WHEREAS NASSAU HABITAT FOR HUMANITY WAS ESTABLISHED IN 1992 AS A NONPROFIT ORGANIZATION THAT PROVIDES AFFORDABLE HOUSING TO NASSAU COUNTY RESIDENTS WHO MEET RIGOROUS FINANCIAL AND PARTICIPATION STANDARDS IN BUILDING THEIR HOMES. IN 2022, NASSAU HABITAT IS CELEBRATING ITS 30TH YEAR. THERE MISSION BUILDING STRENGTH, STABILITY AND SELF-RELIANCE THROUGH HOMEOWNERSHIP.

THIS INNOVATIVE AND TRANSFORMATIVE PROGRAM IS A LIFE-CHANGING OPPORTUNITY FOR HARD-WORKING INDIVIDUALS AND FAMILIES WHO HAVE A PLACE THEY CAN CALL HOME.

NASSAU HABITAT FOR HUMANITY HAS COMPLETED 48 HOMES.

TO DATE, AND GIVEN THE NEED FOR AFFORDABLE HOUSING AND NASSAU COUNTY, THEY HAVE MADE A RECENT COMMITMENT TO THE COMMUNITY TO EXPAND THE CURRENT BUILD EFFORT FROM TWO HOMES ANNUALLY, TO SIX HOMES ANNUALLY BY 2026 TO ADDRESS THIS NEED.

THEREFORE I LEDNOVICH AND THE AUTHORITY INVESTED IN ME, DO HEREBY PROCLAIM THE MONTH OF OCTOBER 2022 AS NASSAU HABITAT FOR HUMANITY MONTH. CONGRATULATIONS.

I WANT TO MENTION TO IN PARTICULAR.

WEST ROCK CONTRIBUTED A GREAT AMOUNT OF MONEY AND VOLUNTEERS WHO WORKED COLLECTIVELY TO BUILD THE DUPLEX THAT WE JUST COMPLETED. THE OTHER ONE IS A RELATIVELY NEW WAY OF HELPING AND THAT IS BETTY BURKLAND.

WE WILL BE DEDICATING FOUR LOTS ON SOUTH 11TH STREET ON INDIGO -- BETWEEN INDIGO, IN ANY WAY THROUGH HER CONTRIBUTIONS WE WILL START BUILDING HOMES THIS TIME NEXT YEAR.

IT WILL BE AN HONOR OF HER HUSBAND WHO WAS LOOKING TO HELP BUILD AFFORDABLE HOUSING IN THIS COMMUNITY.

AGAIN, THE SUPPORT WE NEED FROM THE COMMUNITY THEY HAVE BEEN STEPPING UP A LOT. AND WE ARE REACHING OUT TO COMMUNITIES AND DOING MORE. WE ARE ON THE PATH FOR OUR GOAL.

THIS IS PART OF IT. THIS IS WHEN WE ARE TALKING ABOUT. THIS IS WHAT WE FOUND WHEN WE WENT OUT TO THE SITE. THIS HAS BEEN EXCAVATED ON THE SIDE OF THE LOT. THE PURPOSE FOR ME COMING UP HERE AND THE MAYOR ASKING TO DO THIS WAS TO BE ABLE TO EXPLAIN THROUGH EIGHT LAYPERSONS I. I DO UNDERSTAND THOUGHT LONG, AND ON BOTH SIDES THE CITY AND CITIZENS RIGHT TO PROTECT OUR NATIONAL ENVIRONMENT AND THE PROPERTIES ON HER RIGHT TO PROTECT HIS PROPERTY. A PRIVATE VACANT LOT IS ABLE TO BE BOUGHT AND SOLD WITHOUT RESTRICTIONS AND WHEN SOMEONE COMES TO THE CITY AND THE DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A PERMIT TO BUILD PROPERTY. FIRST THEY COME TO THE CITY.

THE CITY THEN SAYS IN ORDER TO EXCAVATE AND I WILL TELL YOU WHY WE DO THIS, WE HAVE TO GO TO THE DEPARTMENT TO IMPACT THE DUNE.

WE NOW REQUIRE THAT EVERY SPECK OF SAND DUNES THAT IS EXCAVATED TO DRIVE THE PILES, VERY APT TO STAY ON THE LOT.

I FOUND TODAY A HUGE PILE OF SAND, THAT I ASSUMED AND THEY ASSUMED CAME FROM PART OF THE DO THAT WAS EXCAVATED.

IN THE BACK YOU CAN SEE THE SILK FENCE AND IT HAS BEEN CUT INTO THE GROUND FLATTEN OR THE OTHER DUNES FLATTEN.

SO FAR SO GOOD, THAT IS ALLOWED BY CITY COLD.

I AM NOT SAYING IT IS RIGHT, BEAUTIFUL.

I AM NOT SAYING IT IS BEST FOR NATURE BUT IT IS THE LAW.

ALL OF THAT WAS CUT OUT TO MAKE ROOM FOR A HOUSE.

ALL OF THAT AS OF TODAY IS ONE 100% COMPLIANT WITH CITY CODE.

THE PLANS ARE COMPLIANT WITH WHERE WE CAN BUILD.

WE ARE CONCERNED ABOUT THE REMOVAL OF THE DUNE AND THE WALL THAT WAS BUILT WHICH IS UNDER THE DUNE.

IT'S VERY IMPORTANT SO I HOPE WE ARE PROTECTED LEGALLY THERE. IF NOT, WE NEED TO DO SOMETHING ABOUT IT VERY SOON. JUST AS YOU HAVE DONE SOMETHING ABOUT PROTECTING THE WETLANDS. WE ALSO NEED TO PROTECT OUR DUNES. THAT GOES BACK TO THE DISCUSSION DURING THE WORKSHOP WHERE YOU WERE TALKING ABOUT, BOTH STORM AND WHAT WE NEED TO DO IN TERMS OF PLANNING IT AND SO ON.

THE DUNES ALONG THE OCEAN IS AN ESSENTIAL PART OF THE PLANNING AND THAT IS IMPORTANT. ONE THING, AND FRANKLY, EVERYBODY IN OUR GROUP HAS SAID THE BUILDERS AND THE PROPERTY OWNER THERE NEED TO REPLACE THE VEGETATION ON THE TWO AT THEIR OWN COSTS. THE OTHER ISSUE THAT IS TIME SENSITIVE, IT'S NOT ENOUGH TIME TO DISCUSS ON WHERE WE STAND. THE COUNTY HAS PROVED AND WE HAVE NOT DONE ANYTHING, IT WILL JUST GO INTO LIMBO IF WE DON'T APPROVE IT. I'M NOT SAYING WE SHOULD OR SHOULD NOT BUT THERE IS MONEY AVAILABLE.

AND LEGISLATIVE REQUESTS WILL BE ON THE DETAILS.
