COME FORWARD. WHERE AS IT IS WITH GREAT HONOR THAT THE CITY OF FERNANDINA BEACH HEREBY RECOGNIZES CAPTAIN BENJAMIN FOREHAND FOR HIS LONG AND DISTINGUISHED CAREER WITH THE FERNANDINA BEACH FIRE DEPARTMENT. AND WHERE AS, CAPTAIN ON DECEMBER 27TH, 1988.

THROUGHOUT HIS 32 YEAR TENURE HE SERVED CITY RESIDENTS AND VISITORS WITH PROFESSIONALISM, INTEGRITY AND COMPASSION. AND WHERE AS, MR. FOREHAND WAS REGULARLY. MEDICAL TECHNICIAN

TO ENGINEER TO AND FINALLY CAPTAIN. HIS STRENGTHS INCLUDE KEEN ON THE JOB APTITUDE, THE CONSISTENT ABILITY TO SOLVE THE NUMEROUS COMPLEXITIES OF EMERGENCY RESPONSE, AS WELL AS AN UNMATCHED ABILITY TO CALM AND COMFORT SICK OR INJURED PATIENTS. AND, WHERE AS, WHILE NOT ON EMERGENCY RESPONSE CALLS, CAPTAIN FOREHAND NEVER SHIED AWAY. COMING UP THE RANKS BEHIND HIM. AND WHEREAS, FOLLOWING MORE THAN THREE DECADES, OF FAITHFUL AND DEDICATED SERVICE, CAPTAIN FOREHAND DECEMBER 31ST, 2020. LIVES SAVED AND CITIZENS HELPED.

CAPTAIN FOREHAND'S WORK BEN FILTHED THE CITY OF FERNANDINA BEACH AND THE FIRE DEPARTMENT FAMILY. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF FERNANDINA BEACH, FLORIDA, THAT GENUINE AND SINCERE GRATITUDE IS EXPRESSED FOR THE PROFESSIONAL AND LOYAL EFFORTS OF CAPTAIN BENJAMIN FOR HIS SERVICE. A COPY OF THIS PROCLAMATION IS PRESENTED AS A PERMANENT MATTER OF RECORD IN THE PROCEEDINGS OF THE CITY COMMISSION AS FURTHER TESTIMONIAL OF OUR SINCERIST APPRECIATION. WATER RESILIENCY AND DESIGN. >> MR. MAYOR. I'M ANDREW HOLL. A LITTLE BIT OF A REFRESHER JUST GOING BACK TO SOME OF THE INITIAL GOALS OF RESILIENCY AND THE BENEFITS OF WHY THE CITY'S DOING IT. DESIGN RELATED TO THE OVERALL MASTER PLANNING PROCESS. SHOW YOU THE SPECIFIC SYSTEMS THAT ARE GOING TO BE DESIGNED TO BE PUT IN PLACE AND END WITH THE PROJECT'S SCHEDULE. THE BENEFITS OF RESILIENCY, JUST TWO QUICK ONES, THE FIRST, OBVIOUSLY THERE'S A PICTURE OF FRONT STREET DOWNTOWN. THE FIRST GOAL IS LIMIT AND REDUCE FLOODING, FLOODING IMPACTS, DAMAGE COST

THE RESILIENCY PLAN IN ACTION, LAST YEAR IT WAS A PLAN, NOW MOVING TOWARD ACTIONS. THE PREFERRED RESILIENCY PROTECTION SYSTEMS WILL BE A MIX OF SHORELINES, STABILIZE RIVER FRONT. IMPROVEMENTS OF THE RAILROAD INTERSECTIONS ON FRONT STREET AND THE STABILIZIZATION GOAL. TO REALLY PROTECT DOWNTOWN FROM A MAJOR STORM OR OTHER MAJOR STORM EVENTS. PORT OF FERANDINA, THERE WERE NINE DIFFERENT SEGMENTS. WE'RE NOW FOCUSSING ON SEGMENT TWO WHICH IS PARKING LOT C AND D. IF YOU COULD NOTICE THE SHAPE OF THE GREEN AND THE PINK LINE, THAT'S WHERE WE PROPOSE THE FLOOD PROTECTION LINE AS WELL AS THE PROPOSED WALL AND WALKWAY LAST YEAR. HERE'S THE SAME SHAPE, NOW THIS YEAR, ON THE ENGINEERING SITE PLAN FOR THE WALKWAY AND THE WALL. ENGINEERING DESIGN AND HOPEFULLY LEADING TO CONSTRUCTION.

STREET. YOU'RE GOING TO HAVE A NICE SEATING AREA ALONG THAT SECTION. AND THEN THE BOTTOM GRAPHIC, THAT'S ACTUALLY THE SMALL PIECE OF BULK HEAD RIGHT NOW BETWEEN ATLATLANTIC SEAFOOD SO THERE, YOU'LL HAVE A BALL CAN HEAD ON RIVER FRONT. A LITTLE VISUALIZATION OF OF WHAT YOU WILL SEE. VERY NATURAL, WE'RE GOING TO PUT IN THE THINGS THAT WILL GROW AND STABILIZE AND WOULD ALMOST NATURALLY BE THERE BUT WE'RE GOING TO PLANT THEM IN A MANNER TO STABILIZE THE RIVERFRONT. WE DO HAVE ONE SECTION WHERE WE ARE PROPOSING THE FLOOD PLANK. THERE'S AN AREA BY THE ONE PAVILLIAN. WHERE WE HAVE TO HAVE. ONLY DURING TIMES OF MAJOR STORM EVENTS, SO THE STORM SURGE COULD NOT ENTER DOWNTOWN. BUT THAT'S ONLY ONE SMALL SECTION OF PARKING LOT D AND C. USED WHEN YOU NEED IT. CITY STAFF GO OUT, UNBOLT IT, PUT IT IN PLACE, LEAVE IT IN FOR THE DURATION OF THE STORM. KEEP IT RIGHT NEXT TO THE PROJECT SITE. IN TERMS OF SCHEDULE, PRELIMINARY DESIGN WAS COMPLETE LAST YEAR. WE WILL HAVE A FINAL CITY REVIEW MEETING WITH THE CITY MANAGER AND CITY ENGINEER IN FEBRUARY AND MARCH AND GET THEIR FINAL INPUT AS WELL AS REVIEWING THE BID AWARD AND THE BID AWARD OPTIONS. WE WANT THERE TO BE FLEXIBLE SERIES OF OPTIONS TO AWARD. PUT PIECES IN AND OUT AND MAKE THAT ALL WORK. CONSTRUCTION, WE EXPECT THAT TO BE AWARDED IN THE BEGINNING OF MAY OR JUNE. SO YOU'LL SEE SOMETHING UNDER CONSTRUCTION THIS SUMMER. QUESTIONS AND

GUIDANCE TO ME? >> MY CONCERN AS WE MOVE FORWARD IS THAT WE HAVE THE FUNDING TO DO THE COMPLETE SHORELINE STABILIZATION, BY STARTING WITH WE'RE STARTING, WE'RE NOT STARTING AT THE MOST VULNERABLE SPOT, WHICH YOU ACTUALLY SHOWED ON THE FIRST PICTURE. SO FUNDING ITSELF, YOU KNOW, WE HAVE TO GET TO THE POINT WHERE THERE'S NO POINT IN STARTING IF WE DON'T HAVE THE FUNDING. AND THIS REALLY ISN'T YOU. IT'S, FOR THE CITY. YOUR LAST ESTIMATE WAS $20 MILLION. SO, I'M CONCERNED PARTICULARLY WITH YOU CAN'T SEE THIS, BUT THE 101 FRONT BUILDING AREA. WE HAVE TO HAVE, ONCE WE COMMIT TO THIS, WE HAVE TO HAVE WE COMMIT TO THE WHOLE PROJECT, IS WHAT I'M SAYING. AND WE'LL TALK A LITTLE LATER ABOUT CAP IMPROVEMENT PLAN AND WHERE IT IS AND WHERE THE MONEY'S COMING FROM. HOW WE'VE TAKEN A LOT OF FEEDBACK ON THE LAYOUT, THE WORKING WATER FRONT, THE MAKING SURE TO INCORPORATE ALL THE EXISTING PIECES OUT THERE. AND I HOPE YOU'LL SEE THAT EVEN THOUGH WE'RE STILL IN THE MASTER PLAN STATE, IT IS A HIGHLY, HIGHLY COORDINATED MASTER PLAN EFFORT THAT I HOPE WILL BE A VERY GOOD FOUNDATION AND LAUNCHING PAD FOR THE CONVERSATION NOT ONLY TONIGHT BUT ALSO NEXT WEEK. I'LL BRIEFLY GO THROUGH THE PRESENTATION. SO THIS IS SIMILAR DOCUMENT THAT WE HAVE PRESENTED TO THE COMMISSION BEFORE. WHERE WE GO THROUGH AND FIRST TALK ABOUT THE FACT THAT THIS ISN'T JUST ABOUT THE PARK. AND SO WE'RE CERTAINLY DESIGNING THIS TO HELP PROVIDE ADDITIONAL STABILITY AND SUPPORT FOR THE PARK -- EXCUSE ME, THE ROAD AS WELL AS THE SHORELINE ON THE
