT WITNESSED ON THE BIKE. THE BODY CAM VIDEO IS STILL BEING REVIEWED AND BEING REDACTED BY AN OUTSIDE VENDOR WITH DIRECT SUPERVISION OF THE CHIEF OF POLICE. THERE ARE SOME WHO SEE THIS SIMPLY AS AN EMBARRASSMENT, A VICTIMLESS CRIME OR THAT THE INCIDENT WAS OFF DUTY. BODILY INJURY, INCREASED INSURANCE PREMIUMS ARE REAL CONSEQUENCES OF DRIVING OR OPERATING A VEHICLE WHILE INTOXICATED. FURTHER COMPLICATING THIS SITUATION IS THE RECENT PROMOTION OF THE POLICE CHIEF AFTER A TWO YEAR CONTROVERSY. WHETHER INTENTIONAL OR NOT, FAVOR WAS BESTOWED UPON THE CITY MANAGER CREATING IMPROPER BALANCE OF POWER WITH A SUBORDINATE. THIS CAN CREATE AN OPPORTUNITY FOR FAVORITISM OR IN EXTREME CASES EXTORTION. CONDONING THIS BEHAVIOR SETS TERRIBLE PRECEDENCE WITHIN OUR CITY. HOW CAN THE CITY MANAGER ADDRESS SITUATIONS WITH ANY EMPLOYEE WHO MIGHT NOT GET OFF AS EASY. HOW DOES FBPD AVOID CHALLENGES TO DUI CHARGES WHEN THE PUBLIC CAN DEFEND INCONSISTENT APPLICATION OF THE LAW. IF THE CITY MANAGER HAD BEEN SITTING NEXT TO A WRECKED CAR, WOULD THE PROCEDURE HAD BEEN THE SAME? WHY IS THE CHIEF OVERSEEING THE BODY CAM PROJECT THAT IS [02:35:02] TYPICALLY DONE BY A LOWER LEVEL EMPLOYEE? THIS INCIDENT CALLS FOR THE IMMEDIATE RESIGNATION OF THE CITY MANAGER. I'M WRAPPING UP -- THE INCIDENT ITSELF AND THE DELAYED REPORTING GO AGAINST THE CITY'S EMPLOYEE STANDARDS AND GENERAL CODE OF CONDUCT. THE CITY MANAGER IS A ROLE THAT'S FORWARD FACING TO OUR COMMUNITY, EMPLOYEES, OTHER LOCAL AND STATE LEADERS. IT'S A POSITION THAT REQUIRES INTEGRITY AND TRANSPARENCY. AND I CAN THINK OF A QUARTER OF A MILLION REASONS WHY A RESIGNATION HAS BEEN GIVEN. THIS INCIDENT AND THE COVER UP ARE A TERMINABLE OFFENSE. I HOPE WE ARE NOT SO DESENSITIZED BY BAD BEHAVIOR AND OPTICS THAT WE ARE WILLING TO LET THIS PERSIST. THE SECOND PARCEL WAS SOUTH OF INDIGO STREET THAT WAS ONE OF THE PARCELS THAT WAS CONSIDERED FOR THE AFFORDABLE HOUSING THAT THIS COMMISSION JUST VOTED TO PUT INTO RECREATION LAND. THE PURPOSE OF THAT VISIT WAS TO ASK THE COMPANY TO DONATE OR SELL THE TWO PARCELS TO THE CITY, THE COMPANY GRACIOUSLY DONATED THEM SUBSEQUENTLY. THE SECOND VISIT WAS THE TIME I VISITED THE PLANT WAS ALSO IN 2018. AT THAT TIME THE AMERICAN LIEGE POST WAS HAVING TROUBLE PAYING OFF THEIR MORTGAGE AND THEY WERE GOING TO SELL FOUR LOTS. THE THIRD VISIT WAS A GRACIOUS INVITATION FROM THE CHAMBER OF COMMERCE TO JOIN A TOUR OF THE MILLS FOR CANDIDATES IN SEPTEMBER 22. I ACCEPTED THAT INVITATION BUT FORGOT TO WRITE IT DOWN ON MY PAPER CALENDAR. I FORGOT ABOUT THE INVITATION AND DID NOT ATTEND. I CALLED AND APOLOGIZED FOR MY LACK OF ATTENDANCE.
