AND THE DYNAMIC LES DEMERLE BAND.

IT IS TRULY AN HONOR TO HAVE THESE WORLD-CLASS PERFORMERS AMONG US AT FERNANDINA BEACH. AND ENDORSED BY TONY BENNETT, DAVID SANDBORN. AND THE AMELIA ISLAND JAZZ FESTIVAL IS OFFERING A WIDE RANGE OF CONCERT VENUES THIS WEEK INCLUDING THE FIRST BAPTIST CHURCH, AND THE FERNANDINA BEACH ATLANTIC RECREATION CENTER. AND WHEREAS THE LED DEMERLE JAZZ FEST OFFERS MANY CONCERTS AND PROGRAMS SUCH AS JAZZ FOR KIDS, JAZZ FOR SENIORS AS WELL AS THE SCHOLARSHIP PROGRAM WHICH SUPPORTS CONTINUING MUSIC EDUCATION FOR HIGH SCHOOL STUDENTS AND MUSICIANS WHO RETIRE TO STEADY JAZZ IN COLLEGE. BY THE AUTHORITY VESTED IN ME AS MAYOR OF THE CITY OF FERNANDINA BEACH HEREBY PROCLAIM THE WEEK OF OCTOBER 1-8 AS LES DEMERLE AMELIA ISLAND JAZZ WEEK.

THIS SHOW REALLY KICKS THE JAZZ FESTIVAL UP A NOTCH, YOU KNOW.

THIS IS WHAT WE GET FROM STREET RESEARCH EARLIER IN THE YEAR.

WE REPURCHASED THESE MATERIALS FOR UNIMPROVED ROADS, RIGHT OF WAYS, PARKING LOTS. PARKING LOT E, THE LATEST IMPROVEMENT, THIS IS OUR OVERFLOW CITY HALL PARKING LOT HERE. THAT'S THE AERIAL VIEW OF THAT JOB AND THAT IS NEARLY COMPLETE. WE'VE STILL GOT A COUPLE OF TWEAKS IN THERE THAT WE'RE MAKING.

THAT'S SUBSTANTIALLY COMPLETE AND WE'RE HAPPY TO SEE THAT ONE NEAR DONE. NEXT THERE'S BEEN SOME QUESTIONS AND CONCERNS ABOUT STRIPING. THE STRIPING YOU SEE IS JUST IN THE DOWNTOWN CORRIDOR. WHAT THAT PROVIDES FOR US, AN EASILY DISCERNIBLE PARKING SPOT AND IT PREVENTS LIKE WHAT YOU SEE IN THE PICTURE UNDERNEATH WHERE VEHICLES SPREAD OUT AND YOU LOSE PARKING BECAUSE THERE'S NOT A SPOT THAT SAYS HEY PARK HERE. THERE'S GUIDANCE THAT SAYS IF YOU DO PARK ON THE STREET, PROVIDE THE MARKINGS TO DO THAT.

OF COURSE ONCE YOU GET OUTSIDE THE DOWNTOWN CORE INTO THE RESIDENTIAL AREA, YOU END UP WITH MARKINGS ON THE STREET.

IT KIND OF CONFLICTS WITH THE HISTORIC STREETSCAPE, THE LOOK OF THE DOWNTOWN. SO WE TRY TO BE SELECTIVE WHERE WE PUT THESE MARKINGS. OUR INTENT HERE IS TO PROVIDE SOME OF THE STREET MARKINGS, SOME OF THE DISCUSSION THAT WAS INTO THE NEIGHBORHOOD OUTSIDE OF DOWNTOWN CORE, BUT TO MARK THE ROADS AS INDICATED HERE. AS YOU CAN SEE IT'S ASH STREET LARGELY NOT RESIDENTIAL BUT MIXED.

BUT TO PROVIDE MARKED PARKING LIKE YOU SEE IN FRONT OF CITY HALL, CONTINUE THAT ON DOWN ASH STREET.

THAT'S WHERE STAFF FEELS IS THE BIGGEST NEED RIGHT NOW TO BETTER DELINEATE WHERE THAT ON-STREET PARKING IS.

THE PARKING ALREADY OCCURS WE'RE JUST SAYING DO BETTER, PARK IN THIS BOX. ADDITIONALLY PENDING WORK THAT WE HAVE COMING UP IS TO MARK THE CURBS.

WE NEED TO GO THROUGH THE ENTIRE DOWNTOWN, CLEAN UP THE YELLOW CURBING THAT'S THERE. YELLOW CURB SAYS DON'T PARK THERE. THERE'S REGULATION.

THERE'S ORDINANCE THAT SAYS DON'T PARK IN FRONT OF THE HYDRANT, DON'T PARK IN FRONT OF THE INTERSECTION.

BUT WITHOUT THAT BEING MARKED, PEOPLE UNVARIABLY PARK THERE.

IN THE DOWNTOWN WE'LL FRESHEN UP THE YELLOW NO PARKING AREA THAT YOU SEE. AND ADDITIONALLY WHERE WE SEE THERE'S A PROBLEM AREA, WE'LL GO IN THERE AND PAINT THIS CURB SHELL AS A REMINDER TO SAY DON'T PARK IN THIS AREA.

THERE'S D.O.T. CODE THAT PROVIDES GUIDANCE FOR DOING THAT. IT'S SO MANY FEET FROM AN INTERSECTION, SO MANY FEET FROM A CROSSWALK.

FOR THE GOLF COURSE MEMBERSHIP REVENUE IS UP 10% VERSUS LAST YEAR. THE AIRPORT MOST REVENUE SOURCES ARE OVER THE 91.7%. FOR WATER AND WASTEWATER FUNDS, THE BUDGET ANTICIPATED EXPENSES EXCEEDING REVENUES DUE TO THE LARGE CAPITAL PROJECTS AND THE TRANSFER TO THE MARINA AND GULF FUNDS. DOES ANYONE HAVE ANY QUESTIONS?

ROSS, WE DID FINALIZE A CONTRACT FOR YOUR CONSIDERATION ON THE OCTOBER 3RD AGENDA. AND AS OF TODAY MR. ROSS HAS SECURED A RENTAL PROPERTY. HE WILL BEGIN RENTING AND BE A RESIDENT OF THE CITY AS OF OCTOBER 11TH.

AND HIS FIRST DAY WILL BE OCTOBER 16TH.

SO I JUST WANTED TO REVIEW WITH YOU AND THE PUBLIC WHAT HE HAS REQUESTED IN TERMS OF SALARY AND THEN BENEFITS THAT WE OFFER AND JUST GO OVER IT REAL QUICK. HIS START DATE IS OCTOBER 16TH SO THAT'S RATHER QUICK. AND THEN THE SALARY, AS YOU KNOW THE SALARY RANGE THAT WAS PUBLISHED WAS 190 TO 225.

MR. ROSS REQUESTED THE TOP OF THE SALARY RANGE AT 225 FOR LESS SALARY AND A HOUSING ALLOWANCE BECAUSE OF THE COST OF HOUSING.

VEHICLE WILL EITHER BE A TAKE HOME VEHICLE, RIGHT NOW WE DON'T HAVE THAT IN THE BUDGET. SO IT'S EITHER A TAKE HOME VEHICLE OR A $500 A MONTH STIPEND.

THAT IS WHAT PRIOR CITY MANAGERS HAD.

FOR TECHNOLOGY A CELL PHONE. I ENCOURAGE HIM AS MANY OF US DO CARRY TWO PHONES, ALTHOUGH IT'S NOT AS CONVENIENT AS ONE, IT CERTAINLY MAKES IT VERY CLEAR WHERE THE LINE IS BETWEEN YOUR PUBLIC AND PRIVATE. AND OF COURSE A LAPTOP COMPUTER.

MOST OF THE DEPARTMENT DIRECTORS AT THAT LEVEL HAVE A LAPTOP.

THE CITY PROVIDES THE HEALTH INSURANCE.

CITY PAYS 100% OF THE HMO PREMIUM RATE FOR AN EMPLOYEE AND THEN PAYS 50% OF EVERY CITY EMPLOYEE'S DEPENDENT COVERAGE.

SO DEPENDING IF THEY WANT TO COVER THEIR FAMILY.

THE LAST SLIDE IS CONTINUE RETIREMENT IS JUST LIKE WE GAVE PRIOR CITY MANAGERS. THE CITY CONTRIBUTES OVER 20% OF AN EMPLOYEE'S SALARY INTO THE GENERAL EMPLOYEES PENSION FUND.

IN THIS CASE WE'LL SAVE A LITTLE BIT, IT'S 10% OF HIS SALARY TO A DEFERRED COMPENSATION. WHICH IS ALWAYS IN THE FORM OF WHAT WE CALL 457B, THAT'S AN IRS CODE REFERENCE.

457B. I HAVE ONE.

OTHER CITY MANAGERS HAVE HAD ONE.

AND WHAT THAT MEANS IS YOU CAN'T BORROW MONEY.

IT'S NOT A 401K, IT'S LOCKED IN THERE UNTIL YOU LEAVE THE PLOILT OF THE CITY. -- EMPLOYMENT OF THE CITY.

SO 10%. THREE WEEKS OF VACATION, THEY GET THAT AS OF OCTOBER 1ST. AND SICK TIME FOR ALL OF US IS ACCRUED OVER THE YEAR. IT EQUATES TO ABOUT 12 DAYS IN A YEAR. AND THEN SEVERANCE PAY, MR. ROSS ASKED, IT'S A 30 DAY NOTICE. IT WOULD BE BOTH WAYS, IF HE GAVE US NOTICE, IF THE CITY GAVE HIM NOTICE THAT WE INCREASE THAT FOR 60 DAYS IF THERE'S A TERMINATION WITHOUT CAUSE, IT'S A 60 DAY NOTICE. THAT DOES NOT MEAN THAT THE CITY COMMISSION HAS TO WORK WITH THAT PERSON IN THEIR OFFICE FOR 60 DAYS. WHAT WE DO IS WE END UP PAYING ADMINISTRATIVE LEAVE AND THEY GO HOME FOR THAT PERIOD OF TIME.

SO 60 DAYS NOTICE, SAME THING IF THE MANAGER RESIGNS.

AND THEN 16 WEEKS OF PAY AND BENEFITS.

AND THAT'S A SEVERANCE PACKAGE IF HE'S TERMINATED WITHOUT CAUSE. SO THAT'S STANDARD.

THE STATUTE ALLOWS UP TO 20 WEEKS.

AND THEN IT TURNED OUT THAT AT&T IS ON THOSE POLES AS ACCESSORY USE. ON 11TH OF AUGUST, I MET WITH THEM AND THE ENGINEERS AND THEY AT THAT TIME SAID THAT THEY DIDN'T HAVE ANY, PREVIOUSLY THEY HAD NO ACCESSORY USES ON THERE.

BUT NOW THEY THOUGHT THAT THERE WEREN'T ACCESSORY USES ON THERE.

AND THEY AGREED THAT AT&T CAN REMOVE THOSE ATTACHMENTS USING MINIMAL RESOURCES WITH MINIMAL COST.

AT&T ATTACHED THEM WITHOUT COSTS AT THAT TIME.

AT&T IS AWARE THAT TIME IS OF THE ESSENCE AND THE POLES ARE SCHEDULED TO BE REMOVED IN THE NEXT 4 TO 6 WEEKS.

AND THEY AGREED TO GO OUT THERE AND GET THEIR STUFF OFF THE POLES. SUBSEQUENTLY ON THE 18TH OF SEPTEMBER I ASKED THEM FOR AN UPDATE BECAUSE NOTHING HAD HAPPENED. AND THEY WROTE BACK SORRY FOR THE DELAYED RESPONSE, HURRICANE IALDA PULLED US AWAY FROM NORMAL JOB DUTIES. AFTER FURTHER REVIEW THIS PROJECT WOULD QUALIFY AS A CUSTOM WORK ORDER MUCH LIKE THE PROJECT AT THE AIRPORT. I INCLUDED THE C.O.W. GROUP IN THE EMAIL. THANK YOU FOR YOUR PATIENCE.

FINALLY JUST TWO DAYS AGO, AT&T IS DEMANDING A $1,000 NONREFUNDABLE FEE JUST TO SEE IF THEY'RE WILLING TO TAKE THE STUFF OFF THE POLE. AND MY QUESTION IS SHOULD WE PAY THAT FEE? $1,000 JUST FOR THEM, IT'S NONREFUNDABLE, FOR THEM THE DECIDE IF THEY'RE GOING TO BE WILLING TO TAKE ACCESSORIES OFF THE POLES.

AND FPU SAID IN THEIR CONTRACT THAT THERE WOULD BE NO FEES TO
