PROCLAMATION, 13 YEARS AGO, MISS GWENDOLYN AND SMITH, A TRANSGENDER WOMAN FOUNDED TRANSGENDER DAY OF REMEMBRANCE TO REMARK THAT MIGHT MEMORIALIZE THE MURDER OF A FELLOW TRANSGENDER WOMAN, MISS READER HESTER, WHO WAS KILLED DUE TO THE ANTI- TRANSGENDER HATRED AND PREJUDICE. LIKE MOST TRANSGENDER MURDER CASES, MS. HESTER'S DEATH HAS YET TO BE SOLVED.

TRANSGENDER DAY OF REMEMBRANCE IS AN INTERNATIONAL DAY OF ACTION, OBSERVED IN OVER 185 CITIES.

AND MORE THAN 20 COUNTRIES. ALTHOUGH NOT EVERY PERSON REPRESENTED, SELF IDENTIFIES AS TRANSGENDER EACH HAS BEEN SUBJECTED TO VIOLENCE, BIAS AGAINST TRANSGENDER PEOPLE.

OVER THE LAST DECADE, MORE THAN ONE PERSON PER MONTH HAS DIED DUE TO TRANSGENDER -BASED HATE OR PREJUDICE.

TRANSGENDER DAY OF REMEMBRANCE RAISES PUBLIC AWARENESS OF HATE CRIMES AGAINST TRANSGENDER PEOPLE, AND PUBLICLY MOURNS AND HONORS THE LIVES OF THOSE WHO MIGHT OTHERWISE BE FORGOTTEN.

THE DAY OF REMEMBRANCE REMINDS NON- TRANSGENDER PEOPLE THAT WE ARE THEIR SONS, DAUGHTERS, BROTHERS, SISTERS AND FRIENDS.

DAY OF REMEMBRANCE, PROVIDES AN OPPORTUNITY TO STEP FORWARD AND

TO MEMORIALIZE THOSE WHO HAVE TRAGICALLY DIED, SIMPLY FOR BEING WHO THEY ARE. TRANSGENDER DAY OF REMEMBRANCE IS AN EDUCATION AND COMMUNITY BUILDING ORGANIZATION THAT WORKS TO END DISCRIMINATION ON THE BASIS OF GENDER IDENTITY AND EXPRESSION. THIS INCLUDES WORKING TOWARDS THE EMPOWERMENT OF ALL PERSONS WHO HAVE BEEN OR ARE BEING DEPRIVED OF EQUAL RIGHTS AND/OR FAIR TREATMENT BECAUSE OF THEIR GENDER EXPRESSION OR IDENTITY. THEREFORE I MICHAEL A LEDNOVICH ALONG WITH MY CITY COMMISSIONERS BY VIRTUE OF THE AUTHORITY VESTED IN ME AS MAYOR AND THE CITY DO HEREBY PROCLAIM NOVEMBER DAY OF REMEMBRANCE. AND REMIND ALL THAT WE ARE CREATED EQUAL, AND HAVE CERTAIN UNALIENABLE RIGHTS WHICH INCLUDES LIFE, LIBERTY AND THE PURSUIT OF HAPPYNESS.

CONGRATULATIONS. >> THANK YOU TO THE CITY COMMISSION FOR THIS PROCLAMATION TODAY.

TRANSGENDER PEOPLE ARE DEEPLY IMPACTED BY RACISM, SEXISM AND TRANS- MOBILE. MOST OF THE PEOPLE KILLED IN THE SOUTH ARE AFRICAN-AMERICAN MAKING THEM TWICE AS VULNERABLE.

SINCE 2018 MORE THAN 160 TRANSGENDER AND NONCONFORMING INDIVIDUALS HAVE BEEN KILLED IN THE UNITED STATES, MANY IN FLORIDA. EVEN IN THE FACE OF THIS PHYSICAL DANGER HATRED AND MORE OVERCOME UNJUST BARRIERS IN ALL CORNERS OF OUR COUNTRY. IT IS NOT ENOUGH TO JUST SAY THIS WE MUST HONOR THEIR MEMORIES.

HAVING THE CITY DO THIS PROCLAMATION AND HAVING EVENTS LIKE OUR TRANSGENDER DAY OF REMEMBRANCE WHICH WILL BE SUNDAY AT SAINT PETERS CHURCH WILL BE ONE WAY TO LET THE PEOPLE KNOW THERE IS RECOGNITION, ACCEPTANCE AND LOVE HERE FOR THEM.

I JUST WANT TO PREFACE THIS BY SAYING WE ARE IN THE PRELIMINARY STAGES OF REVIEWING CONCEPTS FOR THE GATEWAY SIGN AT EIGHTH AND ( INDISCERNIBLE ) STREET. WHAT DO YOU SEE IS THE INTERSECTION. WE WILL TALK ABOUT GENERAL CONCEPTS AND WORDING FOR THE SIGN AND OPTIONS FOR THE WEST SIDE OF THE STREET. THIS CAME ABOUT IN CONVERSATION WITH JEREMIAH AND THIS HAD DETERIORATED AND COULD NO LONGER BE FIXED. WHAT IS REMAINING IS ONE SINGLE WALL. IT IS STILL STRUCTURALLY SOUND, WE ARE LOOKING AT USING THAT AS A BASE.

I WILL.OUT THAT IS NOT A COST-SAVING MEASURE, BUT MORE OF NOT MAKING A RADICAL CHANGE. MAINTAINING THE STRUCTURE AND BUILDING UPON IT. THE DESIGN COUNCIL FOR MAIN STREET HAS LOOKED AT SOME OF THESE CONCEPTS AND PREVIEWED THEM AND MADE COMMENTS THAT JEFF HAS BUILT INTO THE PRESENTATION.

THERE ARE TEN MEMBERS OF THE DESIGN COUNCIL.

WE HAVE TWO ARCHITECTS, ONE IN THE ROOM, ONE ENGINEER, AND FIVE

OF OUR MEMBERS ARE PROPERTY OWNERS INCLUDING ONE WHO IS A PROPERTY OWNER ON EIGHTH STREET. SO WE ALSO HAVE CITY STAFF INCLUDING OUR PARKS AND REC DIRECTOR.

, SO WE HAVE A GOOD REPRESENTATION OF PUBLIC AND PRIVATE PEOPLE WHO HAVE ALREADY LOOKED AT THIS.

THE GOAL WAS TO DO SOMETHING TRADITIONAL AND REFLECTIVE OF THE FERNANDINA BEACH HISTORY NOT A RADICAL CHANGE OR SOMETHING TRENDY. SOMETHING THAT WAS ENVIRONMENTALLY FRIENDLY AND LOW TO NO MAINTENANCE COSTS MATERIALS. AND I ALSO WANT TO POINT OUT THIS HAS BEEN A COLLABORATION BETWEEN MAIN STREET, THE CITY AT THE COUNTY. BOTH FUNDS FOR THE DESIGN PORTION HAS COME THROUGH A PROGRAM THAT WAS ESTABLISHED IN 2021. IT IS A GATEWAY SIGNAGE PROGRAM.

THE CORNER OF LIME AND EIGHTH STREET WAS PART OF THE PROGRAM.

WE ASKED THE COUNTY TO PULL OUT THAT FUNDING FOR THE DESIGN PORTION OF THIS. WE WERE IN A SITUATION WHERE WE COULD NOT WAIT TO HAVE IT REPLACED.

THAT IS HOW IT CAME ABOUT. IT HAS BEEN A NICE COLLABORATION. THEN MAIN STREET HAS BEEN LEADING THE DESIGN PROCESS, BUT THE FINAL APPROVAL WILL OBVIOUSLY RESTS WITH YOU. I AM GOING TO MOVE THROUGH THE SLIDES, AND TALK ABOUT THEM A LITTLE BIT.

AS YOU CAN SEE ON THIS SLIDE, THIS IS A DIAGRAM OF THE INTERSECTION. YOU WILL SEE ABOUT BLACK SPACE ON THE EAST SIDE REPRESENTS THE CURRENT WALL.

WE ARE LOOKING AT ADDITIONAL LIGHTING AND LANDSCAPE.

EVERY DESIGN YOU SEE WILL INCLUDE THAT.

WE ARE ALSO LOOKING AT AN EXPANDED FENCE.

WERE ALSO LOOKING AT POSSIBILITIES AND DIRECTION FROM YOU FOR THE WEBSITE. CURRENTLY IF YOU WILL REMEMBER THERE WAS A SIGN THERE THAT HAS BEEN PARTIALLY TAKEN DOWN.

AND THERE IS POWER THERE. SO THAT IS WHAT WE ARE LOOKING AT HERE. WE ARE STARTING WITH A MESSAGE WELCOME TO FERNANDINA BEACH THAT IS STRAIGHTFORWARD.

WE ARE ALSO LOOKING AT WHAT WE WILL PUT UNDERNEATH.

DO WE WANT THIS ABBREVIATED OR INCORPORATED.

THOSE ARE OPTIONS THAT WE CAN CONSIDER AS WE MOVE FORWARD.

WE ARE LOOKING HOW THIS CAN FIX THE SIGN.

HERE ARE, FOUR BASIC CONCEPTS THAT WE HAVE LOOKED AT.

THE FIRST ONE THAT YOU WILL SEE, THIS IS THE RELIEF WALL.

THIS IS A THREE-DIMENSIONAL WALL SO IT WOULD HAVE A DESIGN THAT WOULD REFLECT FERNANDINA'S HISTORY.

YOU CAN SEE THE LIGHT HOUSE AND THE FLAG SPIRIT THIS IS SORT OF A LOGO. THIS COULD ALSO BE ADDITIONAL ITEMS. I'M GOING TO SHOW YOU A REAL-LIFE EXAMPLE OF THE SIGN SO YOU CAN VISUALIZE IT A LITTLE BETTER. THE SECOND ONE IS A TEXTURED WALL. THE BOTTOM LEFT IS A BASIC STUCCO WALL. THE BOTTOM RIGHT WOULD BE ANY -- EITHER BUSINESSMAN OR OR THAT ONE BUT SHOWING THE LOGO RATHER THAN THE WELCOME TO PIECE. JUST AN ALTERNATIVE DESIGN THAT WE CAN LOOK AT. THIS IS THE EXAMPLE OF WHAT THIS WOULD LOOK LIKE. YOU CAN SEE HOW NICE WITH LANDSCAPE LIGHTING YOU CAN ACCENT THE WALL.

YOU WILL SEE THIS WITH THE RELIEF WALL.

IT CAN BE ANY NUMBER OF MATERIALS FOR THESE RAISED LETTERS. THIS HAS MULTIPLE ELEMENS IN THE DESIGN THIS HAPPENS TO BE TEXTURED STUCCO.

THIS ONE IS A LITTLE LESS EXPENSIVE.

WE CAN LOOK INTO ANY DESIGN THAT WE SIGN OFF ON THAT CAN BE DONE LIKE THIS. THIS COULD BE SUBJECT TO WHATEVER WE DETERMINE IT TO BE. WE ARE LOOKING AT TAKING THE CENTER WALL AND WE CAN PUT LATTICE OVER THE TOP.

THERE IS A DRIVEWAY IN THE BUILDING THERE.

THIS IS PART OF THE WEST -- WEST WING TOO.

THIS IS SOMETHING WE TALKED ABOUT ON THE WEST SIDE.

IT WOULD GO ROUGHLY IN THE PLACE OF THE SMALL SIGN THAT WAS THERE. ONE OF THE FEATURES NOW IS THAT WE ARE ABLE TO PUT AN EVENT BANNER ON THE SIDE.

WE ARE LOOKING AT WHETHER OR NOT YOU FEEL THAT IS IMPORTANT TO STILL HAVE AN EVENT BANNER. WE WOULD HAVE A PERMANENT BANNER ON THE 3RD AND FOURTH POLES. WE WOULD HAVE ONE TO STAY THERE WHEN THERE WASN'T AN EVENT. THESE WOULD BE THE OPTIONS FOR THE WESTSIDE. HERE ARE SOME ROUGH EXAMPLES AND YOU CAN SEE THE DIFFERENT TYPES. AT THIS POINT LOOKING FOR INPUT ON IT FOR -- IF THIS IS THE WEIGHT YOU WANT TO GO.

THE DESIGN GROUP INITIALLY LIKED THEM, AND THEN WAS HESITANT TO DO THAT. WE WANTED A REPLACEMENT FOR THE EVENT BANNER IF YOU FELT THAT WAS IMPORTANT.

THIS SHOWS WHAT THE SEAL WOULD LOOK LIKE ON THE LEFT SIDE, ON THE WEST SIDE OF THE ROAD. LIKE WE TALKED ABOUT, IT COULD BE THE CITY SEAL. IT WOULD HAVE A SIMILAR LOOK.

BUT THIS PART COULD BE SMALLER. JUST IN CASE ANYBODY FORGOT.

THIS IS WHAT WE HAVE NOW. THIS IS COMING DOWN THE RIGHT SIDE AND IT WOULD HAVE LATTICE AND ADDITIONAL LANDSCAPING BEHIND IT. THAT IS THE PRESENTATION, THAT IS WHERE WE ARE NOW. WE ARE IN THE VERY PRELIMINARY STAGES. WE WANT TO GET A FEEL TO MAKE SURE WE ARE IN THE RIGHT DIRECTION.

WE REALLY WANTED TO KEEP EVERYTHING CLEAN.

AND NOT DISTRACT. SO THE THOUGHT WAS, THEY MAY BE BETTER SERVED ELSEWHERE IN THE CITY.

AND TRY TO MAKE IT MORE CLEAN WITH LANDSCAPING AND VEGETATION ON THE OTHER SIDE I WOULD PUT THE CITY LET'S GO.

ANY TIME YOU CAN USE THE CITY LET'S GO, EVEN IF WE HAD THE LOGO OF THE LIGHT. YOU COULD HAVE A LOWER WALL AND SET OF THEM IN A SQUARE, ALMOST TUBEROSE MOVING DOWN ALSO IF YOU WANT TO KILL SOME OF THE VIEW WE CAN PUT THIS BEHIND IT.

ALL YOU WOULD HAVE TO DO IS PUT A LITTLE BLEACH ON IT EVERY SIX MONTHS AND THE CITY WORKERS CLEAN IT OFF SO IT STAYS CLEAN.

EVERYTHING ELSE WOULD BE LANDSCAPED ACCORDINGLY, JUST AN IDEA YOU HAVE A GOOD IDEA ABOUT THE SIGN BUT.

I'VE BEEN HERE FOR ABOUT TWO MONTHS, I KEEP GETTING ASKED WHAT IS MY VISION FOR THE DEPARTMENT.

I CAN'T REALLY PROVIDE THAT UNTIL I GET TO KNOW THE COMMUNITY. WHAT WE DECIDED TO DO IS LAUNCH A TWO-MONTH CAMPAIGN. WE LAUNCHED IT A WEEK AND A HALF AGO.
