AND WHAT ELSE MADE IT SPECIAL WAS IT WAS A TRUE PARTNERSHIP WITH THE CITY OF FERNANDINA BEACH.

SO PROCLAMATION. WHEREAS THE FIRST TO LIVE IN THIS GREAT LAND, NATIVE AMERICAN INDIANS HAVE SIGNIFICANTLY ENRICHED EVERY ASPECT OF OUR LIVES.

AND HELP SHAPE THE AMERICA WE KNOW TODAY.

THEIR TRADITIONS AND VALUES CONTINUE TO INSPIRE THE IDEALS OF SELF-GOVERNANCE AND DETERMINATION THAT ARE THE FRAMEWORKS OF THE UNITED STATES.

AS WE REFLECT ON OUR HISTORY, WE MUST ACKNOWLEDGE THE DEPLORABLE CHAPTERS OF VIOLENCE AGAINST NATIVE AMERICAN PEOPLES.HILE WE CANNOT UNDO THE PAIN AND TRAGEDY OF THE PAST, WE CAN SET OUT TOGETHER TO FORGE A BRIGHTER FUTURE OF PROGRESS. AND HOPE ACROSS INDIAN COUNTRY AND THE ENTIRE AMERICAN LANDSCAPE.

FOUNDED IN 1944, THE NATIONAL CONGRESS OF AMERICAN INDIANS WAS ESTABLISHED TO SECURE AND PRESERVE AMERICAN INDIANS SOVEREIGN RIGHTS UNDER TREATIES AND AGREEMENTS WITH THE UNITED STATES TO PROTECT AMERICAN INDIAN TRADITIONAL, CULTURAL, AND RELIGIOUS RIGHTS TO SEEK APPROPRIATE, EQUITABLE BENEFICIAL SERVICES AND PROGRAMS FOR OUR NATIVE AMERICAN PEOPLE AND GOVERNMENTS.

AND TO PROMOTE THE COMMON WELFARE TO ENHANCE THE QUALITY OF LIFE OF AMERICAN INDIANS. NATIVE AMERICAN AWARENESS WEEK BEGAN IN 1976, AND RECOGNITION WAS EXPANDED BY CONGRESS AND APPROVED BY PRESIDENT BUSH IN AUGUST 1990.

THANK YOU, COMMISSIONERS, FOR HAVING ME TODAY TO YOU ABOUT THE UPCOMING CHANGES TO THE (INDISCERNIBLE) INSURANCE POLICIES HERE IN THE CITY AND ACROSS THE NATION BASED ON SOME NEW FEMA POLICIES. SO HERE TO SHARE THIS INFORMATION WITH THE RESIDENTS IN THE COMMISSIONERS ON BEHALF

SO FEMA HAS INITIATED A COUPLE OF DIFFERENT NEW PROGRAMS, ONE BEING RISK (INDISCERNIBLE) 2.0 AND THE OTHER BEING FEMA'S NATIONAL VIOLATION TRACKER. THERE AFFECTING HOW FLOOD INSURANCE POLICIES ARE WRITTEN ACROSS THE NATION.

THAT ALSO AFFECTS POLICIES HERE WITHIN THE CITY.

SO ONE OF THE MAIN THINGS IS FEMA'S NEW POLICY AND PROCEDURE OF HOW THEY RATE BLOOD INSURANCE.

IT KICKED IN LAST YEAR AND ROLLED INTO EXISTING POLICIES THIS YEAR. FEMA HAS COMPLETELY REDONE THEIR RATINGS SYSTEM. UNDER THE LEGACY SYSTEM.

SO THE OLD SYSTEM (INDISCERNIBLE), THEY BASE FLOOD INSURANCE POLICY RATES ON IN OR OUT.

SO THE RED DOT THERE IS THE COASTAL ZONE, SO THAT WAS CONSIDERED HIGH RISK. THE YELLOW DOT HERE AT CITY HALL IS IN THE NON-COASTAL FLOOD ZONE, SO THAT WOULD BE A MODERATE RISK. THE GREEN DOTS WOULD BE CONSIDERED BELOW RISK BY FEMA'S INSURANCE POLICIES.

SO EACH OF THESE THREE GREEN DOTS WOULD HAVE THE SAME FLOOD INSURANCE RATE. SO THE (INDISCERNIBLE) WOULD BE CHARGED WOULD GO DOWN. BREAD WOULD BE HIGHER, THEN YELLOW, THEN GREEN. THIS RATING SYSTEM WAS INHERENTLY FLAWED BECAUSE THEY CONSIDERED ONCE YOU WERE OUT OF THE MAP (INDISCERNIBLE) FLOOD ZONE, THAT YOUR RATE WAS CONSISTENT. AS YOU CAN SEE, WE HAVE A HIGH RISK POLICY THERE RIGHT ON THE COASTAL ZONE.

ANOTHER ONE IN 100 YEAR NON-COASTAL ZONE, WHICH IS A LITTLE LESS. BUT ONCE YOU GET OUTSIDE, FEMA CONSIDERED THE RISK FOR THAT PROPERTY TO BE THE SAME AS THE WHITE HOUSE. SO IT DOESN'T TAKE A LOT OF EXPERTISE TO RECOGNIZE HOW (INDISCERNIBLE) ON THE BEACH IS CAN HAVE A SIGNIFICANTLY HIGHER RISK THAN THE WHITE HOUSE AND PROBABLY FURTHER IN. THE RATING SYSTEM GOT CHANGED MAINLY BECAUSE FEMA WAS PAYING OUT MORE MONEY, WHICH WAS THE

RED, THAN THEY WERE BRINGING IN.

SO THEY REALIZE SOMETHING WAS WRONG WITH THE SYSTEM.

SO THAT IS THE WHY BEHIND IT. THIS RATING SYSTEM IS CHANGING.

ANOTHER REASON THEY CHANGED IT IS BECAUSE THIS PROPERTY HERE ON THE OCEAN, IT WOULD HAVE THE SAME FLOOD INSURANCE RATING AS A PROPERTY ON THE RIVER IN HATTIESBURG, MISSISSIPPI OR IN KANSAS. SO THE IDEA OF THE SEVERITY OF THE RISK WAS NOT BEING REFLECTED IN THE RATES.

BECAUSE PEOPLE ALWAYS WANT TO KNOW WHY IS FEMA CHANGING? THIS IS WHY. WE CAN'T CHANGE IT.

WE CAN'T IMPACT WHAT THEY ARE DOING RIGHT NOW.

THIS IS A FEDERALLY IMPLEMENTED PROGRAM.

SO WHAT THIS TRANSLATES TO IS FLOOD INSURANCE PREMIUMS ARE GOING TO CHANGE SIGNIFICANTLY. SOME GO UP, SOME GO DOWN.

IN FLORIDA AND AREAS LIKE BARRIER ISLANDS AS IN FERNANDINA BEACH, THE PREMIUMS UNDER FEMA ORGAN TO BE GOING UP. THERE CAN BE GOING HIGHER.

SO JUST WANT TO MAKE SURE YOU ARE AWARE OF THAT.

AS YOU GET YOUR RENEWALS AND YOU SEE THE INCREASES, YOU WILL UNDERSTAND THE WHY. THE REASON BEHIND THIS IS ITS EQUITY AND ACTION. THAT'S WHAT FEMA IS CALLING IT.

WE WANT TO MAKE SURE PEOPLE'S PREMIUMS THEY PAY ACCURATELY REFLECT THE RISK. EVEN THOUGH WE DON'T LIKE THE FACT THAT SOME OF THE POLICIES ON THE ISLAND ARE GOING TO BE GOING UP, HARD TO ARGUE WITH THE POLICY ON THE BEACH BEING HIGHER RISK THAN 14 MILES FROM THE RIVER IN KANSAS.

THE RISK IS THERE. IT MAKES FEMA'S PROGRAM (INDISCERNIBLE) SO THE MONEY COMING IN IS THE SAME AS THE MONEY GOING OUT. (INDISCERNIBLE).

THE REGULATIONS WERE IN PLACE. THEY COULD CHANGE THE PROGRAM IT AND MODIFY IT WITHOUT ANY CONGRESSIONAL APPROVAL.

THAT'S ONE OF THE REASONS WHY THEY DID IT.

THERE'S A LOT OF THE CITY STAFF AND MYSELF WHO WERE INVOLVED WITH THE (INDISCERNIBLE) ASSOCIATION.

THE NATIONAL ASSOCIATION OF FLOODPLAIN MANAGERS.

WE ARE WORKING WITH FEMA TO IDENTIFY PROBLEMS WITH THE NEW SYSTEM. BECAUSE IT'S NOT WORKING PERFECTLY. SO WE ARE HELPING TO TWEAK IT AND ADJUST IT. OTHER THAN THAT, WE DON'T REALLY HAVE ANY SAY OR INPUT ON ADJUSTING THIS.

SO A NEW POLICY LAST YEAR AFTER OCTOBER, THESE NEW RATES ARE REFLECTED. IF YOU HAVE AN EXISTING POLICY THAT RENEWED THIS YEAR AFTER APRIL 1, IT'S GOING TO START GOING TO THAT NEW SYSTEM. SO WHEN YOU ARE LOOKING AT YOUR FLOOD INSURANCE PREMIUMS, YOU MAY BE SEEING THEM GO UP A LITTLE BIT. THERE ARE LIMITATIONS TO THE INCREASES, BUT THEY ARE GOING TO BE GOING UP, MOST LIKELY, FOR EVERYBODY WITHIN THE CITY LIMITS.

WITH THE CITY CAN DO TO HELP COUNTERACT THAT IS THE COMMUNITY RATING SYSTEM, WHICH IS A (INDISCERNIBLE) FOR YEARS.

UNDER THE CURRENT POLICY, UNDER THE CURRENT PROGRAM, THE CITY'S DISCOUNT OF A CLASS VI ONLY APPLIES TO THE MAP (INDISCERNIBLE) FLOOD POINTS. THAT 20 PERCENT DISCOUNT.

ALL THE OTHER FLOOD ZONES, WHICH IS MOST OF THE CITY, ARE LIMITED TO A FIVE OR 10 PERCENT DISCOUNT.

HERE IN THE STATE, IT'S 10. UNDER THE NEW SYSTEM.

SO FEMA'S RISK RATING IS CHANGE.

SO THE VALUE (INDISCERNIBLE) WAS LIMITED TO MOST OF THE RESIDENTS. NOW, THE SAME DISCOUNT GOES TO EVERYBODY. SO EVERYBODY WITHIN CITY LIMITS NOW GETS THE FULL 20 PERCENT DISCOUNT.

AND SO, THE VOLUME OF THIS D-- -- (INDISCERNIBLE).

WILL HELP NAVIGATE THROUGH SOME OF THIS.

THE GOAL IS FOR YOU TO BE ABLE TO REACH OUT TO US AND THE CITY CONSULTANT TO HELP YOU GUIDE THROUGH THE INFORMATION.

INSURANCE POLICIES IN THE CITY, MOST LIKELY MAKING THEM GO UP.

THE OTHER ASPECT FEMA'S NATIONAL VIOLATION TRACKER.

THIS IS A BRAND-NEW SYSTEM THEY ROLLED OUT THIS YEAR AND IS SLOWLY BEING PHASED IN. IT'S A NATIONAL PROGRAM THAT AFFECTS EVERY COMMUNITY IN THE NATION.T IDENTIFIES BUILDINGS THAT ARE POTENTIALLY OUT OF COMPLIANCE WITH THE REGULATIONS. THERE'S A WIDE VARIETY OF WAYS THEY DO THIS. IF YOU HAVE FLOOD INSURANCE AND THEY HAVE NEGATIVELY RATED YOU. SO THEY SEE YOU ARE BELOW THE FLOOD ELEVATION FOR SOME REASON? YOU ARE ON THIS LIST. AND IT MAY BE THAT A FORM WAS WRONG. SOMEBODY CHECKED THE WRONG BOX.

OR MAYBE YOU ARE ACTUALLY TOO LOW.

THERE'S A WIDE VARIETY OF REASONS THEY ARE ADDING PROPERTIES TO THIS NATIONAL VIOLATION TRACKER.

IT ELIMINATES YOUR (INDISCERNIBLE) DISCOUNT.

SO IF YOU ARE ON THIS LIST, YOU LOSE THE 20 PERCENT DISCOUNT.

SO WE WANT TO MAKE SURE WE CAN HELP IDENTIFY THOSE RESIDENTS WHO HAVE LOST IT TO FIGURE OUT IS IT AN ERROR OR DO WE NEED TO HELP YOU FIX SOMETHING ON YOUR PROPERTY? THERE ARE 56 PROPERTIES IN FERNANDINA BEACH CURRENTLY ON

THAT NUMBER IS GROWING AS FEMA CONTINUES TO REVIEW INFORMATION AND ADDS TO THEIR DATABASE. BUILDINGS CAN BE MITIGATED FROM THIS LIST, SO REMOVED FROM THE LIST.

IT MAY BE SOMETHING AS LITTLE AS FILLING OUT A FORM CORRECTLY. IT MAY BE THAT YOU NEED FLOOD OPENINGS IN YOUR CRAWLSPACE OR GARAGE.

THERE'S A WIDE VARIETY OF REASONS TO GET REMOVED FROM THE LIST. THE IMPORTANT THING IS WE WANT TO GET THAT 20 PERCENT DISCOUNT BACK TO YOU.
