BEST KNOWN FOR HIS ROLE IN THE INVESTMENT OF CIVIL RIGHTS BASED ON CHRISTIAN BELIEFS. HE CHALLENGED AUTHORITIES RECOGNIZE INDIVIDUAL LIBERTY RELIES ON COMMON EQUITY. THE CIVIL RIGHTS MOVEMENT, THAT HE BUILDS FROM THE GROUND UP, FORCED OPEN THE DOORS OF NEGOTIATION, JUSTICE AND EQUAL OPPORTUNITY. HE DEVOTED HIS LIFE TO SOWING SEEDS FOR HOPE FOR A DAY WHEN ALL PEOPLE MIGHT CLAIM THE RICHES OF FREEDOM AND THE SECURITY OF JUSTICE.

THIS IS DUE TO THE TIMING OF THE PROPERTY PACKS AND LOCAL BUSINESS TAX RECEIPTS. TAX COLLECTIONS ARE 15.5 MILLION AND 88.5% OF THE BUDGET. THEY ARE BELOW THE 25% MARK AT 19.4%. SOME DEPARTMENTS ARE OVER THIS MARK DUE TO THE ANNUAL SERVICE AND MAINTENANCE CONTRACTS. FOR THE CAPITAL IMPROVEMENT FUNDS , ENCUMBRANCES AND PAYMENTS HAVE BEEN MADE . AND COMPELLED COMMISSION , THE UTILITIES COMMISSION TO INSTALL A PROPER GAS LINE. MY FEELING IS THAT, COMING FROM THE OUTSIDE, IT MAKES SENSE TO DO SO. IT'S ECONOMICAL.
