SO I AM PROUD THAT BARNABAS HAS MADE SUCH A DIFFERENCE IN THE LIVES OF SO MANY PEOPLE OVER THESE 30 PLUS YEARS. I AM HAPPY THAT I HAD A LITTLE PIECE IN MAKING THAT HAPPEN AND HELPING US GROW AND REACH OUT TO REACH OUT TO ALL CORNERS OF THE COUNTY AND WOULD LIKE TO THANK THE CITY FOR YOUR VERY GENEROUS SUPPORT OVER THIS PAST YEAR WITH COVID-19 RELIEF. YOU PROVIDED A SUBSTANTIAL AMOUNT OF MONEY HELPED US SERVE OVER 12,000 HOUSEHOLDS.

AND WE ARE ALL LITTLE TIRED AND WEARY AFTER THIS PAST YEAR FROM THE ENORMOUS WORK THAT WE PUT FORTH IN SERVING SO MANY PEOPLE WHO WERE RIGHT ON THE EDGE WHETHER THEY WERE GOING TO SURVIVE OR NOT. SO THIS IS A VERY GENEROUS AND CARING COMMUNITY. I WILL BE HEADING TO NORTH CAROLINA IN A FEW MONTHS WHERE I WILL BE RESIDING AND IT HAS BEEN A PLEASURE THIS HAS BEEN A PART OF MY JOURNEY AND I AM GLAD I HAVE A LITTLE FOOTSTEP. A LITTLE FOOTPRINT.

IN APRIL, FINAL PAYMENT WAS MADE ON GENERAL OBLIGATION FUNDS. FOR THE CAPITAL IMPROVEMENT FUND AND PAYMENTS HAVE BEEN ISSUED FOR CITY HALL ROOF, FIRE RESCUE VEHICLE, STREET STRIPING AND PAVE, THE REC CENTER, THE PIC K WINDOW PROJECT.

AND FOR THE GOLF COURSE, BOTH PRO-SHOP AND BEVERAGE IS BELOW THE BUDGED PERCENTAGE. AN AIRPORT REVENUES EXCEED DUE TO GRANT REVENUE. AND THE MARINA TRANSIENT Y YEAR-TO-DATE IS 548,492% OF THE BUDGET.

I FIRST CAME TO FERNANDINA BEACH IN 1976 TO RESEARCH A FILM DOCUMENTARY FOR PBS CALLED "FISHING ALL MY DAYS." IT IS THE STORY OF FERNANDINA'S ROLE AS THE BIRTHPLACE OF MODERN SHRIMPING INDUSTRY AND THE UNITED STATES. AND AT THAT TIME IN 1976, THERE WERE NEARLY 100 SHRIMP BOATS LEAVING THE HARBOR FROM FERNANDINA EVERY DAY. A NET MAKING SHOP HERE ON SECOND AVENUE, THE BURR BANKS, NEXT TO A MARINE HARDWARE AND PROVISION STORE NEXT DOOR WHILE SHRIMP AND FISH PROCESSING PLANTS THRIVED THE AMELIA RIVER.

TODAY, MOST OF THAT IS GONE. ITS STORY OF FERNANDINA'S PAST AS A CENTER FOR FISHERIES, SHRIMPING AND MARITIME SKILLS IS ONE THAT MANY OF OUR NEW REST DENTS AND MOST VISITORS KNEW NOTHING ABOUT. WHEN I MOVED HERE PERMANENTLY IN 2011, I KNEW THAT I WANTED TO VOLUNTEER MY SERVICES TO HELP KEEP THIS PROUD STORY ALIVE.

THE AMELIA ISLAND MUSEUM OF HISTORY HAS BEEN WORKING TO DOCUMENT, PRESERVE AND PRESENT THE COMPLEX HISTORY OF OUR ISLAND NATION. ISLAND FOR OVER 40 DECADES.

FOUR DECADES. SORRY.

OVER THE YEARS, THE MUSEUM HAS WORKED HAND IN HAND WITH THE CITY TO PROVIDE ESSENTIAL SERVICES BY MAINTAINING A PROFESSIONAL ARCHIVE OF IRREPLACEABLE HISTORICAL RECORDS, PHOTOS, ARTIFACTS, AND ORAL HISTORY RECORDINGS, BUT MORE IMPORTANTLY, TEN YEARS AGO WE ENTERED INTO A PARTNERSHIP THAT HAS BEEN A WIN-WIN EFFORT FOR BOTH THE CITY AND THE MUSEUM. THE CITY NEEDED TO CREATE AND MAINTAIN A WELCOME CENTER FOR OUR WATERFRONT FOR A MINIMUM OF 20 YEARS IN COMPLIANCE WITH THE FEDERAL GRANT THAT WAS REC RECEIVED. THE MUSEUM AGREED TO CREATE AND STAFF THE WELCOME CENTER SH SHRIMPING MUSEUM FOR THE CITY, PROVIDING THE SERVICE SEVEN D DAYS A WEEK.

THIS FULFILLED THE GRANT OBLIGATIONS FOR THE CITY BUT AT THE SAME TIME, THE CENTER HAS PROVIDED THE MUSEUM WITH A M MUCH-NEEDED DOWNTOWN PRESENCE AND A MORE CENTRAL LOCATION TO BEGIN THE EDUCATION OF THE PUBLIC, TO BRING THEM OVER TO THE MUSEUM. THIS PARTNERSHIP HAS BEEN AN UNQUALIFIED SUCCESS. AND WE HAVE BEEN LOOKING FORWARD TO THE NEXT TEN YEARS OF THE GRANT FULFILLMENT OBLIGATION AND BEYOND. SO I AM ASKING THAT THE COMMISSIONS. THAT TOTALS 2001 HOURS PER YEAR AND MINIMUM WAGE AND WE ARE ALL REQUIRED WE WILL BE HAPPY TO GET MINIMUM WAGE, $17,000 OF WAGES FOR EXTRA EXTRAABLY STAFFING THE WELCOME CENTER AND SHRIMPING MUSEUM. WE PAY THE INSURANCE FOR THAT BUILDING THAT COMES OUT TO $ $2500 A YEAR.

BUT WHAT I REALLY WANT TO DO IS WHAT I SAID EARLIER OF THE SENSE OF PLACE. AND WE WELCOME OVER 3500 PEOPLE IS YEAR TO THAT BUILDING. MANY OF THEM ARE BOATERS THAT COME FROM THE MARINA. MANY OF THEM ARE NOT.

TALKING TO THE GARDEN CLUB THERE ABOUT EDUCATION AND THE BENEFITS OF NATIVE PLANTS AND INCREASINGLY COLLABORATING WITH FERNANDINA BEACH MAIN STREET TO INCORPORATE MORE NATIVE PLANTS INTO ITS LANDSCAPING.

WORKING WITH KEEP NASSAU BEAUTIFUL VOLUNTEERS LIKE MYSELF LENDING OUR TIME AND EXPERTISE.

WE HAVE AN EXTENSIVE ARCHIVAL COLLECTION THAT HOUSES 1221 OBJECTS, 4872 PHOTOGRAPHS, 4134 ARCHIVAL PIECES SUCH AS MAPS AND DOCUMENTS, 4128 LIBRARY BOOKS. THE MUSEUM OF HISTORY IS A 4TH YEAR.

WE ARE A PREMIERE MUSEUM IN NASSAU COUNTY WITH 522 MEMBERS AND OVER 80 VOLUNTEERS WHO IN 2021 ALONE HAVE PROVIDED OVER 3,000 HOURS OF VOLUNTEER TIME. DURING TREMENDOUS COVID TIME HOST 25,000 VISITORS TO MUSEUM AND NOT THERE THIS YEAR AND HOPE TO BE BACK THERE SOON. MOST RECENTLY, THE MUSEUM COMPLETED A 400,000 PLUS RENOVATION THAT INCLUDED MUCH NEEDED MAINTENANCE ON THE INSIDE AND OUTSIDE OF THE BUILDING AND A COMPLETE REIMAGINATION OF ALL OF THE EXHIBITS FOR A MORE INTERACTIVE AND INCLUSIVE EXPERIENCE TO OUR VISITORS. WE HAVE PARTNERED WITH THE CITY ON NUMEROUS OCCASIONS INCLUDING AS PEGGY SAID CREATING EXHIBITS, STAFFING AND MAI MAINTAINING A PRESENCE AT THE WELCOME CENTER AND SHRIMPING MUSEUM, DESIGNED AN OUTSIDE DISPLAY PANEL FOR THE GREENWAY, ASSISTED THE CITY ON HISTORICAL MATTERS RELATED TO THE HISTORICAL SURVEY, THE GREENWAY RESEARCH AND PARTNER WITH THE PRESERVATION WORKSHOPS AN WRITING LETTERS OF SUPPORT FOR GRANT APPLICATIONS AN MAINTAIN A RESEARCH LIBRARY BY CITY EMPLOYEES, DEVELOPERS, REA REALTORS, JOURNALISTS, AUTHORS AND RESIDENTS.

SO WE FILED THE SUIT BECAUSE COULDN'T AGREE ON A PRICE OUTSIDE OF COURT AND WE NEEDED TO GET THE PARK IMPROVEMENTS, THE ROAD AND RESILIENCY PROGRAMMING DONE AND THIS TAKE TIME AND WE FILED THE LAWSUIT AND CAME TO THE CITY COMMISSION TO ASK YOU ACTUAL PROSECUTE THAT AND ALLOW ME TO DO THAT. AND THE VERY FIRST THING BEFORE WE SPENT A LOT OF TIME AND MONEY WITH ATTORNEYS ON WHAT WE CALL THE DISCOVERY PROCESS THAT IS EXCHANGING DOCUMENTS AND DEPOSITIONS AND ALL THAT.

WE WENT THROUGH THAT. IT AND THAT THERE WAS NOT A GOOD COMPARISON. THERE WERE NOT COMPARABLE PROPERTIES THAT WERE BEING USED.

FOR EXAMPLE, THERE WERE INLAND PROPERTIES THAT HAD SOLD THAT HAD NOTHING TO DO WITHFRONT AND WAS USED.

IT IS OUR BELIEF THAT THE APPRAISAL WAS FLAWED AND THE RESOLUTION BEFORE YOU AND NONE OF THIS IS A SURPRISE BECAUSE, OF COURSE, WE HAVE AN EXECUTIVE SESSION OTHERWISE KNOWN AS A SHADE MEETING COUPLE OF WEEKS AGO TO DISCUSS THIS.
