OVERALL YEAR-TO-DATE GENERAL FUND EXPENSES ARE BELOW 66.7, AND 49.7. HOWEVER, SOME DEPARTMENTS ARE OVER THIS MARK DUE TO ANNUAL SERVICE AND CONTRACTS. ALL INTER-FUND TRANSFERS FOR THE MONTH HAVE BEEN COMPLETE.
CAPITAL IMPROVEMENTS FUND, PAYMENTS HAVE BEEN ISSUED FOR TYLER EXECUTIVE TIME PAYROLL SYSTEM, POLICE EQUIPMENT. FOR THE GOLF COURSE MEMBERSHIP REVENUE IS UP 64,000 OVER LAST YEAR. OR 62 PERCENT. I RAISE MONEY FOR TREE TRAINING. AND YET, TREE PROTECTION ZONES ARE A JOKE ALL OVER THE CITY. WHETHER IT'S DOWN 1ST AVENUE, AMELIA BLUFF, ACROSS THE STREET FROM ME OR OTHER CONSTRUCTION SITES, IT'S RIDICULOUS WHAT WE LET FALL THROUGH THE CRACKS.
I'M HERE TO REQUEST THAT WE CHANGE THE CULTURE BECAUSE STAFF, WHETHER IT'S THE BUILDING DEPARTMENT, THE PLANNING DEPARTMENT, THE ARBORISTS OR CODE ENFORCEMENT, STREETS DEPARTMENT, EVERYBODY HAS TO WORK TOGETHER AND UNTIL WE'RE ALL WORKING TOGETHER, WE'RE NOT BEING EFFECTIVE. AND THESE TREES WERE VISITED THREE TIMES BY THE ARBORIST TRAINING THAT I HELPED RAISE MONEY FOR. THE FIRST VISIT WAS ON MARCH 3RDRD.AND AFTER THAT, TWO MORE VISITS HAPPENED. THE SOUTHERNMOST MAGNOLIA TREE THERE WAS A MATURE TREE. PROBABLY 60 INCHES IN DIAMETER OR IN GIRTH.
IT WAS 100 TO 200 YEARS OLD. THE HOMEOWNERS SAID, WAS CONCERNED ABOUT BRANCHS FALLING. HE SAID WHEN WE WERE THERE ON THE FIRST VISIT THAT IF THAT TREE COULD BE SAVED, HE WOULD LIKE FOR IT TO BE SAVED BECAUSE HE IS A FORESTER AND HE LOVES TREES. SO WE HAD THE BEST ARBOR -- CULTURAL CONSULTANTS COME TO THE CITY TO TRAIN OUR CITY ARBORIST. AND CHUCK LIPLEY, THE ELDER LIPPEY, WHO HAS WORKED WITH THE CITY MANY TIMES, CAME ON MARCH 3RD, HE ASSESSED THE TREE WITH A RUBBER MALLET AND THERE WAS A DISCUSSION ABOUT HOW THE TREES PROBLEMS WERE STRUCTURAL AND NOT HEALTH. THE TREE HAD A GOOD CANOPY. THE LEAFS WERE GOOD.
THE COLOR WAS GOOD. IT SHOWED NO DIE BACK AT ALL. WHAT WAS DETERMINED WAS IT HAD BASAL DECAY, BUT THE ROOTS WERE SOLID. SO AT THAT FIRST SESSION AND EVERY SESSION THAT THERE FOLLOWED, MAINTENANCE PRUNING WAS EXPLAINED.
HOW TO TAKE THE WEIGHT OFF THE EXTENDING BRANCHS AND SHORTEN THE BRANCHS BACK AND COMPACT THE TREE. ANYWAY, THE TREE CAME DOWN. AND A LOT OF TIME, OVER TEN HOURS OF TIME AND CONSULTING WORK WAS PUT INTO THAT TREE. I HAVE A VERY HARD TIME WITH THE CULTURE THAT WE HAVE, THAT IS A COWBOY CULTURE WITH CHAIN SAWS RATHER THAN A PROTECTION OF PRUNING AND DOING MAINTENANCE PRUNING THAT WE CAN DO AND SAVE A HUGE TREE AND IT WAS THEN DETERMINED THAT IT COULD BE -- HAVE THE LIFE SPAN OF AT LEAST 15 MORE YEARS.

NOT ONE OF THEM HAD A TREE PROTECTION ZONE. THERE WAS GARBAGE, CINDER BLOCKS, EVERYTHING. THIS PARTICULAR CASE, THE NORTHERN MAGNOLIA TREE HAD ACTUALLY BEEN IDENTIFIED IN 2009 SURVEY AS BEING POOR. IN 2009, THEY DID A TREE SURVEY AND IT'S ACTUALLY ON THE COUNTY SITE. AND THEN THEY DID SOME MORE IN 2017. SO WHEN THIS EVALUATION STARTED, WE WERE ACTUALLY LOOKING AT THE SOUTHERN TREE TO FIND OUT THAT THE NORTHERN TREE WAS IN BETTER SHAPE, OR WORSE SHAPE. THEN IT DID HAVE TO COME DOWN. MY CONCERN WAS THAT THIS ALONG WITH THE LACK OF ENFORCEMENT AND TREE PROTECTIONS, THEY'RE IN THE LDC.
IT'S IN THE LDC, THAT WE'RE NOT DOING IT. THIS GOES BACK TO A LITTLE BIT OF THE DOOM THING. AND I BELIEVE THAT THE CITY MANAGER AGREES WITH -- THAT THE IMPLEMENTATION AND THE FOLLOW-THROUGH AND I TALKED TO THE BUILDING DEPARTMENT AND YOU KNOW, THIS IS CRAZY THAT WE ARE OUT THERE PLANTING HUNDREDS OF TREES, WE HAVE A TREE MANAGEMENT PLAN, 2019, 2020, 2024, 17 PAGES. THERE IS LIKE FIVE LINES DEVOTED TO TREE MAINTENANCE. AND I PUT A REQUEST IN TO ADOPT THE INTERNATIONAL STANDARD OF ARBORIST TREE CONSTRUCTION PROCEDURES, WHICH IS I'M GOING TO TRY TO PUSH IT THROUGH
