I BELIEVE THE COVID VACCINES ARE SAFE AND EFFECTIVE. I BELIEVE THE VAST MAJORITY OF PATIENTS BEING HOSPITALIZED AND WE'RE TALKING 99% WITH COVID AND OUR HOSPITAL IS OVER FLOWING ARE NOT FULLY VACCINATED.

POLICE DEPARTMENT DEPARTMENT. HE WORKED FOR DESOTO COUNTY EMERGENCY DEPARTMENT. IN THE BACKGROUND INCLUDES NUMEROUS COMMENDATIONS FOR OUTSTANDING LEADERSHIP.

ONE OF THOSE DEFINING YET TRAGIC MOMENTS CAME IN AUGUST OF 2017 WHETHER TO KISSIMMEE POLICE OFFICERS WERE BRUTALLY MURDERED WHILE THEY WERE INVESTIGATING A SUSPICIOUS CALL.

THESE WERE TWO POLICE OFFICERS THAT DEPUTY CHIEF TAMBASCO WORKED WITH AND SPENT TIME OFF DUTY WITH EACH OTHER.

DEPUTY CHIEF TAMBASCO WAS TASKED WITH INVESTIGATING THAT TO CASE WHICH LEAD TO THE EVENTUAL ARREST AND CONVICTION OF THE PERSON THAT KILLED THEM. HE'S ALSO BEEN RECOGNIZED FOR LIFE SAVING EFFORTS, ONE OF WHICH WAS DOMESTIC VIOLENCE SITUATION WHERE A WOMAN WAS HELD HOSTAGE BY HER HUSBAND.

HE WENT IN AND RESCUED THE WOMAN AFTER THE WOMAN TRIED TO HARM HER FURTHER AND WAS PRESENT WHEN A LADY LITERALLY FELL OUT IN A GROCERY STORE AND HIS CPR EFFORTS KEPT HER ALIVE.

JEFF AND I WILL LEAD THE DAILY FUNCTIONS THE POLICE DEPARTMENT, GIVING FOCUS TO OUR COMMUNITY, COMMUNITY ENGAGEMENT AND OUR CONTACTS. JEFF AND HIS WIFE, CANDY HAVE RELOCATED HERE. THEY ARE EAGER TO MAKE THIS PART OF OUR COMMUNITY. OTHER THAN THE CHIEF'S OFFICE, WE HAVE THREE BUREAUS WITHIN THE POLICE DEPARTMENT.

I WANTED TO GIVE YOU A COUPLE MINUTES TO REACQUAINT HIM.

CAPTAIN BISHOP WITH THE FINE HEAD OF HAIR HERE MANAGES THE PATROL, TRAFFIC, BEACH RANGERS, POLICE SERVICE AID AND SPECIAL EVENTS. DAVID STARTED WITH THE CITY IN 1985 AND STARTED WITH THE POLICE DEPARTMENT IN 1990.

JIM NORMAN, THE CLEAN SHAVEN ONE MANAGES OUR SUPPORT BUREAU.

IT'S THE SMALLEST AS FAR AS STAFFING BUT THE MOST COMPLEX.

HE'S RESPONSIBLE FOR ACCREDITATION, ALL OF OUR POLICE RECORDS, STORING AND RELEASING TO THE PUBLIC OR THE COURTS.

VEHICLE AND BUILDING MAINTENANCE, INFORMATION TECHNOLOGY, BODY CAMERAS, IN CAR CAMERAS, RADIOS COMPUTER HARDWARE AND SOFTWARE AND EVERYTHING ELSE.

JIM HAS BEEN WITH US SINCE 1992. ABOUT TO CELEBRATE HIS 32ND YEAR. CAPTAIN FREDDIE PEAKE WHO YOU MIGHT SEE RIDING HIS BICYCLE 30 TO 40 MILES A DAY.

THIS INCLUDES DETECTIVES ON FOLLOW UP CRIMINAL CASES, THE DETECTIVES ASSIGNED TO THE COUNTY DRUG TASK FORCE.

PROCESSING EVIDENCE. STORING EVIDENCE AND MAKING IT AVAILABLE TO THE COURTS AND INCLUDES OUR SCHOOL RESOURCE OFFICER. FREDDIE'S DUTIES WILL INCLUDE A MENTAL HEALTH PROFESSIONAL PROVIDED TO HELP ADDRESS ADULT MENTAL HEALTH ISSUES AND THE CHRONIC HOMELESS POPULATION TO SEE IF THERE'S ANYTHING WE CAN DO FOR THOSE DRUG DEPENDENT, AND NEED MENTAL HEALTH. HE HAS BEEN IN LAW ENFORCEMENT FOR 25 YEARS. THAT'S OUR LEADERSHIP TEAM.

ITEM 4.2, THE BUDGET SUMMARY. COMPTROLLER, MS. TESTAGROSE YOU

HAVE THE FLOOR. >> GOOD EVENING.

JUNE IS THE NINTH MONTH AND REPRESENTS 75% OF THE BUDGETED FISCAL YEAR. YEAR TO DATE IS AT 93.3 PERCENT OF THE BUDGET. DUE TO PROPERTY TAX, LOCAL TAX, YEAR TO DATE OVERALL GENERAL FUND EXPENSES ARE BELOW THE 75% MARK AT 54.7. SOME DEPARTMENTS ARE OVER THIS DUE TO THE PAYMENTS OF SERVICE CONTRACTS.

FOR SOME OF THE OTHER FUNDS AS I STATED BEFORE, IF APRIL, THE FINAL PAYMENT WAS MADE ON THE GENERAL OBLIGATION BONDS, THIS WAS THE VOTER APPROVED DEBT THAT WAS ISSUED TO PURCHASE THE GREEN WAY. FOR THE CAPITAL IMPROVEMENTS FUND INCUMBRANCES HAVE BEEN ISSUED FOR CITY HALL ROOF, FIRE RESCUE VEHICLES, STREET STRIPING AND PAVING.

ATLANTIC REC CENTER ROOF ON BUILDING C, PECK CENTER WINDOWS AND THE MLK KIDDIE POOL. PRO SHOP SALES AND FOOD AND BEVERAGES ARE BELOW RATIOS. ALL UTILITIES BOND REVENUES EXCEED EXPENSES. FOR THE MARINA, $597.

AGAIN. WELCOME AND THIS IS THE PRELIMINARY PRESENTATION OF THE PROPOSED 2021-2022 BUDGET.

LET ME FIRST START BY EXPLAINING BY RESPONSIBILITY AS OUTLINED IN SECTION 71 OF THE CITY CHARTER. THIS BUDGET IS MY RECOMMENDATION. I HAVE HAD A LOT OF COMMUNITY INPUT AS TO WHAT SHOULD BE IN THE BUDGET.

BUT THIS IS MY RECOMMENDATION. AND THAT IS IN LINE WITH WHAT THE CITY COMMISSION OR THE CITY CHARTER SAYS IN SECTION 71.

THE PROPOSED BUDGET WHICH YOU HAVE IN SUMMARY FORM AND MISS TESTAGROSE WILL WORK ON GETTING THE DETAILED VERSION IS PROPOSED AT MAINTAINING THE SAME MILLAGEERATE.

THE CITY HAS SATISFIED THE DEBT PAYMENTS.

THAT WAS ORIGINALLY APPROVED BY THE VOTERS TO PURCHASE ENVIRONMENTAL SENSITIVE LANDS AND OTHER PARKS AND RECREATION IMPROVEMENT SAYS AND THOSE ARE MORE COMMONLY KNOWN AS EG ANS CREEK. THE VOTER APPROVED DEBT LINE WILL NO LONGER APPEAR FOR THAT PURPOSE ON RESIDENTS TAX BILLS.

THIS DOES EXCEED THE PROPOSED MILLAGE RATE OF 5.4683 MILLS.

DOES EXCEED THE ROLL BACK RATE BY SEVEN % AND THIS IS WILL BE ADVERTISED AS A TAX INCREASE. THE AMOUNT OF THAT INCREASE IS IF YOU HAVE A HOMESTEADED PROPERTY, YOUR TAXES WILL GO UP UNDER THE PROPOSED BUDGET BY APPROXIMATELY $8 FOR EVERY $100,000 OF TAXABLE VALUE. IF YOU HAVE A NON-HOMESTEADED PROPERTY, THEY ARE NOT PROTECTED BY THE SAVE OUR HOMES OF THE FLORIDA CONSTITUTION SO HOMESTEADED PROPERTIES CAN ONLY GO UP THREE %. WHICH THERE YEAR THE STATE OF FLORIDA SAID INDICATED TO CITIES THAT THE RATE OF INFLATION WAS

1.4 %. HOMESTEADED PROPERTIES ARE INCREASED BY 1.4 %. THAT WAS THE CAP ON THAT.

IF YOU HAVE A NON-HOMESTEADED PROPERTY, STATE VOTERS RECENTLY APPROVED A COUPLE YEARS AGO THE MAXIMUM IS 10% OR THE RATE OF INFLATION. ACTUALLY BY THE VALUE OF THE INCREASE IN THE PROPERTY. AND AS AN AGGREGATE, THIS COMMUNITY'S PROPERTY VALUES WENT UP 7.3 %.

WHAT WAS INCLUDED FOR THE FIRST TIME IN THE CITY'S HISTORY, THE CITY'S TAXABLE VALUE TOTAL EXCEEDED $3 BILLION.

WHEN YOU CONSIDER THAT IN 2013, THE TAXABLE VALUE OF THE CITY WAS $1.5 BILLION. WE HAVE DOUBLED OUR TAXABLE VALUE IN LESS THAN EIGHT YEARS. THAT AGAIN, THAT'S TAXABLE VALUE, NOT ASSESSED VALUE WHICH IS EVEN HIGHER AND DEFINITELY NOT AS HIGH AS MARKET RATE. SO, THE INCREASE IN PROPERTY VALUES IS EXPLOSIVE IN THIS COMMUNITY.

THIS IS A COMPARISON BETWEEN WHAT THE BUDGET OR THE MILLAGE RATES ARE FOR THE CURRENT YEAR VERSUS WHAT IS PROPOSED FOR NEXT YEAR. THE VOTER APPROVED DEBT SERVICE IS ELIMINATED. WHAT MOST OF YOUR HOMESTEAD PROPERTIES WILL SEE IS ACTUALLY A REDUCTION IN THE TAXES DUE TO THE CITY. BECAUSE YOUR OPERATING MILLAGE WILL GO UP, BUT MOST OF THE HOMESTEADED PROPERTIES, BECAUSE OF THE VOTER APPROVED DEBT SERVICE IS MORE THAN WHAT YOUR TAXES WILL GO UP. SO TOTAL TAX PAYMENTS TO THE CITY SPREAD ACROSS THE TWO LINES IN MOST CASES WILL GO DOWN.

BUT THE OPERATING LINE, THE OPERATING COMMITMENT FOR EACH RESIDENT LIKELY INCREASES. THE $8 PER $100,000 OF VALUE.

THE GENERAL FUND, THERE'S THE TAXABLE VALUE I MENTIONED.

THE $3 BILLION IN 2022. PROPERTY TAX REVENUE WE BUDGET AT 96% IN PART BECAUSE IF YOU DO PAY YOUR PROPERTY TAXES EARLY, YOU GET A FOUR % DISCOUNT. WE DON'T BUDGET THE FULL 100% BUT THE PROPERTY TAX AT PROPOSED MILLAGE RATE WILL GENERATE $15.8 MILLION. GENERAL FUND $23,000,164.

WRONG WAY SORRY. LET ME TALK ABOUT PERSONNEL CHANGES. THE NET CHANGE IS THERE'S A NET CHANGE OF ONE. WE'RE ADDING A FACILITIES MAINTENANCE TECHNICIAN PRIMARILY DUE AS OUR DISCUSSIONS BEFORE, WE HAVE BUILDINGS AGING AND MORE RESPONSIBILITIES FOR MAINTAINING THESE BUILDINGS. THE STREET MAINTENANCE DIRECTOR POSITION IS BEING ELIMINATED. AND WE ARE ALSO ADDING A MAINTENANCE, A GENERAL MAINTENANCE TECHNICIAN LIKELY TO BE ASSIGNED TO UTILITIES, SANITATION OR FACILITIES.

THE OTHER PERSONNEL CHANGES ARE MORE SUBSTANTIAL.

THESE DO NOT INCLUDE THE GENERAL FUND.

THE REASON FOR SOME OF THESE CHANGES OR ACTUALLY MOST IS THE RESULT OF THE CHANGE IN SERVICES THAT CITY PROVIDES NOTABLY THE GOLF COURSE. WE ADDED SEVEN FULL TIME, 1 PART TIME TO THE GOLF COURSE. THEY ARE A RESPONSIBILITY OF THE GOLF COURSE, IN THE PAST IT WAS A CONTRACT WITH INDIGO GOLF.

THE UTILITIES IS AN OVERALL DESCRIPTION FOR WATER WASTEWATER AND WASTEWATER STORMWATER AND WATER.

AGAIN THERE ARE INCREASING DEMANDS ON OUR SYSTEM DUE TO THE GROWTH AND THE AGE OF OUR INFRASTRUCTURE.

WE HAVE MORE RESPONSIBILITIES TO MAINTAIN THOSE FACILITIES.

THE SANITATION, THE CITY DID TAKE OVER THE YARD WASTE.

THIS IS CONTINUING TO PROVIDE THOSE SERVICES.

SOME OF THESE POSITIONS MAY HAVE ACTUALLY ALREADY BEEN ADDED UNDER THE CURRENT BUDGET YEAR, BUT OUR HEAD COUNT IS A ONE-DAY SNAPSHOT ON OCTOBER 1ST. THIS ISN'T TWO NEW PEOPLE.

WE MAY HAVE ADDED ONE WHEN WE TOOK IT OVER.

THIS IS A ONE DAY SNAPSHOT EFFECTIVE OCTOBER 1ST.

WE HAVE A CENTRAL GARAGE. AGAIN OUR FLEET HAS GREATLY EXPANDED. IT'S BEEN MANY YEARS IF NOT DECADES SINCE WE ADDED ADDITIONAL MECHANICS TO MAINTAIN OUR FLEET. THE BUILDING DEPARTMENT, THIS IS THE OTHER HALF AT THE GOLF COURSE.

WE ARE ADDING A BOOKKEEPER TO HANDLE THE GOLF COURSE AND BUILDING DEPARTMENT. THE KEY ORGANIZATIONAL CHANGES THAT ARE UNDER CONSIDERATION ARE THE RE-ESTABLISHMENT OF WHAT

THE TERMINOLOGY I PROPOSED IS COMMUNITY SERVICES.

AND THE COMMUNITY SERVICES WILL BE LED BY MR. CHARLES GEORGE THE CITY ENGINEER. AND HE WILL HELP FACILITATE COMMUNICATION, PROJECT ADMINISTRATION, AMONG THE FOUR DEPARTMENTS PLANNING CONVERSATION UNDER MISS GIBSON.

THE STREETS MAINTENANCE DEPARTMENT, THAT DEPARTMENT WILL BE ELIMINATED DUE TO THE REDUNDANCY OF EFFORTS BETWEEN STREETS PERSONNEL AND OTHER PERSONNEL THAT WILL MOST LIKELY END UP BEING OPERATIONS ON LET'S CALL IT THE PUBLIC WORKS SIDE.

OPERATIONS UNDER THE DIRECTION AND UTILITIES UNDER MR. DES LAY.

THE ROUTINE STAFF OF THE STREETS DEPARTMENT WILL BE REASSIGNED TO UTILITIES, FACILITIES AND SANITATION.

INFORMATION TECHNOLOGY IS UPGRADES ON BOTH HARDWARE AND SOFTWARE. WE HAVE VEHICLES.

A SKID STEER AND DUMP TRUCK. THERE ARE IMPROVEMENTS SLATED FOR THE ATLANTA REC CENTER. SIDEWALK CONSTRUCTION AND POLICE STATION, THERE'S A NORTHERN PART OF THE BUILDING THAT NEEDS ADDITIONAL ROOF AND PLUMBING REPAIR.

REPLACEMENT AND IMPROVEMENTS AT NORTH BEACH BOARD WALK AND ATHLETIC FIELD FENCES ARE UNDER REVIEW AS WELL.

UNDER THE IMPACT FEES, THIS IS WHAT I REFERRED TO WHEN WE TALKED EARLIER ABOUT FIRE STATION NUMBER TWO, OR ACTUALLY THAT'S THE CITY HALL FURTHER ON. FIRE STATION NUMBER TWO, IS THE PROPOSED FIRE STATION OUT TO BID TO BUILD A FIRE STATION AT THE AIRPORT. $1 MILLION WILL COME FROM IMPACT FEES. THE WATERFRONT PARK IS $300,000 OF PARKS AND RECREATION IMPACT FEES.

CITY HALL ARCHITECTURE AND ENGINEERING IS BASED IN THE SILLING REPORT. HALF IS SCHEDULED UNDER THE IMPACT FEES. BEACH ACCESS NUMBER 6 WALK OVER IS $75,000 AND EXPANSION OF SIDEWALKS, NOT REPLACEMENT OF CURRENT SIDEWALKS IS SCHEDULED FOR $25,000.

YOU'RE WELL AWARE OF THE FACT THE CITY WILL RECEIVE MILLIONS OF DOLLARS FROM THE AMERICAN RESCUE PLAN.

THERE ARE THREE PROJECTS SCHEDULED TO RECEIVE FUNDING.

THE WATERFRONT RESILIENCY PLAN WHICH WE HAVE BID OUT AND ON YOUR AGENDA FOR APPROVAL. WE HAVE STORMWATER IMPROVEMENTS.

COMMONLY REFERRED TO AS AREA FIVE, ALACHUA AND THE PROPOSED NEW FIRE STATION. THIS IS AN OVER VIEW OF THE BUDGET CALENDAR. THE NEXT MEETING IS A WEEK FROM TONIGHT. AT THAT TIME, YOU WILL SET THE MAXIMUM MILLAGE RATE WE WILL FORWARD TO THE PROPERTY APPRAISER TO INCLUDE ON NOTICES THAT GO OUT TO THE RESIDENTS.

LIFE AND LIVING HERE DEPENDS ON THE QUALITY OF THESE SERVICES.

THESE SERVICES ARE ALL PERFORMED BY THE PEOPLE WE HIRE OR CONTRACT WITH THE CITY. WITHOUT THE WORKERS, NONE OF US WOULD LOVE HERE WITHOUT ANY QUALITY OF LIFE.

THE BETTER THEY PERFORM THEIR JOBS, THE HIGHER THE QUALITY OF LIFE ON THE ISLAND. THE AVERAGE TAX BILL IS $1,100.

I BELIEVE THAT'S A BARGAIN PRICE FOR THESE SERVICES.

INSTEAD OF ASKING WHAT MATERIALS AND EQUIPMENT CITY WORKERS NEED TO DO THEIR JOBS EFFECTIVELY, THERE ARE A FEW TAXPAYERS DEMAND WE CUT STAFF AND THE RESOURCES STAFF NEEDS TO DO THEIR JOBS.

I WOULD HOPE AS A CITY COMMISSION WE WOULD SUPPORT OUR CITY STAFF AND THE RESIDENTS QUALITY OF LIFE FOCUSING ON THE BUDGET THAT CONTINUES TO GIVE THE CITY WORKERS THE RESOURCES THEY NEEDED TO THEIR JOBS AND HAVE A LIVING WAGE.
