SO ON THE 16TH OF MAY, AN AGENDA ITEM WAS INITIALLY ON THERE FOR THE APPROVAL WAS AN ACTION ITEM TO EXTEND OR TO MODIFY THE LEASE OF THE GOLF COURSE TO INCLUDE A SOLAR FARM OF 36 ACRES.

AND THEY ALSO HAD SOME WORDING IN THERE ABOUT SOME AERONAUTICAL HANGAR STUFF.

WHAT THEY DIDN'T HAVE IN THERE WAS ANY OF THE MONETARY ISSUES THAT WOULD HAVE BEEN INVOLVED WITH THE LEASE EXTENSION.

IT WAS TO BE PULLED EVENTUALLY, AND I GUESS THE AIRPORT HAD SOMETHING TO DO WITH THAT AND IT JUST BECAME A DISCUSSION ITEM.

SO THE DISCUSSION ITEM AND THERE WERE A LOT OF PUBLIC THE PUBLIC IS CERTAINLY OPPOSED TO IT.

I WAS THERE. I AM OPPOSED TO IT.

I'M OPPOSED TO IT FOR A LOT OF REASONS.

THEY WENT TO WENT TO VISITS TO ALL THE FLIGHT SCHOOLS AT CRAIG, MADE THEM AWARE OF OUR NOISE ABATEMENT GUIDELINES.

THERE IS AN ANNOUNCEMENT ON THE AUTOMATED WEATHER BROADCAST THAT RECOMMENDS AND REQUESTS NO MORE THAN FIVE TOUCH AND GOES IN THE PATTERN.

IT DOES LIST THE QUIET HOURS FOR THE AIRPORT.

SO AND LIKE DOUG SAID, HERE IS A PUBLIC USE AIRPORT.

WE WE CAN'T TELL PEOPLE THAT ARE USING THE AERONAUTICAL USE AIRPORT IN A SAFE MANNER THAT THEY'VE GOT TO GO AWAY.

AND WE JUST WENT THROUGH THAT PROCESS IN MARTIN COUNTY.

AND I CAN TELL YOU, THE FAA WOULD NOT COME NEAR THIS AIRPORT WITH ANY FUNDING.

THE DECIBELS HERE WOULD NOT REGISTER ANYWHERE THAT WOULD QUALIFY FOR ANY KIND OF FUNDING FROM THE FAA.

IT JUST WOULDN'T EXIST.

AND THIS AIRPORT DOES ABOUT 47,000 OPERATIONS.

WE DID 140,000IN MARTIN COUNTY AND A LOT OF JETS AND THE DECIBELS BARELY MADE IT OFF THE AIRPORT PROPERTY.

WHAT WOULD YOU, IN YOUR PROFESSIONAL OPINION, THINK OF THE AIR QUALITY AROUND? I HAVE NO OPINION ON THE AIR QUALITY ISSUES.

AS FAR AS I KNOW, THERE'S PEOPLE TO MONITOR THE AIR QUALITY.

I GUESS MY OPINION IS THAT THAT IS ALL REGULATED BY THE FEDERAL GOVERNMENT.

THE LOCAL AIRPORTS HAVE ABSOLUTELY ZERO AUTHORITY OF WHAT HAPPENS IN THE AIRSPACE, ZERO THAT IS ALL CONTROLLED BY THE FEDERAL GOVERNMENT.

THAT'S NOISE, OPERATIONS, EVERYTHING.

BUT FROM MY PERSONAL STANDPOINT, I DON'T THINK ANY OF THE RESIDENTS SURROUNDING THE AIRPORT HAVE ANY ISSUE WITH THE NORMAL EVERYDAY USE OF THE AIRPORT WHERE A PLANE COMES IN, THEY LAND, PEOPLE DISEMBARK, THEY GO ABOUT THEIR BUSINESS, THEY GET BACK IN THEIR PLANE AND THEY FLY AWAY AND I'VE THESE PEOPLE.

I THINK WHAT THE ISSUE IS CURRENTLY, AND IT'S BEEN GOING ON FOR ABOUT THE LAST THREE YEARS IS THE I'LL CHARACTERIZE IT AS THE OVERUSE OF THE AIRPORT BY FLIGHT TRAINING SCHOOL.

HONESTLY, IF YOU TOOK THE CUMMINGS THE NORMAL COMINGS AND GOINGS OF THE AIRPORT, PEOPLE COMING IN, LANDING, GETTING OUT, DOING THEIR BUSINESS AND GETTING BACK IN THEIR PLANE, FLYING AWAY, IF YOU TRIPLED THAT TRAFFIC, IT WOULDN'T BE AN ISSUE FOR ME.

I LIVE QUITE NEAR THE AIRPORT.

I LIVE UNDERNEATH MOST OF THE FLIGHT SCHOOL TRAFFIC PATTERN STUFF.

THE ONLY ISSUE THAT I THINK ANY OF US WHO LIVE IN PROXIMITY TO THE AIRPORT HAVE ENCOUNTERED IS THIS FLIGHT SCHOOL STUFF.

AND THE FLIGHT SCHOOL STUFF BECOMES UNBEARABLE WHEN THERE ARE FOUR PLANES IN THE PATTERN.

AND IT'S ESSENTIALLY ENDLESS BECAUSE YOU DON'T YOU DON'T EVER HAVE A MOMENT WHEN THERE ISN'T A PLANE OVERHEAD.

THE OTHER COMMENT THAT I'VE MADE IN THAT REGARD IS THAT THE FLIGHT TRAINING SCHOOL AIRCRAFT APPEARED TO ME FROM FROM A LAYMAN'S VIEWPOINT, TO BE THE OLDEST AND THE LOUDEST ON AVERAGE OF ALL THE THE PLANES IN THE AIR USING THE FERNANDINA BEACH AIRPORT.

I THINK THAT'S THE CRUX OF THE ISSUE.

IF THE FLIGHT SCHOOL TRAFFIC PATTERN WENT BACK TO WHAT IT WAS FIVE YEARS AGO, NONE OF US WOULD BE HERE.

NONE OF US WOULD HAVE AN ISSUE.

I THINK THAT THE POINT THAT WE'RE TRYING TO MAKE AND I THINK THAT WE HAVE BEEN VERY REASONABLE ABOUT IT IN THE PAST, IS THAT THE CURRENT SITUATION IS WAY TOO MUCH.

I THINK THE OTHER ISSUE THAT WAS RAISED AND IT'S BEEN DISCUSSED HERE AMONGST THE MEMBERS IN THE PAST AND THIS GENTLEMAN HERE RAISED IT, IS THAT THERE'S A SAFETY ISSUE.

AND WE HAVE ALREADY HAD A PLANE CRASH IN OUR NEIGHBORHOOD.

I THINK IT'S ACROSS THE STREET AND THREE DOORS DOWN FROM ME, A PLANE CRASHED IN FRONT OF THE HOUSE. THAT'S BEEN QUITE A FEW YEARS AGO.

THAT'S A LONG TIME AGO.

YEAH, IT WAS. IT WAS ACTUALLY BEFORE WE MOVED HERE.

SO THE SAFETY ISSUES ARE NOT INSIGNIFICANT.

LIKE I SAID, THERE'S 3000 GA AIRPORTS IN THE COUNTRY AND WE'RE ALL PART OF THE NATIONAL AVIATION SYSTEM.

SO WE CANNOT THE LOCAL AIRPORTS CANNOT TELL A PILOT WHEN HE CAN OR CANNOT USE THE AIRPORT BECAUSE WE RECEIVE FEDERAL FUNDS.

IT'S JUST LIKE THE FEDERAL INTERSTATE SYSTEM.

SO WE YOU'RE NOT AWARE OF THIS, BUT THESE FOLKS ARE.

I'VE BEEN COMING TO THESE MEETINGS FOR PROBABLY CLOSE TO THREE YEARS NOW, CERTAINLY OVER TWO YEARS.
