THIS IS A REQUEST FOR AN AMENDMENT TO THE FUTURE LAND USE MAP AND A ZONING CHANGE FOR CITY OWNED PROPERTY ON THE WATERFRONT.

THIS IS LOCATED ON SOUTH FRONT STREET AND IS CURRENTLY ZONED INDUSTRIAL WATERFRONT OR I'M SORRY, CURRENT FLUME IS INDUSTRIAL WATERFRONT WITH THE ZONING OF I.W AND A CRA OVERLAY.

THE PROPOSED FLUME AND ZONING IS RECREATION.

AND AGAIN, THIS IS A CITY OWNED PARCEL.

IT'S APPROXIMATELY 3.65 ACRES AND THE CURRENT USES ON THE PROPERTY ARE DOCKS AND A PORT.

AND TO GET INTO THE EXISTING LAND USE ZONING AND OVERLAY, IT ALLOWS FOR A RANGE OF INDUSTRIAL AND COMMERCIAL USES.

THOSE ARE GENERALLY HIGH INTENSITY USES AND THIS IS ALSO LOCATED WITHIN THE CRA.

THERE ARE CRA GUIDELINES IN PLACE THAT HELP TO GUIDE THE DEVELOPMENT AND DESIGN OF ANYTHING THAT WOULD GO THERE.

AND THOSE CRA GUIDELINES TAKE PRECEDENCE OVER OUR LAND DEVELOPMENT CODE FOR THE UNDERLYING ZONING DISTRICT.

AND THIS PARTICULAR LOT IS ALSO REFERRED TO AS LOT D.

IT'S LOCATED IN WHAT'S CALLED THE PUBLIC WATERFRONT PARK DESIGN AREA THAT IS DEFINED WITHIN THE CRA DESIGN GUIDELINES.

AND ONE OF THE THINGS THAT IS PRIORITIZED WITHIN THE PUBLIC WATERFRONT PARK AREA IS PRIORITIZATION FOR RETAINING THE DESIGNATION AS AN INDUSTRIAL WATERFRONT LAND USE AREA AND IT GETS INTO FURTHER DETAILS OF THAT AND CONSERVING PANORAMIC VIEWS OF THE RIVER, GUARANTEEING PUBLIC AND PEDESTRIAN ACCESS TO THE RIVER AND SUPPORTING MARINA FUNCTIONS, DAILY PUBLIC USE AND SPECIAL EVENTS AND THE PROPOSED LAND USE AND ZONING OF RECREATION ALLOWS FOR PUBLIC AND RECREATIONAL USES.

THOSE INCLUDE CEMETERIES, CLUBS, RECREATION CENTERS, GOLF COURSES, PARKS, TRAILS, ETCETERA.

THERE'S A FEW OTHER THINGS IN THERE AS WELL, WHICH I'VE GOT THE FULL LIST AT THE END OF THE PRESENTATION FOR ANYONE WHO WOULD LIKE TO SEE IT.

BUT THE RECREATION, THE BIGGEST CHANGE THAT THIS WOULD HAVE IS IT IS GOING TO LIMIT THE COMMERCIAL DEVELOPMENT THAT CAN OCCUR ON THESE PARCELS.

HOWEVER, IT'S IMPORTANT TO NOTE THERE ARE SOME COMMERCIAL ACTIVITIES THAT WOULD BE PERMISSIBLE UNDER THE RECREATION LAND USE AND ZONING, SUCH AS INDOOR OR OUTDOOR AMUSEMENTS, BILLIARD PARLORS, BOWLING ALLEYS, GAME ROOMS, SKATING RINKS.

AND THOSE ARE ALL SUBJECT TO SUPPLEMENTAL STANDARDS, WHICH IS ANOTHER SET OF STANDARDS THAT WE HAVE IN OUR LAND DEVELOPMENT CODE.

SO IT WOULD HAVE A FEW MORE THINGS THAT THEY'D HAVE TO MEET IN ORDER TO BE ABLE TO TO UTILIZE THE PROPERTY IN ANY OF THOSE KINDS OF WAYS.

AND I'VE INCLUDED HERE THAT SNIPPET FROM THE CRA GUIDELINES FOR THIS PARTICULAR PARCEL, OTHERWISE KNOWN AS A PUBLIC WATERFRONT PARK DESIGN AREA. AND AGAIN, YOU CAN SEE HERE UNDER NUMBER ONE IN THE GENERAL RULES HERE IS THE RETENTION OF THIS AS AN INDUSTRIAL WATERFRONT LAND USE AREA. AND I'VE INCLUDED HERE A FULL LIST OF EVERYTHING THAT CAN BE DONE WITHIN IT AND EVERYTHING THAT CAN BE DONE WITH RECREATION.

AGAIN, THE MAIN TAKEAWAY HERE IS THE LIMITATION OF COMMERCIAL DEVELOPMENT THAT WILL NO LONGER BE ABLE TO OCCUR ON THE RECREATION, LAND USE AND ZONING AND THE CONCLUSION THE PROPOSED RECREATIONAL LAND USE AND ZONING WAS DISCUSSED AT BOTH THE CRA BOARD AND THE CITY COMMISSION BOARD AS WELL THE CITY COMMISSION EXECUTIVE CRA BOARD AND BOTH RECOMMENDED FOR THIS TO MOVE FORWARD TO THE PAB IN THE WAY THAT YOU'RE SEEING IT NOW.

AND AGAIN, JUST POINTING OUT THAT SECTION ONE, THERE IS A CONFLICT WITH THAT IN CHANGING THE LAND USE AND ZONING.

HOWEVER, THAT BEING SAID, THE PROPOSED LAND USE AND ZONING OF RECREATION, IT ALIGNS VERY WELL WITH WHAT IS CURRENTLY WITHIN THE CRA GUIDELINES AND IS USED AS A PARK WITH CONSERVING PANORAMIC VIEWS, THE PUBLIC AND PEDESTRIAN ACCESS AND THE AREAS FOR DAILY PUBLIC USE.

SO IT DOES ALIGN REALLY WELL WITH WHAT WE CURRENTLY HAVE NOW.

SO IT WOULDN'T BE A SIGNIFICANT CHANGE.

AGAIN, JUST A LIMITATION FOR THOSE FOR ANY COMMERCIAL DEVELOPMENT, WHICH IS WHAT THE COMMUNITY AND THE CITY COMMISSION AND THE CRA BOARD STATED THAT THEY WANTED TO SEE AS WELL.

SO I TO ANSWER ANY QUESTIONS IF YOU HAVE ANY.

MY UNDERSTANDING OF WHAT WE'RE DOING IS PRETTY MUCH EXACTLY WHAT WAS DISCUSSED AT THE CRA BOARD.

AND ONE THING I WILL POINT OUT, THERE'S THE NORTH BOUNDARY OF THIS PLOT, D, IF WE WANT TO CALL IT THAT.

THERE'S STILL ANOTHER 200FT UNTIL YOU GET UP TO ATLANTIC SEAFOOD.

AND MY UNDERSTANDING IS RIGHT NOW, NO ONE WANTS TO TOUCH THAT LAST COUPLE HUNDRED FEET UNTIL WE KNOW WHAT THE ATLANTIC SEAFOOD PLANT IS GOING TO BE.

SO THAT'S STILL WATERFRONT INDUSTRIAL AND SHOULD STAY THERE UNTIL THEY GET IT CORRECT.

WE MAY END UP BEING ABLE TO TAKE ANOTHER 100FT AND ADD IT TO THIS PARTICULAR.

YOUR PARCEL IF THEY DON'T USE IT FOR ATLANTIC.

BUT NOBODY KNOWS EXACTLY WHERE THEY'RE GOING TO POSITION THE BUILDING.

SO I THINK THE WAY WE'RE GOING IS PROBABLY A SMART MOVE.

RIGHT NOW. WE CREATE THE FEWEST NUMBER OF PROBLEMS. DO I HAVE ONE QUESTION? SINCE THERE IS A VARIANT OR VARIATION FROM WHAT THE CRA'S GOALS ARE, DO THEY HAVE TO VOTE ON ANYTHING? OR I MEAN, AS LONG AS WE JUST APPROVE IT, THAT'S THEY'VE ALREADY RECOMMENDED FOR IT TO MOVE FORWARD IN THIS MANNER.

I'M JUST TRYING TO FIND OUT IF THERE'S ANY INTEREST AMONGST THE REST OF THE PAB TO MAYBE HAVE SOMEONE COME IN JUST TO GIVE US SOME THOUGHTS ON KIND OF WHERE

TRAFFIC AND PARKING IS GOING FROM A STANDPOINT OF TECHNOLOGY KIND OF TIMELINE, WHAT IT TAKES TO DEVELOP MORE OR LESS JUST TO GET AN OVERVIEW, BUT SOMETHING THAT WOULD BE GIVE US SOME SPECIFICS TO BASICALLY THE AISLE AND HOW WE MERGE WITH THE REST OF THE COUNTY BECAUSE WE'VE GOT SOME DEFINITE NECESSITY AT SOME POINT TO INCREASE THE OR THE PROBABILITY OF HAVING ADDITIONAL AVENUES OF TRAFFIC.

I THINK THAT'S A GREAT IDEA BECAUSE IT IS A HUGE HOT TOPIC RIGHT NOW ALONG WITH SHOULD WE HAVE A PARKING GARAGE? THAT'S A BIG TOPIC.

SO I THINK I THINK THAT'S A GREAT IDEA.

AND I'LL TELL YOU WHAT, PEOPLE DON'T WANT TO GIVE UP THEIR CAR.

IT WOULD HAVE TO BE A BIG INCENTIVE.

WELL, BUT MAYBE THERE'S THIS CONCEPT, THOUGH, FOR DAY TRIPPERS PARTICULARLY, OR VISITORS WHERE YOU PARK AND RIDE KIND OF THING, IF YOU HAD GOOD ENOUGH MASS TRANSPORTATION NOW DOESN'T NEED MASS TRANSPORTATION IN MY MIND FIRST COMES UP TO BE LIKE A SUBWAY. I'M NOT SAYING THAT IT COULD BE THAT MIGHT BE DIFFERENT.

SOME LARGER JURISDICTIONS HAVE CONVERTED THEM TO ARTISTS LOFTS AND THAT KIND OF THING.

THE NAVAL STADIUM IS OUTSIDE OF TOWN, YOU KNOW, WITHIN THE TOWN LIMITS.

BUT OUT THE MAIN BOULEVARD ROAD BOULEVARD, THERE'S A HUGE INCENTIVE TO THAT.

THEY HAVE CREATED TO PARK YOUR CAR OUT THERE, GET ON THE TROLLEY AND RIDE DOWNTOWN AND EVEN THE REMOTE.

AND WE DO HAVE MULTIPLE PARKING GARAGES BECAUSE WE HAVE THE SAME EXACT PROBLEM.

BUT WHAT THEY DO IS THEY EFFECTIVELY CHARGE TWO BUCKS FOR, I DON'T KNOW, WHATEVER, TWO BUCKS AN HOUR TO PARK AS OPPOSED TO 12 BUCKS TO PARK AS CLOSE TO THE RESTAURANT AS YOU WANT TO GET.

SO THERE ARE ALL SORTS OF WAYS TO INCENTIVIZE IT THAT I'VE SEEN IN MY TRAVELS.
