CARTER G. WOODSON WHO SAW THE TO WRING NATIONAL ATTENTION TO THE IMPORTANT CONTRIBUTIONS AFRICAN-AMERICANS MADE TO THE HISTORY OF THE UNITED STATES. DR. WOODSON CHOSE FEBRUARY, BECAUSE IT INCLUDES THE BIRTHDAYS OF AFRICAN ABOLITIONIST FREDERICK DOUGLASS, LANGSTON HUGHES, POET, AND PRESIDENT ABRAHAM LINCOLN. FROM WHEREAS FROM THE REVOLUTIONARY WAR TO THE MOVEMENT, MARCHES ACROSS AMERICA, AFRICAN-AMERICANS REMAIN DEVOTED TO THE PROPOSITION THAT ALL OF US ARE CREATED EQUAL EVEN WHEN THEIR OWN RIGHTS ARE DENIED. THOUGH HE NEVER KNEW HIS BIRTHDAY, HE CHOSE TO CELEBRATE EVERY YEAR ON FEBRUARY 14. MISS EARLY LIFE WAS TORTUROUS AND HARROWING. AT YOUNG AGE, HE REALIZE THAT LITERACY COULD LEAD TO FREEDOM. BECAUSE SLAVE CHILDREN WERE NOT ALLOWED TO GO TO SCHOOL, HE TAUGHT HIMSELF TO READ AND WRITE. HE ACHIEVED NATIONAL SUCCESS AS A SOCIAL REFORM, ABOLITIONIST, AUTHOR AND STATESMAN FAMOUS FOR HIS ANTI-SLAVERY WRITING AND UNRIFLED DEBATE SKILLS.

SOME WERE SKEPTICAL THAT HE WAS ONCE A SLAVE AND RESPONSE IN DISBELIEF, MR. DOUGLAS ROAD HIS FIRST AUTOBIOGRAPHY WHICH BECAME A BEST SELLER. PENNED A TOTAL OF THREE AUTOBIOGRAPHIES DESCRIBING HIS LIFE AND STRAW MATTIC EXPERIENCE AND STAUNCHLY SUPPORTED THE UNITED STATES CONSTITUTION.

MR. DOUGLASS HELD SEVERAL PRESTIGIOUS OFFICES AND FIRST TO BE NOMINATED AS VICE PRESIDENT. AND ADVISED FIVE PRESIDENTS INCLUDING LINCOLN AND MAKING A~ LINESES ACROSS RACIAL AND IDEOLOGY DIVIDES ONCE CRITICIZED FOR WILLINGNESS TO TALK TO SLAVE OWNERS, HE SAID HE WOULD TALK TO THOSE WHO WOULD DO THE RIGHT THING. IN A MEANS TO CONTINUE THE OPEN DIALOGUE.

GOING FORWARD, OUR COMMISSION WILL DISCUSS THE PLAN AGAIN AT OUR COMMISSION MEETING TOMORROW NIGHT AND THEN AGAIN IN TWO WEEKS. AFTER THAT IN PRESIDENT NEXT MEETING WHERE I WILL ANTICIPATE THAT THEY WILL VOTE TO APPROVE THE PLAN. WE WELCOME YOU AND ANY CONCERNED CITIZENS TO ATTEND THOSE MEETINGS.

ONCE THE PLAN IS APPROVED I ANTICIPATE YOU GOING BACK ON A NUMBER OF ADMINISTRATIVE TYPE ISSUES WE WOULD LIKE TO ADDRESS.

THE PLAN DEVELOPMENT PROCESS, AS YOU MAY KNOW, BEGAN OVER A YEAR AGO. AS I AM SURE YOU KNOW BY YOUR OWN EXPERIENCE WITH YOUR OWN LOCAL GOVERNMENT COMPREHENSIVE PLAN, IF YOU DO IT RIGHT, IT CAN BE A BIT MESSY.

WE HAVE CERTAINLY GOTTEN MESSY. THAT HAPPENS WHEN YOU OPEN UP YOUR PLANNING PROCESS TO THE COMMUNITY AT LARGE AND TRY TO INCORPORATE AS MANY OF THEIR CONCERNS INTO A DOCUMENT THAT IS INTENDED TO HAVE OVERALL DEVELOPMENT AND DIRECTION TO THE PORT. AS YOU KNOW WITH THE DIRECTION OF OUR COMMISSIONERS, OUR PLANNING TEAM PROVIDED OPPORTUNITIES THROUGHOUT THE PROCESS TO SEEK, GATHER AND CONSIDER INPUT FROM THE PUBLIC WHETHER THROUGH OUR STAKEHOLDERS COMMITTEE, OUR TWO PUBLIC OPEN HOUSES, OUR GIANT CITY PORT WORKSHOP WITH THE PUBLISHING OF OUR DRAFT REPORT ON OUR WEB SITE. WE HAVE DEVELOPED VARIOUS STRATEGIES OF CONCERNS TO THE COMMUNITY. BASED ON THE FEEDBACK WE RECEIVED, MANY OF THE STRATEGIES HAVE BEEN ELIMINATED OR MODIFIED. I PROVIDED EACH OF YOU THIS EVENING WITH A BULLETED SUMMARY OF THE HIGHLIGHTS OF OUR PROPOSED PLAN WHICH WE BELIEVE BALANCES THE NEED OF THE SURROUNDING COMMUNITY WITH THE REQUIREMENTS OF THE PORT TO SUCCESSFULLY MEET OUR MISSION. THE FULL DRAFT REPORT AND EXECUTIVE SUMMARY INCLUDING THE DOCUMENT AND THE INFORMATION I HANDED YOU TONIGHT ARE ALL LOCATED ON OUR WEB SITE.

ONCE THE PLAN IS APPROVED BY OPA.

ONCE APPROVED, OPA AND THE OPERATOR WILL HAVE DETAILED OPERATING PLANS FOR SPECIFIC OPPORTUNITIES.

WE MUST ALSO REMEMBER THAT LONG BEFORE I BECAME THE EXECUTIVE DIRECTOR, BEFORE MY COMMISSIONERS WERE ELECTED TO THEIR CURRENT POSITIONS, OR YOU TO YOURS, ANOTHER GROUP OF COMMUNITY LEADERS INCLUDING BUSINESSMEN, ELECTED OFFICIALS AND OTHERS MADE THE DECISION TO LOCATE A COMMERCIAL SEAPORT WHERE IT NOW SITS AND EMPOWER THE OCEAN HIGHWAY AND PORT AUTHORITY TO GOVERN ITS ACTIVITIES.

THOSE DECISIONS HAVE BEEN WELL SUPPORTED OVER THE YEARS BY LOCAL, STATE ENTITIES IN THE LARGE AMOUNT OF CAPITAL INVESTMENT THEY MADE IN ORDER FOR THE PORT TO ENGAGE SUCCESSFULLY IN INTERNATIONAL FRAYED FOR LOCAL, REGIONAL AND FEDERAL ECONOMIES. EACH OF THOSE ENTITIES EXPECT A RATE OF RETURN THROUGH JOB CREATION AND REDUCED TRANSPORTATION COSTS TO SUPPORT THE LOCAL REGIONAL NATIONAL ECONOMY. OUR OPA COMMISSION AND OUR OPERATOR TAKES THAT RESPONSIBILITY VERY SERIOUSLY BUT AT THE SAME TIME, UNDERSTANDS WHILE ACHIEVING THAT GOAL WE MUST BE MINDFUL OF THE ENVIRONMENT WE OPERATE.

WE UNDERSTAND THAT A SUCCESSFUL PORT WILL HAVE EXTERNAL IMPACT INCLUDING INCREASED TRUCK AND RAIL TRAFFIC.

WHAT IT DOESN'T NEED TO GENERATE IS INCREASED TRASH ALONG THE ROADWAYS. WE ARE COMMITTED TO WORKING WITH OUR TERMINAL OPERATOR TO ADDRESS CONCERNS THAT ARE BROUGHT TO US BY OUR NEIGHBORS. IT IS IMPORTANT TO UNDERSTAND THAT THE PORT'S LOCATION AND OPERATIONAL CAPABILITIES MAKE IT WELL SUITED TO PROVIDE LOGISTIC SUPPORT TO THE SUPPLY CHAIN SYSTEM THAT ULTIMATELY UNDERLYING OUR NATIONAL ECONOMY.

WITHOUT A WELL-RUN EFFICIENT AND PORT OF FERNANDINA, ADDITIONAL TRANSPORTATION AND DISTRIBUTION COSTS WILL BE ADDED ON TO THE VERY PRODUCTS THAT WE EITHER CONSUME DIRECTLY OR THE INFRASTRUCTURE THAT IS REQUIRED TO SUPPORT OUR QUALITY OF LIFE.

AS LARGER REGIONAL PORTS SUCH AS CHARLESTON, SAVANNAH AND EVEN JACKSONVILLE FOCUS THEIR ACCESS ON THE CONTAINER SHIP, OPPORTUNITIES FOR BREAK BULK AND CARGO PROVIDES TO THE PORT OF FERNANDINA WHICH HAVE BOTH THE PHYSICAL, MANAGEMENT AND PROFESSIONAL EXPERTISE. THE PROXIMITY OF THE PORT OF FERNANDINA TO THE OTHER OPERATIONAL PORTS ALLOW THE SHIPPER AND SUPPLIER BASE TO TAKE ADVANTAGE OF THE DISNEY DISTRIBUTION SYSTEM MAINTAINING COST AND DELIVERY SCHEDULES.

THE PORT OF FERNANDINA STRATEGIC MASTER PLAN IN CARGO SEGMENTS.

IN CLOSURE, I KNOW PEOPLE ARE HERE TO HEAR OF OUR RECENT EXPERIENCE WITH THE FUTURE PLANS FOR IT AND TO EXPRESS THEIR CONCERNS ABOUT THE CRUISE SHIP ISSUE IN THE PLAN.

SO I WILL ATTEMPT TO BRIEFLY ADDRESS THOSE, BUT WE WILL DIG INTO EACH A LITTLE DEEPER AT BOTH OF OUR UPCOMING COMMISSION MEETINGS AND AGAIN I INVITE THE PUBLIC TO THOSE MEETINGS.

REGARDING THE SHIP. THE TRIAL SHIPMENT FOR THE SUPPLIER, OPERATOR AND THE COMMUNITY.

THE SHIP COMPLETED ITS WORK AND THE NEXT SHIP IS YET TO BE SCHEDULED. SOME INTEREST OF CONCERN REGARDING THE DUST CREATED BY THE OPERATION.

MOST OF THE DUST WAS CREATED BY BREAKAGE OF A NUMBER OF BAGS THAT OCCURRED WITHIN THE HOLD OF THE VESSEL WHICH WERE THEN TRANSFERRED TO OTHER BAGS SUBSEQUENTLY REMOVED FROM THE SHIP. BEFORE I GO ANY FURTHER I WOULD BE REMISS IF I DIDN'T CONVEY THAT SALVAGE SERVERS IS OUR OPERATOR AND NUMBER ONE SAFETY IS EMPLOYEES AND THOSE TO SURROUND THE OPERATION. I TALKED TO MANY MERCHANTS AND NONE OF THEM SUPPORT CRUISE SHIPS COMING INTO THIS CITY. DALE REFUSED TO CONSIDER ANY OF THOSE OFFERS.

DELAYED THE TERM NATION OF THE CITY COMMISSIONER'S HEALTH BENEFITS FOR SIX MONTHS TO BENEFIT ONE COMMISSIONER UNTIL HE WAS ELIGIBLE FOR MEDICARE, SELECTIVE MANAGEMENT.

HOWEVER IN THE ISSUE, THE CITY MANAGER CANNOT PERSUADE MR. ROSS TO WAIT TWO WEEKS TO DISCUSS THIS POSSIBLE ISSUE OF INSURANCE COVERAGE WITHOUT TRYING TO DISGRACE OUR CITY.

FIRST OF ALL, THE WHOLE ISSUE WAS SUPPOSED TO HAVE BEEN DONE

ROSS, ALONE CREATED AN OPPORTUNITY TO HIJACK YET ANOTHER MEETING WITH THE ATTEMPT TO MAKE OUR CITY COMMISSIONERS LOOK BAD AND SOMEHOW CONDEMN BREXT.

ALL WITH AS DONE WHEN THE CITY ATTORNEY WAS NOT PRESENT SHOWING LACK OF FAVORITISM FOR ONE COMMISSIONER AND NOT THE WHOLE COMMISSION. POOR MANAGEMENT.

YET ANOTHER ITEM. FURTHERMORE, MAYOR BEAN SPECIFICALLY INSTRUCTED THE CITY MANAGER TO WAIT UNTIL THE CITY ATTORNEY RETURNED AND TO NOT SPEND MONEY ON TO RESEARCH THE INSURANCE TOPIC. YET THE VERY NEXT DAY WITH THE CITY MANAGER'S PERMISSION, COMMISSIONER ROSS DID JUST THAT AT THE COST OF THE CITY OF $650. RECORDING BRETT'S ISSUE AND LEASE, I BELIEVE THE ATTEMPT TO CONTROL AND OR GET THE EXACT BID WINNER TO ACCEPT A CONTRACT FOR BRETT'S FUTURE LEASEHOLDER, THE CITY MANAGER ACTUALLY OFFERED THE CITY COMMISSION AN IDEA OF A TEN-DAY RFQ, WHICH WOULD ONLY BENEFIT THE EXACT PERSON A CITY MANAGER WOULD WANT TO WIN. UNACCEPTABLE FINANCIAL MISMANAGEMENT. AS A CITY COMMISSIONER I SHOULD NOT BE INFORMED OF A HIRING OR FIRING OF A EMPLOYEE AFTER THE NEWS MOST RECENTLY DAYS BEFORE THE AIRPORT MANAGER RESIGNED.

THE WHOLE POLICE CHIEF HIRING PROCESS FROM THE CITY MANAGER HAS BEEN A DEBACLE. I PERSONALLY NOTE FROM A PREVIOUS CITY COMMISSIONER ARTICLE THAT THE CITY MANAGER'S TOP TWO CANDIDATES HAVE ONGOING LITIGATION AGAINST THEM.

THE CURRENT ASSISTANT DEPUTY CHIEF WAS HIRED TO TAKE OVER THE POLICE CHIEF POSITION ONCE HE LEFT.

I WAS INFORMED BY THE DEPUTY CHIEF THAT THE CURRENT INTERIM POLICE CHIEF, JIM CURLY WAS SET TO LEAVE ON FRIDAY A FEW WEEKS AGO. BUT ACCORDING TO THE CITY MANAGER LACK OF MANAGEMENT DID NOT INFORM STAFF THAT HURLEY WILL BE STAYING. LAST WEDNESDAY, JIM HURLEY DID LEAVE HIS TEMPORARY POSITION, YET OUR DEPUTY CHIEF HAVE YET TO BE INFORMED OF HIS CURRENT JOB DUTIES.

NO POLICE CHIEF IN PLACE. LACK OF COMMUNICATION AND LEADERSHIP. IN A STAFF MEETING A FEW WEEKS AGO, I WAS INFORMED THAT THE CITY MANAGER EXPLAINED THAT MR. ROSS WILL WILL BE ROLLING OUT A 10% BUDGET CUT PRESENTATION TO GET PREPARED FOR THE BUDGET CYCLE.

THE CITY MANAGER SAID, MAKE IT LOOK UGLY.

WITH HIS INTENTIONS OF UNDERMINING THE BUDGET PROCESS UNFAIR AND UNEQUITABLE WITH ALL COMMISSIONERS.
